Wednesday, March 26 was “Tacky Dress Day” at Greentree Elementary. These four young ladies were kind enough to share their costumes, adding some nice, bright colour to a pretty grey winter week. They’re all wearing a pair of suspenders, saying they chose them because people wore them in the ‘80s and ‘90s (that’s the 1900s, not the 1800s....). Pictured left to right are Angelina Scott, Avery North and Lisa Van De Ryse. At front is Jarlene Mange.

OPINION Local residents volunteer to assist cancer research Michele Scott | inSide Drumheller

A mobile study centre to assist with long term cancer study had a full day scheduled for it’s stop in Drumheller on March 26. Study coordinator James Whitworth said sixty participants booked in for the study’s mobile clinic at Drumheller’s Jurassic Inn on Wednesday, although they did expect some cancellations because of the weather. He notes they usually book fifty people for the smaller centres. One area resident said it’s important for studies like this to have a range of people - she’s doing the study for the greater good. Ian Norris drove in from Oyen for the Wednesday clinic. He’s

been taking part in the study for a number of years, he said, because it’s a good cause, and “It’s better than doing telephone surveys for Stats Canada.” Study volunteers attending the mobile clinic spend about 45 minutes there, including filling out a questionnaire, providing samples, and providing physical measurements to the project team. The Tomorrow Project collects and preserves the data and samples it collects from people at each stop for use in future research into cancer. Participants attending the mobile clinic provide either a saliva sample or blood and urine sample. The blood is separated and samples frozen in portable freezers within an hour and a half of col-

lection, said Whitworth. “Most (blood samples) will not be touched for years. They basically go into cold storage,” he explained. This preserves the samples for future analysis by scientists and researchers, he said. Started in 2000, Alberta’s Tomorrow Project, became part of a larger cross-Canadian study in early 2008 with Ontario, Quebec, British Columbia and the Atlantic provinces. Whitworth said the Tomorrow Project’s participation goal is 50,000 Albertans. Currently, the number is a bit over 35,000. He said the mobile clinic hopes to return to Drumheller in the summer, and asks anyone interested in volunteering for the study to go to www.in4tomorrow.ca

???DID YOU KNOW??? Many vehicles  have been parked all winter on town streets in violation of the traffic bylaw which states a vehicle shall only be parked for 72 hours at a time . Municipal enforcement personnel in April will be focusing on vehicles that have been parked on streets for extended periods. With the warmer weather hopefully not far off bylaw officers are asking all citizens owning vehicles that have been parked unlawfully  on town streets to please move them. Some have been there so long they have snow accumulation around them which with the melting snow will make it easier to move them off the streets.  Please remember that bylaw officers have the authority to tow any vehicle which has been parked in violation of the bylaw. It is much preferable to have persons move their vehicles on their own. Please move your cars and trucks from the street if they have been parked for an extended period of time over the winter. If you have a car or truck on a town street and it appears to have been there awhile a bylaw officer may be contacting you to kindly move it. If anyone has any questions please call Greg Peters of Community Bylaw Enforcement at 823-1363. AND DID YOU ALSO KNOW????? The Badlands Community Facility will not accept payment for invoices generated for the Arena or the Before and After School program without an invoice/permit number. This clear violation of international law is a serious challenge to the rule of law around the world and should be a concern for all nations.” The signatory nations have imposed a variety of sanctions against Russia. They pledge to intensify actions that will have an increasingly significant impact on the Russian economy, if Russia continues to escalate this situation. Canada is contributing to a political and security monitoring mission to Ukraine, led by the Organization for Security and Co-operation in Europe (OSCE).

