Rationalising Academic Research in the Country In a recent development, MHRD has decided to constitute a committee to drive up the research performance of academic Institutions. This is a welcome step, because as India moves in the global knowledge economy, the country will have to improve its research capacity and performance, and this can only be done by targeted and competitive research. This initiative of the MHRD will bring an end to the random disbursement and we can expect a rather selective and efficient approach in allocation of research support for academic institutions. Chairman of the Centre’s Department of Biotechnology will head the 18-member committee that has been proposed by MHRD for this purpose. The committee will also have former heads of UGC, AICTE, and NCL. The heads of NAAC, NBA, IISc Bangalore and JNU are among other educational establishments that will be part of the committee. Some of the key objectives before the committee will be to review existing arrangement for funding of research, both core funding of research–facilities, infrastructure and project funding in academic institutions–to identify gaps and create a framework to evaluate research and rankings. This issue of digitalLEARNING being our annual directory edition has a holistic coverage of the education space in the country. We have endeavoured to cover the views of the key academics who are engaged in providing education to our boys and girls in schools and colleges, and also the private sector companies that are revolutionising the education solutions through their new technologies and systems. Our interaction with the academia and the industry throws light on the ways by which the teaching systems are getting transformed. One key issue that emerges is the need to bridge the academiaindustry gap. Lot of efforts are being made for achieving this objective, but we need to work further on this aspect. You will agree that in an increasingly competitive era, skills have become an important determinant. We have an interesting article on this subject, which throws light on the strategies that the industry and the institutions are adopting to provide latest skills related learning to the students. This issue of digitalLEARNING also has an insight of the higher education space. It is of interest to note that there has been a steady growth of universities in India from 343 in 2004-05 to 610 in 2012-13. And it now seems that India could soon emerge as the university capital of the world. Our large youth population is sure to benefit from the rise of so many universities. In November we are having a Vice Chancellor’s conclave in scenic locale of Goa. Vice Chancellors from eminent institutions across the country will gather in Goa for a two-day conclave where views will be exchanged on ways by which we can have better educational outcomes in our universities. The leaders of the private sector companies that are engaged in developing solutions for education will also be there to contribute to the discussion. As education is a universal subject, the outcomes of the conclave will be applicable to all parts of the country.

Open e-school soon to be launched in Kerala A web-based, digital open school called ‘Ischooledx.com’ has been set up at Infopark in Thrissur district of Kerala. Students from any part of the world can get admission to this school and can follow the classes, right from their home or school with the help of an internet connection. The admission to the web-based school, which is free for all students, officially began on September 16. It claims to be the “biggest school in the world” and has been established on the lines of the National Repository of Open Education Resources (NROER) launched by the Union government, first time in Kerala. It aims to promote the standard of learning process in schools at an international level across the country.

CBSE invites art works from school students In an attempt to hone the creative side of students studying in CBSE-affiliated schools, the Board has started inviting art works from school students across the world. October 20 is the deadline and each school can send three best art works. There is also an option to send online entries in JPEG format to rs.procbse@gmail. com. The art works must be related to themes on education and should not be anti-national or communal. A three-member screening committee will select the best entries and the selected entries will be acknowledged by the board, giving the artist the credit line besides their brief profile.

The Dakshina Kannada education department will organise special training programmes for teachers and midday meal workers serving in government and aided schools with an aim to ensure safety and hygiene in midday meal kitchens. The training will commence from October first week during the Dasara holidays in schools and will be held at hobli and cluster levels for four to five days. The department of health and family welfare will also be a part of the training programmes to create awareness on various health issues and hygienic food.
Uttar Pradesh to hire 10,000 teachers for basic education schools As per the Basic Education secretary Niteshwar Kumar’s fresh orders, the Uttar Pradesh government will recruit 10,000 teachers for its basic education schools. The hiring process will begin from October 15 and will be completed by December 15. Out of the 10,000 posts which would be filled, the maximum posts are from districts like Siddharthanagar, Shahjahanpur, Hardoi, Lakhimpur Kheri, Bahraich, Balrampur, Maharajganj, Chandauli and Kushinagar. The recruitment will be done online and the eligible applicants will be selected from special BTC (basic training certificate), the Urdu equivalent of BTC and those who have passed the teachers eligibility test (TET).
RTO teams to monitor errant school buses in Mumbai The Regional Transport Office (RTO) has formed more than 50 teams to keep tabs on every school bus that operates in Mumbai to ensure safety of school students. The teams will operate across city, and the eastern and western suburbs to ensure the new school bus safety policy is not flouted. The RTO officials said they will keep an eye on all its aspects, including ensuring a woman attendant on buses ferrying girls. They have demanded an increase in fines too.

