Note from the Head - Organising Committee Dear Officials, It is our greatest pleasure to welcome you to the Officials’ Team of the 32nd National Selection Conference of EYP Greece. We cannot describe our joy for having each and everyone of you being part of the Conference and we cannot wait to welcome you in the wonderful city of Thessaloniki in less than a month. Here, you have the Welcome Booklet of the Session which contains useful information concerning different parts of the Session, a lot of pictures which we hope that perfectly visualise both different EYP moments and the beautiful and romantic city of Thessaloniki, some welcoming words and contact details. Take a few minutes to read it carefully, it hopefully provides you with helpful guidelines for your pre-session preparations. We really hope that we will exceed your expectations so that Thessaloniki 2015 will be another unique and unforgettable EYP event for all of us. Note from the President My dearest officials, our lovely editors kicked off the round of introductions this week and we only have a couple of weeks left to prepare for Thessaloniki 2015. At this point, let me also warmly welcome all of you to the wonderful officials’ team of the session. I was lucky enough to gather quite a few experiences in this organisation already and I am honoured to be invited as president for the session, but it will need every single one of you to make the session special and memorable for the participants. Thank you for accepting this challenge and I’m looking forward to do my personal best to contribute to that goal. Those of you who have worked with me before already know that I am a firm believer of professionalism and of EYP as a learning experience. Whilst of course having the primary task of catering for the needs of the delegates, I think we should all try to leave the session with a list of learning points. I have learned so much in this organisation and I encourage you to challenge you to the fullest on every single day of the session, including the preparation and post-session period. Only then you will have a chance to work on your weaknesses, embrace your strengths and sometimes also accept things you will never be good at! The media team and my lovely chairs will have to work together to make the vision of the organisers true and we will both need to organiser’s help to be able to focus on our work. Let’s keep this in mind and do our best to make everyone equally happy. Please see me as your support person with any problem that you might have, unload your frustration or share your excitement with me. I am more than happy to share my excitement with all of you. Session Procedures

Teambuilding | Saturday 19 December, 2015 The fundamental purpose of Teambuilding in the context of European Youth Parliament is to get to know, communicate and work with a bunch of individuals in order to get the team spirit. There is a great number of different activities through which each committee evolves from a group of individuals to a real well-formed team. 130 delegates will split into 10 different committees and they will work on group dynamics and problem-solving games guided by their Chairpersons. Dress Code for Teambuilding: Comfortable clothes, Jeans and Sneakers. Since teachers, parents and guests will be around make sure to dress appropriately casually avoiding exaggerations.

Opening Ceremony | Saturday 19 December, 2015 This is the most important and formal Ceremony of the Session. We will be having a lot of important figures and guests, sponsors and executive speakers. We really need to look pretty but, also, professional! Dress Code for Opening Ceremony: Formal (suit and tie for men and suit,dress, skirt for ladies). Sneakers and jeans should be avoided for guys; provocative clothing is discouraged. PS: As the Opening Ceremony will be held the same day with the Teambuilding, for-

mal clothes should be brought from the beginning of this day’s Session Programme. You will have some time within the programme to change, before we are transferred to the Opening Ceremony Venue.

Committee Work | Sunday 20 December, 2015 In this part of the Session, the transition from the productive activities to productive discussion takes place. The delegates of each committee will have to effectively communicate with each other, discuss their arguments and debate in such way in order to propose unanimous solutions to the discussed European issues. They will form the so called resolution on which they will have to debate during General Assembly. Dress Code for Committee Work: Smart-Casual, comfortable but well-presentable clothes, no worn-out jeans or trainers

General Assembly | Monday 21 December, 2015 During the General Assembly, all the committees gather in order to discuss and debate on their motion for resolution. Each committee has to present and defend all of their suggestions as solutions to their topic and vote on every resolution presented. Placards raise high, emotional speeches and innovative ideas are heard. The whole procedure followed in the General Assembly applies to the procedural model respected in the European Parliament. Dress Code for General Assembly: Formal (suit for men and suit, skirt or dress for ladies). No jeans or trainers.