Canada’s support to the OSCE Special Monitoring Mission, through Canada’s Global Peace and Security Fund, will assist the OSCE to report on the security situation in Ukraine, foster peace and stability, encourage respect for human rights, and enable an environment for inclusive political dialogue in Ukraine. In addition, Canada has provided support to help Ukraine stabilize its economy, promote economic and social development, and helped provide for urgent medical assistance for Ukrainians injured while standing up for democratic change. Canada, along with a number of other OSCE countries is also taking part in a military observer mission that will report on military

activities in Ukraine. Canada was the first Western nation to recognize Ukraine’s independence on December 2, 1991 and we have enjoyed close bilateral relations ever since. Yet, the major reason Prime Minister Harper takes Russia’s actions so seriously is because these bullying tactics are just plain wrong. St. Anthony’s students return to school after Labour Day Patrick Kolafa | inSide Drumheller

Students at St. Anthony’s School will have a little longer to languish in the hot summer sun before they head back to school. Christ the Redeemer School Division has completed its 2014-2015 school year calendar and the board unanimously agreed to a start day of

Tuesday September 2, after Labour Day. Christ the Redeemer School Division trustee Mark Chung says it was a scheduling issue, and it took looking at days of instruction. He says the decision was made for what is best for students and families. “There was a lot of discussion about this, but at the end of the day everyone agreed unanimously

that this was the best thing for everyone,” said Chung. “I think this is a fantastic thing.”

“This was a conscious effort, families we talked to all wanted it,” Mark Chung

For students and families the first day of school can be cumbersome and

can mean changing summer holiday plans. For others it simply means that children may miss the first couple of days of school. The idea is not unheard of. In 2011, following the provincial election the Saskatchewan legislature, passed legislation to mandate that the first day of school fall after Labour Day. The rational for the change,

at that time was driven by parents, but also in conversation with the tourism sector. “This was a conscious effort, families we talked to all wanted it,” said Chung. Chung cautions this is a pilot and it will be looked at further. “This is for this year only. We will have to look at the year after to evaluate it,” said Chung.

Drumheller RCMP ramping up traďŹƒc enforcement Patrick Kolafa | inSide Drumheller

Drumheller RCMP is reminding drivers of the seriousness of obeying traďŹƒc signals. Sta Sergeant Art Hopkins says with the disappearance of snow, it appears drivers are in more of hurry to get places. He notes during these

past two weeks, he has seen many drivers failing to come to a stop at stop signs. “They are treating the stop sign more like a yield sign. Further, drivers are making right hand turns at stop signs or red lights while barely slowing down. If all that was required was to “yield to oncoming

Do you try to hide a box somewhere in your house ‌ from yourself? It is Girl Guide Cookie time again. Sparks, Brownies, Rangers, Pathfinders and Guides will be busy at it this Monday blitzing neighbourhoods with their tasty treats that support the activities the local troupe take part in. Dianne Shymanski, centre of inSide Drumheller couldn’t resist getting a couple boxes from Sparks (l-r) Abigayle Kucher, Addy Freilinger and Amilyn Kucher.

He said the deďŹ nition of stop is pretty simple. “To stop means to cause your vehicle to cease movement completely,â€? he said. He goes on to say that collisions at intersections often result in injuries to occupants, and these are simply avoided by obeying the traďŹƒc signals and stop signs. “As a result of my observations and concerns, I have instructed the members of this detachment to pay close attention to stop signs and red lights and to increase enforcement of those offences. A ďŹ ne of failing to stop is $287 and carries with it three demerit points,â€? said Hopkins adding he has also asked oďŹƒcers to increase enforcement of distracted driving. “Please help by increasing your awareness and stop when required. Do not drive while being distracted. Should you have any questions or concerns please feel free to contact the Drumheller detachment at (403) 823-7590,â€? he said.

Local residents wishing to kick their tobacco habits can access the tools and support needed to build a tobacco-free lifestyle when QuitCore, a free Alberta Health Services (AHS) tobacco-cessation program, comes to the community next month. Led by trained cessation professionals, the QuitCore program teaches tobacco users how to develop a plan to quit while providing strategies to address recovery symptoms, manage stress and, ultimately, prevent relapse. The program also connects participants with others trying to quit. QuitCore will be oered from 1:30 p.m. to 3 p.m. on six consecutive Wednesdays starting April 2. Sessions will be held at the Drumheller Health Centre, 351 9 St. Phone toll-free 1-866-710-QUIT (7848) to register. More information is also available from www. albertaquits.ca. Tobacco is the leading preventable cause of disease, disability and premature death in Alberta, causing more than 3,000 deaths each year across the province. Many more Albertans suer from tobacco-related illnesses. AHS oers various programs and services to help Albertans quit tobacco, including telephone and online support services, one-on-one counselling and group cessation programs such as QuitCore, which launched in 2008. The program is now available in more than 20 communities across the province. Alberta Health Services is the provincial health authority responsible for planning and delivering health supports and services for more than four million adults and children living in Alberta. Its mission is to provide a patient-focused, quality health system that is accessible and sustainable for all Albertans.

