rime Minister Narendra Modi’s statements on turning India into a toy hub and his clarion call for creation of digital games and needed technology and innovation in this space resonated at the inaugural session of CII’s Global AVGC (Animtation, VFX, Gaming, Comics) Summit FX 2020. Prime Minister emphasised this on two occassions -- first time at a meeting to boost toy manufacturing in the country and second time at his radio address Mann ki Baat. Taking nuggets from PM Narendra Modi’s speech on digital gaming potential, Prakash Javadekar, Minister of Information & Broadcasting and Environment; Forest & Climate Change and Heavy Industries & Public Enterprises emphasised huge potential for Indian gaming sector and announced a Gamification Centre to be set up at IIT Mumbai. “We have formed an expert committee, through the Ministry of Information and Broadcasting & IIT Bombay. The committee has submitted its report to create a gamification centre. This is a landmark decision that will act as a forum for our entrepreneurs and help them to move ahead within the industry,” said Javadekar at the Summit FX 2020 inaugural address.

He also emphasised that worldover there is violence in gaming and need of the hour is value based gaming. “This sector has the potential to change the way our children learn, and therefore the four days of deliberation by CII at Summit FX, will give us concrete recommendations and suggestions for the government and private sector to work together,” he maintained. Amit Khare, Secretary, Ministry of Information and Broadcasting said the government is working on an National AVGC Policy and creation of National Centre for Excellence in Animation, Visual Effects, Gaming and Comics in IIT Mumbai. “There is a consensus building that the Central and State Governments need to come together to promote Centers of Excellence for AVGC industry. We need to work with the State Governments further, and it is in this line we are working and finalizing the AVGC policy for the Government of India,” said Khare.

The Government is in consultation with industry stakeholders and the centre is likely to come up in one to two years. Chandrajit Banerjee, Director General, Confederation of Indian Industry said Summit FX has been curated and nurtured to create a facilitative environment for the growing AVGC sector. “The gaming industry today has the potential to promote Indian culture across the globe,” he said. Chandrajit Banerjee maintained that Summit FX will help develop timely thought leadership and insights to add value to the content creators, broadcasters, buyers, studios, production companies, distributors, technology providers and developers across the AVGC sector. K Madhavan, Chairman, CII National Committee on Media & Entertainment and Managing Director Star India Pvt Limited & Disney India stated the total global value for AVGC business is approximately 260 billion, while Indian share currently is less than 1 per cent. The contraction of the industry due to the ongoing pandemic, can be corrected with the right policies and regulations and we will be able to bounce back to meet our target of 100 billion in 2030, out of which we expect a 15% contribution from the AVGC sector. Madhavan prioritised three focus areas -- creation of special economic zones for content production across the country; a relook at GST for AVGC Sector; need to have an AVGC policy making more Indian states to participate and create India as a global AVGC hub. It is of utmost importance to form a Council where financial resources from the Central and the State Governments can complement other resources and investments, stated Biren Ghose, Vice Chair, CII National Committee on Media & Entertainment and Country Head Technicolor India. “CII can help facilitate this concept. While six States are pursuing an AVGC policy, it is urgent to have a National AVGC policy acting as a fountain of thought for other State policies. It is imperative to see how resources can be combined with the States and private sector to create one integrated plan, such as the national highway, to help create digital infrastructure across the nation.” Siddharth Roy Kapur, Co-Chairman, CII National Committee on Media & Entertainment and Managing Director, Roy Kapur Films expressed the need for the Ministry of Home Affairs to open up Cinema Halls as there is a lot of worry and anxiety in the film industry, both on the exhibition and film side. T

echnology has opened up absolutely amazing possibilities of mass communication and personal engagement. In the past few years, we have an unprecedented situation in human history where almost 5 billion people are just one button away from each other. According to Statista, a global media research firm, 4.57 billion people were active internet users as of July 2020, encompassing 59 per cent of the global population. China, India and the United States alone contribute 70 per cent of these users. Another billion are online occasionally. Virtually everyone using the Internet is active on one of the many leading social media platforms. Even as hundreds of millions wake up to a good morning message from friends and family, an equal if not more are busy spewing venom ad nauseum. This democratization of media has challenged decades of conventional wisdom of communication. Anyone anywhere anytime can express an

opinion, criticise, endorse, abuse, applaud and contradict others. Social media, an omnibus term for all applications and services which allow one to one, one to many and many to many interactions has upset the status quo in politics, diplomacy, news, arts and entertainment and, of course, interpersonal relationships.

