Message from the

REGIONAL DIRECTOR It’s hard to believe that Christmas is here – I keep on wondering where did this year go?! I believe that because of the numerous activities and accomplishments we were able to deliver, 12 months swiftly passed by. As we hurdled through all endeavors for the year, I am very proud that we were able to surpass all the challenges, but more often than not, they are showered with overwhelming highlights that brings joy to each and everyone of us. With all the hard work we were able to continuously contribute as a team, let us also take time to count our blessings. May we always be ever mindful of the spirit of generosity for the season, and do our best at all times as we seek to develop as an organization and professionally grow as individuals, contributing in whatever capacity for the benefit of the agency for us to continue to be a blessing to others through the provision of timely, efficient and effective public service. Allow me to take this opportunity to congratulate all the local government units who received recognitions for their compliances and outstanding performances, may you become models for the others to perform as well. I would also want to thank each and every one of you for your wonderful support and dedication, regardless of the position you hold in the agency, I challenge you to become more engaged in the next year and in the many years to come.

It is because of your dedication as a Matino, Mahusay at Maaasahan character which gave DILG-CAR a reputation of being a provider of quality services through its projects, programs and various activities -and I thank you all for your continued passion and great work throughout the year. By working hand-in-hand, I am positive that we can surpass all challenges posed by year 2020 as we pursue to level up our organization. I have great trust that these will be triumphed through your unwavering dedication and commitment to provide excellent service especially to our local government units.

YES TO RESULTS: 2019 Year End Summit by IO III Jaemie R. Chua

T

he employees of DILG-CAR held the four-day 2019 Year-End Program Review and Analysis (PRA) dubbed as “YES TO RESULTS: Year End Summit to RESolve Gaps, Update, Learn Together and Synergize” on December 3 to 6, 2019 at the Zen Hotel, Santiago City, Isabela.

The DILG – CAR was lucky enough to be welcomed by the Regional Director of Region II, Director Jonathan Paul M. Leusen, Jr.. In his message, he mentioned that Region II is also populated by indigenous people. RD Leusen provided a short demography of Isabela and hoped that everyone enjoys their stay in Isabela. He said that Isabela has been an SGLG awardee. With the active participation of 205 regular and

Contract-of-Service employees from the Regional Office and seven (7) Field Operating Units (FOUs), the activity was a success. The Yearend PRA opened with the presentation of the FY 2019 regional accomplishments presented by the Division Chiefs. Based on the presentations, DILG CAR remarkably accomplished the major deliverables in 2019. The gaps and challenges in 2019 were also tackled and the strategies to hurdle the challenges were discussed. The results of the assessment helped define DILG-CAR thrust and direction for 2020. Planning Officer Fe S. Binay-an laid down the FY 2020 plans and targets of the Department to provide a clear sense of direction of the programs, projects, and activities of the Department to be carried out in FY 2020.

To equip and capacitate all personnel on the different programs, projects and activities, a reorientation on Gender and Development (GAD), GAD Plan and Budget Monitoring System, Financial Wellness, Updates on Quality Management System (QMS), and Program to Institutionalize Meritocracy and Excellence in Human Resources Management (PRIME-HRM) were conducted.

MLGOO Ameurfina C. Lapastora, in her lecture on GAD, mentioned that all are affected by gender issues but all are contributing to the perpetuation instead of solving them. She encouraged everyone to pursue GAD because all have the power, knowledge, skills and resources to make development work for everybody. Meanwhile, Mr. Zaldy B. Papat-iw presented the GAD Plan and Budget Monitoring System (GADPBMS). Said web-based application system will facilitate the encoding, submission, reviewing, and endorsement process of GAD Plan and Budget (GPB) and Accomplishment Report (AR) of LGUs. He hoped that with the GAD-PBMS, the process of the LGUs’ GPB and GAD AR will be streamlined, the interaction between the LGUs, DILG Field Officers and Local Planning and Development Coordinators (LPDCs) will be improved and difficulties of the overall process of the GPB and AR be reduced.

