F
or the past year, the DILG - CAR earnestly endeavoured to pursue its mandate of promoting peace and order, ensuring public safety, and further strengthening local government capability. It is an honor and satisfaction for me to address you about what our office has achieved in 2019.
2019 has been a year of far-reaching changes and difficulties yet necessary decisions aimed to transform the region and the country. Most notable was the conduct of the nationwide road clearing operations that calls for all LGUs to exercise their powers essential to manage and to maintain roads within their jurisdiction as a basic service and facility. Through the combined efforts and discipline of DILG and all LGUs, CAR was recognized as one of the highly compliant regions. This is just one of the many goals we have achieved as one unified region in 2019. If we continue to approach our professional practice with the same ground of values and principles as well as follow a systematic approach, we will be able to successfully meet our goals. Moreover, we will sustain our success and operate from a position of continued growth and development. Let this Report be a reminder of the challenges we have overcome together as one family and be an inspiration for a better 2020. For all the effort everyone has shown to reach our targets for the year, we are deeply grateful. Togetherness is the reason for our success. s we approach the end of the year, I want to take a moment to thank everyone for their efforts throughout the year in bringing peace and development in the region. Let us reflect on 2019 and start to look ahead for 2020. The success of our organization is built on the efforts of our employees and LGUs, and we thank you for the dedication and commitment that each one of you has shown us. We have come through a year that was filled with both challenges and victories. How reassuring it has been to know that we can count on all of you regardless of what faces us. On behalf of DILG-CAR, please allow me to extend my personal and genuine appreciation to each and every one of you for your valuable contributions to the region. Annual Report 2019 Peace, Orderly, and Safe LGUS
Being the primary agency tasked to develop and to scale up the capacities of LGUs, exercise performance oversight and provide incentives to LGUs that excel and perform, DILGCAR sought to strengthen and develop its organizational capabilities that focus on increasing service efficiencies and effectiveness to greatly influence and transform our LGUs. This way, our LGUs are able to contribute to the achievement of inclusive growth for the country and poverty reduction. This Annual Accomplishment Report highlights the progress and results achieved by DILG-CAR in FY 2019. It provides an overview of the activities in the Region and across the Department’s outcome areas which have the potential to grow in scale. The report was divided into six (6) chapters: Peaceful, Orderly, and Safe LGUs; Accountable, Transparent, Participative, and Effective Local Governance; Socially Protective LGUs; Business-Friendly and Competitive LGUs; EnvironmentProtective, Climate Change Adaptive and Disaster Resilient LGUs; and, Strengthened Internal Organizational Capacity. Peaceful, Orderly, and Safe LGUs is an organizational outcome that seeks to address issues of conflict that derail local growth and spike people’s vulnerability. This included the 2019 Anti-Drug Abuse Council Performance Awards and the functionality of the Cordillera Regional Peace and Order Council. Accountable, Transparent, Participative, and Effective Local Governance is an organizational outcome where LGUs observe the most basic of tenets of good local governance that the Local Government Code (RA No. 7160) expects them to adhere to which are critical ingredients in making them capable of working meaningfully. For this year, we highlighted on the Full Disclosure Policy, Ease of Doing Business, Digital Governance Awards, and 2019 Lupong Tagapamayapa Incentives Awards. Socially Protective LGUs is a sub-sectoral outcome where LGUs are capable of addressing the well-being of all members of the community specifically the marginalized and vulnerable
groups, and of ensuring livability in communities. For this year, DILG-CAR showcased the Dagyaw: Open Government and Participatory Governance Regional Townhall Meeting for Cordillera Administrative Region, Children’s Month, Road Clearing 2019, and the 2019 National ADAC Performance Award. Business-Friendly and Competitive LGUs focused on the LGUs spur sustainable economic and inclusive growth by engaging business sector, promoting local trade/ businesses and generating employment. This year highlighted the region’s compliance to the revised standards in processing business permits and licenses and the region’s performance through the SubayBAYAN, an official online platform of the Department in the monitoring and reporting of the progress implementation of all Locally-Funded Projects (LFPs) administered by the Office of Project Development Services (OPDS). Environment-Protective, Climate Change Adaptive and Disaster Resilient LGUs focuses on how LGUs adequately and effectively protect the environment and confront the challenges posed by climate change and disasters on their constituents and community in a sustainable manner. This year focused on the activation of the local government units’ emergency operations centers. Finally, Strengthened Internal Organizational Capacity is a governance outcome which focuses on enhanced DILG competencies, structures and systems for effective and efficient service delivery. It is a condition where the DILG has adequate systems and its officials and employees have the necessary competencies to perform the capacity building and performance oversight mandate. For this year, we focused on DILG’s efforts during typhoon Ompong, Program to Institutionalize Meritocracy and Excellence in Human Resource Management awards, and PDP-SDG localization of Provinces. Being fully aware of the importance of transparency and integrity, DILG-CAR humbly presents this 2019 Annual Accomplishment Report.

