GOVERNANCE
The Downtown Detroit Business Improvement Zone (BIZ) is a pivotal public organization committed to elevating the attractiveness and vibrancy of Downtown Detroit. Established through a property owners vote in 2014 and renewed by a second vote in 2023 for another decade until 2034, the BIZ operates as an assessment district focused on strategic enhancements for the area’s appeal.
The BIZ is governed by a dedicated volunteer Board of Directors, representatives of the engaged property owner community, and contracts with the Downtown Detroit Partnership (DDP) to oversee its daily operations.
The BIZ Board has demonstrated resilience and continuity over the years, with half of its members having sustained their leadership roles while collaborating with newer members who bring fresh perspectives.

AMBASSADORS
The BIZ Ambassadors are dedicated professionals committed to maintaining Downtown Detroit’s cleanliness, safety, and welcoming atmosphere. They provide exceptional service with a friendly demeanor, helping with directions, restaurant recommendations, and other needs. Notably, for many years, at least 90% of the Ambassador team are Detroit residents, largely in part because the BIZ made an intentional effort to recruit Detroiters. The Ambassadors’ deep pride in their community is evident in their work.
Since the program’s inception, BIZ Ambassadors have significantly contributed to the Downtown area by assisting over 530,000 patrons, removing more than 8,300 tons of trash, and addressing nearly 33,000 instances of graffiti. Additionally, they undertake regular power washing of parks and sidewalks to ensure a pristine and inviting environment.

The Downtown Detroit BIZ data specialists provide an analysis of the dynamic landscape of Downtown Detroit through a variety of metrics housed within the Downtown Detroit Datascape. The BIZ sees the value in providing custom metrics and analysis to property owners, businesses, media, government partners, and potential investors. Additionally, the data is also weaved into the overall marketing and communications efforts to tell the compelling story of Downtown Detroit and beyond.
The Datascape tracks metrics, including average daily visitor and worker estimates, and some data are comparable to 2019, which helps assess Downtown’s recovery since the pandemic. Data and tools used within the Datascape is updated frequently and often to ensure stakeholders have access to the latest and best information.
Over the years, the BIZ led efforts, in collaboration with the Downtown Detroit Partnership, to conduct six Downtown Detroit Perceptions Surveys, produce seven Downtown Detroit Community and Development Updates, and most recently, survey visitors from all 50 states during the NFL Draft in Downtown Detroit.
The goal is to evolve with technological advances and grow with the community that the BIZ serves. The data gathered here and within the Downtown Detroit Datascape help inform and guide the overall work of the BIZ.

Since 2018, 42 new development projects have been initiated, with a robust focus on office (16) and hospitality (8) sectors.
Responding to this demand for Downtown living and visiting, Downtown continues to add new residential buildings and hotels, such as the Residences at Water Square, the Residences at the Edition Hotel, and the JW Marriot Water Square. There are 682 residential units and 967 hotel rooms currently under construction.
TRANSFORMATIONAL DEVELOPMENTS
Downtown Detroit is in the middle of a strong wave of development, which will reshape the area in many ways, including population, physical appearance, demographics, and connections to adjacent neighborhoods. There are several transformative projects linked to this, including University of Michigan Center for Innovation, the new General Motors global headquarters, Detroit Edition Hotel and Residences at the Edition, and the Development at Cadillac Square.
DOWNTOWN SIDEWALK-LEVEL BUSINESSES
In 2024, there are 75 retail, arts, and service businesses and 187 restaurants, showing a growing recovery in Detroit’s downtown despite pandemic challenges.
ELECTRIC VEHICLE INFRASTRUCTURE

The City of Detroit was awarded $23.4 million in federal funding for electric vehicle charging infrastructure. EV chargers will be publicly accessible and strategically located near community destinations to help make owning an EV more practical for Detroiters.
MARKETING AND COMMUNICATIONS
Downtown Detroit is a unique place where the people tell its story. The Downtown BIZ takes its responsibility in this vibrant community to heart. This is why the BIZ has evolved its marketing and communications efforts to ensure not only the community knows what the BIZ does, but that its stakeholders do as well.
This effort includes ongoing, consistent communication with the board of directors and stakeholders, focused branding, and five-year and ten-year anniversary celebrations. Since 2020, the BIZ also launched an exclusive quarterly newsletter that enhances storytelling and thought leadership and features strong video storytelling, BIZ Ambassadors, safety resources, and a new blog, “Downtown Datascape Trends.” The BIZ Insider’s engagement, well above industry average, demonstrates its value and continued impact.

