AFM 2024 will begin with a fully booked exhibition space, featuring 286 sales, distribution, and production companies, as well as global trade organizations and film commissions from 34 countries. Notable exhibitors include major players such as A24, Lionsgate, NEON, AGC Studios, FilmNation, and XYZ Films, highlighting the caliber of the event.

The participation of international film commissions and government agencies— ranging from Barbados and Japan to Saudi Arabia—emphasizes the truly global nature of the AFM.

Umbrella stands representing countries such as China, France, Germany, and Italy will serve as hubs for producers to network and showcase their national offerings. The Palms Casino Resort’s Fantasy Tower floors and Nove will house these exhibitor offices and meeting spaces, offering a dynamic environment for business discussions and deal-making.

The AFM Sessions: A Convergence of Insight and Innovation

A major highlight of AFM 2024 is The AFM Sessions, sponsored by Wrapbook & Film Hawaii. The World Audio Visual & Entertainment Summit (WAVES), which is scheduled to take place from February 5 to February 9, 2025, is an important opportunity to establish India as a global powerhouse in the field of media and entertainment. WAVES will be the firstever comprehensive industry Summit covering the entire spectrum of the industry ranging from films and broadcasting, social and digital media, rapidly expanding animation, visual effects, gaming, and comics (AVGC) sector, and the futuristic segments in the field of immersive entertainment. Through the purpose of fostering dialogue, collaboration, and innovation, WAVES is designed to bring together industry leaders, technology stakeholders, and professionals working in the media from around the world in order to investigate opportunities, address challenges, and establish meaningful partnerships.

This vision supports policies that draw in global investment and facilitate meaningful partnerships.

Because of India’s vast pool of creative talent and robust digital infrastructure, the country’s creator economy has been on a remarkable growth trajectory. This growth has been supported by those two factors. WAVES will bring attention to India’s dedication to fostering this talent and providing support to content creators through programs such as the already underway “Create in India Challenge”, and the Indian Institute of Creative Technology being set up in Mumbai. Through the use of India’s diverse cultural narratives and rich heritage, this initiative encourages storytellers from all over the world to utilise India’s rich heritage and create stories that resonate with people all over the world. Through the provision of incentives, the streamlining of processes, and the establishment of cutting-edge production facilities, our objective is to establish an atmosphere that is conducive to the growth of creative ideas.

In terms of creativity and what India brings to the global stage, what factors contribute to India being an appealing destination for international filmmakers and content creators?

India is at a fascinating crossroads, where its history and modernity coexist in perfect harmony, which makes it an exceptionally fertile ground for creative expression. In terms of cultural, geographical, and linguistic diversity, we provide an unparalleled level of diversity. We have a wide variety of landscapes, ranging from peaceful mountains to bustling cities, and each one offer a distinctive setting for the telling of stories.

Additionally, India’s highly skilled workforce, cutting-edge production facilities, and robust infrastructure all contribute to the country’s ability to produce high-quality goods. By offering incentives such as up to forty percent reimbursement on qualifying production expenses and additional bonuses for employing local talent or featuring Indian content, we are able to make

India an economically viable and artistically rich location for creators from all over the world.

Later this month, India will host the International Film Festival of India (IFFI) with a renewed focus on young filmmakers, showcasing the depth of upcoming talent and fostering the next generation of storytellers. We’ve rolled out 25 challenges in Season 1 of the Create in India Challenge, further emphasizing our commitment to nurturing creativity. This initiative encourages talent from across the globe to engage with India’s rich culture and share their work on a global platform.

India undoubtedly presents a wealth of opportunities. Could you provide more details about the incentives that bolster the M&E sector?

Absolutely. Our incentive schemes are thorough and crafted to appeal to a wide range of productions, including films, TV series, web shows, and documentaries. We offer reimbursements that can cover as much as $3.6 million USD for each project. Furthermore, these incentives are enhanced by practical support including permitting, logistics assistance, and marketing support. This comprehensive framework seeks to streamline the process for international filmmakers and motivate them to select India as their production hub.

The Film Facilitation Office, currently a one-stop shop for all shooting permissions and incentives across the various Ministries/Departments of the Government of India, and the State/UT Governments, is being developed as the India Cine Hub, providing all resources, including talent, required by filmmakers.