MINDS to open new concept schools

DPS Raipur students to visit Britain A team of 10 students led by Principal Raghunath Mukherjee of Delhi Public School (DPS), Raipur, will visit Britain in October under the educational exchange programme with Hans Down School of Britain. The team will act as cultural ambassador of Chhattisgarh and India. The team, consisting of three boys and three girls of Classes VII and IX, will leave for Britain on October 9 and return on October 22. During the visit, these students will attend classes on arts and science and learn about their culture. They will also showcase Indian classical music and dance performances along with Karma folk dance of Chhattisgarh in Britain. Under this exchange programme, a team from Hans Down School will pay a visit to Raipur in February, 2014.

New UGC rules for foreign collaboration The University Grants Commission (UGC) has notified a fresh set of regulations for collaboration between Indian institutes with grade-B accreditation to enter into collaboration with foreign educational institutions. The regulations are called the UGC (Promotion and Maintenance of Standards of Academic Collaborations between Indian and Foreign Educational Institutes) Regulations, 2012. Foreign institutions, which enter into partnerships, should be accredited with the highest grade in their homeland, the UGC notification said. As per the notification, “at the time of agreement for collaboration, Indian educational institution shall have accreditation by National Assessment and Accreditation Council with a grade not less than B or its equivalent grade.”
India to welcome foreign varsities Foreign universities can soon set up independent campuses in India and offer degrees without the need to collaborate with Indian institutes. Under the proposed rules, Foreign Educational Institutions (FEI) that want to set up a campus in India, can do so through an association to be registered as a company under section 25 of the Companies Act, 1956. As per the powers vested with the Central government to make rules under the UGC Act, the MHRD is finalising the UGC (Established and Operation of Campuses of Foreign Educational Institutions) rules by which foreign varsities can set up campus in India and issue foreign degrees. MHRD is working on the details and an official notification is expected to be published soon. Once it is notified, it will render irrelevant the Foreign Educational Institutions (Regulation of Entry and Operations) Bill 2010, which the government was unable to get passed in the parliament.
MHRD initiates third all-India survey on higher education The Ministry of Human Resource Development (MHRD) launched the third edition of an all-India survey on higher education for 2012-13. Through the survey MHRD aims to have a better perspective of the state of affairs of higher education in the country. The survey covers all higher education institutions across the country including universities, colleges, and stand-alone institutions. The survey compiles and manages statistics directly online from respondent institutions and includes basic details, programme details, teaching and non-teaching staff, student enrolment, examination results and scholarships.
Mahindra Group enters into engineering education The Mahindra Group has marked its entry into the Higher Education sector with the inauguration of an engineering institution – ‘Mahindra École Centrale’ (MEC). This is in collaboration with École Centrale Paris, one of the oldest engineering institutions in France, and Jawaharlal Nehru Technological University (JNTU) Hyderabad. The Governor Andhra Pradesh, ESL Narasimhan unveiled the ceremonial plaque along with Vineet Nayyar, Chairman – Board, Mahindra École Centrale, C P Gurnani, Board Member, Mahindra École Centrale at the newly built campus at Hyderabad, in presence of École Centrale’s representatives and the Consul General of France in Karnataka and Andhra Pradesh and Dr Rameshwar Rao, Vice Chancellor, JNTU(H).