• Training: Ambassadors are trained in safety and mental health first aid and serve as the “eyes and ears” of Downtown Detroit. They report issues and are dialed into Project LighthouseTM communications channels.
• Safety Outreach Team: Connects individuals in need to existing resources and support services. The team also tracks interactions to address the community’s evolving needs.

A variety of technological solutions are leveraged to support Downtown safety, including Project Greenlight, Evolv (portable weapons detection system), and live event monitoring.

The BIZ has played a crucial role in shaping the beauty and vibrancy of Downtown Detroit through its sustained funding and strategic planning. BIZ initiatives have significantly enhanced the urban landscape and contributed to a more attractive and engaging environment for residents, businesses, and visitors alike.
STATIC WAYFINDING
To ensure cohesive navigation throughout Downtown, the BIZ developed a comprehensive static wayfinding system and led the effort from concept to conception with several partners, including at the City of Detroit and the Downtown Development Authority. The system integrates seamlessly with the digital information kiosks, providing clear and consistent information for pedestrians and drivers. The wayfinding plan was meticulously coordinated with various stakeholders. Its successful implementation in Downtown sets the stage for potential expansion to surrounding neighborhoods, which would further enhance connectivity and accessibility across the city.
SUPPLEMENTAL LIGHTING
The BIZ-led strategic lighting plan, “Light the D,” has become instrumental in the lighting projects in Downtown Detroit. Developed in partnership with the City of Detroit, Detroit Downtown Authority, and Detroit People Mover, this plan ensures a cohesive and well-coordinated approach to lighting throughout Downtown Detroit. Lighting is a pivotal element in enhancing Downtown’s safety and aesthetic appeal. The BIZ has spearheaded several key projects, including the following:
Holiday Lighting*: Seasonal decorations that create a festive atmosphere during the darker winter months.
Broadway Street Light Wands*:
Artistic lighting installations that enhance the street’s visual appeal.
*People Mover Column Lighting:
Illuminating the transit system to improve safety and visibility.
DETROIT Sign + Lighting:
A prominent landmark with dynamic lighting that celebrates the City’s identity.
Architectural Lighting: Permanent installations at Grand Circus Dog Park and temporary lighting at Cadillac Square East, strategically addressed “crime hotspots” in collaboration with the Detroit Police Department.
PARK AND STREET LANDSCAPING
The BIZ’s commitment to maintaining green spaces and street landscaping is evident in the management of 22 acres of public parks and street medians. Key projects include:
Washington Boulevard Promenade*: Currently maintained under warranty, with future assessments planned to determine new maintenance costs.
Gratiot Medians: Part of a broader landscaping effort to enhance the urban environment.
Downtown Public Spaces: Overall maintenance of public spaces, including DDP’s parks, the Riverfront, and others. This aims to create an inviting and well-maintained Downtown that enhances quality

Perceptions Survey
The Downtown Detroit Perceptions Survey is conducted every two years to shape and inform the future initiatives and strategies of the BIZ. Input is requested from both Detroit residents and people who work and visit Detroit. The responses received is used to guide the work of the BIZ with the overall goal of driving positive change and moving our community forward.
DETROITERS
The “Detroiter Profile” group are Detroit residents who received an exclusive mailing asking that they complete the Downtown Detroit Perceptions Survey. The mailings were selected at random, and the results are weighted to align more accurately with the demographics of Detroit residents overall.
THE TALLY
Data marked as “The Tally” indicates results from a survey invitation that was available more widely from sources such as email solicitation, Facebook and radio advertisement, and accessible to both Detroit residents and non-Detroit residents. The results include all results without weighting.

The Downtown Detroit Business Improvement Zone (BIZ) is a public organization dedicated to enhancing the attractiveness and overall appeal of Downtown Detroit. It is an assessment district authorized by a 2014 vote of property owners. The BIZ is led by a volunteer Board of Directors who represent the community of dedicated property owners. The BIZ Board contracts with the Downtown Detroit Partnership to manage its day-to-day operations.
