Wind & Renewable Energy: Creating a world-leading energy and sustainability company: DNV joins forces with KEMA for global impact

# Editorial

T

he business reality of the customers must shape the focus of a company and how the organization and competence is developing. DNVโ€™s major customers in Korea are truly changing their focus towards high end oil and gas related projects as the contracting volume for ships is reduced. The regulatory regimes are different and the expectations from the oil companies and owners of oil & gas related assets are different from most ship owners. DNV has the ambition to move along with our customers adapting to the organization, developing the local competence and utilizing our global competence base with the objective of supporting our customers to success. One of the areas we are focusing specifically on relates to the risks of poor integration of software based systems.

Jon Rysst Sr. Vice President & Regional Manager for Region Korea & Japan

All over the world we see signs and assumedly consequences of global warming. We will still be very dependent on fossil fuels in the future, but the transition to more environmental friendly energy sources is certainly a global trend. DNV, with the objective of contributing to a safe and sustainable future, has recently taken a giant step to have a more global impact on this development as a majority share of KEMA was acquired this spring forming the company DNV KEMA. DNV KEMA will focus on renewable energy and energy distribution offering advisory as well as testing and certification services. DNV KEMA is already represented in Korea, and we look very positively on the possibilities for further growth as our Korean customers also move their focus towards renewable energy and energy infrastructure.

Global warming is making the Arctic area more accessible. We know that vast natural resources are available and we know that both the North Eastern and North Western Sea routes will give significant advantages in way of sailing distance and time between Asia, Europe and the Americas if safe sailing can be achieved. The environment is though vulnerable, and the jurisdiction, regulations and technical standards are not harmonized. DNV is working with different countries and bodies to contribute in making these areas accessible for use in a safe and sustainable manner, and we truly believe such accessibility will create many business opportunities for Korea and Korean businesses. One major driver for the high interest in oil & gas exploration and production is the high global price for oil products and the high price for gas outside the US. High oil price hits our shipping customers hard and even harder in a rather gloomy market for many segments. Fuel saving is therefore high on the agenda for all owners. To support our shipping customers DNV has developed ship segment specific fuel saving guidelines. In this edition of DNV Korea Update you can, among other things, read more about all the above mentioned topics. In DNV in general and in DNV Korea specifically we find times challenging but also with a lot of opportunities. We are dedicated to explore these opportunities further together with our customers.

DNV to cooperate with Korea National Oil Corporation on EHSQ

DNV to verify the worldโ€™s largest LNG storage tank

On 13 April, 2012, DNV has signed a MOU with Korea National Oil Corporation (KNOC) to cooperate on improving KNOCโ€™s environment, health, safety and quality (EHSQ) management system and safety culture. Based on this MOU, DNV will organise a series of HSE conferences, inviting DNVโ€™s HSE specialists from various regions, sharing its experience and know-how on SHE risk assessment and how to establish a safe and sustainable business environment. Furthermore, DNV has agreed to provide KNOC with training programs to enhance KNOCโ€™s safety culture and SHE management technology.

On March 2011, Korea Gas Corporation(KOGAS) has announced that they have succeeded in developing the worldโ€™s largest 270 thousand kilo litre LNG storage tank. The newly developed 270 thousand kl LNG storage tank has been increased 35% in its size compared to its previous 200 thousand kl tank and one storage tank shows to save about 15% of the construction cost (which rounds up to 23.5 billion Kwon, or 20 million USD). DNV has been appointed to provide the verification of the LNG storage tank design.

DNV and Triality won the Lloydโ€™s List Innovation Award

Worldโ€™s first certificate of fitness for safe CO2 storage

The Lloydโ€™s List Global Award for the shipping industryโ€™s best innovation project 2011 was won by DNV. Triality is a crude oil tanker concept that is fuelled by liquefied natural gas, has a hull shape that removes the need for ballast water and will reduce considerably emission to air.

