Welcome to the 6th Annual Gibrael Chamber publication! With the Corona pandemic affecting every corner of the world over the past year, we would first like to wish our readers and members much health, and hope you and your loved ones are all safe. Gibraltar has actually managed to withstand the Corona pandemic very well and thank god, so far in Gibraltar there has been only a handful of COVID19 related deaths since the pandemic began (at the time of writing these lines). Big credit is due to the Government of Gibraltar which has handled the pandemic with swift action, much common-sense, and great leadership, as well as to the people of Gibraltar who remained obedient and responsible throughout the lockdown. While COVID19 has brought about economic and business hardships throughout the world, we believe the Corona has also created a multitude of new opportunities as many business people have taken a pause to recalculate their future directions and are now thinking of new ways of doing things. And doing business with Israel can be one of those "outside the box" ideas, particularly for Gibraltar companies looking to embrace innovation. As Gibraltar businesses are looking to transform digitally and increase their online presence, there are leading-edge Israeli technologies available to support working online- from CyberSec solutions to cloud based services, customer support technologies, Big Data tools and much more. Similarly, Israeli companies looking to expand beyond Israel will find Gibraltar to be a simple, manageable and highly business friendly place from which to start their expansion to the bigger markets in Europe, Africa and beyond. At Gibrael Chamber we didn't stop working throughout this period and our busy schedule of events has moved online to comply with restrictions on large gatherings. The shift online was actually great news for many of our members in Israel and other countries who can now participate from the comfort of their homes. We have had the pleasure to host live Zoom events with the Israeli Embassy in London, hosted a panel of experts to assist people with relocation issues during COVID19, enjoyed an online toast for the Jewish New Year where we were joined by the Chief Minister of Gibraltar, hosted the new Governor of Gibraltar for an intimate chat as well as gave the online stage for various innovative companies to showcase their solutions. Looking ahead to the coming year, we all pray and hope that COVID19 will disappear from our lives so we can return to our traditional business events, business delegations and international travel. Above all, Gibrael continues to serve as the first port of call for any Israeli entity thinking of doing business in Gibraltar and vice versa. Wherever you are, our doors are always open for you!

Greeting by the Chief Minister of Gibraltar The Hon. Fabian Picardo #GibraltarOpenforBusiness Yes, it is! This is normally the slogan with which I have signed off my contribution for the Gibrael magazine in the good old days when Brexit seemed like an unrivalled challenge. Then came Covid-19. Gibraltar moved quickly and has continued to work incessantly to combat the pandemic and its effects. We took serious economic decisions that saw all our registered workers - locally resident, Spanish and other cross-border workers - covered by a financial programme designed to help them through the lockdown and at the same time invest in the continuity of our economy. I am very proud of how all Gibraltar responded to the challenges of the pandemic. And it is also with pride and relief that I can say that, despite the Covid-19 storm, Gibraltar and its people, our businesses and communities, are all squarely focused on the future. I donâ&#x20AC;&#x2122;t have to tell you that both our histories as peoples relate many such challenges in the past. It is a testimony to our resolve and spirit that we are able to pull together and with hard work come through to see better days. Of course, Brexit has not gone away. Indeed, our preparations for the risk of a no deal Brexit went a long way to ensuring that we were faster in responding to the pandemic then would might otherwise have been.

No community has been spared from being touched by this virus. Both sides of the Gibraltar border have worked closely to ensure as much normality as possible in the flow of essential persons such as health workers and carers, food supplies and the like. Whilst our health authorities worked tirelessly to lead us into the â&#x20AC;&#x2DC;new normalâ&#x20AC;&#x2122; we have also continued to engage with the UK, the EU and in particular the Spanish Government to negotiate platforms for prosperity for the aftermath of Brexit and a post-Covid 19 normality. As I said last year, at the core of our success will always be strong commerce and fresh entrepreneurship. These are built on the values we attach to education, investment in our people and the building of strong relations of trust and friendship. Whether we speak face to face or glued to our screens, it is understanding and trust that will allow us to continue to build and foster our bonds and create opportunities. Hard Brexit or a deal with the EU, Gibraltar is moving forward confident in its ability to navigate through these turbulent times. I will continue to engage with Spain to foster mutual respect, the strengthening and wellbeing of the communities we each represent. At the same time be in no doubt that we, our laws, our people, our land and our hearts remain 100% British and Gibraltarian. Our sovereignty is not for sale.

In reaching out with a hand of friendship, I wish you all the best in your endeavours and I hope that 2021 will give us the opportunity to welcome you in person to celebrate good times ahead. Thank you all for your good work.

‫הבריטים כבשו את גיברלטר מהספרדים בשנת ‪ 1704‬ולאחר קרבות נוספים‬ ‫מלך ספרד חתם בשנת ‪ 1713‬על הסכם בו הוא נכנע ומוסר את גיברלטר לידי‬ ‫בריטניה‪ .‬למרות הסכם זה‪ ,‬הספרדים המשיכו לראות בגיברלטר שטח כבוש‬ ‫השייך להם ובמהלך ההיסטוריה היו לא פחות מ‪ 13-‬מצורים על גיברלטר‪ ,‬אך‬ ‫הספרדים לעולם לא הצליחו להביס את צבא בריטניה‪ .‬אפשר לומר שמצור‬ ‫נוסף על גיברלטר אף התרחש במאה ה‪ 20-‬כאשר הדיקטטור הספרדי הגנרל‬ ‫פרנקו (אשר תמך בהיטלר במלחמת העולם ה‪ )2-‬החליט לסגור את מעבר‬ ‫הגבול בין גיברלטר לספרד בשנת ‪ 1967‬כמחאה על ביקור מלכת אנגליה‬ ‫בגיברלטר‪ .‬הגבול בין המדינות נשאר סגור למשך ‪ 19‬שנה (!) ורק בשנת ‪1986‬‬ ‫כאשר הצטרפה ספרד לאיחוד האירופי היא נאלצה לפתוח את הגבול כחלק‬ ‫ממדיניות חופש התנועה במדינות האיחוד‪.‬‬ ‫במרוצת השנים היו גם נסיונות של ממשלת ספרד לשכנע את אזרחי גיברלטר‬ ‫להפוך לספרדים‪ ,‬אך בשני משאלי עם שנערכו בנושא זה בגיברלטר (האחרון‬ ‫בשנת ‪ )2002‬הגיברלטרים החליטו ברוב מוחץ של ‪ 99.8%‬להשאר תחת‬ ‫השלטון הבריטי‪ .‬העויינות של ממשלת ספרד מצד אחד‪ ,‬ומצד שני רצון העז‬ ‫להיות בריטים‪ ,‬חיזקו מאוד את הלאומיות והאחדות של הגיברלטרים וכיום‬ ‫נאמנותם למלכת אנגליה חזקה יותר משל אזרחי בריטניה עצמה‪.‬‬ ‫ממשל ושלטון‬ ‫גיברלטר הינה עצמאית כמעט בכל התחומים למעט יחסי חוץ ובטחון אשר‬ ‫להם עדיין אחראית בריטניה‪ .‬לגיברלטר יש ממשלה משלה עם ראש ממשלה‬ ‫(‪ )Chief Minister‬וחברי פרלמנט הנבחרים בבחירות דמוקרטיות על ידי‬ ‫המקומיים אחת לארבע שנים‪ .‬כמו כן ישנו גם מושל (‪ )Governor‬הממונה‬ ‫ישירות על ידי בית המלוכה האנגלי‪ ,‬והוא מטפל בנושאים הקשורים ליחסי‬ ‫החוץ והבטחון‪ .‬מערכת המשפט בגיברלטר מבוססת על החוק האנגלי‪ ,‬עם‬ ‫מספר התאמות מקומיות‪ ,‬ובגיברלטר קיימים בתי משפט‪.‬‬

