Drumheller mitigation measures impress federal minister Patrick Kolafa | inSide Drumheller

Drumheller provided a hopeful ending to a tough day for Federal Minister of Public Safety Vic Toews as he toured areas of Alberta devastated by floodwaters.

Minister Toews met with MP Kevin Sorenson, Mayor Terry Yemen, Drumheller Fire Chief Bachynski, RCMP Corporal Kevin Charles, CAO Ray Romanetz and Drumheller-Stettler MLA Rick Strankman. This was the minister’s final destination after visiting some of the hardest hit areas in the province, and it provided him with a positive outlook after learning how Drumheller managed its high water event.

“This was a very positive ending to the day.

We have seen what happened in High River, Siksika and in Calgary,” Toews told inSide

Drumheller. “I was expecting to see the same sort of thing here in Drumheller. We know a few homes have been destroyed and these are very serious things, but we knew it wasn’t as significant.”

He learned why the damage wasn’t quite as significant.

CAO Romanetz and Mayor Yemen walked Minister Toews through the flooding in 2005 and the successes and failures of the town’s mitigation of the impact of the rushing water.

Following the flood of 2005, the Town of Drumheller began lobbying the provincial government to assist in building permanent dykes in Midland and in Newcastle. Romanetz explained they were successful without having to use political channels.

These dykes were crucial for Drumheller to make it through the

events of the last few days.

“It was a great presentation, because it fits exactly into what I have been saying since I have been involved in flood issues, which is basically my entire political career,” Toews said.

“That is how flood mitigation can make a difference in the amount of tax payer money spent. Not only does it improve safety, rather than rebuilding the same damaged property every year, you take certain preventive steps one time. The entire property will be secure for many years.”

Romanetz demonstrated how a levee in East Coulee erected in the 1980s has helped, and he demonstrated the need for another like-project in the Rosedale area.

The federal government has a Disaster Financial Assistance Arrangement with the province and territo-

rial government to help citizens through disasters. It has been in place since the 1970s and in that time, has paid out nearly $2 billion in assistance.

The Federal Department of Public Safety has been a part of designing a National Disaster Mitigation Strategy, and the measures Drumheller took to plan for overland flooding is the type of leadership needed to build efficiency and safety.

“The Deputy Ministers will be coming back with a report on mitigation in the next little while. That will be brought to the ministers and we will discuss how cost is to be shared

(between various levels of government) and look at the recommendations,” said Toews.

“The point is, you don’t have to go through this emergency type of situation with temporary dyking and earthworks, if it is done and you can anticipate what is going to happen and feel fairly secure.”

“It’s been successful in other jurisdictions where we have done that on a pilot project basis, so I was very pleased the Prime Minister gave me the green light to negotiate with the provinces on a national basis to become part of our disaster financial assistance arrangement.” w26nc28d

After naming a new Badlands Community Facility (BCF) fundraising chair and cabinet earlier this year, the fundraising campaign for the facility is getting back on track. “We’re moving forward with events to raise awareness. There will be three events in the next several months,� said Hansine Kostelecky, who was named chair of the BCF fundraising cabinet on February 25. “We’ll also be moving forward with fundraising, in terms of large donors, community donors, what the donor recognition will look like, and the Legacy Patio.�

New events include an Oktoberfest on September 28, Sports Day on September 7, and relaunching the Diamond Dinner on November 16.

In addition, sponsorship signage is expected in the future. “Sponsorship exists for donors in excess of $25,000, there are naming opportunities and

the more donated, the better visibility in the facilty. That will help us build momentum,� said Kostelecky.

Kostelecky was appointed the new chair of the BCF after previous co-chairs Je Hall and Elson McDougald resigned earlier in the year. Councillors Lisa Hansen-Zacharuk and Sharel Sho were named to the committee as well.

Later, at the May 21 meeting of Council, Heather Colberg, Linda Lacher, Koren McDougald, John Sho, and Kimberly Suntjens were appointed to the fundraising cabinet. “I think it’s a group of people who are all keen, community minded, and are willing to give things a fresh look. Our focus is a lot more directed.

There wis a shortfall of fundraising, but we’re determined to meet the fundraising goal and weave in the curling and hockey rink,� said Kostelecky.

Since the fundraising campaign was launched, just under $3.4 million has been raised. The goal is $6 million.

Christine Pinter says it will be a couple more weeks before their Rosedale campground will be able to open. She too hoped for the best, and the lessons of 2005 seemed to help them.

“We were a little smarter than we were in 2005.