PERFORMANCE AWARDS
The National ADAC Performance Award was conferred to Provincial Government of Mt. Province, municipalities of Barlig and Bauko of Mt. Province and municipality of Tineg of Abra in recognition of their exemplary efforts in the performance of their duties in complementing the national government’s antiillegal drug campaign. These LGUs attained 100% compliance equivalent to Ideal Performance of their respective ADACs and were able to meet the 2018 Anti-Drug Abuse Council Performance Audit criteria namely: creation/reorganization of local ADAC; conduct of quarterly meetings; allocation of funds; implementation of plans and programs; support to ADACs in component LGUs; and innovations. The national awarding ceremony was held at the Manila Hotel on December 16, 2019. A total of 155 LGUs nationwide were conferred the 2019 National ADAC Performance Award by the DILG and the Dangerous Drugs Board.

PEACE AND ORDER AND PUBLIC SAFETY PLAN POLICY COMPLIANCE MONITORING SYSTEM (POPSP-PCMS) “No one is strong enough - given the magnitude of the task, everyone has to step up their game.” - Bill McKibben
The Peace and Order Public Safety Plan is a plan formulated by the local Peace and Order Council which consists of programs and activities on peace and order, and public safety within the first 200 days of the newly-elected local chief executive. Said LGU plan and its funding requirements, semestral and annual accomplishments are being uploaded to the internet-based system called Policy Compliance Monitoring System (PCMS). Trending in Cordillera: Road Clearing 2019 2019 was a notable year for the Region as the implementation of the Department’s program on Road Clearing became a trend. During President Rodrigo Roa Duterte’s 2019 State of the Nation Address, he gave the directive that all roads shall be cleared of illegal structures and constructions. The main purpose was to reclaim public roads (to include alleys and thoroughfares) that are being utilized for private ends, so that they are once again used by the public. The local chief executives (LCE) in provinces, highly urbanized cities (HUCs), cities and municipalities were enjoined to implement the Road Clearing operations nationwide. While the DILG was there to monitor, the LCE’s are to be accountable for the implementation of the program in their respective area of responsibility (AOR). For the first three months, the local government units (LGUs) with the assistance of their respective Local Government Operations Officers (LGOO), submitted weekly reports to the DILG regional office for monitoring purposes. The Bureau of Local Government Supervision (BLGS) was the final recipient of the reports, where data collected was assessed and interpreted. On the fourth and ensuing months, however, reports were required to be submitted quarterly. To validate reports from the LGU, a regional and provincial validation team was created. As of the end of 2019, two (2) LGUs in CAR were subjected to an investigation. Their documents are currently being reviewed with hopes of a positive response. If the results turn out compliant, CAR, after the first round of validation, shall pass with all its LGUs compliant to Road Clearing.

The DILG as implementing agency of E-CLIP, entitles a former rebel to receive immediate assistance of PHP15,000; livelihood assistance, PHP50,000; and firearms remuneration, that is double the cost valuation of turned-in firearms; Other assistance such as PhilHealth enrollment; registration to government entities; healing and reconciliation initiatives, shelter, legal, medical and employment assistance may be provided by partner agencies. A reintegration assistance of PHP21,000 is also provided to the processing/receiving unit/s for the subsistence or meal cost of FRs who have been placed under the protection of government troops while processing their other benefits under the E-CLIP. FULL DISCLOSURE POLICY
The Full Disclosure Policy (FDP) was issued in response to the call for an Open Government Partnership – to create a platform for domestic reformers committed to making governments more transparent, accountable, and responsive to their citizens. The FDP requires local governments to fully disclose particular financial documents to keep their constituents informed on how the LGU budget is managed, disbursed, and used. It primarily aims to promote honest, transparent, and orderly management of public funds, and increase the people’s awareness on available public funds and the allocated amount for development projects in their localities. For the Provinces, Cities, and Municipalities, they are required to disclose 14 documents while the barangays are required to disclose six (6) documents.

