SK Leaders: Partners in the Fight Against Corruption BAGUIO CITY – The Department of the Interior and Local Government (DILGCAR) conducted an orientation on the Prevention of Corruption last May 7 and 8, 2019 at Hotel Elizabeth to educate SK leaders on the forms of corruption, prevention and deterrence of corruption in the LGUs, and selection for the best candidates for the May 2019 Midterm Elections. Regional Director Marlo L. Iringan encouraged all SK leaders to be a part in the fight against corruption because public funds are supposed to be maximized for the people and the nation instead of being pocketed away by a few. He also said that the social issues that we face today can be addressed if we only go back to the basics and that is the values that we have grown up with when we were younger. Guest speakers from the Council for the Restoration of Filipino Values (CRFV) talked about leadership and the qualities a leader must possess as criteria in selecting leaders for the midterm elections. Mr. Nathaniel A. Saquiban, Deputy National Director of the CRFV talked about the need to have righteous leaders, moral renewal and social transformation to eradicate the national illnesses. According to him, a righteous leader is the making of a statesman. By becoming a statesman, a leader has a clear defined vision for his or her country and constituents. He further emphasized that personal transformation is the key to national transformation. Electing the right leaders who are statesmen rather than corrupt public officials can weed out the problem of graft and corruption in the country. For the second day, Atty. Genevieve M. Shontogan, DILG-CAR Regional Legal Officer and Focal Person on Bantay Korapsyon, talked about good governance and its relation in the prevention of corruption. She expounded on the discussion on corruption when she talked about its classifications and the existing laws that address the problem on corruption. Lastly, she discussed the Code of Conduct and Ethical Standards for Government Officials and Employees (Republic Act No. 6713). The DILG-CAR continues to spearhead activities that empower SK officials to further strengthen their role in maximizing the vast potential of the youth. # Mervin Angelo C. Tumada

LEGAL OPINION CAN A BARANGAY GOVERNMENT VALIDLY WITHHOLD THE HONORARIUM OF A SANGGUNIANG BARANGAY MEMBER WHO FAILED TO RENDER ACTUAL SERVICES DUE TO HIS UNAUTHORIZED ABSENCES FROM THE SANGGUNIAN SESSION?
Barangay Kagawad Reynaldo Gumabon was implicated in the alleged illegal drug trade within their community and due to several serious threats he received from the drug syndicate as well as drug personalities, he did not attend any scheduled Sangguniang Barangay sessions and meetings. DILG LEGAL OPINION NO. 16, SERIES OF 2007 Corollary thereto, the Government Accounting and Auditing Manual defines honorarium as remuneration given to a public official for services actually rendered. Hence the grant of honorarium is based principally on services actually rendered by the claimant thereof. Hence, if an SB Member will absent himself from sessions, he is not entitled to receive the proportionate amount of honorarium for services actually rendered. If he will be absent in both sessions for one month, then he can be deprived of his total honorarium for that month. “It must be emphasized that although you have intimated before this Department that you have not attended any sanggunian session and meeting because you have received serious threats against your life due to the alleged involvement with the illegal drug trade within your community and has been hiding for some time now, however, such reason is not legally justifiable for you not to attend the said sessions and meetings. To justify your absences, you should have filed or applied for a leave of absence.”
WITH THE ABOVE DISCUSSIONS, THIS DEPARTMENT OPINES THAT DUE TO UNAUTHORIZED ABSENCES FROM THE SANGGUNIAN SESSIONS AND MEETINGS, IT WARRANTS THE DEPRIVATION OF MONTHLY HONORARIUM.

DILG-CAR JOINS 2019 EARTH DAY CELEBRATION

DILG-CAR representatives together with the other personnel from the different regional line agencies (RLAs) joined the 2019 Earth Day celebration through the initiative of the Department of Environment and Natural Resources–CAR (DENR-CAR). The activity started with a zumba dance followed by the raising of the Philippine flag. The representatives of the agency also participated in the tree planting activity for the distributed pine seedlings. Said seedlings were planted in the forested lot located at the Mines View Park.
As trivia, Earth Day is an annual event held every April 22nd and was first celebrated in 1970. Earth Day is currently commemorated worldwide and celebrations are now coordinated globally by the Earth Day Network.

