PUBLIC UTILITY INFORMATION On December 17th, Council passed first reading for Bylaw 17-12 regarding the utility rates. The Bylaw provides for a 3% increase to the base rates as well as the consumption rate for the water utility only. In addition to this increase, there will be a $1 levy as an Infrastructure Investment Surcharge, and is directly added to the Capital Reserves. There is no increase in the WasteWater utility rates for 2013. A combined water and wastewater utility bill using a consumption of 19 cubic meters would cost $77.96 in December and $80.04 in January, an increase of $2.08 or 2.66%. The Town of Drumheller will be celebrating our 100th Anniversary in 2013. The actual date of our anniversary is May 15th. The committee has developed a logo for the anniversary and we would like everyone to have the opportunity to use this logo for themselves, ie. Team badges, letterhead, swag, etc. The business world may want to mark a sale as a” Centennial Sale” or incorporate the idea of 100 or multiples thereof in the marketing of their products. Town of Drumheller NOTICE of PUBLIC HEARING FOR BYLAW 18.12 PROPOSED AMENDMENT TO LAND USE BYLAW NO. 10-08 DATE: January 14, 2013 TIME: 4:30 p.m. PLACE: Town of Drumheller Council Chambers, Drumheller, Alberta Purpose of Bylaw 18.12: The Town of Drumheller Land Use Bylaw continues to be reviewed with specific concerns being addressed over time to ensure the rules and regulations for land use and development provide an appropriate framework for related decision making. The proposed amendments have been researched and developed over many months and reviewed by the Municipal Planning Commission. Relocation of Buildings – expansion and clarification of the regulations for relocating buildings to, or within, the Town of Drumheller. Suburb Community Residential District – Parcel size requirements are proposed to be adjusted in accordance with requirements for private sewage systems where applicable. PURPOSE: The purpose is to consider amendments to Land Use Bylaw No.10-08 to provide modifications and additions to the land use regulations within the Town of Drumheller as follows: 1. Sec. 81 Sign requirements amended for clarification and to provide the development authority with greater discretion. Sec. 81 (12) Illuminated Signs is amended by replacing ‘illuminated’ with ‘digital’ throughout and adding (f ) to provide increased evaluation of Digital Signs. 8. Amendment of Schedule A, Land Use District Map as follows: by re-designating the north portion of DESCRIPTIVE PLAN 1210225, BLOCK 6, LOT 7 in the Town of Drumheller (East Coulee) from “UT” – Urban Transitional District to “SCR” – Suburb Community Residential District as shown on the plan (right): PRESENTATION: Oral and written comments and suggestions are invited and should be addressed to the point of the proposed amendment. They may be made by any person or group of persons or a person acting on his/her or their behalf, who claims to be affected by the proposed amendment, and by any other persons that the Council wishes to hear at the hearing. Drumheller Family Fund give to East Coulee School Museum Patrick Kolafa | inSide Drumheller

The East Coulee School Museum received a gift from the Drumheller Family Fund to warm their heart and warm their building. The East Coulee School Museum has been without heat since January when its ancient coal-fire heating system gave up. Over the last year they have been focusing their fundraising on replacing the heating system. On Thursday the Drumheller Family Fund presented the Museum with $9,930. Manager for the East Coulee School Museum Owen Thompson said this was by far the biggest step they have taken in raising the funds needed to heat the building. “It is like Christmas came early,” said a grateful Thompson. He explains the museum will need about $50,000 for the replacement and over the last half-year they have instigated a

concert series to help raise the funds. Other events including a family dance, and the quaint Christmas in the Coulee, all dedicated funds to the capital project. Brent Noland, president of the Dinosaur Valley Heritage society says they are grateful for the donation, and he hopes the funds they received this week will provide a spark to get the fundraising effort rolling. They are looking into some grant programs in the new year. Thompson said the will continue the concert series into 2013. The Drumheller family Fund was established in 1994. The Drumheller Family donated an endowment to the Royal Tyrrell Museum Cooperating Society to be focused on youth. The Co-operating Society invested the endowment with the Calgary Foundation and each year they invest the net revenue of the interest on to a community initiative.

Kinsmen raise funds for new Greentree playground Michael James | inSide Drumheller

If all goes well, a new playground will be springing up in the Kinsmen Park in Greentree next year. The Drumheller Kinsmen Club has begun the process after residents of the area contacted them about the possibility of building a new playground for children in the community. “It was a Kinsemen Park previously, but the equipment got old and it was taken out. I was approached by a community member asking us to redo the park,” said Drumheller Kinsmen Club president, Ashley Wright. At the moment, the Kinsmen are collecting funds and grants and determining what equipment they will need for the playground. The cost for new equipment can be high, with a swing set costing $7,000 for example. “We’re in the preliminary stages of what the cost will be. We’ve set aside some of our funds, had a pretty generous donation from Cenovus, and we’re in the process of applying for matching grants from the province. We’re hoping to get construction going next year,” said Wright. “You could spend anywhere between $70,000 to $100,000 quite easily.” Should everything come together, it is hoped the playground will be complete next summer. “This is what the Kinsmen Club has always been about,” said Kinsemen. “We want to make it a great playground once again.” To get involved or donate, contact Wright at 403-823-1870.

It wasn’t quite how the Drumheller Dragons wanted to end the ďŹ rst half of their season. On Thursday, December 20, the Dragons hosted the Fort McMurray Oil Barons in what turned into a tense game for players and fans alike. The Dragons, though pouring shot after shot on the Oil Barons’ net,

couldn’t ďŹ nd the back of the net. The Dragons skated into the holiday break with a 1-0 shootout loss. For most of the game both teams were locked in a scoreless stalemate. Neither were many power play opportunities for either team in a relatively penalty free game. After three periods of play, the teams went to a ďŹ ve minute over time period with a score of

The Oil Barons were up ďŹ rst and sent out Doug Jones, who had been a Dragon from 2009 to September of this year. In what seemed to have been ripped from a Hollywood script, Jones scored the game winning goal against his former team. The three Dragons shooters that followed couldn’t penetrate the solid Oil Barons goaltending. However, the Dragons head into the break with considerable momentum. Since November 11, the Dragons have won 12 of 17 games and have won three of their last ďŹ ve. They are also poised to
