Dear DMS Members, A lot has been said about the future of the oil and gas downstream industry in light of the expected rise in use of the Electrical Vehicle (EV) at the expense of the Internal-Combustion Engine (ICE) and I would like to provide my thoughts since the future of the oil and gas industry has a major bearing on the process automation and control world. There are different aspects to consider when forecasting the future need for oil and gas which I will simplify as population growth, GDP and battery technology. Population is set to grow which will obviously mean that the need for energy is going to rise especially as mobility and smartphone usage increases with rises in GDP. However, battery technology is not going to increase that quickly to make EVs sellable in the developing world where infrastructure will continue to be a challenge for many tens of years. Not only will infrastructure be difficult to overcome but so will the resale value of cars. Most ICE cars depreciate by some 60% in the first 5 years but then slow down so that it flat-lines after 10 years. EVs on the other hand will depreciate as much as 90% over the same period and the reason for this is that the batteries, which cost more than the value of the car at any point after driven off the forecourt, will need to be replaced. Most EVs will be leased for this reason but since many in the developing world only have enough money to purchase used cars, they won’t be about to purchase a car that is about to need a full battery change-out. We also have to consider that at ambient temperatures above 20oC the battery life expectancy starts to drop fast such that at 40oC the battery’s life is expected to half. Many developing countries have hotter weather. OK so the developing world where most growth in manufacturing will come from will stick with ICEs for many years to come and so let’s look at the developed world where the green community resides. We’ve already shown that it doesn’t make sense to purchase an EV due to its unfathomable depreciation but are there other reasons? The uptake has flattened-off in Europe now that governments have stopped giving subsidies to purchase them showing that, even when many adopt green policies, money talks. But why did the governments stop handing out money to purchase them? Perhaps because they realised that the only winner was Elon Musk or perhaps they realised that an increase in the use of EVs will lead to a huge dent in their budgets. Yes, something that I have not seen anyone ever mention in-conjunction with EVs, we will have to pay more tax elsewhere to pay for them. Why? Because 70% of the price at the petrol pump is tax. A revenue stream that increases year on year due to more cars being on the road and one that would be hard to pass on to the price of electricity since domestic use accounts for more and why should they pay for the motorist? Electric vehicles are therefore not the immediate future as much as many believe they will be and so the downstream O&G industry has many years of life left in it and the process automation industry has life in it too. IRPC - Maximum Aromatics (MARS) Project In the third quarter of 2017, IRPC Plc, the petrochemical component of Thailand’s national oil and gas conglomerate PTT Plc, announced its plans to increase its production of olefins and aromatic output through a project called “Beyond Everest” located in Rayong. Beyond Everest project scope involved boosting production capacity of ethylene to 560,000 tonnes per year at the company’s existing production, whose current capacity is 400,000 tonnes. In the first quarter of 2018, IRPC decides to revamp and rename “Beyond Everest” into “MARS (Maximum Aromatics)” project. The MARS project aims to increase the production of olefins and aromatic output by converting some refined oil into petrochemical feedstock. The MARS project has been reassessed time and time again for the past two years given the difficulty of predicting development costs and was initially

estimated to cost $1.2 billion. Production capacity is currently expected to increase to 1.3 million tonnes of paraxylene (PX) annually and 500,000 benzene as compared to its previous production capacity of 1 million tonnes of paraxylene and 300,000 tonnes of benzene. Included in the $1 billion budget, the MARS project also entails a $400 million revamp of an olefins project which composes of a production facility for ethylene and propylene and aims to increase ethylene production to 500,000 tonnes while increasing propylene capacity to 250,000 tonnes yearly. In the third quarter of 2018, IRPC is finalizing its pre-building schematics for the MARS project with completion expected by year-end. The construction period is also expected to commence by mid to late 2019 with commercial production slated by the year 2023.

Malaysia’s Asia Petroleum Hub Malaysia’s oil and gas industry was said to have started in 1910’s Sarawak oil discovery. This has created numerous opportunities for Malaysia, attracting foreign oil companies to invest and create employment opportunities for the locals. The industry became more prominent across the globe and has spawned a thriving upstream and downstream business involving local companies and creating jobs as well. Planning carefully along with effective legislature has led to the effective and efficient management of Malaysia’s oil and gas resources. Asia Petroleum Hub (APH) has a potential to become a major market for petroleum products because it is one of the largest petroleum storage projects in Asia. The project involves the construction of a petroleum storage facility with a 950,000m3 capacity on 40 hectares of land. It includes an oil storage terminal, seven fixed berths for vessels, a single-point mooring system for ultra-large crude carriers, a logistics hub, and a ship repair and maintenance center, and the installation of loading facilities for tanker trucks, bunker barges for offshore bunkering of ships, and other safety systems.

