Dear Colleagues and Friends: The University of Maryland, Baltimore (UMB) is a place where extraordinary things happen every day. Whether it’s in education, research, patient care or community service, our faculty, staff, and students impact the lives of people across our state, throughout the nation, and around the world. The Office of External Affairs (OEA) is the administrative division that houses communications and marketing, development and alumni relations, government and community affairs, resource management, and University events. Our integrated team provides support to the Office of the President, our professional schools, the Graduate School, and various UMB departments and divisions. In other words, we tell the stories of the remarkable achievements and discoveries made at UMB. The University of Maryland Baltimore Foundation, Inc. manages and invests private gifts and/or property for the benefit of UMB, facilitates fundraising programs and contributions from private sources, and engages in other activities to further the educational, research, and service missions of UMB. We are honored to support the education and training of thousands of Maryland’s professionals who advance issues in health care and social justice. Overview With an emphasis on exceptional customer service and timeliness, the Office of Communications and Marketing provides marketing, editorial, design, media relations, and Web development services to the campus community. It also supports crisis communications efforts and is responsible for the University’s home page on the Web. Award-winning writers, editors, designers, and media relations specialists work on a wide variety of projects to promote and support the mission of the University of Maryland, Baltimore (UMB).
Services Media Relations Services
• In the News: Distributes daily electronic record of UMB-related news items to University leadership and others.
• Media Relations: Develops and maintains critical relationships with local, regional, and national media; provides professional management of proactive and reactive media placements.
• Media Training: Provides media training to faculty and staff including crisis communications, interview techniques, on-camera critiques, and preparation for news conferences.

• University Coverage: Manages and supports media relations efforts for the University; coordinates media relations during campus crisis situations; provides strategic planning for media events. • Video Services: Provides video production services for use on the University Web page and other outlets, including YouTube.com and iTunes U. • Written Material: Writes and posts Web stories about schools and programs; assists in writing and placing opinion pieces in newspapers across the country.

Publication Services (includes Editorial Services and Graphic Design Services) • Comprehensive Publication Services: Writes, edits, designs, and manages print publications from concept to completion, including student recruitment pieces, view books, alumni magazines, brochures, catalogs, advertisements, and a range of collateral materials to support schools, University offices, and University programs and events, including commencement, Founders Week, Women’s History Month, and MLK/Black History Month Commemoration. Works with clients across campus to design and produce appealing and effective publications from a save-the-date postcard to an annual report and everything in between: invitations, posters, brochures, catalogs, magazines, newsletters, and fundraising materials; works with procurement office and printers to help meet budget requirements and provide best service possible with qualified vendors; oversees mail house services. •
Graphic Standards: Ensures appropriate use of University brand identity and logo, and adherence to OEA style guide; provides the University seal and colors in a variety of formats; maintains and updates the University campus map in a variety of formats.

Maryland Magazine and VOICE: Writes, edits, and manages production of Maryland magazine, the University’s annual research and scholarship publication; writes, edits, and manages production of nine issues of the VOICE annually, the newsletter for the campus community.
Signage and Banners: Develops policy, guidelines, and/or criteria regarding signage and banner requests, with consideration given to content as well as location and anticipated time frame for display; review impact on campus buildings and property and manner in which they will be installed.
• Specialized Communications and Editorial Services: Prepares material for publications, advertisements, e-mail messages, speeches, letters, and other items as needed for a wide variety of University offices, including the Office of the President, University Events, UMB Police Force, Student Affairs, and others; edits In the News, news releases, Web stories, and other material for media relations team.

UMB/UMMC Telephone Directory: Publishes phone directory jointly with the University of Maryland Medical Center.
Web Development Services •
Collaborative Services: Provides consultation on Web site design, content, and functionality to schools and units; maintains and improves the University’s giving site for fundraising purposes; collaborates with Center for Information Technology Services and other offices as needed.

Overview The Office of Development and Alumni Relations creates and implements a comprehensive and integrated model for development and alumni relations at UMB. With expertise and focus on the campuswide enterprise, Development and Alumni Relations builds capacity and efficiency through strategic planning and core services, providing resources to unit development officers and collaborating on the implementation of a variety of programs.
Services Annual Giving and Alumni Programs

Annual Fund Services: Proposes and designs full fiscal-year annual giving solicitation calendars for direct mail and e-mail solicitation messages for each interested school or other mailing entity; assigns appeal codes in Advance database in coordination with Resource Management; completes materials design, messaging, and segmentation in consultation with and under the leadership of the schools’ development officers and staff; manages procurement process when bid processes are required; engages fulfillmentservice providers and monitors fulfillment process through completion to ensure efficiencies in communication and project management; provides cost analysis and review following each direct mail solicitation at no cost to the school.