DNV has issued the worldโ€™s first certificate of fitness for a carbon dioxide (CO2) storage development plan to Shellโ€™s Quest Carbon Capture and Storage (CCS) project. The proposed Quest project will capture and permanently store underground more than one million tonnes of CO2 per year from its Scotford Upgrader, located near Fort Saskatchewan, Alberta. DNV, together with industry and governments, has recently developed recommended guidelines and best practices for CO2 geological storage selection and risk assessment, and were commissioned by Shell to coordinate a comprehensive review to assess the suitability of the Quest projectโ€™s underground storage formation to safely and permanently store injected CO2. The review also assessed the projectโ€™s measurement, monitoring and verification program to validate that it would provide the necessary rigor to demonstrate effective containment.

Large LNG-fuelled container ship of Kawasaki Heavy Industries obtains AiP from DNV

DNV Establishes Deepwater Technology Centre in Singapore

Kawasaki Heavy Industries has completed the development of a large, 9 000 TEU container ship fuelled by LNG and obtained Approval in Principle from DNV. The ship is designed with a new type of LNG tank that provides more space for container cargo. The LNG is stored in prismatic low pressure insulated tanks (Type B) and this is the first time that such tanks have been proposed for a large container ship. They are different from cylindrical pressure tanks (Type C) as they utilize the available space much better due to their prismatic, rectangular shape. KHI has also adopted a unique technology, the Kawasaki Panel System, for heat insulation in order to reduce the rate of evaporation of LNG. KHI obtained DNV Approval in Principle for both the gas supply system of the vessel and the LNG fuel tanks. Next, KHI plans to perform a safety assessment of the vessel with DNV.

DNV has launched a Deepwater Technology Centre in Singapore. The aim is to serve the oil and gas industry in the whole Asia Pacific region and to become a sizeable and complete competence centre for deepwater oil and gas developments. The Deepwater Technology Centre will focus on three core sectors: The first of these sectors includes subsea, umbilicals, risers, flow lines and pipelines. Secondly, it will focus on floating systems, including production and drilling. Finally, it will work within the fields of drilling and wells.

DNV Fuel Saving Guidelines The combination of low charter rates and high fuel prices is creating a strong interest in fuel saving measures. DNV has issued three fuel saving guidelines covering bulk, tank, and container vessels. With these guidelines, DNV aims to assist our customers to find their specific way in the jungle of fuel saving measures.

DNV Korea Update N0.5 2012

H

amburg ship Model Basic (HSVA) and DNV have worked together to provide guidance on relevant fuel saving measures for tankers and container ships. For bulk carrier guide also Shanghai Merchant Ship Design & Research Institute, CSSC (SDARI) has been involved. The aim is to help ship owners cut costs and reduce emissions. Studies report a large margin for savings, and there exists a variety of options on how to cut the required engine power or increase speed. It is challenging to manoeuvre these waters, with various suppliers promoting their device claiming large saving at low costs. Fuel efficiency can be divided in the following four main elements which are all covered by these guidelines:

โ€ข Reducing the hull resistance, which includes hull design optimization, hull coating, hull cleaning and propeller polishing โ€ข Improving the propulsion efficiency. Extensive experience feedback from HSVA from model testing is incorporated โ€ข Improving the power plant efficiency. This includes flexibility over a range of power output โ€ข Improving the operational efficiency. The new guidelines also cover the impact of each fuel saving measure on both the EEDI and the EEOI, which was passed by IMO at MEPC 62. An additional Return on Investment Calculator makes it possible to perform an economic analysis based on future fuel prices and interest rate scenarios and estimate the reduction in fuel

consumption, as well as the investment and maintenance costs. The calculator then gives the net present value, rate of return and payback period of an investment in fuel saving devices. To assist owners further, DNV is also offering advisory services to ship owners and operators, in addition to the three Guidelines and the Return on Investment Calculator which are offered free of charge to customers. The advisory services cover a wide range, from the initial screening of suitable devices to verification of the effect of the advice based on advanced Computational Fluid Dynamic (CFD) calculations.

Bulk Carrier version Bulk carrier newbuildings have a potential for saving 5-10 percent of fuel cost by introducing fuel saving measures. This is one of the findings of a joint project between DNV and SDARI on fuel saving initiatives of bulk carriers. The guideline starts out with a general description of the selected evaluation parameters. A basic introduction to ship resistance and propulsion helps the reader understand more about how each measure works. Different ways of validating savings are also discussed. The bulk of the guideline consists of sections giving a detailed evaluation of the various fuel saving measures. Each section describes the measure, including compatibility issues, lists classification requirements and discusses manufacturing issues. The range of expected fuel

savings is an important point which, together with the expected investment and maintenance costs, creates the basis for a cost/benefit analysis. Finally, the fuel saving and cost factors for the fuel saving measure are listed in a table. The compatibility between different fuel saving devices is also presented in a matrix.