KEY ACTIVITIES Aside from the posting of FDP documents in three (3) conspicuous places in the LGU, the same documents were also posted in the FDP Portal developed by the Department. For 2019, DILG had developed and implemented version 2 of it FDP Portal with the following key highlights:

Consistent high compliance to the FDP was observed where in compliance was consistently at 99% of LGUs for the 1st, 3rd, and 4th Quarter of the year and 100% in the 2nd Quarter. conducted through the joint efforts of DILG-CAR, the National Economic and Development Authority-CAR (NEDACAR), and Philippine Statistics Authority (PSA) on December 10, 2019 at Holiday Inn, Legarda Road, Baguio City. The regional localization is a subsequent activity of the provincial localization conducted in the month of November. During the provincial localization activities, the structured lists of PPAs were assessed and elevated to the provincial government for possible funding, provided that the PPAs were listed as the priority of the provinces. Additionally, the localization provided the participants an opportunity to sift through the PPAs of the city/ municipalities submitted to provincial governments and to elevate projects that were not listed and did not fit to the investment program to the Regional Development Council. Through the localization program, the Department anticipates better harmonization of government efforts to focus on areas where the vulnerable and unfortunate are concentrated, so they too may gain the advances of development.

The Lupong Tagapamayapa Incentives Awards (LTIA) seeks to recognize Lupons that have displayed exemplary performance in the implementation of the Katarungang Pambarangay (KP) at the grassroots. Entries are evaluated on the Lupon’s (a) Efficiency in Operation; (b) Effectiveness in Securing the Settlement of Interpersonal Dispute Objective of the KP; (c) Creativity and Resourcefulness of the Lupong Tagapamayapa; (d) Area or Facilities for KP Activities; and, (e) Financial or Non-Financial Support. CITIZEN S AT I S FA C T I O N INDEX SYSTEM
The Citizen Satisfaction Index System is undertaken by the Department to empower local government units by helping them perform their mandate of ensuring the welfare of the citizens as provided for in the Local Government Code (LGC) of 1991 or Republic Act No. 7160 under section 16 and to provide supervision in area for improvement in the delivery of basic services as mandated by the said law. Local Resource Institutes (LRIs) presented the results of the 2019 CSIS to the local officials, functionaries, and other stakeholders of the target LGUs in November 19 to December 17, 2019 through a Utilization Conference. Accordingly, the Citizendriven Priority Action Plan (CPAPs) are crafted to address the gaps, issues, and concerns of the citizens. Below is the summary of the overall result of the survey on the satisfaction and need for action of the constituents in the target municipalities based on the seven (7) service areas, namely: Health Services, Support to Education, Social Welfare, Governance and Response, Public Works and Infrastructure, Environmental Management, and Economic Investment Promotion.

DAGYAW:
an occasion for bayanihan, participation, and engagement
On September 10, 2019, the Dagyaw: Open Government and Participatory Governance Regional Townhall Meeting for Cordillera Administrative Region was conducted at the University of Baguio Gymnasium. It was the fourteenth leg of a series of 16 events across the country which aimed to provide an avenue for productive, valuable, sincere, and visible engagement between government and its people. It also aimed to provide a platform for regular citizens to clarify “issues of the day” and raise local concerns through direct interfacing with senior government officials, to provide a venue for citizens to access a one-stop-shop of frontline government services and national programs down to the region, and to gather stakeholder inputs for the co-creation of the Philippine Open Government Partnership (PHOGP) National Action Plan 2019-2021. For CAR, the keynote speakers were Department of Budget and Management (DBM) Undersecretary Janet B. Abuel and DILG Secretary Roosque B. Calacat. For the issues closer to home, the speakers were Department of Environment and Natural Resources (DENR-CAR) Assistant Regional Director Augusto D. Lagon for the topic on Environment; Department of Public Works and Highways (DPWH-CAR) Regional Director Tiburcio L. Canlas for the topic on Build, Build, Build and Department of Tourism (DOT) Assistant Secretary Roberto P. Alabado III for the topic on tourism.