The Asia Petroleum Hub oil terminal is located in Iskandar Malaysia, Johor within the Free Commercial Zone (FCZ) of Tanjung Pelepas. The APH is designed to provide trans-shipment and storage facilities and serve as a strategic hub to domestic and regional markets. Once completed, the project will become one of the largest fully integrated terminals in the world. Construction works have been ongoing for the project as it is targeted to be completed by 2019.

LNG Terminal Expansion Project Singapore LNG Terminal was completed in May, 2013 and consisted of two storage tanks. A third tank and regasification facilities have been added in Q1 2014, increasing terminal’s capacity to 6 million tonnes per annum (MTPA). Singapore LNG Corporation (SLNG) is now developing the phase 3 expansion of the existing terminal. The project aims to increase the capacity of LNG from 6 million tonnes per annum (MTPA) to around 11Mtpa. The phase 3 of the project will include the construction of a 260,000-cubic meters fourth storage tank and the added key facilities of a new terminal substation, additional open rack vaporizers (ORVs) and LNG booster pumps. Back in April 2014, SLNG issued a tender for the engineering, procurement, and construction (EPC) contract. On 26 August the client awards Samsung C&T Corporation the main contract. The sub-contractors

for the project include VSL Singapore, Kok Chang Scaffolding, Fluor, Loh & Loh Construction, Kogas-Tech, Woongnam Singapore, Antara Koh, CS Construction & Geotechnic, Hiap Seng Engineering. Currently, the project is in construction stage and is scheduled to be completed by Q4 2018. The regasification facilities have been completed in September 2017. The new fourth LNG storage tank will be one of the largest storage tanks in the world, and receive a full cargo load from a Q-Max carrier (which is currently the largest LNG carrier in the world). The project will not only enhance energy security but also help to meet increasing domestic gas demand, supporting Singapore’s LNG sector. SLNG terminal has potential for development of phase 4 should there be investment in the future.

Q) When did you join PTT and what roles have you played in the company since you started? I am currently President of PTT Energy Solutions Co.,Ltd. in Thailand where I oversee PTTES consulting services group and supports PTT Group’s Operational Excellences strategies. Prior to this key role, I was Managing Director of Thaioil Energy Solutions Co.,Ltd. during 2008 – 2011. I was promoted to this role from my previous position of Technology Manager at Thaioil. Q) What does the responsibilities of President PTT Energy solutions consist of and how much time does Process Automation take in your activities? I ensure business model to proactively provide the technical consultancy in the Theme of TIPPS: Technical capability enhancement, asset Integrity & reliability, Performance Enhancement, Project development and Process Safety. Apart from the normal duty, I ensure PTT group business strategy alignment especially in Clean & Green Strategy through Digital Transformation. PTTES’s role in digital transformation is to support clients to discover what the objectives and expected outcome from digital technology applications and define the scope through digital development.

Q) Why was ISA Thailand set up? PTTES has provided several technical conferences to its clients for years in order to be the knowledge sharing platform among the clients as knowledge based society or community of practitioner to serve the adult learning. PTTES also engaged the technology vendors/ supplier to demonstrate the updated technology which would support performance and reliability improvement in the operating companies. PTTES also co-host with some organization who arranging the technical conference with the similar objectives and ISA conference is one of them. The kind of conference also creating networking among the peers in the similar business. Q) What are your thoughts on the topics selected this year and what subjects would you like to see covered next year? The topics are in various fields from instrumentation, automation, control to advanced process control, energy efficiency, productivity improvement to process safety. These could attract various group of technical participants to create networking and learning in various areas. However, this is challenged to keep attention of the focused group of participants as normally arranged.

Bhawana has extensive experience with a key focus on hydrocarbon management review, refinery master planning, and energy & margin improvement. She holds a Bachelor Degree Chemical Engineering, First Class Honor from King Mongkut’s University of Technology Thonburi, (KMUT-T) and subsequently attained a Master Degree Public Administration from the National Institute of Development Administration (NIDA) in 2004.

