Oireacthas Petitions System Dear Editor, As a believer in democracy, I welcome the new Oireacthas petitions system whereby any of us can petition the Oireachtas on issues of public concern. But I would question whether members of the Committee to which the petitions will be presented will be capable of dealing with each issue strictly on its own merits. My concern arises from the fact that the Joint Committee on Public Service and Petitions is, like all other Oireachtas committees, composed of politicians ...TDs and Senators. I would love to think that each of the politicians on the Committee will address the concerns of petitioners fairly and with forensic objectivity, but past experience does not inspire confidence in that regard. My fear is that they may be tempted to approach each issue from their own party political perspectives or prejudices, or with an eye to electoral considerations. If, for example, an issue of great controversy has to be considered by the Committee, can politicians really be trusted to put aside their own feelings and act in the public interest? Will the fear of losing votes militate against a given course of action, as it does in relation to just about every issue that politicians have to deal with?
In 1984, a motion to the Oireachtas Joint legislative committee calling for an investigation into the cruelty of live hare coursing was rejected by committee members by a margin of nine votes to six. This was the result, despite the fact that the committee had received thousands of letters from the public supporting the proposed investigation and less than a dozen opposing it. TDs with coursing clubs in their constituencies had voted down the motion. I only mention this because I was involved with campaigning on that issue at the time. It offered me an insight into how the political process operates in Ireland.

I would be in favour of an oath of some kind to be taken by the Oireachtas Committee members to ensure that they will NOT be swayed by party policies or dictates or electoral self-interest when considering petitions, and the publication in full of the specific reasons why any given petition has been rejected by the Committee. Otherwise, the entire procedure will be suspect and may come to be seen as mere political window-dressing posing as an exercise in democracy. Cork Community Radio (100.5 FM) have recently announced a new weekly “Writers Corner” The programme commenced last Sunday morning at 10.30 AM. The first guest is none other than Billy McCarthy author of “Barnetstown to Ballinglanna”. Billy is well known in GAA circles and is a founder member of the Douglas Writers Group. Billy writes in a style that is worthy of any tradition Irish writer and yet has all the modernity of the present day. Our poem this week is taken from his book and is a fine example of Billy’s lyricism. You can hear local writers talk about their works and their love of writing on air every Sunday morning at 10.30 so be sure to tune in. (100.5)

Tidy Towns Volunteers Nothing can stop this group of people who are intent on making Douglas the most beautiful village in Ireland. They have been painting eysores, planting delightful containers full of flowers, and despite the setback of the flood – and the bad weather – are brightening up our living environment here in Douglas. They meet every Saturday morning from 10.30 to 12, and volunteers are always welcome. They will provide you with a high-viz jacket and a pick. Rochestown Youth Choir Rochestown Youth Choir are looking for new members to join our Choir. Young people from 2nd class and upwards are welcome. We practice every Friday from 4pm 5pm in the Church. We sing once a month at the childrens Mass in St Patricks Church at 11am. Contact 087 9841379.
Douglas ICA Douglas ICA is a very active guild and has about 50 members. The Guild meets once a month where members catch up with the news, listen to guest speakers on a range of topics and of course enjoy some refreshments. Members participate in a range of Guild activities which include Choir,
Drama, Book Club, Exercise and Craft classes. We also organise regular outings, concerts, plays, gardening workshops, coffee mornings and trips to An Grianan (home of the ICA Bootcamp TV series) for a week of education and relaxation. The Guild meet on the second Thursday of each month. New members are always warmly welcomed. The Douglas ICA Hall is located on Church Road beside Lion House and opposite the Douglas Community Park.

This workshop will provide an overview of the nutritional/biomedical approach to autism. It will be particularly useful for families starting to use the nutritional/biomedical approach. Athlete’s foot Athlete’s foot is a fungal infection that develops in the moist areas between your toes and sometimes on other parts of your foot. Athlete’s foot usually causes itching, stinging and burning. Also called tinea pedis, athlete’s foot is closely related to other fungal infections with similar names, which include: • Ringworm of the body (tinea corporis). This form causes a red, scaly ring or circle of rash on the top layer of your skin. • Jock itch (tinea cruris). This form affects your genitals, inner upper thighs and buttocks. • Ringworm of the scalp (tinea capitis). This form is most common in children and involves red, itchy patches on the scalp, leaving bald patches.