Tanker version The tanker version of the Fuel Saving Guideline provides an easy overview of different fuel saving alternatives for tankers, with their typical operation profile - both existing vessels and new designs. Tanker charterers, who are frequently paying the fuel bill, are likely to include IMOโ€™s Energy Efficiency Design Index (EEDI), now that this has

been implemented for new vessels contracted from 1 January 2013, as one element in their vetting process. DNVโ€™s Guideline with the associated Investment Calculator and advisory services may therefore offer highly relevant input and decision support for designers, yards and owners involved with tankers.

Container version Fuel is a major cost element for container ships. Slow steaming and reduced container volumes make it more important than ever to choose the right measures to reduce the fuel consumption. The new operational profile will influence the new designs and what fuel saving measures to implement. But also retrofits on older designs will be on the agenda of many owners.

Barents 2020: Comprehensive Russia-Norway cooperation on safety in High North In 2007 Norwegian Minister of Foreign Affairs Jonas Gahr Stฤ‚ยธre initiated a Russia-Norway cooperation project with an aim of harmonising industry standards for health, safety and the environment (HSE) for the Barents Sea. The standards will contribute to a level of safety in the Barents Sea similar to, or even higher than, the safety level in the North Sea. The project is a part of Barents 2020, a central element in the Norwegian Governmentรข€™s strategy on the High North. 14

DNV Korea Update N0.5 2012

In new situations, such as for offshore projects in the Arctic, existing regulations and technical standards have normally not been prepared or updated to address arctic conditions. The standards are general and can apply to many geographical areas and project development options. In this context, recognised international technical standards can be used in cold climate areas, but with significantly increased reliance on project specific functional requirements by individual operators and down the supply chain. With regard to maritime transportation and marine operations the Classification Societies today have complete sets of rules and notations for ships. For Arctic areas, harmonized rules are under discussion in the International Association for Class Societies (IACS). In addition to Class Rules, there are international and national requirements that have to be fulfilled.

harmonisation of HSE standards for use in Norwegian and Russian parts of the Barents Sea, the project aimed to contribute to โ€ข An acceptable and uniform safety level in the oil and gas activity in the Barents Sea โ€ข A predictable HSE framework for oil and gas companies and contractors independent of nationality โ€ข An improved basis for cooperation for all involved parties in the future Further, the project aimed to identify areas where there is a need to โ€ข Update existing key industry standards to take into account the additional challenges related to arctic conditions, and โ€ข Contribute to creating dialogue, and share knowledge, between relevant Norwegian and Russian parties.

Project Progress When entering ice covered Russian ports, the vessel should have an Ice Certificate and when entering the Northern Sea Route (NSR) special rules and requirements will come in addition. National authorities will typically have local requirements.

Barents 2020 project was conducted in three phrases. Phase 1 of the project lasted from October 2007 to October 2008. The results of phase 1 were documented in 5 โ€œPosition Papersโ€. 5 Position Papers

T

he industryโ€™s need for HSE industry standards to take into account the additional challenges due to arctic conditions, i.e. low temperatures, ice, icing, long distances, darkness, etc. have become apparent in connection with proposed oil and gas development projects in the Barents Sea, and the increased maritime tanker traffic from the Barents sea along the Norwegian coast due to petroleum developments in the High North. The international oil and gas industry applies recognised technical standards which are used worldwide. The accumulated experience of the industry over many years and from all parts of the world is included in these standards through systematic updating and issuance of new revisions. These standards therefore represent best international practice in order to achieve an acceptable level of safety for the oil and gas industry, including offshore activities.

Russia is today the most experienced nation with respect to ship operation in ice and low temperatures. In addition to the basic rules there are several guidelines covering practical operations. This project gives recommendations on how existing standards may be applied for oil and gas operations in the Barents Sea.

