New council appointed to community boards

At the new council’s meeting on Monday, new and returning councillors and a newly elected mayor were sworn into serve Drumheller for the next three years. Along with new and returning faces filling the director seats of Drumheller, members of council were appointed to fill boards. Councillor Doug Stanford was appointed to the Airport Commission, and will be joined by five public at large. He was also appointed to the Ambulance board. Returning councillors Sharel Shoff and Andrew Berdahl will sit on the Municipal Planning Commission beside five public at large. Sharel Shoff was also appointed to the Palliser Regional Municipal Services board. New mayor Terry Yemen will serve on the Drumheller Chamber of Commerce board, as well as the Police Committee, Crime Stoppers, and Red Deer River Municipal Users Group boards. Jay Garbutt and CAO Ray

Romanetz will serve on the Drumheller and District Solid Waste Management Association’s board. Councillor Tom Zariski and Director of Infrastructure Services Allan Kendrick were appointed to the Valley Bus Society board. The Drumheller Public Library, Communities in Bloom, and Drumheller Agriculture and Stampede boards will see Lisa Hansen-Zacharuk serving on all three boards. Returning councillor Andrew Berdahl will sit on the Community Futures board. Zariski was appointed to both the RCMP Community Advisory Committee and Drumheller and District Seniors Foundation boards. Garbutt will sit among four public at large on the Drumheller Housing Administration board. Both Zariski and Garbutt will serve on the Sub-division and Development Appeal boards. Stanford, Zariski, and Berdahl will take seat on the Disaster Service Committee. Stanford and Garbutt will also serve on the Community Standards Appeal

Convicted sex oﬀender faces new charges Patrick Kolafa | inSide Drumheller

A Three Hills man is facing charges of sexual assault. A complaint from a 16-year-old female was made to the Three Hills RCMP on Wednesday, October 20. The complaint stems from an alleged incident near the beginning of September where the accused was visiting the victim’s home in Carbon.

Police have charged 32-year-old Curtis Long with sexual assault. Long has been arrested, and is being held in custody pending a court appearance on Wednesday, November 3, where he is scheduled to appear on other matters. According to a release, police are still investigating this incident and are trying to determine if there are other possible victims, and if so, they are asking them to come forward.

Law Library, little known service in valley submitted | inSide Drumheller

The Town of Drumheller is home to several libraries: the Drumheller Public Library, three school libraries, and a number of special libraries catering to the needs of specific professions. Alberta Law Libraries is one of these special libraries, serving members of the legal profession as well as the public. The library is located on the main floor of the Court House in Drumheller and is open Thursdays from 8:30 a.m. - 12:00, 1:00 p.m. - 4:30 p.m. and Fridays from 9:00 a.m. – 1:00 p.m. Long used by members of the legal profession, Alberta Law Libraries are in many cases unknown to members of the public. Many of the services Alberta Law Libraries provide, such as helping people find legislation, understand citations or search for case law, are offered free of charge. “We aim to empower people to do their own research. This approach helps make the justice system more accessible to all Albertans,” says Ingrid Thornton, Library Coordinator at the Drumheller location of Alberta Law Libraries. In addition to providing access to a print collection that goes beyond anything found in public libraries or on the web, the libraries also provide access to a variety of electronic resources including online subscription databases which may be searched at no cost in the library. As an aid to research, the libraries have developed a

series of research guides on a range of legal topics. Those unable to visit their local library during regularly scheduled hours can contact the Calgary location Monday through Friday from 8:30 a.m. to 4:30 a.m. via phone (toll free) at 1-866-448-6148 or through an online Ask a Question service: http://www.lawlibrary.ab.ca/contact/ask_a_ question.php Alberta Law Libraries aren’t staffed by lawyers, which reduces the intimidation people often feel coming in to a law library. But it also means self-represented

RCMP would like to remind motorists to use extra caution when traveling around the town with the large number of pedestrians expected to be out on Halloween. RCMP offer the following safety tips to ensure everyone enjoys a safe Halloween. • Do not go trick-ortreating alone. Let your parents or responsible person know where you will be and for how long; • Wear a bright-coloured costume with reflective tape, and carry a flashlight. Drivers might not be able to see you in the dark; • Do not go to houses that have their lights out; • Do not go inside the house or car of anyone you don’t know; • Wear make-up instead of a mask. You will be able to see better if you are wearing make-up; • Use the sidewalk. Do not run across lawns or gardens; • Cross the street in a crosswalk or at a well-lit corner. Look both ways before crossing the road; • Do not eat any of your treats before you get home. Have your parents check all the candy so that they can throw away anything that is not wrapped in a sealed wrapper; • Never eat any fresh fruit or home-made treats unless you know where

