DIRECTOR’S WELCOME LETTER Greetings: Congratulations and welcome to the Department of General Services! As the department’s Director, it is my pleasure to welcome you. We are delighted that you are joining our team as a new employee. Your role is critical in fulfilling the mission and goals of our department, which is to build, maintain, and sustain the District of Columbia’s real estate portfolio, which includes more than 191 million square feet of state-of-the art facilities in Washington, DC. This work allows the agency to foster economic viability, environmental stewardship, and equity across all eight wards of the District. We look forward to having you join us in capital construction, contracts and procurement, facilities management, portfolio management, protective services, sustainability and energy management or in one of our administrative services or staff support services divisions to ensure that we work to fulfill the real estate needs of the District of Columbia in service to our citizens, businesses and visitors to the city. Our responsibilities at DGS, not only impact the city locally, but as the Nation’s Capital, we can also affect the entire world with the services we provide. At DGS, every job is important! As you participate in the new employee orientation and onboarding process to begin your tenure at DGS, please keep our mission at the forefront in performing your daily job responsibilities. As a new DGS employee, you are joining a team of employees, supervisors, managers and leaders who contribute passionately to our mission in their respective organizational roles. The fact that we are comprised of a diverse and inclusive workforce provides us with a wealth of creativity, knowledge and resources from which we can withdraw an endless supply of skills and talents to serve the community. “BUILD MAINTAIN SUSTAIN“ DGS’s BACKGROUND: • The Department of General Services (DGS) was established in 2011 to provide costeffective, centralized facility management services by assuming the functions and responsibilities of the Department of Real Estate Services (DRES), the Office of Public Education Facilities Modernization (OPEFM) and the capital construction and real property management functions of several District agencies.

WHEN WE WORK: • DGS’ official business hours are from 9:00 am to 5:00 pm, Monday through Friday, except for official holidays. Your direct supervisor will assign you to a tour of duty, including what time you will be expected to start and finish word each day, as well as two paid scheduled fifteen-minute breaks. An employee’s daily tour of duty includes a thirty-minute unpaid lunch break. Regardless of the shift to which you are assigned or your eligibility for overtime pay, all employees are responsible for working a full 8-hour day and a 40-hour work week.
HOW WE DRESS : • DGS employees are expected to dress in professional business attire Mondays through Fridays, and business casual attire on Fridays. DGS employees who are required to wear a uniform must dress in compliance with the Uniform Policy of their respective operational division.

DGS MISSION, SERVICES & PARTNERS OUR MISSION: • The mission of the Department of General Services (DGS) is to build, maintain, and sustain the District of Columbia’s real estate portfolio, which includes more than 191 million square feet of state-of-the-art facilities in Washington, DC. This work allows the agency to foster economic viability, environmental stewardship, and equity across all eight wards.
OUR SERVICES: • Whether it’s managing capital improvements and construction, covering utility and energy services such as electricity, steam, and water, providing specialized maintenance at schools, or providing security at key District facilities, DGS provides a multitude of targeted services across the city for its partner-agencies and members of the public. OUR PARTNERS: • As the District’s ‘implementing’ agency for partner-agencies with a need for expanded facility space – be it a new educational trade academy, creating a new daycare center, or identifying properties to install and manage a solar panel array – DGS collaborates with the partner-agency team to successfully realize that project – from design concept to handing over the keys. DGS’S LEADERSHIP & SENIOR MANAGEMENT TEAM OFFICE OF THE DIRECTOR THE ROLE OF THE DIRECTOR: • The Director serves as the Chief Executive Officer within the department, the highest ranking executive official of the department. The Director is responsible for providing the overall leadership and management to the department’s various core operating divisions and core administrative support services by setting the organization’s culture, vision, mission, goals and values and providing strategic planning, policy development, performance measures, accountability, service integration and customer service. The director’s office administers the day-to-day operations of the department, including operating and capital budget preparation and administration, training, contract management logistics, facilities support and human resources. As the Chief Executive Officer within the department, the Director is also responsible for the overall performance of the department and ensuring that the department’s performance management processes are implemented fully and in compliance with the district’s performance management policies, procedures and systems.