STRENGTHENING THE IMPLEMENTATION OF OPERATION L!STO IN THE 2019 DRRM CARAVAN

The Office of Civil Defense – CAR (OCDCAR) spearheaded the joint RDRRMC-PDRRMC Provincial Caravan starting with Benguet as the kick-off point of the activity. Said event was headed by OCD-CAR Regional Director Albert A. Mogol. The activity aims to be an avenue for the local government units to present their local disaster risk reduction plans for their province. It is also through this activity that the vice chairs of the RDRRMC convened to be able to validate and make recommendations regarding the presented LDRRM plans. Also, DILG CAR as Vice Chair for Disaster Preparedness was able to showcase Operation L!STO to increase awareness and guide the participants on actions that need to be undertaken before, during and after disaster. The first leg of the caravan was held on May 17, 2019 at the Strawberry Valley Hotel, LGOO VI Mary Ann J. Griba reviewing La Trinidad, Benguet followed by the second the LDRRM plan of the municipality activity held in Sagada, Mt. Province on May 2729, 2019. The caravan was attended by members with Sagada MDRRMO Aida B. Abeya of the Provincial DRRM Councils, representatives from the Cordillera Regional DRRM Council and Local DRRM Officers of Benguet and Mt. Province. DILG Benguet Provincial Director Rufina T. Fegcan presented the DRRM projects under the Assistance to Municipalities (AM) program such as the establishment of the evacuation center in Itogon, which was lauded by RD Mogol. PD Fegcan was able to let the LGU realize that said establishment in the province can be replicated by the other LGUs provided that they conform to the needed requirements for the program fund. Meanwhile, in the caravan held in Mt. Province, LGOO VI Mary Ann J. Griba was able to review the plan of Sagada and p r o v i d e d i n s i g h t s t o e n h a n c e t h e p l a n o f t h e m u n i c i p a l i t y.

PARTICIPATORY GOVERNANCE OF CMGP IMPLEMENTATI
The Asia Society for Social Improvement and Sustainable Transformation (ASSIST) conducted stakeholder interviews and site photo shoot of the 2016 Kongkreto at Ayos na Lansangan at Daan (KALSADA) and 2017 Conditional Matching Grant Program (CMGP) projects assisted by DILG Kalinga Provincial Director Mayer Max Adong. According to ASSIST consultants, road projects in Tabuk, Kalinga are the only ones to be featured in the entire Luzon for the production of the 2019 1st quarter magazine of the United Nations Development Programme (UNDP). The first site visited was in Barangay Cabaruan (2017 CMGP). The paved project located in the area has a total road length of 9.50 kms. The completed project covers concreting of 8.25 kms from Bulanao-LayaBalong Provincial Road Junction (Longdayan Section) to Sucbot. DILG PD Adong explained to the stakeholders the purpose of the visit and conduct of Focused Group Discussion (FGD). The FDG was attended by the Punong Barangay together with Sangguniang Barangay, constituents and the members of the Rural Improvement Club of the Kalipunan ng Liping Pilipina. Meanwhile in Barangay Sucbot, FGD was conducted amongst the barangay officials headed by PB June B. Sapili. According to them, it takes an hour to travel to Brgy. Dagupan. The area only has three Ford Fieras that transport residents to and from the barangay. Harvested crops were bought by buyers because of the difficulty in travelling to their place, hence, crops get stale and fruits get rotten. Now that the road is paved, it only takes 10 minutes travel to reach the central business district. Fare decreased from PhP 30.00 to PhP 25.00, farmers can dry their rice crops on the pavement, people dress decently and can buy shoes and Barangay Tanods became more efficient in keeping peace and order during their “ronda.” Other projects visited are the Bulanao-Laya-Balong Provincial Road which is one of the core roads of the province as this is the main access road of employees, students, farmers and vendors from various barangays

bringing their products to the public markets of Dagupan and Bulanao. It has a total road length of 16.8103 kms and the completed project covers the concreting of the 5.8 kilometers along Sitio Burayucan, Balong, Tabuk City. With the completion of the project, the residents in Sitio Burayucan, Balong need not hike/walk on earth road to reach Balong Centro where they can ride in tricycles bound to Dagupan. Another is the Cabaritan, Tabuk City to Dugpa, Pinukpuk which has a total road length of 8.954 kms. and covers concreting of 6.80 kms.