eBay to recruit 700 engineers by 2016 eBay is planning to recruit around 700 engineers in India by 2016. Recently, eBay has established a new global development centre (GDC) in Bangalore, which contains centre of excellence for both eBay and PayPal – the secure online payment company owned by the same firm. At this 1.5 lakh square feet centre in Bangalore, the company plans to raise the number of people working to a total of 1000 from the current number of 300. It is looking to hire technologists with product development experience across functions like platform and application development, architecture, quality engineering, product management, marketing and product analytics, user experience and design and information security, over the next few years.
India and Japan sign MoU to launch joint research initiatives
The Ministry of Science & Technology (DBT & DST), Government of India and RIKEN, Japan’s largest research organisation, have signed MoUs for launching joint research programmes in the fields of Biology, Life sciences and Material Sciences. (Genome–related research including systems Biology, Computational science including development of Bioinformatics tools, Detection tools for security and other areas of mutual interest) The Memorandums of Understanding (MoUs) were signed by Prof Noyori, President of RIKEN and Dr T Ramasami, Secretary, Department of Science & Technology (DST) and Dr K Vijay Raghavan, Secretary, Department of Bio-Technology (DBT). This will formally launch the RIKEN- DBT&DST Joint Research activities. The cooperation will facilitate exchange and foster collaborations between Japan and India, in these fields. They extend a long history of collaboration between India and Japan, two powerhouses of Asian research and innovation.
Harvard Prof Ashish Nanda takes charge of IIM-A Harvard Law School professor Ashish Nanda, who was recently appointed as the director of the Indian Institute of Management, Ahmedabad (IIMA), took charge of the office in September. Nanda was appointed at the top post nearly ten months after former director Samir Barua’s five-year term ended in November 2012.
Apex Court ruling renders AICTE defunct An April Supreme Court (SC) ruling has effectively rendered irrelevant the once-powerful regulatory body All India Council of Technical Education (AICTE). On 25 April, the apex court ruled that the Council does not have the authority to control or regulate professional colleges that are affiliated to universities. It means that a technical college with university affiliation does not need to seek AICTE approval. In the absence of AICTE, no new colleges will be granted recognition and a few existing ones are at a loss over accreditation, intakes, other issues, as the regulator used to control every aspect of India’s technical education schools, including engineering colleges and business schools.

India Unlikely to Meet Cyber Security Workforce Target By

think India is late in the game by about 10 years, but at the same time the heart of the government is in the right place. What they’ve done right is the appointment of Gulshan Rai as the cyber security coordinator. At least now there is a single point that you know you can go to with all of your questions and problems. To me, it was more of a vision statement. It’s a step in the right direction. The journey from a visionary cybersecurity policy to a tactical implementation to an actual change on ground is a long way. India’s cybersecurity budget is about a mere seven million US dollars, but that of NSA is billions of dollars, out of which the department of Homeland Security gets 658 million dollars, and the US CERT gets 93 million dollars. Also, India needs five lakh professionals in the next two years that is unlikely to be met due to lack of infrastructure and investment. How do you produce them in the country when none of the colleges actually have cyber security specialisations? That is not going to be easily achievable. You will need a pool of 25 lakh to pick five lakh. The country is lagging behind in its fight in cyberwarfare that has adopted innovative ways to attack governments and organisations causing huge financial losses. India has been ‘extremely late’ on framing the cyber security policy, which was launched by the government early this month. Cybersecurity policy is a great vision statement but I don’t think India has got a tactical plan. India does not have the environment. It is yet to be created. I would be pleasantly surprised if India meets the target (of creating workforce). The National Cyber Security Policy aims at creating a work force of 5,00,000 professionals in the next five

They have no budget to hire right people, to train them and defend their websites. It is evident that the best way to solve the disease of cyberplague is by introducing a cybervaccine programme that is needed to start at all levels of society through combative education plans. China is estimated to have 25 million experts in cyber security while 1.25 lakh are from the local government. The US has 91,080 experts in the government while India has just 556 experts. While data points show that we are losing the fight, it is clear that the solution to the plague will happen when we will inject the vaccine. It is evident that the best way to solve the cyber plague is by introducing a cyber-vaccine programme that is needed to start at all levels of society through combative education plans.

Among these, the private universities demonstrate strong potential to reap the benefits of the massive youth population of the country by reaching out to the aspirants with average cut-offs and good scholarship facilities By

early 45 percent of 610 universities in the country are private universities (including private deemed universities), which clearly indicates that the emerging private universities are set to dominate the market soon. “The higher education growth graph was gentle till 2000 and then onward there is a sudden jump both in number of universities and colleges. The growth of the number of private players in the sector made this jump possible giving way to high rate of student enrolment. Private universities hold a good share in this growth,” said Dr Akhilesh Gupta, Secretary, University Grants Commission (UGC). Can these new set of self-financed institutions train the 430 million young people of the country and emerge as a strong contender for its global counterparts and create a benchmark for the nation worldwide in every field?

