IT’S HIP TO BE SQUARE
For years, the word was that millennials wanted to live in hip, cool urban centers. They wanted to be close to downtown nightlife and employment centers. It turns out, much to the chagrin of the nation’s urban-living cheerleaders, that millennials (generally considered to be those born in the 1980s or 1990s) are much like their parents in favoring suburbs. A recent report by the Urban Land Institute, a real estate think tank, debunked the myth that most millennials were in love with with amenity-rich downtown apartments. Instead, the study found, many have opted for less centrally located but more affordable suburban neighborhoods — especially master-planned communities with vibrant amenity centers. Over the past two years, millennials — who comprised fully 80 percent of all buyers — purchased single-family homes in (gasp!) the suburbs. This trend is expected to continue as younger millennials check their biological clocks and start families. But even though millennials are favoring the ’burbs, they’re still insisting that their neighborhoods be lively, eclectic and diverse. Luckily, they have plenty of choices that fit the bill. Retailers and restaurateurs are wasting no time in following millennials to their new homes. But they aren’t building strip malls the way they used to. Open-air shopping districts have quickly made malls obsolete. Alfresco dining and pooch-friendly sidewalks are now considered must-haves, and are quickly turning areas such as Horizon West, Lake Nona and Heathrow’s Colonial TownPark into perfect examples of how today’s millennial families want to live and work. But don’t take my word for it — plan a visit to a new-home community. I think you’ll agree, this ain’t your daddy’s suburb.

WHAT’S THE FORECAST? FOR MERITAGE BUYERS, THE OUTLOOK IS SUNNY
T
he forecast is sunny at Meritage Homes. More accurately, the forecast is sunny for anyone who buys a new home from the company during 2016. Meritage, the seventh-largest publicly owned builder in the U.S., recently announced that it will install high-efficiency SunPower solar panels on all its to-bebuilt homes in the Orlando area. That means the company’s homes will now harness the same sunshine that has made the region such an appealing place to live, says Brian Kittle, division president for Orlando. “We’re proud to make this commitment not only to our homebuyers, but also to the future of our environment,” adds Kittle. Each two-kilowatt SunPower solar electric system is valued at more than $10,000. And the systems may qualify buyers for a tax credit of up to 30 percent. In addition to providing clean electricity and lowering energy bills, the systems will enable buyers to track their solar production and estimate their savings through a computer or mobile device. “Meritage is helping lead the way to a clean energy future for their customers and communities by making solar power a

standard feature,” says Howard Wenger, SunPower president, business units. or more than 60 years, the Greater Orlando Builders Association’s (GOBA) Parade of Homes has highlighted the best of the best in new and remodeled homes. The 2016 parade, which was held in early April, was no different. As evidence, just check out this year’s Showcase Home, the Lucerne II by CalAtlantic Homes in Winter Garden’s Waterside community in the Horizon West area. First of all, at 5,500 square feet, this is a big, impressive twostory home. With four (or five) bedrooms, five bathrooms and a three-car garage, it’s an ideal place for families that need plenty of room to stretch out. In fact, the Lucerne II is designed almost like two homes in one. PUBLISHER’S PICK: PROJECT THE SAMSARA BY MARK KINCHLA
Hallelujah! A 90-YEAR-OLD DOWNTOWN CHURCH IS BORN AGAIN AS A TOWNHOME COMPLEX, THANKS TO AN INNOVATIVE RESTORATION. BY RANDY NOLES
T
here were plenty of “hallelujahs!” uttered over the years within the walls of the venerable United Pentecostal Church near downtown Orlando. Now, historic preservation advocates are doing the celebratory shouting, thanks to — of all people — a developer. Mark Kinchla was the savior, if you will, of the 1928 building, which had sat neglected and forlorn for years at 331 Cathcart Avenue, within the Lake Eola Heights Historic District. The mission-style structure was on the verge of demolition several times, only to be spared by concerned neighbors and city preservation officials hoping that someone — dare we say an angel? — would swoop in and save this neglected historical gem. It seemed like a far-fetched hope until 2014, when Kinchla and his wife, Kathy, bought the property from the Diocese of Orlando for $562,500. The diocese had been using the building for storage and meeting space. Following the purchase, Mark then announced that he would convert it into a fee-simple townhome project called Samsara, which is Sanscrit for “rebirth.” (The Kinchlas’ college-aged daughter, Stephanie, came up with the extraordinarily appropriate name.) “People thought Mark was crazy,” says Kathy Kinchla, who’s in charge of marketing the units. “At first, he couldn’t get financing because he couldn’t find a bank that shared his vision.” So the couple presold a unit, which allowed them to begin construction. Shortly thereafter, Mount Dora-based First Green Bank saw the light and signed on. “Once I saw the designs for Samsara, it didn’t take long for me to become the first buyer,” says Scott Polk, who moved out of a unit at The Vue, a modern upscale high-rise nearby. “I’m having so much fun watching the progress, and am proud to be a small part of the transformation that Downtown Orlando is experiencing. It’s going to be special.” Now, of the five units available, only two are left, one of which the Kinchlas might keep themselves. “We’ve fallen in love with the place,” says Kathy Kinchla, who’s a Realtor affiliated with a Keller Williams office near downtown.

