Insurance is a weird thing. To be fair it’s more the risk assessment. Humans are notoriously poor at assessing the risk of failure or harm and thus sometimes purchase insurance and sometimes not. ADNOC Onshore- Bab Integrated Facilities Project Abu Dhabi National Oil Company (ADNOC) Onshore has announced its plans to upgrade the Bab Integrated Facility Project (BIFP) on 2011. This includes the Bab Thamama-A, Thamama-H, Thamama-B Up Dip & Attic and Habshan-1 reserves development. Upgrade operations at its maturing Bab field will enable the production level to be sustained and the production capacity to be increased from 420,000 to 450,000 barrels of oil per day by 2020. The international oil and gas services provider, Petrofac has been awarded the Front-End Engineering Design (FEED) contract by ADNOC Onshore. Conceptual studies has been done in the first quarter of 2014 and ADNOC Onshore has received the technical bids by the first quarter of 2015. However, due to the oil price situation, changes have been made in the scope of work. After several re-optimization studies, the project budget has been downsized from $2 billion to $1.5 billion. Petrofac then completed the FEED by the end of 2016. By 2017, re-tendering process took place for the main contract and bids were submitted with price changes. The six (6) bidders that competed for the main contract

were Tecnicas Reunidas, Saipem, JGC Corporation/ National Petroleum Construction Company (NPCC), Petrofac, China Petroleum Engineering & Construction Corporation (CPECC) and SK Engineering & Construction. ADNOC Onshore completed and finalized the evaluation of Engineering, Procurement & Construction (EPC) contract towards the end of 2017 and awarded the lowest bidder, China Petroleum Engineering & Construction Corporation (CPECC), an affiliate of China National Petroleum (CNPC). On January 2018, ADNOC Onshore has appointed Mott MacDonald as the Project Management Team consultant (PMT) , with CPECC acting as the Project Manager. CPECC has started the construction works mid-year 2018 and currently, works are progressively being carried out. Target completion of the project is expected by the end of 2019. The project investment is significant in the direction of ADNOC’s 2030 smart growth strategy that seeks to maximize the country’s crude oil production capacity and reduce cost by creating a more profitable upstream business.

ENOC & Horizon Terminals - Jebel Ali Refinery Capacity Expansion ENOC has been expanding petrol stations to meet the expected economic boost of EXPO 2020, progressive goals of Dubai 2021 and adhere the needs of the upscale market with various industries. It is estimated that local energy demand in UAE is increasing to 9% as correlated to population growth and is forecasted to rise up to 32% in 2021. Aligned to this, ENOC plans to develop their facility by securing more than enough premium product, aiming to fuel the continuous national growth. ENOC plans to expand the refinery’s capacity by 50%; increasing the processing volume from 140,000 bpd to 240,000 bpd with Euro V standards, and add processing units such as new LPG-naphtha hydrotreater, an isomerization unit, as well as kerosene and diesel hydrotreater to Jebel Ali Refinery. The project expansion is valued at $1 billion and will be ready by the second half of 2019. Horizon Terminals Limited has obtained a 10-year loan from Emirates NBD, Noor Islamic Bank and Standard Chartered. On March 2015, KBR has been awarded the FEED contract and has completed it on June 2015. EPC

contract tendering has started accordingly. Technip has been awarded as main EPC Contractor on August 2016. The first phase comprises of structural design and construction of additional refinery processing units. Another phase of the project requires the construction of 12 storage tanks which will hold high quality jet fuel, naphtha and gasoline blend stocks. Bidding has been declared on January 2017. Awarding for the second EPC has been given on April 2017 to Rotary Engineering Fujairah FZE. Final phase has been awarded to Overseas-AST on August 2017 to incorporate the separate phases together. It involves constructing the intersecting pipelines amongst the refinery’s processing units and storage tanks including berth facilities. Currently, ENOC is on its way to building this project. Bringing the expansion project into completion will make ENOC as one of the largest single independent natural gas condensates refinery in the world.

Stefan Woronka Head of Business Development, Industrial Security Services Siemens AG Presentation: Siemens’ Holistic Security Concept Stefan Woronka joined Siemens in 1997 and held various positions in consulting, business development and sales for Siemens in Germany. In 2010 he joined the Process Automation unit of Siemens in Karlsruhe to start the Industrial Security business. He was responsible for creation and alignment of the portfolio, regional rollout and development, and alignment with other Siemens units. In 2014 he took over the project lead for an internal project to develop a holistic security concept for Siemens for two Siemens divisions (Digital Factory and Process Industries & Drives). The holistic security concept is now rollout to all R&D centers and production sites of the two divisions worldwide. After the project Stefan took over the Product Managment for the Industrial Security Services and further coordinated the development of the portfolio. In September 2017 he took over the worldwide rollout of the Industrial Security Services portfolio. Stefan holds a BS in Commercial Economics from Vlissingen University (Netherlands) and a MBA from Purdue University.

