In line with this, several attempts have been made to introduce robotics in school education from kindergarten to high secondary school (K-12) in subjects other than science, mathematics and technology. It is likely that the use of robots in the classroom will help students to explore diverse career paths. Moreover, robotics is a perfect way to show students that engineering and IT can be fun by making abstract knowledge concrete. Working with robots enhances creative problem solving techniques. What is a robot? Robots can be defined as programmable machines or gadgets that can be used in place of humans to perform a range of tasks by executing input commands. As the world looks forward to a fullfledged Artificial Intelligence (AI), it is expected that the robots will soon have more advanced features. For example: Alexa, a voice bot by Amazon, has already made headlines with its ability to learn new skills through its sound interface. Humanoids like Hanson Robotic’s Sofia are another pointer to how the world is moving quickly into a future of robots. In fact, the pilot tests that have been carried out on a number of modern creations reinforce the message that robotic capabilities will closely resemble to those of humans.

It is important to note that innovation in school education should not be limited to introduction and access to a new technology. Education innovation is a broad term that includes appropriate educational philosophy, curriculum and learning environment among others. These factors are important for any educational innovation to become successful. Similarly, introduction of robots should be considered as introduction of new tool. It is the teaching-learning/pedagogical practices that will determine the learning impact coming from robotic applications.
How far has the development of robotics come? Modern robotics began in the early 1950s, when George C Devol created a robot called “Unimate”. The machine was programmable, a concept that still applies to modern techniques. Joseph Engleberger, a businessman and engineer, bought Unimate in the 1960s and began mass production of robots. To date, Joseph Engleberger is referred to as the father of the modern robotics industry. Today, advanced robotics continues to surprise those of us who couldn’t have fathomed the existence of AI bots like Sofia, Siri, Alexa, Cortana, and Google Assistant. But thanks to tech giants like Amazon, Google, Microsoft, Apple, and others that continue to set the pace, this sector is something to marvel at.

‘Why India Needs a New Education Policy?’
W
hy India needs a new education policy? As history is replete with examples of a broken education system and if we wish to achieve sustainable development, we need to transform the education system,” said Dr Rajendra Pratap Gupta, Member, National Education Policy Committee, Ministry of Human Resource Development, Government of India. He was speaking at the World Education Summit organised in November 2017 in Dubai. The Summit was organised in partnership with the Knowledge and Human Development Agency (KHDA), Dubai. It brought together top decision-makers from Government and public sector for exchange of ideas on best practices, trends, challenges and growth opportunity in education ecosystem. Describing about the importance of education in a nation’s development, Dr Gupta said, “Some of the policymakers believe that education and health are the areas where we will focus on only after the country becomes developed. It is not like that. If the public is neither healthy nor educated, it is very difficult to imagine development of any country. Economic growth without improvement in education and health cannot facilitate development.” Citing the examples of Singapore and Medellin — a city in Colombia, Dr Gupta stated that the one of the major reasons behind the 180 degree transformation of the aforesaid places is the good quality education. Explaining about the growing demand of technology across the world, Dr Gupta stated, “Digitisation and Automation will drastically change the education and employment scenario.” In this context, he also referred a study by McKinsey Global Institute that suggests that in coming future few occupations will be fully automated whereas the 60% of all the occupations across the world have a chance of 30% automation. Describing about the flaws of the education system, Dr Gupta referred Charles Darwin and Gregor Johann Mendel who used to be sailor and priest respectively. He said, “If the two eminent scientists have to follow the education system of bachelors’ degree and ahead, they will never be to achieve that they had.” “We need to understand the importance of technology and also need to leverage the same through our education policy so that we can generate more job opportunities for our students,” he added. Our first National Education Policy (NEP) was launched in

1968. 18 years later, we implemented the second education policy which got revised in 1992. 25 years later to that we are taking about drafting a new education policy. Describing about the changes that have been witnessed and that India as a country needs to focus on, he said, “Since the last National Education Policy, India has liberalised its economy, India’s population has witnessed a massive growth of 65%, there is a paradigm shift in every sector globally, Signing of the Washington Accord, and most India needs to add one million jobs every month. These all are the factors that need to be focused on in the National Education Policy (NEP).” As the New Education Policy of India is likely to be implemented in few months, Dr Gupta’s above speech was quite a bit relevant in today’s scenario. There are only speculations about the various norms that may or may not be the part of the education policy. The education policy must include three very important aspects: Incorporating processes to be in sync with the global trends, effective skill training to boost employability and effective implementation of technology to improve teachinglearning processes. The draft NEP was submitted to the new HRD Minister Ramesh Pokhriyal Nishank on May 31, following which it was made public for feedback and suggestion.