India has the most open and vibrant regulatory environment for the M&E sector, a significant factor in drawing international filmmakers and creators. Our focus on Ease of Doing Business has streamlined processes, making India an attractive destination for global content production. We support this with co-production treaties—16 are currently in effect, with the 17th, with Colombia, awaiting ratification, and more in the pipeline.

The Future Vision

In what ways is the government contributing to improve the M&E infrastructure in the country to align with international standards?

The development of top-tier M&E infrastructure is something that we are deeply committed to. In order to accomplish this, investments are made in contemporary studios, postproduction facilities, and technologically advanced establishments. The National Centre of Excellence for AVGC-XR, which is scheduled to open in the near future, is an essential component of this strategy. Its primary objective is to provide professionals with the technical expertise necessary to work with cutting-edge technologies such as augmented reality and virtual reality. The establishment of this centre, in conjunction with the forthcoming launch of a National Mission for AVGC-XR, exemplifies our determination to establish a thriving ecosystem that not only cultivates creativity and production excellence but also pushes the boundaries of what is possible.

Significant potential has been demonstrated by the AVGC industry. What kinds of initiatives are currently in place to make the most of its potential?

India’s goal of becoming a global hub for content creation is, without a doubt, dependent on the AVGC sector performing exceptionally well. We have recently announced the launch of the WAVES Anime & Manga Contest (WAM!), which is a component of our ‘Create in India Challenge.’ Among the 25 Challenges announced thus far, 12 pertain to the AVGC-XR sector.

With the help of this competition, local talent will be elevated, and Indian adaptations of popular art forms from around the world, such as manga and anime, will be promoted. By cultivating talent through these competitions and incorporating them into our creative economy, we ensure that our creators are able to reach

audiences not only in the United States but also in other countries internationally. Furthermore, there are collaborations and support systems in place to facilitate partnerships between Indian and global players, which will foster a healthy exchange of ideas and skills.

What do you believe provides India with a competitive advantage in the M&E landscape compared to other countries?

The most significant advantage that India possesses is the sheer magnitude of its creative industries as well as its diverse population. When combined with the support provided by the government in the form of policy measures, incentives, and the development of infrastructure, this makes India an attractive option for the production of creative content. We are not simply a nation that takes in content from around the world; rather, we are rapidly becoming a major player in the production of content that is of high quality, culturally rich, and appealing to audiences all over the world. As an additional point of interest, the WAVES Summit itself is a demonstration of our proactive approach to putting India at the forefront of the construction and engineering industry.

Ranging from breath-taking filming locations to the long established culture of storytelling, from the skills of the Indian youth to the rapidly evolving media consumption patterns of the Indian population, India sits in a sweet spot to become the content hub of the world.

What is your vision for the Indian M&E sector’s role in the global economy in the future?

The Indian M&E sector stands as a major player in the global economy, showcasing limitless potential. Through initiatives like WAVES, we are advancing not only content creation but also fostering cultural diplomacy. We strive to integrate Indian stories into the global narrative, utilising soft power and fostering mutual understanding. Inviting the world to collaborate, create, and innovate alongside us opens the door to not only economic advantages but also enhanced cultural connections and a more integrated creative ecosystem.

India’s future in the M&E industry is undoubtedly promising, and the WAVES Summit is set to be a significant event for global stakeholders.

Whether you want to record magnificent landscapes, immerse yourself in different cultural backdrops, or take advantage of India’s post-production studios, there’s something for everyone.

And the best part? India is spreading out the red carpet with offers of significant incentives. So, if you’re looking for the next blockbuster location or postproduction partner, India has you covered. Simply say “Action,” and watch the magic happen.

Simplified Filming Process

The FFO (Film Facilitation Office) provides a single-window clearance system, enabling filmmakers to navigate the complex permissions landscape more efficiently. This centralized system cuts down on bureaucratic

red tape, offering timely approvals for location permits and other necessary documentation, significantly easing the process for filmmakers looking to shoot in India.

Substantial Financial Incentives

India offers some of the most competitive financial incentives in the global market. International filmmakers can claim up to 30% of Qualifying Production Expenditure (QPE) incurred in India, with a cap of INR 300 million (approximately USD 3.6 million) per project.