Addressing the Barriers to Sharing Cybersecurity Information By Eric C. Cosman, ARC Advisory Group ARC Advisory Group has generated several reports that address opportunities for industrial asset owners and end users to share information and experiences with their peers. The common theme was a need to define specific objectives and manage how the information is shared. This is particularly important when sharing industrial cybersecurity-related information. End users must overcome several potential barriers to such sharing, particularly with respect to revealing details of cybersecurity risks, incidents, and responses. Most companies consider this information to be sensitive and confidential and prefer to avoid revealing too much. The irony here is that the same companies that tend to be reluctant about sharing information about vulnerabilities, potential consequences, and incidents will often advocate strongly for more access to details about potential threats from government and other external sources.

Only by addressing these and other barriers will it be possible to promote more sharing. Rather than making decisions about what information may be shared and with whom on a case by case basis, asset owners should have broad policies that balance the benefits of sharing with the need for confidentiality.

From Awareness to Action Cybersecurity remains a popular subject in the business, technical, and popular press. A steady stream of articles, editorials, and other commentary describe recent incidents and offer advice on possible responses. Awareness continues to grow with each new incident reported, but this is only the first step; increasing awareness of risk without also giving guidance about what can be done to address it leads to apprehension and frustration. When asked, most asset owners accept the potential

value of better information sharing, whether about better access to information about threats or about how their peers and competitors choose to respond. While many are quick to challenge suppliers, researchers, and government sources for more details about new or changing threats and vulnerabilities; they may not always know what to do with this information. For example, details about specific threats or vulnerabilities are of limited use without corresponding guidance about suitable countermeasures.

Each new cybersecurity incident helps to increase awareness, but without effective guidance on how to respond this can lead to frustration. Asset owners look to a variety of sources for this guidance but may struggle with how to apply it to their circumstances. Industry standards contain valuable information, but may require additional interpretation to be more useful. Moreover, they tend to be extremely detailed, using language that many find arcane. Less formal guidance is also commonly available from a variety of sources, including researchers, consultants, service providers, and even system suppliers. It is common for this guidance to focus on specific sectors or industries. A wealth of information is available about automation systems’ cybersecurity, with new information appearing regularly in response to new developments or reported incidents. So why is information sharing still seen as a significant challenge? Some of the barriers are real, while others may only be perceived. Asset owners must acknowledge and understand them to develop an effective strategy and associated policies.

Identifying Common Barriers When examining these barriers, it is first necessary to understand the context in which they exist. Relevant information comes in various forms, but the essential need is for more details about potential risk, which is generally considered to be a function of threat, vulnerability, and consequence. Asset owners commonly request details about threats and vulnerabilities, since these come from external sources and are largely beyond the control of the asset owner.

INDUSTRIAL CONTROL SYSTEM CYBERSECURITY ities, whether or not appropriate mitigations are readily available. Researchers are regularly testing products and systems to identify new vulnerabilities (some suppliers even offer “bug bounties.”).

Risk is a function of threat, vulnerability, and consequence. Information about each of these components is available from different sources. Threats and vulnerabilities tend to be widely shared but may be difficult to interpret in a different context. Suppliers are pressed to reveal all vulnerabilities in their products as soon as they have been identified, but are often reluctant to share this information until they have fully analyzed the vulnerability and prepared a response. If a customer or asset owner detects a vulnerability in their installed systems, they may not share this information with anyone other than the supplier. In some cases, they may share the information with trusted partners within their industry or sector, but not with those in other sectors. Each of these scenarios presents a specific barrier to the broad sharing of this information.

Threats Details about general or specific threats often emerge based on the analysis of a confirmed incident, and only after any associated vulnerabilities have been mitigated. Raw information about threats may be of limited use to most asset owners unless they can analyze the data for potential impact. Experts use the term “cyber intelligence” to describe threat information that has been evaluated in the context of its source and reliability and analyzed by those with substantive expertise and access to all source information. Often, larger companies with sophisticated cybersecurity management programs have the expertise to conduct such analyses. Companies without this capability can purchase the services from an external provider. Regardless of whether the analysis is conducted internally or by a third party, the cost may be a barrier for some asset owners.

