Badlands Motorsports Resort is one step closer to realizing its vision. On January 14, Kneehill County Council voted 3-2 on the third reading of a bylaw to rezone the property to a Direct Control District. “The Direct Control bylaw was passed, so now we are in the process of having the developers work with the county admin sta to develop the conditions of development,â€? said Kneehill County Reeve Bob Long. “Now every one of those conditions of the proposed development has to come to council for approval. We have allowed the situation to develop so we can have input into the decisions.â€? The Badlands Motorsport Resort has been in the works for quite some time and it was brought back out into the limelight last year as it passed its Area Structure Plan. While there has been opposition going forward, Long feels the public consultation was valuable. “There are other people who have other opinions, but if you believe in

Editor inSide Drumheller Dear Editor; Re: Town of Drumheller - Ignoring Community’s Concerns There appears to be some major ethical issues involving actions by the Town of Drumheller around a situation they’ve created in the community of East Coulee (amalgamated with the Town in 1998). The Town is in the process of constructing a commercial water filling station at the only entrance to East Coulee where 3 streets converge to the access road. It would provide new revenue for Town coffers by selling their treated water to energy industry water hauling businesses, who haul mostly for frack jobs. We have two main concerns with this. First, $3.4 million came from Alberta taxpayers via a Water For Life provincial gov’t grant (90% funding) for a water transmission line from Drumheller to 3 areas eastward. The purpose of that grant program is to provide safe drinking water for the public. At this date, about 24 properties

in one community (Cambria) have agreed to tie in to a water distribution system. The Town claims that up to 10 more properties between there and East Coulee might also tie in. If 34 property owners access Town water, the cost to Alberta taxpayers averages $100,000 per property from grant money alone. Owners then also pay the Town to get water distribution lines to their property from the main transmission line. For clarification, in the fall of 2011 the remaining two communities (Lehigh and East Coulee) voted down water distribution by a very large majority (only 3 in favour) because most people were satisfied with their well water and the costs were unacceptably high for a product considered not necessary. The Town could have easily determined that result if a preliminary Needs Assessment had been done. Second, and more importantly, the Town has intentionally kept this commercial fill station project quiet. The Council meeting of July 2, 2013, approved the water fill station by way of a Motion that accepted the Director of Infrastructure’s report (with no mention of the filling station). Despite one Council member’s request at that meeting to send clear messaging to the public about it, no communication hap-

Friday, January 24, 2014 - 3 pened. In mid-October our community found out for sure that the project was already in the works. Since that time, after numerous letters from East Coulee residents, the Town has consistently denied it’s a commercial outlet stating its “main purpose is for residents and nearby farmers” to get Town water. There were other misleading and/ or false statements given as well. And of prime importance to us, they made no attempt to explain why this specific location was chosen and how it could benefit any taxpayers in the Town to have it here. Any other place along the transmission line would be fine with almost every citizen in East Coulee. Some determined people here have been able to dig up pertinent information – including evidence of how the Town by-passed the Development Permit process by labelling it a “Town Utility project”. Doing so avoided any requirements to notify the public of their plan and removed any opportunity for a public appeal process before actual construction of the transmission line could commence. This project went far beyond the scope of a “Town Utility Project”. It included construction of a new commercial enterprise and also requires road building – all this activity in a Town that re-

quires a Development Permit simply to place a sign. The activity anticipated at the water filling station at that location itself also violates the Town’s own Community Standards By-law. Dozens of questions directed to the Town over several months remain unanswered. Through the month of December, 145 people (including almost all East Coulee residents) put their names on a list (not a petition) to state their opposition to the location of the filling station. It was submitted to the Town Dec. 31st. Early in January a Task Force of 2 Council members was formed. Interviews of 15 minutes each were offered by appointment, in Drumheller, not in East Coulee where the concerns originated and the people reside. An interesting thing happened during our personal interview. Both Task Force Councilors stated they were the only ones who had any interest in being on the Task Force. We questioned them saying we’d heard that several had expressed interest. They insisted they were the only ones. An East Coulee resident had attended the meeting that approved the Task Force and he openly recorded it. The day after our interview we again listened to the recording and heard the Town’s CAO or Mayor saying “several

members of Council expressed interest in sitting on the Task Force, so it was decided to appoint the first two who requested”. Other comments from those who were interviewed by the Task Force indicate little hope that concerns will actually be addressed. We know there are some Councilors who would support us if they felt comfortable enough to do so publicly. Even the editor of our local newspaper, the Drumheller Mail, has, in print, supported our requests to the Town for communication and answers to our questions. Another important point – it’s unclear to many how this large commercial project meets the purpose of the Water For Life grant to provide safe drinking water to outlying areas. That could have been easily accomplished by putting a water line to our Fire Hall and use the existing set up already installed. It’s even more unclear how our elected representatives can defend this decision approved July 2, 2013 as looking out for, and serving the interests of the public that elected them. We first thought it would be a simple decision for the Town – to change the water fill station’s location to a more appropriate site somewhere along the transmission line, before it’s a reality and spare our

