Youth Justice gets boost from Province

The Province gave Youth Justice Committees across Alberta a hand last week. The Drumheller and Hanna Youth Justice programs received $1,500 and $1,000, respectively, to use to train volunteers and help give youth in trouble with the law a second chance. The committees work with youth to find ways to teach a lesson and ensure they are not burdened by a criminal record. inSide photo by Michael James

Youth Justice Committees around Alberta recently got a boost from the Alberta Government. The Drumheller Committee received $1,500 and the Hanna Committee $1,000. The money will be used to help train volunteers so they may better

help youth on the wrong side of the law atone and avoid getting stuck with a criminal record. One of the ways the Drumheller Committee trains is to see how things are done in Calgary. “We like to have our volunteers sit in a meeting of the Calgary Youth Justice to see and learn how they do things,” said Drumheller Committee

member Amy Jopp. The Drumheller Youth Justice started over a year ago. The committee meets with youth who have been charged with a crime and have admitted their guilt. Committee members learn the details of the crime, why the youth did what they did, and then determine a meaningful punishment. “We get referrals when there is a youth with a criminal record. We review the file to see why they got a criminal record and what we feel is fitting for them to do to have it removed. They have to admit doing the crime and explain their side. Then, we give them sanctions,” said Jopp. “When they complete it, they get a letter they take back to court and the criminal record is removed.” For the youth, completing their assignment, which can be as simple as writing an essay or making restitution, can make a huge difference later in life. A criminal record can prohibit travel and limit what jobs are available. The opportunity to have their criminal record wiped clean is a one time shot. Those who failed or

committed another crime are not eligible to participate. So far, the committee has met with 14 youths, 12 of whom have passed. Those who fail the program are sent back to the courts. The committee could always use more volunteers. It can be difficult to get three members together to meet with youth and more members offer more skills and perspectives. Students it’s time for the Badlands Post Secondary Scholarship program from the Town of Drumheller . This is an annual Scholarship for $500.00 and is renewable for four years. Based on academic performance, community involvement achievements and references/recommendation letters of students graduating and entering college. groups such as the Drumheller and District Humane Society, Drumheller Public Library, Salvation Army, Women’s Shelter, the Special Olympics, and more. “We chose to turn it [the centennial] around. Rather than make it about us, we wanted to turn it outwards instead,” said Gisela Sorge, St. Magloire’s congregation member. “We wanted to be able to look back and say we gave to our community. That is our way of celebrating.” The centennial year culminates in a Eucharistic service lead by the new bishop of the Calgary Diocese, the Reverend Greg Kerr Wilson on Sunday, October 28. That will be followed by a meal for those in attendance. During the meal, there will be entertainment, including a harpist, and then a slide show about the church will be shown. St. Magloire’s Anglican Church has been a presence in the Drumheller Valley for 100 years as of this year. The church originally started in Munson on November 11, 1911. Services were conducted by Reverend Morgan, and he served Munson, Rumsey, and Drumheller.

The name of the church was derived through a group of men arriving from the Channel Islands in Britain. They insisted on the name St. Magloire’s, who is reputed to have lived in poverty, eating nothing but barley bread and a few vegetables. In 1912 a new church building was constructed in Drumheller. The first official records started soon after on January 12, 1913. The first recorded congregation had 16 in attendance. The church was officially dedicated on August 15, 1915. In December, 1952, the original church was replaced with the present building. The cornerstone was laid by Bishop Calvert on May 25, 1955, and the building was consecrated on November 3, 1957. St. Magloire’s, in its long history, has seen the major events of the valley. The Spanish Flu pandemic hit Drumheller in 1918 and the situation was dire. Drumheller had no hospital and it was Reverend R. Brant—who replaced Reverend Knight—and a few others that helped to transform the school into a clean and comfortable hospital. The church fell on hard times after World War I, but was going strong by World War II. Over the years, the church played a pivotal role in the social fabric of Drumheller. “The Anglican in Church Drumheller has experienced and survived the history of the valley. The flu epidemic took some members in 1918. The numbers of the church waxed and waned like the population of Drumheller,” said Sorge. The centennial service will be held on October 28 at St. Magloire’s Church on 2nd Street West and 2nd Avenue.