Objectives The purpose of this project is to recommend HSE standards for common Norwegian โ€“ Russian application in the Barents Sea, for safeguarding people, environment and asset values in connection with oil and gas activities, including sea transportation of oil and gas. This project was partly funded through the Norwegian Governmentโ€™s Barents 2020 program and partly by Russian and Norwegian Industry. The objectives of this Barents 2020 project can be summarized as follows: Through identification of areas for

โ€ข Ice and Metocean conditions in the Barents Sea โ€ข Environmental Baseline for the Barents Sea โ€ข Safety Baseline, Offshore โ€ข Baseline on HSE Standards โ€ข Baseline Maritime Transport and Operations The position papers provided the basis for further work in phase 2, lasting from November 2008 to march 2009, resulting in the special topics prioritised for further study in expert working groups in phase 3. The Barents 2020 project in phase 3 has focused on potential improvements which will help prevent incidents or accidents from occurring, e.g. to reduce the probability of incidents happening, rather than to mitigate consequences of incidents.

Reports The seven selected topics which are addressed in Barents 2020 report are: 1. Recommend the basic list of internationally DNV Korea Update N0.5 2012

recognized standards for use in the Barents Sea 2. Recommend stands for design of stationary offshore units against ice loads in the Barents Sea 3. Recommend standard for Risk Management of major Hazards, such as Fires, Explosions and Blow-outs on offshore drilling, production and storage units in the Barents Sea 4. Recommend standards for evacuation and rescue of people from ships and offshore units, including standards for rescue equipment 5. Recommend standards for working environment and safety related to human performance and decision making (Human factors) for operations in the Barents Sea 6. Recommend safe standards for loading, unloading and ship transportation of oil in the Barents Sea โ€“ to minimize risk of accidental oil spills 7. Recommend standards for operational emissions and discharges to air and water in the Barents Sea These recommendations were submitted to national regulatory bodies for their consideration. Proposals for updating and revision of industry standards due to arctic challenges will be submitted to the bodies responsible for updating of the standards in question, e.g. International Standardisation Organisation (ISO), International Maritime Organisation (IMO), etc. Barents 2020 Report is available on our website (http://www.dnv.com/resources/reports/barents2020.asp).

Managing the Software Risk in the Offshore Units DNVโ€™s worldโ€™s first class notation for Integrated Software Dependent Systems โ€“ ISDS โ€“ is based on a proven methodology to ensure system and software integrity from the newbuilding process throughout the lifetime of the unit. Text: Eva Halvorsen, DNV

T

he ISDS notation provides a framework with industry-wide reach for systematically assuring the quality and performance of software-dependent systems. ISDS is based on methods that have already been proven effective in the aerospace, telecommunications, defense, and automotive industries. With the class notation DNV has adapted this to offshore projects. Experience with ISDS from offshore projects with Seadrill, Dolphin Drilling, Odfjell, Total, and Statoil, indicates that applying the ISDS class notation can easily save $6 to $20 million by addressing potential problems early in a project and thereby avoiding the delays caused by the need to re-work software. Recently, Songa Offshore of Norway specified DNV's ISDS standard for the first of its seventh generation semisubmersible โ€œCat Dโ€ drilling units being built at Daewoo Shipbuilding and Marine Engineering (DSME). Although pilot tested on a number of other projects, it will be the first full-blown application of the standard to a newbuild, and the project participants, as well as other key industry stakeholders, are preparing for its acceptance as a new industry standard. Steven Durham, Songaโ€™s Cat-D project director is on location in Korea. โ€œI can see that ISDS is a good concept,โ€ he says. โ€œSoftware control and 18

management of change have been problematic in the past so we openly accept this initiative. We want it to work. Right now, here in Korea, we are all thinking through what it means for us individually as well as at a company level.โ€ For DSME, it means working with many suppliers to meet the ISDS requirements and, as the first yard to be involved in such a project, they hope to gain a competitive advantage from its success. Sverre Fjereide, project controls manager for DSME, is cautiously optimistic that

it will ease commissioning problems and reduce after-delivery support efforts. โ€œWe hope to get a better focus on engineering and testing requirements that can be specifically applied to software as this has been less than ideal in the past. ISDS will not solve all problems but it will hopefully improve the situation. If we can get a 50 per cent improvement in software-related delays during commissioning, then it will be a big success especially given the complex nature of such projects and their time limits.โ€

Helping our customers to enhance the management of software operation on offshore units Rolf Benjamin Johansen, DNVโ€™s project director for systems and software reliability, has recently moved from the corporate office in Oslo, Norway to DNVโ€™s Busan office to assist our customers in Korea more closely and effectively with regards to the ISDS notation.