‘OUR MAIN FOCUS IS TO IMPROVE QUALITY OF EDUCATION’ Starting from June 2019, a massive campaign will be launched to increase class attendance in schools, as in each class quality of education depends on the knowledge from the previous class. This will be a non-financial intervention that would be taken up by involving parents, NGOs, media, self-help groups (SHGs), says Dr B Janardhan Reddy, Secretary, School and Higher Education Department, Government of Telangana, in an interview with Sudheer Goutham B of Elets News Network (ENN). What are your plans to improve quality of education in the state? I fully concur with Indian economist Amartya Sen’s observation that physical absence of students in government schools is rampant due to poverty, ill-health and festivals among other reasons. Physical absenteeism leads to mental absenteeism which results in poor quality of education. As per a study by an annual certification agency, ACER, in the government schools of India, a Class 10 student has knowledge equivalent to a student of 5th standard and a Class 5 student has the knowledge standards of a Class 1 student. Even an international agency’s (PROBE) study in Tamil Nadu and Himachal Pradesh as also in other countries, the same results were found to be true. In their ranking on quality of education, India stood 71st. The point I want to make is that we are spending so much in education, for instance, Telangana government spends Rs

What are the initiatives you would take up for school infrastructures, education access in the remote areas and girl child education in the states? The Central and state governments’ efforts in the last few decades to increase number of schools and class rooms, toilets, computer and science labs, sports facilities among other infrastructure have resulted in adequate number of schools and access to education even in small hamlets. Even the girl and boy student ratio is in good numbers at enrollment stage and also at various stages of

school education. Unlike earlier, the girl student ratio in the schools has improved.
What are the reforms you are planning to bring in the education systems right from the foundations? Since we have increased the expenditure in education; the main focus is to bring about the improvement in quality of education. We intend to make students feel that they are part of the system. The intelligence quotient varies from one student to the other; some may be good at academics, some in sports, music and other extracurricular activities but average in academics. Hence, the group committees of students I am forming would be for five different purposes with defined roles and responsibilities. One committee would be on attendance monitoring, second on academic monitoring, third on science and technology, fourth on health & hygiene and fifth on sports and culture. After a period of one to two months, the students of one committee will be transferred to another committee. This initiative will ensure that at a given stage each student will be part of one committee. This way the student would feel a part of the system. For instance, the student in attendance committee would visit the houses of absentee students and counsel them and their parent. In this process, the student becomes a teacher and will develop a sense of responsibility and bring the change in him or herself. A student of Attendance Committee would see that he is not an absentee. Similarly, the student of Health & Hygiene Committee would maintain hygiene conditions. Not following the norms and conditions, he or she would be questioned by their conscience or by others. This will improve their participation and performance

12,000 crore directly and Rs 2,403.76 crore in the form of scholarships and other ways. The state government spends around Rs 50,359 per student in government school per annum and Rs 1,00,000 per student in residential schools. Telangana state has the highest number of residential schools as it is committed to provide quality education to the students from the poor financial backgrounds. But how do we get the value for the money spent and improve the quality of education is our major focus. Starting from June 2019, we will launch a massive campaign in the state to increase class attendance in schools, as in each class quality of education depends on the knowledge from the previous class. This will be a non-financial intervention that we would take up by involving parents, NGOs, media, self-help groups (SHGs) headed by government agencies involved in elimination of poverty in urban and rural areas. We had detailed discussion on this with these agencies of SHGs. Over one lakh SHGs would be involved in this programme to sensitise the poor on consequences of not attending the school classes.

irrespective of their intelligence quotient. Many students feel inferior given their illiterate parental background, less IQ, not able to understand what is being taught in the class, and hence they avoid the classes at the slightest available opportunity. The above mentioned reforms would bring in significant improvement.
What are your plans in place for educators to bring reforms in the education system and improve education quality? Usually the teachers in government schools are the most qualified and meritorious as they are brought into the government system after intense efforts and thorough examination methods. For instance, recently the Telangana State Public Service Commission has recruited over 7,000 members out of 2,77,374 applicants who were merits in their graduates and post-graduate studies and also could secure top ranks in certain national and state level tests. Basically, there is no mystery about the potential of teachers in government schools. However, the general impression is that they do not contribute as much as they are supposed to once they enter into the government system. Their potential to contribute to the education system is hidden. I plan to bring in certain exercise in the work system that would encourage them to love their work or jobs and deliver the best. These exercise and methods I introduced in GHMC and previous departments that I headed and yielded best results. It
mainly involves the reminder stickers at their workstations to love their jobs and introspection to improve the education system. Monitoring and biometric systems on working hours of educators would not help much in bringing the change.
Most of your initiatives are about bringing the reforms at the primary and school level education. What are your plans for Higher Education? In our analysis, it is found that the quality of education at the research, post graduate, graduate, intermediate and school level education has an organic link with the foundation of its previous level of education. Recently, I happened to interact with the directors, and teaching staff at Indian Institute of Chemical Technology (IICT). They had to tell that the knowledge foundation of the student streams, (required to excel in the research education) coming from universities to the research institutes are not up to the mark. When I had review meetings and interacted with vice chancellors and teaching staff of universities on the matter, they had to say the same thing for the education foundation at intermediate education level, and intermediate education staff had to say similar things about the school level education standards. Eventually it is boiling down to the basic foundation of education at school level. However, since the school education, higher education and research level studies come under my limits; we will be taking up holistic approach for the solution as the problems are different

