THE ICON AND THE UPSTART

For many people moving to Central Florida, the whole area is just one big “Orlando.” It isn’t until they’ve spent some time here that they realize Central Florida encompasses many smaller communities. In this issue, we tell the tales of two communities; one stately with deep historical roots. The other is a bit of a phoenix, but rather than rising from ashes it’s is rising from the citrus groves ruined by freezes in the 1980s. But both are experiencing building booms. And those booms are as vastly different as the communities themselves. Winter Park has long been known for its waterfront mansions and toney Park Avenue shopping district. In the early 1990s, people began buying the humble bungalows that lined the canopied streets and would tear them down to build large homes with modern amenities. This practice has continued, but recently a twist has been added. More frequently, the properties being torn down are being replaced by brownstones, townhomes and condominiums. These new homes are found closer to the city core, offering residents the ability to walk to their favorite Winter Park restaurants, shops and cultural venues. Horizon West on the other hand, is a baby compared to Winter Park. The land had been part of Florida’s booming citrus industry, before freezes destroyed the groves. Landowners banded together and worked with local government, land planners and developers to create a new community complete with villages, shopping, schools, and of course homes. We hope you enjoy reading about these two communities — they’re as different as, well, east and west.

A MEMORABLE HOME IS AS EASY AS ABD

I

n 1993, ABD (Applied Building Development Orlando), then just a year old, had its first Parade of Homes winner. Since then, the Davenport-based builder has been recognized more than 30 times with local, regional and national awards for excellence in planning, design, construction and marketing. The awards range from Custom Homebuilder of the Year from the Orlando Business Journal — which the company has won five times — to Major Achievement in Marketing Excellence (MAME) awards from the Greater Orlando Builders Association. Those accolades are impressive. Yet, they only tell part of the story. ABD Development has emerged as a leading builder of luxury homes in Central Florida not simply because of awards — but because it also continues to develop hot-selling neighborhoods that buyers love. ABD followed up a banner 2016 with more model upgrades across its communities, plus a new sales incentive. Upgrades include a custom Courtyard model in Heritage Green, located near the Orange/Polk county line, and a $5,000 closing-cost credit on move-in-ready homes. By the way, the hilly, lake-filled Heritage Green community has won its share of awards, too. ABD’s success through the years hasn’t happened by accident. Innovative minds have led the way. Founder David Kohn earned a bachelor’s degree in civil engineering before starting

the company a decade later. He served as president until 2012, when Yuval Botansky took over after managing numerous major infrastructure projects in Israel. Botansky had developed several large resorts in the Turks and Caicos Islands and Jamaica. He has a master’s degree as well as a bachelor’s degree in civil engineering. ABD has completed nine communities and built more than 1,200 homes, with annual revenues that now top $100 million. Its early communities included Vista Royal and Palma Vista in MetroWest. In the Dr. Phillips and Windermere area, it developed Bay Harbor, Magnolia Park and Lafayette Club — each of which quickly sold out. Since 2005, the company has been developing Providence, a golf course community in the Horizon West area, in which it invited some of the region’s top builders to participate. There’ll be nearly 5,000 homes at buildout. And Windsor Landing in Wyndham Lakes near Orlando International Airport continues to be successful with high-end lakefront homes. Luxurious estate homes are offered in Toscana, set in a pristine coastal hammock in Palm Coast. While all these communities boast common elements — most notably, a commitment to excellence and a legacy of craftsmanship — the homes are largely built “unscripted.” There are existing starter plans, but homes are just as likely to be constructed based entirely on a buyer’s input. At the same time, some features are common to all ABD homes. The Sorrento model at Heritage Green, for example, has textured ceilings, rounded corners, upgraded baseboards and ceramic tile. Additionally, the use of well-known manufacturers and trusted, high-quality products are ABD staples. Sometimes, the small stuff makes the biggest difference in homebuilding. For a quarter century, ABD has covered the small stuff and big stuff exceptionally well. 

Notably, according to a consumer survey conducted by Wakefield Research on behalf of Taylor Morrison in August, outdoor living is becoming just as important as the indoor living, with buyers willing to sacrifice a larger house to get a bigger yard. The Valencia floorplan offers great reasons to want both. And it’s one reason The Preserve at Laureate Park is a winner. For starters, there’s a first-floor owner’s suite tucked away at the back of the home, in its own secluded wing. Features include a large walk-in closet, a corner soaking tub, a walk-in shower, dual vanities and an enclosed water closet. For years a vacation destination anchored by Daytona Beach, Volusia offers a comfortable home for its 500,000-plus yearround residents as well. “Volusia County, and especially West Volusia, is a great place to live,” says Gerald Fieser, a longtime resident of picturesque DeLand, which he says “still has the small town feel so many of us grew up with.” Fieser, whose family owns and operates Fieser Dairy in DeLeon Springs, notes that from West Volusia you can get to the St. Johns River in 10 minutes, the beach in 30 minutes or downtown Orlando in 45 minutes. “And we have two beautiful state parks with natural springs and the Lake Woodruff National Wildlife management area only minutes away,” he adds. Although much of the agriculture that once dominated West Volusia is gone, the areas north and west of this very cool small city — home of Stetson University — still have a quiet, rural ambiance that’s hard to find anymore in fastgrowing Central Florida. Just a few miles up the road, East Volusia also lures potential homebuyers. That’s where the beaches are, for one reason. But not the only reason, of course. “Daytona Beach and Volusia County have a great mix of amenities, ranging from exceptional healthcare, public and private educational opportunities and a wonderful quality of life,” says Nancy Keefer, president and CEO of the Daytona Regional Chamber of Commerce.

