For 42 years Honey Creek Disposal has provided De Soto with consistent, quality trash removal service for both residential and commercial customers. Responsible and reliable through many decades, Honey Creek was founded in 1978 by Lloyd Weldon. Original service areas began in De Soto and Eudora–adding Linwood in 1979; and Tonganoxie in 2008. The City of De Soto renews its contract with Honey Creek Disposal every ten years.

Randy Weldon took over the family business in 2012 focusing on new technologies and products to provide its longtime customers with continued top-notch service.

In 2007, Honey Creek was the first private contractor in Johnson County implementing all-cart pickup. With heavyduty trash and recycle bins provided, residents would no longer find trash scattered from trash cans, blown over by winds or bags torn open by animals. Automated trucks have a driver, lift carts via the “truck arm” that empty and place them back onto properties.

Recycle bins are picked up from homes and businesses and brought to The HAMM Material Recovery Facility (MRF) located right next door to Honey Creek Disposal, in Lawrence. The Hamm MRF is a state-of-the-art system designed to process 10 tons of single-stream recycling materials per hour. Facilities are designed, operated and maintained to meet and exceed local, state, and federal regulations.

At the far end of the building, mountains of recyclables are stored Tipping Floor shown far right. The complex journey on the begins as several hundred feed of conveyors move, sort and feed recyclables through the facility. A large device called the Metering Bin/Drum Feeder will “fluff” materials so people can “see and feel” items presented. The Pre-Sort Station makes sure that nothing unacceptable is in the system that could cause damage. 4

OCC Disc Screens separate cardboard and Glass Breaker Screens break and separate glass. Human sorters review Cardboard in the OCC Quality Control Station. The Ballistic Separator sorts 2D (paper/small cardboard) and 3D (bottles/cans). Quality control of fiber (paper) is done on the Fiber Sort Line. The Optical Sorter is a hightech digital camera that detects materials. Quality control for containers is Container Sort Line. Overhead Belt Magnets pull out done on the tin cans and small metals. Eddy Current Separators separate aluminum. Blocks of Bale at right. The Baler crushes, wraps and makes dense Flip-Flop Screens clean glass for Ripple Glass, beer bottles, fiberglass and insulation. Ballistic Windsifters clean glass, even more thoroughly. An incredible process. The high-efficiency German Stadler technology results in high-purity materials that are marketable world-wide.

When trash is picked up at a home/business, it is compacted inside the disposal truck, brought to the HAMM Landfill in Lawrence, and then compacted again with “Stompers” and covered. “You can’t scavage at the dump, it is monitored and off limits to the public,” Randy stated. When asked about paper shredding1, “It’s a No-No for us,” Randy replied. “Those little pieces are not sortable for recycling–ripping paper works [with blocking out names/account numbers/ addresses].” He also emphasized that trash is compacted several times and monitored at their facilities. Recyclables need to be “Clean and Dry.” “Do a quick rinse and shake the water out of any items you put in a recycle bin,” emphasized Randy Weldon. No liquids–No foods or grease (recycle only the top half of pizza boxes) and No lids (recycle 3” x 3” approximate size). Break-down and recycle your all your cardboard boxes.

Randy also explained an added by-product results when trash is covered. Methane gas is trapped and turned into gas that goes back into natural gas markets.” According to the EPA, municipal solid waste (MSW) landfills undergo an aerobic decomposition state, establishing methane-producing bacteria that decompose the waste and generate methane.2 1 Consider using shredded paper as compost, for pets, packing or contact businesses/banks for shredding programs. 2 https://www.epa.gov/lmop/basic-information-about-landfill-gas

The Harps Recycling Program is overseen by Scott Stout, Project Manager, Harps Food Stores. “The plastic recovered from each location is back-hauled by our trucks to our distribution center here in Springdale, Arkansas,” explained Scott. “The plastic is then baled at that facility and transported to a local facility to be used in manufacturing decking and other lumber items.”

2020 Bond Referendum for De Soto Recreation: Parks, Sports Fields, and Trails In March of 2020, registered voters will be asked to decide on a proposed $3.275 million bond referendum that would allow the City to make capital improvements and upgrades to recreation amenities throughout De Soto. In 2018, the City completed a comprehensive Parks and Recreation Master Plan which guides the Parks & Recreation Department in reaching the desired vision of the community. The Plan involved information gathering, citizen input, visioning, and a final, continuously-evolving, guide for the City.

During the plan’s development, the Parks and Recreation Advisory board was formed to aid in the process. Once complete, the Board and City Staff worked together to prioritize potential projects from the Plan, which are included in the final list to be funded by the proposed bond referendum. The package of improvements is divided into three main categories: parks, new sports fields, and trails.