Interview with Gibraltar's Governor

SIR DAVID STEEL A NEW GOVERNOR FOR GIBRALTAR A New Governor for Gibraltar In June 2020 Gibraltar welcomed its new Governor – Vice Admiral Sir David Steel. Sir David succeeds Lieutenant General Edward Davis CB CBE, who left Gibraltar last February after four years in the post. Sir David had been due to commence his role earlier this year but his arrival was delayed by the Covid-19 pandemic. Sir David had a long and distinguished career in the Royal Navy, where he held a number of senior posts and served in the Falklands war and Kosovo. He retired from the military as Second Sea Lord and Chief of Naval Personnel, Training and Infrastructure, and spent the last 6 years as Chief Executive of Leeds Castle. We caught up with Sir David at Governor’s House for a brief interview: Sir David, several months into your 4-year tenure as Governor, how do you feel about your new role? I cannot imagine a greater honour than being asked to be Her Majesty’s personal representative anywhere, but most particularly here in Gibraltar. As I have mentioned before, I doubt that any British Governor could have been welcomed to his or her new home overseas more warmly than I have been here in Gibraltar. Despite the constraints of the Pandemic, the kindness everyone has shown to me has been overwhelming, and I feel a huge sense of privilege about being here. In truth, I don’t think any Governor, other than those who were here during World War II, has arrived at a more challenging time. Covid and EU withdrawal are hardly a perfect combination for a smooth transition into such an important role but, ultimately, I have arrived at a time of such historical importance for Gibraltar that I have to rise to the challenge and make a success of my time here, for the people of Gibraltar. The burden of responsibility is great but I know that with the help of Gibraltar, all will be well.

This year has been pretty much all about Covid19. How has this impacted on your role as Governor? The Coronavirus Pandemic is a tragedy for mankind. Gibraltar, through foresight, planning and excellent leadership by the Government, has managed to stay relatively free of the virus, even if it continues to prey on the community in a challenging way. The impact on me personally is immaterial relative to the brilliance of those in the public services who daily work so hard to make sure that life can continue as near to normal as possible, especially in our Health Service which has done the most amazing job. My regret is that while every chance has been taken for me to get out and about, to meet the people of Gibraltar, such opportunities are far more constrained than they might otherwise have been. I am sad that I have not been able to visit schools, colleges, charities and business associations in the way I would have wished, to lend the support that the Governor has traditionally done. As a consequence, however, I have devoted much more of my time to helping Her Majesty’s Government in London and Her Majesty’s Government in Gibraltar in their Executive responsibilities, especially in preparing for EU withdrawal at the end of the year. Whether or not I have been of much help so far is perhaps a question you should ask the Prime Minister and the Chief Minister! Gibraltar has been pretty successful in containing COVID19 so far, with no COVID19 related deaths to date. What do you think are the reasons for this success? I am in no doubt that there are three principal reasons for such success: First outstanding leadership by the Government of Gibraltar and all in Parliament and in authority. They have spoken with one clear voice on the measures to be taken to tackle the virus, and have responded early and with clarity. Second, the public services, especially the Gibraltar Health Authority, assisted by so many other public departments, including the Armed Forces, have been resilient and brilliant in dealing with such a medical emergency. Our health workers, many from Spain, are to be commended in the highest possible terms for their dedication and commitment in the face of such an emergency. And third, but certainly not least, the amazing way in which the people of Gibraltar have responded. When asked to behave in a certain way to prevent the spread of the virus, they have done so immediately. Gibraltarians love life, and so restrictions do not come naturally. However, when faced with the challenges of today, there have been no questions asked – they have simply done what has been asked of them and done so with typical Gibraltarian cheerful resolve. Interview with Gibraltar's Governor Should Gibraltar be confident about the impact of Brexit, even if it is “No deal Brexit”? The United Kingdom, and therefore Gibraltar, is looking for a deal with the European Union, which allows us to regain our sovereignty and allows us to prosper in the wider world. Personally, I am confident that there will be a deal, and that the United Kingdom and Gibraltar will continue to flourish economically and socially outside the European Union but still very much as Europeans, alongside our friends across the Continent of Europe. It is in the interests of the European Union as well as the United Kingdom that we reach such a deal. If there is no deal, then we must not forget that the United Kingdom will remain one of the largest economies in the World, and second only to Germany within the European trading block. Trade will not stop overnight. Ways will be found to ensure that trade will continue unhindered. Even if there is an immediate and unsettling hiccup following a no-deal withdrawal, I am confident that this will not last long and that Gibraltar can be confident for the future. There is a thriving Jewish Community in Gibraltar. Do you think this could help Israeli businesses in setting up operations here? Gibraltar welcomes all legitimate businesses, and the regulatory framework in they operate here is conducive to prosperity and growth. But businesses depend on people and attracting them here is as important as ensuring the best possible business environment. Living in Gibraltar is a delight. The quality of life is amazing. Most of all, however, it is the sense of community that people most enjoy, and the Jewish Community seems to me to be completely at ease living here. While closely knit, the Jewish Community is also very much a respected and admired part of the wider community which is multi-cultural and of many faiths. ISRAEL-UK-GIBRALTAR RELATIONSHIP IN THE POST-BREXIT ERA

It is no secret that Israel and the UK share a common interest in the fields of high-tech and innovation. This common interest is not only represented by the staggering amount of Israeli high-tech companies who have opened offices in the UK, but also by the fact the UK government chose Israel to be one of the first countries in the world to negotiate, sign and ratify post-Brexit trade agreements with. The Rt. Hon Elizabeth Truss, the UK Secretary of State for International Trade, commentated last month at the House of Commons on the Israeli-UK relationship that ‘We are two tech superpowers and there’s huge opportunity for British businesses and Israeli businesses to work more closely together.’ With uncertainties currently surrounding Brexit, both Israeli and UK businesses can rest assured that the ongoing cooperation will continue well into 2021 and beyond. However, as for Gibraltar and its service-oriented economy, the postBrexit era can also enhance the ongoing relationship it has with Israel in general, and with Israeli companies in particular. 13

As Israeli companies will need to forge new channels into the UK after Brexit, Gibraltar can offer them, especially those operating in the fields of cyber-security, financial technologies and business automation, a soft-landing pad and a direct gateway to the UK market. Complimenting this channel, and given the new diplomatic and trade relationships which are being formed as part of the newly signed Abraham Accords between Israel and the UAE and Bahrain, Gibraltar can become a major link between Israeli and Gulf based companies as well. ‫חבילת המיסוי הכי אטרקטיבית באירופה ‪ -‬לסיום‪ ,‬בכל זאת אי אפשר שלא להזכיר‬ ‫את היתרונות המיסויים של גיברלטר הכוללים מס חברות של ‪ %10‬בלבד (כאשר הכנסה‬ ‫שמקורה מחוץ לגיברלטר פטורה ממס בגיברלטר)‪ ,‬אין מע"מ‪ ,‬אין מס על רווחי הון‪ ,‬אין מס‬ ‫על דיבידנדים‪ ,‬אין מס ירושה‪ ,‬אין מס שבח‪ ,‬ותקרת המס ליחידים היא ‪ %25‬בלבד‪ .‬זה אמנם‬ ‫נשמע כמו מקלט מס‪ ,‬אך מאז השינוי במשטר המס אותו יישמה מממשלת גיברלטר בינואר‬ ‫‪ 2011‬ואשר אושר על ידי בית הדין של האיחוד האירופי‪ ,‬גיברלטר מופיע בכל "הרשימות‬ ‫הלבנות" של ה‪ OECD -‬והאיחוד האירופי‪.‬‬

