Modimolle residents declare indefinite strike

Photo: Herman Steyn Mzamane Ringane Angry Modimolle residents vowed to strike indefinitely in protest against what they deemed to be poor administration by the Modimolle Local Municipality. This emerged at Ephraim Mogale Stadium at Modimolle on Monday, 22 February, where Mayor Kgaretja Lekalakala was expected to respond to a memorandum of demands submitted on Friday, 19 February. The mayor, who was surrounded by a heavy police presence for her protection, was not given the opportunity to address the members of the community. Some citizens displaying #MayorMustFall placards booed the mayor, and later walked out of the jam-packed venue. Members of the community took to the streets on Friday, following weeks of suffering due to lack of running water. Residents blocked parts of Joe Slovo Street, Thabo Mbeki Drive and Nelson
Mandela Drive with burning tyres while singing revolutionary songs. After long hours singing on the streets of Phagameng, hundreds of protestors set aside their political differences and proceeded to the nearest town to hand over their memorandum to Modimolle Mayor Kgaretja Lekalakala. Holding hands, the protestors were unfazed as the police Nyala approached them from behind. The singing protestors gave way to the SAPS armoured vehicle. As the protestors were approaching the Joe Slovo Bridge, police unleashed a stun grenade before firing rubber bullets to scatter the protesters. The protestors fled in all directions, with only the bravest confronting the police and asking “why are you shooting at us, what did we do wrong?” Further shots were fired and the angry residents retaliated by throwing stones at the police vehicles. Commander Lieutenant Colonel Isaac Maila arrived. Lieutenant Colonel Maila addressed the protestors and both parties agreed that the concerned residents would continue their march peacefully to hand over the memorandum. The Modimolle central business district was temporarily shut down, with the protestors hurling garbage and blocking the main street, Nelson Mandela Drive, with concrete dustbins. Upon arrival at the municipality the protestors stood outside while Municipal Manager Sam Bambo addressed them from behind the locked gates. The protestors told Bambo to call the mayor so they could personally hand over the memorandum to her. When the mayor eventually arrived she was escorted by police into the municipal premises in a K9 unit police vehicle. Among other demands listed on the memorandum that was handed over to the mayor, residents demanded that the
municipality cancel the debts of all consumers with immediate effect. Residents claimed that it was unfair for the municipality to charge them for dirty water. They also demanded that the municipality must no longer be a middleman between Eskom and the end user, and stated that they wanted to buy directly from the public utility. After accepting the memorandum Mayor Lekalakala was taken into a Nyala which sped away from the scene. Some of the protestors who were injured during the shooting went to the Modimolle Police Station to lay charges. Police spokesperson Warrant Officer James Findlay confirmed that three cases of assault with intent to do grievous bodily harm have been opened. Schools across Modimolle were closed for the day, and the police prevented the protestors from entering the town with the use of rubber bullets and what appeared to be tear gas. A building previously occupied by the Modimolle Public Order Policing Services, and the municipal satellite offices were also torched. In a separate but related incident a private vehicle belonging to a police

Butane and community members attended a meeting in town with senior government officials and the police management leadership, and were successful in freeing those protesters who had been arrested, but not yet charged. Butane said that it was now up to the residents to press home their demands, as the EFF had intervened as requested. Member of the Mayoral committee in the Waterberg Municipality, Sello Molekwa,
said they have engaged in day-long negotiations to ensure that the request by residents to free the arrested protestors is realized. Molekwa said it was not easy to convince the police to release the arrested citizens. He told members of the community that the government was always willing to listen to their grievances and intervene accordingly. At the time of going to press the situation continued tense, with protests expected to proceed well into the rest of the week.

Lizzy Bapela Piet Dlamini was denied bail when he appeared before the Bela-Bela Magistrate’s Court on Monday, 22 February in connection with several cases of theft from a motor vehicle. His brother is also believed to have been involved, and has been taken in for questioning. According to information received, the pair is believed to have been involved in incidents that occurred at Bela-Bela, starting in February 2015. The brothers are believed to have been stealing cellphones and personal possessions from cars. Constable Frans Sekgobela of the BelaBela Police Department confirmed that the suspects are believed to operate in parking areas serving Spar and Shoprite, as well as Kretchmar Road, Potgieter Road, and Chris Hani Drive. It is believed that they may have made use
of a device that freezes the remote controls of cars, preventing the cars from locking as they should. The scheme works, according to Constable Sekgobela, only because many motorists do not check that their vehicle has been properly locked before leaving. Constable Sekgobela urged car owners to be extra careful and to remember to check their cars before leaving them unattended. Apparently suspects tend to flee if they notice that their targets are alert. Constable Sekgobela mentioned that theft out of motor vehicles appears to be on the increase, but also said that the police are working hard to crack the cases. Piet Dlamini is said to be planning to enter a guilty plea on 11 March. He told The BEAT that he was ashamed of his actions, and said that he is not proud of what he has done. His brother is involved in a separate case in Thabazimbi.

