Building & Planning

ith all the recent National and Local news regarding an upsurge in Windfarm applications in the North of England we thought we would have a little look into the current situation regarding the plans for the windfarm near Cumwhinton. As you may probably be aware the plans for the turbines and latterly the meteorological mast were rejected towards the end of 2008. Nevertheless it appears that the matter is not yet finished as it is currently reported at www.againstnewlandswindfarm.co.uk that the applicants have since lodged a written appeal. As a result the action group have successfully lobbied the inspectorate for a full public enquiry. As an opposition group they have also been granted rule 6 party status which means they have the right to both speak and be represented by relevant experts who will argue their case and test the developers’ evidence.

Fundraising events will soon be planned if you would like to show your support. We will keep you updated.

Trevor ALLISON Dear Resident,

I have worked in the Dalston city ward as one of your three Dalston District councillors since 2004. I have now been selected to stand in the election for the Dalston County Division. This is effectively an extended city ward which includes the Parishes of Orton and Burgh by Sands. It is the ward that I live in, and I was privileged to accept the nomination. If elected as a County Councillor I would do my very best for the two additional parishes, as I do for Dalston, St.Cuthberts Without, and Cummersdale in the Carlisle District. The dramatic improvement in the numbers voting for me since I first stood in 2002 is a testament to Liberal Democrat Community politics and my commitment. In our regular Focus Newsletters. I do my best to keep you abreast of issues which will affect your community. For example, the Planning Brief for Garlands Hospital which featured in our last leaflet will have a significant impact in your area. ronment and with social justice. But, since 2003, on the Economy, LibDem Shadow Chancellor, Vince Cable has warned Gordon Brown, the then Chancellor, that his policies would lead to disaster.

His advice was rubbished by Gordon Brown, who as late as last year boasted that he had abolished “Boom and Bust” and that we are better placed than the other developed countries to face the economic downturn. As we Vince Cable now know it was all a mirage.

At local level we are seeing closures and short time working, and in common with other Authorities, this is putting enormous strains on Council’s finances. We the taxpayer will be left to pick up the pieces both locally and nationally for years to come. I am committed; • • • •

t was a bright and sunny morning and P.C. Pete is taking his usual walk through the village. P.C. Pete is well known to everyone who lives there and everybody likes him. He always stops to chat with Mrs Price who looks after the Post Office; she looks forward to his visits. Pete often stops at the bakers for a cup of tea and has either a lovely sticky bun or a home baked pie for his lunch. Today P.C. Pete decided to have a piece of ginger cake with his cup of tea. It smelt good as he walked into the bakers, he could see Johnny Johnson the baker, taking fresh bread out of the oven at the back of the shop.

Everything was laid out on the glass counters in neat rows. There was fruit pies, cream cakes, chocolate puddings, fairy cakes, fresh sandwiches and so many different types of bread and it all looked very tempting. Mr Johnson was a very good baker indeed, but it is Mrs Johnson, that makes all the tarts and cakes.

“Here you are Pete” said Mrs Johnson “you’ll enjoy this”. She handed P.C. Pete a big cup of hot sweet tea and thick slab of warm ginger cake on a china plate.

“Crikey, that does look good, thank you very much” said Pete. Feeling refreshed, P.C. Pete thanked her again and went on his way.

“ ‘I like a happy ending’ thought P.C. Pete.”

As it was such a nice day P.C Pete thought he would take a stroll down by the river. The path was quite wide and was often used by the villagers as a place to walk their dogs or ride their bikes; there was even a picnic table, it was a smashing spot. Suddenly Pete heard a noise. He stood still and listened carefully. It was a soft whimpering sound, whatever was making the noise sounded very frightened. It seemed to be coming from the long grass by the wall on the edge of the path. P.C. Pete went to investigate and sure enough, he found a small golden cocker spaniel puppy shivering and looking very miserable.

“Hello there” said Pete, “You poor little thing, how did you get here”? “I had better take you back to the police station in the village; I bet someone is looking for you”. Very gently, P.C. Pete lifted the little puppy up and tucked it into his jacket to keep it warm. The little puppy snuggled down into the warm folds of Pete’s jumper. P.C. Pete was hurrying back to the village and just as he got there he could hear quite a commotion just inside the door of the sweet shop. He thought he had better pop over to see what it was all about. When he got there, he found Mrs Robinson the sweets h o p owner, trying to comfort a little boy who was crying uncontrollably with two of his friends. P.C. Pete knew the boys from the local primary school, where he often called in to chat with the teachers and sometimes play for a while with the little ones. The boys ran to Pete at once. “P.C. Pete, P.C.Pete, Robert has lost his birthday present”.