DGS’S LEADERSHIP & SENIOR MANAGEMENT TEAM OFFICE OF THE DIRECTOR THE ROLE OF THE CHIEF OPERATING OFFICER: • The Chief Operating Officer is responsible for the day-to-day operations of the department’s various core operating divisions. The Chief Operating Officer reports to the Director. The Chief Operating Officer oversees the department’s capital construction, contracting and procurement, energy and sustainability, facilities management, portfolio management and protective services divisions.
THE ROLE OF THE GENERAL COUNSEL: • The General Counsel serves as the department’s legal advisor and counsellor. The General Counsel is a member of the Attorney General’s staff with a dotted-line report to the department’s Director. The General Counsel provides legal advice, review and support to the DGS’s leadership, management and staff. The General Counsel represents DGS in legal matters; reviews documents for legal sufficiency; interprets law; reviews claims and Freedom of Information act (FOIA) requests; provides legal opinions; review grievances; liaisons with the DC Attorney General’s office; and serves as DGS’s ethics counselor.
THE ROLE OF THE CHIEF FINANCIAL OFFICER: • The Chief Financial Officer serves as the department’s fiscal officer. The Chief Financial Officer reports to the district’s Chief Financial Officer with a dotted-line report to the department’s Director. The Chief Financial Officer provides financial and budgetary information to the department’s core operating divisions and core administrative and staff support services in order to ensure the appropriate collection, allocation, utilization and control of the city’s and the department’s resources. The Chief Financial Officer is responsible for the department’s budget development and monitoring; revenue and expenditures projections, tracking and reporting; capital project closeouts; fund certifications and the annual financial report.

DGS’S LEADERSHIP & SENIOR MANAGEMENT TEAM OFFICE OF THE DIRECTOR THE ROLE OF THE CHIEF ADMINISTRATIVE OFFICER: • The Chief Administrative Officer is responsible for overseeing the administrative support services of the department. The Chief Administrative Officer reports to the Director. The Chief Administrative Officer manages the department’s administrative services, information technology and resource allocations administrative support functions.
THE ROLE OF THE CHIEF OF STAFF: • The Chief of Staff is responsible for the coordination of the department’s support staff. The Chief of Staff reports to the Director and serves as the principal staff liaison between the Director and the support staff. The Chief of Staff oversees the department’s internal and external communications, human resources and training and development, fleet management, performance management, certified business enterprise inclusion and risk management support functions.

CORE OPERATIONS DIVISIONS OUR DIVISIONS: • DGS is a District of Columbia government agency comprised of more than 700 skilled employees working dynamically through six divisions to create new, and manage existing, district-owned and leased properties. Our people hold expertise in the areas of architecture, design, and construction, building management and maintenance, real estate management, and security at more than 840 real properties across the city. CORE OPERATIONS DIVISIONS CAPITAL CONSTRUCTION DIVISION: MISSION: To deliver quality, efficient and functional capital projects on-time and on-budget.
CORE SERVICES: The Capital Construction Division ensures the effective and efficient management, planning, modernization, construction and renovation of public safety, municipal and recreation facilities for the District. The Division implements and manages public building needs through the DGS Capital Improvements Plan for most District government agencies including: • Rehabilitation of existing properties and construction of new facilities. • Ensuring the timely and cost-effective delivery of superior quality engineering and design. • Construction, as well as a variety of other technical services, on all relevant capital development projects in the Plan. CORE OPERATIONS DIVISIONS CONTRACTING & PROCUREMENT DIVISION: MISSION: In support of Department of General Services (DGS), the mission of the Contracting and Procurement Division (C&P) is to ensure the delivery of new or modernized, wellequipped, well-maintained, safe and secure buildings and facilities for the benefit of District residents and employees. The Department seeks to promote the efficient and effective management of the District’s real estate interests and the procurement process is intended to deliver goods and services, including construction services, in a timely, economical and effective manner. The Contracting and Procurement Division list as its core values honesty, integrity, transparency, accountability, fair competition, economy, efficiency, and value for our money. The Division also firmly believes in the fundamental importance of trust, openness, teamwork, professionalism, and pride in what they do.
CORE SERVICES: The Contracts and Procurement Division (C&P) is a forward leaning, multi-faceted acquisitions operation, committed to advancing transparent, accountable, and efficient procurement practices in support of DGS’ mission. The Contracting & Procurement Division provides service and support to DGS in procuring goods and services that fall into the following categories: • • • • •