In your stint as the GHMC Commissioner, you also tried to involve the students of school and other educational institutions in Hyderabad for the Swachh Bharat Mission. Now, with all the educational institutions from the primary to research level education under you, how do you see the opportunity for cleanliness campaigns? Since you mentioned about waste management, a lot can be done with regards to sanitation. There are over 38,000 government and private schools in Telangana. Furthermore, over 11 universities and several intermediate and degree colleges with over 10 lakh students studying in them are functioning in the state. Now, we can universalise the cleanliness campaign. Earlier, I was struggling to involve the students in the mission of cleanliness. It is my duty and obligation to indoctrinate the principals of ‘Swacchata’ in the students and make them ‘Swachh Doots’ (cleanliness campaigners). Across the government schools and educational institutions, I am forming exclusive committees of students in each class on five different subjects. One of the committees will be on health & hygiene, which will have a group of five students. For instance, 30 students in each class will be part of different committees and one of the committees would be on Swachata to be called as health committee. These committees will ensure cleanliness in class rooms, school, their individual houses and also at least 10 houses in their neighbourhood. After two to three months of training, the members of one committee will be transferred to another committee. So, by end of the year, all the students will become Swachh Dhoots. As an education secretary, I can take up the cleanliness campaign not just in Greater Hyderabad but also across the state. I tried this earlier as the GHMC Commissioner and was partly successful in my efforts.
What is the integral link you see between ‘Swachhata’ and quality of education? In one of the researches on Indian education,

it was found that on any given day, 33 percent of students and 20 percent of teachers in government schools are found absent. Out of 365 days in a year, 220 are working days. And in those working days, about 50 percent of the time students and teachers do not come across eye-toeye. Even in those teacher-student contact days there would be festivals and elections among other distractions. It has been estimated that out of 365 days in a year only for about 50-55 days students and teachers are together in the class rooms. There are varied reasons for absenteeism. One of the main reasons is ill-health of either students or the teacher. About 50 countries across the globe have eradicated most of the diseases which we continue to encounter and suffer from like pneumonia, dysentery, tuberculosis, typhoid among other communicable diseases, which are caused due to unhygienic practices and passed on through contaminated water, air or touch. Through sensitisation drives on health and cleanliness, the downsides can be dealt with effectively resulting in improved class room attendance, education and of course decreased financial distress caused to the families of students and teachers due to health ailments.
Waste Management and cleanliness has been the subject of your passion. Several of your initiatives as the Commissioner of Greater Hyderabad Municipal Corporation (GHMC) and Commissioner & Director of Municipal Administration (CDMA) in this regard have been exemplary and been recognised and adapted nationally. How do you see the subject education? Education has always been a subject of my passion ever since the beginning of my career in 1990 and it is still close to my heart today when I have become the Education Secretary for the state. It was purely out of my passion that so far I have visited over 2,000 schools in Telangana, Andhra Pradesh and also in other states in India and abroad. As our former president and scientist Dr. APJ Abdul Kalam had said: ‘If you have time, money and other resources invest them in education of children as it will help them shape their lives, become self-sufficient and support their family, friends and the country.’ I believe and live by that philosophy.

