Northern Relief Road Update
T
he Carlisle Northern Development Route with all its associated advantages and disadvantages has covered a lot of press space in the months since Balfour Beatty was appointed the preferred bidder in 2007. The project was initially held up when the original backer, Dexia pulled out. But what is happening now? On the 18th May it was stated in “Construction News” that Barclays, Helaba, National Australia Bank and SMBC were prepared to take on a matched proportion of the £90 million debt. Effectively if this is to be done financial closure on the project will be drawing very near, construction work will be ready to go and Balfour Beatty will begin the construction of the five mile single carriageway road linking J44 with the A595 at Newby West.
The County Council have been preparing the scheme for many years now and are keen to promote the benefits the route will bring. The easing of congestion associated with the traffic going into the city and the provision of links between West Cumbria, Scotland and the North East has also been particularly highlighted. There has also been the potential improvement to the local economy and employment prospects mentioned with special reference being made to Kingmoor Park. The Council has made its connections with the relevant organisations, which they state include Natural England, English

Overall crime on the Stanwix Urban has Ward shown a very s l i g h t increase in the last three months on the equivalent period last year but we are still PCSO Gavin Muir dealing with very small numbers and the ward still remains on of the safest places to live.
Vehicle crime has fallen by 62.5% and burglaries by 33%. We have however had increases on adjacent areas, particularly in the area of sneak in burglaries where the residents are often on the premises and have left windows and doors insecure. A recent ‘Streetsafe’ operation on Lowry Hill where in excess of 68 residents were spoken to several of them admitted to routinely or frequently leaving the front and other doors PCSO Louise Aiston unlocked whilst at home during the day, evening and in some cases overnight. All of them stated that they had not considered burglary to be a real risk in the area they live in. At this time of year we would also expect to see an increase in shed burglaries and cycle thefts and would encourage all residents to ensure that their sheds are secure and any property inside security marked. The focus of the North & East Neighbourhood Policing Team is to improve the quality of life for all its residents by targeting crime and anti-social behaviour and using imaginative initiatives to divert the youths on the area away from the criminal justice system. Youngsters from the city North area continue to attend the SAFE scheme at St Augustines Club on Briar Bank on a Tuesday evening where they take part in a variety of sporting activities offering an outlet for their energies at a time which had been demonstrated to have the high-

What can you do when cash yields nothing??
I
nvestors are facing another year of difficult decisions with interest on bank accounts dropping to near zero levels. Interest on UK current accounts was recently reported to average 0.1%. With higher risks associated with equities and other asset classes like property and fixed interest, many investors are wondering where to go next in order to maximise the returns on their savings. It is coming clearer by the day that the current economic recession is likely to be deep and prolonged due to the extent of the ongoing deleveraging process in the consumer, corporate and financial sectors. Recovery even on a subdued basis is not looking likely until at least 2010. Presently for UK equities the average historic dividend yield relative to cash is close to a record high and suggests good equity value.
Before clients consider other asset classes in order to increase their income or potential capital growth it is strongly recommended that they take Independent Financial Advice to ensure that any investment meets their risk profile and that they fully understand the greater risks involved with Equities, property, fixed interest and commodities.
Look Beyond The Banks
Many people are still relying on their banks for advice on their investments without realizing the advice is sometimes far from independent. We are all aware of the current state some of the banks are in because they haven't been able to manage their own risks yet they still ask their customers to trust them with their investments!

Sadly the days of having a local bank manager who looks after you personally have long gone and all staff from front line cashiers to Financial Advisers have sales targets to meet. To a bank, investment management is just another product to sell you. People should be aware there are so many other options but the most important thing is that they can get good quality independent financial advice from an independent adviser. A big concern is those retired people who have seen a drop of over 75% in the interest rates on their savings and we would urge these clients to find a good independent adviser and ask for a review.

Carol-Ann Ross

arol-Ann Ross and Karen Gill our adventurous local community staff nurses decided to recognise the work of our Macmillan Nurses and set about raising money by climbing Kilimanjaro. It may not be the easiest ways to raise money (of the 4000 people who attempt the climb each year only 1500 actually make it to the top) but the pair set about with a fervour in their attempts to raise at least £4000 each before beginning the ascent.
Not only were there the numerous charity events, quiz nights, bag packing and more to organise, but there was also the actual physical training to contend with.