With a population expected to increase to about 540,000 by 2021, Volusia finds itself in the midst of a growth spurt. The Deltona-Daytona Beach-Ormond Beach Metropolitan Statistical Area, which includes Flagler County to the north, was ranked No. 4 on the Forbes magazine 2017 list of fastestgrowing metro areas in the U.S. During the first seven months of 2017, Volusia issued more than 1,150 permits for new single-family homes — an increase of about 8 percent over the same period last year, according to a September report in the Daytona Beach News-Journal. In 2016, there were about 134,000 families living in Volusia, with an average household size of 2.35, according to the Volusia County Division of Economic Development. The average household income was just over $60,000. There were more than 63,000 students attending 86 public schools in the 2016-17 school year, making the Volusia County School District the 13th largest in Florida. “School, family and community partnerships are vital to a student’s success,” says Superintendent James T. Russell. “We’re committed to working together with students, parents,

staff and the community.” After high school, students have numerous higher education choices, including Daytona State College, the University of Central Florida, Bethune-Cookman University, EmbryRiddle Aeronautical University, Keiser College, Stetson University and Nova Southeastern University. Volusia’s 47 miles of Atlantic Ocean beaches stretch from Ormond Beach south to New Smyrna Beach and the Canaveral National Seashore. In between, there’s the Daytona International Speedway, home of the Daytona 500. Sportspersons have their choice of fishing offshore or in the rivers and lagoons. And there’s no shortage of golf courses, or places to hike, bike, canoe and kayak. Or, it seems, to shop for a new home. “Volusia offers a broad range of options, from beachside cottages and condos to neighborhoods of single-family homes,” says Keefer. “In addition, there are a number of apartments and new developments on the horizon.” Among those new communities are three being developed by Geosam Capital (geosamcapitalus.com). Venetian Bay and Coastal Woods are in New Smyrna Beach, with Cornerstone Grove in Port Orange. Builders of both production and custom homes are hard at work in all three, offering homes priced from about $200,000 to more than $1 million, says Martin Pham, vice president of operations for Geosam. Venetian Bay (venetianbay.info), by far the largest of the three, currently has 1,895 homes, with a total of 3,763 planned at build-out. Model homes are under construction at Coastal Woods, where plans call for 1,250 homes. Site work just started

this summer at Cornerstone Grove, which will have 64 homes. “You’ll find apartments, townhomes, duplexes and singlefamily homes of all types and styles,” notes Pham. “Our communities include amenities like golf courses, town centers, swimming pools, spas, nature trails and acres and acres of conservation areas. I think there’s something for everyone across our communities.” The Venetian Bay Golf Club includes an 18-hole semiprivate championship course as well as a clubhouse with a fullservice restaurant and bar and a pro shop. Geosam owner George Armoyan visited New Smyrna Beach back in 2011 “and instantly fell in love with the place,” Pham adds. “The weather, the people, the beaches, the lifestyle — it’s all wonderful.

Continues Pham: “He saw the opportunity for growth here, and we’re now establishing roots. We’re confident that the success we’re seeing will continue, as more people take notice. Ultimately, I think a homebuyer lands here because they will find the same charm in the area that we have.” That same charm can be found in West Volusia, which encompasses DeLand, the county seat. Stetson, one of the toprated private liberal-arts universities in the Southeast, is there, as well as a nationally known skydiving training facility. DeLand is likewise near Blue Spring State Park, where the manatees hang out, and Cassadaga, one of the oldest active spiritualist communities in the country. The St. Johns River and lakes George, Monroe and Harney provide opportunities for boating, fishing and other water

NOBODY WILL WASTE AWAY AT THIS MARGARITAVILLE

A bountiful blend of Buffett, beaches and boomers could be as strong a combination as a pitcher of top-shelf margaritas. At least that’s the hope of the companies developing Latitude Margaritaville, a 55-plus, active-adult community underway in Daytona Beach. Work started earlier this year at the 1,600-acre site, located west of Interstate 95 at LPGA Boulevard. Plans call for a master-planned community packed with first-class amenities, a tropical theme and plenty of retail choices. Single-family homes and townhomes in Latitude Margaritaville will be priced starting in the low $200s, with the first models ready in early 2018. Plans call for up to 3,000 homes — but expansion possibilities mean the community could eventually accommodate up to 7,000 homes. While Latitude Margaritaville is about 10 miles from the Atlantic coast, residents will have access to a private beachfront club at Ormond Beach, just north of Daytona. Developer Minto Communities teamed up with Margaritaville Holdings, which is part of the retail, entertainment and development empire founded by singer Jimmy Buffet, who is said to be one of the wealthiest entertainers in the U.S.

“We believe this relationship will redefine lifestyle destination living in Daytona Beach,” says John Cohlan, chief executive officer of Margaritaville. “With Minto’s expertise in creating master-planned developments and Margaritaville’s inherent ability to deliver fun and escapism, Latitude Margaritaville will have the exact coordinates for those looking to live the Margaritaville lifestyle as they grow older, but not up,” he adds. The community will offer a long list of amenities, from walkable neighborhoods to workout classes. And with a nod to Parrotheads, there’ll be a band shell for live music. A town center will feature a fitness center with an aerobics studio, a spa and an indoor lap pool. Plans also call for indoor and outdoor dining with signature Margaritaville food and beverage choices. In addition to the homes, Sutton Properties, a real estate development and management company, has signed on to develop 200,000 square feet of retail space at the entrance to the community. Its first phase will include a supermarket, retailers and, of course, a Margaritaville restaurant. — Mick Lochridge

Kolter Homes (kolterhomes.com) recognized the area’s potential in 2000 when it launched Victoria Park, which includes the 55-plus Cresswind Victoria Gardens and Victoria Hills, a golf-course community. “DeLand is a beautiful town full of history and activities,” says Mark Bines, Kolter’s vice president. “It allows people to experience culture, fine dining and entertainment minutes from their homes. The proximity to beaches and Orlando also makes this area a plus for adventure and travel.”