Statistician II Danilo E. Azarcon also gave a reorientation and updates on Quality Management System (QMS) wherein he presented the results of the survey conducted on the Knowledge level of DILG CAR personnel.

Further, an update on Program to Institutionalize Meritocracy and Excellence in Human Resources Management (PRIMEHRM) was given by AO V Norman I. Barnachea. He discussed the maturity levels; progression guidepost; recruitment, selection and placement; learning and development; performance management; and, rewards and recognition. Moreover, Assistant Business Manager Claire Jasiel S. Gonzaga of BPI Cauayan Isabela explained how to become wise investors. She discussed the basic guide to become a HERO. HERO stands for Horizon, Experience, Risk Tolerance and Objective. She encouraged all personnel to invest and manage their money wisely.

One of the highlights of the year-end activity was the election of DILG-CAR Employees Union. The new set of Employees Union Officers for FY 2020 – 2021 were elected to uphold the promotion of employees’ general welfare. The election was facilitated by MLGOOs Ameurfina C. Lapastora and Ray Fiar-od. The elected officers

are President Ofelia L. Claudio; Vice-President Kliene P. Chunanon; Secretary Danilo E. Azarcon Jr.; Treasurer Trisha Marie A. Dogup; Auditor Marlyn P. Macasieb; and PRO Erwin T. Fegcan. The officers will serve as the liaison between the management and the employees in promoting a harmonious atmosphere in the Department. RD Marlo L. Iringan administered the oath-of-office of the newly elected CAREU Officers on the same day. During their speech, the newly elected officers assured that they will do their best to protect the best interest of all DILG CAR employees.

The Year-End PRA was also meant to recognize Matino, Mahusay at Maaasahan employees and units. For 2019, a total of 106 individuals and 11 field operating units/divisions/units were awarded different recognitions under the individual and team categories for being an instrument in attaining the Department’s mandate. RD Marlo L. Iringan and ARD Araceli A. San Jose awarded the certificates of recognition. All employees who were recipients of the said recognition were much surprised since they were not made aware of it.

To mention a few, 6 individuals were given Maaasahan Award, 34 Municipal Local Government Operations Officers were given certificates of recognition for effectively providing technical assistance to LGUs resulting to the Conferment to National/Regional Awards under the Peace and Order Council, Anti-Drug Abuse Council, Lupong Tagapamayapa Incentive Award, and Seal of Good Local Governance Award. 7 employees were given PRIME HRM Mover Award; 10 employees were awarded the Bida sa Quality Management System (QMS); 6 employees were also given Career Development

Award; 21 employees who served for 30 years received Pearl Award; 4 employees were Service Awardees. Under the team category, the Local Government Monitoring and Evaluation Division (LGMED) was given the Resiliency Award, the Accounting Office also received the Mahusay Award. Meanwhile, DILG Mountain Province Team was awarded the Most Number of ADAC National Awardees, Breaking the New Ground Award and QMS Promoter Award and DILG – Ifugao was awarded the Highest Percentage of SGLG passer. All the 7 City/Provincial Offices and 4 Divisions were awards related to Quality Management System (QMS). The year-end PRA activity was also a venue for all employees to unwind, relax, enjoy and have fun, thus, teambuilding activities were conducted. Among the team building activities were “Knowing your circle” where each individual or employee would get to know their fellow employee. Other team building activities were “Follow your King” and “Paper Steps”. Everybody enjoyed the team building activities and left a

high level of team spirit of all the personnel.