October 9, 2012 • • • • • • Mayor Terry Yemen opened the meeting by proclaiming October as Breast Cancer Awareness month for Drumheller. Mayor Yemen also took the opportunity to congratulate Councillor Sharel Shoff on receiving a Certificate of Achievement for the Elected Officials Education Program at the recent Alberta Urban Municipal Association (AUMA) meeting. Mayor Yemen informed council he will heading to the Ukraine as part of the CanaDem mission to observe their elections. • • • • • • A public hearing was held in regards to Bylaw 14.12, which proposes closing a portion of a public walkway in East Coulee and to sell or hold the land. A written correspondence was read, in which it was asked that the wording of the bylaw be changed slightly, expressed some concern the walkway was only one of three entry points to the river, and asked affected residents (some of whom don't reside in East Coulee year round) be informed through the mail. Dan Gerlinger, who wishes to purchase the land, expressed the removed portion would not affect the walkway and he has discussed the matter with his neighbours. Margaret English, an East Coulee resident, worried about erosion of the banks and requested the drainage be kept clear. She also wanted to make sure the walkway could still be used as such were the portion in question removed. CAO Ray Romanetz said the Town had looked at the proposal in detail and felt the changes are not significant. The proposal will be sent to the provincial government for approval before second and third readings can be done. • • • • • • Director of Infrastructure Services Allan Kendrick presented a request for decision on purchasing the Town's supply of crushed gravel. It was recommended the Town purchase a 5 year supply of gravel from McNair Sand & Gravel Ltd. for $298,200. Council carried the motion unanimously. • • • • • • Bill Wulff, Acting Director of Corporate Services presented a request for decision regarding the Town's tax recovery public auction. Wulff requested direction on how to set the reserve bid price for each property. Council agreed to set the price based on the property assessment value. The auction is scheduled for January 25, 2013. • • • • • • Paul Salvatore, Director of Community Services, asked for a decision on changing the Town's recreational facilities definition of family to that used by the Government of Canada. Councillor Jay Garbutt suggested families who have paid for extra dependents be refunded. Councillor Andrew Berdahl was concerned the new definition would be just as restrictive and worried about the secondary impacts of using the proposed definition. His main concern was families that don't reside together would be left out. Councillor Garbutt replied he felt that was not the intent of the change and that the new definition is meant to be more inclusive. The motion to change the definition of family was carried with Councillor Berdahl opposed. • • • • • • Mayor Yemen, Councillor Tom Zariski, and Councillor Garbutt gave brief reports on the recent AUMA meeting. A highlight for Mayor Yemen and Councillor Garbutt was it gave an opportunity to lobby for an additional RCMP member for the Drumheller Institution. • • • • • • Mayor Yemen spoke briefly about meeting Alberta Finance Minister Doug Horner on Tuesday and encouraged residents to visit www.dollarsandsense.ab.ca. • • • • • •

Veterans in Canada will be honoured in a brand new way on Remembrance Day of this year. The Royal Canadian Legion is building a Virtual Wall of Honour and Remembrance to honour all deceased veterans in Canada. The Virtual Wall will be unveiled during the National Remembrance Day Ceremony, organized by the Legion. Large screens will display the Virtual Wall prior to the start of the actual ceremony and in ceremonies in the years to come. As a way to honour their relatives and friends who have served Canada, Canadians are invited to forward a photograph of a deceased veteran, along with their name, years of service, element or force to which the departed belonged or regiment/unit. Any deceased veteran, including those who belonged to the Merchant Navy or Ferry Command, whose death was attributable to any cause before or after they served (World War II, Korea, peace support missions, Afghanistan, accidental death in Canada) will be honoured. Photos can be sent by mail to Dominion Command, 86 Aird Place, Ottawa, ON, K2L 0A1. Contributors are asked not to send originals, because they cannot be returned. October 14-20 is Small Businesses Week and in Drumheller there is a full slate of events planned. This is the 33rd annual Small Business Week and the theme this year is “Aim High! Invest in Your Future.” “Entrepreneurs across Canada are aiming high—investing to build better, more competitive businesses,” according to the Small Business Week website. “To grow, they need the right people, technology and business skills to beat the competition both here and abroad. BDC Small Business Week™ 2012 is about sharing stories of success and helpful, practical advice on how to succeed with those who are ambitious for their companies.” Drumheller will be a busy place this week with a number of events planned to celebrate small business, bring awareness to the role small business plays in the community, and