Acknowledgment/Stewardship Models: Offers guidance with school-specific acknowledgment and stewardship matrices that connect gift amount, gift type, and/or gift allocation to an appropriate message and signer; completes messaging in consultation with and under the leadership of the school’s development officers and staff and links the messaging with data to create merge files that can be printed and mailed according to each school’s acknowledgment and stewardship plan.

Desktop Report Creation and Management: In coordination with Resource Management, creates, maintains, and updates a collection of desktop reports in Sungard Advance donor database that provides current and accurate data for planning and analysis by each school.

Entity Bio Maintenance: Forwards rejected addresses for direct mail pieces to Prospect Research; updates entries in Advance database; tracks information acquired during school phonathons and forwards to Prospect Research for research and updates in Advance database.

Events Management: Offers assistance with creating activity codes in Advance database as well as loading guest lists into the system so that school development staff can enter and track responses and attendance for events; provides assistance and advises school development staff in tracking activity participation in Advance database and creating post-event follow-up letters and mailings; assists in adopting best-practices analysis showing correlations between the activity, the attendees, and current or future giving potential.
•
Phonathons: Provides physical space and calling equipment for phonathons; assists each school in segmentation of the calling pool; provides analysis of the results; helps schools develop and participate in pledge fulfillment strategies afterward.
Corporate and Foundation Relations
•
Advancing University Priorities: Represents the academic priorities of UMB through strategic cultivation, solicitation, and stewardship of corporations and foundations at the local, regional, national, and international level to maximize fundraising for UMB and its units/centers/schools; advises and supports the president, deans, and development officers in creating and maintaining strategic relationships with corporate leaders and in identifying and facilitating fundraising strategies.
•
Collaboration: Works with development officers and their units to carefully manage the solicitation process to avoid duplication of approaches to the same target donor and to facilitate a campuswide approach to entities in which more than one school has an interest; works with unit development officers to identify possible funding sources through research, requests for proposals, and grant opportunities; meets with deans, chief development officers, principal investigators, and staff to discuss proposal strategies and timelines; reviews drafts to ensure that proposals accurately reflect the similarity between the needs and interests of UMB/schools and the corporation or foundation prospect.

Facilitation: Facilitates mutually beneficial collaborations, partnerships, and sponsorships in areas such as programmatic initiatives, equipment and software donations, student and faculty support, facility construction and renovation, faculty research, and continuing education; maximizes resource development efforts by carefully targeting corporations and foundations with multiple interests in the campus and its schools/units.

Founders Week: Designs and implements annual Founders Week campaign; cultivates, solicits, and stewards annual Founders Week donors.

Prospect Management: Provides oversight and management of the Advance database by working closely with chief development and major gift officers to make individual, corporate, and foundation prospect assignments; monitors the prospect tracking system and provides reports to schools and units on prospect status and activity; researches, reads, and monitors contact reports for accuracy and sensitive information to maintain donor privacy; reports quarterly to schools and units on the prospect portfolios of development officers, detailing status and activity; conducts annual review of school and unit prospect portfolios to analyze the status of the prospect pool; uses a comprehensive approach to examine the prospect pool for schools and units and analyzes prospects by predetermined subject areas.
•
Data Integrity and Management Services: Updates Advance database entity records; manages and tracks identified major gift prospects; tracks the stewardship of the University of Maryland Baltimore Foundation, Inc. (UMBF) endowments and annually reports to the UMBF trustees on endowment stewardship activity.
•
Development Research: Identifies, interprets, analyzes, and disseminates information to help UMB understand its fundraising capacity and secure private philanthropic support; uses research techniques such as data mining and predictive modeling and tools including the electronic databases LexisNexis, FoundationSearch, AlumniFinder, and Prospect Research Online; conducts proactive searches for schools and units to identify potential funding sources from individuals, corporations, and foundations; reviews media as widely and comprehensively as possible to identify recent news and information that is relevant to schools’ and units’ needs and interests; completes projects and distributes articles, obituaries, and other documents to school and unit development staff.