Friedhelm Best Vice President - HIMA Asia Pacific In the role of the Vice President Asia Pacific Region, Friedhelm Best has responsibility for HIMA’s business across Asia and the Pacific region. This includes the activities in Sales, Consulting, Engineering, Service, Administration and Finance. The HIMA Group is the world’s leading independent provider of solutions for safety-critical applications. Formerly Sales Director for Europe and Africa, Friedhelm Best has extensive experience in international business and was responsible for notable large-scale projects. ARC provides technology research, advisory and consulting services to industrial automation and software suppliers as well as to end-user companies in the manufacturing, infrastructure and energy sectors. Bob is a frequent speaker, chairperson and panel member at company and industry conferences. Recent (2018) engagements include: Industry of Things World Asia; Honeywell Asia Pacific Channel Partner Conference; Singapore ICS Cyber Security Conference; and Yokogawa Asia Pacific User Conference. His work experience includes engineering roles (15 years) in the UK and Singapore, at British Aerospace, General Electric Company, and SIMTech. His qualifications include BSc in Electronics and MSc in Manufacturing Systems Engineering (both from University of Wales, UK), and an MBA from NTU in Singapore.

V.R.Harindran is the Senior Custodian, Instrument & Control, at Group Technical Solutions (GTS), Project Delivery & Technology (PD&T) Division of PETRONAS. He is also the Group Technical Authority, Instrument & Control for the PETRONAS Group of companies. He is also an Associate Professor in the Electrical & Electronics Department of University Technology PETRONAS (UTP). He holds a B.Sc in Electrical & Electronics Engineering (1984) and M.Sc. in Technology Management (2010), both from UK universities. Ir. V.R.Harindran joined PETRONAS in 1992 as an Instrument Engineer in the PETRONAS Methanol Plant at Labuan. He was then transferred to Malaysian LNG, Bintulu, Sarawak as a Senior Manager, Instrument in 2000. Digitization Takes the Next Step at the Offshore Technology Conference By David Clayton, ARC Advisory Group

Several ARC Advisory Group analysts recently attended the 2018 Offshore Technology Conference (OTC) held at NRG Park in Houston, Texas in the US. More than 61,000 attendees gathered at the annual conference, which featured more than 2,300 exhibiting companies. A key theme that resonated throughout the conference was the increasing use of digital/cloud/IoT technologies to lower break-even costs per barrel and solve current problems that are negatively impacting oil production. At last year’s OTC, it was clear that oil companies were becoming open to adopting new technology breakthroughs to help them lower costs and increase operational efficiency. This year, the discussions evolved to include specific applications and how these new technologies could be used to solve known, real-world problems.

A key theme that resonated throughout the conference was the increasing use of digital/ cloud/IoT technologies to solve current problems known to be negatively impacting oil production. Attendance this year continued the downward trend we’ve been seeing since the industry experienced the precipitous drop in oil prices. Despite attendance being down for the fourth year in a row, optimism among the exhibitors appeared to be higher than in the previous three years. Many exhibitors were quick to mention a rebound in orders, although most agreed that the recovery continues to move along at a slower-than-desired pace, with many companies still proceeding with caution

Staffing Limitations a Hidden Impediment to Digitization Among the key themes we heard discussed at this year’s conference was the shortage of end user resources to implement the necessary changes in work processes when adopting today’s new digital technologies. Oil & gas companies struggle with the increasing loss of in-house expertise, which is forcing their operators and maintenance staffs to focus their full attention on just keeping their operations up and running. This leaves little time to focus on adopting new technologies and business practices. Those new digital technologies and business practices could help oil companies bridge the skills gap by providing their operators and maintenance staffs visibility into what is going on across their enterprise and recommend appropriate corrective measures

to avoid impending failures. However, while many operating companies today understand this, few have the resources necessary to implement the changes. Sensitive to this growing challenge of resource constraints, several suppliers highlighted solutions focused on improving collaboration within the operator’s own organization as well as across the external ecosystems common in both offshore and onshore projects.