CORE OPERATIONS DIVISIONS FACILITIES MANAGEMENT DIVISION MISSION: The Facilities Management Division provides clean, safe and operational work, living, learning and play environments for District agencies, emergency responders, residents and visitors through effective and efficient facilities management and maintenance.
CORE SERVICES: The Facilities Management Division executes its mission by providing the following core services: • Building Security: Across the District, building security is a large piece of keeping our people safe. DGS’s Protective Services Division, in combination with the Metropolitan Police Department and security contractors, works diligently to protect our city’s investments, residents and visitors. • Employee Parking: The Facilities Division of DGS oversees the employee parking program at various District facilities. This includes issuing permits, parking lot maintenance and quality assurance. Employees interested in participating in the parking program should contact their Agency Parking Program Coordinator. Public parking is limited at most District facilities and DGS encourages constituents and visitors to use public transportation. • Emergency and Safety Alliance (ESA): The Emergency and Safety Alliance (ESA) was formed as an interagency team to plan, implement, manage and sustain emergency response planning at the individual building level in the District of Columbia. • Healthy Public Building Act Compliance: DGS periodically assesses public buildings to identify environmental risk including indoor air quality, mold or mildew, pests and pesticides, hazardous materials, asbestos, lead-based paint, lead in drinking water, and radon; and works with the Department of Energy and the Environment (DOEE) and the Department of Health (DOH) to produce and implement protocols designed to protect human health and the environment and to maintain the healthy status of the District’s buildings. • DGS Cooling Season: The Department of General Services works with all District of Columbia government properties in April of each year to transfer the properties’ heating, ventilation, and air conditioning (HVAC) systems from heating to air conditioning.

CORE OPERATIONS DIVISIONS PORTFOLIO MANAGEMENT DIVISION: MISSION: The Portfolio Management Division manages and secures contracted lease space for the District, and identifies and develops plans for short, medium and long-term real estate needs.
CORE SERVICES: The Portfolio Management Division of DGS provides multiple services to both District agencies and its constituents. The division both manages and secures over three million square feet of contracted lease space for 84 agencies throughout all eight Wards of the District. DGS carries out a broad range of real estate management functions. In addition to managing Capital Improvement and Construction programs for a variety of District government Agencies, DGS also: • • • • • •

Executes real property acquisitions by purchase or lease Disposes of property through sale, lease or other authorized method Manages space in buildings and adjacent areas Implements strategic real estate plans End to end service delivery of all real estate Work with members of Client-Agency management to forecast client real estate requirements during budget cycles and oversee input of budget data into the tool (tenant forecast and projects) Identify and develop plans for short, medium and long-term real estate needs and coordinate the resources necessary to meet those needs Ensure that the real estate objectives and the implementation of strategic real estate plans are clearly and appropriately communicated to the client-agencies and other departments Provides building management services for facilities owned or operated by the District Ensure that the SmartDGS database is maintained with timely, accurate and up-to-date occupancy, project and Asset Management information On an ongoing basis Portfolio is responsible for locating and negotiating a diversity of space needs such as office space, warehouse space, parking facilities and human service demands, such as shelters

CORE OPERATIONS DIVISIONS In addition to providing services to District agencies, Portfolio also provides services to constituents through unique programs such as managing Eastern Market and leasing out the Food Courts at One Judiciary Square and spaces that are owned by the District.
PROTECTIVE SERVICES DIVISION: MISSION: The Protective Services Division coordinates, manages and provides security service for District Government facilities through the use of Special Police Officers and Security Officers, Civilian Employees and Contractors.
CORE SERVICES: The DC Protective Services Police Department was officially created in 1973, when the Government of the District of Columbia was granted Home Rule from the US Congress. At that time, officers from the Federal Protective Service (FPS) were transferred to the DC Protective Services Division of DGS and given the responsibility for areas designated as under the control of the local government. The District of Columbia Protective Services Division (PSD), became and is the police force responsible for law enforcement activities and physical security of all properties owned, leased or otherwise under the control of the Government of the District of Columbia. The Protective Services Division also provides additional security for special events upon requests for the following: • • • • • • •
VIP/Special Visitors who require enhanced security Large scale training events Meetings or events expecting a large number of attendees Any event outside of normal business hours Reductions in Force (RIF) Protests Rallies