‫עמידה בתקנים בריטים ואירופאים ‪ -‬בתור מושבה בריטית‪ ,‬טכנולוגיות ומוצרים‬ ‫המפותחים בגיברלטר נדרשים לעמוד בסטנדרטים ובדרישות של בריטניה ושל‬ ‫האיחוד האירופי‪ ,‬דבר המקל לאחר מכן על שיווקם בתוך שאר מדינות האיחוד‪.‬‬

‫במהלך הסגר‪ ,‬מדי יום‪ ,‬ראש ממשלת גיברלטר או אחד משרי הקבינט העבירו תידרוך ועדכון מצב בשידור טלויזיה מיוחד‪ ,‬דבר שחיזק את תחושת‬ ‫הביטחון ועזר להרגעת התושבים‪ .‬צעדי הממשלה אכן מנעו מהקורונה להתפשט בגיברלטר ומספר החולים הפעילים במהלך הגל הראשון של‬ ‫הקורונה הגיע לשיא של ‪ 66‬מקרים בלבד‪.‬‬ ‫אך בעוד שמבחינת תחלואה המצב היה טוב יחסית‪ ,‬הקורונה פגעה בכלכלת גיברלטר ובמיוחד במגזר התיירות שידע לפני המגיפה מעל ‪10‬‬ ‫מליון מבקרים בשנה‪ .‬גם כאן סייעה הממשלה ודאגה לשלם משכורת מינימום לכל העובדים בעסקים שנפגעו מהסגר ובצעד של מחווה‪ ,‬החליטו‬ ‫בגיברלטר לשלם ממשכורות גם לעובדים הספרדים שאינם תושבי המדינה (בזמנים רגילים מדי יום נכנסים לגיברלטר מעל ‪ 14,000‬עובדים מספרד‬ ‫לעבוד כאן)‪ .‬כמו כן‪ ,‬בעוד שקווי תעופה רבים שותקו ברחבי אירופה במהלך הסגר‪ ,‬על מנת לשמר את קשרי האוויר של גיברלטר עם בריטניה‪,‬‬ ‫ממשלת גיברלטר שילמה לחברת בריטיש אירוויז על מנת שתמשיך לטוס לגיברלטר וכך בעצם השמים של גיברלטר נשארו פתוחים במהלך הסגר‪.‬‬ ‫במהלך הקיץ היה נדמה שגיברלטר ניצחה את הקורונה עם מספר שבועות בהן מספר החולים עמד על אפס או חולים בודדים בלבד‪ ,‬אך באוקטובר‬ ‫הגיע הגל השני של המגיפה‪ ,‬כמו בשאר אירופה‪ ,‬ומספר החולים הפעילים קפץ במהירות לכ‪ ,150-‬למרבה המזל רק אחדים מהם נזקקו לאישפוז‪.‬‬

Most businesses would have been looking forward to executing their carefully planned business strategies full of anticipation and hope that 2020 would be one to look back upon. Fast forward to March and the world is in the midst of a global pandemic that threatens most if not all industries on a global scale, no travel, limited face to face contact, a non-existent tourism sector and a limited retail sector. Gibtelecom executives and management teams are searching for the business continuity documents that everyone knows exist and do they include scenarios for global pandemics? Thankfully Gibtelecom was well prepared and had resilience in technology and processes to cope with such events. First step, organise daily emergency response team meetings, remotely of course and including Exec Team, Heads of Operations, Technology, Customer Care and HR all included to ensure that decisions can be taken on the fly. Key areas of focus being the wellbeing of both staff and customers while at the same time maintaining and supporting the core business products and service levels, especially to key customers

such as the Gibraltar Government and the Gibraltar Health Authority, the Covid response team and the wider community. Alongside these business thoughts there are the personal ones, how does this affect childcare, how can I look after my elderly parents and can I even visit them, how am I going to work from home and do I have a place in the house or apartment I can turn into an office? Looking on the positive side: over the last ten months we have been able to take a step back and re-evaluate our business. Both the structure and products, products and services have been assessed to see if they are right for today’s ever-changing marketplace. New products have been developed or planned based on this evaluation work. It has been a time for resetting the agenda: we need to take on board the changes we have seen in business life, the remote working and reduced business travel leading to a better work life balance. The environment has benefitted during the pandemic, an opportunity we cannot miss to build on. Ultimately, we have been reminded what is important to us – our customers, employees, family and friends.

UAE AND ISRAEL DEAL OPENS DOORS TO BUSINESS

The

postponement of Expo 2020 Dubai by a year to October 2021 due to the coronavirus outbreak was hugely disappointing. After all, the six-month, multibillion-dollar global innovation fair was expected to attract some 24 million visitors and be the largest such event ever staged in the Arab world. But despite this setback, the second half of 2020 has proved to be a positive and exciting time for the Gulf region. In August, the United Arab Emirates announced a landmark deal – known as ‘The Abraham Accord’ – for the “full normalisation of relations” with Israel, becoming the first Gulf state and the third Arab country, after Egypt and Jordan, to establish diplomatic relations with Israel. Following the announcement, UAE President Sheikh Khalifa bin Zayed Al Nahyan issued Federal Decree Law No. 4 of 2020 on 27 August, which officially repealed the Israel Boycott Law that had stood since 1972 and prohibited all dealings between individuals and companies in the UAE and Israel. As a consequence, companies and individuals in the UAE are now permitted to enter into agreements with companies, individuals or bodies residing in Israel or belonging to it by nationality as part of commercial or financial operations or other dealings. 23

The first publicly announced private sector business deal followed just two days later when the UAE’s Apex National Investment Company and Israel’s TeraGroup signed a ‘Strategic Commercial Agreement’ to collaborate on research into Covid-19 and the development of a virus testing device. Israeli national carrier El Al then made history by operating its first ever flight between Tel Aviv and Abu Dhabi, taking just three hours and 17 minutes to complete the 2,110 kilometre journey instead of the previous seven hours because it was permitted to fly through Saudi airspace for the first time. Saudi Arabia announced that it would allow any flights going to and from the UAE to fly over its territory. At the same time it was announced that a similar initiative to normalise diplomatic relations between the Kingdom of Bahrain and Israel was underway and, when the accord was formalised at a White House ceremony on 15 September, both the UAE and Bahrain signed agreements to establish full diplomatic, cultural and commercial relations with Israel. In October, the UAE and Israel signed four agreements to promote and protect investments, a memorandum of understanding on cooperation in science and innovation, an aviation agreement and a visa-exemption agreement. In doing so,

the UAE became the first Arab nation to lift visa requirements for Israeli nationals. The impact has been immediate. Dubai’s budget airline carrier, flydubai, announced it would commence offering direct flights between Dubai and Tel Aviv in November, while Etihad Airways, the UAE’s national airline, announced it would start operating daily non-stop flights to Tel Aviv in March next year. Other airlines are likely to follow suit. In the banking sector, Dubai›s largest bank, Emirates NBD, recently signed a memorandum of understanding (MoU) with Israel’s Bank Hapoalim to allow Israeli clients to transact directly in the UAE. The normalisation of relations between the two countries has also led UAE-based Free Zones to permit Israeli clients to open companies in the country and for Israeli citizens to be approved for residency visas. In September, DP World – the Dubai-based multinational logistics company – and other government-related entities signed multiple agreements with Israel-based DoverTower Group, a shareholder of the Israel Shipyards port in Haifa and a partner in Eilat Port. DP World plans to assess port and free zone development opportunities in Israel, as well as establish a direct shipping route between Eilat and the UAE port of Jebel Ali.