In March, ballots will be delivered to every registered De Soto voter; voters will either approve or not approve the bond referendum.

Voting ‘Yes’ would approve the bond referendum and allow the City of De Soto to make capital improvements and upgrades to citizenrequested recreation amenities. Voting ‘No’ would not approve the bond referendum and no new recreation projects would be completed in the near term.

By collaboration of City residents, the Parks & Recreation Advisory Board, and City Staff, the following improvements to Miller Park and Riverfest Park were made a priority.

Miller Park Improvements

– Additional Parking alleviates inadequate parking during sporting events by creating more parking spaces in the southwest corner of Miller Park where the previous pool was located. – Updated Playground Equipment allows for the addition of interactive equipment geared towards younger children. – Ball Field Irrigation saves on maintenance time, decreases costs, and increases playability and safety of the ball fields. – Restroom Expansion increases the number of stalls available for men and women.

A bond referendum is a voting process that gives voters the power to decide if a municipality should be authorized to borrow money for citizen-desired improvements and projects through the sale of bonds. A bond is a loan taken out by the City to fund capital improvements. In Kansas, any bond intended to be used for parks or recreation projects must be approved by the voters. How would the proposed recreational amenities be paid for? In order to repay the bond, the City will have to increase the mill levy by an estimated 2.55 mills. The following shows the effect of a 2.55mill tax levy for residential properties of varying values:

Riverfest Park Improvements

– Shelter House offers the amenity of a covered shelter area for people to eat or hold events. – Security Lighting provides additional safety measures against vandalism. – Disc Golf Course offers a popular, low-cost leisure activity for all ages. – Additional Playground Equipment expands the current minimal playground equipment, which is important to City residents and our growing community.

If the bond referendum doesn’t pass, what happens? No new projects will be completed in the near term. Future needs of the Parks and Recreation Department will be considered along with other capital needs of the City during annual Capital Improvement Plan updates.

Signage for Parks

Having clear and consistent signage at all parks will help unify and brand our facilities. Budget dependent, the following signage is prioritized in the referendum: Riverfest Park monument, Miller Park monument, Sunflower Park signage, and wayfinding signage throughout De Soto to help lead the public to our parks.

Presently, only portable bathrooms are available, but as Riverfest begins to develop, hosts more events, and sees more daily visitors, the City found it crucial to have a permanent restroom in the park. The restroom buildings will be centrally located between the festival area, bandstand, and playground and will have ADA access to the parking area adjacent to the concrete walking path. The building will feature water fountains and three individual restrooms; the ADA handicap-accessible room will include a baby changing station. These features further the goal of making Riverfest a valuable City amenity and family-friendly park.

The restrooms will be open and available from dawn to dusk during the Spring to Fall months.

Miller Park

The design phase of the new restrooms is complete, and construction will begin early Spring. The goal is to have the restrooms ready for the Summer Concert Series in June. 14

Soccer is a popular sport in De Soto, and during the development of the 2018 Parks & Recreation Master Plan, many residents felt that soccer needs to be prioritized moving forward. Soccer is the only recreation program run by the City that does not have dedicated play fields; the youth programs are currently hosted on fields throughout the City that are not specifically designed for soccer. The development of a permanent, dedicated facility for the soccer program ranked highly among residents and would provide the basis of a strong soccer program in De Soto. The proposed soccer fields - located on 79th Street across from Riverfest Park - are projected to be completed within 24 months and include parking, restrooms, and security lighting.

By far, recreational trails ranked highest among suggested capital upgrades during the formulation of our 2018 Parks and Recreation Master Plan. A well-connected trail system creates a healthy city that provides safe routes to school for kids and offers alternative transportation modes, which keeps air clean by reducing carbon emissions from automobiles. It is recognized that there is an overall lack of pedestrian connectivity between neighborhoods and activity nodes throughout the City. The corridors proposed in the referendum are intended to connect the community while providing opportunities to enjoy nature, renew, and participate in a healthy outdoor fitness activity.

The hardworking, fun couple will celebrate 35 years of marriage this year. It was evident Rafael and Arlena possess a special bond, faith and love that flows over into their upholstery businesses.