INCREASED VISIBILITY OF ISSUES HAS SHIFTED THE BALANCE OF POWER FROM THE HANDS OF A FEW TO THE MASSES. THE FLIPSIDE IS THE AMOUNT OF VITRIOL GENERATED ON SOCIAL MEDIA

MANY PUBLIC FIGURES WHO OWE THEIR EXISTENCE TO SOCIAL MEDIA ARE UP IN ARMS WHEN THE SAME SOCIAL MEDIA IS USED TO DEMOLISH THEM. FACEBOOK AND TWITTER AND SUCH LIKE APPS RUN A LEGITIMATE BUSINESS WITH WELL-PUBLICIZED BUSINESS POLICIES. AS LONG AS THEY FOLLOW THE RULE OF LAW, HOW CAN ANYONE ACCUSE THEM OF BEING PARTISAN. IT’S THEIR PLATFORM, THEIR BUSINESS, IT’S FOR THEM TO DECIDE THE RULES OF USE. Unfortunately, while billions of people are “posting” on social media constantly, they are not ready to face the consequences, social, political, cultural, economic or psychological. So now, a blame game has begun on the insidious ramification of an always-on society. But, most are blaming platforms, websites and applications for their own inability to handle the cataclysmic change in our lives, real and virtual. It is we who are irresponsible in our comments on social media. The transition from traditional media to social media engagement has been rather swift. Unlike the known power paradigm of newspapers and broadcasting, social media is anarchic. In a peculiar democratic way, it gives the control of not only what to say but when to say it. Look how YouTube has given an outlet for millions of people an opportunity to showcase their talent. Or how Wikipedia has become a source of information and Google fountainhead. A fountainhead of digging out even the tiniest fragment of news from obscurity. User generated content is the bedrock on which social media giants have been built. When individuals post on various topics, an inherent bias is likely. When popularity on social media becomes a yardstick of measuring success, trolling, fake news, doctored posts and a lot of propaganda and promotion becomes the norm.

Since the last few years, there has been a constant chatter about politics, specially elections being influenced by fake news and social media manipulation. In fact, now apps and platforms are often unfairly accused of being partisan and manipulative. What most people do not realise, leave alone understand, is that the rules of a networked society are being written every minute and virtual anarchy for a while is a foregone conclusion. No media or journalist ever talks about their political biases or their editorial slant, yet it’s an open secret who stands for what. Why blame social media for similar biases? After all, journalists take refuge under freedom of expression all the time. Has journalism ever been truly independent? The answer is “no”. What is unpalatable to traditional media and its practitioners that their relevance and importance is getting usurped by tech upstarts. Not only that, these Internet-driven companies are the new corporate giants. With billions of dollars’ net worth and hundreds of millions of subscribers they are also an integral part of our day-to-day life today. The problem gets compounded, as it did, when traditional media like print and TV started a symbiotic relationship with social media a decade ago. A newspaper covers a story based on a message from someone, it gets quoted on social media and TV runs endless debates on this source-based information. Another network picks it up and starts a fresh debate. Welcome Twitter, Facebook, Instagram, WhatsApp , Snapchat, Tik Tok et al and the virtual world is on fire. This de-value chain gets started with different linkages but, ultimately, all participants use one another to further their own interest.