THE IMPORTANCE OF HAVING LOCAL PRESENCE One of the main consequences of COVID19 has been the shift to remote working. It is estimated that in the Western World, more than half of the workforce is working remotely and as the pandemic continues to threaten health, we are looking at a prolonged period of hybrid working – from home and office in different proportions. Now that the world is familiar with video communications, the way businesses and individuals communicate and connect will be forever changed. In fact, many multinational businesses which have a presence in Gibraltar, may be asking themselves why do they need to retain their Gibraltar presence if staff can work remotely and nearly every aspect of the business can be done online? Having real and physical local presence in the jurisdiction has a number of important reasons: 1. Taxation- tax authorities around the world are placing more and more emphasis on the level of ‘substance’ a business has in the jurisdiction in order to determine the tax residency of the business and its shareholders and employees. Operating the business remotely, without a physical office in Gibraltar, or with all employees and management working remotely from other countries, without local ties or some local representatives, carries the risk that the business may not be able to enjoy the benefits of the Gibraltar tax regime, and instead be captured under the tax laws of another jurisdiction. In fact, about a year ago some online gaming companies in Gibraltar were warning their employees who reside in Spain not to work from home due to concerns that this will create tax liabilities both for employees and for the company with the Spanish tax authority. Similarly, foreign shareholders, who may in the past have spent much time in Gibraltar, but due to COVID19 travel restrictions have remained longer in another country, may risk finding themselves being captured as tax resident at the country where they have been staying. 2. Regulatory compliance- regulated entities in Gibraltar are required to maintain ‘mind & management’ in Gibraltar. In some cases, Executive managers and directors were adhering to these regulations by spending part of the month in Gibraltar and partly in other locations. With lockdowns and other COVID19 travel restrictions implemented internationally, some of those Executives have not been able to travel to Gibraltar, and in the absence of any local employees or local representatives, such businesses are at risk of infringing the terms of their regulatory licenses. Getting things done locally- while it is true that more and more things can be done online these days thanks to improvements in e-Government, e-commerce and other online channels; some things require physical presence which can only be achieved by having people on the ground, or otherwise the process can not be done or will take significantly more time and at much higher cost. For example, throughout the lockdown we were able to handle requests from our international clients to help them get some documents apostilled, assist with opening bank accounts, assist with a client’s vehicle registration and various other tasks which were not possible to complete online. Having local representatives on the ground in Gibraltar proved highly valuable for these clients. 4. Business development- without some form of local presence, your business is likely to miss out on local opportunities which can only be discovered through daily interaction with the locals and by keeping abreast of local press and media. Particularly in a small place like Gibraltar, there is great value in casual, face to face interaction in restaurants, cafes or simply by meeting people on Main Street. 5. Being part of a Community- having local presence makes your business part of the wider community, whether it is through membership in local professional associations and trade organisations or through taking an active role in contributing to the community. CONTINENT 8 ANNUAL REPORT David Black, Managing Director for Europe, Middle East and Africa at Continent 8 Technologies In last year’s Gibrael Annual Report I recalled what a pleasure it was for Continent 8 to attend Gibraltar Day in Tel Aviv and indeed our privilege to sponsor Gibrael’s annual dinner. Both events were filled with networking with friends, old and new. It is still hard to believe the difference there has been this year! For Continent 8 during Q2 2020 (specifically during enforced lockdowns) there was, sadly, a substantial increase in malicious internet attacks for our network team to mitigate. Recorded Distributed Denial of Service (DDoS) attacks increased by 55% compared to the same period in 2019. To support our talent and existing technologies, we have invested in substantially increasing the IP bandwidth of our global network, including capacity for our customers operating from Gibraltar.

Since the last report we have also launched a new Web Application Firewall (WAF) global security product to further drive our investments in network and security services for customers. Despite the tragic impact of COVID19, both direct and indirect, on so many lives the optimism of Gibrael to adapt and progress has been refreshing. In May I attended two very informative Gibrael led webinars. Firstly, with His Excellency Mark Regev, Israeli Ambassador to the UK, and secondly with Yariv Becher from the Economic and Trade Mission to the UK. Both speakers proved, as expected, to be informative and forthcoming. What was especially valuable was the Israeli perspective on the extent of Israel-UK trade and potential for Gibraltar postBrexit. This brings great potential for economic development in, and from, our Gibraltar operation by utilising our facilities, global network and services. Back in November we were delighted to be invited by Gibrael to host a series of business breakfast and lunch briefings to celebrate the 5th birthday of Gibrael. These briefings also saw the launch of an exciting new start-up accelerator for Gibraltar. We were delighted to welcome His Excellency Governor Ed Davies and The Hon Vijay Daryanani, Minister for Business, Tourism and Transport, together with many more honoured guests from the Gibraltar business and education community. We send our best wishes to all in the Gibrael community, and for those we can’t be with in Gibraltar, Israel and around the world we look forward to seeing you all again soon. WHY YOU MAY WANT TO USE GIBRALTAR TO INVEST IN ISRAEL Gibraltar has established itself as a reputable finance centre that enjoys first class financial regulation and international tax compliance. Unlike many other ‘offshore’ financial centres, Gibraltar remains whitelisted by all major international organisations such as the OECD. Additionally, Gibraltar has decades of experience in the provision of trust and fiduciary services. This is bolstered by a modern set of corporate laws, including provisions for CRS and DAC6. This is hugely attractive to high-net-worth individuals (HWNI) and family offices because it means that Gibraltar-resident trusts and corporate structures can tap into the international banking system and are considered ‘kosher’ by investee businesses. Lately there has been a shift in the way that HWNIs and family offices make investments. Now that diplomatic relations have been normalised among several Arab nation states, Israel may well see a new stream of private wealth investment from those countries too.

Gibraltar, which is home to a great many family offices and multigenerational centralised control and investment structures, is often also a fiscally attractive jurisdiction. Although there is no double tax treaty yet in place between Gibraltar and Israel, Gibraltar has a low or nil rate of tax in many areas. In particular, there is no capital gains tax in Gibraltar. This advantage lends itself to investments focussed on capital growth rather than income, such as certain types of real estate investments. In fact, Hassans recently acted for a family office in connection with an investment in a real estate development in Ashdod. For the launch Fireside Chat Founder of Fitness First Michael Balfour, O.B.E. was the guest speaker. BUSINESS AS UNUSUAL: THE LITTLE ENGLISH LANGUAGE SCHOOL SHOWS RESOLVE IN A TIME OF GREAT CHANGE By Sophie Clifton-Tucker Founder, Little English (Language School, Gibraltar) & Editor, The Gibraltar Magazine and Gibraltar Business Being from a small Rock jutting out into the Mediterranean Sea, I’ve had my fair share of people ask: ‘Where are you from?’ followed by ‘Where’s that?!’. Gibraltar is an overseas British territory, surrounded by water on three sides, and attached to the southern tip of Spain by one. This peninsula is charmingly familiar to those well acquainted with British life, with its red pillar boxes, phone booths, and restaurants boasting the best fish and chips in town… and yet wholly unique, with its own dialect – Llanito (or ‘Yanito’, a blend of Spanish and English) and meld of cultures. When deciding where in the world to start my business, the Little English language school, how could I possibly have chosen anywhere else? But the landscape now, in our fifth year of trading, is vastly different to the one of excitement and hope we started out with. This year has been a trying one for us all. Those with businesses will know the added struggle of not only trying to maintain your own income, but that of your employees. Before the news of a pandemic swept through our community, the biggest threat that lay in wait was Brexit. Little did we know what was lurking around the corner. When lockdown was announced, we were stunned. No matter how likely a total shutdown seemed, nothing could prepare us for the initial shock, and the chaotic scrabble to adapt to what followed. Within 24 hours we had notified all students that we would, with a very heavy heart, be closing our physical premises. During this time, I called an emergency meeting with my lead tutors, where we attempted to teach ourselves how to use an online video communication programme. This brought laughs and tears in equal measures as we all stood in different classrooms, devices in hand, attempting to hold a conversation. Within 48 hours we had transferred all lessons online. HM Government of Gibraltar rode in like a knight in shining armour for many local, struggling businesses, wielding their BEAT measures as a defence against the economic effects of COVID-19 on our business community. Under the BEAT (Business Employee Assistance Terms), salaries were maintained for those companies who had to close up shop, and terminations of employment were disallowed without specific consent from the Director of Employment. As we had found a way to continue our service online, we unfortunately didn’t reap any direct benefits, although we are all interlinked as a small community, and without any help we would have seen a domino effect as businesses toppled. 37