Incident Reports Vulnerability and threat information often converge in the form of incident reports that describe not only how a situation developed, but also the consequences and response. It is these incident reports that are typically of most interest to asset owners, since they describe attacks and responses in a real-world context and clearly demonstrate the possible consequences of an attack or compromise. Even an unsuccessful attack can provide useful lessons for those in similar situations. Unfortunately, many barriers exist to the broad sharing 62 Automation

of incident information. Companies that have been affected are typically reluctant to share the information

Incident reports combine information threat, vulnerability and consequence, giving a more complete picture of the risks faced. Unfortunately, these reports are very difficult to obtain and are commonly misinterpreted. because they fear becoming a target of similar attacks in the future. There may also be concerns about legal liability or the loss of confidence from their customers, shareholders, and other stakeholders. They may only release this information after a protracted legal review, if at all.

Sector-specific Sharing In some cases, companies are willing or even obliged to share incident information within their sector, either with regulators or in the context of an industry user group. This can be a valuable resource for peer companies, but does little for those in other sectors that may have similar systems and situations. The misinformed belief that the experiences in one sector may not apply to other sectors is itself another barrier to sharing.

Standards and Guidelines Without practical examples or incident reports, asset owners can only extract information about requirements and appropriate countermeasures from sources such as standards and guidance documents. Unfortunately, this may not be a simple exercise. As reference documents, standards are written using style guides that enforce very strict rules about structure and language. Standards are also written to apply very broad range of situations, which adds to their complexity. They must also be written in a manner that lends itself to translation into other languages for international use. Guidelines and similar documents are structured less formally than standards and are often developed for applications within a particular sector or industry. However, this can present another barrier, in that guidelines developed for one sector may be virtually unknown in another. Even if they know about the documents, asset owners may not believe that they apply in their situations. This is often a fallacy in the case of industrial control systems, for which the essential characteristics are largely industry-agnostic.

Effective Countermeasures Both standards and guidelines can provide valuable


INDUSTRIAL CONTROL SYSTEM CYBERSECURITY information about countermeasures that can be used effectively to mitigate risks associated with specific vulnerabilities. However, they often require expert interpretation.

Standards and guidelines suggest or prescribe countermeasures, but these require expert interpretation to apply to a specific set of circumstances. Commercial solutions or services must be carefully evaluated to validate claims and determine suitability. Suppliers promote their products and services as providing effective countermeasures. These claims must be validated through benchmarking, comparative analysis, or pilot implementations. Any of these can consume considerable resources, with no assurance of a successful outcome. This can also be a barrier, particularly for smaller companies with limited resources.

Addressing the Barriers Faced with the above challenges, it is easy to become frustrated or disillusioned. However, most if not all these barriers can be addressed to some degree. Doing nothing is not a viable option in the face of evolving risks. The first step in more effective information sharing is to acknowledge that it must be bi-directional. Asset owners must view information about cyber risk the same way they view other business intelligence, as a commodity that can be traded. For example, information about vulnerabilities in supplier products or solutions may be available in the context of a strong supplier-customer relationship. Since these are specific to a single supplier, asset owners with products from multiple suppliers must make decisions about where to foster such relationships based on the value returned. It is often possible to get valuable information about threats, possible countermeasures, and even incidents by getting involved in and contributing to a sector trade association focused on cybersecurity issues. Members of such groups build a level of trust that allows them to share information that they would not reveal to a broader audience. Such information is most valuable when presented in the form of use cases and/or case studies, typically presented in a specific context, such as the solution lifecycle described in the ISA and IEC 62443 standards. Although the terms “case study” and “use case” are often used interchangeably, they are distinctly different concepts. Use cases describe detailed interactions between users and systems to achieve a specific result, while case studies describe real and relevant examples of a situation and the response. Case studies are generally more useful to the asset

owner, but some effort is usually required to remove identifying details without detracting from their value as a learning tool. Their value can be enhanced even more by identifying characteristics that are not specific to a particular platform or industry. This allows them to be shared across sectors. The case study approach can also be applied to less sensitive topics, such as the lessons learned when applying certain standards or guidelines to a particular situation. Asset owners should define in advance the applicable policies and methodologies governing the sharing of this information. Using consistent criteria and defining the necessary approvals required promotes such sharing. Ideally there would be a repository for the information, including not only case studies and use cases, but reports and analysis of specific incidents. There have been attempts to establish libraries of incident summaries using a subscription model, but they have struggled with monetization and timely access to relevant information. Effective information sharing involves a combination of trust, relevance, and agreement on the intrinsic value of the information. Asset owners, suppliers, consultants, government agencies and other stakeholders all have a stake in finding the right balance.