We took most of our stuff out and tied up all our picnic tables, things that we didn’t think of in 2005,” said Pinter.

She says there are still some low lying areas they will have to pump before the site is usable, and fix some damage to their office and some areas will have to be re-graveled.

“Other than that, we did pretty good,” said Christine, “but this is not our home. My heart goes out to all those who lost their homes.”

Now that many Drumheller residents have had a chance to go home and have a good look at what happened to their homes following the flood, many are pleasantly surprised.

Floodwaters peaked on Sunday afternoon, and they did not reach levels experienced in 2005.

While some were able to quickly resume a somewhat normal home life, some had their work cut out for them.

Also unlike 2005, there was more of an air of optimism.

With concerns about damage to wellheads and the safety of area farmers, Encana is hoping to spread a little more awareness of the hazard that may lurk within your crop.

Wellheads in farmers’ fields are nothing new.

Most often they are well marked and unobtrusive.

Despite this, accidents do happen.

“Over the last number of years we have experienced quite a few wellhead hits and ground water monitoring stations being hit by equipment,” said Luigi Vescarelli, Community Relations Advisor for Encana.

Vern Soch, Operations Superintendent for Encana’s Wheatland Sub Business Unit says in the last three and a half years there have been 41 hits.

“Some are not very seri-

ous, some are,” said Soch.

“The biggest thing we find is the serious ones are reported, the not so serious ones aren’t. Someone may clip the top and knock off a little valve and doesn’t report it, and then we get gas venting until one of our operators catches it.”

Vescarelli agrees, often the small hits are ignored or not reported. These happen year round.

Soch says the installations are fenced in steel three feet above the ground and painted in bright colours. Some have flags at the corners. He says all the damage is accidental; no one is intentionally hitting them.

Often when the needle valves are clipped, it is when an operator passes with a sprayer and hits an unexpected dip in the field, dropping the boom on top.

He said farmers using GPS could be part of the problem.

While he has seen installations leveled, causing thousands of dollars in repairs, there has not been an injury or flare-up in the area. That doesn’t mean there is not potential for injury. Pressures in coal bed methane wells are typically low pressure but conventional deep gas wells can range from 500 to 3,000 kPa. “As we start drilling some deeper wells over the next few years, the concern is if you hit one of the high pressure wells, the outcome might not be as good,” said Soch.

The key message is to let us know. Public Safety is at the top of the list of importance for us,” said Vescarelli.

He says if a wellhead is hit, local producers can call Encana’s emergency line at 403-645-3333 to report the incident. This number appears at the sites and other field infrastructure.

Ashley: I like Triceratops.

Sarah: Me too. I think I’m biased, because it’s Tri-CERA-tops.

What do like most about Drumheller so far? Jacob: Driving in, it was really cool to see how things changed into the valley.

Sarah: I loved the Museum and I was surprised at how many of the fossils were found in Canada.

That’s something I didn’t know a lot about before.

If someone from Drumheller were to visit Toronto, what should they see? Jacob: The CN Tower. The art galleries are awesome.

Sarah: The ROM (Royal Ontario Museum) is pretty cool.

Ashley: The Kensington Market. It has a lot of little nooks and neighbourhoods.

Would you come back? Jacob: I would love to explore the actual landscape and get down and dirty in the badlands.

Ashley: It seems like a great place to bring kids.

reserves in the area and conceived the idea of a townsite in the Valley. Jesse Gouge opened the first coal mine in 1911. In 1913, the Calgary-Drumheller railway line was opened and the coal industry boomed. More than 40 mines were soon operating in the Valley.

Mining towns like Nacmine (short for North American Collieries Mine), Midlandvale, Rosedale, East Coulee, Wayne, and Newcastle developed notorious reputations as highrolling boomtowns with bootlegging and gambling. When gas and oil were discovered in other parts of Alberta, the importance of coal diminished and the economy of the Valley turned to other things.

The Drumheller Valley is a unique, scenic valley, created by millions of years of erosion by wind and water.

About 65 million years ago, dinosaurs roamed the hot tropical swamps and forests that covered this area.

Today, the fossilized remains of the dinosaurs can be seen in museums all over the world, and the lush vegetation exists as coal seams throughout the area.

The Valley was first inhabited by Thomas Greentree, who, in 1902, built his homestead on what is now the Town of Drumheller. The Greentree House became a stop-over place for early pioneers coming into the district.