This year has undoubtedly been one of fear, confusion, and frustration. But if we are to find a silver lining - and I think it’s important that we do it has also brought about connection, resolve, and innovation. Despite an unprecedented amount of uncertainty (and stress!), we were able to do in 48 hours what we had planned to do since inception: launch online lessons in virtual classrooms to expand our student base, teaching worldwide. We also grew closer as a team, as we fought to acclimatise and keep operations running smoothly. Business on the Rock won’t ever look quite the same again, but with the sheer determination and hardiness Gibraltar and its inhabitants are well known for, it may just be transformed. saw the Women in Business network, established in Gibraltar thirty years ago, take the bold move towards equality by transforming and rebranding into Women in Enterprise through a merger with the Federation of Small Businesses. This resulted in constitutional reform to modernise and bring together two likeminded networks promoting equality and securing a Board consisting of 50/50 gender representation. In celebration of this groundbreaking initiative, Women in Enterprise and GFSB held its first inaugural Conference celebrating International Women’s Day on 5 March 2020 at the luxurious Sunborn Hotel, whose professionalism in hosting this iconic event was outstanding. The event, which was opened by the Government of Gibraltar’s Minister for Equality and Justice, the Hon Samantha Sacramento MP, brought together international keynote speakers, Nina Vaca Humrichouse, Chairman & CEO of the Pinnacle Group and Catherine Hankinson, Assistant Chief Constable, West Yorkshire Police and saw presentations from a multinational, gender and ethnically diverse cohort of speakers reflective of Gibraltar’s vibrant professional and cultural demographic. With 29 speakers covering a wide range of fields, including business, health, broadcasting, spirituality, legal and emergency services, this event offered superb opportunities for debate and networking amongst all who attended. Our media partnership with the Gibraltar Broadcasting Company (GBC), led to the key features of the event being televised. Feedback received from the 160 attendees drew attention to the importance of such events in offering a platform for professional women and men to understand further the issues that impact on their life, such Gibrael - Gibraltar - Israel Chamber of Commerce

WOMEN IN BUSINESS as the work / personal life balance, which remains a key element in womens’ working day. Speaking about this and the other topics under discussion led to a greater understanding of individual and collective experience. An inspirational day and one that fired us all up to continue the discourse and dialogue and to start planning for 2021. Covid had by March 2020 started to take a hold over Gibraltar so we had to divert our efforts to support members at this critical time. The Board commenced a data gathering exercise to obtain an ‘impact assessment’ from businesses to help inform discussions with Government and ensure the optimal support was obtained for members. Legal advice was published and an advisory help desk introduced for a short period. Although the continued presence of Covid remains a determinant on how we are able to organise ourselves, we remain driven by plans to continue dialogue and promote diversity and inclusion. It may be that we are not able to all gather together for next year’s International Woman’s Day but we will certainly find a way to keep the inspiration going. 38

GIBRALTAR RESPONSIBLE INVESTING Building a fully-fledged responsible organisation is a fundamental part of our long-term vision. We strive to make a positive difference to our communities and for our people. Beyond simply managing their finances, we want to help our clients build responsible legacies. LOCKED ON THE ROCK AN EY GIBRALTAR PERSPECTIVE As we approach the six-month milestone since the Government of Gibraltar formally lifted its Stay at Home restrictions, we once again face an uncertain future as winter approaches. With the prospect of a future lockdown waiting in the wings, we can reflect on what was a unique and life-altering experience and be better prepared for what this pandemic could still throw at us.

Whilst EY already had the advantage of being geared towards the ability to work from home, the Company was nevertheless faced with some difficult choices. From a staff perspective, those initial days certainly carried a feeling of job insecurity. Management were quick to make it clear however that unlike what we were seeing in the news and at firms around us, there were going to be no redundancies. This was a huge relief and served to motivate us further in making these unprecedented circumstances work in our favour. A priority from the outset was to retain a sense of staff community. Daily 11 o’clock coffee breaks over Zoom became routine with games played and experiences shared, bringing us closer than ever as a team. Group mindfulness sessions were organised remotely and were important in managing staff mental wellbeing and again creating a culture of togetherness. EY was also keen to help other businesses in Gibraltar stay afloat. Each member of staff was given a number of vouchers to spend at local retailers following the lifting of the lockdown measures. From a personal perspective, the lockdown was a chance to focus on the areas of life that are usually cut short by the constant speed and stresses of the working week. For me this was books, both revisiting favourites and finally getting to those that have been gathering dust on the shelf. A COLLECTIVE RESPONSE TO COVID-19 The fear initially was that the virus could spread like wildfire through Gibraltar’s close-knit community. But it was the interlinked nature of Gibraltarian society that also enabled a rapid, collective response from the outset.

By Brian Reyes Dr Sohail Bhatti, Gibraltar’s Director of Public Health, says that when it comes to Covid-19, Gibraltar is like a dry bush caught between two raging fires. Gibraltar’s fluid links with the UK and Spain are central to its success as a vibrant, entrepreneurial community. But the UK and Spain are also at the top of the list of European countries worst hit by the virus. All it takes is one spark. From the outset, the challenge was to protect the health of the community while ensuring the movement of people, the lifeblood of Gibraltar’s economy. As I write today, Gibraltar has recorded 5 deaths involving Covid-19 and a relatively low number of hospitalised cases since the start of the pandemic. That could change at any moment, of course, and the overall number of recorded cases of the virus is rising steadily. But for now at least, the situation is under control. Yet throughout the pandemic, vital frontier flow continued for goods and cross-border workers, and air links were maintained to the UK even as airports around Europe scaled back during lockdown. That kept us going, though much of our business inevitably dried up. A visiting journalist quizzed me on this recently, struggling to understand how Gibraltar had so far managed to dodge the worst of the virus. There are several factors at play. Gibraltar started preparing early. In mid-January, even before Covid-19 had registered in the public conscience, The Gibraltar Chronicle carried a frontpage article reporting on a contingency meeting headed by Dr Bhatti, who even back then was already considering the implications for Gibraltar. The Gibraltar Government, working closely with the Opposition, responded swiftly, locking down the elderly and thus protecting the most vulnerable; boosting the resources of the Gibraltar Health Authority to ensure additional bed capacity and procure necessary kit; and coordinating a multi-agency response supported by community volunteers. Early on too, there was an aggressive focus on testing and tracing. Screening programmes were introduced for frontline workers and later extended across the community. Wherever the virus was detected, it was isolated and stamped out. Separately, measures were put in place to support local businesses hit hard by the downturn in tourism. The aim was to help them survive and minimise job losses. There are challenges ahead, be in no doubt. Businesses in many sectors – catering, tourism and retail to name but three – are struggling. Many are facing a financial cliff-edge as winter looms. The community is weary too of the battery of public health restrictions, many of which impact on fundamental freedoms guaranteed by Gibraltar’s Constitution. The uncertainty of Brexit and the prospect of life outside the EU adds to the unease. But this is a resilient community that will find opportunity in adversity. Even against the backdrop of the pandemic, companies – local and foreign alike - are investing in Gibraltar with an eye on the future. And while we often begrudge what is happening, this is a community that deep down understands we are in uncharted territory, and must act as one to find a path through. Therein lies our strength. 46