“It’s Daniel” exclaimed Robert. “Mmmm, Daniel the Spaniel, what a good name for him, well come on then, I will walk you three boys and Daniel home”.

P.C Pete, still carrying the little puppy in his jacket, took the boys to Roberts house where he explained to Roberts mum what had happened. “Small puppies like Daniel should not really be left outside shops on their own” advised Pete. “Daniel became worried and frightened, he panicked and ran off. Make sure someone responsible is with him if he has to stay outside a shop, don’t leave him on his own in future Robert, you must look after him properly.

Carol-Ann Ross

ou may remember local resident Carol-Ann Ross from an earlier edition of the Carleton. With her friend and CoCommunity Staff nurse Karen Gill, the adventurous pair decided to recognise the work of our Macmillan Nurses and set about raising money by climbing Kilimanjaro. It may not be the easiest ways to raise money (of the 4000 people who attempt the climb each year only 1500 actually make it to the top) but the pair set about with a fervour in their attempts to raise at least £4000 each before beginning the ascent.

Not only were there the numerous charity events, quiz nights, bag packing and more to organise, but there was also the actual physical training to contend with. The climb to the peak of Kilimanjaro would take 5 days and at 5 times the height of Snowdon it is no easy feat, especially with a 30 litre bag! Whilst Carol-Ann hiked many summits in the lakes and completed days of walking on the East coast, you are more likely to have seen her on one of her favoured walks which at 3.5 miles took in Carleton Grange, Parklands and Scotby. Nearly a year after her training had began it was time for the big event. It was 20th February 2009 and she was ready. Meeting up with her walking group of 22 and the local guides who were expertly led by Ralph, the walk began. Life was about to change; with

blisters, long drop toilets, sub zero temperatures, no washing facilities, a diet of porridge, carbs and popcorn the days passed and the altitude sickness began to take its toll. At a height of 19000 feet oxygen levels drop and breathing naturally becomes more difficult. Whilst Karen was unfortunately turned away from the summit due to sickness, Carol-Ann and fourteen others made it to the top

and in her own words the sunrise made the 12 months of hard work all worthwhile,

“It was just magical. The sun rising in an amazing array of colours; the reds, the whites, the blues and a spectacular view over the glacier. It was just wonderful.”

After taking her fill of the newly formed day it was time for the descent which Carol-Ann found to be quite troublesome, with all attention being given to the climb the speedy descent was an unexpected difficulty.

Now safely home, it is all credit to Carol-Ann and her group, that save waiting for last minute donations the group may just raise £100,000 An amazing pounds. achievement and one of which she should be proud to have been part of. Does successfully meeting such a difficult challenge change a person? Well Carol-Ann full of pride in her achievement believes she can now meet any challenge and who could argue the point, not me…So what next for our local explorer? You won’t be surprised to hear that she has her eyes set on the Arctic Challenge which involves 7 days of travel led by two ex-marines, all in aide of the Anthony Nolan trust. With travel by skidoo, sledging and foot we wish her all the best of luck. t is wonderful to welcome the light nights at last! I was beginning to feel very depressed; the winter season seemed to drag on for an absolute eternity! I don’t know about any of you, but the winter months seem to affect me in such a way that all I just want to do is snuggle down on the settee in front of the fire and sleep!! January and February seem to be the worst periods for me. When I see the first spring flowers such as the snowdrops and aconites I feel much better and my spirits are lifted, and it gets better when I can finally cut the lawns! Never mind, the blossom is coming out on the trees now and it does look fabulous. I have decided that I would like to have a white lilac tree in the garden, if anyone knows where I can purchase one please let me know, I would be very grateful. One of my colleagues reminded me that I am now half way through my elected term. The time seems to have gone more slowly this year. I know why, it is because the County Council elections are taking place on June 4th together with the European Elections which are on the same day. I have been working alongside the County Council member for our area, Cllr John Collier. John has been a County Councillor for a number of years and is known to very many of you. He has a long list of achievements which covers his ward of 30 square miles. He is the County Conservative Candidate for our ward again this year and values your support. Only Conservative votes will remove Gordon Brown and his tyrannical government from office. Only Conservative votes will keep the BNP out of the European Parliament. The Conservatives want to win these elections to save our country from further debt and halt the growing despair amongst its citizens. I have recently been talking to some folk who were unfortunately made redundant from Stead McAlpine. The shock of losing not only a job but the prospect of a decent pension and even homes are at risk. This is the full horror of what they and many other people in this country are now up against. I fully support them in their legal battle with John Lewis.