Constable Frans Sekgobela of the local police said this during an interview with The BEAT recently, following numerous incidents that took place at BelaBela. He said that more than nine cars have been stolen in the area in the past three years and the police are working as a team to crack down the syndicates. The constable added that among the stolen vehicles there are a Toyota Tazz and a Bantam that were stolen from their parking areas, which police are still looking for. Justin Steyn The South African Board for Sheriffs (SABFS) said that a decision has yet to be made regarding Bela-Bela Sheriff, Dorothy Seleka. On Thursday, 17 December 2015, Seleka was found guilty of stealing a coffee machine worth more than R30 000. The incident took place in January 2013. The complainant, Gerhard Human, said that Seleka had previously shown interest in buying the machine from his business premises in Bela-Bela but he rejected the multiple offers. The premises housed three businesses; a takeaway shop, an auction store, and a pawn shop, all of which were separated by one another. Human later discovered that Seleka had attempted to steal the machine by loading it
with other auctioned goods. Seleka has since been ordered to pay an amount of R2 000 by the second day of each month in repayment of the attempted theft. The chairperson of the SABFS, Charmaine Mabuza, said that the board received a complaint against Ms Seleka on Wednesday, 17 February concerning the issue. Mabuza said that the Board had contacted Seleka requesting that she provide them with written comments on the complaint. “This is in terms of the principles of natural justice. We must allow the other party to be heard before taking any administrative decision which will have serious repercussions on her livelihood. Her attorneys have responded on her behalf indicating that they have filed leave to appeal the conviction. The application is
being heard next week,” she said When asked how the board feels about the community’s trust in Seleka being affected by the case, Mabuza said that sheriffs are officers of the court and must serve or execute all documents issued by their courts. “These include summonses, notices, warrants and court orders. The sheriff is required to be a ‘fit and proper’ person. It is important that members of the public, as well as the legal profession have confidence in the office of the sheriff,” Mabuza added that the Board will investigate the matter and “advise the Minister of Justice and Constitutional Development accordingly of their recommendations”. “The Minister is responsible for the appointment of sheriffs and the removal or suspension of a sheriff from office,” she said

He added that there are those that specializes in stealing bakkies and steal them during the day, while some deal with sedan vehicles only. He also said that most of these criminals are not from around Bela-Bela. Constable Sekgobela told The BEAT that through investigations, the police learned that the Bantam was scrapped and its body and parts were sold. Investigations led them to a scrapyard in Pretoria, where they found most of the parts. He further said that they also found tires and rims of the Tazz, which were sold to a police officer in Stinkwater and a sound system was found sold to a man in Maubane. The car is still missing but they do have leads on the case.
Attempted theft accused gets 18 months Lizzy Bapela Ruben Coetzee (29) was sentenced to 18 months of correctional supervision on Monday, 22 February, after being found guilty of attempted theft. Coetzee was arrested following an incident at one of the local Pep-Stores at Bela Mall in August 2015. A complainant in the case who is a cashier at the store told the police that she was officially on duty on the day of the incident when she saw a suspicious looking young man entering the store. She added that she told one of her colleagues to attend that specific customer while she was busy at the till. She said that the accused rushed out of the store after a while, pretending to be suffering from stomach aches. She added that a security guard from a nearby store confronted the accused and was also told that he was suffering from stomach aches. Police spokesperson Constable Maria Maleto said that the guard returned the accused to the store anyway. She added that as soon as they got into the store, the suspect ran to the shoe display, unzipped his overall and took out a pair of shoes to the value of an undisclosed amount of money. The accused was arrested immediately and charged with attempted theft. During his sentencing, the accused was declared unfit to possess a firearm.

A man from Bela-Bela is facing assault charges for allegedly attempting to strangle his mother. According to Bela-Bela police spokesperson Maria Maleto, Bela-Bela resident Gladys Maphosa woke up to a noise from her yard in the early morning hours of Saturday, 13 February. Maleto said that when Maphosa set out to investigate the disturbance she realized that
it was her son Steven Seema. “He started kicking around the house saying he wanted to use the bedroom,” Maleto said. Maphosa told the police that she is afraid of her son, and did not answer the door. “He was allegedly fighting with some men in the street and he wanted a knife from his mother so he could continue with the fight. When she refused, he broke down a window from the front entrance of the house, proceeded to her bedroom and choked her.”