UMBF Endowment Stewardship: Tracks the stewardship of UMBF endowments and annually reports to the UMBF trustees on endowment stewardship activity.

Planned Giving
•
Due Diligence: Serves as the sole source for the development, approval, and dissemination of planned giving information for the UMB campus.
•
Education and Training: Offers training for all development staff, volunteers, board members, faculty, and deans; monitors and reports on recent developments in planned giving, presents seminars to boards, faculty, and alumni of schools on selected topics of interest.
•
Management of Estates and Trusts: Oversees and manages, from initial notification through final distribution, the administration of all estates, trusts, planned gifts, life insurance gifts, and retirement plan gifts made payable to the school and those designated to UMBF and other campus-related foundations and entities.
•
Marketing and Prospect Management: Writes and provides brochures, newsletters, ad copy, and UMB’s official planned giving Web site; works with schools to develop custom planned giving marketing pieces for target markets; maintains a uniform set of planned giving Web pages for UMB through UMBF; assists unit development officers in identifying planned giving prospects and developing solicitation strategies; works with development officers and donors and their advisors to determine the most appropriate giving vehicle; prepares gift proposals illustrating the income, financial, and tax benefits of various strategies including gift annuities, deferred gift annuities, charitable remainder trusts, charitable lead trusts, gifts of real estate, bequests, gifts of retirement plan assets, IRA rollovers, and life insurance; collaborates with unit development program officers to create strategies that effectively use legacy councils to recognize and steward planned giving donors and to market planned giving opportunities to alumni and friends.
•
Planned Gift Acceptance and Administration: Establishes policies and procedures for the solicitation and acceptance of planned gifts in collaboration with the offices of Gift Administration and Resource Management and UMBF; reviews gift memorandums in circumstances involving planned gifts and bequests; maintains control of Legacy Gift Intention Forms for each school; assists development officers in completing these forms for the donor’s signature.

Overview The Office of Government and Community Affairs represents the campus community on issues of interest with officials of local, state, and federal governments and serves as the central campus liaison to the local community. The office collaborates with UMB schools and administrative offices to support initiatives, programs, and services.
Services Community Affairs •
Community Liaison: Promotes community interaction with the campus; serves as navigator of campus outreach services for the community; supports specific campus outreach programs and events.
•
Database of Community Outreach and Leaders: Based on information from each school and administrative unit, provides an online database of outreach services offered by UMB faculty, students, and staff; provides database of community leaders.
•
Outreach Council: Leads and staffs the UMB Outreach Council to provide enriched educational, health, and career experiences for children and families in local public schools; operates CLUB UMB (after-school programs and internships) for targeted local public schools; raises grants and funds to support the Outreach Council’s work.
Government Affairs •

Campus Initiatives: Works with campus leadership on initiatives to benefit the campus and its students, faculty, and staff; creates advocacy strategies; informs public officials about UMB; plans and leads advocacy activities for the campus community.

Campus Position: Ensures a unified voice for UMB, serves as the sole entity on the campus responsible for governmental affairs by coordinating positions in collaboration with campus leadership.

Database of Public Officials: Maintains current database of contact information for governmental officials for use by the campus.

Meetings With Officials: Supports planning for and coordinates meetings and site visits to campus with public officials; publishes schedules of public hearings and governmental meetings; monitors or serves on policy work groups; seeks appointment of campus experts to governmental committees.
Legislation/Governmental Issues: Tracks and informs the campus about pertinent legislation and issues at the federal, state, and local levels; develops formal positions in collaboration with campus experts and coordinates positions with the governor’s office and the University System of Maryland; guides development of oral and written testimony, amendments, and legislation.
Other •
Constituent Inquiries: Serves as the primary contact point for information requests by government officials and others seeking information about UMB in such areas as admissions, financial aid, residency status of students, community services, medical and dental referrals, and personnel actions.

Reports: Publishes reports and makes presentations on major legislative and community issues; distributes reports issued by government agencies to appropriate campus representatives; supports preparation of reports required of the campus by government officials.