“Orlando isn’t used to recognizing its history and is much more likely to tear down an old building than to repurpose it,” Mark Kinchla told the Orlando Sentinel when he unveiled his plans, to some skepticism, two years ago. But to someone from Boston, where old buildings are almost always adapted for different uses rather than razed, demolishing a fundamentally sound structure — one that needed only an owner with imagination enough to see its possibilities — simply didn’t make sense. “From the outside, we restored it to just what it would have looked like 90 years ago,” says Kathy Kinchla of the solid, stucco-over-block building. “We had old pictures to guide us. We wanted to do it right, especially when you think of everything that building has gone through.” Each Samsara unit has four stories, a two-car garage, its own elevator, exposed historic brick and a rooftopterrace view of the Orlando skyline. The remaining unit — assuming the Kinchlas take one — is priced at about $1.3 million. Sizes range from about 3,000 to about 3,700 square feet, not including the garages or terraces. While historic-district protections prevented significant alterations of the exterior, almost the entire interior was gutted, says Kathy Kinchla. Still, they salvaged original steel beams and steel windows, which were refitted with new glass and repainted. For the most part, buyers are finishing out the exteriors in the style and with the finishes they choose. As part of a historic renovation, each unit is eligible for a $50,000 property tax credit spread over 10 years. Although the units differ somewhat from one another, all have a garage, a foyer, a bedroom and a halfbathroom on the first floor. The second floor has a master suite with either one or two more bedrooms, depending upon the plan. But it’s the third floor where the wow factor really kicks in. That’s the kitchen and living area, which boasts a 25foot ceiling and a large, office-sized loft overlooking the soaring space. The loft, in fact, is almost like an extra floor. The fourth floor encompasses a smaller room and the rooftop terrace, which provides spectacular views of the Orlando skyline. One end unit — already sold — has a sweeping exterior staircase leading to the second floor. That was once the original entrance to the church. Units have a minimum of three-and-a-half bathrooms, but some buyers are adding additional bathrooms. Most are installing summer kitchens on the terraces, Kathy Kinchla says. Mark Kinchla, no development novice, has built other projects in Orlando, including the Casa Eola townhomes at Livingston Street and Cathcart, and the Lakeside at Delaney Park condo conversion. I
t was the American Dream: A single-family home with a big yard, a picket fence and a swimming pool. The problem: Someone had to mow the lawn, paint the fence, clean the pool and perform many other weekend tasks to maintain the home and avoid the ire of neighbors. At least, it was a problem for many baby boomers who’d achieved the American Dream and were ready to enjoy their free time and let somebody else worry about weekend chores. Many boomers bought their homes knowing that 40 years of Saturdays were spoken for. And that was fine. But with the kids gone and the newfound freedom to travel, socialize or just relax, many boomers are turning to maintenance-free options such as condominiums and townhomes. Downsizing? Sometimes, but the term can be a misnomer. More affluent boomers may no longer be willing to maintain a home — but that doesn’t mean they’re ready to give up the luxuries to which they’ve become accustomed. In the National Association of Home Builders’ (NAHB) “Home of the Future” study, industry experts found that low-maintenance was “critical” or “very critical” to today’s buyers, especially boomers. The higher the square footage, the more likely buyers are to want maintenance-free homes, the study’s authors added. Thanks to high-tech electronics, today’s new homes save buyers time, energy and unnecessary repairs. An appliance tells you that it needs service before it breaks down. The push of a button puts your house in “goodbye” mode to dim the lights and turn down the air conditioner. Security, lighting, entertainment systems are all connected. As for the exteriors and common areas, they’re maintained by somebody else.