In an interview, LGOO II Humphrey D. Anapen of DILG – Ifugao shared that the teambuilding activities developed the spirit of esprit de corps and camaraderie among the personnel and staff that would achieve effective teamwork. Revitalized once again, all DILG – CAR personnel are confidently ready to face all the challenges in FY 2020. RD Iringan encouraged all personnel to continue to work together for a fruitful 2020. #

Enlightening the Nation’s Youth through CoRe As has been mandated, DILG rolled out the new campaign dubbed as Constitutional Reform to elicit public support and to intensify public awareness and profound understanding of the proposed amendments to the Constitution. This is in-line with President Rodrigo Duterte’s challenge for solons to work and implement changes that would eradicate the prevalence of corruption and economic gaps between regions. Through the Center for Federalism and Constitutional Reform (CFCR), DILG-CAR conducted series of activities and events such as Constitutional Reform Youth Congress, provincial roadshows, media briefing, and advocacy campaigns and others from November to December 2019 within the region. The Constitutional Reform Youth Congress was conducted on November 21-22, 2019 at the Sen. Nene Pimentel Hall, DILG-CAR, Baguio City. It aimed to further enlighten the youth on their significant role in nation-building and to showcase their creativity and potentials. Essay writing, extemporaneous speech, short film creation and poster making contests became part of the youth congress activity.

“The youth should understand and be aware of the general principles of Constitutional Reform because they play a significant role in nation building. This activity will further promote awareness and engage the youth on the current government situation”, said DILG CFCR PMO Multi-Media Management Officer Marcelo L. Gemalan as he urged the participants to take prime in the dissemination of the objectives of the constitutional reform through the dynamism of the youth in social media. CORE Youth Congress was participated by senior high school students, out of school youths, tertiary and vocational students from the different schools in the Cordillera. The participants poured in their efforts for each lined-up activity and at the same time savored the fun.

Emerged as winners in the extemporaneous speech were Patricia Ann R. Razon of University of Baguio, Cinderra Mari B. Dufale of Holy Spirit Academy of Bangued, and Feline Bernadette Meil T. Filicitas of Abra State Institute of Science and technology, who ranked 1st, 2nd, and 3rd respectively, under the Senior High School and Out of School Youth Categories.

In the poster making contest, Jan Lester D. Yao of Divine World College of Bangued emerged as champion while Justine Mae G. Morales of Saint Louis University – Senior High School and Gylanvhen N. Dulnuan of Baguio City National High School made it to the 2nd and 3rd place. Israel A. Portugal of University of Baguio High School was declared winner in the essay writing contest. Runner-ups were Samantha Ysabelle C. Pre of Holy Spirit Academy of Bangued and Jushual Carino of Abra High School.

Mountain Province General Comprehensive High School was adjudged the winner in the short film contest. Respectively, Abra State Institute of Science and Technology – Bangued and Divine Word College of Bangued ranked 2nd and 3rd place. For the tertiary and technical vocational students and youth CSO Category, Chester R. Binbinon of the University of Cordilleras bagged the 1st place in the extemporaneous speech contest while Adonai R. Rizalde of University of Baguio got the 2nd place followed by Arianne V. Raneses of Saint Louis University in the 3rd spot. On essay writing contest, Jan Kobe A. Sanchez of Saint Louis University notched the 1st place; 2nd place was Tzethel A. Biangalen of Mountain Province State Polytechnic College and 3rd place was Maria Angelina Pitsch of the University of the Cordilleras.

Rainier E. Villafuerte of the University of Baguio garnered the 1st place in the poster making contest while Cyd Jesper C. Danguilan of Saint Louis University and John Rowe Alvarez of University of Baguio garnered the 2nd and 3rd place respectively.

The winners received cash prizes, certificates, and plaques. The Board of Judges was composed of representatives from the Philippine Information Agency CAR, National Youth Commission, Department of Education, Commission on Higher Education, and ABS-CBN North Luzon.

Youth participants expressed their gratitude to the Department for involving them in promoting awareness on Constitutional Reform. They said that being involved in the CORE congress heighten the enthusiasm of the youth towards today’s participatory government. Apart from the youth congress, the Department championed series of provincial roadshows dubbed as the “Balangayan 2019 Constitutional Roadshow”. The roadshows were conducted in the different provinces in CAR. It started with the first leg in Benguet on November 12, 2019, followed by Kalinga on November 15, 2019, Mt. Province on November 19, 2019, Apayao on November 27, 2019, Abra on November 29, 2019, and Ifugao on December 2, 2019. A total of 8,938 participants attended the roadshows in CAR composed of government officials and functionaries, students, youth, CSO representatives and other community members.