Approaches for Safe and Secure Information Sharing Clearly, some cybersecurity-related information is too sensitive to be shared with other companies, particularly if it opens the potential for that information to make its way into the hands of bad actors. However, the following recommendations should help encourage beneficial information sharing while reducing the associated risk to an acceptable level. • Classify your information – To make effective and consistent decisions about what information can be shared and with whom, a method of classification is essential. Most companies make a broad distinction between internal or proprietary information; and information that can be released more broadly. But finer granularity may be necessary. • Describe your wants and offers – Most organizations and people can easily describe the information they want or need, but it’s also important to consider the information they have that may be of value to others and, as such, is a commodity of sorts. Presenting both wants and offers is more likely to result in a trusted sharing relationship. • Contribute to sharing forums – While sensitive information is com-monly shared bilaterally, it is also important to consider broader forums that include multiple parties. These can be focused on a particular sector or technology platform, but maximum value is often achieved with even broader scopes. The cybersecurity workshops at ARC’s annual Industry Forums are examples of such a venue. Automation

When a Dream Needs a Gentle Push to Give It Wings-Sponsored by Analytical Division Of ISA Growing up as the youngest child in a family of five, abandoned by your father, neglected by your elder brother and sister, with just your mother who is a day laborer in a physically unwell state of health and with the dreams of one day becoming a Chemistry Professor is really hard. This is exactly the condition of Mohammed Sajib Sheik, a 10 year old boy hailing from a slum in Dhaka, Bangladesh. Sajib’s father abandoned the family a long time ago. His elder brother and sister are both married and living their own happy lives while almost totally neglecting the existence of their own mother and brother. Sajib’s mother, Sofia Begum works as a day laborer to provide for herself and Sajib. But, because of being physically unwell, she isn’t able to go to work daily and so the responsibility of taking care of his mother and himself falls on the meek shoulders of young Sajib. He has to works after school, selling newspapers and water bottles to meet their needs. Like all other kids of his age, Sajib too loves playing cricket. He sings as well. But unlike every other kid whose role model might be a cricketer in this cricket crazy nation, Sajib’s role model is Alfred Bernhard Nobel, the world famous Swedish Chemist and founder of the Nobel Prizes, and hence his love for Chemistry. Once, at school, during a session of Science, the teacher was teaching about mixtures and it was a little above the understanding capabilities of a regular Sixth Grader, but Sajib easily understood the concepts and was given the opportunity to perform experiment in front of the whole class, and that too very successfully. He is passionate about his dreams to become a Chemistry professor one day and that is clearly reflected in his academics. But the only thing in his way to achieve that dream is the current situation he is in. No one to help him progress with his education, no one to guide him and help him plot his next steps

in education. And this is where C2C has come in to help him. C2C has taken Sajib under its wings and are supporting him by providing 1000BDT per month to help take care of their accommodation needs so that he can use the money he earns by himself to help complete his education and pursue his dreams of becoming a Chemistry Professor. C2C has a really good idea of how Sajib should carry on his education so as to achieve his dream. The Bangladeshi educational system is basically divided into 7 levels: •Pre-primary: Play School to Kindergarten •Primary: Grade 1 to Grade 5 •Junior School: Grade 6 to Grade 8 •Secondary School: Grade 9 to Grade 10 •Higher Secondary: Grade 11 and Grade 12 •Bachelor’s Degree: 4 years •Master’s Degree: 1 year According to the above given system, Sajib is now in Junior School and has a minimum of 9 years of education left to finally be able to achieve his dream. As per the Government curriculum, basic Science will be taught to all students from Grade 6 to Grade 8. From Grade 9, Science will be broken down into Physics, Chemistry and Biology. And it is also from Grade 9 that the education stream will be divided into Science, Arts and Commerce and this will be followed up until Grade 12. So, Sajib will have to opt for the Science stream from Grade 9 and then continue his education to attain a Bachelor’s Degree in Chemistry and then opt for a Master’s Degree in Chemistry to increase his chances of becoming a Chemistry Professor. Sajib is currently being sponsored by the Analysis Division of ISA. With a helping and guiding hand behind him, Sajib can easily achieve his dream and build a brighter future for himself and his family. Automation

THE WATER PROMISE – DMS Global joins hands with WATER RELIEF.ORG Clean water has become one of our most precious resources in the 21st century, in fact, one in nine people live without access to clean and drinkable water. The water crisis is real. It’s affecting men, women, children, families, and farmers. Women and children are spending hours a day fetching dirty water which leads to illness and disease, robbing entire communities of their futures. Lack of access to safe water and proper sanitation harms health. When health is affected, it limits education, leading to a cycle of poverty.

A bold commitment should be made to make sure everyone gets a chance to drink water from a reliable source. DMS Global has joined hands with WATERRELIEF.ORG, a nonprofit charitable organization in helping to plant more fresh water wells and pumps throughout Africa and Asia. Recently, DMS Global has taken an initiative to providing funds to dig a well in Ukhiya Village, Cox Bazar District, Chittagong division in Bangladesh. This is to help the refugees from Myanmar who are currently residing in Bangladesh. Every gift has an impact. Let’s share this gift of water with everyone.
