Cooking up a storm-ing TV hit: Acclaimed Asian restaurant entrepreneur and head chef, Larkin Cen, to appear on primetime show Representing the region where he grew up in his parent’s Cardiff Chinese takeaway, owner and head chef of Bristol’s much-loved Woky Ko Asian restaurants, Larkin Cen, is set to appear on this year’s highly-anticipated season of BBC Two and iPlayer’s hit series, Great British Menu. Joining a stellar line-up of top chefs to represent Wales in the third weekly instalment of the popular programme - Larkin will battle it out in the kitchen for a chance to cook at the ultimate end-of-season banquet. The theme of this year’s series is a celebration of 100 years of British Broadcasting, with each participating chef tasked with creating mesmerising dishes that both represent their region as well as television itself. With the three Wales episodes set to air from Tuesday 15th - Thursday 17th February, Larkin, Nathan Davies, Tom Phillips and Mark Threadgill, will attempt to impress a mystery veteran chef with a show-stopping starter, fish course, main and dessert. Based on traditional Chinese flavours, Larkin’s food illustrates his refined and intricate style of Chinese cooking. As a self-confessed ‘noodle obsessive’, he hopes that a combination of his authentic Asian techniques and competitive nature will take him all the way to the banquet. His playful menu celebrates popular Welsh-based children’s programme, Fireman Sam, and showcases his impressive knowledge of Asian cooking methods. Presented by chef, television and radio broadcaster and singer, Andi Oliver, the new series welcomes a new judging line-up of Michelin-starred GBM double banquet winner, Tom Kerridge; Restaurateur Nisha Katona, and Comedian and Food Podcast Presenter, Ed Gamble. Cappuccino Cupcakes Ingredients

Method

For The Cakes: 2 tsp instant coffee 175g unsalted butter 175g caster sugar 3 eggs, beaten 175g self raising flour 2 tbsp semi-skimmed milk

Preheat the oven to 180°C/fan 160°C/Gas 4 and line a 12-hole cupcake tin with paper cases

For The Topping: 2 tsp instant coffee 100g unsalted butter 150g icing sugar 1 tbsp cocoa powder

Add the milk and remaining flour and mix together

Mix the coffee with 1 tbsp boiling water and then leave to cool Cream the butter and sugar until pale and fluffy Add the coffee and beat again, gradually adding the eggs, along with a little of the flour

Spoon into the cases and bake for 10-15 mins, until a knife inserted comes out clean Take out of the tin and cool on a wire rack Meanwhile, mix the coffee for the topping with 1 tsp boiling water, then cool Beat the butter, sugar and coffee together to make the icing Spoon on top of the cakes and dust with the cocoa powder

Before you head out the door, you’ll likely be replaying your and your date’s text conversations, brainstorming a few ice-breaker questions, and memorising an exit line should things go south. But one of the trickiest things to do is assemble your first date outfit. Obviously, you’ll want to get an appropriate level of “dressed up” for the destination and put your best foot forward. But did you know there are clothing items you should avoid at all costs on a first date? Avoid wearing a white shirt on a first date A crisp white shirt can make many of us feel our best. However, these pieces come with an important caveat: They get messy easily and can create an unnecessary stressor on a first date. “I would tell my clients to avoid anything that is ‘fussy’ or difficult to keep clean,” says Molly, a local personal stylist and image consultant. She notes that a white shirt could set you up for an embarrassing stain moment. “You don’t want your date distracted by the taco sauce that just dripped all over your bright white shirt,” she says. While a great date will laugh with you (and not at you), it could make you feel uneasy for the rest of the night.


Make sure you’re comfortable You should also apply Molly’s non-fussy tip to the rest of your outfit. “Loose-fitting shirt straps, pants that are too tight, or a skirt that is prone to blow in the wind might also be items to stay away from,” she says. “A wardrobe malfunction is a recipe for a date ruiner.” Additionally, you may want to reconsider those super high heels no matter how trendy they are. “You want to be able to focus on your confidence and your date, not how bad your feet hurt,” says Molly. Ensure your outfit isn’t distracting A great first date outfit should be less about fashion and more about you. Because of that, you may want to skip extremely bright colors, patterns, puff sleeves, and over the top ruffles. An easy way to check is to look at yourself in the mirror. If the first thing that grabs your attention is your outfit, then you need to simplify it.