This is also through the identification in the matrix filled out by the DILG Regional Office and per Key Result Area (KRA) which refers to the sector of outcome in quality road works and efficient project implementation. Paved roads brought about by the DILG KALSADA and CMGP funding of the visited projects, gave positive effects to the community which helped gain different value chains on social and economic development. The upgraded road helps constituents in their access to health, education, market establishments and other products and services for their daily living. After the conduct of stakeholder interviews, Provincial Planning and Development Management Officer and Chairperson of LRMT Flordeliza G. Moldero convened the provincial LRMT members to discuss the best practices on the efficient implementation of the accomplished projects (right picture). It was presented that the LRMT members engage themselves in every process from pre-implementation, during and after the accomplishment of the project as evidently related by the stakeholders during the conducted FGDs. Also, it was related that the LRMT has different roles to do such as the assessment of internal control, legal management during procurement process, asset management and obligation, checking of documentary requirements, collection of field taxes up to inventory and mapping. These additional assignments, apart from the members’ regular functions, did not, in any way, affect the delivery of their duties and responsibilities as LRMT members due to their commitment and dedication – an exemplary example of good governance manifested by the team. “Mahirap lang ang barangay namin dito. These quality roads have long term benefits for the communities they are situated as these are instruments towards their progress. While it is evident that better roads provide progress to the community, the unsung efforts behind these ac-
complishments are overlooked by some. This participatory engagement of the Kalinga DILG Provincial Office, Provincial Government through the PPDO, Civil Society Organizations and the LGU beneficiaries shows that the province’s teamwork towards good governance is a best practice which can be adopted because it was able to ensure quality road works and efficient project implementation.

MAY 11, 2019 -- The DILG-CAR spearheaded an advocacy drive during the last day of the campaign DILG CAR CHAMPIONS DRIVE period before the mid-polls. Participants from the private and government organizations paraded along VS. NO TO VOTE BUYING, SELLING with their banners from Upper Session Road down AND VIOLENT EXTREMISM to the Igorot Park in Harrison Road, Baguio City to enjoin voters to uphold an honest election. According to RD Iringan, the activity aims to strengthen the community to fight vote-buying and vote-selling.

A “kapihan” was conducted after the parade which was facilitated by the Philippine Information Agency - CAR (PIA-CAR) in order for the information drive to reach the stakeholders. COMELEC - CAR Election Officer Reyman Solbita ensured that the vote counting machines are already in place in the designated precincts in the region while Baguio City Director PCol Allen Rae Co informed that all police officers are deployed for crime prevention and security. Meanwhile, SK Federation President Levy Lloyd Orcales said that the youth is advocating a clean and peaceful election.
SK President Orcales urged all voters to be conscientious in choosing future leaders for the community and that all candidates should care for the future of the youth. Furthermore, Vice President of the Integrated Bar of the Philippines (IBP) Atty. Hilario Belmes said that their organization will be open with full staff force during the election day for legal assistance. In closing, RD Iringan encouraged everyone to vote for “Matino, Mahusay at Maaasahan na Kandidato,” before the recitation and signing of the Pledge of MAKE YOUR VOTE COUNT FOR THE YOUNGER GENERATION. MANAGEMENT OF THE DEAD AND MISSING According to the Humanitarian Health Action of the World Health Organization, when a major disaster strikes, the first people to respond are often local organizations, residents and volunteers. They are often faced with retrieval and immediate management of dead bodies before experts can arrive. It is very unfortunate that there is little knowledge in the handling of remains and responders should know the proper steps in managing the dead and missing persons. Looking back at the Management of the Dead and Missing (MDM) operations headed by DILG CAR after the onslaught of typhoons Ompong in September 2018 in Ucab, Itogon, Benguet and Rosita on October 31 to November 2018 in Poblacion, Natonin, Mt. Province, the preparations had been an avenue in enhancing the regional management in the operations of the program guided by the National Disaster Risk and Reduction Management Center's (NDRRMC) Rules and Regulations Governing the Implementation of MDM Persons (MC No. 19, s. 2016). Though the operations conducted during these events warrant more improvement, the
end goal of MDM was achieved through the concerted efforts of all key players and teamwork during these challenging times. In order to bridge the gaps experienced by MDM keyplayers, the DILG - Central Office Disaster Information Coordinating Center (CODIX) and in partnership with NDRRMC conducted a 5-day training on management of the dead and missing through interactive-lecture discussions, workshops and simulation exercises to maximize the learning sessions. Through this activity, the DILG-CODIX enjoined the participants to cascade the learnings to the LGUs the vital role MDM plays after a disaster, most especially in following the legal norms and dignitiy of the dead and their bereaved families in accordance with their cultural and religious beliefs.