Homes in Kolter’s communities are priced from the low $200s to the $500s, and range in size from 1,500 to 3,600 square feet. Floorplans include two to five bedrooms, dens, bonus rooms and extended garages. Currently there are 1,985 homes; plans call for 3,400 at build-out. Mattamy Homes (mattamyhomes.com), also has started building in DeLand. Its Bentley Green community was launched in 2016 with plans for 153 homes. It’s about onequarter sold out. Homes in Bentley Green are priced from about $200,000 to more than $300,000, and range in size from 1,735 square feet to more than 3,500 square feet. Community amenities include a pool and cabana, pocket parks and a tot lot. “The charm of historic DeLand’s quaint boutiques, antique shopping and world-class restaurants appeal to millennials as well as their boomer parents,” says a Mattamy spokesperson. “Our homeowners can spend the day on the beach or enjoy one of Central Florida’s many theme parks. Natural beauty is abundant, with many national and state parks within a short drive.” From the oak canopies of West Volusia to the sandy beaches along the east coast, Volusia County serves up a long list of good reasons to relocate. 

THE REGION’S HOTTEST DEVELOPMENT SHOWS NO SIGNS OF COOLING OFF.

ast year, Horizon West emerged as the hottest growth area in Central Florida and one of the busiest master-planned communities in the U.S. There had been fewer than 20 active neighborhoods underway in 2014. But by 2016 there were more than 50, with others debuting on an almost constant basis. This year has been less about opening new neighborhoods — although there have been several added to the roster — than it has been about completing the neighborhoods that were started and making significant progress on all the amenities — including commercial and retail projects — that will serve all those new residents.

It’s sizzling in Horizon West these days — and smudge pots that once protected rolling aces of citrus groves during cold snaps are nowhere in sight. It’s the accumulated heat from an unprecedented flurry of construction — homes, commercial centers, roads and schools. County officials say that about 50 percent of new-home construction permits being issued are for homes being built in the county’s southwest sector, including Horizon West. More than 25,000 people live within Horizon West’s 23 acres. Nearly 10,000 single-family homes and five apartment complexes have been built, with more than 4,600 homesites under development. In Florida, only The Villages, the massive retirement community located mostly in Sumter County, is growing

faster than Horizon West. Although Horizon West’s individual components will be intimate and walkable, the overall scope is eye-popping. The area will ultimately be home to more than 60,000 people, which is three times the size of Winter Park.

A CHILLY PROLOGUE

Remarkably, the concept behind this history-making project was dreamed up in 1992 by a cadre of property owners — many of them growers — who regularly met for breakfast at a local diner. Over coffee and eggs, they pondered what might be done with tens of thousands of acres that hadn’t been practical LiveHorizonWest.co m H5


who cumulatively held more than 38,000 acres — was the fact that their land abutted Walt Disney World Resort to the south. With more than 52,000 jobs, Disney was, and remains, the largest single-site employer in the U.S. Clearly, keeping southwest Orange rural didn’t make sense. Still, the property owners knew that to get the designation changed, they’d have to propose something more comprehensive, more carefully thought out and more cutting edge than anything county officials had seen before. Not-for-profit Horizon West Inc. was formed in 1993 with the mission of putting a development plan forward. The organization hired the land-planning firm of Miller, Sellen, Connor and Walsh (now VBH MillerSellen) to craft an approach that regulators would buy into.

for agricultural use since a ruinous Christmas Day freeze in 1989. Why not sell it to developers, like so many other growers had done? In this case, it wasn’t quite so simple. The county’s land-use plan called for the vast tracts upon which groves had once flourished to remain rural. Under the plan, which placed a large swath of southwest Orange County outside the urban service area, housing would be limited to one unit for every 5 or 10 acres. Property now unsuitable for citrus would be unsuitable for subdivisions, too. Without water and sewer lines, the county’s theory went, developers would be forced to find land within the urban service area’s boundaries, thereby minimizing sprawl. In fact, developers simply leapfrogged the rural expanses of southwest Orange and began building thousands of new homes in Lake County to the west and Osceola County to the south. Company President Jim Sellen, who was Orange County’s planning director in the late 1970s, knew that county officials would never agree to extend the urban service area for piecemeal projects. He also knew that the county had been pushing growth east, not west, because of the University of Central Florida and the Central Florida Research Park as well as Orlando International Airport. However, Sellen agreed that saddling the decimated groves with a rural designation was counterproductive under the circumstances. The land was adjacent to major employers and it was high and dry, ideal for building. Plus, far from discouraging sprawl, the situation was making it worse. “I encouraged the landowners to think beyond their individual parcels and present something unified,” said Sellen in an interview last year with Florida Homebuyer Orlando. In devising a master plan for Horizon West, Sellen and his colleagues drew in part upon the pioneering work of Sir Ebenezer Howard (1850-1928), whose 1898 publication, ToMorrow: A Peaceful Path to Real Reform, described self-sufficient communities linked by road and rail. Those “garden cities” would surround a larger, central city. But the planners also looked at current trends in New Urbanism, Disney’s Celebration development being a prime local example. In addition, they studied well-established communities such as Winter Park, which remained a model for smart planning a century after its founding. Said Sellen in 2016: “What we came up with was so simple that it was powerful.”

IT TOOK A VILLAGE

Horizon West, as it was originally envisioned, would contain six to eight Howard-style villages consisting of two to four neighborhoods. Schools and community parks would be within walking distance — a half-mile or less — of the homes, and the size of each neighborhood would be pegged to the capacity of its school. Each village would have its own Village Center with such essentials as a grocery store and a drug store. A major mixed-