An inmate at the Drumheller Institution has been sentenced to 12 more months in prison after corrections officers found hash following a search. Robert McMillan appeared in provincial court in Drumheller on Friday, October 22. He pleaded guilty to simple possession of cannabis resin. The court heard how on August 25 McMillan was a serving inmate at the Drumheller Institution. When corrections officers were searching his cell, and person, they found in his underwear a 35-millimetre film canister containing cannabis resin. The canister and its contents weighed 28.6 grams. McMillan admitted to the offense and Judge McIlhargey sentenced him to 12 months consecutive to any sentence he is currently serving.

The Big Country Anti Violence Association’s (BCAVA) Annual Red Rose Campaign is this Monday, November 1. The group has been active in the area for over 10 years. It is the goal of the committee to educate, to advocate for, and promote the reduction of violence in our community. One of the consistent initiatives of the committee has been the Red Rose Campaign, which

is held each November during Prevention of Family Violence Month. A red rose is delivered by committee members and with the assistance of Grace House residents to businesses and churches throughout Drumheller. The red rose is in memory of women, children and men in Alberta who have died as victims of domestic violence. There is no associated cost for this rose. All that is asked is that the business and church community show their support by displaying it in a prominent location.

Criminal Justice Act, was 12 at the time of the incident. He was in court on Friday, October 22 and pleaded guilty to theft under $5,000 and arson. Around 5 p.m. on June 24, the young person was at Extra Foods in Drumheller with two other young people when in what was described in court as an impulsive act, he stole a lighter and lit a rack of clothing on fire. Damages to the store were said to be in the range of $74,000. The court heard that the incident, described as a prank which got out of control, was out of character for the youth. The young person was brought by his father to the Drumheller RCMP detachment the next day, and took responsibility. Judge McIlhargey sentenced the young person to

Our October meeting of book club discussed the book The School Lori Stefanishion Of Essential Ingredients, along with sampling the foods served inSide Drumheller from our hostess’s own essential ingredients. One proved to be as Book Columnist enjoyable as the other! I was given this book by someone who knew me too well. I would highly recommend it to anyone who is remotely interested in either cooking or eating. As I delved further into the book, savoring each page, I started to worry, and know, that it would eventually end. Then it hit me! I just knew that the moment I finished this story I would simply turn back to the first page, and start all over again, flipping through to all my favourite parts. This time, I would take a highlighter and save all those passages that were so mouth-wateringly descriptive! The storyline is about a woman who teaches cooking classes at her restaurant one night per month. The people who gather to learn to cook are also seeking recipes for something beyond the kitchen - something more personal. Their lives begin to unfold and intertwine as the story continues. Each chapter combines a meal they are learning to prepare along with the actual story of a character. As they learn to appreciate the ingredients, the flavours, the preparations, even the aromas . . . they are also learning about themselves. The intense descriptions were one of my favourite characteristics of this author’s writing. I had already planned to try cooking a live crab just the way they did at the cooking school the minute I turned the page! Here is a quote from a passage to give an idea of Erica Bauermeister’s witty and descriptive writing style: “Their cream sauces filled with small, disconcerting pockets of flour, like bills in your mail box when you had hoped for a love letter.” This is a nice, light read . . . one to truly savor, although I don’t recommend reading it on an empty stomach!

The deadline for donating presents to children in Roatan, Honduras through the Morgan Jayne Project is this Monday morning, NOvember 1, at the latest. With 98 kids on the list to receive gifts this year, the project is always accepting cheque and cash donations,

with 100 per cent going to provide for HIV positive babies and children. The project is hoping to deliver to 138, if more toys come through. As of Thursday, 50 toys had been donated, with cash donations possibly covering 20 more. “Last year, we had over 400 kids on the list to re-

ceive Christmas presents,” says Morgan Jayne Project leader Fred Makowecki. “We knocked the list down, thinking the times are tough on everybody. “We can do as many kids as there is heart in Drumheller to do,” says Makowecki. Makowecki is expecting packages of toys will be on the plane by Thursday, but

