DIVISION K TO 12 CURRICULUM SUMMIT SENIOR HIGH SCHOOL PROGRAM New faces...different personalities...dignified men and women. These were the participants of this summit which differed from the former conferences that we had attended in this auditorium. It was really a blessed day since the summit had a 100% attendance from the different sectors of the society. Provincial Administrator Atty. Joel Montealto, Board Members Carlos Bolilia and Rowena Africa, Director Flores of TESDA, Honorable mayors or their representatives, Municipal Planning and Development Officers, Municipal Chairpersons of Education, Private School Administrators, Chief of different industries, representatives of Government-Owned and Controlled Corporations (GOCCs) and Non Government
Organizations (NGOs) shared their precious time with the administrators of Dep ED Batangas. The summit began at 10:00 a.m. with the singing of the Philippine National Anthem conducted by the Division Music Coordinator Mrs. Amelia Ilagan and the Pledge of Allegiance led by EPS-1 in English-Elementary Mr. Homer Mendoza. OIC-ASDS Elementary presented the guests and participants. Dr. Carlito D. Rocafort, Schools’ Division Superintendent, welcomed every one especially the stakeholders who are the schools’ partners in educating children. He quoted, “ It really takes a community to educate a child.” With this, he meant gratitude to those who in one way or another, had shown collaborative efforts in making our public schools convenient places for learning. Assistant Regional Director Dr. Beatriz Torno graced the affair. She started her talk with this line: “Everything we do today is a preparation for a bigger tomorrow.” She explained why the stakeholders were invited to have a dialog for the smooth implementation of K to 12 curriculum. She added that the government should expedite the opening of Senior High Schools with the partnership of the mayors, administrative officers of the municipalities and of the province. Dr. Torno congratulated Dr. Rocafort for initiating this STAR- studded summit which according to her was the first summit ever held in CALABARZON. “Why did I say Star-studded?”
she asked. Because all the mayors were seated in the presidential table and she assured everyone that our megastar governor will be coming. She ended her message with a line quoted by the former African leader Nelson Mandela which says: “ Education is the best weapon to change the world.” “ With all the mayors here as partners trying to hit the goal, the implementation of K to 12 Senior High School will be a success!”

Joel Montealto explained that of the 113 high schools in the Division of Batangas, only 40 will operate Senior High School. “As I hook at this program, this SHS faces a lot of challenges. This program is accepted internationally. Let us not be critiques to this program. Let us support the SHS to make it a success!” Mr. David Nuay, OIC-Asst. Schools’ Division Superintendent and Chairperson of the Division SHS presented the updates and preparation being done by districts and municipalities on SHS. He first

explained that in SHS, Grades 7 to 8 have Exploratory TLE and in Grades 9 to 10 have Specialized TLE. He further stated that Senior High School (Grades 11 to 12) will have four (4) tracks as students’ preferences with their corresponding strands. These are Academic Tracks, Tech-Voc., Sports, Arts and Design. Under Academic Tracks, students will choose from Accountancy & Business Management (ABM), Science Technology and Entrepreneurial Mathematics (STEM), and Humanities & Social Sciences (HUMSS). Under Tec-Voc/Livelihood, students may choose Home Economics,

Agri-fishery, Industrial Arts or ICT tracks. There are corresponding strands for each Tech-Voc track. Mr. Nuay also mentioned the Enrolment Projection for 2016-2017. Out of 27,520 Junior high school students, 20,917 will enroll in Grade 11 and 19,259 in Grade 12. He started with the updates on SHS: Out of 114 secondary schools in the whole division, only 39 are planning to have SHS due to some reasons like no buildable space, incapable of producing six (6) sections, not accessible and with a population of more than 5000. In Area 1, out of 32 high schools, there will be 10 SHS. These SHS will be situated in Balayan, Calaca, Lemery, Taal, Calatagan, Nasugbu 1(Banilad), Nasugbu 2(Looc Plaza), Nasugbu 3 (Tala Agricultural), Lian and Tuy. In Area II, out of 23 high schools, there will be eight (8) SHS. These will be located in San Luis, San Pascual, Bauan 1 (Bauan Tech.), Bauan 2 (Bauan Agri.), Mabini, Tingloy, Lobo 1 (Masaguitsit) and Lobo 2 (Malabrigo). In Area III, the proposed SHS will be in Santo Tomas, Talisay, Malvar, Laurel, Balete, Mataas na Kahoy, Balete, Agoncillo, San Nicolas, Cuenca, Alitagtag and Sta. Teresita, a total of 11 high schools out of 24. In Area IV, 10 out of 35 high schools will be offering SHS. These SHS will be established in San Jose,