Symptoms The signs and symptoms of athlete’s foot can be numerous, although you probably won’t have all of them: • Itching, stinging and burning between your toes • Itching, stinging and burning on the soles of your feet • Itchy blisters • Cracking and peeling skin, especially between your toes and on the soles of your feet • Excessive dryness of the skin on the bottoms or sides of the feet • Toenails that are thick, crumbly, ragged, discolored or pulling away from the nail bed

Treatments and drugs If athlete’s foot is severe or doesn’t respond to over-the-counter medicine, you may need a prescription-strength topical medication (lotion, powder, spray or ointment) or an oral medication (pill, capsule or tablet). Many options are available, including: Terbinafine (Lamisil) and Clotrimazole (canestan) If your fungal infection is severe or doesn’t respond to topical medicine, your GP may give you a prescription oral medication. Oral medications include: Itraconazole (Sporanox), Fluconazole (Diflucan) and Terbinafine (Lamisil).
Prevention These tips can help you avoid athlete’s foot or ease the symptoms if infection occurs: • Keep your feet dry, especially between your toes. Go barefoot to let your feet air out as much as possible when you’re home.

• Go with natural materials. Wear socks that are made of natural material, such as cotton or wool, or a synthetic fiber designed to draw moisture away from your feet. • Change socks and stockings regularly. If your feet sweat a lot, change your socks twice a day. • Wear light, well-ventilated shoes. Avoid shoes made of synthetic material, such as vinyl or rubber. • Alternate pairs of shoes. This allows time for your shoes to dry. • Protect your feet in public places. Wear waterproof sandals or shower shoes in communal showers, pools, fitness centers and other public areas. • Treat your feet. Use an antifungal powder daily. • Don’t borrow shoes. 1 Day meeting on Autism Nutrition Saturday October 13th Autism is a very complex developmental disorder. It is a chronic multi-factorial condition for which there is currently no known medical cure. However, there are biomedical abnormalities occurring in individuals on the autistic spectrum, that can be treated, thereby relieving discomfort or pain, improving focus and concentration, facilitating better nutrition and sleep, and enabling increased benefits from other therapies. For example, studies show that many autistic individuals suffer from gastrointestinal symptoms such as reflux, diarrhea or constipation. These symptoms may be caused by a variety of conditions, including gastro-esophageal reflux disorder (GERD), pancreatic insufficiency, maldigestion, malabsorption, food intolerance or allergy, disturbed gut bacteria (dysbiosis), celiac disease, irritable bowel syndrome and inflammatory bowel disease). These conditions can be helped through dietary changes that improve gut health and nutrient availability. There are many diets that may help the
gastrointestinal tract to recover, for example, gluten free and casein free, Low FODMAPs, SCD, GAPS, low sugar, low yeast, low allergen, low additives, or low oxalate diets. As the gut heals the immune function becomes more regulated, some inflammation (caused by oxidative stress) is reduced, and the metabolism, including the mitochondria, become increasingly well balanceded. Autism Nutrition is a nutrition consultancy business that aims to help individuals, families, and health professionals, dealing with autism, to understand, identify, and develop treatments, which can substantially help autism. Using individual programs of biomedical and medical testing, dietary interventions, and targeted nutritional supplementation, many individuals improve to some degree, and some improve dramatically. Know Your Rights National Fuel Scheme Question: What social welfare support is there to help with heating costs in the winter?
Answer: The National Fuel Scheme, operated by the Department of Social Protection, is intended to help people who are dependent on long-term social welfare payments as their sole income and who are unable to meet their heating needs. Under the scheme a Fuel Allowance of €20 per week is paid during the fuel season. The fuel season for 2012/2013 starts on Monday, 8 October 2012 and finishes on Friday, 5 April 2013. The Fuel Allowance is a means-tested payment. If you are only getting a noncontributory payment you are accepted as satisfying the means test. The Fuel Allowance means test is linked to the maximum rate of the State Pension (Contributory). You can have a combined weekly income of €100 above the maximum State Pension (Contributory) for your situation and still be eligible for a Fuel Allowance. This means that you can have capital/ savings, providing they are less than €58,000, and be eligible for a Fuel Allowance. (€58,000 is equivalent to just over €100 a week under the capital means assessment rules.)
For example, someone without any savings, but working part-time, who is receiving a Widow’s, Widower’s or Surviving Civil Partner’s Contributory Pension of €193.50 per week should qualify if his/her weekly income does not exceed €330.30 (State Pension maximum rate €230.30 plus €100). Where two or more people living in the same household qualify for the allowance, only one allowance is paid. If you think you are eligible, you should apply immediately as the allowance will not be backdated. Dáil Committee examine difficulties home insurance The Committee on Environment, Culture and the Gaeltacht are to discuss the difficulties obtaining home insurance in areas which have experienced extreme weather events, such as flooding, with Michael Kemp, chief executive of the Irish Insurance Federation (IIF) this week. Committee Chairperson, Ciarán Lynch TD said: “Over the past number of years, a number of areas in the country have experienced extreme and increasingly frequent weather events, particularly flooding. For many communities and families, the trauma caused by flooding continues as they are now facing insurance problems. As well as facing the costs of repairing damage to their properties and replacing destroyed contents, there is the further problem of having the region in which they live categorised as a high flood risk area. Similar difficulties seem to arise in regions where there is a history of subsidence. This leaves many people struggling to obtain full home insurance. The lack of full insurance cover not only leaves householders at the mercy of weather events, it also severely impacts on the value of their properties, in some cases leaving them worthless as they cannot be sold due to the absence of obtaining full insurance cover. On meeting the IIF committee members will be keen to find out what they are doing for householders and communities, who through no fault of their own, are in areas now prone to flooding. We will want to know if the insurance industry has a strategy to deal with the financial consequences of flooding if regular flood damage occurs in certain areas and a policy for dealing with people living in these areas.”