Furnishings receive a special finishing touch at Johnson County Upholstery, with De Soto owners Rafael and Arlena Garza. They started doing upholstery in 1988, and began their full time business in 1993. “We bring the past into the present,” says Rafael, and adds with pride “Each piece of furniture is skillfully done and uniquely reworked.” Years of expertise began back in the ‘80s when Rafael began his upholstery career starting with tear down and worked his way up to an upholsterer. Arlena brings twelve years of banking experience to the business. Soon after becoming a husband and wife team, Arlena took a week’s vacation to learn the sewing side of upholstering where Rafael worked at. They then decided to become a business team, and were able to make their dreams of spending more quality time with their children, and going full time in their business a reality when they moved to De Soto. “All the kids grew up working in the Shop,” Arlena recollects. “They are all grown up now and learned valuable, hard work ethics here.” The business began with part-time residential work, and grew into a full-time upholstery business expanding to commercial clients in 1998. A residential client was impressed with the work the Garza’s had done on her own furniture, and approached the couple about reupholstering 500+ pieces of furniture for the U.S. Central Credit Union branch consolidation project. This led to doing work for many other commercial clients; the H&R Block branch consolidation project (approx 700 pieces), a contract with The University of Kansas, the John A. Marshall Company, Scott Rice Office Works, and Encompas just to name a few. “Companies have such high quality pieces that last decades, and they decide to ‘reuse and reupholster’ rather than purchase new,” explained Arlena. “Much more sustainable for businesses and the environment.” At Johnson County Upholstery, fabric rolls are recycled, along with scraps of foam that go to various suppliers. Fabrics are donated to Scraps KC. see below August through December work quadruples, as orders arrive for the holidays, and businesses have their year-end budgets. excellence of the most talented high school students in Johnson County. Since 1997, the program has been sponsored by the Arts Council of Johnson County. Seniors are nominated by an art faculty member from their high school. Nominees then submit an application to become a Shooting Stars Finalist. At the Shooting Stars Gala on April 5, 2020, all nominees will be recognized. Scholarships will be awarded in amounts of: (9) first place scholarships of $1,400 each; (9) second place scholarships of $700 each; and (9) teacher honorariums of $350 each. De Soto High School nominees were chosen by performing arts teacher Sarah Cronkleton-Kidd and art teacher Timothy Mispagel. Cronkleton-Kidd has nominated Ashlen Boresow for musical theatre, who has been involved in numerous DHS theatre productions. Mispagel chose Erica Hoelting and Kate Tickle for 2D and 3D design, as each are known around the school for their advanced graphic skills. For the photography category, Mispagel also nominated Loren McQueeny because of her gifted work with a camera. Mill Valley High School performing arts teacher Johnathan Copeland, art teachers Jodi Ellis and Erica Crist, and choir teacher Jessie Reimer chose the most distinguished MVHS art students for their Shooting Stars nominees. Copeland nominated Anna Paden, a leader in the theatre and an admired performer among her peers. Megan Overbaugh and Kara Poje were chosen by their art teachers due to their outstanding creativity and ability to build on constructive criticism. Choir student Jadon Taylor was nominated by Reimer for his leadership skills and talent as a bass in three of MVHS’s choirs.

Environmental Resources and Wildlife Science

was introduced at the start of the 2019-20 De Soto High School school year, for students who have strong interests in environmental studies. (The course will also be offered at Mill Valley High School beginning next Fall 2020.) The course focuses on classroom research, as well as reallife operation in the field of environmental science. DHS science teacher Kylee Sharp passionately instructs the class, and hopes that her students gain inspiration and awareness through its contents.“It allows students to get more hands-on experience, applying the things that they’ve learned working with community and [local] businesses,” Sharp said. “It’s a really great opportunity for students!” While the Environmental Resources and Wildlife Science program has only been in action for less than a year, multiple environmentally-friendly projects have emerged from its students. The most recent project (shown above) illustrates one of the class’s most important principles: recyclability. Sharp’s classroom recently obtained Aquaponics Tables, which allow plants to grow without the use of soil. Sharp and her students are currently using the tables to grow assorted produce, including tomatoes, jalapenos, and lettuce. However, the table’s ability to be a continuous recycling system is its most prominent feature.“The big half-barrel attached to the table is actually meant to grow fish,” Sharp said. “The idea is that once the water is balanced and the fish are in there, the waste from the fish will act as nutrients for the plants to grow; and the plants provide food for the fish–and it recycles constantly with a nice balance between plants and animals.” Sharp and her class are eager to extend their work with the Aquaponics Tables and other environmentally-based projects throughout the remainder of the school year.

Harps Awards De Soto Food Pantry $2,500

It was an exciting day, January 28, when the De Soto Food Pantry received a large, substantial check for $2,500 from Harps Food Stores. The award was given as a result of Harps employees Chris Appodaca, Austin Strickland and Curtis Arnold’s efforts. Interviews and applications were involved in the process to apply for the Harps Charity Golf Awards that are distributed each year. The 25th Harps Charity Golf Tournament was held in Springdale, Arkansas last fall. Employees at Harps Stores nominate non-profit organizations in their hometowns. 10-15 organizations are selected from Harps Food Store nominees in Arkansas, Oklahoma, Missouri, and Kansas. The De Soto Food Pantry was nominated by our local Harps Food Store in Kansas.