Overview The Office of Resource Management provides for the collection, disbursement, and audit of private funds through the University of Maryland Baltimore Foundation, Inc. (UMBF) and maintains a database of donors, alumni, and friends of the University. The office collaborates with all components across the campus to provide support services for the UMB Capital Campaign and also acts as the administrative entity managing human resources, payroll, and the operating budget for OEA.
Services Computer Support
•
Accounting System: Provides support for the Blackbaud Financial Edge fund accounting system for UMBF, which includes installing software and hardware updates, maintaining security settings, and planning and testing disaster recovery.
•
Advance Donor Database Support: Facilitates use of Advance database by development staff across campus as a donor-relationship management system for fundraising; currently has 115 users and tracks 153,000 entities; creates hundreds of ad hoc reports annually for individual users.
• Advance Donor Database Maintenance: Installs Advance software on individual PCs and maintains Advance database system, including monitoring system performance, backing up system, maintaining security, upgrading hardware as necessary, testing disaster recovery, and installing updates; provides prompt reporting of Advance information in print and electronic forms to users as requested, including fundraising and/or donor reports.

Advance Donor Database Support: Provides individual training to users in different areas, including biographical and gift maintenance, prospect management, and general overviews; loads graduate information and student information from the Office of the Registrar and other information from electronic sources, such as address updates and demographic information.

IT Maintenance: Manages and maintains all OEA computers and servers.

Financial Administration for the University of Maryland Baltimore Foundation, Inc.
• Accounting and Banking Services: Provides banking services to the UMB schools and other units for private source funds held by UMBF including administering the account agreements, managing vendor contracts, processing weekly disbursements, and processing credit card and online transactions; maintaining the relationship with the University System of Maryland Foundation Inc. (USMF) pursuant to the investment management agreement for the investment of endowment and current use funds and PNC Bank for cash management services and planned giving annuity and trust account services.
•
Financial Reporting: Ongoing support of the UMB Capital Campaign including computation and reporting of annual endowment spending; endowment market values; monthly account statements for more than 1,500 UMBF fund accounts, private asset summaries by unit, managing grants from sources that require a 501(c)(3), and cost of fundraising computations; holding meetings and training sessions with personnel at the schools to provide information on UMBF policies and procedures.
•
UMBF Board of Trustees: Provides staff support and financial reports to the UMBF Audit/Finance committees and the UMBF Board including the UMBF budget, insurance policies, private asset summaries, endowment spending computations, and quarterly financial statements.

Gift Administration and Donor Relations • Gift Processing: Records and processes all gifts to UMBF and the University of Maryland, Baltimore (those which have been directed to the USMF, the Common Trust Fund, University accounts, and Trustees of the Endowment); maintains biographic and demographic information on constituent records; provides IRS-compliant gift receipts to donors for their tax records.

Compliance: Provides clarification and interpretation of the Council for Advancement and Support of Education management and reporting standards, IRS regulations, UMBF policies, and University System of Maryland guidelines as they relate to documenting gifts and pledges; ensures that UMB gift administration procedures adhere to these requirements.

Donor Relations and Stewardship: Creates endowment stewardship templates and provides financial information to facilitate endowment reporting to donors; assists with gift acknowledgment and donor recognition activities.

Endowment Management: In collaboration with development officers and donors, prepares memoranda of understanding to establish new endowments or make changes to existing endowments; maintains endowment information and provides historical data on endowed funds to the development offices; notifies the schools of spendable income distributions.

Overview The Office of University Events provides event and protocol expertise to the campus community and collaborates with the schools and business units to implement major campus events. The office is responsible for developing and planning all major campus events including commencement, a series of Founders Week events, and other programs and activities that enrich the lives of students, faculty, staff, and the greater UMB community.

• Campuswide Event Management: Chairs a campuswide committee with representatives from each school and department to plan, coordinate, and manage all major campuswide events and commemoration activities, including but not limited to MLK/Black History Month Commemoration, Women’s History Month, commencement, Founders Week, and special projects to promote and benefit the University and greater community.
• Commencement: Plans, coordinates, and implements a six-month comprehensive commencement plan that includes facilitation of six individual school convocations, the campuswide commencement ceremony, and all logistical arrangements for graduates and their families; develops an integral commencement Web site with information ranging from cap and gown purchase and individual ceremony information to discount hotel packages, parking information and local attractions; conducts extensive planning and preparation to create a meaningful and memorable day of celebration for graduates— Maryland’s future leaders and UMB supporters.
• Development Events: Coordinates and implements events providing opportunities for the schools and departments to cultivate major gift prospects and steward donors; supports and promotes fundraising efforts for the development office by planning and executing all development-related events for the president.