‫מסלול הליכה המוביל את המטפס לנקודה הגבוהה ביותר במצוק‪ ,‬דרך כמה מוצבים עתיקים‪,‬‬ ‫וממנו נשקפים נופיו המרהיבים של הים התיכון‪ .‬המסלול אורך כשעה ורבע של טיפוס במעלה ההר‬ ‫ובעל מספר רב של מדרגות‪ ,‬כך שמסלול הליכה זה אינו מתאים לבעלי לב חלש‪ ,‬בעלי כושר גופני‬ ‫נמוך וגם לא לאלה המפחדים מגבהים‪ .‬מומלץ לעשות את המסלול בשעות הבוקר המוקדמות או‬ ‫בשעות הצהריים המאוחרות‪.‬‬

‫בגיברלטר ארבעה בתי כנסת‪" :‬נפוצות יהודה"‪" ,‬שער שמים"‪" ,‬עץ החיים"‬ ‫ו"אבודרהם"‪ .‬יש לבדוק מראש אם בית כנסת כזה או אחר פתוח‪ ,‬כיוון שקיימת‬ ‫רוטציית פעילות בין בתי הכנסת‪ .‬כך שומרים על שימושם של כל בתי הכנסת‪.‬‬ ‫מוסדות יהודיים נוספים בגיברלטר‪ :‬גן ילדים‪ ,‬בית ספר יסודי‪ ,‬בית ספר תיכון‬ ‫(לבנים ובנות בנפרד)‪ ,‬שתי חנויות כשרות‪ ,‬מאפייה כשרה‪ ,‬מקווה ושתי מסעדות‬ ‫(חלבית ובשרית)‪ .‬בראש המצוק ישנו בית קברות יהודי עתיק ובו קבורים צדיקים‬ ‫רבים‪ .‬בית הקברות נקרא "שער היהודים" אך אין קוברים בו עוד‪ .‬בשנים‬ ‫האחרונות הוקם בית קברות חדש הממוקם בסמוך לשדה התעופה ובו נקברים‬ ‫יהודים בלבד ולהם כניסה וחלקה נפרדת משאר הדתות‪.‬‬

‫אור לגויים‬ ‫השפעת הקהילה מורגשת גם בפעילות העסקית במושבה‪ ,‬מאחר ובתי עסק רבים הינם‬ ‫בבעלות יהודית‪ ,‬לא מן הנמנע שחנויות ומשרדים שונים הממוקמים ברחוב הראשי‪ ,‬כמו‪:‬‬ ‫חנויות תכשיטים‪ ,‬קוסמטיקה‪ ,‬עריכת דין וראיית חשבון‪ ,‬יהיו סגורים בשבתות וחגי ישראל‪.‬‬ ‫זקני הקהילה יודעים לספר כי בעבר היה מחכה היהודי לחברו ביציאה מהכנסייה והנוצרי היה‬ ‫מחכה לחברו ביציאה מבית הכנסת‪ .‬אולם במהלך השנים‪ ,‬ויש האומרים בשל מדיניותו של‬ ‫רב הקהילה הפועל למניעת התבוללות‪ ,‬הפכה הקהילה היהודית לסגורה מאוד‪ .‬אמנם‪ ,‬ישנם‬ ‫שיתופי פעולה מלאים בעולם העסקים‪ ,‬בתרבות וכדומה אך בתי הספר היהודים שהוקמו‪,‬‬ ‫כמו גם המסגרות האחרות המיועדות ליהודים בלבד‪ ,‬יצרו בידול ופירוד שאינם לטעמם של‬ ‫המקומיים‪.‬‬ ‫אך למרות הטענות בדבר הניתוק מצד הקהילה היהודית בגיברלטר‪ ,‬חשוב לזכור כי אוכלוסיית‬ ‫המושבה כולה מונה בסך הכול שלושים אלף תושבים‪ ,‬ביניהם יהודים‪ ,‬מוסלמים‪ ,‬כריסטיאנים‪,‬‬ ‫קתולים‪ ,‬הודים ועוד‪ ,‬וכולם חיים בהרמוניה‪ ,‬בשלווה ותוך הענקת כבוד הדדי‪.‬‬ ‫מדי פעם מתקיימים אירועים לכלל הדתות‪ .‬באירוע האחרון בו נטלו חלק ראשי קהילות‬ ‫מכול הדתות‪ ,‬כל אחד מהמכובדים נשא תפילה בשפתו לאלוהיו והנוכחים השליכו עלי ורדים‬ ‫למזרקה לאות אחווה‪ ,‬אהבה‪ ,‬שלום עולמי וכבוד הדדי‪ .‬אם כבוד זה ישרור בכל מקום בעולם‪,‬‬ ‫יהיה זה עולם יפה יותר‪ ,‬נעים יותר וכזה שכיף לחיות בו‪ .‬בדיוק כמו בגיברלטר!‬ ‫‪Gibrael - Gibraltar - Israel Chamber of Commerce‬‬

‫הקהילה היהודית ‪Jewish Life‬‬

‫‪A JEWISH COMMUNITY OF 300 YEARS‬‬

‫קהילה יהודית בת ‪ 300‬שנה‬ ‫חמש עובדות מפתיעות ומעניינות על קהילת גיברלטר‪:‬‬ ‫‪ .1‬למרות שקהילת גיברלטר מונה רק ‪ 800‬איש‪ ,‬גיברלטר היא המדינה עם‬ ‫אחוז היהודים מכלל האוכלוסיה הגבוה ביותר בעולם (‪ 2.3%‬או אחד מכל ‪43‬‬ ‫איש) אחרי ישראל‪.‬‬ ‫‪ .2‬ראש הממשלה הראשון של גיברלטר היה יהודי! סר יהושע חסן כיהן‬ ‫בתפקיד רם מעלה זה כעשרים שנה ושמו נצרב בתודעה המקומית כ"אבי‬ ‫כל הגיברלטרים"‪.‬‬ ‫‪ .3‬קהילת גיברלטר מורכבת בעיקר מיהודים יוצאי מרוקו שהתיישבו‬ ‫בגיברלטר לאחר שנכבשה על ידי הבריטים ב‪.1704-‬‬ ‫‪ .4‬בגיברלטר ‪ 4‬בתי כנסת ועל מנת להבטיח מניין כל יום‪ ,‬מבצעים רוטציה‬ ‫של התפילות בין בתי הכנסת‪.‬‬ ‫‪ .5‬המקובל והפוסק ר' יהודה ביבאס ממבשרי הציונות נולד בגיברלטר ואף‬ ‫כיהן בה כראש ישיבה לפני שהחל במסעותיו בעולם למען הישוב היהודי‬ ‫בארץ‪.‬‬