Venues & Maps CJOs Teambuilding | Administration of the Region of Central Macedonia | Villa Allatini Friday 18th of December, 2015

The work of the Italian architect Vitaliano Pozelli was built in 1888 as the summer residence of the Allatini family, a family famous for both its business and community activities. Between 1909 and 1912 it was used as the prison-residence of Abdul Hammid II, who was overturned by the Young Turks. In 1926, it hosted the newly founded University of Thessaloniki while, during the 1940-41 War, it was used as a hospital. Today, Villa Allatini houses the Administration of the Region of Central Macedonia. The CJOs’ Teambuilding and Training will be hosted in this venue. All Officials will be arriving straight to this place, where we will be having breakfast in its beautiful green gardens.

Teambuilding | Thessaloniki City Hall Saturday 19th of December, 2015

The new Thessaloniki City Hall was built on the site of the former army camp “Tsirogiani” during 2005-2010. The City Hall opened in 2009 and, from then on, it has hosted some of the city’s significant events. The City Hall will host the General Teambuilding of the 32nd National Selection Conference.

Opening Ceremony | Chamber of Commerce and Industry of Thessaloniki (TCCI) Saturday 19th of December, 2015

The neo-classical building of the Thessaloniki Chamber of Commerce and Industry, following a radical refurbishment completed in 2003, has once again opened its gates to the business world and the general public of Thessaloniki. Committee Work: AKMI Metropolitan College Sunday 20th of December, 2015

In 2012, AKMI Metropolitan College introduces its brand new 2.000 m² campus in Thessaloniki, the second biggest city in Greece, in a historical, renovated building in the city centre. The College invested once more in the most modern infrastructure of the highest quality, in order to satisfy the continuously increased demand for high quality private education in Northern Greece. The Committee Work of the 32nd National Selection Conference will be held in this magnificent building. Street Address: El. General Assembly: Technical Chamber of Greece / Section Of Central Macedonia Monday 21st of December, 2015

This warm and ergonomic venue of the Section of Central Macedonia’s Technical Chamber of Greece is going to host the General Assembly and the Closing Ceremony of the 32nd National Selection Conference.

Panel Discussion EU is based on the rule of law under the premises of common values and fundamental rights. The recent incidences in different policy areas within the Union have brought up the great differences in the levels of their national development and capabilities of each Member State. This fact together with the rise of Eurosceptisism has given grounds to people to question the efficacy of a closer integrated Union. National sovereignty is claimed to be eliminated in certain policy areas according to EU competences clarified in the Treaty of Lisbon by which Member States have to abide. Under these circumstances, the question arises: To what extend should Member States be given the right to State Self-Determination? In an attempt to reflect the theme of the Session, which is undeniably controversial and applies to the most if not all policy areas, there will be a Panel Discussion on sub-topics covering different policy areas under the wider question of State Self-Determination. For this purpose, experts will attend the Panel Discussion in order to address the different sub-topics of the Session Theme. This part of the Session will take place in the amphitheatre of AKMI Metropolitan College -the Committee Work Venue- while the resolution typing continues. The Panel Discussion is mostly addressed to the delegates so it will be conducted in Greek.

Committee Topics Committee on Constitutional Affairs I | AFCO I The right of a people to choose its own state and territory versus state sovereignty: following a wave of succession movements and the possible withdrawal of Member States from the EU, how can cooperation be sustained while respecting peoples’ rights to self-governance and independence?

Committee on Constitutional Affairs II | AFCO II Europe for Citizens and the European Citizens’ Initiative, complemented by referenda on a national level as a response to the so-called democratic deficit of the European Union; what should the role of referenda and other means of direct democracy be, both on a national and European level, in future EU decision-making and the implementation of European law?

Committee on Foreign Affairs | AFET United at home but fragmented abroad? The European Union, as a peace project and Nobel Peace Prize laureate, has been criticised for an allegedly inefficient response to armed conflicts globally due to discordant national interests and a lacking application of diplomatic and military tools. How should the EU use its diplomatic power and military resources to more effectively contribute to global peace, while respecting the sovereignty of its Member States?

Committee on Economic Affairs | ECON Finding the balance between the protection of national legal standards while developing towards a full common market: How should the EU deal with financial havens, offshore accounts and tax-avoidance regulations in its Member States?