Rolf Benjamin Johansen DNVโ€™s project director for systems and software reliability

โ€œ What is unique about our ISDS standard is that we look at system integration as a whole, for the entire drilling rig or ship, and we also make sure our approach is flexible enough to fit in with and augment current good industry practices. We believe that all new drilling units and major modifications should apply ISDS. It will create value for all parties involved."

# ACK : BBS Program

Achieving a step change in behaviour safety รข€“ BBS (Behaviour Based Safety) Behaviour Based Safety (BBS) is a fairly new concept in that drives behaviour oriented changes in the safety system management of the organizations. Internationally and within Korea, the demand for BBS services seems to be increasing and DNV has developed BBS into an important service together with our existing services (i.e. safety management and risk assessment) to help organizations enhance their level of safety management.

W

hat is Behaviour Based Safety?

The emphasis of a behaviour-based approach to safety is through employee behaviour. 80-90% of all accidents can be linked to employee behaviour. Often it enables many other pre-existing safety critical behaviours. It is a proactive safety management tool, with the info being obtained without anyone being hurt. Behavioural Based Safety is about the influence behaviour of a person (employee, contractor) or group has on the safety of an organization. This

READINESS FOR BEHAVIORAL CHANGE requires knowledge about the parameters that influence behaviour, for example organisational structure and culture, formal or informal communication, complex or easy technology, norms and values. The purpose of a BBS program could be to learn employees how the safety management systems work and their role as a part of the system. To be effective the program should match the organisational structure, communication and culture of the organisation.

A common mistake in the introduction of behavioural change programs for many organizations is the failure to assess the organization's 'readiness' for change. Failure in the success of behavioural programs is often attributed to the effectiveness of behavioural tool itself. However, the organization's 'lack of readiness' for behavioural change is more accountable for failure than the behavioural tool itself. It is essential that an assessment of 'readiness' is conducted. Assessment of 'readiness' is a process of identifying the goals, DNV Korea Update N0.5 2012

setting targets, and establishing ways of achieving targets. Behavioural change programs will drive this process, measuring and providing feedback on success. In order for a BBS programme to be successful, careful diagnosis is required. Need to determine the level of safety culture/ maturity of the organisation. Also need to identify previous initiatives and current safety programmes to understand what has been successful and not successful in the past. BBS works best in conjunction with other safety initiatives rather than stand alone.

DNV Korea Update N0.5 2012

About KEMA

T

he International Energy Agency (IEA) estimates that spending in the power generation and transmission sector between 2010 and 2030 will amount to over USD 10 trillion. This means there is and will continue to be an extensive international market for developing, deploying and operating electrical power in a clean and cost efficient manner. In preparation for participation in this market, DNV has been building capacity within renewable energy over recent years and has started to grow capabilities within power transmission and distribution. However, in order to make a significant impact, the DNV strategy and corporate tactical plan have called for growth both organically and through acquisitions such as GEC, BEW and now KEMA. DNVโ€™s renewable energy and sustainability services will be combined with KEMAโ€™s electrical power generation, distribution and transmission services to create a robust position for DNV KEMA within cleaner energy. A powerful new company will be created for DNV KEMA, headquartered in Arnhem, Netherlands. DNVKEMA will consist of all 1,800 KEMA employees and 500 DNV employees from relevant units within Cleaner Energy, Climate Change & Environmental Services and Risk Management & Corporate Responsibility. This combined business will complement DNVโ€™s traditional maritime, oil & gas, and business assurance businesses.

DNV KEMA Service Overview Power Generation - Renewable Energy The integration of intermittent renewable energy sources into the electricity grids through smart technologies will continue to gather speed. DNV is strong in wind energy certification, independent engineering services within solar energy, and advisory services within renewables. KEMA is strong in the integration of renewable sources into electricity grids. Together DNV KEMA can be recognised as the leading certification and advisory services provider across the whole renewable energy value chain โ€“ a โ€˜one stop shopโ€™ for wind/solar developers and operators.