‫קיצור תולדות הקהילה‬ ‫הקהילה היהודית בגיברלטר מונה בסך הכול כ‪ 800-‬נפש ושורשיה ביהדות מרוקו‪.‬‬ ‫לאחר כיבוש גיברלטר על ידי הצבא הבריטי‪ ,‬היו צריכים הכוחות הבריטים הספקה של‬ ‫מזון‪ ,‬תרופות טבק ועוד ומכיוון שלא יכלו לקבל זאת מהצד הספרדי‪ ,‬שהיה האוייב‪ ,‬פנו‬ ‫למרוקו‪ ,‬מצידה השני של המיצר‪ .‬באותה עת‪ ,‬הסוחרים הגדולים במרוקו היו היהודים‬ ‫וכך התפתחו קשרי המיסחר אשר בעקבותם קבלו היהודים את הזכות להתיישב‬ ‫בגיברלטר‪ ,‬וכך נוצרה קהילת גיברלטר‪ .‬כיום הקהילה היהודית הינה אורתודוקסית‬ ‫ברובה‪ ,‬אך עובדה זו אינה מונעת מחברי הקהילה לנהל יחסי שכנות נהדרים ופוריים‬ ‫עם תושבי המושבה שאינם יהודים‪ .‬עם השנים התווספו לקהילה יהודים מבריטניה‬ ‫וספרד השכנה וכיום היא מאופיינת בחיי קהילה תוססים המבוססים על כבוד הדדי תוך‬ ‫כדי שמירת מצוות מוקפדת‪.‬‬

‫מנהיגות ללא פשרות‬ ‫הקהילה בגיברלטר היא קהילה חזקה ומשפיעה מאוד ואף מובילה את הלך הרוח‬ ‫בחברה הכללית בגיברלטר‪ ,‬הן בעבר והן בימינו‪ .‬המנהיג הרוחני של הקהילה מזה‬ ‫‪ 30‬שנה‪ ,‬הוא הרב רון חסיד‪ ,‬שמכהן כרב הראשי של גיברלטר‪ .‬כשהגיע הרב חסיד‬ ‫עם משפחתו לגיברלטר‪ ,‬אחוזי ההתבוללות בקהילה נעו בין ‪ ,60%-70%‬כיום אחוז‬ ‫התבוללות שואף לאפס‪ .‬יש האומרים כי הישג זה נזקף לזכותו של הרב‪ ,‬שבמקרים לא‬ ‫מעטים שכאשר היה פוגש צעיר יהודי המתהלך ברחוב הראשי עם גויה‪ ,‬היה בלי בושה‬ ‫סוחב את הצעיר בידו ומציע לו להתלוות אליו לשיחה או לשיעור‪ .‬כך עורר הרב "יראה"‬ ‫מסוימת בקרב הצעירים שחששו מלהיקלע לתקרית לא נעימה עם ונמנעו עם הזמן‬ ‫להסתובב עם גויות בפרהסיה‪...‬‬ ‫במרוצת השנים הרב "הוריד הילוך" בצורה משמעותית מבחינת פעילויות כמו שיעורי‬ ‫תורה‪ ,‬הכנה לחתונה‪ ,‬הכנה לבר מצווה וכו' והעביר את רוב סמכויותיו לאנשים אחרים‬ ‫בקהילה‪ .‬לטענתו‪ ,‬הצעירים מבצעים את המלאכה בצורה נפלאה וטובה ממנו‪ ,‬ואין הוא‬ ‫רואה כל סיבה להפריע למהלך זה‪ .‬רק על פרויקט אחד אינו מוותר‪' :‬תורה טיימס'‬ ‫ עיתון שבועי המכיל מאמרים והודעות לקהילה‪ .‬הרב בוחר במהלך השבוע את‬‫‪64‬‬

‫המאמרים הרלוונטיים לטעמו‪ ,‬מדפיס את העיתון ומחלק אותו (לעיתים באופן אישי)‬ ‫בימי חמישי‪ .‬הרב רואה בעלון זה נכס חשוב לכל יהודי ויהודי בקהילה הנועד לשמור‬ ‫ולשמר את הגחלת היהודית והקהילתית‪.‬‬

‫חיים יהודים מלאים‬ ‫חברי הקהילה היהודית בגיברלטר נהנים מהאפשרות לשמור על אורח חיים‬ ‫אורתודוקסי מלא‪ .‬לצד מקווה טהרה‪ ,‬כולל אברכים‪ ,‬גן ילדים ובתי ספר יהודיים‪,‬‬ ‫בגיברלטר ישנן שלוש מכולות כשרות‪ ,‬מסעדה בשרית‪ ,‬מסעדה חלבית ומאפייה‬ ‫כשרה‪ .‬אך גולת הכותרת של יהדות גיברלטר הינן ללא ספק בתי הכנסת העתיקים‬ ‫והמיוחדים שבה‪.‬‬ ‫"שער השמים" ‪ -‬הוקם בשנת ‪ .1723‬בית כנסת זה פתוח מדי יום ואנשי הקהילה‬ ‫מתפללים בו ברוב ימות השנה‪.‬‬ ‫"נפוצות יהודה"‪ -‬הוקם בשנת ‪ .1800‬בית כנסת מפואר‪ ,‬מרשים ופעיל‪ ,‬רוב האירועים‬ ‫של הקהילה נערכים בחצר בית הכנסת‪.‬‬ ‫"עץ החיים"‪ -‬הוקם בשנת ‪ .1759‬בבית כנסת זה מתקיימת בכול שנה ההילולא לרבי‬ ‫מאיר בעל הנס‪.‬‬ ‫"אבודרהם" ‪ -‬הוקם בשנת ‪ ,1820‬משמש כיום כבית כנסת "משפחתי"‪.‬‬ ‫בין בתי הכנסת הללו מתקיימת רוטציית פעילות (כל שלושה חודשים)‪ ,‬כדי שכל בתי‬ ‫הכנסת יזכו לשימוש ע"י הקהילה‪.‬‬ ‫אתר חשוב נוסף ומוערך הוא בית הקברות העתיק‪" ,‬שער היהודים"‪ .‬בית עלמין‬ ‫זה הוקם ב‪ 1728-‬וממוקם במעלה הצוק ובו מעל ‪ 200‬מצבות שנשמרו היטב‪ .‬בבית‬ ‫קברות זה קבורים מייסדי הקהילה ומספר צדיקים‪ .‬בית עלמין זה נסגר ב‪ 1848-‬וכיום‬ ‫קוברים היהודים את מתיהם בבית הקברות החדש הממוקם ליד שדה התעופה‪.‬‬ ‫רק בשמחות‬ ‫הקהילה היהודית בגיברלטר אוהבת לחגוג ואכן לא חסרות סיבות למסיבות‪ :‬בריתות‪,‬‬ ‫חתונות‪ ,‬בר‪-‬מצווה ועוד אירועים קהילתיים וקוקטיילים לאנשי ציבור חשובים המגיעים‬ ‫מרחבי העולם‪ .‬האירועים מתקיימים בדרך כלל בבית הכנסת‪ ,‬בבית הספר היהודי או‬ ‫באחד מבתי המלון במקום‪.‬‬ ‫הקהילה הישראלית‬ ‫הקהילה היהודית בגיברלטר ברובה אורתודוקסית‪ .‬ישראלים העוברים לגור כאן‬ ‫מטעמי עבודה‪ ,‬אינם ששים לקחת חלק בחיי הקהילה‪ ,‬בשל אורח חייהם החילוני‪.‬‬ ‫הקהילה היהודית מצידה אינה נכנעת וממשיכה תמיד להזמינם לארוחות שבת‬ ‫ובחגים‪.‬‬ ‫לא שיש חלילה יחסים עכורים בין שתי הקהילות‪ ,‬להיפך‪ ,‬כל צד מכבד את הצד אחר‬ ‫אך בוחר שלא לקחת חלק באורח החיים האחר‪ .‬הרב חסיד מציין כי היה מעוניין‬ ‫להגביר את שיתוף הפעולה בין שתי הקהילות ולתרום לקשרים החברתיים והאחרים‪.‬‬ ‫‪Gibrael - Gibraltar - Israel Chamber of Commerce‬‬

University of Gibraltar: Building Academic Excellence The University of Gibraltar opened its doors on the 23rd of September 2015. Since those early days, Gibraltar’s University has been through an ambitious period of growth and academic development. In just five years, the University has developed a number of high quality, UKaligned academic programmes that reflect Gibraltar’s pillars of industry and its unique natural environment.