Town infrastructure monitored for hazards throughout flood Patrick Kolafa | inSide Drumheller

Even as the floodwaters subside, there are still many concerns about the infrastructure in town, and it may not rear its head for some time down the road.

Town crews have been busy as the river falls, with cleaning up of the community. Berms have been taken down, streets are being swept, low areas are being pumped and barricades are falling.

On Wednesday, a sinkhole opened up in the pavement at the foot of the World’s Largest Dinosaur.

These are some of the things the department of infrastructure will be watching for in the coming days and weeks.

“We can expect some more of these sinkholes or sloughs. We are continuing the best we can to find

them, and fix them as quickly as possible,” director of Infrastructure Services Al Kendrick said. “This is a spot where there is a fair amount of traffic and we wanted to get to it as quickly as possible.”

He says they have been tracking many potential issues during the entire event and as time allows, and by priority, they will be revisiting.

“We think we have a hole in a pipe in one or two places, so we are tracking them, and we’ll go back and investigate them as time permits,” said Kendrick.

They still face a large amount of clean up although it is much less than eight years ago. The water levels were not projected to be as high as in previous years and permanent dyke work following the 2005 flood

was in place.

“The expectation was much less than last time… this time we were more focused,” said Kendrick.

During the event, there were a number of concerns, one of the primary concerns is drinking water.

“On the water side, we were very fortunate we have off stream storage and our staff is always proactive in that regard. With June coming we were expecting high water, and we keep our reservoirs as high as possible,” said Kendrick.

As cleanup continues they will continue to monitor all of the possible problem spots.

Stay safe when returning to flood areas submitted | inSide Drumheller

Albertans need to take steps to ensure their safety and health as they return home from flood evacuations.

Floodwaters can carry diseased bacteria from raw sewage, which can lead to serious health problems if surfaces and furniture are not thoroughly cleaned and sterilized, and food disposed of.

There are several steps you need to consider as you return home in order to reduce your chance of floodwaterrelated health issues.

– Most foods will need to be disposed of if they have been in contact with the floodwater.

– Throw out refrigerated or frozen foods that have thawed, or have spent an unknown amount of time in refrigerators without power. Use this logic: “If in doubt, throw it out.”

– You need to prevent the growth of dangerous microbes and mould by quickly clearing away standing water and thoroughly cleaning and disinfecting all surfaces and coverings.

Detailed information on how to properly clean and disinfect areas that have been flooded is available at www.albertahealthservices.ca/8644.asp under the Public Health resources section. Advice includes: – When cleaning or disinfecting floodaffected areas, it is important to use a household chlorine bleach to remove dangerous bacteria and reduce the chance of bacteria build-up.

For those involved in the emergency efforts across the province, a sincere thank you. We are so grateful for the tireless commitment of these teams and for the safety of patients during this time.

Information about Re-entering Your Home or Community As some of you re-enter your homes following evacuations, there are important steps you must take to ensure your safety and health. Floodwaters can carry disease and bacteria, which can lead to serious health problems.

Facility Updates Drumheller Health Centre The Drumheller Health Centre has resumed regular operations.

All patients and residents were safely moved out of the Drumheller Health Centre on June 22 as a precautionary measure.

Continuing care residents and acute care patients are now being transferred back to the Drumheller Health Centre from their temporary locations.

All residents and patients will be back in Drumheller by end-of-day Thursday, June 27. Families are being contacted directly with information regarding the return of loved ones.

For years the idea of a peewee football team has been bandied about, but this year the right time and the right leadership has made it happen.

Head coach Cory Miles introduces the Drumheller Terrapins.

These are players in Grade 5-6 who are ready to learn the game before they enter the successful Titans program.

“We will be teaching fundamentals, sportsmanship, respect, all the values the Titans organization has,” said Miles.

“At the end of the year our evaluation is not going to be on wins and losses, it is going to be on how they have improved.

The whole point is to get out there, have fun, and learn the basics.

We will be the feeder team to the bantams and we’ll be one step ahead.

He says there are already 26 players out for spring training. He expects there may be a few who drop out, but a few more will also sign on in the fall.

He said they want the team to have its own identity, and Terrapins are resilient animals.

“Coach Miles has an older son who is a Titan and says Drumheller Football is a great organization, teaching important lessons of resilience, teamwork and grit.

“I am very impressed with the organization,” said Miles.

Right now, the team is not in an official league, although they are still exploring some options. They have already lined up a few exhibition games including its home opener under the Friday night-lights this fall.

The team will play full side football with the same slightly modified rules the Bantam teams currently play with.
