S I’M WRITING this “The Ashes” are on the radio. The quintessential sound of leather on willow on a Summer afternoon betraying the fact that up here in Carlisle we are hundreds of miles away from the Cream Teas of Lords and drowning in yet more Summer rain. ANY INVESTORS who last summer managed to lock away their savings in one year term deposits have had a temporary respite from the difficulties of income generation. They will be very pleased they made the decision to lock in yields of 5% and more when they could. They will also be wondering what to do when these investments mature as safe yields of 5% or more are no longer on offer and they will join the rest of us who are making do with a very miserly return on their savings. It is unlikely that interest rates will rise much anytime soon and it is imperative that people take independent financial advice in respect of where to go next.

Presently for UK equities the average historic dividend yield relative to cash is close to a record high and suggests good equity value but before clients consider other asset classes in order to increase their income or potential capital growth, it is strongly recommended that they take Independent Financial Advice to ensure that any investment meets their risk profile and that they fully understand the greater risks involved with Equities, property, fixed interest and commodities. A big concern is those retired people who have seen a drop of over 75% in the interest rates on their savings and we would urge these clients to find a good independent adviser and ask for a review. Please remember that other forms of investment carry a greater degree of risk and that the value of the investments can fall as well as rise and it is imperative that you seek advice prior to investing.

ELL THE SUMMER is officially over and unless there has been a sudden burst of sun by the time this article has gone to print then it has been a pretty damp squib. Still, there was enough sun for those of you who managed to get your peas and tomatoes planted this year. If you followed the advice in one of our previous articles hopefully you have enjoyed a bumper harvest of peas just like me. Thoughts in the garden however now turn to the spring and the associated preparation needed for 2010. For this reason we have provided a little guide to what needs to be done in order to enjoy your garden in the hope that the sun makes an appearance next year. MAINTENANCE

It can all begin with the general tidying up of your garden and the collecting of leaves for your compost. And if you did indeed plant those peas then the best thing you can do is leave the roots in place to help increase the fertility of the soil. Continuing with soil, break it up nicely ready for the crops of next year. If you enjoyed fruit this year then remove your old fruited raspberry wood and prune your raspberries and gooseberries. Tidy up your strawberries and keep on top of the new shoots for even more delicacies to accompany your ice cream and Wimbledon. Remove your withered annuals and if appropriate shrubs can be removed and replanted if you take up enough root. For that extra kerb side appeal don’t forget to get your hedges and ramblers trimmed. As well as a great time to maintain your shrubbery it is also a great time to plant. LAWN CARE

For next years bowling green lawn continue to kill your weeds and make sure you aerate well, if needed dress areas with a good sharp sand. For bare patches or where there is disease, now is a good time to remove the offending area and sew or lay new turf.

For those of you that like that bit of colour now is the time to plant which ever bulbs have taken your fancy. If possible move your pot plants to the greenhouse and continue with the bulb planting. Make sure you get a good firm bulb and plant anytime between now and November – but for the best flowers get them in now!

This year after tasting home grown garlic, I will make an attempt at growing my own which means I need to get them planted now. As well as the garlic, early vegetables can be sewn. There is a good deal of work to be done in these non productive months but remember preparation is the key and it will all be worthwhile next summer – if we get one!

There was a snake called Nate. His purpose in life was to stay in the desert and guard the lever. This lever was no ordinary lever. It was the lever that if moved would destroy the world. Nate took his job very seriously. He let nothing get close to the lever. One day off in the distance he saw a cloud of dust. He kept his eye on it because he was guarding the lever. The dust cloud continued to move closer to the lever. Nate saw that it was a huge boulder and it was heading straight for the lever! Nate thought about what he could do to save the world. He decided if he could get in front of the boulder he could deflect it and it would miss the lever. Nate slithered quickly to intersect the boulder. The boulder ran over Nate, but it was, in fact, deflected, leaving history to conclude that is was better Nate than lever.

Last week Carl Fitton went to the cinema up town to see "Slumdog Millionaire" but because of two women loudly chatting together who were sitting in the row in front of him, Carl was unable to hear the dialogue clearly. Carl leaned forward and said in a stage whisper, 'Excuse me ladies but I can't hear.' 'I should hope not,' stormed the woman, 'this is a private conversation.'

Despite being held at Stoneraise School, the July meeting of the Neighbourhood Forum was well attended by residents from Parkland Village and Carleton Grange. The main Item on the agenda was a presentation by the City Council’s Local Plans Officer on the Development Brief for a large housing scheme at the Carleton Clinic. The significant number of attendees from the estates encouraged us to organise a drop-in session at a more convenient location for you, The Creighton Rugby Club.