With such a framework in place we can definitely promote quality in education.” Against the backdrop of this debate over competition and commercialisation, let’s take a look at some of the decisive factors that spark concern unanimously. Research and innovation: According to UGC annual report (2011-12), of the 12.26 percent post-graduate students only 0.79 were in research. Out of these 1.61 lakh research students enrolled in different streams, 79.43 percent students were in the universities. This makes it clear that universities hold a potential to emerge as a hub of research activities if nurtured well. “The major drawback in higher education sector is investment in research and infrastructure,” said Dr S Ramach-

to the requirements of one’s university, pointed rightly by Satyanarayana Koneru, President, K L University, Andhra Pradesh. “So, to orient our faculty members according to the requirements of the university, we have started our own faculty training college on campus. The senior faculty members of the University and professionals from the industry train the faculty over three months post their joining,” he added. On an idealistic note, Dr Madhukar G Angur, Chancellor, Alliance University, Bangalore says “Private universities should be able to attract and retain the best talent as faculty resources by creating a conducive working ambience and by making teaching and research a lucrative career destination through continuous assistance.” So, in gist, quality faculty is not a generic term, the profundity of the term depends on the size of the organisation they serve, number of students they teach and lot more. Transforming a faculty to the needs of the organisation is the job of the university. In this global changing environment when every new batch of students comes already better learnt than their predecessors, it is important to emphasise on faculty’s learning as well, Dr Chitkara pointed out. Some of these universities are making innovative efforts to attract foreign faculty to their campuses and give their students and faculty members a global exposure. JK Lakshmipat University is doing one joint research project with University of Wales, funded by British Council on Small and Medium Enterprise Initiative with the aim of giving global exposure to our faculty. With such initiatives in place, we hope to see some of our faculty going and teaching in foreign universities too, stated Dr Dhar optimistically. Chitkara University too organises a Global Engineering week every semester where Faculty from various nationalities visit their campus for a duration of one week to conduct short term courses for the students, informed Dr Chitkara. However, the number of full-time faculty members in these campuses is

The same was emphasised by Dr Isaac, “There is an immense need of more than one accreditation body to ensure that the quality of regulation for the programmes/ courses to be accredited improve.”
Private university education can get cheaper As of day, cost of studying in most private universities in the country burns a hole in the pocket. Though the numbers have gone up, the dream of taking admission is dearer. Some might call it commercialisation of education, but can this be curbed through industry and public support? “India has adopted not-for-profit university models and at the same time they have left limited scope to private universities to receive funds from the funding agencies. The field is not level playing. To prevent the cost of education from being transferred completely to the students, the government must reconsider their funding model,” says Rajendra Kumar Pandey, President, NIIT University, Rajasthan. Adding to the point, Dr Saxena says, “There is no justification that we should be charging undergraduate students to be able to afford expensive equipments that post graduate students would be using.” He further cited the example of National Science Foundation (an independent US Government agency) that accepts proposals at equal platform from both public and private institutions for granting funds and uses peer review for

But, with no direct regulatory body for private universities, there is a great difference in their fee and curriculum structure. As Prof Isaac said, “Most of these private universities charge enormously high fees and function at their own whims and end up setting own quality standards which might not be sufficient to cater to the student aspirations.” “If a major share of our graduates are coming from private institutions, in what way are these private institutions contributing less towards human resource development of the country?” asked Prof Vrat. In fact, this is a concern highlighted by most universities in the private sector.

Both the private and the public universities (self-financed) have reached out to the youth population of the country and are contributing towards the accomplishment of the national GER as much as the public universities as doing. What might be debatable at this juncture is whether funding bodies should treat all universities at par and strengthen them equally for the nation’s good? The 12th Five-Year Plan emphasizes on making education accessible and inclusive by setting up more and more universities and colleges. But, how about improving the quality of the existing ones, especially the private ones that have mushroomed over the past few years? Dr S Ramachandran, who was formerly the Vice Chancellor of the University of Madras prior to joining Hindustan University, Chennai said that,

Scaling the global steps With more than 34, 000 institutions in the country, we do not have many global ranks to our credit. Though we have IIT Delhi and IIT Bombay among top 50 in Asia, but none of the universities got a ranked in the top 200 in recent global rankings. With autonomy and self-financed structure, can these modern day universities fetch a global ranking for the nation? With much conviction, Dr Chitkara says, “With stiff competition around and many of the Indian private universities putting their best efforts, I am sure that universities of our country would soon start figuring in the top bracket of the world.” However, to be in the top bracket of institutions of the world, research is of utmost importance. Keeping aside the private universities, as the The Kakodkar Committee report suggests, even the top IITs are producing 1,000 PhD scholars