Highlight of the provincial roadshows was the discussion of the four CoRe major objectives or pillars of messaging: Pagyamanin ang probinsya, paluwagin ang Metro Manila (Enriching the province, outspan Metro Manila); Gobyerno para sa tao, hindi para sa trapo (Government for the people, not for the traditional politician); Bukas na ekonomiya nang lahat ay may pag-asa (Hope for open economy for all); and Bagong konstitusyon para sa bagong henerasyon (New constitution for the new generation). Among the activities of the provincial roadshows were media briefing facilitated by the Philippine Information Agency – CAR with CoRE resource persons, town hall meeting and dialogue with local government officials, setting up of booths of the different agencies to personally interact with the people and inform the people of their services and programs they can avail from the different government agencies. An advocacy campaign to the Sangguniang Kabataan members, Liga ng mga Barangay, and CSOs in Baguio was also conducted in Baguio City on November 19, 2019. #

San Jose, got recommended for the Bronze Award for the Civil Service Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME – HRM) on December 4, 2019 at the Baguio Country Club. Said recognition was received by RD Iringan and Administrative Officer IV Chrysantine C. Ged-ang. DILG-CAR achieved its goal to be accredited in the maturity level II of the Civil Service PRIMEHRM. The Regional Office was assessed on the maturity level of an agency’s competencies, systems, and practices in four HR systems: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition. On December 17, 2019, CSC-CAR Chief Human Resource Specialist Teresita C. Biteng conducted

a validation. An interview with the agency’s top and middle management headed by RD Iringan and representatives from the rank-and-file were conducted. This is to validate if the human resource management and practices are aligned with the PRIME – HRM. After the assessment and validation, DILG-CAR is recommended for the PRIME-HRM bronze award. The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. It also entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency. #


Four LGUs in CAR get 2019 National ADAC Performance Award

he Department of the Interior and Local Government and the Dangerous Drugs Board awarded the National Anti-Drug Abuse Council (ADAC) Performance Award to four (4) local government units (LGUs) in the Cordillera Administrative Region namely: Provincial Government of Mt. Province, Municipalities of Barlig and Bauko of Mt. Province, and the Municipality of Tineg, Abra in a national awarding ceremony held at the Manila Hotel on December 16, 2019. The National ADAC Performance Award was conferred to a total of 155 LGUs nationwide, which included said 4 LGUs in CAR. The award was conferred to them in recognition of their exemplary efforts in the performance of their duties in complementing the national government’s antiillegal drug campaign. These LGUs attained 100% compliance equivalent to Ideal Performance of their respective ADACs and were able to meet the 2018 Anti-Drug Abuse Council Performance Audit criteria namely, creation/reorganization of local ADAC, conduct of quarterly meetings, allocation of funds, implementation of plans and programs, support to ADACs in component LGUs, and innovations. #

RTF-ELCAC updates CORDS on ELCAC RD Marlo L. Iringan, together with the partner agencies, updated Secretary Dar on the ongoing efforts of each key player in ending local communist armed conflict in the region. He gave a short background of the program and presented the regional and cluster accomplishments of the region. He mentioned that the Department had been extending technical assistance to 47 influenced and less-influenced (CTG-Affected) barangays in CAR in formulating/updating their barangay development plans (BDPs).

ILG – CAR Regional Director Marlo L. Iringan and the members of the Regional Task Force - Ending Local Communist Armed Conflict provided updates to the newly appointed Cabinet Officer for Regional Development and Security (CORDS) for Cordillera Administrative Region (CAR) and Department of Agriculture (DA) Secretary William D. Dar on the implementation of Executive Order No. 70 series of 2018 which institutionalizes the Whole-of-Nation Approach in attaining sustainable peace and creating a task force to End Local Communist Armed Conflict (ELCAC) in the Region. This was done during the Consultation Meeting held on October 31, 2019 at the DA-CAR Conference Hall, Guisad Road, Baguio City.