Government’s farreaching reforms to improve quality and access to education In a bid to provide quality education to all, the Government of India has launched several initiatives in last few years. These initiatives are related to technological advancements, improved curriculum, better infrastructure, teachers’ training and others. Akash Tomer of Elets News Network (ENN) explores about some of these initiatives.
T
he Government of India has initiated major educational reforms aimed to improve the quality and access to education across the country. Setting up smart classes in government schools, emphasis on teachers training new premier higher education institutions have been opened across the country, interaction with globally renowned eduleaders, opening new higher education institutes across the country are among many such initiatives that have helped the education sector to better the pedagogical approaches, curriculum and learning outcomes among students.
Few of the initiatives are as follows:
SWAYAM MOOCs Portal: Study Webs of Active learning for Young Aspiring Minds (SWAYAM) is an indigenous Massive Open Online Courses (MOOCs) portal that provides high quality education - anyone, anytime, anywhere at no cost- has been made operational. To make easy access of good quality educational content to even remotest part of the country, satellite communication has been used and 32 DTH channels have been made functional, under SWAYAM Prabha programme. So far, more than 1,000 courses have been made available and more than 33 lakh users have registered on this forum. National Digital Library (NDL): The initiative of Ministry of Human Resource Development is one of the largest virtual repositories of learning resources with a single window search facility. With over 15 million digital books and journals, the facility has been used by over 31 lakh learners. Unnat Bharat Abhiyan (UBA): It is a new initiative to make use the knowledge base in the higher educational institutions for plugging technology gaps in the rural areas. It will help boosting the technology usage in rural India by customising the same as per local needs. Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT): Launched in December, 2014, The scheme is aimed to address the issues of supply of qualified teachers, attracting talent into teaching profession, raising the quality teaching in schools and colleges. Global Initiative of Academic Networks (GIAN): The initiative launched on 30th November 2015 to garner best international knowledge and experience into the country’s higher education. GIAN is supposed to enable Indian students & faculty to interact with best academic and industry experts from across the world. So far, 1,075 courses have been conducted in which more than 40,000 students

IMPRINT India: It is an effort to direct research in the premier institutions into areas of social relevance. 10 such domains have been identified which could substantially impact the living standards of the rural areas. More than 2,600 research proposals have been submitted by scientists in these areas. Uchchtar Avishkar Yojana (UAY): The scheme has been launched to promote industry specific needbased research so as to keep up the competitiveness of Indian industry in the global market. It is proposed to invest Rs 250 crores every year on identified projects. The Industry is expected to contribute 25 % of the project cost. Prime Minister Research Fellows (PMRF): The scheme is launched to support 1000 bright undergraduate students every year, for direct admission in the research programmes in the reputed institutions like IISc, IITs. The fellowship carries a lot of social recognition and it ranges from Rs 70,000 to 80,000 per month for five year period. Smart India Hackathon: The initiative is to promote innovation in the students by encouraging out of the box solutions for common problems faced by the society at large. In the first edition held in 2017, more than 40,000 students have participated to solve more than 600 problems. In 2018, the scope has been expanded to Hardware area also. National Institutional Ranking Framework (NIRF): This is the biggest ranking exercise launched in 2015, in which more than 3,500 institutions participated. The first edition of India Rankings 2016 was released in April, 2016. The India Rankings 2018, the 3rd edition, will be released on 3rd April, 2018. The India Rankings is one of the biggest efforts

for bringing in accountability and transparency in the higher educational institutions. The ranks are released in the various categories of institutions namely Universities, Engineering, Management, Pharmacy etc. Higher Education Financing Agency (HEFA): It has been approved by the Cabinet for creation of a fund with government equity of Rs. 1000 crores, to give a big push for building up robust higher educational institutions. The HEFA would finance the academic and research infrastructure projects through a 10 year loan. It is expected to spend Rs. 1,00,000 crore in next 5 years, for creation of high quality infrastructure in premier education institutions. Rashtriya Madhyamik Shiksha Abhiyan (RMSA): It was launched by the Government of India in March, 2009 envisaging inter-alia provision of a secondary school within a reasonable distance of any habitation and to improve quality of education imparted at secondary level by making all secondary schools conform to prescribed norms, removing gender, socio-economic and disability barriers etc. In 2013, secondary education the schemes of ICT, vocational education, Girls Hostel and IEDSS were subsumed under the umbrella of RMSA. Under the scheme, 12,682 new schools and 37,799 existing schools for strengthening have been sanctioned so far. E-pathshala: It has been developed by NCERT (National Council for Educational Research and Training) for showcasing and disseminating all educational e-resources including textbooks, audio, video, periodicals and a variety of other print and non-print materials. So far, 3,062 audios and videos, 650 e-books (e-pubs) and 504 flip books have been made available on the portal and mobile app.