The climb to the peak of Kilimanjaro would take 5 days and at 5 times the height of Snowdon it is no easy feat, especially with a 30 litre bag! Whilst Carol-Ann hiked many summits in the lakes and completed days of walking on the East coast, you are more likely to have seen her putting the miles behind as she walked one of her many routes around Carlisle. Nearly a year after her training had began it was time for the big event. It was 20th February 2009 and she was ready. Meeting up with her walking group of 22 and the local guides who were expertly led by Ralph, the walk began. Life was about to change; with blisters, long drop toilets, sub zero
temperatures, no washing facilities, a diet of porridge, carbs and popcorn the days passed and the altitude sickness began to take its toll. At a height of 19000 feet oxygen levels drop and breathing naturally becomes more difficult. Whilst Karen was unfortunately turned away from the summit due to sickness, Carol-Ann and fourteen others made it to the top
and in her own words the sunrise made the 12 months of hard work all worthwhile,
“It was just magical. The sun rising in an amazing array of colours; the reds, the whites, the blues and a spectacular view over the glacier. It was just wonderful.”
After taking her fill of the newly formed day it was time for the descent which Carol-Ann found to be quite troublesome, with all attention being given to the climb the speedy descent was an unexpected difficulty.
Now safely home, it is all credit to Carol-Ann and her group, that save waiting for last minute donations the group may just raise £100,000 pounds. An amazing achievement and one of which she should be proud to have been part of. Does successfully meeting such a difficult challenge change a person? Well Carol-Ann full of pride in her achievement believes she can now meet any challenge and who could argue the point, not me…So what next for our local explorer? You won’t be surprised to hear that she has her eyes set on the Arctic Challenge which involves 7 days of travel led by two ex-marines, all in aide of the Anthony Nolan trust. With travel by skidoo, sledging and foot we wish her all the best of luck. Personally I have no problem accepting heavy legs the day after a particularly good bike ride. Most sports come with the inevitable risk of injury with cycling no exception but the rewards outweigh the risk. Expecting the odd spill comes with the game. With hindsight avoiding icy roads and large hedge cuttings could have prevented many of my resident aches. I’m certain that the body rather likes having something to do. Without a challenge the smaller stabilising muscles simply drift off and become dormant. In my experience an event will trigger a slight niggle that generally disappears over a day or two. Our memories then fade and normal daily habits return and therein the problem begins. That little niggle may change the way we hold our posture. To begin with in such a small way it may be barely noticeable. Over time we adapt and cease to use many of those stabilising muscles. Our bodies are wonderful machines but they do need to be kept in fine tune. When everything works in sync we can control small aches and pains. What is more we can find them before
they manifest into something much more unnecessary. Prevention is very often the cure. We all, regardless of age and fitness, need some degree of fine tuning. Pilates is like no other form of movement. It helps everybody. One of the things it does time and time again is give confidence in those who have felt so rotten they have lost sight of how it feels to ‘move’ with any degree of ease. t last! Spring appears to have sprung with an array of flora appearing in our hedgerows, gardens and window boxes, whilst on the high street its FLORALS bursting thro’ from romantic delicate prints to big bold flowers, taking us from Spring to Summer. If however you are looking for something edgier, try graphic, abstract and psychedelic prints in major colour mixes, Alternatively Ethnic is back with embroidery and embellishments taken from the Aztec/tribal influences, wear as a statement piece or team more dramatic styles with subtle accessories.
‘Alternatively Ethnic is back with embroidery and embellishments...’ Colour is key this season whether it be in the form of vibrant prints or pretty florals in various colour combinations. So it’s time to be bold, express yourself and experiment. Colour is mood lifting giving a confident and positive look. Team bright reds with greens, purple with orange, blues with yellows, not forgetting the ubiquitous black and white; all of which provide a more exotic slant to the ice cream pallet of pistachio, pale berry and apricot and the softer metallic gold, ice blue and taupe which give a softer more feminine look (talking of feminine, ruffles which came to the fore in Autumn/Winter are still around for the Summer on jackets, blouses and particularly dresses, I digress, so back to colour) Pastel shades of pink, yellow and blue are great combined with the neutral