In the event’s welcoming remarks delivered by DILG-CAR Regional Director Marlo L. Iringan, he mentioned that the activities like town hall meetings and face to face interactions with the people are equally productive and important for the agencies to know the issues and concerns of the constituents in order to improve its services. He also encouraged the participants to actively participate in the discussion and share their issues, concerns, and recommendations to achieve the objective of the activity. Further, DILG Asec. Calacat shared in his keynote that Dagyaw will not stop at the Regional level. It will go down to the Provincial, Municipal, and down to the Barangay level to continue the sharing of engagement and engaging people together.
May we all embody the spirit of Dagyaw, the spirit of Bayanihan, the spirit of conversation. May this platform inspire us to become partners for change.

CHILD FRIENDLY LOCAL GOVERNANCE AUDIT Child-Friendly Local Governance Audit (CFLGA) is a performance audit system which assesses the local government units’ delivery of basic social welfare services for the child and youth. Per DILG MC No. 2014-80, CFLGA is result-based assessment tool and an annual mandatory audit designed to identify the results of the intervention for children. The 2019 implementation of CFLGA was governed by a newly revised assessment tool spearheaded by the DILG, National Barangay Operations Office (NBOO), United Nations Children’s Fund (UNICEF), and the National Council for Women and Children (NCWC).
In CAR, only the municipality of Kibungan, Benguet was found to be eligible for the CFLGA being able to garner 86 points.
Children’s Month
In a child-friendly training event, the DILG CAR oriented the relatives of its employees on Children’s Rights and Responsibilities. Thirty nine children whose age range from 1-15 years old were invited as participants to the event dubbed as “Batang DILG: Celebrating Children’s Month at DILG CAR” which coincided with the year-end get together on December 19, 2019 at the Nene Pimentel Hall. Supported and encouraged by the parents and relatives, the event was packed with games, songs, and quizzes that reinforced the rights and responsibilities of a child. It was highlighted in a message of ARD Araceli San Jose that she remembered well when her own children participated in these training events and reminded the children not to forget the lessons they learned from the orientation. Conditional Matching Grant to Provinces In 2018, a total of PHP561.9 million was allocated in the Cordillera Region under the CMGP program of the Department; PHP101 million in Abra, PHP103.7 million in Apayao, PHP68.8 million in Benguet, PHP76.4 million in Ifugao, PHP95,2 million in Kalinga, and PHP116.8 million in Mountain Province. While in 2019, PHP588.9 million was allocated in the whole region broken down as follows: PHP104.8 million in Abra, PHP88.1 million in Apayao, PHP86.1 million in Benguet, PHP95.4 million in Ifugao, PHP120.6 million in Kalinga, and PHP93.8 million in Mountain Province. The CMGP Program is an initiative of the National Government that aims to institutionalize governance reforms on Local Road Management (LRM) and Public Financial Management (PFM). The program addresses poor local road conditions that hamper mobility, connectivity of road networks, and economic development at the local level.

EASE OF DOING BUSINESS As part of the ten-point socio-economic agenda of the current administration to increase competitiveness and Ease of Doing Business (EODB) in the country, the Department continuously pushes its efforts to ensure effective implementation of the recently signed Ease of Doing Business and Efficient Delivery of Government Services (EODB/EDGS) Act or Republic Act No. 11032. The Department issued two (2) Joint Memorandum Circulars (JMC) to streamline business process and construction-related permits namely: DILG-DTI-DICT JMC No. 01 series of 2016 (Revised Standards in Processing Business Permit and Licenses in all Cities and Municipalities) and DILG-DPWH-DICT-DTI JMC No. 2018-01: (Guidelines in Streamlining the Processes for the Issuance of Building Permits and Certificates of Occupancy). Business Permits & Licensing System (BPLS) Creating business-friendly and competitive local government units (LGUs) is one of the major thrusts of the Department of the Interior and Local Government (DILG) as we tend to push our standing within the international competitiveness. Republic Act No. 11032 otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 states that the standards in processing business and non-business transactions in the government as guide to reduce the requirements and processing time of all applications to streamline current systems and procedures of government services paralleled to section 16 of the Local Government Code of 1991 stating that local government units shall pursue undertakings to enhance economic prosperity. Hence, the role of the DILG is to monitor the compliance of LGUs with the systems and procedures posted by this Act. All of the cities and municipalities of the Cordillera are compliant with the revised standards. As of December 2019, below is a number of business establishments registered and total amount of collections from business taxes, fees and charges.