SUMMIT Ibaan, Padre Garcia, Rosario 1 (Baybayin), Rosario 2(Technical School), San Juan 1 (Palahanan), San Juan 2 (Buhaynasapa), San Juan 3 (Laiya), Taysan 1 (Dagatan) and Taysan 2 (Taysan Complex). The Sports SHS of the entire division will be set at Batangas Sports Complex while Arts and Design will be at Batangas Provincial High School for Culture and Arts. Mr. Nuay summarized that out of 114 high schools, there will be 41 Senior High Schools. Twenty-three (23) will be Integrated Schools where Junior and SHS are combined, 1 Stand-alone SHS with more than 5,000 population, 4 SHS within the elementary schools lots, 11 SHS with new sites, 1 for Sports and 1 for Arts and Design. Everyone was inspired with the coming of our gorgeous governor Hon. Vilma Santos Recto who, in spite of having newly recovered from sickness and still under medication, couldn’t ignore the invitation of the division to grace this summit. She greeted everyone first and acknowledged the presence of the mayors and other stakeholders. She elaborated the K to 12 program based on her knowledge. “I know parents will find K to 12 additional two years an additional cost but I believe
that Education is priceless,” ended the lady governor. Mr. David Nuay talked on the expansion of the SHS Voucher System or the Enhanced GATSPE program. He said that the Voucher System amount depends on the location. There will be 77 Private Schools that will offer SHS: 23 in Area 1, nine (9) in Area 2, while 26 in Area 3 and 19 in Area 4. Based from students’ preferences in the Private Schools, 5593 chose Academic track; 1204 chose Tech-Voc Livelihood Track; 152 in Sports and 131 in Arts and Design. Mr. Nuay added that the needed classrooms for the SHS in the whole division is 1,057 while 1,585 specialized teachers as teaching force. If the private schools will open, the total number will be reduced. Among the

partners from Non-Dep ED schools are : Private Secondary Schools, 77; HEIS, 12;Tech-Voc Institutions, 66; SUC, 2; and LUC,1. Meanwhile, the SHS partners for immersion are: Government offices, Private industries, Non-government foundations, Religious institutions, GOCCs and Overseas companies. He ended his SHS presentation with this captivating line: “Blessed are the partnerships for they make everything possible.” Mrs. Macaria Carina Carandang, EPS 1-TLE and SHS Coordinator gave an Overview of the SHS. She started with the official signing of R.A 10533 or Enhanced Basic Education Act, legal mandate, years of implementation, Tracks and Strands for students preferences, objectives, the faculty who will teach the different courses, Implementation Indicative Timeline, SHS Implementation Composition, etc. According to Mrs. Carandang, the 1st objective of the SHS program is to accommodate all incoming Grade 11 students in 2016. The process guidelines for the above objective are the following: 1) Determine the number of incoming Dep ED enrolment for 2016 2) Determine the number of incoming NonDepED enrolment for 2016 3) Appraise current resources as available classrooms, existing facilities and equipment and buildable space 4) Offer programs that are relevant to the learners’ preference
and community activities 5) Availability of potential partners 6) Provide qualified teaching staff for all the tracks and strand subjects 7) Identify support for resources 8) Find opportunities for immersion/apprenticeship/ on-the-job training in the municipality 9) Establish partnership that supplement and complement with the Dep ED provision. Who can teach in SHS? This pertinent question was answered by the SHS coordinator. First, are the Non-Teacher Education Graduates, provided that they pass the LET within 5 years after the date of hiring and they are willing to teach in parttime basis. Second, graduates of Tech-Voc courses provided they possess the necessary certificates issued by TESDA and they undergo approved in-service training. Third, HEIS Faculty that has served as full time HEIS faculty. The composition of the SHS Implementation Team are the following: SDS or ASDS as Chairperson, SHS Coordinator, Planning Officer, Dep ED High School Principals/Municipal Lead Principal, Dep ED PSDS/ EPS, Private School Coordinator, Municipal Planning and Development Officer (MPDO), Provincial Planning and Development Officer (PPDO), LGUs, Industry representatives, Education Committee of SB, and Non-Dep ED representative. Mrs. Carandang stressed on the Goal of SHS:
Refinement and finalization of SHS implementation plans of all SHS within this year. She ended her talk with this quotation: “Change does not necessarily lead to progress but progress initiates change.” The last part of the summit was the open forum wherein some questions were asked and answered by the SDS, by the Chairperson and by the TESDA Director facilitated by Mrs. Gina M. Lacsamana, EPS In-Charge of Private Schools and Dr. Hermogenes Panganiban, PSDS/SHSP In-Charge of Calaca. Some of the questions raised were: 1. “Our students are not yet recipients of the GATSPE, can they avail such benefits in SHS?”Representative from St. Bridget Alitagtag. Answer: Yes. 80% of the total GATSPE/ ESC 2. Can students who preferred Tech-Voc in SHS be accepted in Business Management in college? - BSU rep. Answer: Yes through bridging or adjustment 3. What can you provide as Counselling support to students? By: Administrator of Mayor Edna Sanchez Answer: Choices in Career Guidance, Career Assessment (NCAE), Career Advocacy c 4. Can students who finish only Grade 10 enroll in college? Answer: No. Only those who
finished Grades 11 and 12 5. How can Tech-Voc Graduates meet the International standard? Answer: TESDA will answer that. K to 12 provides only the Basic skills 6. In the lot donated by the municipality for SHS, who will provide the building and facilities? -Municipal Administrator of Lian Answer: If the municipality can provide the building and facilities, they have to but if not, submit the list of essential equipment and facilities to Dep ED 7. If lots will be donated by LGUs, will the titling be free? Answer: We still have provisions for that. 8. Can an engineer by profession teach in SHS? How about the compensation if he is working in a government office? Answer: Yes, as part time basis. But if already working in the government, he will not receive any compensation from the public SHS. After the open forum, the summit was adjourned at around 4 pm.