he very purpose of these kinds of meetings is to clarify issues and concerns because good things happen when people sit together to discuss issues, concerns and problems. You are part of the team, and team members work together to achieve their common goals, said
DILG-CAR Regional Director Marlo L. Iringan in his Closing Remarks during the 1st Quarter Regional and Provincial Coordinating Teams Orientation, Meeting and Leveling-off held on April 11-12, 2019 at the Nene Pimentel Hall, DILG-CAR, Baguio City. With more than 40 DILG-CAR personnel attendees, the activity aimed to orient participants on administrative and human resource (HR) matters pertinent to Contract of Services (COS); level off with the status of program implementation; address concerns in the field gathered by the Community Development Officers (CDOs); finalize programs, projects and activities (PPAs) targets for the 2nd Quarter, 2019; and discuss other related matters. In order to be oriented with the plans and priorities of the Support for the Local Governance Program (SLGP) implementation, Mr. Norman M. Aparente, PDO IV of
SLGP-PMO was invited. Since the activity schedule coincided with the Re g i o n a l M a n a g e m e n t Review, ARD Araceli San Jose, the Division Chiefs, Planning Officer and the Provincial and City Directors were invited to join in the morning session of the first day of the activity. Consecutively, topics on Open Government Partnership (OGP) Commitments, SLGP Governance Roadmap, GAA FY 2019 Special Provisions, Memorandum dated January 29, 2019 re: Clarifying roles of DILG Central, Regional and Provincial Offices and funding support for the implementation of LFPs, Result-BasedMonitoring and Evaluation (RBME), Operations Plans and Budget FY 2019 and Major Activities, Strengthened CSO-Government Engagement, Improved Local Development Planning and LDC (PDCs & MDCs) Functionality Assessment through SGLG were discussed among others. Overall, the activity was a success. Things were clarified, directions were set, a common understanding was put in place and most importantly, everyone was inspired. DILG CAR CONDUCTS MID-YEAR PR
DILG CAR conducts its Program Review and Analysis (PRA) on June 19-21, 2019 at the Leisure Coast Resort, Dagupan City with the theme “Mid–Year Dialogue to Innovate and Level-Up Gameplans (MY DILG).” This is in view of the Agency’s commitment to attain the Department’s thrusts and priorities contained in the DILG CAR's FY 2019 Annual Operations Plan and Budget (AOPB). Furthermore, it aims to present the 1st semester regional physical and financial accomplishments, identification and discussion of gaps encountered and opportunities for improvements, update the status of implementation of various PPAs and present the targets for the 2nd semester. The event was attended by the personnel of the Regional Office and Field Operating Units (FOUs) headed by RD Marlo L. Iringan, with the Undersecretary for Local Government Marivel C. Sacendoncillo as Keynote Speaker. At the end of the three-day activity, the performance and accomplishments of DILG office were reviewed and strategies were set to level-up outcomes through innovations and adoption of good practices. The event involved reorientation on social graces and personality development, values restoration, and team building to strengthen camaraderie.

Sacendoncillo said that her inspiration emerges from the ground with the Regional Directors and Assistant Regional Directors serving as pillars of the region together with the City and Provincial Directors and all the personnel. She imparted how DILG Sec. Eduardo M. Año considers the Department as the most important department which hoarded a proud ovation from everyone. Also, she related that the Department has a big role to undertake in Community Development through Good Governance and in order for reform to be successful, she enjoined everyone to be caring individuals towards each other, other people and the country because “care should be the mantra of everyone.”

Two (2) projects amounting to PhP 186,501,640.00 funded by the DILG Conditional Matching Grant Program (CMGP) were formally turned over to the Province of Apayao. On April 29, 2019, the turn over ceremony was conducted in the Municipality of Calanasan for the road improvement of the Eva – Tanglagan - Bucarot provincial road with a length of 3.721 km and with a width of 6.10m (2 lanes). The said project amounts to PhP 82,839,347.00. Meanwhile in Sta. Marcela, the road improvement of the Malekkeg – Panay – Consuelo - Balluyan provincial road was formally turned over to the province on April 30, 2019. The upgraded road is 900 meters away from the junction in Barangay Malekkeg of the Sta. Marcela - Flora National Highway passing thru the Barangay of Panay connecting to the previously completed FY2017 CMGP Project going to the Barangay of San Juan. An amount of P103,662,293.00 was allotted by the DILG thru the CMGP Program downloaded to the Provincial Government of Apayao. The said project has a length of 6.26km and with a width of 6.10m (2 lanes) as per DPWH Standard. Tanudan is a 4th class municipality in Kalinga with 16 barangays. For years, the absence of proper road access has been a predicament to a lot of households in the area. If a person has to travel to the municipality, he/ she must be on time for the 7:00 AM trip, otherwise that person has to wait for the next day for that ride to travel outside the place. If no transportation is available, residents walk and hike for a day to reach their destination. On May 8, 2019, the Conditional Matching Grant Program funded the Phase I improvement of the Dalnacan - Mangali via Taloctoc road amounting to PhP 95,186,623.00 contracted by Royal Sea Bees Construction. The concreting of the project benefits 161 households. Said 2018 CMGP project was turn formally turned over to the provincial government of Kalinga on June 25, 2019. with