Other activities and accomplishments that he presented were: organization of the ELCAC Regional and Provincial Task Forces in Abra, Ifugao, Kalinga and Mt. Province; conduct of orientation meetings on ELCAC; conduct of regional and provincial planning workshop for CAR; IEC on EO No. 70; implementation of PAMANA SLP livelihood program in 107 barangays in CAR; conduct of Barangay Development Planning workshop in priority barangays; conduct of Basic Internal Security Operations; advocacy activities for SK Officials re Citizenship Building; provision of funds for the construction of HH in Abra, Apayao, Baguio City and Ifugao; provision of livelihood, immediate, reintegration assistance and firearms remuneration to former rebels; construction of roads in Abra, Ifugao, Kalinga and Mt. Province; conduct of skills training such as animal production, bread and pastry production, mushroom production and processing, tile setting, construction painting, training in manicure/pedicure and food processing and others. as one, be aware of the realities at the grassroots level and come up with appropriate programs, projects, and activities that are responsive to their existing situation. RD Milagros A. Rimando of NEDA also presented the functions, membership, and committees of the Regional Development Council as well as the IEC activities on Autonomy in CAR. Secretary Dar thanked everyone for the very informative presentations.

He expressed his appreciation for the accomplishments and efforts of the RTF-ELCAC in addressing regional issues on development and security. The Secretary avowed that the Department of Agriculture will bring resources to Cordillera and recognized the agriculture sector as a significant engine to enhance the agricultural and economic development of the region. He agreed that the whole-of-nation approach shall be the anchor of the region in resolving issues including peace and order and insurgency. He said that as CORDS for CAR and as the new Chairperson of the RTF-ELCAC, his commitment to the whole of nation approach is to converge all agencies including the various sectors and stakeholders to become one government that delivers services to the people. He assured that those who have less in life will have more in service as long as all agencies will work as one. #

DILG-CAR Facilitates Regional and Provincial PDP-SDG Localization Workshop LGOO V Alfrainer F. Partido

o influence LGU Plans, investment programs, and budgeting and to ensure that LGUs prioritize programs, projects and activities (PPAs) which are aligned to provincial plans and are contributory to the realization of the Philippine Development Plan (PDP) 2017-2022 and Sustainable Development Goals (SDG), DILG-CAR conducted and facilitated the Regional localization workshop on December 10, 2019 at Holiday Inn, Legarda Road, Baguio City. The regional localization was a subsequent activity of provincial localization conducted on the month of November held at the provinces. During the provincial localization, the structured list of PPAs of municipalities was assessed to identify PPAs which will be elevated to the provincial government for possible funding, provided that these PPAs are listed also as the priority of the province. The regional localization then has provided the provincial government participants to sift the PPAs of the municipalities submitted to them and elevate projects that were not listed in their investment program to the regional development council.

The localization also aimed to push for Comprehensive Development Plan (CDP) updating of the local government units where PDP and SDG indicators should be used in the formulation process of identifying appropriate programs, projects, and activities (PPAs) to address gaps resulted from the success indicators less current reality situation of the LGU. “PDP-SDG strives to attain a strong foundation for more inclusive growth, highly-trusted and resilient society, and globally competitive economy. Mr. Jeaniel Barcayan, from the Philippine Statistics Authority, presented the Initial List of Core Regional SDG Indicators accomplished by the Philippine Statistics Authority and stressed out that aside from the PDP indicators, SDG targets should be combined with the latter to come up with a more comprehensive plan.

Lilian B. Agtulao of the Bureau of Local Government Finance-CAR discussed the topic “revenue generation and credit financing”. She said that acceleration of local development and service delivery is one of the benefits of credit financing. She further said that it serves as a ready source of funds during revenue collection lean periods.

As a condition of the Program, the provincial governments were mandated to develop their 20182022 PGRR focusing on the key reform areas of local road and public financial management. The formulation of the PGRR includes an assessment on the performance of provincial personnel on these key reform areas.