Wear a conversation piece Now that you know what not to wear, there’s a certain item you should always sport on a first date. Wear something that telegraphs a bit about your personality and perhaps even acts as a conversation starter. This could be an interesting piece of jewelry or other accessory or colorful socks with an otherwise sober look. As soon as you arrive, you’ll feel confident knowing you’ve worn an item that makes you feel like yourself and don’t distract. FOCUS ON: Tesco car meet & ebike hire scheme A4 Corridor update: In recent months, we have become increasingly frustrated by the lack of information since last summer’s consultation on the A4. We were scheduled to have a councillor briefing last year but it was cancelled at short notice with no explanation, although B&NES councillors had their briefing on their section of the A4 on time. After lots of emails to council officers and cabinet members and questions and statements at Full Council, we have finally been shown a shortlist of options that may be presented to the public in due course. All we can say is, no wonder the Council didn’t want us to see them! Unfortunately, we are not allowed to go into detail at this stage but two of the three options involve road building and traffic along the former Brislington Railway Line, despite the Labour Mayor and other members of his party telling us repeatedly there was no plan for a road in this location and even accusing us of lying about it! The truth of the matter is, we have a mayor who will say anything for electoral gain, Brislington Meadows being a case in point, and such an appalling lack of integrity and honesty is why we hope local residents will vote to scrap the Mayor in May’s referendum. In the meantime, we will continue to campaign against the Callington Road Link as we have done for five years.

Tesco ‘car meets’: In recent weeks, regular, noisy, late night car meets at Tesco, Callington Road have been making life a misery for local residents, especially in the Homemead, Gotley and Water Lane area but also further afield in Stockwood and Knowle. We’ve been in touch with the police, the council and Tesco to try to find a resolution to this issue. We will keep trying until the authorities do something about it.

Adjacent to Brislington Hill is Bristol Hill, which contains a selection of mixed-retail units including hardware, a specialist motorbike shop and fast-food takeaways. Half of the businesses surveyed recorded a decrease in footfall over the past 12 months and only half of those consulted are confident about their survival over the next 12 months.

There was a mixed response as to their level of satisfaction with the high street/area, with their main areas of concern including parking issues, road noise, and poor lighting in the Concourse alleyway and to the rear of the shops, impacting the feeling of safety for staff and visitors. 40% of people visit the high street less than once a month, usually for shopping, personal services such as hairdressers/barbers and leisure, with only 29% coming more than once a week. Some people use the area as a walk-through to other shopping destinations and people commented on the poor selection of retail and that the area feels neglected and miserable, which contributes to their visits usually being less than 30 minutes. There were also a lot of complaints about the footbridge, which is generally felt to be an eyesore. The most popular options for improvements were adding greenery to make the pavement more appealing and to help reduce noise from traffic, and more seating. Other concerns shared by businesses and residents included a better variety of shops and reducing traffic pollution and noise to allow for a better shopper experience as well as better lighting and signage advertising the free parking available (as at mid-December 2021 some of the lighting has been fixed in the Concourse alleyway and to the rear of the shops). Regarding culture/events, businesses were most interested in music events, while visitors were more interested in markets (food or mixed), closely followed by community events. Broadwalk Redevelopment: New plans to redevelop the nearby Broadwalk Shopping Centre have been unveiled, now renamed the Redcatch Quarter. Omicron business support grant: The deadline for businesses to apply to the Omicron Hospitality and Leisure Grant or Additional Restrictions Grant is 14 February. The government has introduced two grant schemes intended to support businesses experiencing difficulties due to COVID-19 restrictions and the rise of the Omicron variant:

Omicron Hospitality and Leisure Grant The Omicron Hospitality and Leisure Grant (OHLG) is available to businesses in the hospitality, leisure and accommodation sectors. Grants will be a one-off payment, dependent on the rateable value of your business on 30 December 2021, subject to being within the relevant subsidy (formerly known as State Aid) threshold for the business. Additional Restrictions Grant The Additional Restrictions Grant (ARG) is available to self-employed and sole traders as well as small or micro businesses based in the Bristol City Council area, trading on 4 January 2022 with ongoing fixed business-related costs. To apply, businesses must have identification and documentation as evidence of trading and able to demonstrate you have suffered a significant fall in income (including online activity) due to the restrictions or the rise in the Omicron variant. All businesses must apply for support under this scheme. Previous recipients of ARG must re-apply. The aim is to support as many businesses as possible. eBike hire scheme launches: A new electric bike hire scheme has launched in Bristol, which should help to ‘iron out’ the many hills of Bristol! We support this scheme, which will hopefully encourage more people to leave their cars at home and travel sustainably. However, like the Voi scheme, we are concerned about more and more pavement clutter, which is problematic for those who are visually impaired or have mobility issues. Bristol welcomes three new international ambassadors Marti Burgess, Fuad Mahamed and Clare Reddington will support the council with its ambition to be a global city by working with others across the world for local and global benefit.

Nominated by the Mayor of Bristol and the city’s International Strategy Board, ambassadors are chosen for their strong and active international connections. It is hoped that they can use their expertise and connections to share Bristol’s story and develop new opportunities with cities across the globe. Mayor of Bristol Marvin Rees said: “Our international strategy was developed in 2016, with the aim of creating a stronger and more inclusive city. We are very proud of the work we’ve done so far. Marti is a Partner and leads the Corporate Team within the Bristol office of national law firm Bevan Brittan with a focus of advice and support to SMEs. She has been active in building links across the African Diaspora but particularly with Jamaica and the Caribbean. She is also Chair of Black South West Network, sits on the Bristol Ideas Board and has director roles with several key social enterprises in the city. Fuad came to the UK as a refugee from Somalia with no English and went on to obtain a first-class degree in Engineering from the University of Bath followed by an MSc in Management from Lancaster Business School. He set up Ashley Community Housing in 2008 to support the resettlement of refugees like himself, and has built the organisation into one of the leading providers of integration support for excluded and marginalised people including supported housing, training and employment programmes. It now spans across three cities, employs 80 people and works with 3,500 individuals a year.


As well as working with diasporic communities living in UK, Fuad is continuously invited to present his work on integration and resettlement to international audiences. He hopes to use these extensive networks for the benefit of Bristol. Clare joined Bristol’s Watershed, one of Europe’s leading film culture and digital media centres, in 2004 establishing its creative technology programmes including Pervasive Media Studio. She became CEO in 2018. Clare works with industry, academic and creative partners from around the world to champion inclusion, support talent and develop new ideas. Clare is a trustee of the British Council and as part of Watershed’s Playable City Programme is collaborating with creative communities in Lagos, Seoul, Tokyo and Durban. The three new international ambassadors started their voluntary posts in January. The posts will initially be for one year, but with the intention that they continue on an annual basis to build a stronger and wider network of international ambassadors for the city. DUE DILIGENCE – FOR THE SECOND PART IN OUR SERIES

In property circles we are all familiar with the phrase “due diligence” but it is often talked about in terms of “the deal” – the bricks, mortar, facts and figures of the deal. Equally as important but often overlooked is due diligence on the people you are working with. In this, the second part of our series on due diligence, we look at the people puzzle and talk about why checking out people, as well as property deals, is every bit as important.

Google the individual and the company (if there is one)

Ask to speak to past clients or people who have invested or worked with them

We have all seen the posts on social media, you know the ones, the ones which make those of us who have been in business a while cringe. They are asking for money or JV partners, and they usually talk of amazing deals which “just cannot be missed” and are “only available today”. Further, most of us have come across the self-styled “property gurus,” sharks and unscrupulous people, who are out to con the unsuspecting of their hard-earned cash.

Search for them on social media and online forums

Talk to people in your network – ask about the individual and the company

Do all the usual due diligence on the deal itself – does it stack?

Does their body language match their spoken language – what’s your “sense of them?”

Do you feel comfortable with them?