Among the key themes we heard discussed at this year’s conference was the shortage of end user resources to implement the necessary changes in work processes when adopting today’s new digital technologies. Many consider this to be a hidden impediment to change. Multiple rounds of layoffs in recent years have only exacerbated the very real “experience gap” across the oil & gas industry. During a discussion with executives from a leading global automation firm, it became clear that many oil companies today face staffing limitations and are more focused on day-to-day operations than adopting new technologies or changing business practices. To remedy this situation, many oil companies are looking to hire more data scientists and robotics engineers to help guide their companies into the digital age. Unfortunately, the companies are competing with tech giants for this talent and, in many cases, losing out to them. One thing oil companies can do today is focus on when, where, and how to change their existing work processes to achieve the optimum results. The key is to remember that today’s operators and maintenance staffs need actionable insights, not more raw data!

Start with a Business Problem, Not a Technology Another prominent theme emerging from the conference was that it’s important for end users to update their work processes by first focusing on the problem to be solved, rather than the available technologies. Oil companies should not get caught up in the hype surrounding many of the new digital technologies. Instead, these companies should begin by identifying a few of the most critical problems facing their operations today and then try to identify digital solutions designed to alleviate

DIGITALIZATION these problems. In many cases, machine learning and advanced analytics are not necessarily the solutions oil companies need to solve their most pressing problems. Often, the best way to begin optimizing operations is to employ first principles analytics solutions and available historical data to bring out the oftenuntapped value of tribal knowledge within a company. Oil companies should strive to first solve those problems they can solve using first principles analytics. Machine learning and other advanced solutions could then be applied to solve the unfamiliar problems.

Oil & Gas Industry Should Look to the Marine Industry for Inspiration During the conference, several people referred to the marine industry as a potential source of inspiration for oil companies looking for a roadmap to the digital enterprise. From these discussions, it became clear that the marine industry is years ahead of the oil & gas industry, with many new ships being constructed today as fully connected “digital” ships. The marine industry has already widely adopted a combination of onshore and on-premise cloud solutions to make these solutions fully operational. The oil & gas industry, on the other hand, has been slower to adopt new digital or cloud-based technologies. Most of the major oil companies are not as well connected as they could be and thus not getting the full value from the data they already collect. In fact, many oil companies continue to rely on proprietary communication technologies, rather than adopting more open, standards-based solutions. Oil companies should look to the marine industry as a model for how to best progress along the digital maturity curve.

Recommendations Despite the downturn trend in attendance, OTC remains a viable and important trade show, particularly when it comes to automation-related technologies and solutions for the upstream and downstream oil and gas industries. One of the key takeaways from the conference was the importance of utilizing new digital solutions and cloud technologies to solve known operational problems, rather than investing in the latest trending technology and then deciding how it might help. Another key takeaway was the importance of using digital technology to empower the right people with the right information, at the right time, and optimizing business practices based on this information. Oil companies looking for real-world examples of companies using the new technologies to optimize their business practices should consider turning to the marine industry for inspiration. The highly distributed nature of oil and gas applications, combined with their frequent location in remote and harsh environments, makes oil companies a perfect candidate for adopting IIoT-enabled technologies. However, many companies will have to overcome their historical aversion to risk to fully benefit from these technologies.

INTRODUCTION

SAFETY LIFE CYCLE (SLC) CONCEPT

A proportion of time spent behind three phases i.e. Analysis, Design & Operation, of Safely Life Cycle (SLC) of Safety Instrumentation System (SIS); the most critical Analysis Phase will be having the shortest time, the Design Phase will be having moderate time & Operation Phase will be having the longest time. This is an imprecise proportion as performance of whole safety life cycle depends on the Safety Requirement Specifications (SRS) which is an outcome of Analysis Phase having least time in the project. The complete system is designed on derived Safety Integrity Level (SIL) and will be maintained throughout Operation phase. Hence, the Operation Phase is the longest time span of the SLC in which all Safety Instrumented System (SIS) remains in operation but in dormant mode, however needs to maintain the desired Safety Integrity Levels (SILs) which were assessed and designed to achieve required Risk Reduction. In any circumstances, if the installed SIF loop misbehaves or does not respond to demand then there are probabilities of development of Hazardous situation and may get converted into the Hazardous event. Therefore, it is essential to test and verify the SIL of an individual SIF within predefined time period (test interval) to maintain the desired SIL throughout the SLC. Furthermore, the other dependent aspects such as Demand Rates & Failure Rates are also required to monitor and compare with the considered or assumed rates during analysis phase. To execute testing functions, various techniques have been developed based on the enriched experience over a period of time. Moreover, international standards are also providing reasonably good ideas and methods to end users in the descriptive manner to maintain desired Safety Integrity Level & relevant performance. Above all, the technological evolution have provided many advancement to the latest state of the art instruments. Hence with embedded intelligences, the diagnostics capabilities have been improved significantly which are enhancing many features and ultimately improving reliability and availability of different subsystems of the SIS. Based on the developed various proven tricks & techniques such as Partial Stroke Testing – PST, NAMUR Analog signal levels, MVC (Measurement Validation & Comparison), MOS (Auto, Negative, Positive), and credit to shut-down due to actual demand, etc. are in use to verify and maintain the designed SIL. Also, these techniques help to avoid the false trip and keep plant/