To completely exclude private universities from competing for funds is a step in the wrong direction. Dr Ashok Saxena, Vice Chancellor, Galgotias University every year, which is much below the average of 8,000 to 9,000 PhD scholars being produced by USA and China each. “All major institutions are in the control of the government. They don’t lack funds and they are well equipped with resources. The only thing needed among these universities is commitment and change of mindset,” said Satyanarayana Koneru. To emerge as a strong competitor, we also need to have more number of accredited institutes with strong research framework in our country. The private universities may consider playing stronger in this field to be able to serve the national interest better.
As Prof Vrat mentioned, “private university is a recent phenomenon. Focus on research as important ingredient. In a self-financed set-up, research funding is understandably not so high. In addition, the dichotomous fixative mindset of students and parents that a student from any government university is necessarily good as compared to a pass out from any private university, need to change.” Private universities hold a strong potential to be in the top league. To be able to make these private universities a public experience, the need of the hour is to identify their key strengths and join hands with them to work for the overall development and discriminate. While opening new universities is essential to meet the world’s average Gross Enrolment Ration at the same time, the focus should be on quality improvement of the existing universities too. Also, we need to have more and universities that can train many hands in one campus for which, as Dr Isaac says, “What is advisable to these private players is to function in a collaborative manner with their counterparts. So, if there is a good management and technical institute, a medical college, a college of professional studies in one particular region, they can come together to form an university in that region rather than opening a overall new university in that region providing the same courses. In that way, faculty crunch, infrastructural issues can also be addressed well. This way, teaching many students under one roof would also reduce the cost of education for the students and make learning more inclusive in nature.

agore’s words are as true today as when he spoke them, especially in context of the massive target set by the Government -Skilling 500 million Indians by 2022. It indeed is a huge task that the government has set for itself, but it cannot be achieved unless contributions are made by all stakeholders including both public and the private sector. An added urgency comes with the rapid growth in the country’s population that is accompanied by an unprecedented demographic transition. In the coming three to four decades India will become a remarkably young country, with more than half of its population under 25, an obvious advantage when compared to other Asian nations such as Japan that are grappling with a graying population.

And for India to reap economic benefits from its often quoted demographic dividend, the challenge of skill development needs to be addressed in a combat mode. “We are working towards achieving national goal of skilling 500 million Indians by 2022. While doing so, we have a larger challenge at hand and that is to excite and engage the youth of the country to participate without inhibitions,” says Dr Pallam Raju, Union Minister for Human Resource Development. “There is a need for concentrated efforts to create an ecosystem that assigns dignity to vocational education. This will go a long way in addressing the current aspiration mismatch where everyone aspires for a qualification, but qualifications alone don’t lead to jobs,” he adds.
Government in charge Recognising its importance, the Government of India has adopted skill development as a national priority over the next 10 years. Through the 11th and 12th Five-Year Plans it has finalised a detailed road-map for skill development in India, and favoured the formation of Skill Development Missions, both at the state and national levels. At national level, a ‘Coordinated Action on Skill Development’ with threetier institutional structure consisting of the PM’s National Council on Skill Development, the National Skill Development Coordination Board (NSDCB) and the National Skill Development Corporation (NSDC) was created in early 2008. Around of India’s population is expected to be in the age bracket of 15–59 years by 2026, with only 13% of the total aged above 60 years tries, several sector skill councils (SSCs), 35 state skill development missions, and several trade and industry bodies — are putting their best foot forward to push the national skill development agenda. The Ministry of Labour Employment has set up 2500 government ITIs and 7000 private ITIs to fulfill their training targets. The vocational training infrastructure under the Ministry of Human Resource and Development (MHRD) consists of public/ privately owned Polytechnics and vocational schools. The Figure illustrates national level agencies which come under the purview of National Skill Development Authority, their key initiatives and their respective targets for 2022. In 2013, the Government constituted the National Skill Development Agency (NSDA) for coordinating and harmonising the skill development efforts of the Centre and the private sec-
tor to achieve the skill targets of the 12th Five-Year Plan and beyond. J P Rai, Director General, NSDA, says, “There is a need to inculcate the value of skills. We must recognise the importance of training providers and they must reach out to the district level.
NSDA will coordinate and harmonise the skill development efforts of the Government and the private sector to achieve the skilling targets of the 12th Plan and beyond and endeavour to bridge the social, regional, gender and economic divide.”