When things go wrong, as they often will, do you get a sense that they will be solution focused and working side by side with you or will they be finger pointing?

Are they excessively flattering or overly charming?

When you’ve spent time with them (over coffee etc.) how do they treat others?

Are you compromised? More on this on the next page.

What is interesting though, is that when we hear the stories, we always think “this would never happen to me… I would never fall for this” and yet people do and, it’s often not just the newbie investors who fall for the patter and the stories, it’s the experienced ones too. In this article we are going to look at the practical things we should be doing to check out the people in the deal, whilst also looking at some of the psychological principles too. The practical checks and questions you should ask yourself: 32


ON DUE DILIGENCE WE LOOK AT - THE PEOPLE PUZZLE Others things to consider:

In addition to the more tangible criteria above, I am a huge advocate of listening to your gut instinct. The message, which comes from somewhere deep inside the sum of your accumulated experiences, knowledge, and journey through life. Unfortunately, as human beings, we can all be compromised and, when we are, we can over-ride our gut instinct. The best examples of this are from things we do all the time – from that piece of cake we eat when we’re supposed to be watching calories, to the item we bought, that we haven’t budgeted for – we’ve all done it and we are past masters at it! So, how do we prevent being compromised? The answer is in knowing yourself, your triggers and having a plan – someone to sense check with, time to stop and think, a network to bounce ideas off. Some of the highly charged emotions, which make us override our gut instinct are: •

Excitement

Greed

Desperation

Fear

Time – many successful transactions and partnerships are built over time. Are you being coerced into moving too quickly because a deal is “only available today” or does it feel as though someone is trying to short circuit the natural flow and rhythm of the relationship? Ask yourself what’s the urgency? Why do I need to decide now? What will be different tomorrow?

Influence v manipulation – know the difference between the two. Who benefits?

Is one party over reliant on the other and is the partnership equitable?

Ethics – do both parties share the same ethos?

Do you like them? We touched on this before. Property Investors that we talk to are often surprised when we say that we don’t work with people we don’t like. If you don’t like someone, then your instincts are trying to tell you something, in our experience, you ignore them at your peril – several decades of business has taught us this one!

Last, but not least, if it feels too good to be true, the chances are that it is! Take the time you need to assess, sense check and stop, look and listen. If something still doesn’t feel right, then move on, there is always another deal and lots of super ethical people out there to partner with, that will feel right!

Only you will know how you will feel, when you are in the grip of one of these emotions. When you feel that you may be, it’s time to stop, think, evaluate, and maybe sense check with someone outside the “deal” that you know and trust. 33


Consultation on proposed controls on HMO conversions

South Gloucestershire Council is consulting with the public on proposals to introduce some restrictions on the rights of homeowners to convert existing housing into Houses in Multiple Occupation (HMOs) in parts of Filton.

However, some residents have expressed concerns that an uncontrolled further increase in HMOs could significantly change the nature of the community and put more pressure on local roads and other infrastructure.

Under national planning law, smaller conversions do not always require planning permission. The proposed changes to local planning rules would cover two areas in Stoke Park and Cheswick wards and to the east of Southmead Road and Gloucestershire Road North.

South Gloucestershire Council Cabinet Member for Regeneration, Environment and Strategic Infrastructure, Cllr Steve Reade, said: “HMOs play an important role in providing housing that is affordable to many people in South Gloucestershire and we see them as continuing to play a role in doing so.

HMOs are an important part of the housing mix, providing an affordable option for people, particularly on lower incomes, to live close to where they work or study. They are typically subdivisions of larger houses, where rooms are rented to at least three people who are not part of the same family, who have shared access to facilities such as bathrooms and kitchens. HMOs rented to five or more people are required by law to be licenced and inspected by the council. Permitted Development Rights under national legislation mean that for smaller conversions, to create up to six separate rooms for rent, landlords do not need to seek planning permission from the local authority. Permission is required if an HMO will have seven or more rooms for rent. Planning law does, however, provide councils with an opportunity to restrict permitted development rights in defined areas so that they can limit the growth of HMOs where they deem it ‘necessary to protect local amenity of the well-being of an area’. The council is seeking community feedback on proposed measures, which could be made as an Article 4 Direction, which would locally amend the rights of landlords under the Town and Country Planning Act (1990). The proposal is being made to restrict the automatic right to create additional HMOs in specific areas in Stoke Park, Cheswick and Filton. The area already has a significant number of HMOs, which are used by students as well as those working nearby at some of the region’s major employers. 34