Maryborough Hill Bus Stop Upgrade Legitimate safety concerns have been raised by residents about the bus stop located near the entrance to Broadale estate for some time now. Thankfully, I am informed that progress will be made on this issue very shortly. The Council has now completed a tender process for the upgrade of this bus stop and a preferred contractor will be identified by the Council within days. This project is being funded by the National Transport Authority ( NTA ) and the final go ahead for the work is very much expected. The Council outlined that it is anticipated work on the upgrade will commence in late September or early October. These safety improvements are long overdue and very much welcome.

I called in to Hanover Street premises for Penny Dinners and I was amazed with the wonderful work they do Penny Dinners is Corks oldest independent caring charity. It was founded in the famine times, and is now relied upon week in week out by hundreds of our needy citizens, feeding over 1,200 Men Women and children a week. People who once had plenty now find themselves in need, they come in no questions asked, no judgements made; I sat and observed for a few hours, it is a very friendly place where everybody is welcomed by a wonderful lady Catriona, she knows almost everyone by name, they do a four course meal, Soup ,Main Course, Dessert ,Tea-Coffee. It allows each person top retain their dignity in a very unique atmosphere, each person also gets sandwiches and fruit as a take-away for the evening, so people won’t go hungry through the night. This is a volunteer driven organisation, every day a dozen or more volunteers prepare, cook and serve a nourishing meal to the people of Cork. People from all walks of life volunteer! I was very impressed with the Transition year students on the day I was there. Students from Scoil Mhuire, Colaiste an Phiarsaigh, Gleann Maghair and the boys from Douglas Community School were serving dinners cleaning up after all with a smile. In fact most schools are involved on different days, it is good for them to meet our kindred friends and it also encourages the students to appreciate the journey many of these people are on. When

Mahon Kids summer Camp Mahon Kids summer Camp took place this year for the first time at Mahon community Centre. We had up to 100 children coming every day and It was a week of great fun and many activities including arts and crafts singing action songs also lots of games and creative bible stories, The children were aged between 4 and 12 years. and had a fabulous time. They just couldn’t wait to come back the next day the camp was led by Children’s worker Catherine Campion
and local man Charles Ward along with a gifted team of 28 volunteers who gave so generously of their time and energy in the planning and delivery of the programmes. The whole week was available to everyone free of charge so we want to say a big thank you to all the management Committee and staff at MCC for kindly allowing us to use the main hall and all facilities for the week... Also for being so helpful with the many practical issues involved. We trust that the week will be a great memory for all the children and their familys and God willing we will look forward to seeing them again next year.