Shocking disclosure Recently, it came to light that top executives at TransAlta approved the strategy of shutting down power plants on a temporary basis, to drive up electricity prices which resulted in millions of dollars in profits. More concerning, was that company officials were actually congratulating each other about how well it was working This was according to documents filed with the provincial electricity regulator. The three TransAlta VPs, which included the VP of regulatory and legal affairs, gave the go-ahead on a bid-

inSide Drumheller | inSideDrumheller.com ding strategy in November 2010, to stage plant outages during peak periods to drive up the price of electricity. This has been alleged by Alberta’s Market Surveillance Administrator (MSA) in documents that have been filed with the Alberta Utilities Commission (AUC). The allegations that four times in 2010 and 2011, TransAlta deliberately shut down major coal-fired generators at peak times during extremely cold winter days, to increase their profits by manipulating the price based on artificial need of electricity from other plants they controlled. In December of 2010, TransAlta created $6.69 Million in profit from these actions, even after financial penalties were imposed. In emails exchanged between executives, they congratulated plant man-

agers for the “great work” in co-ordinating plant shut downs that resulted in the price spikes. One of the emails revealed that the shut downs were discretionary, “All three of these outages were discretionary and all three plant managers worked with us on the timing,” TransAlta executive Nathan Kaiser. Wildrose electricity critic, Joe Anglin, pointed out that similar allegations in other jurisdictions would be heard in a court of law and not in front of a quasijudicial tribunal. He also

pointed out that the consequences would result in more than just token fines and that is what is missing in the policing of our electrical system. In an exchange with the Associate Minister of Electricity, Anglin said “Given that the MSA allegations are, in effect, allegations of fraud, theft, destruction of evidence, all of which are criminal in nature, will this government ask the RCMP to investigate and file criminal charges as necessary and hold these companies and individuals

to account?” Donna Kennedy-Glans, Associate Minister of Electricity, responded that “if the government interfered every time there was an allegation about corporate activity, we’d be awfully busy.” The Alberta government has done little to deal with the escalating bills that are becoming more difficult for those on fixed incomes to fit into their budgets. The reluctance of this government to deal with these alleged illegal activities shows a complete and ut-

ter disregard for everyday Albertans. My offices have received correspondence from across the riding expressing complete dismay concerning the lack of advocacy by the government to protect electricity consumers. As your MLA for Drumheller Stettler, I will continue to stand with my Wildrose caucus colleagues to hold those that abuse consumers, responsible for their actions.

thought Lori Stefanishion inSide Drumheller Food Columnist I bought a package of frozen bread dough which makes 5 loaves of bread. I used it to make a variety of stombolis to keep in the freezer. This is a very easy dish to make and great to have on hand for a quick lunch, dinner or sliced into appetizer-sized pieces. Stir in the cheese, one egg and Italian seasoning. On a lightly floured surface, roll dough into an 18-in. x 6-in. rectangle. Roll up jelly-roll style, starting with a long side; pinch seam to seal. Place seam side down on a greased baking sheet; pinching ends together and forming a ring. With scissors, cut from outside edge to two-thirds of the way toward center of ring at 1-in. intervals. Beat remain-

When it’s nice out, camping and 4x4ing at the farm. How often do you use social media? Since I have all the apps on my phone, 5 to 6 hours a day. What one piece of technology could you not live without? My truck. (Most people would say phone, but I’m sure I could get a pigeon to send a note...). Do you have a favourite saying? Are you a sheer? (As in, “are you a sheer numbskull?) I even have my parents saying it.