Mzamane Ringane In an effort to provide remedial support to the current water crisis in Modimolle, the Local Municipality has decided to redrill boreholes at Extension 10 and Extension 5 (Mandela). Modimolle Mayor Kgaretja Lekalakala told members of the press during a media briefing held on Wednesday, 17 February, that the municipality is equipping four boreholes with the assistance of Magalies Water, which are due to start operation before the end of February. The municipality also warned that they will be implementing tight water restrictions and rationing. Water were dispatched to affected areas around Modimolle. According to Mayor Lekalakala, as a short term solution the municipality has engaged with the Department of Water and Sanitation to assist in drilling and equipping more boreholes in all the areas. The municipality’s long term solutions includes among others, the possibility of increasing the Donkerpoort Dam wall for a bigger capacity. The mayor made an appeal to the community to continue using water sparingly.
Mayor Lekalakala said the municipality had to acknowledge that the country was affected by a climate change. “First and foremost we have to acknowledge that the country is affected by the climate change. Some parts of the province have been declared disaster areas due to drought. The rainfall shortage and high heat temperatures have caused the system demand to increase by more than 3ml/day (mega litres per day). The current demand from September 2015February 2016 ranges from 10-12ml/day. The municipality is mostly dependant on surface water and slightly augmented by boreholes in town. The current level at Donkerpoort Dam is 32% and the inlet raw water is pumped by gravity using the bottom last valve. The Klipdrift plant is operated by Magalies Water which supplies the municipality with 3, 8 – 4, 1 ml/day. The plant is currently operating at its maximum capacity and it is being upgraded now. The plant does record a number of breakdowns and power outages which affect the supply to Modimolle. The boreholes namely Perdelaagte (Koro Creek) and Abattoir (Industrial) have a combined yield of 0, 8 ml/ day. The system is heavily constrained, and the demand exceeds supply by more than 3ml/day. More water is needed to meet the current and future demand”, Mayor Lekalakala stated. Modimolle Local Municipality Acting Manager for Water and Sanitation, Thabang Selemela, said the total system supply is 9 million litres per day, while the current demand is 10-12million litres per day. The shortage is currently sitting at 3 million litres per day, meaning that the water supplied by the municipality is less than what is needed daily.
People injured as political meetings turn violent Lizzy Bapela The period of the ANC’s Branch General Meetings (BGMs) has brought nothing but pain to many of the party’s members and their branches’ leadership by turning violent instead of proceeding peacefully. This resulted in a number of cases of political complaints being opened at the local police station. About eight cases were opened on Sunday, 21 February, emanating from the party’s gatherings to elect new branch leadership. Four of the cases were malicious damage to property, two are those of common assault, and one assault with intent to do grievous bodily harm. One of the incidents took place at a church in Masakhane, where the party was meeting. The complainant alleged that she took the attendance register and went to her car to sign. A man allegedly followed her to the car and demanded that she hand over the register to him. The complainant alleged that when she refused to do so, the suspect choked her.
Police spokesperson Constable Maria Maleto said that as that was happening, three other men threw stones at the woman’s car, damaging it. She added that the value of the damages could not be disclosed at the time. All four suspects were traced and arrested for common assault and malicious damage to property. The suspects appeared before the Bela-Bela Magistrate’s Court on Monday, 22 February. “The South African Police Service is against all activities that amount to crime. All political parties are advised to avoid any violent confrontations during their gatherings and to resolve their conflicts peacefully. They are further advised to avoid insulting and threatening each other, fighting and damaging property. Anyone who commits crime will be arrested and charged accordingly. We are here to give support and work hand in glove with the community at large to prevent any crime from occurring. We urge the community to contact us immediately for assistance in order for peace to prevail,” said Constable Maleto.
DA takes government to the Human Rights Commission for clean drinking water Lizzy Bapela The DA in Limpopo has filed a complaint against the government with the South African Human Rights Commission (SAHRC).The DA says this is due to the government’s disregard of the right to clean drinking water for the people in the province. DA provincial leader and spokesperson for Corporate Governance Jacques Smalle, and Beyers Smit, a member of the National Council of Provinces filed the complaint on Monday, 22 February. Smalle said the aim was to probe the quality of water and the continuing water crisis in several municipalities across the province. He said that it is upsetting that the 2014 Blue Drop report found that Limpopo residents are drinking contaminated water. “According to the report, water authorities and water service providers who distribute water to more than 2.7 million people are completely disregarding the residents’ right of access to clean water, as mandated by the Constitution. As a result of using contaminated water, fetching water from the river and sharing water with animals, Limpopo residents are now at risk of contracting cholera, diarrhea and other E-coli related diseases caused by drinking contaminated water,” said Smalle. The water issue has been a national concern, with residents from municipalities across the country expressing their concerns through their local municipalities. In Mookgophong, the local municipality’s management practices on the drinking water quality was found unacceptable by the Limpopo Department of Water and Sanitation. This resulted in the municipality seeing a decline from the 20.40% of the 2014 Blue Drop score as compared to 32% of 2012. Meanwhile in Modimolle, many public service centres have been forced to leave work early as water scarcity continues to be a major problem in the area.