Like two parasites, both are now feeding on each other and only spewing out malcontent for the gossip-hungry consumers. Nothing spreads more or faster than malice or panegyric. With millions of trolls on all sides of all divides, viciousness is a foregone conclusion. Now, armed with bots or other smart algorithms, even AI, one can get millions of likes or dislikes in a matter of hours. Trolling is big business. Fake news be damned. Blame game has a billion progeny. “The first rule of social media is that everything changes all the time. What won’t change is the community’s desire to network,” says social media expert Kami Huyse. Thanks to the Internet, each person with marginal views can see that he’s not alone. Conversely, the majority reasserts its position more emphatically through social media. Platforms are not here to balance views or change public discourse. In fact, there is a direct correlation between a surfeit of news and falling standards of public discourse. Social media amplifies good and the bad. Social media is about discovery. When users find one another via social media, they respond. No wonder tweets, posts, pictures, some original, mostly photoshopped or forwarded fill terabytes of virtual space every minute. Likes, hates, emojis and memes are reinforcements of personal or collective emotions, negative and positive alike. The ongoing Sushant Singh Rajput case is just one example. Every political or social issue has a 360 degree maelstrom triggered by social media. It’s not that social media is always harmful. It has successfully

given voice to marginalised people, brought forgotten issues upfront and connected forgotten friends. For many, social media is the only shelter from the humdrum of life. Without social media, social, ethical, environmental and political ills would have minimal visibility. Increased visibility of issues has shifted the balance of power from the hands of a few to the masses. The flipside is the amount of vitriol generated on social media. Personal agendas drive a lot of the commentary on these apps. Social media is slowly killing real activism and replacing it with ‘slacktivism’. While social media activism brings an increased awareness about societal issues, questions remain as to whether this awareness is translating into real change. It is not surprising that governments all over, irrespective of political ideology, want to control social Internet-based content and apps. Even heads of governments and opposition leaders are haranguing on Twitter. As we have seen in recent times, mainstream media is obsessed with sensationalism, eyeball grabbing breaking news and rhetoric. While screaming anchors lead the charge on TV, it’s a motley group of cheerleaders who lead the troll armies. Many public figures who owe their existence to social media are up in arms when the same social media is used to demolish them. Facebook and Twitter and such like apps run a legitimate business with wellpublicized business policies. As long as they follow the rule of law, how can anyone accuse them of being partisan. It’s their platform, their business, it’s for them to decide the rules of use. Are all journalists and media free of bias. Can I, as a citizen or organization, force a publication or TV channel to give me space and time and be equitable in their coverage of politics. Let the first stone be cast by the one who has not used (abused?) media/ social or otherwise. (This column by Amit Khanna was originally published by IANS)

FORGOTTEN WAR Made over a period of three years, the Memories of a Forgotten War by Utpal Borpujari features interviews of a number of veterans from the British Indian Army and the Japanese Army who fought each other in the treacherous terrain on Manipur and Nagaland at great human and emotional cost the banner of Jookto and directed by National Award-winning filmmaker Utpal Borpujari, the film was part of the Indian Panorama at the 47th International Film Festival of India (IFFI) in 2016 and had a special screening at the 15th Mumbai International Film Festival (MIFF) in 2018. Made over a period of three years, the film was shot extensively by an international crew in remote battle locations in Manipur and Nagaland, as well as in locations in the UK and Japan in addition to Mizoram, Arunachal Pradesh and New Delhi. It features interviews of a number of veterans from the British Indian Army and the Japanese Army who fought each other in the treacherous terrain on Manipur and Nagaland at great human and emotional cost.

M

emories of a Forgotten War, a feature-length documentary on the Extreme valour, sacrifice and sufferings of thousands of soldiers and local people in the Northeast Indian theatre of World War II, will stream via online platform MovieSaints from September 2, coinciding with the day the War ended 75 years ago. Produced by well known cyber security expert Subimal Bhattacharjee under

The film has some rare footage – such as never-seen-before visuals from inside the Renkoji Temple in Tokyo, which houses the urn containing the purported ashes of Netaji Subhas Chandra Bose. In fact, this is the first instance of any video being allowed inside the temple. The only office of Netajiled Indian National Army (INA) on Indian soil, located at Moirang near Imphal, also features prominently in the film. Another highlight is the special footage of recovery of the wreckage of a lost 2nd World War plane by an expedition of the US Army in the mountains of Arunachal Pradesh.