PROCESS SAFETY However, all mentioned causes can’t prevent dysfunctional of safety system due to wrong engineering or design. As per HSE95 study for primary causes of system failures; Specification contributes major 44.1%, Design and implementation contributes 14.7% and the last Operation phase contributes 41.2%. Hence by means of appropriate cares, Analysis phase can help to eliminate systematic failure, Design phase can help to reduce safe or dangerous failure by means of appropriate redundancy or fault tolerances and Operation phase can help to control random failures by proper proof testing.

NEED OF PROOF TESTING Hazard & Risk Assessment (H&RA) is to be carried out to derive safety integrity levels (SIL) for each SIF. SIL is a discrete level assigned to the derived PFDavg value from Failure Rate (Lambda) and Test Interval (Ti) for demand mode. It is allocated to each SIF loop for specifying the safety integrity requirements to be achieved by the installed Safety Instrumented System (SIS). A proof test is a test designed to reveal failures within the SIF that would otherwise be undetected and that prevent the protection function (dangerous failures) to execute on demand. Therefore, Proof test serves primary purposes within the safety lifecycle is to find unrevealed failures and to rectify identified failures in the system, so that it can be helpful to validate the failure rate assumptions used in the Safety Integrity Level (SIL) calculations. When designing a proof test, both the requirements - functional, ‘how the SIF should work’, and - Integrity, ‘how the SIF should perform’ in addition to general requirement and any other exceptions as mentioned in Safety Requirement Specifications, are considered. The latest state of the art smart instruments performs diagnostic tests which are normally referred as online tests or automated tests and are performed either continuously or very frequently. Diagnostic tests detect dangerous failures and can change them to ‘safe’ failures by bringing the process to a safe state or in to an alarm, so that operations/maintenance personnel can initiate appropriate action. Whereas a proof test is performed at a predefined time interval to verify that the device will respond as expected to an unsafe condition and has not experienced a dangerous undetected failure, in case if any failure found means the process was running with a failed safety function before it is revealed.

Proof testing is designed to reveal dangerous faults in sub-systems /components which were not be detected by diagnostic capability embedded in them and subsequently adversely affects the integrity of the SIS. Standard defines Proof Test as ‘Test performed to reveal undetected faults in a Safety Instrumented System (SIS) so that, if necessary, the system can be restored to its designed functionality (IEC 61511 – 3.2.56)’ For the calculated average Probability of Failure (PFDavg), if proof test is performed at the considered test interval (Ti); means, Proof tests on systems/subsystems are carried out at constant time intervals. The frequency of the proof tests shall be as decided using the PFDavg or PFH calculation in accordance with 11.9 for the SIS as installed in the operating environment.. (IEC 61511, 16.3.1.3). For this the applied generic equation is; PFDavg = (λDu) * Ti/2 It is not always possible to execute proof test function at the plant turnaround span as it may be insufficient to maintain the desired SIL. In such situation, test interval frequency required to be increased by applying ONLINE proof testing facilities. Where the interval between scheduled process downtime is greater than the proof test interval, then online testing facilities are required. (IEC 61511, 11.8.1) In this condition, the applied generic equation is; PFDavg = Cpt(λDu) * Tipt/2 + (1-Cpt)(λDu) * Tift/2 For this equation: Cpt – Proof Test Coverage factor, Tipt – Proof test interval & Tift – Full Test interval are to be considered. The Cpt depends on the instrument type (A or B) used for SIS. As the level of proof test effectiveness increases, more and more dangerous failures are detected. This means that undetected failures are turning into detected failures, leaving the undetected failure rate to descend. Usually, Proof testing should be carried out; after commissioning as part of a validation test, part of schedule periodic testing, and after any maintenance. METHODS OF PROOF TEST Methods to perform Proof test are ON-LINE & OFFLINE. OFF LINE Proof Test It is preferable to perform OFF-LINE Proof test as it is possible to achieve 100% proof test coverage in most cases. To perform OFF-LINE test, it is desirable to remove field devices. Majorly, it is planned during plant turn around or special arrangement to be made available to perform