Empowering Local Communities to Accelerate Change: The MP Experience

I

n support to EO No. 70 by President Rodrigo Roa Duterte, the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Mountain Province was organized and was later called PTF-Empowering Local Communities to Accelerate Change. The PTF-ELCAC, composed of local officials and functionaries of the Provincial Government, representatives of national line agencies, as well as the private sector, is chaired by Provincial Governor Bonifacio Lacwasan Jr. with the DILG Provincial Director Anthony Manolo I. Ballug as lead facilitator. Task forces were also organized in the municipal and barangay levels. In order to facilitate the coordination efforts and conduct of ELCAC activities, the DILG MP organized its Provincial Peace and Development Team. The PTF-ELCAC, together with the Municipal and Barangay Task Forces, conducted series of barangay consultations in the fifteen (15) identified ELCAC barangays. Originally, eight (8) barangays were identified by the national government, namely, Bagnen Oriente in Bauko, Mainit, Guinaang and Dalican in Bontoc, Aguid, Fidelisan, Madungo and Bangaan in Sagada. The PTF identified seven (7) additional barangays that also need immediate ELCAC interventions, namely, Bagnen Proper, Balintaugan, Otucan Sur and Otucan Norte in Bauko, Tamboan and Gueday in Besao, and Ankileng in Sagada. The barangay consultations aim to provide avenues for the constituents to raise their issues and concerns and identify prior programs and projects that they need such as infrastructure projects, social, education and health services to name some. The results of these consultations were submitted to the Regional Task Force, higher level LGUs, and other line agencies. Free medical and dental consultations and free haircuts were also availed by the constituents during the barangay consultation activities.

As one question asked during the activity, What is the connection of these infra projects in ending insurgency?” PD Ballug responded saying,

“I believe that the road to success is the road itself, if we’ll welcome development through these projects then this will be the way for basic services to reach the community and its people. This is the team’s civilian way/approach to end local insurgency in the province, through good governance.”

One may question the purpose of these ELCAC consultations, or if it may be serving its purpose well, but for all line agencies coming together is already a strong statement of how eager the government is in attaining its goal to provide the utmost services to the people. The strategy of such community engagement was also welcomed and supported by the communities involved for they know that such activity is for the future of their children and their line generation, for the elders to have them witness a change even in its slightest form. These assemblies do not only give the government a chance to be involved with the community but for the community itself to be part of something valuable and meaningful which can empower its members to participate, support and adapt to development changes being offered by the government.

he first time I joined the Peace and Development Team of DILG-Mountain Province was in Tamboan, Besao and it was already overwhelming. I saw right at that moment how desperate people are for change, for development, for peace. I remember in one of the gatherings, there was this woman properly dressed in our traditional cultural attire who was just sitting beside me. At some point, she just started talking to herself like she was approving of what the speaker was saying, at the same time she was also contradicting. She suddenly stood up during the open forum saying “I volunteer”, barangay officials stopped her. I asked the barangay secretary of her story, she said, “her son joined the CPP-NPA”, and that was when that same woman seems to have lost her mind. That gave me a lot of thought, how many mothers would lose themselves just thinking about the safety of their children, their whereabouts upon joining the group? How many fathers would blame themselves for not protecting their children? How many youths will be brainwashed against the government. Sadly, these are ill-effects of local insurgency, and this is what our government is pursuing to address and resolve. Only, if the people will allow it and will support the projects of the government. A total of 28 members of the GAD Focal Point System (GFPS) and selected members of the Local Road Management Team (LRMT) of the Provincial Government of Ifugao attended the said training. PD Mammag encouraged the GFPS and GAD focal persons of the different offices of the Province to apply what they have learned in the training in their respective offices. Further, she hoped that with the acquired knowledge on GAD, the Province will come up with a good or a gender lens GAD Plan and Budget (GPB) in the next years.