Our film is an important part of the history of Northeastern India that needed to be looked at from humanistic point of view before it faded away,” says producer Bhattacharjee, who had grew up Assam’s famous hill station Haflong. “As someone hailing from the region, I feel strongly about bringing out positive narratives from Northeastern India that is often in the news for the wrong reasons, and this film is part of that endeavour,” he says. “Until the National War Museum of Britain declared a few years ago that the Battle of Kohima was the most important battle fought by the Allied Army during the World War II, ahead of even the Normandy landing and many other such much betterknown battles, the battles of Manipur and Nagaland hardly attracted any attention. We have tried to bring out some of the memories of those battles by retelling the tales of valour of the young soldiers and of the local peoples who participated in or witnessed those battles,” says Borpujari, who won the National Award for his debut feature “Ishu” (Assamese) in 2018.

“The documentary has tried to record for posterity some of the many stories of bravery and valour in a factual and emotionally-connective way. It’s a film that deals with the subject not as a military one but as one that impacted the lives of many individuals in many ways,” he says. This year, the Academy Awardwinning film Jojo Rabbit by director Taika Waititi was frequently talked about, as well as Agnieszka Holland’s Berlinale contribution, Charlatan, and Marvin Kren’s series Freud. Currently, Advantages of Travelling by Train by Aritz Moreno opened in German cinemas in August, and Katrin Gebbe’s Pelican Blood will open in September. Despite the difficulties getting films launched at festivals and in cinemas due to COVID-19, some earlier Berlinale Co-Production Market projects have already been invited to screen at international film festivals this year. Emma Watson competed with Hugh Jackman and James McAvoy for the award. “The first acting award in history that doesn’t separate nominees based on their sex says something about how we perceive the human experience,” Emma Watson said in her acceptance speech. “MTV’s move to create a genderless award for acting will mean something different to everyone. But to me, it indicates that acting is about the ability to put yourself in someone else’s shoes. And that doesn’t need to be separated into two different categories. This is very meaningful to me.” Berlinale also made another important decision instituting a Special Silver Bear Jury Prize. In January 2020, the Silver Bear Alfred Bauer was suspended due to revelations under National Socialism of the festival’s first director. It will no longer be awarded. A new prize has been created, that of the special jury prize.

With over 50 films in the 2020 selection, 34 conference sessions, TIFF Industry Online will provide accredited press and industry access to all of the necessary tools for success at TIFF

PERFECT PLANNING

The complete film and conference programming schedule is online at www.tiff.net. If you plan out your

schedule properly it is possible to see all 50 films in selections this year. You have to plan and map out your schedule the way you would ordinarily do so at the physical festival. Pretend that you’re actually flying and getting a hotel room and just diving right in to the festival and devote as much time as you can. Press and industry screenings on the TIFF digital platform will be accessible within a 48-hour window to allow them to be viewed wherever delegates are in the world. All films will play for a full 48-hour window so you can watch at your convenience. The platform will be based on Shift72’s technology with strict security measures.

You still have time to register for TIFF Industry Online. Film professionals can participate digitally in this year’s festival by registering for one of two pass options, depending on their professional needs: the Digital Pro Pass is designed for distributors, exhibitors, sales agents, talent agents, producers, and writer-directors, while the new Digital Talks Pass is ideal for new filmmakers, actors, students, and scholars. TIFF, which usually discovers and shows the path to the best of award seasons including Oscars, will have a lineup of 50 new feature films, five programmes of short films, as well as interactive talks, film cast reunions, and Q&As with cast and filmmakers.