Bela-Bela theatre group ready for National Arts Festival TK Mashaba Stephen Luthuli and Petrus Molekwa, choreographers from Bela-Bela will be taking their team to the Soweto Theatre for the annual Grahamstown Arts Festival to be held on Saturday, 26 March. The two choreographers along with their team will be performing from the 5th until the 7th of March at the Soweto Theatre. Luthuli, who has been in the arts industry for some time, said this will be their second year participating in the festival. “We went last year and our problem was that we couldn’t take the whole team because of lack of funds” he said. He urged those who are able to
assist them to come forward so that they can raise funds and go with the whole team.
“We will be performing a dance called “Ngwanyana wa mahube” which, translated, means ‘A Girl of Dawn’,” Said Luthuli. Molekwa, who has released his motivational debut album, said that the dance piece will be about the joy of the Batswana tribe. “These dances show how humble, powerful and protective Batswana men are of their society, culture, family and country,” said Molekwa. He further said that their choreography inspires people to lead a life of good morals and a powerful mind-set. Another setback for Terrors FC TK Mashaba Terrors FC is finding that being in the ABC Motsepe League is not a walk in the park. The team managed three wins in the past few weeks, and were optimistic when they faced Mosesetjane All Stars at Mahwelereng Stadium. They lost
the match 2-1. Terrors still has two away games left. On Saturday, 27 February, they will be facing Dolphins, before going to Nkowa Nkowa to do battle with top-tier team Winners Park, who were aptly named. Terrors manager Bondis Shika said that they still have a chance, as they will also be playing three
home games. “We are planning on winning all our home games,” he said. “However, losing away games is not what we wish.” Shika said that they are having logistics issues, as they have to honour their away games. “We will be working very hard to finish the league in good shape,” he said.

NGO rehabilitates troubled youths Justin Steyn Bela-Bela Non-Government Organization Light of Africa has developed a life skills program which will assist troublesome youth with social issues at schools. Light of Africa’s project coordinator Josias Ramalekana said that drug and alcohol abuse remains a challenge where young people are concerned and has sparked outrageous behaviour in the a large number of school learners. “We are confronted more and more with unruly teenagers in schools and the majority of them are related to or caused by some form of substance abuse and social anxiety,” he said. Ramalekana said that the organization is teaming up with the Department of Social Development to rectify these issues by means of implementing life skills programs to the troubled youth. “We are going to visit schools in Bela-Bela and ask teachers to identify troubled learners in their classes. These learners will mostly come in the form of drug addicts, bullies and learners who have failed grades multiple times,” he said Ramalekana said that the identified learners will then be
Lizzy Bapela The community of Mookgophong Extension 3 say that they were surprised to see officials from their local municipality measuring their yards without communicating with them. The residents said that when they confronted the officials they were told that there were new RDP houses that were to be built on the sites. The residents’ concern was that the municipality decided to build houses on top of sewer pipes and under cables. They said that the area is flooded during rainy days and said that they were forbidden to extend their houses to the affected area, but were advised to use it for planting instead. They further said that they are currently struggling with access to clean water, and could not understand how the municipality was planning to justify moving even more people into the already-struggling neighbourhood. A total of 24 residents from Extension 3 signed a petition that was stamped by the police and addressed to the municipality. The residents accused the mayor Sarah Monyamane that she used R7 million that disappeared from the municipal account for her own benefit which, they say, is why the municipality could not put the new houses at a section separated from theirs. They further accuse her of showing incompetence and letting her husband Stemmer pull her by the nose and run the municipality. They also mentioned that the mayor stays in a luxury home with everything she needs in it while her people suffer with the municipality failing them in delivering essential services. Over 30 RDPs are to be built in the area, with some houses situated near an open space in Extension 3, some behind the local clinic and some near the N1 highway bridge. In his response, municipal spokesperson Naphtally Tlhoaela said that according to the municipality’s knowledge, all the new houses are being built on sites belonging to the municipality and not the residents’. He added that the municipality does not have a budget to
put together in a class where they will receive classes related to life orientation. The assessment for these programs remains confidential and learners will not be called out until a definite problem has been identified. “The process remains confidential between Light of Africa and the Department,” He added that the learners will receive extra attention and will be helped to develop better coping mechanisms for their problems while at school. The progress of these learners will then be assessed and follow up procedures will be conducted. “Say for an example there is a learner who has continuously failed a grade and is nearing the age of eighteen where he can no longer be in school, we will then take them to be rehabilitated and assist them with their needs,” he said. Ramalekana merited the successfulness of such a program in 1999 when he was working at the Royal Falcon Education Initiative. “The same approach was used when I was working with the Royal Falcon Education Initiative and many of the young people I knew back then became lawyers, doctors and even started their own businesses. I am sure we can better the lives of our local young people,” he said.