Manufacturing is down by 4.6%, this is the lowest it has ever been since the Second World War. When you go to the ballot box please remember the plight not only of Stead’s, Pirelli, and other large companies who are now feeling the effects of the credit crunch. Remember also the appearance of your city, the desolation of Botchergate and Warwick Road, the loss of post offices, small businesses having to shut their doors, the loss of investment for hundreds of colleges all over the country bungled by the government quango ‘The Learning and Skills Council and lets not forget how many banking institutions we now own! The list is endless. Some of you seem to think the Lib-Dems have the answer. If they were elected they would impose on us all a local income tax with almost immediate effect. Could you afford that on top of everything else?

Truthfully, I could do with more hours in the day to work within the ward and support you. It is a full time job and I do want to make a success of it. My colleagues often ask me what I do as a local councillor, the real core of it is this; I organise visits to peoples homes and streets, I listen to people when they want to talk to me and give them my time because that is my most valuable asset, if I can write a letter or speak with an officer or a leader of a council I do it, where somebody is dissatisfied or angry I

Finally, I know that everyone has questions regarding the adoption of the Garlands area. I can advise that phase two of the adoption is now complete. The County Council has advised that Story Developers have now taken responsibility for the final ‘snagging’ details and issues relating to the Barratt’s side of the estate. The sewage systems and waste water are still being tested, which is I understand, is the only barrier to final adoption. It is hoped this will take place late summer 2009. I do continue to remind Story’s of the rattling man hole covers, these must be rectified prior to adoption, I suspect it will be one of their last jobs upon completion. I did visit the area late at night with Cllr Collier during March 2009, to check on the street lights and follow up on reports of antisocial behaviour reported to me from residents on the estate. Please, if you have any lights out where you live, do report them to me. I need to organise one or two bins for certain sections, I am aware of the need for one in Valley Drive thanks to PC Angela Busby. 2. Provide you with information so you know who your dedicated Neighbourhood Policing Team is, where they are based, how to contact them and how to work with them.

3. Ensure your Neighbourhood Policing Team and other police patrols are visible and on your patch at times when they will be most effective and when you tell us you most need them. We will ensure your team are not taken away from neighbourhood business more than is absolutely necessary. They will spend at least 80% of their time visibly working in your neighbourhood, tackling your priorities. Staff turnover will be minimised. 4. Respond to every message directed to your Neighbourhood Policing Team within 24 hours and, where necessary, provide a more detailed response as soon as we can. 5. Aim to answer 999 calls within 10 seconds, deploying to emergencies immediately giving an estimated time of arrival, getting to you safely, and as quickly as possible. In urban areas, we will aim to get to you within 15 minutes and in rural areas within 20 minutes.

6. Answer all non-emergency calls promptly. If attendance is needed, send a patrol giving you an estimated time of arrival, and:

• If you are vulnerable or upset aim to be with you within 60 minutes.

• If you are calling about an issue that we have agreed with your community will be a neighbourhood priority and attendance is required, we will aim to be with you within 60 minutes.

8. Provide monthly updates on progress, and on local crime and policing issues. This will include the provision of crime maps, information on specific crimes and what happened to those brought to justice, details of what action we and our partners are taking to make your neighbourhood safer and information on how your force is performing. 9. If you have been a victim of crime, agree with you how often you would like to be kept informed of progress in your case and for how long. You have the right to be kept informed at least every month if you wish and for as long as is reasonable.

10. Acknowledge any dissatisfaction

with the service you have received within 24 hours of reporting it to us. To help us fully resolve the matter, discuss with you how it will be handled, give you an opportunity to talk in person to someone about your concerns and agree with you what will be done about them and how quickly.

A big concern is those retired people who have seen a drop of over 75% in the interest rates on their savings and we would urge these clients to find a good independent adviser and ask for a review.