KEMA founded in 1927, is an independent, knowledge-based company that is active worldwide in the energy value chain and specialises in delivering world class services in the fields of business and technical consultancy, operational support, measurement & inspections, and testing & certification. As an independent business, KEMA advises and supports government bodies as well as producers, suppliers and end-users of energy and manufacturers of electricity transmission and distribution equipment.

Testing, Inspection and Certification (TIC) KEMAโ€™s original and largest service is TIC, and it has the worldโ€™s largest reference HP/HV test laboratory in the world at its headquarters in Arnhem, Netherlands, plus test laboratories in the Czech Republic and the US. This service accounts for 25% of KEMAโ€™s business and has been a foundation for their position in the electrical transmission sector. Electrical Transmission & Distribution The need to replace ageing grid infrastructures means that investments in power transmission and distribution cannot be delayed, and several nations are investing heavily despite uncertain economic conditions. KEMA has a long history of transmission and distribution experience, while DNV has offshore wind and sub-sea oil & gas production experience. Together DNV KEMA can be a leader in subsea HVDC, the electrification of offshore and subsea oil & gas production, and offshore wind park development verification and consulting โ€“ adding new frontiers to KEMAโ€™s traditional landbased business.

the emergence of carbon capture and storage (CCS) as a means to make fossil fuel power generation cleaner. Together DNV KEMA can become the advisory service provider of choice for clean thermal power. Sustainable Use and Energy Efficiency Improvements in energy efficiency remain the cheapest option for reducing carbon emissions, and in several countries legislation is in place to encourage the public to improve its domestic energy efficiency. KEMA is one of the market leaders in North American ratepayer funded energy efficiency programmes and has a strong presence in the US with regard to energy efficiency services within property and infrastructure development. Meanwhile, DNV addresses energy efficiency in the process industries in Europe. Together DNV KEMA can offer DNVโ€™s process industry services to American customers and KEMAโ€™s propertyrelated services to European customers. Climate Change Recent United Nations climate change negotiations in Durban promised a continuation of emission reduction mechanisms enabled by the Kyoto Protocol, such as the Clean Development Mechanism (CDM). With a second commitment period, the carbon market players now have more clarity and direction which will hopefully result in more CDM project activities. DNV is the worldโ€™s leading UN-accredited validator and verifier for CDM projects. KEMAโ€™s policy and programme development experience and emission verification service capability can potentially be leveraged to influence emerging new low carbon transfer mechanisms.

Power Generation - Fossil Fuel As utilities look to extend the life of their existing coal and gas-fired thermal generation plants, they must find ways to improve efficiency and reduce carbon emissions in order to counter increased fuel costs and comply with tighter environmental regulations. KEMA has expertise in how to make fossil fuel based power generation clean and efficient, including biomass co-firing and waste-to-energy technologies. Like KEMA, DNV is positioned for DNV Korea Update N0.5 2012

Transportation Advisory Services Both DNV and KEMA have third party roles as EU notified bodies for the rail industry. KEMA provides rail power and control systems/ signalling related services. DNV provides risk management and safety related services. KEMA is developing services addressing e-mobility, the extensive use of electricity for transportation in both individual and public electrical vehicles. DNV is also investigating electrification of transport. These complementary services and research initiatives will allow KEMA services to be offered to existing DNV customers and vice versa.

Risk Management and Operation Consulting KEMA offers policy, road mapping and management consulting services to regulators and customer executive management across the energy value chain. DNVโ€™s risk based approach and risk management tools will be offered to KEMAโ€™s existing energy customer base. Together DNV KEMA can be a leading policy, risk management, operations consulting and due diligence service provider to the energy markets with a focus on smart infrastructure, security, systems/human interfaces, and enterprise and project risk.

Gas Consulting/Advisory Services KEMA recently acquired the consulting arm of Gasunie, a European gas infrastructure company, with the goal of delivering a range of services to gas transmission and distribution companies. DNV recognises gas as a major part of the low carbon economy and is currently focused on upstream production, piplines and the LNG gas sector. Together, DNV KEMA can complete the value chain through its focus on distribution and metering.