In condominium developments, owners usually share ownership of the common areas. In townhome developments, common areas are usually owned by a homeowners’ association. Either way, owners pay dues to a homeowners’ association to cover the costs of maintenance. “The idea is to spend more time on family and less time on housework,” says Stephen Melman, NAHB director of economic services. In places like Winter Park, where expansive lakefront mansions are plentiful and new development is typically highdensity because there’s little available land, a beneficial sym-
metry has resulted. Many of the potential buyers for new townhomes and condominiums are currently owners of those mansions. They love the community, but no longer love the work required to maintain an estate-sized home. Drew Hill, partner in Oviedo-based Hill Gray Seven LLC, recognized that fact. In Winter Park, his company is building perhaps the most luxurious townhomes ever seen in Central Florida — and is marketing them to people who already live in the picture-postcard city’s sprawling single-family homes. Hill, a Winter Park resident, wanted to create a legacy proj-

He wanted a project that would retain its wow factor for generations to come; a project that would permanently raise the bar locally for high-end townhomes; a project in which no compromises would be accepted, no expense would be spared and no detail would be overlooked. But, Hill realized, the location for such an over-the-top endeavor had to be every bit as extraordinary as the opulent but dignified buildings he imagined. Then it hit him. Why not Park Avenue, perhaps the bestknown thoroughfare in the region? Why not squarely in the vibrant heart of Winter Park’s lively, picture-postcard downtown district, with its beguiling European-meets-Mediterranean ambience and its intriguing assortment of boutiques, restaurants and museums? He’d call the project Park Hill and market it toward baby boomers, some of whom may be downsizing but aren’t willing to swap luxury for convenience. to lock and leave and not worry about maintenance,” says Hill, a Rollins College graduate who runs the Oviedo-based investment and development company along with his father, Gregg Hill Sr., and brothers, Gray Hill and Gregg Hill Jr. Sure, everyone would love to have a Park Avenue address. But where could a new residential project be built in the downtown core? Only one place, as it turns out, and Hill Gray Seven quickly snapped it up. It’s two parcels totaling roughly an acre at the southwest corner of North Park and Whipple avenues. The site had encompassed the 18-unit Spanish Oaks Apartments and the eight-unit Golfview Apartments, both built in the 1960s and 1970s. In January, Hill Gray Seven paid $5.2 million for the property and put its ambitious plan in motion. Ground is breaking this summer on Park Hill, and presales will begin soon. The project will include 10 three-bedroom homes with private elevators, two-car garages, private first-floor courtyards and covered rooftop terraces with summer kitchens and fireplaces. Seven of the 10 homes will front Park Avenue, and each encompasses about 4,300 square feet of living area. They’ll have three bedrooms, three bathrooms and two half-bathrooms. Three other homes, equally luxurious at 3,300 square feet of living area, will have one less full bathroom. They’re separated from the row of seven homes by a private driveway and face the Winter Park Country Club golf course across Whipple. All 10, however, will boast a Park Avenue address. Prices start at about $3.2 million for the larger seven homes and start at about $2.5 million for the smaller three homes. Hill believes they’ll go quickly at that price.
“No one has attempted anything like this in Central Florida,” Hill says. “And the only place it could really work is Park Avenue. That’s why we were willing to pay whatever it cost to get the property. That’s why this is something no one else can replicate. There’s really no competition.” Hill says he didn’t want Park Hill to look like anything you’d typically find in Florida. “I want people to look at this and say, ‘That fits in; that’s Park Avenue,’” Hill adds. The architect is award-winning, Maitland-based Slocum Platts. Company principal Randall J. Slocum says Hill gave him general guidelines, including the direction that he wanted “a more northern look, with lots of brick and stone and a high level of detail.” Slocum delivered a classically stylish design that buyers in the upper stratosphere will appreciate. The beautifully detailed facades feature smooth precast stone on the first floor and rustic handmade brick on the upper floors. Mansard slate roofs add a European touch. The flashing and gutters are copper and the exterior window trim, cornices and quoins are precast stone, demonstrating Hill’s insistence that there’ll be no corner-cutting on materials. The complex is surrounded by a decorative iron fence with European-style gaslights topping brick columns. The walkways are bluestone and the landscaping — maintained by a homeowners’ association — is lush. Interiors, by Mark Roth Interiors, are no less impressive. Buyers will be able to choose from among several general styles, Hill says, from contemporary to transitional to traditional. But all the homes will feature high-style detailing, such as coffered ceilings and crown molding, as well as hardwood floors, marble countertops and cabinetry custom-made to the