CORE OPERATIONS DIVISIONS SUSTAINABILITY & ENERGY MANAGEMENT DIVISION: MISSION: The DGS Sustainability & Energy Division (DGS-SE) is responsible for managing the expenditures and sustainable consumption of a wide range of commodities and resources used in the construction, operation, and maintenance of the District’s real estate portfolio. The DGS portfolio provides workspace to 77 agencies, serves more than 100,000 occupants each weekday, and is composed of 33 million square feet of space across over 400 buildings. DGS-SE program areas include data, technology, and education; climate and energy; water and stormwater; waste, recycling, and composting; and health, safety, and high-performance design and operation.
CORE SERVICES: The DGS Sustainability & Energy Division makes existing and new DGS buildings the most environmentally sustainable, comfortable, and resource efficient of any city in the United States. DGS-SE uses sustainability to positively impact the District’s occupants, students and visitors, and reduce the environmental burden of District owned buildings. DGS-SE has three core objectives: 1. Limit portfolio resource consumption and environmental impacts 2. Deliver cost savings to District taxpayers and agencies 3. Increase digital control and system knowledge of building portfolio The work of DGS-SE also supports the citywide climate and sustainability goals to move the District to a Carbon Neutral and Climate-Resilient City by 2050 which includes the following targets: • Reduce greenhouse gas emissions by 50% by 2032 • Increase the use of renewable energy to make up 50% of the District’s energy supply • Cut citywide energy use by 50% DGS-SE takes concrete and bold steps, primarily through utility purchasing and energy efficiency strategies, to move the city closer to achieving the Mayor’s ambitious sustainability goals. DGS-SE’s work saves taxpayer dollars and boosts the local green economy.

DGS’S CORE ADMINISTRATIVE & STAFF SUPPORT SERVICES ADMINISTRATIVE SERVICES: Administrative Services provides administrative and logistical support services to DGS’s operations divisions and its core administrative and support services staff, including the procurement and delivery of office machines, equipment, furniture, supplies and materials and the management and maintenance of equipment and inventory, supplies, mail and messenger services. The department’s reproduction, transportation and fleet management; and facilities management and space planning services are also managed by administrative services.
INFORMATION TECHNOLOGY: Information Technology manages DGS’s information and technology systems and its network infrastructure, to include automated processes and telecommunications systems; computer workstation setup and support; applications development; website and inter and intranet management; network and computer hardware and software support; long and short-term asset planning; the development, implementation and management of IT policies and procedures; and information services to staff so they can use technologies to produce, communicate and manage information.

LEGISLATIVE AFFAIRS: Legislative Affairs is responsible for the development and implementation of strategies to advance DGS’s legislative initiatives and other interests relating to the District of Columbia Council and the United States Congress. Legislative Affairs articulates the department’s position on legislation proposed by the Council and Congress, facilitates the appearance of department witnesses at Council and Congressional hearings, and develops and coordinates legislative initiatives before the Council. These functions facilitate the department’s cooperative and productive relationships with the Council and Congress.

DGS’S CORE ADMINISTRATIVE & STAFF SUPPORT SERVICES EXTERNAL AFFAIRS: Public serves as the principal department liaison for the dissemination of news and the release of information to broadcast media, TV and radio, and the print media. External Affairs is also responsible for the department’s branding, projecting the department’s visual and professional image in publications, multi-media presentations, exhibits and all printed and promotional materials produces by the department.
HUMAN RESOURCES MANAGEMENT: The DGS Human Resources Management is responsible for recruiting, hiring and retaining a well-qualified and diverse staff; ensuring a safe, drug and alcohol-free work environment; and for providing services that strengthen organizational and individual performance; human resources/personnel advice, information and support to managers, supervisors and employees on employment and labor relations, leave and payroll issues; and offering and/or managing access to learning, development and training programs, licensing and certification opportunities for DGS employees. • Hearing Officer: The Hearing Officer serves as the department’s neutral party who is responsible for reviewing employee proposed and summary removal proposals. The Hearing Officer is the official, other than the proposing official, who has no direct and personal knowledge (other than hearsay that does not affect impartiality) of the matters contained in a proposed removal action or a summary removal notice, and is designated by the agency head who, pursuant to DPM General Discipline and Grievances, Chapter §1612, review the proposed removal action or the summary removal notice, as applicable, and the employee’s response, if there is one, conducts a hearing where appropriate, and makes recommendations regarding the proper course of action.