use Town Center encompassing homes, shops, offices and public areas would serve all the villages. Bicycle and pedestrian paths would line every street and connect Village Centers and neighborhoods to one another. Thousands of acres of green space would be preserved. Then-Commissioner Bob Freeman, whose district encompassed southwest Orange, pushed hard for the project, in part because he knew that the prospect of large-scale development would expedite extension of State Road 429. (Today the limited-access toll road, formally known as the Daniel Webster Western Beltway, runs from U.S. Highway 441 in Apopka south through Horizon West to Interstate 4 south of Disney.) Then-Commission Chairperson Linda Chapin was also supportive, and even pressed the county to pitch in money and staff time to help finalize the presentation. Dozens of community meetings were also held to get feedback. The next task was to convince the state Department of Community Affairs, which had the authority to approve or reject changes to local land-use plans. (The agency is now called the Division of Community Development and is part of the Department of Economic Opportunity.) Charles Gauthier, then the DCA’s director of community planning, was initially skeptical — but changed his mind after seeing what Sellen and company had cooked up. “Our thought was, ‘Boy, now’s the time to get out ahead of this,’” Gauthier said in a 1998 interview with the Orlando Sentinel. “In 20 years of experience, this was the most sophisticated planning I’d seen.” To facilitate the project, the state and the county adopted an innovative, two-tiered approach that allowed Horizon West to bypass the cumbersome Development of Regional Impact review process. The Optional Sector Planning Program, a pilot to accommodate Horizon West and four other demonstration projects throughout the state, called for the creation of a conceptual buildout plan for the entire area. Once the larger-scale sector plans were vetted and approved, they’d be augmented by more targeted specific area plans for the individual villages and the Town Center. Orange County approved the conceptual plan, entitled A Village Land Use Classification and Horizon West Study Report, in July 1995. In the years that followed, specific area plans have been submitted and approved as new phases have gotten underway.

A LIFESTYLE TO LOVE

The appeal of Horizon West is further enhanced by two major amenities immediately to the northeast and the southwest. In 2010 ground was broken on Phase 1 of the Horizon West SportsPlex, which is off Tiny Road and abuts the development to the north and the northeast. The 220-acre site, operated by the county as an equestrian park, is being transformed into a multiuse center that features indoor and outdoor facilities for a variety of sports, including dozens of fields for baseball, softball, soccer and cricket. from one of the largest capital investment projects in the history of Orange County, a $300 million initiative called “INVEST in Our Home for Life.” INVEST funds will be spent on roads, pedestrian safety projects and the promotion of affordable housing throughout the county, with about $17 million to be used for parks. SportsPlex will get its share by enabling public-private partnerships that will trigger matching funds. Abutting Horizon West to the south is the Orange County National Golf Center and Lodge, which was opened in the 1990s and has now enabled the development to offer worldclass golf as an amenity without having to build a golf course. Orange County National consists of two 18-hole courses — the Panther Lake and Crooked Cat courses — as well as a 9-hole course, a 42-acre practice facility, a 22-acre lighted putting green, an on-property lodge and a beautifully appointed clubhouse with a restaurant and meeting/event facilities.

HEALTHCARE AND EDUCATION

Southwest Orange has two premier hospitals, Health Central Hospital and Dr. Phillips Hospital, both operated by Orlando Health, as well as urgent-care centers operated by Health Central and Florida Hospital. Orlando Health also owns a parcel within the Horizon West Town Center, and plans to open an 80-bed emergency hospital and physician practice in 2018. Adventist Health, which operates eight Florida Hospital campuses across Central Florida, opened its ninth campus in early 2016 across from Winter Garden Village, between Daniels Road and State Road 535. The 97,000-square-foot hospital features a state-of-the-art emergency department staffed 24 hours a day, seven days a week. Other highlights include imaging equipment, lab facilities and an outpatient surgical center as well as rehabilitation and sports medicine services. And the hospital broke ground early this year on a 72,000-square-foot medical office building next to its year-old hospital. “This building will allow us to further gather physicians of various specialties in one central location and offer even more outpatient services right here in West Orange,” said Amanda Maggard, campus CEO, in a news release. Orlando Health, which owns about 80 acres along the south side of Porter Road, is building a two-story medical complex with a 16-bed emergency hospital on the first floor. A 103-bed hospital tower will follow next year. In addition to an expanding healthcare scene, educational opportunities are more abundant than ever in southwest Orange. The area is home to highly rated public and private elementary and secondary schools as well as Valencia College’s bustling 180-acre West Campus. Valencia owns a parcel in the Horizon West Town Center for future expansion. Although Horizon West is served by many public schools, perhaps none was more needed than a new high school. Windermere High School, with 2,776 students, just opened at County Road 535 and Ficquette Road. The 350,000-square-foot high school will relieve crowding


at West Orange High School, which has 4,100 students on a campus designed for just 3,000. Independence Elementary, on New Independence Parkway, opened in August 2015, while Sunset Park and Bay Lake elementary schools opened last year in the Lakeside Village area. A middle school is slated to open in 2019, also in the Lakeside Village area.

TOWN AND COUNTRY

Southwest Orange has always been both rural and urban. It’s wealthy and middle-class. It’s defined by internationally known attractions and picture-postcard small towns. It’s forward looking and steeped in history. And, of course, it’s dotted by shimmering lakes — more than 200 of them — along with pristine natural areas where wildlife still thrives. Today southwest Orange is also a regional shopping and dining mecca. For example, Central Florida’s famed “Restaurant Row” stretches along Sand Lake Road near the upscale Mall at Millenia, with its world-class department stores — Macy’s, Bloomingdale’s and Neiman Marcus — and premium boutiques. Southwest Orange is also home to much of Walt Disney World, including the Magic Kingdom, Downtown Disney and Epcot as well as Disney’s resort properties and its four championship golf courses. Universal Orlando Resort and SeaWorld Orlando are also in southwest Orange, as are major shopping destinations such as the Winter Garden Village at Fowler Groves and West Oaks Mall. The sector encompasses three incorporated areas: Winter Garden, Windermere and Oakland. Windermere proper is nestled on an isthmus between several lakes on the beautiful Butler Chain, which includes lakes Butler, Tibet, Down, Sheen, Louise and Chase as well as Pocket Lake, Lake Blanche, Wauseon Bay, Lake Isleworth and Little Fish Lake. Few areas of Central Florida are more beautiful and unspoiled than the parks and preservation areas found in southwest Orange. The Tibet Butler Preserve, for example, contains more than four miles of interpretive hiking trails and elevated boardwalks radiating from the Vera Carter Environmental Center, which features wildlife exhibits and hosts a special environmental studies series for fifth graders. The Oakland Nature Preserve encompasses 128 acres of natural shoreline on Lake Apopka, Florida’s third-largest lake. The boardwalk to Lake Apopka is the centerpiece, offering dramatic views along the lakeshore. The preserve’s Green Trail is a loop off the boardwalk through a shady oak hammock, where you might see antelope or emus on an adjacent wildlife preserve. And its Uplands Trail is a network of short pathways through the sandhills that connect to the West Orange Trail.