Penn Place is a fourunit project on the southwest corner of Pennsylvania and Minnesota avenues. the most beautiful and tranquil botanical gardens in Central Florida. At Grande Oaks in Heathrow, “homeownership without the hassles” is a major selling point. The gated townhome community is conveniently located near I-4 and S.R. 417 (the Central Florida GreeneWay) and next door to the dining and retail center Colonial Town Park. Toll Brothers handles maintenance — including lawn care, irrigation, tree pruning and fertilization — in many of its communities. “These services are included in the homeowners’ association fee, and they enable residents to spend more time relaxing at the pool or entertaining friends and family,” says Ken Thirtyacre, the company’s division president for Central Florida. Clearly, this shift to a more hassle-free life is increasing demand for high-end homes without high-maintenance. From townhomes to luxury apartments and zero-lot line singlefamily homes, consumers have more choices than ever to live the good life with less hassle.

HERE ARE THE DIFFERENCES. The difference between a townhome and a condominium is, primarily, the form of ownership. In a condominium, homeowners own the interiors of their homes. But the exteriors, as well as the land and the common areas, are owned by a homeowners’ association. A condominium can look like an apartment. But it can also look like an attached one-story villa or a multilevel townhome. Many first-time buyers don’t consider the additional cost of homeowners’ association (HOA) fees, which pay for communal maintenance as well as amenities. While those fees won’t be part of your mortgage payment, they’re typically paid monthly. So you’ll need to budget for that ongoing expense when you buy. The fees will also be counted toward your debt-to-income ratio when you apply for a loan. If you buy a townhome in the traditional way, you’ll typically be part of an HOA that will handle maintenance of common areas and, sometimes, lawns for individual townhomes. In some townhome developments, the owner is responsible for exterior maintenance of the actual structure. In others, the HOA handles it. In all condo developments, the HOA handles exterior structural maintenance. With a condo, HOA dues pay for higher levels of insurance for the community. That’s because things like roofs, elevators, exterior walls, walkways and the land itself are owned by the association. Condo owners typically pay lower homeowners’ insurance rates because they’re paying to cover only the interiors of their homes and their personal possessions. Whether you prefer a townhome or a condo, you should compare the entire cost of buying — including association fees and insurance premiums — before you decide which is best for you.

ade and Andrea just bought their first home. He’s 29 and she’s 27, and they’ve been married for three years. “My parents bought their first home right after they were married, and when they were much younger,” Andrea says. “It was the right decision for them, at the time. But we thought it was smarter to wait.” Wade and Andrea (not their real names) met when they were both students at the University of Central Florida. It was at the beginning of the economic collapse, which decimated real estate values and fundamentally changed the way millennials thought about homeownership.