ON LINE Proof Test This is not a surprising situation as manufacturing organizations prefer to curtail plant downtime and suppliers seek to develop and market technologies that aim to satisfy this desire. Hence, when process is in running condition, test is to be performed by applying suitable techniques on the selected SIF loop. The design shall allow for testing of the SIS either end-to-end or in segments….(IEC 61511, 11.8.1) Due to Operation constraint or Safety reasons, if Full (End to End) loop test is not possible, then, partial/segment loop test for devices or subsystems are applied. …….Where the interval between scheduled process downtime is greater than the proof test interval, then on-line test facilities are required…. (IEC 61511, 11.8.1) To perform ON LINE Proof test, either redundancy or specific arrangements such as Force, MOS, etc. for subsystems of SIF loop are applied. During this test, the selected SIF loop will be in degraded mode. However, end users to ensure that specific test shall be performed within the assumed/ considered test time in the PFDavg calculations. For some cases, appropriate facilities like PST, Mechanical jammer, etc. shall be applied to Final Elements. MOS & NEGATIVE /INVERTED MOS • PARTIAL STROKE TESTING • CREDIT OF SHUTDOWN DUE TO ACTUAL DEMAND ON SIS FORCING FORCING a tag is not a regular practice i.e. avoid or minimize. Even if required, then apply after proper Risk Assessment and by Competent Maintenance Personnel with alert to operator as a part of approved procedure. For the FORCED tag, an indication of Compensating measurement is essential. When input or output signal is FORCED, it must be for very short time span with additional measures as it ignores actual field status input to logic or actual output status from logic to field, respectively. AUTO-OVRRIDING NAMUR NE 43 uses the 3.8 to 20.5 mA signal range for measurement information, with signals ≥21 mA or ≤3.6 mA to indicate Failure. With this information, it’s easier to detect status of an analog signal, whether the signal is Over/Under range or in failed status. In case of failure, the configured logic in logic solver overrides the faulty signal and feeds healthy signal to logic for configured time span i.e. 60 minutes. Meanwhile, panel operator to initiate action to apply MOS and intimate maintenance personnel to initiate action. This facility helps to avoid faulty trip, majorly applied to logic with 1oo1 voting.

MAINTENANCE OVERRIDE SWITCH (MOS) MOS is applied to input signals by Panel Operators and strictly limited to maintenance & test applications without adversely affecting the plant production. It helps to prevent faulty trip, allows to attend faulty field sensor and to execute proof test function online i.e. process running condition. Maintains healthy input signal to the logic regardless input status, however designed to view actual Field status / analog value on Logic Solver. Where more than one sensing devices are used in the field to form redundancy, a Measurement Validation and Comparison (MVC) technique is used to create live comparison amongst them in DCS by configuring alarm on the 5% deviation in the reading. Hence, any constant or erratic reading with respect to other tags will come to operator’s knowledge and he can apply MOS to the particular faulty tag to sort out the issue. For MOS operators attentiveness is vital as quick and well controlled action is envisaged from them.

According to the statistics of the Offshore Reliability Database (OREDA), failure of an individual subsystem is majorly distributed as 50% in final elements, 42% in sensors, and 8% in the logic solver. Means, almost 92% contribution is on the account of field devices. The Final Element is the most vulnerable as having multiple elements and moving mechanical components. Also, it is the most difficult, time consuming and costly efforts to perform 100% (Full Test) test coverage. It is required to remove final element from the process line which is not possible frequently during process running condition. Hence, to m aintain SIL, a technique Partial Stroke Testing is applied to check the ability of safety