Inter-country adoption agreement with Vietnam will benefit children & families in Cork Fine Gael TD for Cork South Central and Chairman of the Oireachtas Committee on Health & Children, Jerry Buttimer, has welcomed the signing of an Administrative Agreement on inter-country adoption with Vietnam. The agreement which has been officially signed by the Minister for Children and Youth Affairs, Frances Fitzgerald TD has also been signed by the Vietnamese Minister for Justice, Ha Hung Cuong, on behalf of the Vietnamese Central Authority, and Dr Geoffrey Shannon Chair of the Adoption Authority of Ireland (AAI). “I welcome the signing of the Administrative Agreement between Ireland and Vietnam. This is the first agreement that the Adoption Authority of Ireland has entered since we ratified the Hague Convention, which sets international standards for inter-country adoptions. This agreement must now form the basis of further agreements between Ireland and other countries. “Across Cork there are many families who have adopted children from Vietnam and there are many more who would to like to adopt. I hope that this agreement enables those families to pursue their hopes of a successful adoption. “Earlier this year I met with the Vietnamese delegation when they visited Helping Hands Adoption Agency in Cork. It was evident at that meeting that all parties wanted to ensure an agreement was reached which would assist families and children. “Since Minister Fitzgerald has taken office she has prioritised securing an agreement with Vietnam. We now have an agreement in place which will facilitate safe and secure adoptions between Ireland and Vietnam. The knowledge and experience obtained in finalising this agreement with Vietnam must now be used to ensure that Ireland secures similar arrangements with other countries. “Minister Fitzgerald must be congratulated on their work which has successfully delivered this agreement. I am confident that their leadership will continue to improve the availability of safe and secure inter-country adoptions for the benefit of children and families.”

Things to do This Week Think about a host of golden daffodils in the spring – now is the time to plant bulbs. But don’t stop there . Plant crocus, snowdrops, bluebells, tulips, hyacinths for a beautiful spring garden. As usual we try to give you a few ideas on what might need doing in your garden this week. Not everything in this article may apply to your garden - but there might be something, if not this week maybe next week.

Dig up early chrysanthemums, cut down stems and box up the stools; keep in a cold frame until January. Finish bringing in tender perennials, and box or pot up to keep under frost-free glass. Plant new pinks and hardy carnations on light soils - elsewhere wait until spring. Plant new rhododendrons and azaleas in acid soil, and mulch with cocoa shells. Plant container grown shrubs and trees in prepared soil, but leave bare-root plants until next month.
Plant parsley in a greenhouse bed or cold frame for winter supplies.. Disbud late-flowering chrysanthemums to stimulate larger blooms. Start to reduce watering and damping down generally, and water in the mornings only. Sow greenhouse radishes to crop in late November.
Kitchen Garden Start taking hardwood cuttings of soft fruit such as gooseberries and currants, and root outdoors. Clear outdoor tomato crops or lay plants on straw and cover with cloches to finish ripening. Mix all summer lettuce varieties together with endive, chicory and other salads for sowing as a cut-and-come again mixture. Cover vacant light soil with a protective layer of manure or compost, or dig and sow a green manure. Earth up winter leeks for extra-long blanched stems. If runner beans are still cropping, feed with general fertiliser