Bonus incentives include:

 An additional 5% bonus for projects employing at least 15% Indian labor.

 Another 5% bonus for productions featuring Significant Indian Content (SIC), making the maximum possible cashback up to 40% of QPE.

Eligibility and Formats

Eligible production formats include:

 Feature films with a minimum duration of 72 minutes.

MOVIES

 Commercial TV shows or series.

 Web shows, animation series, documentaries, and more.

Expanding Co-Production Opportunities

India has also broadened its co-production scope by entering into co-production agreements with 17 countries, including Canada, France, Germany, the UK, Australia, and others. These agreements foster financial collaboration, reduce risk, and open access to each partner country’s incentives and subsidies. Through these agreements, filmmakers can benefit from a seamless cross-border production experience.

Official co-productions enjoy the same incentives as standalone productions, including up to 30% reimbursement on Qualifying Co-production Expenditure

(QCE). Additionally, filmmakers can apply for interim disbursals during the production phase, easing financial flow and enabling smoother project execution.

Incentives for Animation and Post-Production

India’s post-production landscape offers world-class facilities for animation, visual effects, and gaming (AVGC) services. International filmmakers can also take advantage of the 30% reimbursement on qualifying postproduction expenditure, with an extra 5% for projects integrating Significant Indian Content.

The country’s rapidly expanding AVGC sector is gaining recognition globally, particularly in North America, where collaborations between Indian and foreign studios are on the rise. India’s

highly skilled workforce, coupled with state-of-the-art technology, makes it an attractive destination for postproduction and visual effects.

State-Level Incentives

In addition to central government incentives in India, various states offer attractive filming incentives to promote the film industry. Reliance Animation has established itself as a leading creator of intellectual property in India. How has 2024 treated you so far, and what are your plans for the next year?

Our journey has evolved from services to domestic IPs. We were the first to bring Bollywood into animation with our beloved show Little Singham, a spin-off of the live-action cop-universe franchise by renowned filmmaker Mr. Rohit Shetty. The year 2024 has been challenging, with many changes in content consumption patterns and other factors, including shifts in advertising. Adapting to consumer demand is our plan for the next year.

The acknowledgement from the Prime Minister of India is a significant milestone for the AVGC sector, highlighting the contributions made in this field, including domestic IPs like Chhota Bheem, Motu Patlu, and our beloved Krishna. It is genuinely remarkable when your efforts receive acknowledgement. This acknowledgement inspires us to produce an increasing number of domestic shows, as India possesses a rich tapestry of stories to tell.

Could you provide details about your animation catalogue? What are your thoughts on Reliance Animation IPs appealing to children in North America?

Every one of our animated shows is crafted to appeal to a worldwide audience. For example, The tales of Little Krishna, penned by international author Jeffrey Scott, elegantly highlight India’s vibrant heritage and culture through the delightful adventures of Little Krishna. These are timeless stories of the struggle between good and evil.

Which characters in your catalogue hold the most significance? Little Singham, Little Krishna...

Each character holds importance: Little Krishna is notable for its storytelling and visual quality, Little Singham is recognised as the first Bollywood spinoff show, Shaktimaan is celebrated as India’s first superhero, Smashing Simmba serves as a spin-off of the cherished film character from Ranveer Singh’s movie Simmba, and Golmaal Jr. expands upon the Golmaal film franchise, which already comprises four films.

India has announced incentives of up to $3.6 million for co-production, animation films, and service work. What are your thoughts?

We have not yet fully realised the advantages of this, and it would be beneficial to hold regular briefing sessions on how to make these claims. Many studios lack awareness of the process and are finding it challenging to comprehend the steps needed to claim it.

Is artificial intelligence being utilised by Reliance Animation throughout the production process?

We use AI in production and have created AVOD videos with AI. We also

believe that ‘Artificial Intelligence cannot supplant Creative Intelligence.’ It is a robust support system that boosts production efficiency, lowers costs and time, personalises, and improves decision-making.

Is there any upcoming film project for Reliance Animation?

Currently, there are no films in development. Our main focus is on producing telefilms for Little Singham and various other shows.

You have transitioned from a leadership role in finance to one in creative business and intellectual property creation. What has your professional journey been like?

