from the Supreme Basileus
Greeting Brothers, It is with extreme elation that I send this official call to the 5th Biennial Boulé of Delta Phi Upsilon Fraternity, Inc. The conference theme is “Building on Brotherhood…Leaving A Legacy.” Since our last meeting we have focused on securing our identity as a fraternity and not just an organization of gay men. We have critiqued our mission, developed a vision, and updated our goals in hope that they will illuminate our paths on our new Delta Journey. Also, a few of you left the last convention with a new-found energy to become more active in leadership and that has been a tremendous asset. I hope that in the coming months, many others begin to ponder the same thoughts and plan their trek from “Enlisted” to “Officer.” We will convene in Washington DC, July 18-21, 2013 for three days filled with information, networking opportunities, and debates that will devise the blueprint for our future. Delta Phi Upsilon aspires to become the nations premier community service fraternity of its kind and it’s only through your dedication, commitment and hard work that we can achieve this vision. I look forward to seeing you all in the Nation’s Capital!

Plenary Sessions Join in the business of Delta Phi Upsilon during the three designated Plenary Sessions. Remember that attendance at Plenary Sessions is mandatory, but for the greater good of Delta. Learn about the State of the Fraternity from the national officers and listen as the national standing committee chairmen deliver their reports highlighting the achievement of each committee and its recommendations for the future.
Workshops that Educate and Empower Designed with you in mind, the Officer Training Institute has devised workshop tracks to meet the need of the current and emerging leaders of Delta Phi Upsilon. The Wanda Alston House is the first and only housing program in Washington D.C. that is solely dedicated to offering pre independent living and support services to homeless,or at risk gay,lesbian,bisexual,transgender, and questioning youth ages 16-24 in all 8 wards of the District of Columbia.

President & Chief Executive Officer International Federation of Black Prides Earl Fowlkes never thought his career would end up focusing on HIV and LGBT work, but that’s the way it’s unfolded. Growing up just outside of Philadelphia in Willingboro, N.J., Fowlkes spent most of his adult life in Manhattan and spent many years streamlining companies for maximum effectiveness. Fowlkes relocated to Washington, DC 14 years ago to take a job with D.C.’s AIDS program Damien Ministries, where he worked for eight years before joining the D.C. Care Consortium, another AIDS charity. Mr. Fowlkes then moved on to found the International Federation of Black Prides, a coalition of Black Pride organizers who work to promote a multinational network of LGBT/SGL Prides and community-based organizations. In that capacity, he has been integral in developing sponsorship strategies, providing technical assistance, networking, mentoring and supporting the twenty plus Black Prides in the United States and abroad.