What are your skill expectations from the academic institutions or young graduates? The academic institutions should impart the ability to apply theoretical knowledge in real life situations in their students.
Upping employability skills in fresh graduates India is the 10th largest economy in the world and business houses in the country will require workers, the young in particular. But, unlike in the economically saturated markets of the U S and Europe, where many highly skilled applicants are fighting over few jobs, millions of job seekers in India lack the skills desired by the Industry even after acquiring impressive sounding diplomas or degrees. Vocational education and training (or VET) in professional courses like engineering, accountancy, nursing, medicine, architecture, pharmacy, law, etc is the need of the hour to make students industry-ready. “When we build skills among our students, we are building the entire nation, but education imparted in majority of institutions is exam-oriented and not skilloriented. There is an increasing need for sector specific skills through professional trainings”, says VSN Raju, Chief Operating Officer, Globarena Technologies. An increasing number of players

Tell us about initiatives undertaken by Wipro to improve skills among Indian graduates. We have launched our new programme “WISEPro”. The nation-wide initiative, seeks to impart communication and soft skills training to undergraduates, predominantly from nonengineering colleges, with the aim of improving their employability in the IT, Business Process Management (BPM), as well as other services sectors.

Aspirational Gap is the Biggest Challenge Santanu Paul, MD & CEO, TalentSprint, tells about challenges in the sector Share with us the vision behind setting up of TalentSprint. Unemployability of students is a socioeconomic problem. TalentSprint’s vision is to create a mechanism through which people, who are graduating, are upskilled rapidly, but with low cost. Currently, we are working with 80+ college partners. We are aiming to expand our footprint to 100 locations through franchise model and our own centres. We will also focus on online and distance mode of learning in future. What are the main challenges in the skill development sector? There are a lot of cross currents in the sector like whether the students or the government should pay for training. A grant model in skill development will eventually make the country broke. Ideally, each job seeker should pay for the skills. Also, we find that the biggest challenge is that of aspirational gap. For instance in China, people have progressed from one job role to another, but in India, even a farmer’s son wants a job at Infosys. We have glorified the air-conditioned, white collar jobs so much that the youth is psychologically walking away from jobs that entail hard work.

He says, “The need of the hour is not just expensive long-term courses, but also or in isolation the industry specific short-term courses, with proper soft skills training that will lead to all-round excellence. Such training ensures that the students are ‘Industry ready’. Even abroad, the young brigade, have largely embraced short – term vocational courses vis-à-vis the more expensive long term ones. For India’s youth this is the way forward for a brighter and secure future.”
Private Sector in rural India XIIth pass, 24-year-old Krishna Gopal, hails from a farmer’s background and always knew that he would eventually enter the ancestral farming arena, but fate had other plans. He joined a twomonth Food Production course at the DLF Training Centre in Gurgaon. “I was idle and clueless about my future and career goals, but after the training, I learnt many new aspects of Indian cookery through the theory and practical classes. Now, I am working as a chef at DLF City Club Phase IV in Gurgaon and earning `8,500 per month. I have become independent and I feel empowered,” says Krishna.

The numbers are huge and solving the same is almost impossible unless there is integration of skill development and the formal education system. It demands a collective effort by varied government initiatives, Public-Private Partnership (PPP) initiatives to set up schools and training institutes and National Skills Qualification Framework. A lot can be achieved through government and private partnership in tier-2 and tier-3 cities. Currently, there are 2000 government ITIs in India and an additional 1500 have been proposed for the 12th Five-Year Plan (20122017). By 2012, 1775 of the existing 2000 ITIs had been adopted by Industry

Skill Development is a lot more than just CSR Gayatri Paul, Associate Director, DLF Foundation, shares her experience
How is big corporate like DLF contributing to skill development in rural India? Ever since NSDC has been formed there has been a movement in the area of skill development and a lot of training institutes have come up all over the country especially to cater to the bottom of the pyramid. It is a very important segment and should not be limited to non-profit sector. Now we have a whole bunch from corporate foundations as well as private companies participating in this area. In addition to this, the new Companies Bill, 2013 requires all companies to spend two percent of their profits in the CSR in education, health and training areas. I think a lot of top 500 corporate will come forward in the space. When you skill and train one household member, in a way you look after a whole family and so it is lot more than just CSR. Elaborate upon DLF’s ‘skill a million programme’. We are working with three to four NSDC approved partners across 26 locations in India to train underprivileged section of the society. It is an employment linked programme and we have a host of partners who absorb those trained at our centres. We are into the areas of hospitality, F&B services, retail, and customer relations in sales for the BPOs, etc. We also have beauty culture and fashion designing training for women. We have trained 10,000 people who have been placed in various jobs with average salary of `5,000 to `10,000 per month. We plan to open 250 centres over next 10 years to reach our target. Mobilisation is a big challenge and most people in the rural areas are usually hand-to-mouth workers and are already into odd jobs. So for them to take out time for training is a problem. Another problem is that of trained faculty or trainers especially in remote areas.