EASY ACCESSIBILITY

Also key to the area’s appeal is its convenient transportation network. In addition to State Road 429, which opened

in 2005, interchanges and local roads have been completed to make getting in and out of Horizon West a breeze. The New Independence Parkway interchange (Exit 15) was created when New Independence Parkway was extended from State Road 429 east for nearly a mile to Schoolhouse Pond Road, which leads to the community of Independence. A four-lane road, Hamlin Groves Trail, parallels State Road 429. It originates at New Independence Parkway and runs south to Summerlake Park Boulevard, which leads to the community of Summerlake. These roads jump-started development of Hamlin, a major component of the 3,700-acre Horizon West Town Center, by creating easily accessible tracts for big-box commercial development. Now underway is a 1.5-mile extension of Hamlin Groves Trail north and then east, where it will wrap around the Orange County SportsPlex and connect to Tiny Road near the entrance to the community of Orchard Hills. It is expected to be complete in the second half of 2018. The extension will help accommodate traffic that new commercial development around the interchange — including a Walmart Supercenter and a Publix — will generate. A yet-unnamed “main street” will originate on the Publix tract, in the southwest quadrant of the interchange, and run east about a half-mile to Hamlin’s waterfront lifestyle center. It should be complete by the time this issue of Florida Homebuyer Orlando is published. About two miles to the south on State Road 429, another interchange was opened at Schofield Road (Exit 13). That interchange, which marks the southern boundary of the Horizon West Town Center, is about six miles north of Western Way, which leads to the Magic Kingdom and Disney World. Orange County National, which attracts as many as 50,000 people during a PGA event, is on Schofield Road. And in the general vicinity, some 60,000 new homes could be built in the next decade, according to developer T. Scott Boyd. Schofield Road also connects U.S. Highway 27 to State Road 429 roughly halfway between State Road 50 and U.S. Highway 192. That gives residents of burgeoning south Lake County a quicker route into southwest Orange County. But the biggest transportation news impacting Horizon West is the announcement of a western extension of New Independence Parkway through a vast undeveloped tract between the Horizon West Town Center and U.S. Highway 27 in Lake County. Boyd Development, the company behind Hamlin, is building the 5.5-mile-long road. The company doesn’t own the land flanking the road, which will take three years and at least $15 million to build. But the road’s completion will enable other developers to potentially build at least 16,000 homes. That’s a lot of new customers for businesses in and around Hamlin — and an easy way for them to get there. In short, Horizon West, in addition to being a self-contained community rich with its own amenities, has the added advantage of a location squarely in the center of Central Florida’s most dynamic and exciting region.  LiveHorizonWest.com H9

Well underway in the 64-acre northwest quadrant of the interchange is a 400,000-square-foot retail complex that includes a 193,000-square-foot Walmart Supercenter, which is now open, as well as about a half-dozen “junior” anchors and outparcels with shops and restaurants. A second retail complex, this one 200,000 square feet, is underway in the 66-acre southwest quadrant. It’s anchored by a 54,000-square-foot Publix supermarket, which recently opened. A yet-unnamed “main street” originates on the Publix tract, in the southwest quadrant of the interchange, and runs east about a half-mile to Hamlin’s waterfront lifestyle center. The road, which was near completion at presstime, is walkable and allows people to safely stroll to the lifestyle center. The southeast quadrant will encompass a 40,000-squarefoot, dine-in cineplex boasting 10 screens and stadium seating. Operated by Dallas-based Cinépolis USA, the luxurious complex, set to open in the first quarter of 2018, will be unlike anything else in Central Florida. “Cinépolis Hamlin” will be the brand’s seventh luxury dinein movie theater in the U.S. and only its second in Florida (the other is in Jupiter). It will feature fully reclining leather seats, waiter service, gourmet dining and a full bar. “The Cinépolis USA announcement is very exciting and further reaffirms our vision that Hamlin will provide Central Florida residents with one-of-a-kind experiences in a unique waterfront setting,” said Boyd in a media release. Just beyond the theater, about a half-mile to the east, will be the jewel of Hamlin — a charming lifestyle center on 28 acres surrounding Lake Hancock. H 12 L i ve Ho r i z o nWe s t.c om

There, visitors will enjoy an Old Florida ambience and plenty of inviting parks and public areas. There’ll also be events galore, such as music festivals and art shows. The lifestyle center will be packed with retail and dining options as well as a boardwalk and a village marina so the area can be reached by boat. The boardwalk will link to a multiuse trail system — which will eventually be connected to the existing 22-mile West Orange Trail — and a lakefront park accessible by foot, bike or golf cart. East of the lifestyle center, an upscale 316-unit apartment complex called LakeWalk at Hamlin is underway and should open by early next year. The 316-unit complex will offer luxurious units with breathtaking views of Lake Hancock. Also near the lifestyle center is a new neighborhood of single-family homes, The Sanctuary at Hamlin, by Dream Finders Homes. The 40-acre enclave will encompass about 100 homes, with prices beginning in the low $300s. Orlando Health, which owns about 80 acres along the south side of Porter Road, is building a two-story medical complex with a 16-bed emergency hospital on the first floor. A second floor will encompass an outpatient diagnostics department and physician offices. The opening date for the $45 million facility has been set for early 2018, according to an Orlando Health spokesperson. The 70,000-square-foot emergency hospital will occupy a 37acre tract of Orlando Health-owned property, and will include outpatient diagnostics, lab facilities, telemedicine technology, physician offices for primary care doctors and specialists, and a human performance and wellness center. Orlando Health will start building an accompanying 103-bed hospital tower next year. In addition, a new proton therapy center will be developed