Committee on Employment and Social Affairs | EMPL Preparing for the next crisis to support those who need it the most: Italy recently pushed for a European unemployment insurance scheme aiming at solidarity within Europe through the stronger protection of Member States from sudden shocks of unemployment. What could be a potential EU strategy towards deeper integration of labour markets and employment policies, while respecting Member States’ sovereignty over their national social policy?

Committee on Environment, Public Health and Food Safety | ENVI I The 2015 Paris Climate Conference (COP21) as yet another chance for a new legally binding and universal agreement on climate. In response to the outcome COP21, how should the EU and its Member States pursue their own climate targets and contribute to global climate diplomacy?

Committee on Environment, Public Health and Food Safety II | ENVI II In Europe one in every three children under the age of 11 is either overweight or obese. Building on the EU Action Plan on Childhood Obesity 2014-2020, Jamie Oliver’s Sugar Manifesto even calls for more drastic steps against the marketing and advertising of unhealthy food products. How should the EU contribute to the protection of our most vulnerable consumers whilst respecting the Member States’ sovereignty with regards to taxation and principles of the free market?

Committee on Legal Affairs | JURI A legal and practical fundamental rights safeguard for those deprived of freedom in prison facilities: Which common guidelines should the EU Member States agree on regarding detainees’ rights and freedoms, detention facilities, and social rehabilitation?

Committee on Civil Liberties, Justice and Home Affairs | LIBE While EU Member States recently agreed on a quota for the redistribution of 120.000 asylum seekers, conflicting national interests persist regarding a permanent policy framework and successor to the Dublin 3 regulation. How should the EU respond to the influx of asylum seekers over the next years, addressing the needs of Members States at the external borders of the Union and facing those reluctant to share the burden?

Committee on Security and Defence | SEDE A technological revolution turning into unregulated warfare. What stance should the EU take on the usage and development of unmanned aerial vehicles (UAV) and which are the common principles that should be globally accepted?

Accomodation | Travel Information | Grecovillage Accommodation Greek hospitality works in our case! International and Greek officials who live out of the city will be hosted by Greek officials who reside in Thessaloniki. It is not a well-known practice; however, we assure you that it perfectly works! You will be individually informed almost 2 weeks before the Session about your accommodation and you will be receiving detailed information, including contact details, about those who are going to host you. Travel Information In the registration form you have been asked the exact details of your journey to and from Thessaloniki. This information has been requested from you as there will be pick-ups from the point of your arrival- the airport, the train or the bus station. Detailed information will be given to you individually on how to get to your point of departure after the session.

Grecovillage Sunday 20th of December, 2015 During the difficult time of resolution typing for the Chairs’ Team, the interesting debates that will provide the Media Team with a lot of different tasks to fulfill and the coordination of these 2 different and extremely important parts of the Session -the Resolution Typing & the Panel Discussion- by the Organising Team, Greek traditional food will be available for all the Officials when each of you finds the need to take a quick break from his/ her task. We are happy to inform you that there will be a variety of different homemade dishes which will be a great offer from the families of Greek participants of the Session. In order to be able to enjoy and taste the Greek culture, it is important that the Greek Officials, mostly leaving in Thessaloniki, inform us about their availability on bringing some delicious Greek food for this specific time of the Session. It would be a challenge for you to question your cooking skills or just bring a delicious dish made by a family member. We kindly ask the Officials leaving in Thessaloniki to inform us about what they can bring through email, before the beginning of the Session.

Legal Issues & Alumni Platform Alcohol will be available at every late -evening programme-drinks for officials. However, as young ambassadors of your country, you are expected to understand that we would not wish your stay in Thessaloniki to be ruined by your own misbehavior or the one of others. EYP frowns upon overindulgence. You are hereby reminded that any overindulgence in alcohol will result in your immediate exclusion from the session, you will be sent home at your own expense. The EYP operates a total zero tolerance policy with drugs. Regarding the participation fee, non-Greek Officials are kindly requested to pay their participation fee upon their arrival and registration at the Conference. According to the new Evaluation System of EYP Sessions, we firmly request you all to register on the Alumni Platform of EYP before the Session takes place.