In keeping with its commitment to providing an excellent learning experience that is personal and participative, the University restarted the face-to-face delivery of its programmes from September 2020. Its one-campus layout, strict on-campus physical distancing policy and small class sizes mean that students avoid larger crowds and reduce the risk of contagion.

The programmes offered at the University of Gibraltar are industry focused, personal and UK-aligned. There are opportunities to study at undergraduate or postgraduate level (including Research PhDs) and students can choose from subjects like business, marine science and climate change, education, leadership, nursing and, as from September 2021, maritime science. The University also offers numerous professional development courses and high quality language courses.

The University has attracted students from abroad with many of them advocating the personal touch and its strong focus on employability. Emma Hall, a student on MSc in Marine Science & Climate Change said, “I have thoroughly enjoyed my experience at the University of Gibraltar and would highly recommend it. I’ve particularly benefited from the small class sizes as it has been easy to make close friends, ask questions during lectures and establish a supportive academic relationship with the professors.”

The University’s size is one of its strengths. Unlike larger, sometimes faceless universities, students studying with the University of Gibraltar benefit from small class sizes and close relationships with tutors, which places emphasis on the student and on achieving better results. Covid-19 Face-to-face teaching During the recent lockdown, many students experienced extensive disruption to their studies whilst studying in the UK and other hard-hit countries. In contrast, the University of Gibraltar continued to provide all of its courses, programmes and final assessments with little disruption to students. This was due to Gibraltar’s effective management of the pandemic and low case numbers.

Zainab Seddeki, a student on the undergraduate Bachelor of Business Administration (Hons) programme enjoys being a student in Gibraltar, “Gibraltar is a wonderful place to study and live. I received good support from lectures and staff, meaning I could focus on the programme.” For his part, Greek student Petros Dimitriou enjoyed fieldwork and his time in the University’s lab, “This programme has been more than I expected it to be and I enjoyed every minute of it. THE GIBRALTAR PORT AUTHORITY

The Gibraltar Port Authority (GPA) continues on its mission to ensure that the Port of Gibraltar remains ‘a Centre of Maritime Excellence’ in the region.

One of Gibraltar Port’s key strengths is that it is well practised in having to adapt to both regional and global trends in the maritime industry, while adhering to international regulations, and does so by keeping its stakeholders and customers at the forefront of its thinking. The GPA has excellent relationships with its partners, and this affords it a unique position to be able to act fast and effectively whatever comes its way. CEO and Captain of the Port, Manuel Tirado, recently commented that ‘efficiency and excellence is the name of the game and sets us apart from our competitors in the Western Mediterranean’. Mr Tirado added that ‘whilst having a dramatic impact on all aspects of life, the COVID19 pandemic has not stopped the Port from being operational 24/7 with bunkering activities and other marine services being conducted as usual, but with additional strict measures being implemented to avoid transmission of the virus to the local population.’ In fact, the GPA’s approach to ensuring Gibraltar remains a port of choice for the maritime industry, both during the current crisis and in the future, has led to recognition of its efforts with it receiving an award Gibrael - Gibraltar - Israel Chamber of Commerce

at the recent Medcruise Annual Awards in the category of ‘Western Mediterranean MedCruise port showing the greatest commitment during the pandemic’. This award stems from the fact that Gibraltar has allowed cruise ships to carry out technical calls in its waters during the current pandemic, something many other Mediterranean ports were either unable to provide or took the decision not to offer. Crew changes have also been allowed during the pandemic, again, something that has been welcomed by the maritime industry, and with strict health protocols in place, Gibraltar continues to offer this service. Yachts continue to be allowed into British Gibraltar Territorial Waters but have had to adhere to Public Health guidelines regarding crew movements while visiting and the GPA continues to closely monitor these visits and marine operations generally in line with guidance from Public Health Gibraltar. Gibraltar Port is also having to plan for Brexit and while the outcome of negotiations is still unknown at the current time, arrangements have been put in place to allow additional ferry access in the port should the need arise for goods to arrive by sea rather than by the land frontier. Again, Gibraltar Port is well placed to meet any of the challenges and demands that Brexit will bring. 68

The Gibraltar-Israel Chamber of Commerce (Gibrael) marked the festival of Rosh Hashana with a Le’haim toast for the Jewish New Year. Given current Covid-19 restrictions, the event was held online by video-conferencing but that didn’t diminish the festive spirit. Amongst the distinguished guests were Chief Minister Fabian Picardo who wished Gibrael Chamber and the Gibraltar Jewish community Shana Tova (happy new year) along with Mrs Sharon Bar-Li, Director of Public Affairs at the Israeli Embassy in London, and the newly appointed Minister for Economic Affairs at the Israeli Embassy in London Mr Ofer Fohrer.

Two years have passed and now the COVID19 pandemic has stopped everyone from travelling these days…. So to mark 70 years for the commencement of Diplomatic Relations between the UK and Israel we decided to host the Ambassador in a special Zoom video-conference for all members of Gibrael Chamber and the Gibraltar business community. Hosted by Ayelet Mamo Shay, Ambassador Regev patiently answered all the fascinating questions asked by the audience and definitely enjoyed reminiscing on his previous visit to Gibraltar and even promised to return as soon as the Corona nightmare is over!

As the world comes to grips with the Corona pandemic, Gibrael Chamber Chairwoman- Ayelet Mamo Shay- reached out to various Jewish communities and Israeli expats around the world through a series of Zoom video conferences. Ayelet spoke to Jewish communities in places as far as New Zealand, talked about her PhD research on small Jewish communities and provided tips and advice on Relocation to Israeli expats living in USA, Russia, Europe and Israel (with some specific questions on Gibraltar).

Gibrael Chamber held an online HanuChristmas event marking the start of the festive season, celebrating both Hanukkah and Christmas. In a true multi-faith spirit, Gibrael Chairwoman Ayelet Mamo Shay and Gibrael President, Eran Shay, hosted a packed event which included a talk by Mark Power- Deputy UK Ambassador in Israel and by Vivian Aisen, Minister Director of Public Diplomacy at the Israeli embassy in London, who both alluded to the important role that Gibraltar plays in acting as a gateway to the UK for Israeli companies, and thanked Gibrael Chamber for its part in promoting business on the UK-Gibraltar-Israel triangle. Bringing on the festive mood, two talented singers- James Falzon from Gibraltar and Liat Itzchaki from Israel entertained the audience with popular Christmas and Hanukkah songs. The event continued with creative business tips for the New Year from Ms Shiran Raz- an Israeli business mentor, followed by the announcement that the 6th Gibrael Chamber annual publication is ready for release