If you go for a dramatic style wear more neutral accessories and vice versa. AAADD- KNOW THE SYMPTOMS.....PLEASE READ! Thank goodness there's a name for this disorder. Somehow I feel better, even though I have it!! Recently, I was diagnosed with A.A.A.D.D. Age Activated Attention Deficit Disorder. This is how it manifests: I decide to water my garden. As I turn on the hose in the driveway, I look over at my car and decide it needs washing. As I start toward the garage, I notice mail on the porch table that I brought up from the mail box earlier. I decide to go through the mail before I wash the car. I lay my car keys on the table, Put the junk mail in the garbage can under the table, And notice that the can is full. So, I decide to put the bills back On the table and take out the garbage first. But then I think, Since I'm going to be near the mailbox When I take out the garbage anyway, I may as well pay the bills first. I take my cheque book off the table, And see that there is only one cheque left. My extra checks are in my desk in the study, So I go inside the house to my desk where I find the cup of coffee I'd been drinking. I'm going to look for my cheques,
But first I need to push the Coffee aside So that I don't accidentally knock it over. The Coffee is getting cold, And I decide to make another cup. As I head toward the kitchen with the cold coffee, A vase of flowers on the counter Catches my eye--they need water. I put the Coffee on the counter and Discover my reading glasses that I've been searching for all morning. I decide I better put them back on my desk, But first I'm going to water the flowers. I set the glasses back down on the counter, Fill a container with water and suddenly spot the TV remote. Someone left it on the kitchen table. I realize that tonight when we go to watch TV, I'll be looking for the remote, But I won't remember that it's on the kitchen table, So I decide to put it back in the den where it belongs, But first I'll water the flowers. I pour some water in the flowers, But quite a bit of it spills on the floor. So, I set the remote back on the table, Get some towels and wipe up the spill. Then, I head down the hall trying to Remember what I was planning to do.
At the end of the day: The car isn't washed The bills aren't paid There is a cold cup of coffee sitting on the counter The flowers don't have enough water, There is still only 1 cheque in my cheque book, I can't find the remote, I can't find my glasses, And I don't remember what I did with the car keys. Then, when I try to figure out why nothing got done today, I'm really baffled because I know I was busy all darn day, And I'm really tired. I realize this is a serious problem, And I'll try to get some help for it, But first I'll check my e-mail.... Do me a favor. Forward this message to everyone you know, Because I don't remember who the xx I've sent it to. Don't laugh -- if this isn't you yet, your day is coming!!

Personally I have no problem accepting heavy legs the day after a particularly good bike ride. Most sports come with the inevitable risk of injury with cycling no exception but the rewards outweigh the risk. Expecting the odd spill comes with the game. With hindsight avoiding icy roads and large hedge cuttings could have prevented many of my resident aches. arol-Ann Ross and Karen Gill our adventurous local community staff nurses decided to recognise the work of our Macmillan Nurses and set about raising money by climbing Kilimanjaro. It may not be the easiest ways to raise money (of the 4000 people who attempt the climb each year only 1500 actually make it to the top) but the pair set about with a fervour in their attempts to raise at least £4000 each before beginning the ascent.
Not only were there the numerous charity events, quiz nights, bag packing and more to organise, but there was also the actual physical training to contend with.

The climb to the peak of Kilimanjaro would take 5 days and at 5 times the height of Snowdon it is no easy feat, especially with a 30 litre bag! Whilst Carol-Ann hiked many summits in the lakes and completed days of walking on the East coast, you are more likely to have seen her putting the miles behind as she walked one of her many routes around Carlisle. Nearly a year after her training had began it was time for the big event. It was 20th February 2009 and she was ready. Meeting up with her walking group of 22 and the local guides who were expertly led by Ralph, the walk began. Life was about to change; with blisters, long drop toilets, sub zero
temperatures, no washing facilities, a diet of porridge, carbs and popcorn the days passed and the altitude sickness began to take its toll. At a height of 19000 feet oxygen levels drop and breathing naturally becomes more difficult. Whilst Karen was unfortunately turned away from the summit due to sickness, Carol-Ann and fourteen others made it to the top
and in her own words the sunrise made the 12 months of hard work all worthwhile,
“It was just magical. The sun rising in an amazing array of colours; the reds, the whites, the blues and a spectacular view over the glacier. It was just wonderful.”
After taking her fill of the newly formed day it was time for the descent which Carol-Ann found to be quite troublesome, with all attention being given to the climb the speedy descent was an unexpected difficulty.
Now safely home, it is all credit to Carol-Ann and her group, that save waiting for last minute donations the group may just raise £100,000 pounds. An amazing achievement and one of which she should be proud to have been part of. Does successfully meeting such a difficult challenge change a person? Well Carol-Ann full of pride in her achievement believes she can now meet any challenge and who could argue the point, not me…So what next for our local explorer? You won’t be surprised to hear that she has her eyes set on the Arctic Challenge which involves 7 days of travel led by two ex-marines, all in aide of the Anthony Nolan trust. With travel by skidoo, sledging and foot we wish her all the best of luck. The focus of the North & East Neighbourhood Policing Team is to improve the quality of life for all its residents by targeting crime and anti-social behaviour and using imaginative initiatives to divert the youths on the area away from the criminal justice system. Youngsters from the city North area continue to attend the SAFE scheme at St Augustines Club on Briar Bank on a Tuesday evening where they take part in a variety of sporting activities offering an outlet for their energies at a time which had been demonstrated to have the high-