At the time of writing the session is still to be held, but if it is successful, as I am sure it will be, we hope that there will be other opportunities for similar drop-in sessions. It is an opportunity for residents to have some input into the development of schemes before they are formalised in a Planning Application. School Travel

The lack of a free school bus service to Caldew School, Dalston is a longstanding issue in the estates. Despite our best endeavours, up to now your Councillors have been unable to resolve this issue, even though there is a School bus service from Cumwhinton with spare seats. We are continuing to have dialogue with the Local Authority on this issue. In the meantime, Cyril Webber, Councillor for the Harraby area and Trevor Allison for the Dalston ward have jointly put out a ‘Referral’ letter to parents who have chil-

letters please let either Cyril or Trevor know. You can use the Pre-Addressed, Post Paid card, which has recently been distributed with our Focus Newsletter. Local Capital Projects Fund

Trevor as County Councillor has funding allocation of £12,000. The sum allocated to this side of the ward in St. Cuthbert’s Without Parish is relatively modest, providing for a number of bollards to prevent ‘illegal’ parking at Carleton. This has become a real issue for residents in a particular locality since Traffic Orders restricting overnight parking were imposed on lay-bys on the A6. We are working with the Highways Authority to resolve this problem. As for the next tranche of funds, if you have any ideas of projects you would like to see in your area, please let your Parish Council know directly or, you can contact Trevor as below. ILL WYKES of Cumbria Celebral Palsy has passed us some news which she would like anyone interested in the new development at Parklands to hear about.

“The meeting that we held with some of the residents in the Rugby Club at Parklands on 27th January seems a long way in the past. It was a meeting which greatly heartened us and on behalf of everyone at Cumbria Celebral Palsy I should like to thank you for your positive support and encouragement for our building project in your lovely village.

In the intervening months much has progressed. You probably know that planning permission for our development was obtained and negotiations and preparations have continued. The Lister Court site has now been cleared and it looks as if building will commence on that site in the beginning of August. Parklands site will begin development about three months later. We are hoping that both sites will be ready for occupation at the same time in 2010. In the meantime we do hope that those of you who expressed a desire to visit Scalesceugh Hall will do so –the residents will be very pleased to meet you. With our best wishes

Morag Brannock

ITH THE LATEST series of televised talent competitions currently on air it seems a great time to speak to someone who has witnessed the experience a little more closely. For that reason we focus on Morag; the mother of Andrew Johnston who put Carlisle on the map in 2008. I catch Morag on a Wednesday afternoon; Andrew has been practising on the piano and they are both resting the blisters having just returned from supporting friends in the Cumbrian Way Charity Walk where they were helping to raise money for the Radiotherapy Unit at the Cumberland Infirmary.

Initially their experience may never have happened. Having sent through an application in the same year as Paul Potts, he was unsuccessful. The following year Morag filled in another form, again thinking nothing more from it other than her son had a talent. This time however Andrew got to sing for the producers and was selected to sing for the Judges. Morag has always given Andrew her honest opinion and this is something he still appreciates today. Together, they just wanted the chance to hear Simon Cowell’s honest opinion of Andrew’s voice. Simon heard Andrew’s voice and the rest is history. Since the recording of his debut CD ‘One Voice’ Morag talks of how not much has changed. As a family they still do the same things with the only real difference being they now have an added parallel life. Andrew’s story and voice have touched people worldwide and with the running of his website www.andrewjohnstonmusic.com and the comments from as far afield as Bahrain and Argentina it is easy to see how Morag’s decision to fill in that form has made a difference.

Even with worldwide support Carlisle can not be forgotten. Morag sees our community as home and with the whole world to choose from it is nice to hear of the support we have given the family.

Morag’s support is the result of the love of a son and this is something we can all relate to. She believes that if you have a passion or dream it can not be left, dreams have to be followed. Morag is a big believer in praise where it is needed and also that talent is sometimes just not enough, work needs to be put in.

What has been Morag’s favourite moment so far…well his first audition in front of the TV cameras will not be forgotten but the event that really spoke of the culmination in all that Andrew has

worked for and enjoyed was when he sang in the Albert Hall. It is not difficult to feel the emotion when she speaks of her son in his comfort zone in his spiritual home.

Her son’s voice may now have changed but her favourite tracks from the album, Pie Jesu and Agnus Dei will now serve as a permanent reminder of a voice gone forever. This though is not a bad thing, there will be much more to hear of from Andrew; with Morag hoping to hear his versions of Abide with Me and Amazing Grace and with Pavarotti and Andrea Bocelli currently influencing Andrew, we hope it won’t be long until we get to hear his richer deeper tones. Morag tells of her own musical background as a not so good singer in a Gaelic choir when she was young. But with Andrews album entitled “One Voice”, to follow in the sentiment of the lyrics we hope Morag realises her voice is just as strong. “If you look around you’ll find there is more than one voice singing in the darkness”.