and operated by a joint venture between Knoxville, Tennesseebased Provision Healthcare and Hamlin Retail Partners West, an affiliate of Boyd Development and Schrimsher Properties. Proton therapy is a type of radiation treatment that uses protons rather than X-rays to treat the disease. The center will encompass three treatment rooms and use the latest proton systems technology of Provision Healthcare affiliate ProNova Solutions LLC. It’ll be able to treat an estimated 1,000 patients per year when it opens in 2019. There are fewer than 25 proton therapy centers operating in the U.S., including one at the UF Health Cancer CenterOrlando Health campus near downtown. In addition, the Provision Healthcare-Hamlin Retail Partners West joint venture also plans to develop related medical office buildings and cancer-treatment facilities around the center. “The Hamlin proton center will be a great addition to the medical community and a real benefit to the residents of Central Florida,” Boyd said in a press release. “We look forward to Provision bringing their state-of-the-art technology, along with their culture of care, to our Central Florida community.” Elsewhere in Hamlin, Valencia College has 150 acres on Schofield Road and will likely build a branch campus, although specific plans hadn’t been announced at presstime. Clearly, there’s a lot going on. Helping to guide the design process is Shook Kelley of Charlotte, North Carolina, a diversified urban planning firm that specializes in “perfecting a process for convening people around a physical place, space, idea, forum and experience.” Although Boyd Development isn’t building the homes in Hamlin, it’s particular about who does. That’s why it’s pleased with what Taylor Morrison has done in Overlook at Hamlin and The Cove at Hamlin. Overlook at Hamlin encompasses 381 homesites, many of which are lakefront. All homes are within walking distance of the planned boardwalk and retail district. With floorplans ranging in size from 1,600 to more than 5,100 square feet, there’s certainly something for everyone. Amenities include a clubhouse, a family pool, a splash park, a playground, an amphitheater and even a multipurpose sports lawn. Prices range from the $270s to the $700s. The Cove at Hamlin offers homes ranging in size from 3,700 to 4,900 square feet as well as urban cottages ranging in size from 1,700 to 2,200 square feet. The newer community, with 250 homesites, features such amenities as a clubhouse, a family pool, a splash park, a playground and several inviting pocket parks. Prices start in the $260s.

The Carlisle model by Ashton Woods Homes is 3,143 square feet, and encompasses four bedrooms and three-and-a-half bathrooms. Priced from $474,990, the home features a stunning two-story great room. It’s available in Hamlin Reserve.

Last year, Ashton Woods Homes bought 80 acres for Hamlin Reserve, which includes a combination of about 350 single-family homes and townhomes. There you’ll find townhomes priced from the $220s and single-family manor homes priced from the $450s. Boyd has already spent millions on monument-style signage, four-board fencing and landscaping with primarily indigenous plants. The expenditure wasn’t yet necessary, says Boyd, whose joint venture bought the land for $30 million in 2011. But he wanted to make a statement about the quality of the development to come. Clearly, Boyd views Hamlin as a legacy project. He notes that the land was bought in cash, from one seller — insurance giant AIG — so it isn’t burdened by debt. And as a private venture, there aren’t far-flung investors demanding an instant return. “We have the ability to create a great plan and to execute it,” Boyd said in an interview with Florida Homebuyer Orlando. “We can do something that will stand the test of time.” Plus, he adds, Boyd Development intends to remain and manage the property once it’s built out, which should take five to seven years. “It’s been quite active this year,” says Kevin Meredith, who heads up leasing for Boyd Development. “I would say it has exceeded our expectations.” Hamlin may be the first out of the gate in the Horizon H 16 L i ve Ho r i z o nWe s t.c om

West Town Center, but plenty more is coming. The area could potentially contain 6,400 homes, 5.7 million square feet of office space, 2.1 million square feet of retail space, 384,000 square feet of warehouse and light industrial space, and 1,200 hotel rooms with a conference center. The Town Center will be divided into four distinct districts, each with a specific use:  Retail and Wholesale District. Will include big-box retailers, restaurants and businesses of all varieties.  Corporate Campus and Mixed-Use District. Will include a mix of offices and homes in campus-like and neighborhood settings.  Corporate Neighborhood Center District. Will include neighborhood retailers, service businesses and civic facilities.  Traditional Town Center District. Will include retailers, cultural venues, educational facilities anchored by Valencia College and a waterfront park as well as some 1,140 homes. Hamlin spans all the districts, except the designated Traditional Town Center. That’s slated for a non-Hamlin tract west of State Road 429 and north of Schofield Road. No details about what will go in the Traditional Town Center District have been announced. 

RETRO CHIC ONCE A QUIET FARM TOWN, FUN AND FUNKY WINTER GARDEN IS NOW AN EMBRACEABLE HIPSTER HAVEN.

W

inter Garden, dubbed “the charming little town with a juicy past,” honors its agricultural heritage. But it’s also strengthening its position as a magnet for those whose only interest in citrus is sipping it with their morning croissants. Indeed, a generation ago it would have been hard to imagine this isolated farming community, which encompassed eight citrus packing plants, as the alluring hipster mecca it has become. But with Horizon West booming and southwest Orange County emerging as the fastest-growing sector in the region, the bustling city is stepping up its game even further. Today, Winter Garden is best known for its vibrant Downtown Historic District, one of the most interesting and picturesque of any in the region. The district, which was added to the National Register of Historic Places in 1996, encompasses about 100 acres bounded by Woodland, Tremaine, Henderson and Lake View streets. West Plant Street, the city’s lively main drag, has emerged as one of the most desirable destinations in Central Florida for dining, shopping and strolling. “Downtown Winter Garden is everybody’s downtown,” says Stina D’Uva, president and CEO of the West Orange Chamber of Commerce, who believes that Horizon West’s growth can only benefit the city. “There such great synergy there.”