learn about what is offered. The week kicks off with an open house at the Drumheller and District Chamber of Commerce Office. This is a chance to enjoy a coffee and pastry and network with members of the board and staff. This is a great opportunity for members and non-members to get reacquainted with the Chamber of Commerce and how it serves its members and the community. On Wednesday morning, David Papp will be the featured speaker at Breakfast Before Business. The Drumheller and District Chamber of Commerce will be recognizing some of Drumheller’s business leaders as part of Small Business Week. The finalists for the Business Excellence Awards were announced on Wednesday. The awards will be handed out on October 19. The Chamber asked area residents to give them a hand by nominating business they felt were doing a great job.

Over 30 nominations were received, with some businesses receiving multiple nominations. “On behalf of the Drumheller & District Chamber of Commerce, we would like to congratulate all of the nominees and we look forward to announcing the award recipients on Friday, October 19. As a Chamber of Commerce, we believe it is important to recognize businesses and individuals in the community for their efforts. Presenting the Business Excellence Awards during Small Busi-

ness Week is a perfect way to celebrate business in our community,” said Heather Bitz, general manager of the Drumheller Chamber. The Chamber Board of Directors met Wednesday morning and named the three finalists for each award category. In the Small Business of the Year category, the finalists were Bits & Pieces Keepsake Quilting, Numberz Accounting, and Signature Bookkeeping. For the Business of the Year, Heartwood Inn & Spa, Hi-Way 9 Express, and

Western Chevrolet were named this year’s finalists. The finalists in the Downtown Business of the Year category were Chinook Credit Union, Reality Bytes, and Sports Room Source for Sports. The newest businesses in town are also being recognized. The Rookie of the Year finalists are Country Road RV, Dry Canyon Collectables, and Sublime Food & Wine. Last, but not least, are the Business Professionals of the Year, recognized for their commitment to the

business community and community at large. Trevor Gough, John Shoff, and Connie Tremblay are this year’s finalists. This will be the first time in roughly six years that the business awards will be handed out in Drumheller. The Chamber of Commerce brought the awards back after the hiatus, because there were no such awards being given and they wanted to celebrate the achievements of Drumheller businesses. The award winners in each category will be announced on October 19.

Yemen has been selected as a short-term observer for the 2012 Ukraine Parliamentary Elections. Citizen of the Ukraine go to the polls on October 28. Yemen will be part of the CANADEM Mission. According to briefing materials, Canadian observers will be stationed in locations that

would benefit from independent validation that the voting process is free and fair. They will also be in locations where there is a legitimate concern about voting irregularities. CANADEM is a nongovernment organization that promotes democracy through activities such as observing elections. In the last 10 years it has deployed more than 4,500 observers to points around the world. CANADEM was requested by the Canadian Government to observe this Ukrainian election.

This is a short-term mission for Yemen. He will be first heading to Ottawa for a briefing on October 18. This is a large mission with in the area of 500 observers. On October 19, mission staff will be arriving in Kiev. They will return home November 1. CANADEM describes the experience as rewarding, but a lot of work. It says volunteers can expect to put in one or more 24-hour –plus days. Accommodation will be simple, and in some instances there could be security risks. Election observers are expected to maintain impar-

tiality throughout the whole process. They are not to interfere with the election process, polling day procedures or the vote counting. According to CANADEM, observers may wish to bring irregularities to the attention of local officials but must never instruct an official or go against decisions of elections officials. They will participated in a post-election debriefing and base conclusions on well-documented verifiable evidence.

One of Drumheller’s elected officials has just been recognized for her dedication to improving her abilities as a town councillor. Councillor Sharel Shoff, while attending the Alberta Urban Municipal Association (AUMA) meeting last week, was given the prestigious Certificate of Achievement for the Elected Officials Education Program. “I want to be a better councillor, that’s why I took the courses,” said Shoff.