What are some of the means by which you are helping your children get future ready?
We have a number of activities and programmes to encourage leadership traits in all our students starting from their formative years. It includes programmes that encourage teamwork, the spirit of research and enquiry amongst all our students. We also have a well structured programme -- Prefect system under which students are chosen as a part of the school council every year to essay leadership roles. These students are chosen in a democratic manner where they make a presentation to the rest of the students and votes are cast with equal weightage to teachers and students.
We have a multi-pronged approach to achieve this. For example -- We are the first school in India to set up a Virtual Reality Lab as a teaching aid for some of the topics. In other instances, we have meaningful student engagements with thought leaders from the industry and academia. It helps our children gain a better understanding of Artifical Intelligence (AI). We also focus on fostering creativity, confidence and leadership in all our students to ensure that they become successful in future.
How do you view the role of discipline in the current environment with changing societal norms?
It is our view that technology will never supplant a teacher but always supplement her. The human and emotional quotient in teaching and the connection with students help educator to be at the centre of any change/initiative needed to be brought in a school education system. With this goal in mind, we have a well structured and exhaustive in-house teacher training programme which is the key to implement our vision successfully.
Earlier, the term discipline used to act as a coercive tool that compels people to do something without trying to create the right buy in. This is clearly outdated but inculcating the skill of self discipline in all students is still valid and very important. Self discipline is the

The Chief Guest Lt Gen Kamal Jit Singh, State Information Commissioner and Advisor to Hon’ble Chief Minister of Haryana, inaugurated the summit in the presence of Dr Manpreet Singh Manna, Former Director, AICTE, MHRD, Government of India and Member, World committee for SDG4 United Nations Organisation; Brijesh Karia, National Business Head, Robomate+; and Kanak Gupta, Vice President, Seth M R Jaipuria Group of Schools. Organised by Elets Technomedia Pvt Ltd and powered by digitalLEARNING magazine, the summit witnessed the panel discussions on topics such as: Educating the present and future generations to develop their intellectual, emotional and adaptive capacities; evolving classrooms to create experiential learning spaces, and future of early childhood education in the era of digitalisation and innovations. It is the duty of principals from finest schools in India to understand and cater the needs of students hailing from tier-2 and tier-3 cities by interacting with them, and building and managing a micro-environment to provide such an education. Another important aspect is to improve the education sector sensibly. Innovations and latest methodologies are considerably exciting for every stakeholder of the education ecosystem. But, we must be sensible enough to adopt those changes so that changes help in building a sustainable and quality education landscape. India has got a huge demographic dividend which needs to be leveraged by the educational institutions to fulfil the educational needs across the country. Countries like Japan,

FXEC: CREATING NEW FRONTIERS IN Higher Education Perspective
ENGINEERING EDUCATION The Francis Xavier Engineering College (FXEC) was established with the vision to empower budding engineers in technical and entrepreneurial training and to contribute to the socioeconomic augmentation of the nation, say Dr S Cletus Babu, Founder Chairman, SCAD Group of Institutions, and Dr Amali Cletus, Vice Chairperson, SCAD Group of Institutions, in an interview with Elets News Network (ENN). line with the industry demands, has made a futuristic shift in imparting the required skills in an exemplary way. It has helped the institute to be awarded with Gold Category, by AICTE–CII Survey of Industry linked Institute 2018. The college has also signed MOU with 50 MNC’s like HCL, Sutherland, ICT Academy, EMC2, CDAC, Trimetric, IBM, Texas Instruments, Solutions, CADD Centre etc.

How is Francis Xavier Engineering College (FXEC) supporting its students to contribute towards socio-economic augmentation through quality education? FXEC was founded in the year 2000 with the motive to support socio-economic augmentation. The institute has been following a high-end teaching practice since its inception to impart quality engineering education and help students understand the nuances of engineering and technology. The state-of-the-art infrastructure and facilities along with innovative approaches help every student to pursue the courses with an exemplary attainment level. The college is accredited to National Board of Accreditation (Washington Accord) for providing outcome-based education at par with the global standards.
What factors have been taken care by the college in preparing a curriculum in line with the industry demands? How does Francis Xavier Engineering College ensure the holistic development of students with emphasis on extracurricular activities along with academics? The teacher-learner approach makes all the difference in this esteemed institution. The teaching fraternity is dynamic enough to motivate the students to participate in all curricular, co-curricular and extra-curricular activities with the spirit of involvement to enable higher retention of the course content, thus making every Programme Educational Objective gets fulfilled. Passion & human potential are turned into hard skills through hands on practice. Sports and games are given due importance too.
Please describe the initiatives undertaken by the college to enhance the skills of its faculty members? Acknowledging that the members of the faculty are the real resource providers, the college gives the staff a whole gamut of opportunities to go ahead of the learning curve to get mastered in their relevant field and make every ward under them look beyond their horizon. Regular Faculty Development programmes, Periodic National/International Conferences and Seminars are organized. FXEC makes its contribution in Research work by publishing articles in SCI/Scopus indexed journals - 35 papers were published during 2018-2019.