Residents of Horizon West, of course, will enjoy their own Village Centers and a major Town Center. But refreshingly retro Winter Garden offers a decidedly different diversion for area newcomers. The neighboring cities of Winter Garden and Ocoee are joining forces to develop an economic corridor linking their downtowns, seeking to transform a forlorn 6-mile stretch of roadway lined by old warehouses and automobile repair shops into complementary city gateways at the State Road 429 interchange. Revitalizing the road, named East Plant Street in Winter Garden and Franklin Street in Ocoee, was the subject of an economic study partly funded with a $100,000 state grant. “We envision a total redevelopment all the way out to the LiveHorizonWest.com H27

beltway and beyond,” says City Manager Mike Bollhoefer. The effort to upgrade that once-neglected stretch of road comes on the heels of even more activity on already-thriving West Plant Street. Plant Street Market, which encompasses more than 20 merchants including the popular Crooked Can microbrewery, opened in 2014 on the site of a demolished apartment complex. The market contains farm-to-table restaurants, a bakery, a butcher, a chocolatier, a wine bar and various sellers of artisanal food items. The $2 million project extended downtown’s footprint beyond City Hall and further solidified Winter Garden’s reputation as a foodie mecca. The concept is similar to that behind the wildly successful East End Market in Orlando’s Audubon Park neighborhood. There’s a satisfying full-circle feel to Winter Garden’s continued association with food. The city’s earliest settlers were primarily farmers, and not just of citrus. A year-round growing season, fertile soil and easy access to railroads serving Northern markets meant that agriculture of all varieties flourished. Later, as Central Florida’s economy became more dependent upon tourism, the city’s proximity to Walt Disney World and other attractions provided another economic shot in the arm. But it’s fair to say that Winter Garden didn’t really come into its own until the Rails-to-Trails Conservancy was established in 1986. The Washington, D.C.-based nonprofit worked with H 28 L i ve Ho r i z o nWe s t.c om

local governments around the country to convert abandoned rail beds into trails for walking, hiking and biking. One result of that effort was the popular West Orange Trail, a 22-mile route that rambles right through the middle of Plant Street. In fact, the Winter Garden Station quickly emerged as a favorite stop for thousands of trail users every month. Local boosters and businesspeople were happy to welcome the visitors, many of whom had never been to Winter Garden and were delighted by its picture-postcard ambience and its neighborly attitude. Today, about 1.3 million people annually visit downtown Winter Garden. And there’s plenty to do and see. The lovingly restored Garden Theatre, a circa-1930s movie house, is in the heart of the Historic District. Now a performing-arts center, it hosts live theater, dance and musical programs as well as the annual Starlight Film Festival, which celebrates inventive, micro-budget productions. In addition, the city partnered with the Winter Garden Arts Association to convert the old Boyd Street Fire Station into a hub for visual art that now houses a gallery and a teaching facility. It’s the first step toward creation of an Art and Design District, which will offer artists both living space and studio space. And, of course, there’s eating. At the critically acclaimed Chef ’s Table at the Edgewater Hotel, you can savor the likes of foie gras, terrine with oven-toasted brioche and apricot bal-

B

ack in the 1970s, as a teenager growing up in Winter Park, Michael O’Shaughnessy remembers riding his bike along iconic Park Avenue. Consequently, the longtime real estate broker — whose firm bears his name — has witnessed plenty of changes. But one thing has remained the same, he says: “Quality of life.” A Winter Park resident for 46 years, O’Shaughnessy, 60, loved the city too much to leave it. He and wife Leslie have two teenagers, Shane, 15, and Lucky, 14. They wouldn’t have wanted to raise their kids anyplace else. “No other place in Central Florida has the quality of life and the small-town urban setting that Winter Park has,” O’Shaughnessy says. “It’s by far Central Florida’s most desirable community.” From that professional vantage point, he understands why homebuyers want to move into the city — and why homebuilders are just as enamored of the aptly named “City of Culture and Heritage,” which was founded in 1888 as a resort community for well-to-do Northerners. There’s little argument that Winter Park is one of the most sought-after addresses in Central Florida. It’s small, yet urban. There’s fine dining and down-home barbecue. There are museums, theaters, art festivals and Rollins College, one of the top liberal-arts colleges in the U.S. And there are plenty of parks, gardens and lots of lakes, including the Winter Park Chain of Lakes.

Park Avenue (above) is the dining and retail hub of Winter Park, and one of the most eclectic commercial districts in all of Florida. It’s anchored by Central Park, a carefully manicured, 11-acre green space dotted with monuments to the city’s history. The shops and restaurants are intriguing, and draw shoppers and strollers from throughout the region as well as out-of-state tourists and even international visitors.

With a population of 31,171, the city’s residential growth is steady but not overwhelming, primarily because it is virtually 100 percent built out, and has been for decades. Most of the new-home building occurs in small pockets, often with new construction replacing older homes in existing subdivisions. “We’ve maintained 100 new single-family housing starts over the last five years,” says Clarissa Howard, the city’s communications director. “The number of teardowns and rebuilds has been steady.” Therefore, Howard notes, there are still opportunities for those who want to live in Winter Park and prefer new construction. “The market is hot here,” Howard said. “We offer an eclectic mix of architecture that draws people who like different styles and designs. The price point is also higher in our area.” Known for its contemporary architecture and its penchant for winning national awards, Phil Kean Design Group (philkeandesigns.com) is offering buyers something new with its Morse & Virginia Brownstones on Morse Boulevard and Virginia Drive. Inspired by New York City’s brownstones, the three-story

Why does a peacock adorn the City of Winter Park’s logo? It all goes back to Hugh F. McKean (1908-1995) and Jeannette Genius McKean (1909-1989). Hugh — artist, educator, collector and writer — was the 10th president of Rollins College, serving from 1951 through 1969. He then became the college’s chancellor and chairman of its board of trustees. In 1945, while still an art professor at the college, he married Jeannette (inset), granddaughter of Charles Hosmer Morse, the Chicago industrialist and philanthropist who helped to shape modern Winter Park. Both McKeans were lovers of nature and cultivated a preserve filled with peacocks around Wind Song, the lakefront estate that Jeannette inherited from her father, Richard Genius. Genius Drive, the dirt road leading through the preserve and to the estate, was open to the public until the 1990s. The property, now owned by the Elizabeth Morse Genius Foundation and dubbed the Genius Preserve, encompasses the city’s largest remaining orange grove and several structures, including the unoccupied but carefully maintained family home. And it’s still bustling with preening (and noisy) peafowl descended from those the McKeans unleashed in 1950. In 2004, Winter Park officially adopted the peacock as its symbol, along with the tagline “The City of Culture and Heritage.”