PERFORMANCE CHALLENGE FUND The Performance Challenge Fund (PCF), established in 2010, is a performance-based reform program of the Department that seeks to rationalize inter-governmental transfers of the national government to local government units (LGUs) and encourage the convergence of local development initiatives with national development agenda and priorities under the Philippine Development Plan (PDP) 2017-2022. LGUs that passed the SGLG are now eligible to receive the PCF incentive. The PCF is a grant or cash award given to eligible LGUs to support the high-impact local development projects identified as a priority by the local government. The implementation in CY 2019 were projects for the seven (7) beneficiaries in Abra with a total allocation of Php 22.2 million. These municipalities passed the SGLG in CY 2018, thus as of December 31, 2019, six (6) of the seven (7) projects have all been completed with only the project of Dolores in Abra which is still on going. Since 2012, the DILG has been in full support to the National ICT Confederation of the Philippines (NCIP) “Awards for Excellence (eGOV Awards) in Information and Communication Technology (ICT) for Good Governance for Local Government Units (LGUs)”. It is an annual search for the best practices of LGUs in utilizing ICT to effectively and efficiently deliver its public services directly to its constituents and to its business stakeholders. Said awards program has six (6) major categories, namely: 1) Best in eGOV Costumer Empowerment (G2C) Award, 2) Best in eGOV Business Empowerment (G2B) Award, 3) Best in eGOV Digital Finance Empowerment (G2P) Award, 4) Best in eGOV Data-Driven Governance (D2G) Award, 5) Best in eGOV System for Global Empowerment (G2G) Award, and 6) Best in eGOV Government Inter-Operability. Baguio City was successful in being recognized for the following projects. Luckily, eBudget Operations and Monitoring System (eBOMS) emerged as Champion in its category.

AC T I VAT E D The Department of the Interior and Local Government (DILG), serving as “one of the most important lifelines” of the government during disasters issued a marching order to LGUs to activate their respective Emergency Operations Centers (EOC). The activation of EOCs at the DILG-CAR regional and field operating units provided real-time updates to local government units (LGUs), different local government leagues, League of Barangays and the public. The EOC served as a 24/7 self-sufficient operations hub geared towards training for disaster preparedness and the coordination of relief and response efforts during major disasters. Using advanced communications software and technology, the hub monitors climate-related and natural hazards in close coordination with deployed resources in the field. Primarily, the EOC provides and coordinates warnings, disaster evacuation, asset inventory, and emergency services integration. It also complements government efforts, providing commercial and civic inputs to total disaster efforts.

L!STO
Operation L!STO continuously adapt to the ever changing climate and challenges of disasters in the country; hence, in 2019, the LGA conducted series of activities with the various stakeholders, to enhance the early and critical preparedness actions protocols for LGUs, which resulted to the development of the latest edition of the Operation L!STO: Disaster Preparedness Manual for City/ Municipal LGUs v3.
The objective of Operation L!STO is to help LGUs build resilient and safe communities. Ultimately, it aims to prepare communities, households, and enhance the internal capacities of the DILG and LGUs. Thus, a Regional Orientation of Operation L!STO was conducted which aims to: •Explain the content of the Enhanced Operation L!STO: Disaster Preparedness Manual for City/ Municipal LGUs; •Explain key concepts and policies on the Management of the Dead and Missing, and Mass Evacuation in Natural Disasters; •Develop action plan for the Operation L!STO Rollout; •Identify Program, Projects, and Activities (PPAs), innovations and strategies for DRR-CCA.

When Typhoon Ompong hit the Philippines in 2018, the Cordillera Administrative Region (CAR), with all the early warnings, could have not been more prepared, but the aftermath of the typhoon proved the region wrong. Itogon, a municipality in Benguet, CAR, is one of the most hard hit LGUs when Typhoon Ompong made its landfall in the Philippines. And since its main source of income is mining, the soil’s condition got saturated due continous heavy rainfall. Despite the area declared to be susceptible to danger, the LGU is finding ways to ensure the safety of its constituents by determining evacuation areas, where facilities and homes may be relocated. For 2019, the Development Administration (DevAd) and Good Governance Sectoral Committee of the Regional Development Council closely coordinated with the Municipal Government of Itogon, concerned national line agencies, private instituions, and individuals to convene the Itogon Geological Evaluation Technical Working Group (TWG). The TWG was tasked to ensure that the area of Itogon was assessed and evaluated to determine possible relocation sites for facilities and homes. With success, the TWG conducted series of meetings and activities to resolve the issues and concerns in the area. The reality of the endeavor became more obvious, therefore, key persons and institutions were invited to plan what needs to be done. Funding for some of the activities was also resolved. The TWG also determined the GPS coordinates in one of the proposed evacuation areas which shall aid in the preparation of a topographic map for thorough evaluation of the area. As DevAd Chair, DILG RD Marlo L. Iringan volunteered the services of the office’s engineers so work may proceed. Additionally, RD Iringan requested DENR-MGB to prioritize the evaluation in the area of Itogon so that further reinforcement activites may be done before the rainy season comes. The DevAd SeCom’s responsibility was only to convene the TWG. However, through its Chair, the committee went the extra mile to ensure that the tasks in aiding Itogon were carried out.