Shoff was recognized along with four other municipal elected officials at the President’s Reception at the AUMA meeting. The program aims to teach councillors, reeves, and mayors about municipal governance and broaden their knowledge and skills. The courses cover a wide variety of subjects, from human resource planning to communications to ethics. “For the last five years, I’ve taken courses on things like municipal finance, government, and infrastructure,” said Shoff. “It’s really worth

it. It gives you good insight into municipal government. You can learn whether your town is on the right track or not.” To be awarded, participants must complete a total of eight courses. Shoff explained the time commitment was high, which results in only a few people graduating. “There are very few people who take the courses, because it takes quite a bit of time,” said Shoff. “I’m the only Drumheller councillor to finish so far.”

A judge found it plausible that a half-pound of marijuana could be for personal use for a heavy user entering a secluded work camp. Drumheller man, Sheldon White, was found guilty of simple possession of marijuana at trial at the Drumheller Court house on October 3. However he was found not guilty of the more serious charge of possession for the purposes of trafficking. The court heard evidence from Constable Robert Harms of the Three Hills RCMP detachment. Early in the evening of October 31, 2011, RCMP stopped a car driven by White after police observed it speeding and that the licensee plate was not illuminated. There

were two in the vehicle. White presented the officer with a notice of suspension and an expired insurance card. White admitted to having beer in a cooler in the car and Harms said he noted the smell of fresh marijuana. A search of the vehicle reveled a roach, a bag containing 237 grams of marijuana, beer, and a small plastic package with traces of cocaine. There was also bear spray, a digital scale and Ziploc baggies in a back pack and strewn about the car. Constable Robert Reynolds of the RCMP, who was allowed to give expert testimony, indicated the amount of marijuana, the presence of the baggies, scale and bear spray all indicated it was a commercial, drug operation. White testified that he is now six months sober, but at the time he was a heavy marijuana user. He had just bought the package of marijuana as he was preparing to go back to a work camp near Go for the

Whitecourt. He indicated the baggies were bought for him to make lunches with, and he also used them and his scale to measure out portions of marijuana each day. The baggies were strewn about after he was arrested for an impaired driving charge previous to this stop. He said at time the had been in camp for more than two months at a time, and during this time workers are not able to come and go. He does not share or sell cannabis and it would take him about two and half months to finish off the bag. He said a half-pound is a fairly normal amount of drugs to bring into a camp. As for the cocaine, he said at the time he no longer used cocaine and was unaware of the package. The police did not weigh the cocaine. Judge Shriar found White not guilty of possession of cocaine. She also found it credible that he bought that much marijuana for personal use. This raised a doubt as to the charge of possession for the purposes of trafficking. White was fined $1,500 for the possession of marijuana charge plus a victim fine surcharge of $225. He was also placed on probation for a year with the direction that it not interfere with his work.

A decision by Town Council on October 9 aims to make the Badlands Community Facility and Aquaplex more accessible to Drumheller families. At the meeting, a request for decision was presented by the Director of Community Services, Paul Salvatore, asking that the Town amend their deďŹ nition of ‘family’. The working deďŹ nition used until now was two adults and their two children, or one adult

and their three children. Family memberships were capped at four people per family. Any additional children were required to pay as an additional dependant. The deďŹ nition was felt to be too restrictive. “When we did our price reviews, we decided to change it. Some concerns had been brought forward. We had some feedback for quite awhile, so we went back and did some research,â€? said Guy Latour, business manager of the Badlands Community Facility. Salvatore hopes the