Wa n d a Alston House Toiletry Drive Benefitting the Wanda Alston House Delta Phi Upsilon Fraternity, Inc, is pleased to officially launch its 2013 International Convention Community Service Initiative, to benefit the Washington, DC based Wanda Alston House. Through Project Lend A Hand, a component of its multi-tiered National Program, the fraternity will be accepting toiletry donations from the public, to be delivered to the Wanda Alston House during its 5th International Convention to be held July 18th-21st, 2013 in Washington, DC. You are invited to meet the brothers of Delta Phi Upsilon and encouraged to lend a hand to the residents of the Wanda Alston House by bringing your toiletry donations to our Public Meeting & Reception, to be held on July 18, 2013.
Help Us Achieve Service To Our Kind The Wanda Alston House honors the life and work of Wanda Alston, an LGBT activist, mayoral appointee, and dedicated resident of Washington, D.C. whose untimely death in her home in 2005, shortened her mission to empower and strengthen the GLBT community. The Wanda Alston House seeks to carry on her work and empower young people while providing them a safe place to live free from harm and danger. The Wanda Alston House is the first and only housing program in Washington D.C. that is solely dedicated to offering pre independent living services to homeless GLBTQ youth ages 16-24. illed with culture, rich with history and steeped in tradition, the city of Washington and its surrounding areas has a lot to offer the discerning gay man of color. Those of you who have previously visited this magnificent home of legislative and civic importance, will most likely already have a plan of action for before and after Boulé. For those brothers who are new to the city, and on a budget here are some free or inexpensive spots you should definitely not miss on your tour of Washington, D.C. Remember, be safe and responsible!
SIGHTSEEING FREEBIES • Watch the National Zoo’s conservation efforts first-hand along the Asia Trail. Pay a visit to giant pandas Mei Xiang and Tian Tian and peep their tiny neighbors, the red pandas. • See the stars in Rock Creek Park at the only planetarium operated by the National Park Service. Tours of the night sky are free. • Take pictures with Fala, the famous presidential pooch, at the Franklin Delano Roosevelt Memorial. • Make money (or see money made) with a free tour of the Bureau of Engraving and Printing. During the peak season (March-August), first-come, first-served same day tickets are required. • Play pilot in a mock cockpit at America by Air, an exhibition on permanent display at the Smithsonian National Air and Space Museum. • Learn about history at the National Museum of American History. When you check into the hotel, you will be required to provide a credit card in order for the hotel to be assured of payment for your room and tax charges in addition to anticipated incidental charges you may incur. In general, hotels have a set amount that each guest is required to have in available credit in order to cover incidental charges at the end of their stay. This daily amount will be held on your credit card (daily hold) in order to ensure availability of funds at week’s end. Your credit card however, will not be charged until you check out. As an additional benefit of booking under the Delta group block, your “daily hold” charge will be limited to a maximum of $100 per day. Boulé Recommendations & Resolutions
T
he amendment procedure is clearly documented in the Governing Documents of Delta Phi Upsilon Fraternity, Incorporated. Chapters and General Members are asked to refer to Article XVI, Section 1, page 54 of the Constitution & Bylaws and page 54 of the Policies and Procedures Manual. ARTICLE XVI - AMENDMENTS STEPS FOR SUBMISSION OF PROPOSED CONSTITUTION, BYLAW & RITUAL AMENDMENTS
SECTION 1. Any chapter or general member wishing to amend the Bylaws of the Boulé shall forward the proposed change(s) to the Regional Conference for consideration. If favorably acted upon, it shall be sent to the Grand Chapter by the Regional Director within fifteen (15) days following the conference. a. Changes proposed by the Executive Council, by Standing or Special Committees shall be forwarded to the Grand Chapter no later than January 1st preceding the Boulé. b. The Bylaws may be amended at a regular meeting of the Boulé by two-thirds of the votes cast, provided that the proposed amendments have been circulated to chapters no later than April 30th preceding the Boulé. c. Any active chapter absent from the Boulé may vote by mail on proposed amendments to the Bylaws. A copy of the proposed amendments with the chapter vote and the signatures of three major officers (Basileus, Grammateus, Tamiouchos) shall be sealed in two envelopes and sent to the Grand Chapter. The inner envelope shall be plainly marked “BALLOT.”
1. A brother must submit recommendations to his chapter on the official Revision Request Form. 2. Chapters and General Members submit recommendations directly to the Regional Director. 3. The chapter must approve recommendations and send copies to the Regional Director and the Chairman of the Regional Standards Committee for action by the Regional Conference. 4. If approved by two-thirds of the votes cast, the recommendation is sent to the Grand Chapter and to the Chairman of the National Standards Committee by the Regional Director within thirty (30) days following the conference. 5. The Regional Director must retain a copy. NOTE: No NEW amendments, proposals, recommendations or resolutions can be VOTED on at the Boulé, without prior dissemination to all chapters. These may be PROPOSED, but must be referred to committee for consideration by the next Boulé.

An original essay written in APA style entitled: “Learning, Sharing & Building for the Future.” Essay should be double-spaced and typewritten, with no less than four (4) and no more than ten (10) pages.
Your essay should discuss some of the skills that we as gay men of color must develop in preparing ourselves to become visible, viable members of the gay community and society at large. Include issues, strategies and a detailed strategic plan for action in order for a person to achieve your proposed outcome. Support your strategic plan by citing the sources of information you utilized in developing it.

Boulé 2013 T-Shirt Design Competition

In an effort to gain input from our membership as well as increase interest in the upcoming Boulé, the Corporate Office is introducing the Boulé 2013 T-Shirt Design Competition. The winner will gain FREE registration to the 5th Boulé to be held in Washington, DC., July 18-21, 2013.
In order to promote brotherhood and service to our kind, a community service endeavor is completed at each Boulé. For this event, all attending brothers are asked to wear the official Boulé 2013 T-shirt as a way of presenting a united front and a positive image of our organization. T-SHIRT CONTEST RULES • Designs should be an appropriate representation of our fraternity’s open motto “Service to Our Kind,” additionally it should incorporate our principles of Brotherhood, Friendship, Loyalty, Justice and Temperance. • Competition is open to all active brothers of Delta Phi Upsilon. Only ONE ENTRY per participant. • All design entries must be original concepts, and must be the sole creation of the brother submitting the entry to the contest. • Artwork is NOT limited to the front of the T-shirt, but can also be placed on the front, back and/or sleeves. • A short-sleeve t-shirt template must be submitted in order for it to be valid. To download a version of the template visit the Members Only section of www.dphiu.org. • Entries can be submitted as original art, actual T-shirt, PDF, JPG, or PNG . • Submission deadline for all entries is midnight CST, Friday, November 2nd, 2012. All entries must be e-mailed to execdir@dphiu.org. • Upon contest closure, all submitted entries will be posted online, and then voted on by active membership. The t-shirt design with the most votes will be the winner. •
The brother who created the winning T-shirt design will receive a voucher for FREE REGISTRATION to Boulé 2013 ($145.00 value). NOTE: Airfare, hotel stay and any additional travel expenses are not included.