What can you do when cash yields nothing??
I
nvestors are facing another year of difficult decisions with interest on bank accounts dropping to near zero levels. Interest on UK current accounts was recently reported to average 0.1%. With higher risks associated with equities and other asset classes like property and fixed interest, many investors are wondering where to go next in order to maximise the returns on their savings. It is coming clearer by the day that the current economic recession is likely to be deep and prolonged due to the extent of the ongoing deleveraging process in the consumer, corporate and financial sectors. Recovery even on a subdued basis is not looking likely until at least 2010. Presently for UK equities the average historic dividend yield relative to cash is close to a record high and suggests good equity value.
Before clients consider other asset classes in order to increase their income or potential capital growth it is strongly recommended that they take Independent Financial Advice to ensure that any investment meets their risk profile and that they fully understand the greater risks involved with Equities, property, fixed interest and commodities.
Look Beyond The Banks
Many people are still relying on their banks for advice on their investments without realizing the advice is sometimes far from independent. We are all aware of the current state some of the banks are in because they haven't been able to manage their own risks yet they still ask their customers to trust them with their investments!

Sadly the days of having a local bank manager who looks after you personally have long gone and all staff from front line cashiers to Financial Advisers have sales targets to meet. To a bank, investment management is just another product to sell you. People should be aware there are so many other options but the most important thing is that they can get good quality independent financial advice from an independent adviser. A big concern is those retired people who have seen a drop of over 75% in the interest rates on their savings and we would urge these clients to find a good independent adviser and ask for a review.
If you are in a position where you rely on your savings for income or you are unhappy with current savings returns you may find a great deal of benefit in reviewing your current investment choices to either increase your income or grow your capital over the longer term. Please remember that other forms of investment carry a greater degree of risk and that the value of the investments can fall as well as rise and it is imperative that you seek advice prior to investing.

Northern Relief Road Update
T
he Carlisle Northern Development Route with all its associated advantages and disadvantages has covered a lot of press space in the months since Balfour Beatty was appointed the preferred bidder in 2007. The project was initially held up when the original backer, Dexia pulled out. But what is happening now? On the 18th May it was stated in “Construction News” that Barclays, Helaba, National Australia Bank and SMBC were prepared to take on a matched proportion of the £90 million debt. Effectively if this is to be done financial closure on the project will be drawing very near, construction work will be ready to go and Balfour Beatty will begin the construction of the five mile single carriageway road linking J44 with the A595 at Newby West.
The County Council have been preparing the scheme for many years now and are keen to promote the benefits the route will bring. The easing of congestion associated with the traffic going into the city and the provision of links between West Cumbria, Scotland and the North East has also been particularly highlighted. There has also been the potential improvement to the local economy and employment prospects mentioned with special reference being made to Kingmoor Park. The Council has made its connections with the relevant organisations, which they state include Natural England, English

Overall crime on the Stanwix Urban has Ward shown a very s l i g h t increase in the last three months on the equivalent period last year but we are still PCSO Gavin Muir dealing with very small numbers and the ward still remains on of the safest places to live.
Vehicle crime has fallen by 62.5% and burglaries by 33%. We have however had increases on adjacent areas, particularly in the area of sneak in burglaries where the residents are often on the premises and have left windows and doors insecure. A recent ‘Streetsafe’ operation on Lowry Hill where in excess of 68 residents were spoken to several of them admitted to routinely or frequently leaving the front and other doors PCSO Louise Aiston unlocked whilst at home during the day, evening and in some cases overnight. All of them stated that they had not considered burglary to be a real risk in the area they live in. At this time of year we would also expect to see an increase in shed burglaries and cycle thefts and would encourage all residents to ensure that their sheds are secure and any property inside security marked.