Hello All,

HE LAST FEW WEEKS have been very busy out in the ward; not least in Parkland Village. I have had a great many enquiries regarding Parkland Village and have approached and discussed with residents some of the issues that are giving them cause for concern, and me also. Like you I too am cross about the slow progress with the adoption of this area, and the apparent lack of appreciation that people are struggling to pay council tax, mortgages, child care and school travel while coping with a recession and all the hardship that comes along with it. I will be organising meetings with various officers and members of the Council this week, to have face to face meetings to investigate a way forward. While I applaud all the new ideas and the willingness to promote the city in a number of innovative ways, it is important that the people who have invested their money, time and energy within our new housing developments should not be neglected or forgotten about in this â&#x20AC;&#x2DC;cavalier mannerâ&#x20AC;&#x2122;. While we need to support and â&#x20AC;&#x2DC;hugâ&#x20AC;&#x2122; any developer who wants to invest in our lovely city, the day to day business of providing our services needs to be addressed and delivered in a way that can satisfy everyone. I am aware and have locations of drains that need to be cleared, trees that need to be pruned on Pennine View, areas that flood, litter bin relocations, vandalism to trees and shrubbery and their locations, a gap in a hedge which needs to be addressed, lighting issues and drains that still rattle when driven over, the lack of weed spraying, even a small amount of graffiti plus much more. Despite all of this Parkland Village is still a lovely residential area and the reason for this is because you, the residents, take a great deal of pride in it and look after it, you are to be commended for all your efforts. I have been approached by some, to support the idea of a residents association for the area â&#x20AC;&#x201C; this can be done fairly easily and would take a little organising, a small amount of commitment and a couple of volunteers. I think it would be worth looking into. If you would like me to investigate this possibility and you would like to volun-

In the wider part of the ward I have similar concerns at Stockdalewath, Gaitsgill Dalston Village and Carlton. Please be assured that I tour the ward regularly and pick up on lots of issues on my own, but its essential and I rely on your good will to contact me if you want me to look into something immediately. I now have a website nicolaclarke.net which I blog regularly â&#x20AC;&#x201C; it has some good links â&#x20AC;&#x201C; I am still adding info to the site but it is up and running. On a completely different subject I was recently invited by Mike Mitchelson, Leader of the Council to accompany him to the twin town visit to Slupsk, as part of the Carlisle delegation. Believe me this was no â&#x20AC;&#x2DC;Jollyâ&#x20AC;&#x2122;, only four of us attended, however, we had a rather heavy schedule to complete. I was accompanied by my colleague Cllr Anne Quilter, a democratic officer Mr Dixon and the Leader, Cllr Mitchelson. The town twinning is of great importance to both Slupsk and Flensburg as they are able to access funding through the European Union to help develop and re-build their cities. War as are many of the older generation of the city who can still remember quite vividly, the time of occupation by the Germans and then the Russians. Their desire to both express their feelings and their generosity of spirit is overwhelming. We all did a huge amount of networking. Cllr Mitchelson was adamant that he needed a dynamic approach to the visit with continued input and progress from the delegation, once we had returned to Carlisle. Wild Mushroom Risotto with Parmesan & White Truffle Oil Serves 4

300g Arborio Rice 3 Shallots 1 Celery Stick 3pts Vegetable Stock 100g Butter 50g Girolle Mushrooms 1pkt Dried Porcini Mushrooms 50g Brown Cop Mushrooms 50g Oyster Mushrooms 2tbsp Grated Parmesan 2tbsp Marscapone Cheese Sea Salt & Pepper 1Tbsp Chopped Chives

1/ Bring the stock to the boil and keep simmering.

2/ Heat half of the butter in a deep heavy bottomed pan, add the chopped shallots, chopped celery and sweat off until soft.

Hi Folks,

3/ Stir in the rice and cook for 2 minutes then add a ladel at a time of the stock. Stir all the time until the liquid has all absorbed.

4/ Empty the contents of the dried mushrooms into a bowl then just cover with boiling water until soft, drain and keep both mushrooms & water aside.

5/ In a frying pan sweat off the mushrooms until golden brown along with the porcini then add to the risotto.

6/ Add the porcini water to the risotto, at this point the risotto should be firm to the bite, add salt & pepper. 7/ Stir in the marscapone chees giving a creamy moist texture, check the seasoning and divide between 4 warm plates.

8/ Scatter the parmesan and chives over and serve.

WARM WELCOME from myself aand Laura to our first ever Carleton Directory input. As you are aware your previous Police community support officer, Ange Busby, is now training to become a Police officer. She is doing well and is enjoying it, but says she does miss patrolling her “patch”. She will be back before we know it! I am aware Ange has given you a little information about us, but just to clarify things, Laura has been working the New Harraby area for nearly a year now, and I have just transferred to the area after working nearly three years in Upperby/Currock. We are out and about on every shift and please do not hesitate to stop us for a chat. Just to keep you updated on what we are doing in the area, we have started

another speedwatch project and even in the short time this has been ongoing it has been a success already. The scheme aims to share responsibility for addressing speed related offences between the community and the police. Schemes consist of active members of the community joining together to monitor speed at selected locations with the speed gun. The speed of the offending vehicles are recorded and passed to the local police. A “letter of caution” is then generated and sent to the registered