CEREMONY OF CMGP KALINGA PROJECTS
On June 25, 2019, a ground breaking ceremony followed after the turn over event of the 1st phase CMGP project in Kalinga. The 2nd Phase of the road improvement is the continuation of another 4 kms for the DalnacanMangali via Taloctoc road, amounting to PhP 120M. The ceremony was graced by Kalinga Governor Jocel C. Baac with RD Marlo L. Iringan, DILG Kalinga PD Mayer Max Adong, Provincial LRMT headed by Ms. Flordeliza G. Moldero and PEO Engr. Proceso D. Bayubay.
With the improvement of access road in the municipality, residents are looking forward over of ceremonial key to Gov. Baac to the progress it will bring. The residents can h RD Iringan and PD Adong now transport their products such as banana, coffee, vegetables, fruits and heirloom rice to the central business district. RD Iringan Urged Participation for EO 70 Endeavor The implementation of Executive Order No. 70 which institutionalizes a ‘whole-of-nation’ approach versus insurgency is one of the major thrusts of the Department. It is with this that the government shall prioritize and harmonize the delivery of basic services and social development initiatives to the Communist Terrorist Group (CTG) - afflicted areas. During the mid-year Program Review and Analysis on June 19-22, 2019 at the Leisure Coast Resort, Dagupan City, RD Marlo L. Iringan emphasized the roles and responsibilities of the Department to end insurgency. He encouraged everyone to know by heart the roles of DILG personnel particularly the city/ municipal local government operations officers through the word PEACE + CC.

RD Iringan said that in ending local communist armed conflict by 2022, there is a need to strengthen the peace and order councils (POCs) in the region. The importance of POCs is provided in the Local government Code (RA 7160), to wit:
- Provide forum for dialogue and deliberation on peace and order issues - Recommend Measures to enhance peace and order and converge internal security efforts - Apply moral suasion / recommend sanctions to LCEs who supports the CNN - Monitor the Delivery of programs particularly on infrastructure and livelihood - Awareness of the LGUs on concerns in their area because this is critical in fighting insurgency

OPERATION L!STO: VOLUME III NOW IN VOLUME 3! -- The local government units (LGUs) are mandated by Republic Act (RA) 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, to ensure the safety and resiliency of communities to face the challenges of disasters. Pursuant to this mandate, the DILG has identified sets of relevant interventions for disaster preparedness that aim to create an enabling environment for local government units to further develop their capacities towards mitigating the adverse impacts of disasters and climate change. These initiatives are offered in the form of skills-building, technical support, policies and training for all LGUs to be at the forefront of the community’s initiatives to adapt, mitigate risks, prepare and recover from disasters. To usher the preparedness of local communities in the event that typhoons and floods occur, the DILG, through the Local Government Academy, created Operation LISTO - the umbrella program of the DILG

Disaster Risk Reduction - Climate Change Adaptation (DRR-CCA) which aims to develop the capacities of LGUs and households to become resilient, safe and self-reliant. The Operation LISTO Disaster Preparedness Manual v.3 institutionalizes minimum Disaster Preparedness Standards and Protocols that serve as guide for local government units as they prepare for disasters. A newest addition to the manual is the Preparedness Guide for Governors which contains general and minimum preparatory actions for the provinces which are necessary in preparing for disasters. It is a counterpart of and aligned with the manual for Mayors. Based on the advisories LGUs receive from DILG, governors and mayors may determine their Critical Preparedness Action: ALPHA, BRAVO, and CHARLIE

The new manual contains: Set of critical preparedness actions categorized into Alpha, Bravo, and Charlie that were enhanced and further divided into four timeframes: upon alert, before, during, and after typhoons