The switch from Finance to Commercial Creative has been thrilling and exciting, which I love. Films and serials probably piqued my interest. My analytical skills helped me adapt to the difficult role. A professional journey involves lifelong learning, resilience, adaptability, a growth mindset, problem-solving, collaboration, and building trust and relationships. I’ve followed this mantra and will.

What are three goals you hope to accomplish by the year 2025?

Our goals are numerous, but the foremost priorities are as follows:

 Investigate additional global partnerships for services and joint productions

 Develop additional domestic IPs that serve the needs of the Indian diaspora across the globe

 Create a minimum of two new shows aimed at international audiences, either in the role of producers or as exclusive production partners, akin to past projects.

Intel’s revolutionary 8K streaming capabilities have transformed the way we watch live sports, propelling the Olympic Games to new heights. As the Official Worldwide AI Platform Partner for the Paris 2024 Olympic and Paralympic Games, Intel provided a viewing experience unlike any other, powered by cutting-edge technology and software that not only engaged viewers but also redefined broadcast standards. Ravi Velhal, Intel’s worldwide content technology strategist and 8K lead, was instrumental in bringing this ambitious initiative to life.

A New Era of Broadcasting

It was an experience in itself to watch Olympic sports not just in high definition, but in magnificent 8K resolution, where every detail, from the athlete’s perspiration shimmering beneath the stadium lighted to the crowd’s impassioned screams, was preserved with crystal clarity. Once a distant fantasy, Intel’s collaboration with Olympic Broadcasting Services (OBS) and other broadcasters made it a reality for viewers all around the world.

Intel presented the world’s first 8K over-the-top (OTT) broadcast during the Paris 2024 Games, demonstrating its cutting-edge technology. Encoding and streaming 8K content is no easy task; it entails compressing live raw feeds measuring an astonishing 48 gigabits per second into a manageable VVCenabled livestream of 40 to 60 megabits per second—a staggering 1,000:1 compression ratio—all in under 400 milliseconds. This astounding feat was performed with Intel’s 5th Generation Xeon CPUs, establishing a new standard for live sports broadcasting.

The Technical Marvel of 8K Streaming

Obtaining this degree of excellence necessitated a complex technological dance. Broadcast-grade cameras recorded live footage in 8K at 60 frames per second, combining high dynamic range (HDR) graphics with 32 audio channels to provide a genuinely immersive experience. These raw feeds were then processed by a specialised encoder known as “broadcast in a box,” which was powered by Intel’s cuttingedge processors.

Before the games, Ravi Velhal explained the complexities involved. “Our goal at the Olympic Games Paris 2024 is one step closer to making 8K mainstream. It’s about providing live 8K streaming in the greatest quality at the lowest possible bandwidth, allowing fans all over the world to enjoy the Olympics like never before,” he said.

A History of Innovation

Intel’s dedication to improving the Olympic experience isn’t new. For many years, the tech company has been at the forefront of broadcasting innovation. During the Tokyo 2020 Olympics, Intel collaborated with OBS to webcast 416 hours of Olympic content and handle an incredible 4.7 petabytes of data. The relationship reached new heights during the Beijing 2022 Winter Olympics, when Intel offered the world’s first completely produced 8K virtual reality feed.

With the Paris Games, Intel consolidated its status as a high-definition streaming innovator. The technology not only improved live viewing experiences but also provided the groundwork for future broadcasting standards.

The Future of Low Latency Streaming

One of the most difficult difficulties in live broadcasting is maintaining low

latency. Velhal emphasised that during the Olympics, the whole delay from camera to TV was only a few seconds—a hitherto impossible goal. Together with their industry and technological partners, Intel overcame the world’s largest distribution obstacle to 8K live broadcasting. “Paris 2024 demonstrates that the future of low-latency, highdefinition 8K livestreaming is now,” he said.

Throughout the Games, Velhal and his team captured, analysed, and broadcast petabytes of data, utilising Intel’s sophisticated AI platform technologies to analyse each scene frame by frame. These AI algorithms guarantee highquality processing of fast-moving data while minimising delay.

The Future Ahead

Intel’s pioneering efforts will permanently revolutionise the way fans watch sports.
