SIIIQU,COI-INTY:DISAST'IiRR[ l,IEIi REPORT by Barbara Fkrrbes,Andrew Flistonich, and John Studley (ed) April 1996 l-.:-'-.---.------.---*l Between October 95 and Feb 96, the nomadic peoples of N\4I Sichuan experienced the u'orst snovl' storms in living mcmory resulting in hardship, suffering and death. Friends of China (FOC) and Curre and Share Foundation (CSF), rvere alerted in late Jan and up to RM8750,00 was promised fiom friends in 11 countries. Medicines, food, firewood, & clothing were purchased mostly in Chengdu and a small team was able to visit Shiqu courrtv in March 96. The worst of the disaster was nearl)' ot'er by the time the team arrived, although many nomads had lost all their livestock, which represents their l'uture livelihood. The government would like to purchase 50,000 new Yak which represents about 20o/oof Yak losses. They hope to be able to secure 30mRM1l for llak purchase and would value help {iom the international communitv for the balance of LOmRMB. FOC has been invited to send a small team to Shiqu in .Iune to assist with livestock purcha.se. Shiqu count-v has also requestcd longer term development assistance across a range of disciplines and would rvelcomc a l'easibilitv studv.
A most pressing, short & long tcrm need, appearsto be for rodent control and grassland improvement. John Studley Chengdu 02-04-96 6t 09:38

______l 1.1 lntroduction '[ibctan i\utononrous Prel'ecture in North Western Shiqu County is located in Ganzi Sichuan Province. It. is bordcred by both the Tibetan Autonornous ltegion and Qinghai Province. lt comprises 25,141 km2 and although it is thtr largest Carrnty in Sichuan least dcveloped. The administrative capital Province it is thc most remote and Shiqu (or Dzabchuka) is located (32" 58.78N 98" 06.128) forrr days drive fronr the Provincirl Cnpital, Chengdu. Tlre County is elevated on the Qinghai-Tihetan Plal.eau at a mean height of 4265m and normally experiences l'airly extreme wqrther conditions with an average oi'83.3 days of snow each year. There is very little agriculture and livestock (750,000 in 9/95) are thc most important resource for the mainly nomadic herclsrnen. The county is subdivided into 23 r.rnits(Xfun) and 163 villages and comprises 63,258 people (57,486 rural). 1.2 The Worst l)isaster in Livins Memorv On the 18th of October 1995 the lirst "biq snords" nrrived, in parts of the count-v,w'iLh ternperaturc's as low as -45"C (-20"C inside). Snou' coveled the ground to a depth of 60cm on the plains and 80cm on the mountains. The snow persisteg and spread eventually alfecting most of the county (18 Xians & tr1.1villages 52,353' people) and fell heavily again around "Spring l-estival" (19-23/3196). Many villages were cut-off cornpletely with no etectricitv, firervood or fodder. Large numbers of livestock died (ca 220,00O 29.3n/o by mid March), or afrorted (124,950). The government estimate that by the end of illay 330,000 livestuck (250,000 Yak) will have died. 1470 farnilies (7326 people) Iost all their livestock and the government estimate that by the end of May an additional 1423 families (7250 people) will have lost most (i.e less than 3) of their livestock Q893 families 14,576 people). The government estimate that each fanrily need a minimum of 3 Yak to survit'e (Yaks cost about R-h,IB800 each). 42 people died, 1700 people rvere affested by frost bite or amputations were done.

6.1 TI{E RELIEF'TRIP a)Thd situation in Shiqu all of us had expectcd more snow. rvere prepared for very low I think temperatures and expected to see more frost bitten people. Most of the snow had melted by the time we arrived, temperatures were still around -20oC and most cases of frost bite had been treated. We were struck by degraded pasture and hundreds of dead livestock. Man-'-'of the most impoverished nomads had becn moved into government housing. b)Government Disaster Contingencies., Although this disaster was exceptional and the government actcd promptly tbere are never the less lessons vve can learn from it. Namel-v the need, at tou'nship/village levels for strategic reserves of food, firewood, Iivestock fcrage, and shelter. lthe rnaiority of these needs could seemingly be met from :r community fbrestry progrxmnre. c)Cooperation At Pref'ectural and County levels the team could not have asked for better cooperation. Even although the donor demands could have been interpreted as paternalistic and patronizing these were accepted. d)Food and accommodation We were well provided with very good hospitality, antl often frte or clreap lbod and 1l

a)F.ood & Clothinq Food and clothing are legitimate needs and although the government h a s done much to address this, there still remains a need. It is hoped that government can meet this neecl from their own sources.
b)Liver fluke fhe nomads have been forced to eat frozen, uncookeclyak mezrt. This has seemingly resulted in a major problem with liver fluke. In the very early stage.r it is apparen,y possibleto treat with medicine, but typically surgery is require4. Thcre is inadequate pasture & fbdcter aL present and thc earliest time to hriy livestock would be in Junc. A number of nomad famiriesha'e rost at trreir st'ck ana thcr government estimate that a farniry

They hope to be able to secure about 30ntRl\{B and hope the international community can hclp u'itlt the balance. b)Grassland improvement The grassland is extrenrely degraded as a result ol'climatc, overgrazing and a plague of rodents. In the past measures were taken to poison the rodenls, rvhich was lrot readily adopted by the Tibetan Budclhist nonrads and onlv exacerbatecl the situation, resulting in the death of many predators. There is a need to expfore the possibility of a captive breeding program for non-nrarket predators. (e.g. hawks & eagles)and lbr grassland improvemenL c)Fertilizer lbr winter wheat (Denqke) The cold weathâ‚Źr has delayed the germination of winter wheat and subsequently the I'armers of Dengke have requested assistance with the purchase of artificial fertilizer. Dengke is certainly not a priority area as it has escaped the worst of the weather and is not so dependent on livestock- As a major supply base for the rest of the County it does have a strategic importance, but one would have to question both the environmental impact and the dependency resulting from artificial fertilizer. d)Plouehine Yak fDeneke) Dengke has lost 26 ploughing Yak as a result of the weather. While this represents a considerable loss to ttre oyvners and ploughing potential for the comrnunity we considered it of secondary importsnce to a relief program 3)Lone Term Needs Inteqrated Development proiect (Shiqu) The County indicated that it was interested in a longer ternr integrated development project and that it would welcome as a first step a feasibility study. fhere is potential for agriculture, animal husbandry, lbrestry, education . .t. lrealth. A feasibility .study couid only be expedited by IrOC or other foreign agency if the Government were able to secure the necessary permits and permissions and to lircilitate transportation and accommodation.