community from the intrusive activities of it. We now strongly feel the Town’s actions were not only lacking ethics, but are a violation of our rights. We are not spokespersons for East Coulee, but the information above relates the main concerns of at least 90% of our citizens. We write to you because journalists have the knowledge, experience and resources we don’t have. We hope that if you also sense some injustice in the actions by the Town you would find it important enough to investigate further and give it exposure, in the hope that somebody out there can and will offer some suggestions to help us find a way to stop what is happening. Many people here have lost faith and trust in our municipal authorities. We and others have put much effort into uncovering as much as we could about this wrongful decision and we’re gradually burning out. Meanwhile the Town plows ahead ignoring concerns. Super Bowl Snacks The artichoke is a wonderful, impressive appetizer or side dish. Many people avoid serving whole artichokes because they don’t know how to cook them and some aren’t sure how to “tackle” it once it’s cooked. They are surprisingly simple! And dipped in a nice garlic aioli, you just can’t beat that taste combination. To prepare: Plan on one artichoke per person. Wash, then slice off the top. If the stem is long, then trim it as well. Sometimes I use scissors and trim each petal. I think it looks nicer, but isn’t really necessary. If you aren’t cooking it right away, dip in lemon juice to prevent browning. I like to steam or boil them. Have a pot of boiling water ready and set the artichokes into it. (or use a steamer basket). Simmer for about half an hour. Then drain before serving. You might add some lemon, garlic and a bay leaf to the water for extra flavor. For the aioli, mix 1/4 cup mayonnaise and a clove of crushed garlic. Add as much garlic as you like. I also add some mustard to this mix. To eat: Beginning at the outer edge, pull off a leaf, dip the end, then scrape off the bottom of the leaf with your teeth. It’s a soft sweet flesh and it’s yummy. You do not eat the entire leaf.

Several major events occurred near the end of the Age of the Dinosaurs: climate change, massive volcanic eruptions and, of course, meteorite impacts. All of these events have been claimed to have played a role in the endCretaceous mass extinction, but debate rages on about the timing and contribution of each to the catastrophic demise of dinosaurs 66 million years ago. In her talk, Cousineau will discuss the results of a study she had conducted with Royal Tyrrell Museum researchers investigating Cretaceous-Tertiary boundary layers found north of Drumheller. Analyzing the sulfur composition of the boundary layers, Cousineau has discovered evidence suggesting that volcanism post-dated the meteorite impact and that a second volcanic episode, which occurred several thousands of years after the impact, may be responsible for delaying ecosystem recovery in the early Paleogene. Speaker Series talks are free and are generally held on Thursdays at 11:00 a.m. until April 24, 2014 in the Museum auditorium. Each talk is approximately one hour long. I’ve been playing all my life at different times. How long have you lived in the valley? Since 2000 Where did you move from? Calgary, when I retired. It didn’t take too long to figure out I couldn’t live in Calgary on a fixed income. What do you like best about living here? It’s quiet, not so many people. It’s a nice little community, actually.

Do you like to travel? We’ve travelled to Europe, travelled around Canada. We’re going to B.C. next. Mostly we just do short trips. Do you have any grandkids? As you work your way through the outer leaves and get closer to the center, the leaves have more tender “meat” on the bottom. Soon you can start biting off the whole bottom half of the leaf. It will be obvious how much to eat. If it’s tender, eat it. Near the center, the leaves are very small and tender. At this point, you take a teaspoon and scoop out the last of the leaves and the choke that lies beneath them, leaving the bowl-like heart. Discard the small leaves and choke. Be sure to remove all of the choke. It’s better if you get it all in one scoop. Take the remaining heart, and dip it to finish off your snack. These are also good dipped in melted butter or garlic butter.

Curran likes the intensity the team brought and would like to see it every night. “Let’s get up for every game, not just Brooks. The level we played at yesterday is the level we should be playing at, and need to be playing at to be successful,â€? said Curran, “I can’t say enough about them. We had so many players that played with a lot of intensity. I know a lot of people at the game who found it very entertaining.â€? “We haven’t beaten Brooks in a while, since last year’s playos, so I think everyone was just waiting for that to end. We had some great performances from our big guys and some of our younger players played some great hockey, it was great to see Rory get the winning goal.â€? The Dragons are on the right road to continue into the playos. “If you take a look at our game from the ďŹ rst month to where it is now, our consistency level has come up quite a bit. In the six or seven weeks before Christmas, we were one of the most consistent teams in the league and winning a lot of games. I think a lot of people forget we were 2-6 at the beginning of the season, and I think it is a credit to our players for bringing that level up‌ we had a lull, but now I think it is back up where it needs to be.â€? The Dragons are in Canmore on Friday and then back home Saturday to play the Calgary Mustangs.

The Drumheller Dragons have leaped a hurdle that has been in front of them since last year’s playos, the Brooks Bandits. The Dragons hosted their eastern Alberta rivals on Tuesday night. This came less than a week after a hard fought loss to the division leaders. The Dragons were determined not to see the same thing happen again. Their defensive eort was there early as they held the Bandits to just four shots. The Bandits bounced back in the second going on the attack. Lindsay MacLellan of the Dragons and Alex Roberts went toe-to toe eight minutes in, which ďŹ red up the Dragons, and a minute later Colton Vannucci scored his tenth of the season assisted by Shayne Gwinner. The Bandits tied the game three and half minutes into the third period, but Rory Davidson came up with the winner, assisted by Ryan Suchorab and MacLellan. “It was a great game, I thought we could have had a couple goals in the ďŹ rst period, their goalie made some great saves, he has played well against us all year,â€? said coach Brian Curran. “In the ďŹ rst period I think we had more of the chances and in the second period, they had more. In the third period, until the last 1:45 they had a barrage for about 15 second and (goalie) Devon Bualo played great. In all, I thought it was a very good game from both sides.â€?