The main living areas — with the kitchen, dining and great room — are on the second floor. The master suite and third bedroom are on the third floor, while a second bedroom and office are on the first floor. French doors open onto rear balconies on the first and second floors. “Each design detail is well thought out,” says Phil Kean, president of the Winter Park firm. “PKDG homes are built using ‘green’ building standards and sustainable products.” He adds that brownstone buyers typically are retirees and empty nesters with a strong affinity for the location, just blocks from the city’s renowned shopping and dining district. “Winter Park has a special charm, with outdoor cafés, bistros, specialty shops and boutiques,” Kean adds. “It’s pedestrian friendly and promotes a sense of community.” He notes that Central Park — which runs most of the length of the downtown shopping district — and Winter Park’s popular farmer’s market are an easy stroll away. Two other upscale projects, both on Interlachen Avenue, will offer residents easy walking distance to Park Avenue in

addition to first-class amenities. South Interlachen Place townhomes, developed by Winter Park Real Estate Advisors, offers six homes, each with a private elevator, an underground two-car garage and a rooftop terrace. Only two of the six homes remain on the market, with prices ranging from $2 million to $3 million. Michael Gonick, a broker associate for Premier Sotheby’s International Real Estate (premiersothebysrealty.com), is the exclusive sales agent for South Interlachen Place. “Buyers say that Winter Park has the best of everything,” says Gonick. “It’s a truly unique city in Florida. Great restaurants, and shops you’d find in more expensive areas, such as Palm Beach and Sarasota. It rivals some of the most cosmopolitan destinations in the world.” In addition, Gonick says, more people are looking for townhomes that aren’t oceanfront — which isn’t surprising, considering this season’s hurricanes and the greater battering that coastal communities generally endure. A few blocks north is the Interlachen North Condominium, which Gonick also represents. That project encompasses eight homes, with prices ranging from $1.5 million to $2.6 million.

There are no longer any residential building sites along Park Avenue in the city’s historic shopping and dining district. Hill

found the last one two years ago, where a couple of small apartment complexes incongruously sat. He immediately seized the opportunity, buying the property and razing the circa-1960s buildings. “Park Hill is our legacy project,” says Drew Hill, a partner in the family owned company that is developing it. “No one has attempted anything like this in Central Florida. And the only place it could really work is Park Avenue. That’s why this is something no one else can replicate. There’s really no competition.” Some builders, such as David Weekley Homes (davidweekleyhomes.com), are offering new single-family homes in established neighborhoods. The company currently has 24 Winter Park homes currently underway, with prices ranging from the $400s to $1 million-plus. “Part of the beauty and charm of Winter Park is the diversity in home styles and sizes,” says David Jacobs, community manager for David Weekley Homes. That’s why the company offers traditional, transitional and modern homes ranging from three to five bedrooms. Most also have studies and bonus rooms. “Our floorplans are carefully designed to live as good as they look,” Jacobs adds. “This is accomplished through studying sight lines, traffic patterns and circulation — which gives our homes a better flow and more usable space.” As with other homebuilders, Weekley finds Winter Park to be an ideal location to do business.

Kraft Azalea Garden. If Central Park is the city’s crown jewel, then this is its hidden gem. Sometimes referred to as the “secret garden,” this secluded and shady 5.2-acre park on the shore of Lake Maitland features a grand exedra and even grander cypress trees as well as, of course, azaleas galore. Its 23 acres also include a variety of sports facilities. Lake Mendsen, which features a fountain and a community-built bridge, also provides a tranquil walking path and spots for fishing. A smaller lake — more of a pond, really — known as Lake Rose was formed when a massive sinkhole opened in 1981 and swallowed a home and parts of several businesses

A wild, wonderful oasis, this 47.6-acre park is known for abundant bird life, natural wetlands and lush foliage. Icon Residential started construction last year on The Mondrian Winter Park, a community of 30 townhomes just off Lee Road on the north side of Lake Killarney. Named for the Dutch artist whose paintings featured lines and geometric shapes, The Mondrian Winter Park offers homes priced from mid-$500s to the $900s.

“There’s no place quite like Winter Park in Central Florida,” says Jacobs. “The city boasts historically rich architecture near its downtown and along the neighboring lakes.” Also, with home and homesite prices on the rise, Winter Park has been an area where buyers are willing to spend more for convenience. The city is right in the middle of everything, despite seeming at times to exist in a bubble of cultured tranquility. With all the lakes dotting Winter Park, it’s no surprise that builders are always scouting out opportunities to build on the water. bathrooms and two-car garages. Some will feature private rooftop living areas, while others will feature private balconies, according to Ryan Studzinski, principal with Icon. He adds that the townhomes feature innovative architecture and design and quality concrete block construction on all levels. “The style is unique and modern architecturally, and draws heavily from the influential works of its namesake artist, emphasizing vertical lines and rectangular blocks with asymmetrical balance,” says Studzinski. Mondrian (1872-1944) was a Dutch artist who pioneered an art form that he termed “neoplasticism,” which consisted of lines and geometrical shapes painted on white canvases. Adds Studzinski: “The community is an urban utopia, with a unique pedestrian-friendly location that puts residents a short walk from upscale shopping, dining, entertainment, healthcare and education options.” The same could be said of Winter Park generally. “Our buyers select Winter Park for many different reasons,” says Jacobs. “There’s a vibrant downtown that provides a large selection of restaurants, shopping and nightlife opportunities while still maintaining a small-town charm.” Or as resident and real estate broker O’Shaughnessy says: “Winter Park offers the highest concentration of quality of life that Central Florida can offer.” 