MOS TECHNIQUES Positive MOS (Feeds ‘1’ to logic) When the developed architecture is having 1oo2 voting with inbuilt MOS facility. The MOS will be applied, when one Input Signal is unhealthy/ faulty/under proof test, it feeds ‘ON’ e.g. healthy signal from MOS contact to Final Logic Gate. This arrangement keeps final output contact in HEALTHY status and allows to attend faulty tag of logic. During Proof Testing, +Ve MOS can be applied to one tag only so the actual logic will act as 1oo1 voting and actual process demand can actuate the logic through another working tag which is in line for 1oo2 voting. Positive MOS is also applied within the specified time limit i.e. 60 minutes in 1oo1,1oo2,1oo3 voting during Auto-Override after verification of faulty reading by panel operator. Negative MOS: (Feeds ‘0’ to logic) When the developed architecture is having 2oo2 voting with inbuilt MOS facility. The MOS will be applied, when Input Signal is unhealthy/faulty/ under proof test. It feeds ‘OFF’ signal from MOS contact to Final Logic Gate. This arrangement keeps final output contact in HEALTHY status and allows to attend faulty tag of logic. For proof testing, it is applied to the tag which is taken out from the service. However, at a time, -Ve MOS is to

valve’s performance and allows to move up to some extend to perform proof testing. A small valve movement may be sufficient to detect several causes of dangerous undetected failure modes without interrupting the production. The fraction of dangerous undetected failures detected by PST among all dangerous undetected failures is referred to as the PST coverage factor. PST is often performed at regular intervals which are shorter than the function test interval. For ball valves average PST coverage factor varies based on type and diagnostic capabilities of instruments used to develop hook up for PST. For a valve, a proof test that only confirms that the valve can fully stroke typically has effectiveness of about 70%, also proof test coverage may be much lower even if tight shutoff performance is required. If this valve is shown as having perfect proof testing, the PFD value for the valve will be misjudged. Because of imperfect testing, the PFD never returns to its original value. Automation

For this techniques, an appropriate way to collect the test information i.e. HART station, is to be used which can be used to generate test documentation for future reference and diagnosis purpose. Hence, partial stroke testing with HARTcapable valve positioners can detect about 80 percent of potential problems automatically. Solenoid

Mechanical Limiting Mechanical limiting methods apply multiple techniques in the installation to limit the degree of valve travel. These methods are inexpensive in terms of capital and installation costs. Majorly, they are manually initiated and manpower intensive. Also, when any mechanical limiting method is used and testing is in progress, the availability of valve to process to initiate shutdown will be sacrificed in case of actual process demand.

A limit switch or visual inspection is used to confirm valve movement. Successful implementation and return to normal operational status are completely procedure driven. Position Control Position control uses a positioner to move the 70 Automation

A partial-stroke test can be accomplished by pulsing a solenoid valve. The solenoid can be the same solenoid used for valve actuation, resulting in a low capital and installation costs for the method. If the actuation solenoid valve is used, this method will also test the solenoid valve functionality. The time of the pulse must be adjusted for each valve and solenoid pair to achieve the desired valve travel. Valve travel confirmation is accomplished by a limit switch or position transmitter. Partial-stroke testing does provide measurable improvement of the PFD over full-stroke testing alone. The amount of improvement is dependent on the specification, configuration, and application environment. CREDIT OF SHUTDOWN DUE TO ACTUAL DEMAND If it is not possible to perform Scheduled Proof Test, then allowed to take credit of actuation due to actual demand shutdowns due to actual demand on the SIS during operation may be given credit as proof tests (fully or partial) (61511, P-2, A.16.3.1.3) According to the provided technical guidance in IEC61511, Part-2, the credit of shutdown based on the actual process demand can be taken, if the SIF loop / tag actuated as a part of the shutdown action, within a predetermined maximum time window i.e. test interval. It is desirable that shutdown event should occur prior the next planned proof test interval - (approximate 10% prior). This allows to skip next planned proof test for that particular SIF loop. However, for the credit of shutdown, few conditions need to be fulfilled like: - shutdown events properly logged with time stamps, sensors responded and final elements moved to the safe state within the predicted/specified time to meet specified Process Safety Time of the SIF loop. Additionally, physical condition of field devices are to be checked and confirmed.


PROCESS SAFETY Everything to be documented with appropriate reference and reasons with the approval of competent engineer or Subject Matter Expert. CONCLUSIONS It is mandatory that person involved for any Safety Function shall be CAPABLE & COMPETENT to do the defined task. However, due to several reasons like, insufficient competency/knowledge/ training, improper procedure/guidelines/ understanding, evolving technology /novel designs/ obsolescence, etc. it is a big challenge for end users to maintain the derived SIL for rest of the life time. It is important for End Users to consider various points which force to evaluate internal procedure to execute proof testing in his own organization like; Do we have……………..