ONE STOP
SHOP The People’s Republic of China, through the Department of the Interior and Local Government who heads the regional Disaster Risk Reduction Management Council (DRRMC) cluster on the management of the dead and the missing, donated PHP 46.6 million as financial assistance to the beneficiaries of TY Ompong casualties in the country. Of the said amount, PHP41.8 million went to the Cordillera Administrative Region which has the most number of deaths at 114 during the onslaught of typhoon “Ompong” (Mangkhut) in September 2018. To facilitate the release of funds to the beneficiaries, a One-Stop Shop was established to cater to the heirs of the victims. Below outlines the process for the One-Stop-Shop:

Through the unwavering support of the personnel spearheaded by ARD Araceli A. San Jose, DILG – CAR was recognized by the Civil Service Commission - Cordillera Administrative Region (CSC-CAR). The Certificates of Recognition was received by RD Marlo L. Iringan and Administrative Officer IV Chrysantine C. Ged-ang on December 4, 2019 at the Baguio Country Club, Baguio City during the 18th Regional Conference of HRMPs in CAR. On December 17, 2019, a CSC team headed by Chief Human Resource Specialist Teresita C. Biteng conducted a validation to determine the alignment of the agency’s practices with the established systems. An interview with the agency’s top and middle management headed by RD Iringan and representatives from the rank-and-file were conducted. DILG-CAR was considered eligible and was recommended for the Bronze Award under the PRIME-HRM. PRIME-HRM integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. It also entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.

The employees of DILG-CAR held the four-day 2019 Year-End Program Review and Analysis on December 3 to 6, 2019 at the Zen Hotel, Santiago City, Isabela dubbed, “YES TO RESULTS: Year End Summit to RESolve Gaps, Update, Learn Together and Synergize”. With the active participation of 206 employees from the Regional Office and six field operating units (FOUs), the activity was a success. The FY 2019 regional accomplishments were presented by the Division Chiefs. Based on the presentations, DILG-CAR remarkably accomplished the major deliverables for the year. The gaps, challenges, and the strategies to address these were also discussed. The results of the assessment were used as inputs for the FY 2020 direction of the Region. In addition, the Year End PRA was meant to recognize the Matino, Mahusay at Maasahan employees and units. A total of 106 individuals and 11 operating units were awarded with different recognitions under the individual and team categories. RD Marlo L. Iringan and ARD Araceli A. San Jose awarded the certificates of recognition. All employees who were recipient of the said recognition were much surprised since they were not made aware of it. Furthermore, the activity was also an opportunity for all employees to unwind, relax, enjoy and have fun. Among the teambuilding activities were “Knowing your circle”, “Follow your King”, and “Paper Steps”. Revitalized once again, all DILG – CAR personnel are confidently ready to face all the challenges in FY 2020. RD Iringan encouraged all personnel to continue to work together for a fruitful 2020.

ISO 9001:2015 CERTIFIED The DILG Cordillera has established its Quality Management System (QMS) and received its first ISO certification in May 2019. The initiative was in compliance with EO 605 directing all government offices to implement QMS that will institutionalize structures, mechanism, and standards in government to ensure quality in systems and processes in government operations. The establishment, implementation, and certification of QMS is also a condition set for the Support to Operations by the Interagency Task Force on the Harmonization of National Government Performance Monitoring Information and Reporting Systems, for an agency to be eligible for the Performance-Based Bonus (PBB) of government. ISO 9001:2015 defines the benchmark that provides a framework of globally-recognized principles of quality management system (QMS) including customer focus, leadership, engagement of people, process approach, improvement, evidence-based decision-making and relationship management.