The Alberta TraďŹƒc Safety focus for the month of October will be directed at seatbelt usage. The proper use of occupant restraints signiďŹ cantly decreases the severity of injuries sustained as a result of motor vehicle collisions. Research and collision investigations indicate that the use of seatbelts increase the chances of survival in a collision by up to 50 percent. According to Transport Canada, almost 40 percent of drivers and passengers killed in collisions were not restrained at the time of the crash. Alberta has been quite successful over recent years with restraint compliance. According to the Alberta Occupant Restraint Program, seatbelt usage is around 95% in our province. However, we continue to see far too many collisions involving fatalities or seriously injured victims who were not belted in when the collision took place. The Integrated TraďŹƒc Service of Alberta, comprised of RCMP and TraďŹƒc Sheris, work tirelessly to get this message out to motorists; however, during the month of October we are going to pay special attention to this important issue. Seat belts are proven to save lives. If you are not wearing yours, the chance of dying in a vehicle is signiďŹ cantly higher. Senior Titans regroup for league play Patrick Kolafa | inSide Drumheller The Senior Titans continue to learn tough lessons as they march towards the post season. Last week the Titans were under Friday night lights in Brooks and were dealt a blow. Brooks are currently ranked ninth at the Tier 3 level and were led by an impressive quarterback. The Titans at times seemed not ready for Brooks. “Our biggest downfall was we fumbled the ball

five times and they recovered them,” said head coach Ken Fournier. “That’s five turnovers and they capitalized on all of them. You can’t win against very many teams when you hand them the ball.” Despite this, he said the Titans were actually moving the ball quite well, but ball protection was lacking. On defense the Titans were simply a step behind, missing tackles. Brooks’ quarterback could advance the ball in the air or scramble for yards. They took a 35-22 win.

The Titans have a skinny league schedule with only two other teams, and made a concerted effort to arrange games with more competitive teams that play at higher levels. It has been a mixed blessing. It has allowed the Titans to identify their weaknesses, but at the same time it appears they may have stalled some motivation. “I think it is complacency on the part of the players, I think they took these exhibition games a lot lighter than they should have. These are games where you

Minor hockey gets ready for opening weekend Michael James | inSide Drumheller

Kids from all over Drumheller are lacing up their skates, putting on their pads, and grabbing their hockey sticks for another great season of Drumheller Minor Hockey. The action starts next weekend, when the Central Alberta Hockey League starts its season. The Drumheller Minor Hockey Association is working on getting ready for the season. Since registration started at the end of August, 150 young Raptors have signed up to play, distributed across ten teams. The Midget Tier 3 Raptors host Blackie for their first game of the season. The game starts at 7:30 p.m. at the Drumheller Memorial Arena. The next day, they play on the road in Redcliff. The Midget Raptors will be looking to continue the momentum of last season, where they ended the season as league and zone champions. The Bantam Tier 4 Raptors, who won a league championship in a series sweep last season, will be in Hanna for their first game of the season on October 19. The Bantam Raptors will be in Drumheller for their first home

game of the season on October 20, at 5:15 p.m. to face a squad from Fort Macleod. The Pee Wee Tier 2 Raptors are on the road for their first two games of the season. The team will be in Beiseker on October 20, and Olds the following day. Enjoying an opening weekend at home will be the Pee Wee Tier 6 team, who host Strathmore on October 20 at 1 p.m. and Okotoks at noon the next day. Starting off their season at home are the Atom Tier 3 Raptors. The team faces the High River squad on October 20 at 3:15 p.m. The next day they hit the road to face Rockyford. The Atom Tier 6 Raptors start their season with two games at home. On October 20, they host Rockyford at 11 a.m. The following day at 10 a.m., Nanton comes to town. The Novice Tier 2 Raptors hit the ice for their first game on October 20 in Chestermere. The following day, they stay on the road and head to Didsbury. The Novice Tier 6 team play at home for their first game on the 20th, bright and early at 9 a.m. The next day they head off to Brooks. The Bantam Titans were caught off guard by a strong Strathmore team last Saturday, but are in good shape heading down the stretch of the season. The Titans were in Strathmore to take on the Spartans. Going in to the game, coach Paul Redmond felt the teams were evenly matched, but Strathmore was the better team on this day. With a strong offense and the ability to capi-

talize on seven fumbles, Strathmore ran away with a 32-0 win. “They were a lot stronger this year,” said Redmond explaining Strathmore came out fighting, and the Titans couldn’t match their offense. The shell-shocked Titans regrouped and defensively, they played really well in the second half.