“When my parents were younger, everybody thought buying a home was the safest, smartest investment you could make,” Andrea added. “But when Wade and I got married, we were in no hurry. We’d seen what could happen.” Not only had memories of the Great Recession made them skittish, but both had student debt and neither had a job that felt entirely secure. So they rented an apartment, tried to live frugally and started saving. They closed on a new home in west Orange County in February. So, what changed? “The economy seemed to be strong and sustainable,” Andrea says. “Home values seemed to be going up, but not in a crazy way. And interest rates were so low that we realized we were really spending as much or more renting, and not building any equity.” Wade and Andrea — he’s an attorney and she works in public relations — figure that witnessing the nasty downturn ultimately made them more cautious and savvy buyers. They did more homework, visited more model centers and negotiated with more determination than they would have otherwise. “We tried not to fall in love with a house,” Andrea says. “We made it clear that we were willing to walk away at any time.” When they made a decision to buy — and got the price they wanted — the couple was able to get a favorable mortgage loan because they had good credit, and had saved enough to put 20 percent down. “We’re happy with our decision so far,” says Andrea. “Even with everything that happened when the economy tanked, we think this will be a good investment in the long run. But more than that, we’ve got a place to call our own. I guess that’ll always be a big plus for people in our situation.” Millennials — defined as people born between 1981 and 1997 — are doing everything a little later than their parents did, opting for a more cautious approach to life-altering commitments and investments. But now, at long last, they’re entering the market as first-time homebuyers. And that’s good news for homebuilders. Numbering approximately 77 million, millennials are the largest consumer group in the U.S., with buying power estimated at $200 billion annually. That makes them highly desirable consumers. But, like Wade and Andrea, they’re not pushovers. “We know that millennials are getting married later, having children later and establishing roots in a community later,” says Ken Thirtyacre, Central Florida division president for Toll Brothers. “But we’re confident this demographic will continue to be strong for decades to come.” Toll’s newest community, Lakeshore, is targeting millennials with five townhome designs priced from the upper $200s. The homes have all the features that researchers say millennials want: open floorplans with large living and dining areas, outdoor spaces and bonus rooms for entertaining, and attached garages for convenience and storage. Across Central Florida, homebuilders are retooling their product lines and offering adaptable floorplans that are able to meet the present and future lifestyle needs of millennials. These flexible designs can “grow” with millennial homeowners as their needs change.
“Millennials want rooms that can be used for a variety of things instead of being designated for one singular purpose, such as a stand-alone dining room,” says Brent Bartholomew, Central Florida division president for David Weekley Homes. “They’ll choose lifestyle and ease of function over huge rooms and heavy indoor or outdoor maintenance.” Weekly is building in Laureate Park at Lake Nona on 30-foot-wide homesites. The smaller footprint means less lawn maintenance, Bartholomew says. Plus, Laureate Park is built around the health-sciences complex known as Medical City, meaning it’s close to major employers. Millennials also like the community’s high-tech features, such as LED streetlights and charging stations for electric cars. Laureate Park is also part of Lake Nona’s aptly named Collaborative Learning Environment (CLE), which was conceived by the Lake Nona Education Initiative. The CLE began in 2007 as a consortium of 70 education professionals representing more than 30 institutions working to design a thoroughly modern education system for the master-planned community. The idea was to allow students and residents to have real-time interactions with researchers, doctors, professors and even businesses, both within Lake Nona and around the world. In addition, the CLE launched a partnership with Promethean, a global leader in classroom technology, to make Lake Nona an example of how innovative learning technologies, such as the interactive whiteboard, can be used to create a community where classrooms, offices and homes are seamlessly connected. That’s a program that tech-savvy millennials can get excited about. I recently toured two prototype millennial homes in Henderson, Nevada, during the 2016 National Association of Homebuilders International Builders’ Show (IBS) that featured “Gen-Smart Suites,” with kitchenettes, dedicated bathrooms and private entrances. The suites can be rented out to help offset mortgage payments. “Millennials expect to have people help pay for the cost of the home,” says Klif Andrews, president of Pardee Homes Las Vegas. “So you’ve got to make that a feature of your home, not a byproduct.” Pardee designed the “Responsive Homes” based on research exploring millennial homebuyer preferences conducted by Ketchum Global Research and Analytics. “This generation is all about Uber, Lift and Airbnb,” Andrews says. “As active participants in the new ‘sharing economy,’ millennials have figured out how to save money and generate revenue.” Millennials aren’t necessarily looking for a lot of storage space and big closets because “they’re not acquirers,” Andrews says. Instead, they want “open spaces, fun design features and great relationships with the outdoors.” Having plenty of choices is another important factor in attracting millennial homebuyers, says Cara Kane of KB Home. The company, like other production builders, now offers more customization options for today’s choosier millennials. “Millennial buyers are price conscious and environmentally conscious,” adds Kane. “They want homes that include a variety of energy and water-efficient features.”

A sense of community also ranks high on the millennial must-have list. “Millennials want the low-maintenance lifestyle that comes with living in a great location close to urban amenities,” says Bartholomew. Thirtyacre agrees: “We also find that millennials are seeking a certain community environment,” he says. That’s why Toll is developing communities that incorporate walking trails, multiple parks for small children, fitness centers with yoga studios, and gathering places for friends and neighbors. “Plus, many of our communities provide exterior yard maintenance, offering our millennial homeowners even more
time to enjoy social and leisure activities,” adds Thirtyacre. Access to alternative modes of transportation, such as rail and bus, also factor into millennial purchasing decisions, as does proximity to retail, restaurants and recreation. Contrary to popular belief, many millennials are happy to move to master-planned communities in the suburbs, as long as those communities offer a homey feel and plenty of amenities. “There’s a sense of comfort and familiarity that millennials have with the suburbs, since that’s often where they were raised and grew up,” says Kane. “One thing that came through loud and clear in our re-