The objectives of the training are for participants to understand key concepts related to gender analysis and its benefits; familiarize them with Gender Analysis tools and approaches; apply Harmonized Gender and Development Guidelines (HGDG) as GA tools; and understand the policies involved in the formulation of GAD Plan and Budget. The resource person for the training was Mr. Ferdinand P. Gonzales, Ph.D, a member of the National GAD Pool and Philippine Commission on Women. #

is’ the season of love and giving -- DILG-Apayao personnel headed by Provincial Director Marvin A. Basquez together with the Cluster IV representatives from Apayao State College (ASC), Philippine National Police (PNP), Land Transportation Office (LTO), Philippine Statistics Authority (PSA), Technical Education and Skills Development Authority (TESDA) and Cooperative Development Authority (CDA), had an outreach activity in Barangay Macalino, Calanasan, Apayao on December 19, 2019 to conduct gift-giving and other activities that will help uplift the spirits of the residents who were greatly affected by the recent natural calamities. In preparation, Cluster IV members coordinated and gathered resources available for the activity. During the gift-giving, rice, clothes, school supplies, kitchen utensils, sleeping kits from the DSWD were distributed. On top of that, cash gifts, packed sweets and various biscuits were given to children and youth. The cluster also brought food for everyone to eat for lunch. The activity was graced by Hon. Samuela A. Real, Sangguniang Panlalawigan Member and Hon. Martin Lucero B. Lawat, Mayor of Calanasan. Barangay Macalino was identified one of the most severely affected barangays due to the continued heavy rains resulting from the tail end of the cold front and enhanced by the Tropical Storm Quiel, Ramon and Tisoy from November to December 2019. It was held on October 6-10, 2019 at the Banaue Hotel, Banaue, Ifugao. The training was attended by 30 participants; members of the Bids and Awards Committee (BAC), BAC Secretariat, BAC Technical Working Group and selected members of the Ifugao Local Road Management Team (LRMT). The primary objective of the training is to enhance the capacities of the participants in the procurement process and increase their awareness of the common pitfalls in procurement.

Resource persons were Certified Procurement Specialists Marilou D. Reyes and Mr. Edmund B. Talle. The resource speakers talked on actual experiences of the agencies and local government units, thus, appreciated by the participants. Through the highly interactive lectures, discussions, and group works, they were able to help the participants in addressing potential issues on procurement and in assessing their procurement capability in general.

Province on November 4-8, 2019 at the Ridgebrooke Hotel and Restaurant, Bontoc, Moutain Province, was attended by personnel from various offices of the provincial government of Mountain Province such as the Provincial Budget Office, Provincial Treasury Office, and Provincial Accounting Office. Aside from them, the provincial accounting office had the initiative to invite participants from the budget and accounting office of ten (10) municipalities of the province.

Five (5) personnel from the Commission on Audit- Central Office served as speakers/ trainers for the five (5) days activity. The conduct of the said training in the province is one step closer to the dream of LGUs, to be able to use a computer generated system in doing their job. #

he DILG-Apayao through PD Marvin A. Basquez, LGOO II Joey Paul B. Alcantara, Engr. III Robin F. Faed, AdA VI Nilo P. Campo and AdA III Benelito J Micu conducted training on Quantum Geographic Information System (QGIS) under the Local Road Information Management (LRIM) at Hotel Carmelita, Tuguegarao City on October 21-25, 2019. This capacity development activity will help the province achieve its governance reform targets on the identified key reform areas on local road management and public financial management. Two Information System Analysts (ISA) from the DILG Central Office namely: ISA III Nikko D. Baesa and ISA III Jeffrey Raymond R. Rodriguez were invited as lecturers and facilitators of the training. It was a thorough training that required lecturing and workshop. Coaching on the use of Quantum Geographic Information System (QGIS) was initially introduced for the participants to understand the software. With the expertise of the lecturers, the participants were able to understand topics and produce desired outputs required of them by the lecturers as a means to verify learnings. As a bonus, additional topics such as how to properly geotag photos and route shooting using smartphones; and how to use the Road and Bridge Information System (RBIS) website and the Hazard Hunter

website as a tool in planning were discussed as well.