He said that the beneficiaries of the new houses are taken from the waiting list of people who registered for RDPs previously and all relevant parties have been engaged to take part in the new construction sites. “Water crisis does not mean no more houses should be built. The residents show that they are not happy for new developments but would rather watch their relatives and fellow community members being housed in small and dilapidated shacks. Some people complain about not getting RDPs but they know that reasons are that they qualified and benefited before and if that is the case, such a person will never get a second house. People should wait for the project to be completed before pointing out problems which have not yet been seen occurring. All the stakeholders involved in the construction obviously have plans on how they are going to monitor and control what situations may arise,” said Tlhoaela. He promised a formal response to all questions by the residents to explain the situation and provide clarity to residents. By the time of going to press, however, he could not be reached for comment regarding that response. Meanwhile, the district municipal spokesperson Pat Malete said that in terms of the Municipal Public Accounts Committee (MPAC), municipalities are autonomous and deal with CoGHSTA when coming to such services. He added that the district municipality only intervenes during public participation and file reports to relevant departments. He confirmed that they are not directly involved in local municipalities’ decision making.

Happy hearts have not found their feet in the league

In the eleven games since the league kicked off, they have managed to score only one win, and stand in twelfth place with seven points. Happy Hearts kicked off the league
with high hopes this season when they managed to get a former player as their coach, but reality has not been living up to their expectations. On Saturday, 20 February they lost 2-1 to Bussel FC. Happy Hearts is not the only team from Bela-Bela struggling in the league. Bela-Bela Pirates did not
make it to the top eight in the log. They lost 1-0 to the high-riding Qualitho FC on Saturday, 20 February, and are now in ninth place with nine points. They have played eleven games, losing four and playing six draws. Qualitho is giving Bela-Bela soccer fans hope in reaching the SAB league. The team is tied with the leaders, Home Defenders FC of Modimolle. Qualitho and Defenders both have 28 points, both teams have played 12 games. Defenders won eight games and Qualitho won nine games but lost two. In other Stream A weekend results, Diesel n Dust beat Celtic 5-1 while Flamingo and Boys 2 Men played a 2 all draw. Modimolle All Stars and Home Defenders played a goalless draw while KK United and Trouble Makers played to a 3 all draw. On Sunday, 21 February, Flamingo lost 5-1 to Qualitho while Troublemakers and Home defenders played a 1 all draw. Young Pirates had a walk in the park when they beat KK United 8-1.
High school athletes prepare for provincial competitions

Lizzy Bapela Two learners from Itireleng Secondary School in Rooiberg are hard at work preparing for the schools’ provincial games. The learners, Tshidi Matjila and Pauline Ramatsobane, will represent Waterberg District at the provincial level. The competitions are scheduled to take place at the Old Peter Mokaba Stadium on Saturday, 5 March. Matjila will be participating in the 400m
marathon for Under-19 girls, and Ramatsobane will be participating in long jump for Under-15 girls. Both athletes have achieved gold and bronze medals at the district level to qualify for the provincial competitions. They intend to perform even better so that they may qualify for the national championships scheduled to take place in Bloemfontein from Thursday, 17 to Saturday, 19 March. The learners regularly use the Waterberg Satellite Academy of Sport at Settlers Agricultural High School for practice and to keep fit for competitions. A teacher from the school, Ally Pole, commended sportsman Thabo Molokomme for making an effort to mentor the athletes. He said that the athletes are given individual attention in order to sharpen their level of readiness through his mentorship. Pole also said that he wishes to work with athletes who will represent the country at international level and that “the dream lives on.�
