“Sagada continues to get a share of the foreign and domestic tourists wanting to tour the beautiful tourist destinations around the country that is why the local tourism industry remains vibrant to date. We have experienced a huge influx of visitors so we need to improve to utilize this as well as parking spaces, demonstration ground, and camping site,” Mayor James Pooten said in an interview. He said that with the timely downloading of funds from DILG, way back in 2018, the dreams of the residents of having easier access to the Tangeb grounds came into reality. Under the Local Government Support Fund– Assistance to Municipalities (LGSF-AM) 2018 of DILG, the upgrading of the Tangeb Ground Project was realized. The DILG LGSF-AM Fund provided PHP1,255,758 for the whole project. Started on September 28, 2018, the project was completed a month later. The Tangeb Road directly benefits 1,300 residents and visitors. Aside from decreasing the travel time, it can now accommodate larger vehicles and ensure the safety of the travelers. Overall, the local access road project includes the concreting of 137.3 linear meters of road, with a width of 3.5 meters and a thickness of 0.2 meters. The success for the completion of the project is rooted in the clamor of the people to have better access to their favorite demonstration ground. Likewise, easier access eases the LGU of the burden to accommodate the parking needs of tourists and visitors, especially during the peak seasons.

Integration Program Benefits Former Rebels in MP by Jennifer L. Licyayo

Bontoc, Mountain Province—Nine former rebels (FR) received financial assistance amounting to PHP696,000.00 under the Enhanced Comprehensive Local Integration Program (ECLIP) in the 1st Semester 2020. This was the result of the intensive campaign of the government in ending insurgency by encouraging rebels and the militia ng bayan to come to the fold of the law. The Provincial ECLIP Committee awarded the DILG package of financial assistance to the former rebels in January and March 2020. The DILG package consists of immediate assistance, livelihood assistance, and firearm remuneration. The receiving units, composed of the Philippine Army, Philippine National Police, and Provincial Social Welfare and Development Office, also received the reintegration assistance. To date, eleven (11) members of the New People’s Army and eight (8) Militia ng Bayan availed of the ECLIP assistance in Mountain Province since the implementation of the program in 2018. These FRs were also referred to other line agencies such as TESDA, DA, and DTI for other assistance.

The ECLIP is in support of the efforts of the government in attaining a just, comprehensive, and lasting peace under the rule of law, which is the basic foundation for economic development and national prosperity. The program is also one of the strategies under Executive Order No.70 on Ending Local Community Armed Conflict (ELCAC).

One ex-rebel, two ‘mass supporters’ get E-CLIP benefits by DILG Ifugao

The assistance is in line with President Rodrigo Duterte’s advocacy in reintegrating former rebels back to society. Meanwhile, Lieutenant Colonel Narciso Nabulneg, Commander of the 54th Infantry Battalion (54IB), lauded the former rebel and the “mass supporters” for getting back to the society’s mainstream. He urged them to continue convincing active rebels to stop the futile war they are waging. “They have made the best decision of joining us in mainstream society. We should continue to convince the still active NPA rebels to once and for all stop the futile war they are waging,” he said.

Benguet PPOC and PADAC Secretariat revamped: DILG says by DILG Benguet

LAGAWE, Ifugao — One former rebel (FR) and two mass supporters who recently surrendered to the government were given financial aid in Ifugao, an official said today. “The reintegration of the FRs in mainstream society will be monitored by the government, particularly their safety as well as those of their families,” said PD Regina Elizabeth Mammag. She also extended the invitation for other rebels in the mountains to come down and avail of the reintegration program of the government. The DILG as the implementing agency of E-CLIP, entitles a former rebel to receive immediate assistance of PHP15,000; livelihood assistance of PHP50,000; and, firearms remuneration that is double the cost valuation of turned-in firearms; Other assistance such as PhilHealth enrollment; registration to government entities; healing and reconciliation initiatives, shelter, legal, medical, and employment assistance may be provided by partner agencies. A reintegration assistance of PHP21,000 is also provided to the processing/receiving unit/s for the subsistence or meal cost of FRs who have been placed under the protection of government troops while processing their other benefits under the E-CLIP. 2

“Secretariat plays an integral role in every movement of an organization, it is like the human’s arm and feet, without it, the body won’t be able to move”, said DILG Program Manager Rene Vincent I. Ballug during the first day of the three-day meeting of the Provincial Peace and Order Council (PPOC)and the Provincial AntiDrug Abuse Council (PADAC). Participants from the provincial levels of DILG and PNP including designated personnel from various departments of the Provincial Government of Benguet convened in the three-day activity which aimed to strengthen the link and working relationship between and among members of the secretariat of both councils since meetings and most activities of said councils were done jointly.

The first and second days were consumed for the presentation of roles and functions of both council’s secretariat highlighting on the: (1) Roles and Responsibilities as Secretariat; (2) Special Action Committee; (3) Peace and Order Public Safety (POPS)-Planning; and, (4) updating of POPS-Policy Compliance Monitoring System (PCMS). The venue was also utilized to appraise the members of the result on the recently conducted PADAC and POC Audits. After a series of lectures, open forums, and sharing, the second day ended with the crafting of the Secretariat Action Plan. The action plan contains individual roles and responsibilities before, during, and after the meetings, as well as other activities related thereto. On the third day, the group was able to have an audience with the newly created Enhanced Comprehensive Integration Program (E-CLIP) Committee of the province. This was due to the proposal (and later approved) to make both councils as the Secretariat of the Committee. In order to be familiar with the current situation and the processes involved, the group stayed with the ECLIP Committee as they conducted their first orientation with representatives from PNP, AFP, and DILG as resource persons. The activity was conducted on March 4-6, 2020 at Inglay Restaurant, Km6, La Trinidad, Benguet, and was made possible by the joint effort of DILG-Benguet and Governor Melchor D. Diclas’ Office.

DILG-CAR convened the member agencies of five (5) DILG-led clusters of the task force on February 26, 2020 to discuss the status of programs, projects, and activities (PPAs) to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats. Seventy-seven (77) out of 77 or 100% of local chief executives (LCEs) in CAR have been present within their area of responsibilities (AORs), fully informed of updates on COVID-19, and are compliant with the Interim Minimum Critical Preparedness and Response Actions as reported in the Situational Report for Preparedness and Response for the COVID-19 by the DILG-CAR. The Situational Report includes actions of local government units (LGUs) in 3 categories: Preparedness; Alerting Communities; and, Plan Execution. All six (6) provinces in CAR have received an 80-100% completion rate in all areas of Preparedness and Alerting Communities, except for Benguet which had a 36% rating on informing local media under the second

category. As for Plan Execution, Abra, Apayao, Ifugao, Kalinga, and Mountain Province have received an 80-100% completion rate while Benguet, however, has yet to keep up with an 51-79% completion rate in a number of areas. The DILG-CAR reiterated the responsibilities of all LGUs to fully implement the directives of the Office of the President for the Enhanced Community Quarantine (ECQ) for Luzon and the State of Public Health Emergency for the rest of the country. DILG Memorandum Circular No. 2020-062 highlights the general and specific guidelines for LGUs on the implementation of the ECQ such as organizing Barangay Health Emergency Response Teams

(BHERTs), reconstructing and reactivating the Local Disaster Risk Reduction Management Councils (LDRRMCs), and utilizing Quick Response Funds (QRFs). “LGUs are expected to be at the frontline in times of crisis. Your full participation in our fight to contain and combat the virus is absolutely vital given that our local government leaders are the ones familiar with the circumstances in their respective jurisdictions, the needs of their constituents, and the availability of resources to meet those needs.� DILG CAR Regional Director Engr. Marlo Iringan said firmly. Dir. Iringan also reminded the public of their responsibilities in cooperating with authorities to ensure the safety of everyone during the ECQ.

DILG Cordillera reschedules brgy assembly, other events amid COVID-19 by Franzes Ivy Carasi

Relative to the growing threat of 2019 Coronavirus Infectious Disease (COVID-19) and its high probability to infect large numbers of people through crowd and mass gatherings, the DILG issued an advisory directing offices, agencies within its jurisdiction to postpone and reschedule all activities that will involve gathering people in a crowd. Following the declaration of the State of Public Health Emergency, DILG Secretary Eduardo Año announced earlier the postponement of the barangay assembly which is supposed to be conducted on any Saturday or Sunday of March. Barangay officials are given permission to move their meetings to a later date provided that it will be held within the first semester this year. “While the holding of the barangay assembly day is important, we need to think of the greater good and ensure the general welfare of our people,” said Sec. Año. Aside from the barangay assembly day, other activities of the DILG Cordillera are also postponed - Regional Launching of the “Disiplina Muna” National Advocacy Campaign on March 18, and the On-the-Spot Poster Making Contest about Peace Building on March 23 will be rescheduled. The DILG Cordillera is yet to announce the final dates on when to conduct these activities. The DILG Cordillera provides up-to-date information and announcements through its official social media accounts and website. “This is to clarify that we are not cancelling our activities, we are only rescheduling these to avoid the spread of the virus. We walk the talk since the department moved for the postponement of activities as proactive measure, we have to be the first to abide by it,” said DILG Cordillera Dir. Marlo Iringan. Dir. Iringan also reminded the local government units to reinforce and mobilize their Barangay Health Emergency Response Teams (BHERTs) to help the government monitor and contain the virus. It is the responsibility of the BHERTs to ensure that all residents are accounted for by monitoring the community through home visitation of arriving passengers from coronavirusinfected countries within their respective localities.

Legal Opinion Corner Indigenous People Mandatory Representative DILG Opinion No. 80, Series of 2019

Appropriation Ordinance No. 002-2019 (Supplemental Budget No. 01, S. 2019) was approved and enacted by the Sangguniang Bayan, including therein is the appropriation for the salary, wages and other remunerations due to the duly recognized Indigenous People Mandatory Representative. The IPMR was recognized by the SB through SB Resolution No. 2019-006, re: “A RESOLUTION RECOGNIZING ERNESTO A . BANZALES, AS EX OFFICIO MEMBER, INDIGENOUS PEOPLE MANDATORY REPRESENTATIVE (IPMR) OF THE SANGGUNIANG BAYAN IN THE MUNICIPALITY OF SAGNAY, CAMARINES SUR�.

Legal Basis of IPMR: Section 446(a) and (b) of RA 7160 (b) In addition thereto, there shall be three (3) sectoral representatives: one (1) from the women; and as shall be determined by the sanggunian concerned within ninety (90) days prior to the holding of local elections, one (1) from the agricultural or industrial workers, and one (1) from other sectors, including the urban poor, indigenous cultural communities, or disabled persons.

Item E of DILG MC No. 2010-119 Mandatory Representation of ICCs or IPs in Policy-Making Bodies and other Local Legislative Councils Assumption to office shall take place as soon as the selection process is formally certified by the concerned NCIP Regional Director, upon recommendation of the Provincial or Community Service Center Head, as the case may be, in accordance with Administrative Order No. 001, S.2009, and the person chosen takes the appropriate oath before an authorized officer and informs the appropriate body of his or her assumption.

Is there a need for the Sangguniang Bayan to pass and approve a resolution creating one (1) SB Member (IP Representative) position? Accordingly, there is no need to create IPMR position as they are already member of the Sangguniang Bayan pursuant to the LGC and the above-mentioned issuances.