It was indeed a training for knowledge and experience and the participants appreciated every part of it. They even requested for another similar training in the future to help them cope with updates regarding the topics and to refresh their knowledge too. The training ended with a ceremonial giving of certificates to the participants and also the awarding of certificates to the lecturers with tokens. #

ILG-Apayao led by Provincial Director Marvin A. Basquez held its Salamat, Paalam Program at the Rose An Resort, Santa Cruz, Ballesteros, Cagayan last November 14, 2019, to honor Ms. Merlyn M. Dangel and Mr. Benelito J. Micu for their invaluable contributions and years of service rendered to the department. Ms. Merlyn M. Dangel had been an Administrative Aide I at the DILG-Apayao Provincial Office for 30 years since 1989. She had been a mother to both new and old personnel. She will be remembered and missed because of her jolly nature, delicious treats and her care. Meanwhile, Mr. Benelito J. Micu had been an Administrative Aide III at the DILGApayao Provincial Office for 17 years since 2002. He has been a friend and his jokes surely made the atmosphere light and happy in the office.

Testimonies were given by the DILG-Apayao personnel to Ms. Dangel and Mr. Micu. Both were given Plaques of Recognition for the rendered years of service and tokens of appreciation in the form of rocking chairs.#

Legal Opinion Corner Tax Exemption of a Mission Cooperative in Connection with the Renewal of Business Permit DILG Opinion No. 86, Series of 2011 Assuming that Mission Cooperatives are qualified of the tax exemption under Article 61 of RA No. 9520, then the assessed Mayor’s Business Permit fee and local taxes, fees and charges amounting to P153,425.20 is an erroneous assessment considering that cooperatives registered with the CDA are exempt from local taxes, fees and charges under conditions laid out under Article 61 of RA 9520, with the exception of the above-quoted fees/charges which cooperatives transacting business with both members and non-members are required to pay. Legal Basis of Tax Exemption of Cooperatives:

Section 234 (d) of the Local Government Code

Exemptions from Real Property Tax. - The following are exempted from payment of the real property tax: (d) All real property owned by duly registered cooperatives as provided for under RA No. 6938; xxx However, cooperatives transacting business with both members and non-members are still required to do the following: •

Obtain or secure a Mayor’s permit and pay the commensurate cost of regulation, inspection and surveillance of the operation of its business but not exceeding One Thousand Pesos (Php1,000.00)

Secure a Community Tax Certificate, as juridical entity and pay the basic tax of Five Hundred Pesos (Php500.00)

Pay service charges or rentals for the use of property and equipment or public utilities owned by the local government such as charges for actual water consumption, electric power, toll fees for the use of public roads and bridges, and the like.

Article 61 of RA No. 9520

"(1) Cooperatives with accumulated reserves and undivided net savings of not more than Ten million pesos (P10,000,000.00) shall be exempt from all national, city, provincial, municipal or barangay taxes of whatever name and nature. Such cooperatives shall be exempt from customs duties, advance sales or compensating taxes on their importation of machineries, equipment and spare parts used by them and which are not available locally a certified by the department of trade and industry (DTI). All tax free importations shall not be sold nor the beneficial ownership thereof be transferred to any person until after five (5) years, otherwise, the cooperative and the transferee or assignee shall be solidary liable to pay twice the amount of the imposed tax and / or duties."

Section 133 (n) of the Local Government Code

Common Limitations on the Taxing Powers of Local Government Units. - Unless otherwise provided herein, the exercise of the taxing powers of provinces, cities, municipalities, and barangays shall not extend to the levy of the following: (n) Taxes, fees or charges, on Countryside and Barangay Business Enterprises and cooperatives duly registered under RA. No. 6810 and R.A. No. 6938 otherwise known as the “Cooperative Code of the Philippines” respectively; xxx

Does the rule on exemption defeat the fiscal autonomy enjoyed by LGUs? The contention is erroneous. The basis for the exemption from local taxes, fees and charges of qualified cooperatives is RA No. 9520, which is a special law on cooperatives. While it may be said that LGUs enjoy fiscal autonomy, this is not absolute since the grant of fiscal autonomy to LGUs is subject to the limitations imposed by law, in this case RA No. 6938, as amended by RA No. 9520.