Interior designer Bobby Berk, himself a millennial, decorated the two Responsive Homes that I toured. What impressed me most was the unapologetic use of color and seamless sweeps of material that flow indoors and outdoors. Millennial consumers are well-informed, well-versed in social media and they do their homework before making a purchase. They don’t want to be “sold” on something; they want to be educated and empowered to make their own decisions. Says Bartholomew: “They want to learn and be a part of the end result. Bill Silliman surveys the "House of Hugs" built by Silliman Homes CitySide, which netted more than $100,000 for local nonprofits. Silliman, who has since sold his company to chief operating officer Jeff Schnellmann, says that every year or so he tried to build a home that benefited a charity.
'House of Hugs' BUILDER BOLSTERS LOCAL NONPROFITS WITH HUGGABLE ORWIN MANOR HOME. Silliman Homes CitySide, a leading builder of luxury homes, may need to change its name to Silliman Hugs CitySide. The company has recently built and sold a “House of Hugs,” and donated 100 percent of the profits to three area nonprofit organizations. “We always tried to build one home a year to benefit charity,” says company founder and longtime industry leader Bill Silliman, who recently semi-retired and sold his highly successful operation to Jeff Schnellmann, another veteran local builder who had been Silliman’s chief operating officer since 2012. The home, located on Ayrshire Street in Orlando’s Orwin Manor neighborhood, is a four-bedroom, 2,594-square-foot charmer that sold for $750,000. About $100,000 of that was donated to the project’s beneficiaries, according to Schnellmann. That’s because many of Silliman Homes CitySide’s suppliers donated materials or offered them at a deep discount. United Legacy Bank provided very favorable financing terms, which added more to the bottom line. The organizations receiving funds are Florida Hospital for Children, Boys & Girls Clubs of Central Florida and the Greater Orlando Builders Association (GOBA) Foundation. Silliman is a past GOBA president and Schnellmann is the current vice president and chairman of the foundation. Marla Silliman, senior executive officer at Florida Hospital for Children, happens to be married to Silliman. And Russ Salerno, an executive vice president at United Legacy Bank, has been involved in GOBA for decades and is a supporter of the Boys & Girls Clubs.
“I really wanted to do this for Russ, too,” says Silliman. “It was kind of in his honor. Somebody needs to stand up and say, ‘Russ Salerno is just a great guy.’” Florida Hospital for Children serves almost one in every two children that need care in Central Florida, says Marla Silliman. ”We rely heavily on philanthropy to accomplish our goals and services,” she adds. “We’re thankful for generous donations like this one, which allow us to remain one of the premier hospitals for children in the nation.” Boys & Girls Clubs of Central Florida has been giving hope and opportunity to at-risk children since 1944. Each year the organization provides services to more than 13,000 children, especially those from disadvantaged circumstances, between the ages of 6 and 18. The GOBA Foundation is the charitable arm of the builders’ association. Chartered in 1985, it’s dedicated to supporting children’s charities in Orange, Seminole and Osceola counties. The foundation also endows scholarships at the University of Central Florida and Valencia College. Buyers Nivaldo and Maritza Diaz say they fell in love with the home and the concept behind it. “The craftsmanship and the neighborhoods are fantastic,” says Nivaldo Diaz, who works in research and development for a medical device company. “But when we read about the project and what it was all about, we loved it even more.” Says Schnellmann: “It was a great team-building effort within our company and outside it, building better relationships with our trade partners to do some good in the community. She notes that thanks to the Internet, parents can do enough research to familiarize themselves with a school before they even see it. But easier doesn’t mean easy. Campus visits are still an essential part of choosing a private or parochial school, Hay says. Parents ask fewer general questions during their visits because they’ve already found the basics online, she adds. As this issue of Florida Homebuyer Orlando goes to press, the issue of accountability testing in public schools has heated up. It has been known for some time that the FCAT era is coming to an end this year. The FCAT 2.0 — a series of exams in math, reading, science and math — is being replaced by the Florida Standards Assessment, which will test students on Florida’s Common Core-based standards. But as of now, we still have only FCAT 2.0 scores — and school grades based on those scores — to report. The data in the charts on the following pages is based on those tests. In addition, for high schools we’ve included results from the Postsecondary Education Readiness Te3st (PERT) in math and reading. These tests are administrated to nearly all 11th-graders to determine their readiness to do college level work. However, Gov. Rick Scott has recently called for the test to be optional, not mandatory. High-school graduation rates as of 2014 have also been included, and the percentage of students receiving a free or reduced-price lunch is shown for all schools.