Upcoming trends Siddhartha Das, National Skills Leader, Ernst & Young, elaborates, “Vocational training through channels, such as apprenticeship, on-the-job training, financial and technical support to industrial training institutes, and the provision of decent employment opportunities continue to be the backbone of the skill development programmes of countries such as New Zealand, Germany, South Korea and Australia. The industry sector in India is now poised to step up its role in the country’s skill development initiatives.” As per a report by the industry body FICCI, in the 12th Plan (2012-17), Ministry of Human Resource Development (MHRD) initiatives in VET present an opportunity of approximately USD 7 million per annum in the areas like content and trainer development. The Plan envisages the private sector to be engaged under the PPP model as ‘Academic Partner’ for ‘Teacher and Assessor training’ and ‘Academic content and curriculum development’. Thus foreign players can strategically engage with MHRD. Even the foreign players can participate in the training schemes by partnering with MoL&E or at the state level departments relating to VET to offer content, curriculum and Train the Trainer services to existing and upcoming ITIs. The National Skills Qualifications Framework (NSQF) that is currently under development within the IndiaEU Skills Development Project and will be anchored by NSDA. Pilot vocational training initiatives are already underway with private and foreign institutional collaborations. For example, a pilot project has been launched with the coverage of 40 schools in the state of Haryana and 4 SSCs (Automotive, Security, IT and retail). The SSCs have developed occupational standards, curriculum and assessment packages and training modules across these sectors. CBSE schools are soon going to feature vocational courses.

National Skill Development Corporation (NSDC) was set up in 2009 with a mission to fulfill the growing need for skilled manpower across sectors in India. Dilip Chenoy, MD & CEO, NSDC, shares the journey so far and the future plans, in conversation with Chhavi Bakaria How has been your journey at NSDC? How different is it from your work at Confederation of Indian Industry (CII) and the Society of Indian Automobile Manufacturers (SIAM)? NSDC is a broader canvas. It is a little more complex than working for the automotive industry at SIAM. It is more or less going back to my days in CII where I used to handle 123 sectors under ASCON, so it is a tremendously challenging job. It is also fun as one gets to work with young people and requires travel. In SIAM travel meant Frankfurt, Seoul, Shanghai, or Geneva, but at NSDC it can be Mumbai or little known districts like Medak, which is on the outskirts of Hyderabad. I get to see more of India, but the best thing is that I get to meet many knowledgeable people, who have done a lot of work in the space of skill development, and the best part is working in partnership with them to transform lives of millions of people in India.

How successful has NSDC been so for in contributing towards government’s target of skilling 500 million Indians by 2022? In total we have trained close to 7,45,000 people so far. In addition to this, we have imparted training to 100,000+ people under various government programmes. In the last three years NSDC has approved formation of around 92 training organisations that have a total capacity of training close to 12 million people a year, if they are on a full swing. So we have been successful

of achieving the twin objectives of — first getting private sector to come and invest in skill development and second in terms of numbers. We have made a beginning, we are growing exponentially, but it’s a long way to go. In addition to that, another mandate that was given to us was the Sector Skill Councils (SSCs). So in the first year (2010-11) we had no SSC. Today, we have 23 SSCs approved and running. So we have been successful in creating a skill development ecosystem. Please share NSDC’s experience with the Public Private Partnerships (PPP) model in the skill development space. This is a very innovative model. If you look at Public-Private Partnership, it enables you to apply government-led initiatives to be delivered by the private sector. What is different about the NSDC model is that it’s not a grant model. It is a self-sustaining model. In fact the STAR scheme that we have launched recently in August 2013 is another model of taking a programme that is conceived as an incentive, and delivering it through PPP model, which is private sector led and involves the industry. Currently, how many private partners are working with NSDC? How do you keep a performance check? We approved 87 partners in the last Board meeting and this number is expected to go up to 92. We have approved 23 SSCs. 12 SSCs are active currently, but now because the STAR programme, all have become active. The interesting part is that we have a three to four years funding mechanism. The first bunch is disbursed when the partners meet some pre-disbursal conditions. However, the second bunch is disbursed when they achieve milestones. So what we find is that initially a lot of companies over-project their initial targets. Thus instead of taking the second bunch in six months or one year they take it after one year or 18 months. But most of the companies have met their first year targets, maybe extended