De Soto Pioneer 4-H Environmental Science

4-H membership includes working to make the community, as well as the world, a better place to live.Through the Environmental Science Project, Pioneer 4-H is acheiving that. The Friends of the Kaw, an organization that protects the Kansas River from pollution, asked DeSoto Rotary and Pioneer 4-H Club to clean up a portion of the river bank in De Soto. Both clubs joined together to make a difference in their community. These intergenerational clubs plan to gather again this spring and summer to pick up trash and clear brush away from the riverbank. Eight-year member, Emily Kresin is the project leader for the Environmental Science Project. Kresin has been organizing various projects and activities for 4-H members to participate in that are both fun and helpful to the environment. In Kresin’s words, “I started the environmental science project for our 4-H club in 2019 because it is something that I’m passionate about. I wanted more people to get involved and learn more about how the environment impacts our lives. Last year, we did a county-wide river cleanup as one of our activities. Twenty 4-H members and parents gathered 30 bags of trash in just two hours! We only got about a two-mile stretch of the river, but made a significant impact.” Emily also planned a watershed model activity for the Pioneer 4-H members (see above photo). Egg cartons were covered in Play-doh and items were gathered to resemble the typography of a watershed. Parts of the scene were covered in sand and army men were used as people or animals downstream. Water was poured over the entire landscape to represent rain or flooding. “What happened was that the people downstream were affected from the sand on the higher ridges upstream,” said Emily.”The whole point was to demonstrate water pollution in a hands-on way for even the youngest kids to understand.” In addition to the river cleanups along the Kaw River, Emily is currently working on finding additional engaging activities to do with the younger kids. “I think the project has been a success and hope it will continue to grow each year, ”

“We saw a growing need for primary care services in De Soto,” said Lynne Stolz, director of operations at AdventHealth Medical Group. “And so we’ve invested in our current patients as well as potential patients, to include employees at area businesses that we could serve during the workday.” As part of the expansion, an additional family physician, Elizabeth Beal, MD, was hired. Dr. Beal, who will split her time between Primary Care at De Soto and Primary Care at Shawnee Crossings in western Shawnee, joined AdventHealth Medical Group in December. She practices full-spectrum family medicine from newborns to older adults. Previously, she practiced in Lawrence and Tonganoxie. “I’m from a small town, so I tend to gravitate towards small towns,” Dr. Beal said. Dr. Beal is also conversational in Spanish. “With the Spanish-speaking community here, it is a great fit for me,” added Dr. Beal. Primary Care at De Soto offers a Spanish-speaking continuum of care, including a scheduler and a nurse who are bilingual, in addition to bilingual physicians: Dr. Jorge Guillen, family medicine (Spanish); and Dr. Jee-hyon Park, internal medicine (Korean).

Primary Care at De Soto has expanded its hours with Dr. Beal’s availability at 7 am twice a week. “Her pediatric experience will be especially valuable to the community,” affirmed practice manager Sarah Kliewer. “We are providing more pediatric care hours, which the community has been asking for, and we’re looking to grow further beyond what is currently available.”

Though this is not my comfort zone, I have been a few times at the shooting range with family members. Ryq, proprietor/adventurer (as on his business card), explained the gun safety laws and procedures that are currently in place:

• You must be 18 or older to possess a firearm • Ages 18-21 can only possess a rifle or shotgun • Background checks are done by the government Bureau of Alchohol, Tobacco and Firearms and Explosives (ATF) https://www.atf.gov

It can take a few minutes or a delay up to four days, when a background check is done (depending on questionable variables). Background checks are done every time a gun purchase is made (not just the first time a gun is purchased) for new, consignment and transfer purchases. “Everybody–every time,” firmly stated Ryq. “As a gun store owner, I have the right to not sell a gun to an individual, as I can be held liable.”

Northwest Consolidated Fire District is proud to announce the delivery of (2) new Smeal Fire Engines in Spring of 2020. Built on a Spartan Chasis, the new fire engines have a 1500 GPM pump and will carry 1000 gallons of water in addition to 30 gallons of foam. One Engine will feature a modified approach angle commonly seen on wildland-urban interface trucks to address some of the access issues found within the south part of our district. The other will feature ample amounts of interior space for EMS equipment and space for the firefighters gear. Fire trucks were customized for the NWCFD, with personnel attending a two-day preconstruction build meeting at the Smeal plant in Snyder, Nebraska. Purchases were approved at the Northwest Consolidated Fire District Board Meeting January 8, 2019.