On maternity leave? There could be tax complications Having a baby is an exciting time for everyone. Whether it is the first baby or not, parents are getting ready for a big change. And with a new addition to the family comes changes to your tax situation. It may not be the first thing on your mind when expecting a baby but understanding your maternity leave benefits during the tax year can help ward off headaches at tax time. One of the most common questions new parents ask us relates to EI maternity benefits and whether they are taxable. The short answer is yes, the benefits are taxable. Any money received from EI is income and has to be reported on your tax return. There is no exception for maternity or paternity leave benefits. But EI generally withholds 10 percent or less for tax purposes. Since the lowest federal tax rate is 15 percent, this can create

a tax bill for new mothers when they file their tax return, depending on when their maternity leave started. You should make sure you are either prepared for a tax bill or set some of your maternity leave benefits aside to pay in April. If you are facing a tax bill, you may find some relief by claiming the child amount which, for 2013, is about $335 in tax savings. If you are married or living common-law, either parent can make the claim. Most provinces have a registration system that automatically notifies the Canada Revenue Agency of your new baby as long as you provide consent. If you reside in one of the

other provinces, make sure you complete the RC66, Canada Child Benefits Application. This is your application for the Canada Child Tax Benefit (CCTB) and the Universal Child Care Benefit (UCCB). The CCTB is based on your income but the UCCB is a monthly $100 benefit every parent receives for children under the age of six. H o w e v e r, UCCB income is taxable to the lower-income spouse. If you have another child or children, you may keep them in daycare but you cannot deduct childcare expenses against maternity leave income. Childcare expenses have to be claimed by the lowerincome spouse, which is usually the parent on

leave. So again, depending on when you took your leave and if you have employment income during the tax year, you may or may not be able to claim your childcare expenses. However, the courts have allowed taxpayers to claim child care expenses incurred during maternity leave in situations where the taxpayer could demonstrate that the expense was necessary in order to retain the services of a suitable sitter. And for partners living together but not married, remember you are considered common-law for tax purposes as soon as there are any children involved. So, congratulations on the new addition to your life, and make sure you stay on top of your changing tax conditions. After all, there is no point in making your life any more complicated right now.

SPORTS Registration approaching for Dinosaur Marathon

The Badlands Dinosaur Half is growing up to become a full marathon to mark five years. The grassroots effort to introduce a road race to the valley has been a homegrown success story, and has contributed $53,000 to the Badlands Community Facility. This year they have add-

ed a full half marathon to the event.

“I think if we get 50 entries for the first year, I’ll be happy,”

Colin Kloot

“There is a lot more on the plate,” said one of the organizers Colin Kloot of the event expansion.

Registration begins on April 1 for the race on September 14. Recently organizers released the new marathon route. Kloot explains the full marathon starts out following the route of last year’s 10k race, beginning at the Badlands Community Facility and heading through downtown and Midland and back. When racers reach

Highway 9 the route heads up the Verdant Valley Road and near Dekeyser’s Bison farm it jogs and descends into Rosedale. From there, it heads out to Wayne and back and then along Highway 10 back to Drumheller. “We think the route is demonstrative of the full bouquet of what we have to offer. You run along the riverfront,

and through residential areas, the coulees and then you go up top to the Verdant Valley area and then the wonderful area of Wayne,” said Kloot. “You get a little bit of everything.” Kloot explains organizers can only speculate when it comes to hosting an inaugural event, however he is confident they will have a great race. “I think if we get 50 entries for the first year, I’ll be happy,” said Kloot. “It will be worth running and it will grow from there.” “We’ll gauge it from

there as to whether we want to keep it or not, but for our fifth year, this is what we want to do.” Along with the full marathon, they are continuing with the family 5K, 10K and half marathon. This year Community Futures is the naming sponsor of all the races; with the exception of the Encana 10K race. To learn more about the events, contact organizers, learn about volunteer opportunities or to register go to www.dinosaurhalf.com.