“What we are looking at with this proposal are measures that will allow the council to assess any and all future proposals to create this form of accommodation, to identify their potential impact on the surrounding community and to decide whether to allow them to go ahead. We are not proposing to stop the creation of all new HMOs in these areas, but we do want to have more control over the way our communities grow and change. “I would encourage local residents to look at the consultation materials and to let us know their views through the consultation period.” The consultation on the proposals will run for six weeks. All residents in Filton who live in the two areas that would be covered by the proposed measures will receive a letter from the council outlining the issues. NORTH SOMERSET’S RENTAL CRISIS REQUIRES GOVERNMENT ACTION A severe shortage of rental property will have “dire long-term consequences” for North Somerset’s economy unless urgent action is taken, according to a leading property agency. The supply of long-term rented accommodation in the area is falling far short of demand, says Parker’s Estate Agents in Backwell. And Parker’s director Andrew Simmonds says that this could act as a drag on economic development for years to come. “Research has consistently shown that the supply of long-term rented accommodation in North Somerset is not meeting demand, which is among the highest of any local authority in the country,” says Andrew Simmonds. “There is also a continued pattern of tenants leaving cities such as Bristol as the trend towards home working continues, and this also impacts areas like North Somerset. 36

“Private rents have been growing faster than inflation and the Government must take immediate steps to address the downturn in investment across the private rented sector. “For property owners becoming a landlord has never been more attractive as long as you team up with an organisation that can manage the properties for you. The current trend will have dire consequences for our local economy unless it is urgently addressed. “North Somerset is a great place in which to live and work, but the mix of rental and owner-occupied property needs to be right to ensure it thrives.” Andrew Simmonds says the extent of the problem is illustrated by the fact that viewings are so oversubscribed. “Anecdotally we usually we have six or seven applications on day one of viewings and landlords generally find it very hard to differentiate between them. In fact, recently I have had two properties fetch over the asking price for monthly rent in order to be secured.”

PRIVATE PARKING FINES TO BE CAPPED Motorists will receive better protection from the “aggressive debt collection and unreasonable fees” through a 50% cut to the private parking fine cap. Under a new parking code of practice introduced by the Department for Levelling Up, Housing and Communities, the maximum fine will be reduced from £100 to £50 for most cases in England and Wales, but excludes London. Private car parks will also have to display prices more clearly and use a fairer appeal system and give drivers a 10-minute grace period for lateness, according to the new rules. The maximum charge will be reduced to £50 in most cases, but £70 for more serious breaches. Private companies who breach the new code could also be banned from collecting fines in the future, by having their access to Driver and Vehicle Licensing Agency data cut off. Levelling-up minister Neil O’Brien said online the measures aimed to protect motorists from “aggressive debt collection and unreasonable fees”. He also said: “Private companies issue roughly 22,000 parking tickets every day, often adopting a system of misleading and confusing signage, designed to extort money from motorists.

“The new code of practice will set out a clear vision with the interests of safe motorists at its heart, while cracking down on the worst offenders who put other people in danger and hinder our emergency services from carrying out their duties.” Vehicle insurance and breakdown companies RAC hand AA ave welcomed the new code. The president of the AA, Edmund King, said online: “These much-needed upgrades to private parking rules will give better protection to drivers. For too long, those caught by private parking firms simply pay the charge to get rid of it. Thankfully these days are numbered. “Drivers should feel confident that having a single code of practice and a new appeals charter will give them confidence to appeal and be properly heard. “We are also pleased that honest mistakes, like mistyping the car registration into the machine, will now be automatically cancelled.” The RAC head of roads policy, Nicholas Lyes, added in an online statement: “The RAC has campaigned for years to end the sharp practices in the private parking sector, so we welcome the new national code that will usher in higher standards and will introduce a lower cap on penalty charge notices, an independent appeals system and an end to rip-off debt collection fees. “This will undoubtedly make drivers’ experience of using private car parks fairer while at the same time force rogue operators to clean up their acts once and for all.”