Historical Walking Tour Down the Old Line, Friday 28 September Cllr Kieran McCarthy will give a walking tour this Friday 28 September at 6.30pm. leaving from the Pier Head carpark, Blackrock. It focuses in on the story of the Cork Blackrock and Passage Railway Line. The event and proceeds are is in aid of the Irish Heart Foundation, and it costs E.15 to register (turn up on the evening). A ballad session will follow afterwards in the Pier Head pub. Cllr. McCarthy noted: “South east Cork City is full of historical gems; the walk not only talks about the history of the line but also the history that surrounds it. For example, Fifty years ago this weekend, the foundation stone of the present St Michael’s RC church was laid. The walk us also a forum for people to talk about their own knowledge of local history in the ward. The walk also forms an important amenity walk through the south east ward.” The Cork Blackrock and Passage Railway was among the first of the suburban railway projects which opened in 1850. The original terminus, designed by Sir John Benson was based on Victoria Road but due to poor press was moved in 1873 to Hibernian Road. The entire length of track between Cork and Passage was in place by April 1850 and within two months, the line was opened for passenger traffic. In May 1847, the low embankment, which was constructed to carry the railway over Monarea Marshes (Albert Road-Marina area), was finished. In Blackrock, large amounts of material were removed and cut at Dundanion to create part of the embankment there. Due to the fact that the construction was taking place during the Great Famine, there was no shortage of labour. A total of 450 men were taken on for the erection of the embankment at the Cork end of the line. The Daily Rant By Geraldine Blake I was driving the kids to school and was listening to Today FM on the radio when an advert came on about conserving Dublin water. I thought it was a joke. I could barely see the road for the rain. As I peered through my rain saturated windscreen with the wipers working at full speed, I laughed: the one thing that is plentiful and free in Ireland is water and they’re telling us to be careful with it. And now they want to re-introduce water rates to discourage us from wasting it. There are currently mini rivers of the stuff flowing past my front door, the garden has been no go zone for weeks because it so soggy, bogs are moving in Kerry and there is flooding in Mallow and Limerick. We can’t contain it. It’s not like Australia where they suffer from droughts – we should be so lucky – because there’ll be plenty more tomorrow. The late Maeve Binchy once said that telling the world that you are writing a book is like going on a diet. You are setting up an expectation to all those that know you and if you get caught horsing into a doughnut, you get cries of, “But I thought you were on a diet” thus ruining the moment, and you feel ridiculous. At the risk of being ridiculous, three weeks ago I started the Stone Age Diet. I don’t know if that’s the official name for it but you only eat what the caveman ate i.e. all the meat you want with the fat trimmed off – very picky those cavemen and plenty fruit, veg, nuts and seeds. I saw an article about it in one of the Sunday papers where the writer lost 13kg in three months. Unfortunately the article didn’t mention dairy products and I wonder did cavemen have cows back then and if they did, would they know how to milk them and make cheese and yogurt. I’ll give up anything but I must have milk in my tea. All baked products are off the menu. Nothing is allowed that was grown from a crop e.g. bagels, bread, muffins, cakes, potatoes and rice. Since these constituted 90% of my eating habits, I found the first week very hard as I simply had no energy.
Michael Phelps, the American swimmer that won in all 22 gold medals in the Olympics, consumes 12,000 calories per day. For a breakfast alone, he has a stack of pancakes, a stack of toast and several eggs. How do you even begin to put that amount of food into your body but I remind myself whatever he’s having, I can’t have. Progress is slow, I have lost only four pounds in the three weeks since I’ve started but on the plus side, I’m never hungry and my energy levels are returning. What also helps is that I got a dog. I must have had a mid life crisis moment but I had this sudden urge to have a small, friendly form of life in the house other than my children. And unlike my children, he doesn’t answer back or ask questions. The toilet training was fraught as I never had a dog before and failed to appreciate that puppies do it everywhere, all the time whether it’s on the grass, the kitchen floor or your best carpet. When he was ten weeks old, I dragged him out for his first walk. I wasn’t going far. It was only to the local shop and back but he went berserk when I put on the lead and refused to go beyond the front gate. Meanly, I dragged him about 20 yards and then gave up. I’ve picked up great tips on how it’s important to let the dog know who is master and to tune into the Dog Whisperer on the National Geographic channel. But the greatest benefit of all, apart from the enormous affection he gives, is the fact that he has to have his walk everyday otherwise, as the book says; he is liable to become badly behaved and difficult. Don’t we all! The odd feature about the ‘mixed’ weather we’ve been having is that as miserable as the day might be, the evenings are lovely and therefore perfect for this Cave-woman and her dog to go walkies.

Karen and Jon are one such family who had their world turned upside down when their young son Sean was diagnosed with Autism in January 2011. Karen and Jon are very proactive and in order to raise awareness regarding Autism and to raise much needed financial support for Irish Autism Action they have come together with their family and friends to organise a Masquerade Ball on Saturday 29th September 2012 at the Carrigaline Court Hotel. when a group of American tourists included the Kinsale Set Dancing class as part of their tour of Ireland. The local dancers had great sport helping them to dance some ceili dances. After a bit more encourachement some of the adventureous visitors got up to dance all of the North Kerry Set, while the tired ones looked on cheering. As they were due to be up early again the following morning, the tourists from different parts of the United States of America headed off, delighted that they got the authentic Ceili Experience with real Irish people. The remainder of the class when through the whole of the Connamara Reel Set before heading away home happy with themselves.