• Founders Week: Plans, implements, and manages all aspects of Founders Week events including a strategic plan for a development-focused program theme, printed production materials, publicity, and all event particulars; designs and coordinates five events to support the University’s mission of education, research, patient care, and service by honoring and recognizing the accomplishments of faculty, staff, and students. These events include: u Black-tie Gala u Student Cookout u Staff Luncheon u Research Lecture and Reception u Entrepreneur of the Year Presentation and Reception
• Meeting Space Management: Coordinates and manages use of the Gladhill Board Room in the Health Sciences and Human Services Library for schools and departments and provides advice on the use of other meeting space on campus; provides event guidance, if requested, including catering and audiovisual recommendations.
• Special Event Expertise and Guidance: Provides event management and guidance upon request to the Office of the President and the Office of External Affairs, and to individuals, schools, and departments for stewardship functions, groundbreakings, building dedications, receptions, and dinners; provides services including development of event and guest protocol guidelines, event themes, appropriate venues, and catering recommendations to schools and departments as needed.
• UMBF and Government Affairs: Assists in planning and implementing meetings, visits, and special events for elected officials and the University of Maryland Baltimore Foundation, Inc. Board of Trustees.
• University Business Outreach: Initiates continuous outreach strategies to establish strong partnerships with local business and vendors, including hotels, catering and transportation companies, restaurants, and event venues.

Overview The University of Maryland Baltimore Foundation, Inc. (UMBF) manages and invests private gifts and/or property for the benefit of the University of Maryland, Baltimore (UMB), facilitates fundraising programs and contributions from private sources, and engages in other activities to further the educational, research, and service missions of UMB. The UMBF Board of Trustees is comprised of influential and committed leaders who are dedicated to advancing the goals of the University. The trustees serve as advisors to the president of the University on matters affecting the campus, its programs, and the community, and promote UMB through advocacy.
Services Board Structure and Responsibilities

Board of Trustees: The UMBF Board of Trustees elects a chair, vice chair, and a secretary. The UMB president, the UMBF president and CEO, and the UMBF treasurer and CFO serve as ex-officio members. Three members of the UMBF Board of Trustees represent UMBF on the University System of Maryland Foundation (USMF) Investment Committee, which is responsible for the investment oversight and policy of the USMF endowment and operating fund portfolios. This committee sets asset allocation policy, evaluates recommendations of the investment staff, and monitors performance and risk exposures. The expertise of these trustees is important in managing investment returns.

Committees: Members of the UMBF Board of Trustees serve on one or more of the following committees of the Board:

Executive Committee: Holds a mandate to strengthen the efficiency and effectiveness of the entire governing Board and may exercise the rights, powers, and authority of the Board of Trustees as may from time to time be granted to it by the Board of Trustees.

Nominating Committee: Identifies potential Board members who would bring added value to the Board of Trustees. The deans and vice presidents of the University collaborate in the identification of these individuals.

Audit Committee and Finance Committee: Meet frequently to make decisions related to the investment of the endowment and operating funds; develop an annual Spendable Income Policy that is reviewed and adopted by the full Board of Trustees; engage and oversee the scope of the internal auditor’s targeted risk-based internal plan; make recommendations regarding adoption of the external auditor’s financial statements to the full UMBF Board of Trustees.

Campus Enterprise Committee: Counsels UMB staff and an external consultant in the development of the UMB Facilities Master Plan; provides ongoing assistance in the identification of funding sources to enhance pedestrian and traffic safety, lighting, signage, streetscaping, and access to the UMB campus and the University of Maryland BioPark; advocates for a sound long-range plan that coordinates future planning for the University, the University of Maryland Medical System, the Baltimore Veterans Affairs Medical Center, and the BioPark.

Meetings and Reports: The UMBF Board of Trustees meets quarterly during the year. To further enhance the Board’s understanding of the University, the president invites deans and outstanding research faculty and clinicians to make presentations at these meetings. The UMB vice president for Research and Development and president of the UMB Health Sciences Research Park Corporation provides quarterly status reports. Audited financial statements are included in UMBF’s annual report and filed each October as part of the USM Board of Regents Compliance Policy. The full Board of Trustees is required to provide oversight and approval of the UMBF IRS 990 form.