Lloyd ter or p p u S y it ar h C ons for Rome Marathon Beck Many keen runners double up on their passion to help raise money for a cause that is meaningful for them. Lloyd Kembrey is one of those runners.

Because of this when I decided to run the Rome marathon, I of course decided to do it on behalf of Jessie May and in my cousin’s honour.

The 30-year-old from Downend, Bristol will raise money for local charity Jessie May by running the Rome Marathon on Sunday 27th March. The charity provides specialist palliative care to children with terminal and life-shortening conditions, and their families, in the South West. Jessie May has a team of dedicated nurses who provide palliative care during a child’s life, and bereavement care for families for up to 5 years after a child’s death.

Jessie May holds special place in the heart of Lloyd’s family, having provided this specialist care for his cousins Francesca and Josephine, “From that time, I have been in awe of the work and support the charity and their team provides to both the children they care for, and their families. We as a family have been involved in many fundraising efforts, including attending various business open days, bag packing in supermarkets, and fundraising outside the Bristol Hippodrome at a young age with our cousins. 40

“ I discovered that I greatly enjoyed running longer distances, and along with 3 friends we decided to run our own “unofficial” marathon from Bristol to Bath, and back again, in May 2021. This was my first time running a Marathon and immediately after we all agreed never again! Then after a few months later we all decided that we would love to discover a city through running a Marathon and having previously been to Rome before we felt it was a great place to explore this way. National law firm Clarke Willmott LLP is relocating its head office in Bristol as part of a move to support its long-term commitment to hybrid (home and office) working for its staff, as well as supporting broader environmental and sustainability goals.

The firm will move from its current Bath Street location in Spring 2023, to take up the top two floors of Assembly C, a brand new 11-storey grade A office being developed in central Bristol, close to the city’s historic harbourside.

The firm moved its Birmingham office in 2021 for the same reason, now occupying space in Colmore Row and operating a desk booking system with a full range of work environments from private booths to a business lounge.

The move comes as part of a strategy to support the firm’s future growth and create a space purpose-built for hybrid working for its 300 Bristol staff.

The 15,624 sq ft. space at Assembly C has been taken on a pre-let basis. A prime spot on Bristol’s Floating Harbour in the Bristol Temple Quarter Enterprise Zone, once complete it will include office space, cafes, shops, restaurants and public spaces.

Bristol's new sustainable office building raises the roof Construction has ramped up on Bristol's harbourside with contractors, Halsall, raising the roof on the city's new sustainable office building, CARGO Work.

CARGO Work is suited to one organisation or a small number of organisations, with space for up to 230 people across 20,270 sq ft of cutting-edge office space.

Over the last couple of months, significant progress has been made to the stand-out Grade A workspace set in the vibrant community of Wapping Wharf.

The building has been designed to be sustainable and low in energy use. Brise soleils prevent heat gain inside CARGO Work and photovoltaic roof panels take advantage of the building's sunny position to create solar energy. It will include 47 secure bicycle racks and 7 parking spaces with EV charging provision.

The concrete floor decks, load-bearing internal walls and steel frames are now complete, paving the way for the creation of this new workspace for Bristol. The progress can be seen in newly released video footage of the development, which highlights the incredible views from the contemporary, open-plan offices, and the striking frame of the glazed courtyard canopy. In the coming weeks, passers-by will see that attention has now shifted to the installation of the roof and as the final panels fall into place, work will start on the external façade. The development is housed within the stone walls of the former J S Fry warehouse, now fully restored and exposed following the removal of the roadside walls that previously ran along Wapping Road. Once complete to shell and core, future tenants have the unique opportunity to make their mark on the stylish building, working with the developer to design their own bespoke working environment. 46

Wapping Wharf is already home to an array of independent shops, restaurants, cafes and lifestyle businesses on Bristol's iconic harbourside, with this established and growing neighbourhood widely recognised for its eclectic food scene.