Project Background Thai Oil Pcl, one of Thailand's major oil refineries and a subsidiary of PTT Pcl, plans to invest USD 5 billion over the next five years to boost its oil refining capacity in Sriracha from 275,000 barrels per day (bpd) to 400,000 bpd. CFP comes as part of Thai Oil's plan to increase the Sriracha refinery's capability to upgrade low-value products such as fuel oil into more valuable low-sulfur products that will help meet growing demand in the region for cleaner transportation fuels. Thai Oil CEO Atikom Terbsiri said that 80% of this budget will go towards Thai Oil's Clean Fuel Project or CFP, while the rest will be spent to improve other refinery-related infrastructure.

This is exactly the condition of Mohammed Sajib Sheik, a 10 year old boy hailing from a slum in Dhaka, Bangladesh. Sajib’s father abandoned the family a long time ago. His elder brother and sister are both married and living their own happy lives while almost totally neglecting the existence of their own mother and brother. Sajib’s mother, Sofia Begum works as a day laborer to provide for herself and Sajib. But, because of being physically unwell, she isn’t able to go to work daily and so the responsibility of taking care of his mother and himself falls on the meek shoulders of young Sajib. He has to works after school, selling newspapers and water bottles to meet their needs. Like all other kids of his age, Sajib too loves playing cricket. He sings as well. But unlike every other kid whose role model might be a cricketer in this cricket crazy nation, Sajib’s role model is Alfred Bernhard Nobel, the world famous Swedish Chemist and founder of the Nobel Prizes, and hence his love for Chemistry. Once, at school, during a session of Science, the teacher was teaching about mixtures and it was a little above the understanding capabilities of a regular Sixth Grader, but Sajib easily understood the concepts and was given the opportunity to perform experiment in front of the whole class, and that too very successfully. He is passionate about his dreams to become a Chemistry professor one day and that is clearly reflected in his academics. But the only thing in his way to achieve that dream is the current situation he is in. No one to help him progress with his education, no one to guide him and help him plot his next steps 76 Automation

in education. And this is where C2C has come in to help him. C2C has taken Sajib under its wings and are supporting him by providing 1000BDT per month to help take care of their accommodation needs so that he can use the money he earns by himself to help complete his education and pursue his dreams of becoming a Chemistry Professor. C2C has a really good idea of how Sajib should carry on his education so as to achieve his dream. The Bangladeshi educational system is basically divided into 7 levels: •Pre-primary: Play School to Kindergarten •Primary: Grade 1 to Grade 5 •Junior School: Grade 6 to Grade 8 •Secondary School: Grade 9 to Grade 10 •Higher Secondary: Grade 11 and Grade 12 •Bachelor’s Degree: 4 years •Master’s Degree: 1 year According to the above given system, Sajib is now in Junior School and has a minimum of 9 years of education left to finally be able to achieve his dream. As per the Government curriculum, basic Science will be taught to all students from Grade 6 to Grade 8. From Grade 9, Science will be broken down into Physics, Chemistry and Biology. And it is also from Grade 9 that the education stream will be divided into Science, Arts and Commerce and this will be followed up until Grade 12. So, Sajib will have to opt for the Science stream from Grade 9 and then continue his education to attain a Bachelor’s Degree in Chemistry and then opt for a Master’s Degree in Chemistry to increase his chances of becoming a Chemistry Professor. Sajib is currently being sponsored by the Analysis Division of ISA. With a helping and guiding hand behind him, Sajib can easily achieve his dream and build a brighter future for himself and his family.

THE WATER PROMISE – DMS Global joins hands with WATER RELIEF.ORG Clean water has become one of our most precious resources in the 21st century, in fact, one in nine people live without access to clean and drinkable water. The water crisis is real. It’s affecting men, women, children, families, and farmers. Women and children are spending hours a day fetching dirty water which leads to illness and disease, robbing entire communities of their futures. Lack of access to safe water and proper sanitation harms health. When health is affected, it limits education, leading to a cycle of poverty.

A bold commitment should be made to make sure everyone gets a chance to drink water from a reliable source. DMS Global has joined hands with WATERRELIEF.ORG, a nonprofit charitable organization in helping to plant more fresh water wells and pumps throughout Africa and Asia. Recently, DMS Global has taken an initiative to providing funds to dig a well in Ukhiya Village, Cox Bazar District, Chittagong division in Bangladesh. This is to help the refugees from Myanmar who are currently residing in Bangladesh. Every gift has an impact. Let’s share this gift of water with everyone.