For instance, if we take the three-year old partners, most of them have stabilised, some are doing smaller numbers, but they have stabilised and they are making surpluses. Two-year old partners are in the process of getting surplus. The one year old partners are learning from the experience of two and three years old partners. So it’s a learning process. One or two partners have not done well, but that’s rare. How important is it to integrate vocational skills into mainstream education especially in context of the engineering education? The integration of vocational and mainstream education in India is a must to bridge the skills gap. There is a huge need to actually work with engineering students because the number of students who find a job after completing engineering is very miniscule. It is the competency of the people we wish to improve. Now competency has three aspects – skills, knowledge and attitude. Knowledge and attitude is what the
education system normally provides. So the skills are what one either learns on the job or one takes up a separate course. So for all types of people, school dropouts, college students or engineering students, at all these levels there are different types of interventions possible that can enable them to bridge the divide between the world of education and the world of work. How do you see the skill development sector performing in the coming years and what targets has NSDC set for itself? NSDC has hiked its current year’s target to about one million as compared to that of 400,000 last year. The estimate is that the skills development sector has an annual turnover about a USD 20 billion. Given the fact that we need to skill 500 million people and we are looking at 6000 to 60,000 companies either already working or planning to work in this space, so it is going to expand. It is one of the few areas in today’s bleak economic scenario, which requires investment and has a growth of upwards of 25 percent, and gives you fairly decent return on investment when you get the right business model.

This was followed by Chairperson’s address by Prof. (Dr.) Balvinder Shukla, Acting Vice Chancellor, AUUP. The Proceedings of Confluence 2013 were then officially released. Following that, Shri Suresh Chandra Sharma, Dy. Director General, Department of Telecommunications Ministry of Communications & IT, Govt. of India delivered his address. This was ensued with an address by Chief Guest Rajiv Mehrotra, Founder and Chairman, Shyam Telecom and VNL and President, MTS. In the Keynote address by P. K. Gupta, Senior Director and Chief Architect, EMC Corporation, Singapore threw Light on the thrust areas of theme of Confluence 2013. This was followed by address by the Guest of Honor Prof (Dr) Dilip K. Bandhyopadhyay, Vice Chancellor, Guru Govind Indraprashtha University. Prof (Dr) Ravi Prakash described Amity University as ‘a temple of learning’ and very rightly called it a research and innovation driven University. Prof
(Dr) Balvinder Shukla addressed “the world as a global Village” and boosted the student’s morale with her words of wisdom. Rajiv Mehrotra revealed that innovation is good only when it reaches the market and the end customers. P K Gupta spread delight among the crowd by making them do the ‘gangnam style’. He emphasized that Data scientist is the most trending job of this era. He also explained the 4 V’s of Big Data – Velocity, Value, variety and Volume. In the end, Nitasha Hasteer, Acting HoD, IT, ASET and Coordinator, CONFLUENCE 2013 offered a vote of thanks to all and acknowledged the invited guests for gracing the occasion by their solemn presence and all the participants who were the main ingredients of this conference. The discussion on research papers and poster presentations came out to be very educative and enlightening. It received enormous response from students, academicians and industry, which were discussed on 6 tracks. The contract was renewed after the success of the initial agreements between the two organisations. CEO of BYPL Arvind Gujral and Dr Anil Wali, Managing Director of Foundation for Innovation and Technology Transfer (FITT) - a society established by IIT-Delhi for enhancing industry - academia interactions and cutting edge research signed the agreement. DMRC appoints BAFEL for clear concise communication Delhi Metro Rail Corporation (DMRC), a body for Metro designing and construction appoints BAFEL Academy, a language and communication Institutes to conduct “Clear Concise Communication Training.” The Training provided by BAFEL is to ensure clarity and effectiveness of Communication on the Metro Stations and Metro Platforms.