they always accept money donations. Donations and toy dropoﬀs can be given to Makowecki at Image Crafter Signs in Drumheller, or by visiting www.themorganjayneproject.com “We are expecting that many kids are going to be left out, some will be looking in from outside the gates while the 98 get presents.” For just one day, kids on the island who have experienced three hurricanes this year, can be as happy as any other kid on the planet is on Christmas, Makowecki says. “They’re not the ones who are sick, not the ones who are dying, we give them one day to be a kid,” Makowecki says. To date, the project has saved more than 500 babies born HIV positive in Roatan, a small island oﬀ the coast

of Honduras. The majority of support behind that success has come from people in Drumheller. “It’s like painting a fence that’s never ﬁnished,” says Makowecki, “it just keeps going on, and on, and on.” Every single cent put into the project goes straight to Roatan. Not a dollar has been spent on anything but. “Nothing gets skimmed oﬀ the top for anything, we’re really proud of where we’re at with nothing being spent other than on the kids.”

It’s all over. Did you get the mayor and council you wanted, or did you get the one you deserve? If you took the time to inform yourself; if you made conscious decisions based on your information; if you urged others to do the same; and if you voted based on your decisions, then you will have done your duty as a citizen. If you did none of these, you are doomed to more of that about which you are presently griping. You will have gotten what you deserve. That is how democracy works - it’s in your hands. The very word itself, comes from the Greek “demokratia” which breaks down to “demos” the people, and “kratia”, to rule. The people rule! I think we sometimes forget who’s in charge, and we allow those we elect to run roughshod. I realize that the foregoing is too late for the municipal election, but soon enough there will be other elections, provincial or federal. It is then that you must exercise due diligence, inform yourself as to who will best work for you, because remember, the person you elect is no more than a gloriﬁed hire, your employee. You will be paying him a full day's wages (and then some), you should expect nothing less than a full day's work. Portugal, rather than Canada, sitting on the U.N. Security Council? Who makes these decisions, and on what do they base them? Do I dare say that it could raise enough to ﬁnance a lemonade stand, never mind a battalion of “peacekeeping” troops. It matters little who is responsible for Canada not getting the seat, what matters is the strength and credibility of the Security Council. The credibility of the U.N. as a peacekeeper is rather suspect. The addition of Portugal does nothing to relieve that suspicion.

I must relate a funny thing that happened earlier this week. (No not the election - that was fun, not funny). A friend of mine who works out of town dropped by the other night after getting off work, to ask me for a favour. Well, what are friends for if not do favours once in a while? I was handed a power bill and the appropriate amount of cash to cover it, and asked if I would take it to the bank in the morning. It was a good as done. That was the easy part. Next day I get a call from my friend saying that the power had been cut off. I said that I will make a call and see if I can’t rectify the matter. Easier said than done. I phoned the power company (which, by the way, seems to employ nothing but Asian immigrants to answer customer calls, some of whose command of the English language is not quite sufficient). As usual I got the menu, press 1 for this, press 2 for that, etc. I pressed the one I wanted, only to get the next menu. I again picked what I wanted and finally got a live voice. “Thank you for calling, my name is Lola, how may I help you?” “Well Lola, you may help me by giving me the status of an account.” “Okay.” “What is the account number please?” I give the number, and then she asks my name, which I also give. “I’m sorry, but I cannot give you that information.” “You can’t, why not?” “Because your name is not listed on the account”. I explained that I was calling for a friend, and that I merely wanted to know if any payment had been received. “I’m sorry, I can’t release that information.” I pleaded again, but no go. Then it came, the funny part. When I asked why I couldn’t get the required information, I was told it was due to customer confidentiality, no information could be released over the phone, but if I wanted to go to the company’s website, I could access any information, I might need. So much for customer confidentiality, nothing but pretense.

Town ready to start pipe inspections Delay in camera arriving Patrick Kolafa | inSide Drumheller The Town of Drumheller is hoping to have a clearer understanding of the murky water that residents experienced this summer. Al Kendrick, director of Infrastructure Services said they have engaged a company to send cameras in some of the lines in Drumheller to access the situation underground. They hope to have definitive answers next month. “They have been engaged, it is just matter of when they are going to show up,” said Kendrick. He is expecting them towards the end of November. This past summer residents experienced sporadic issues with water clarity. While there have been issues with clarity throughout, water has been monitored and deemed safe. Since then, the Town of Drumheller has taken action to solve the issues. Near the beginning of September, they completed a flushing program of the main line from the Water Treatment Plant to the Highway 9/Highway 56 intersection, and through September, they have run a unidirectional flushing program. Throughout this, they have stepped up water monitoring. The next step to the process is the visual inspection of lines via camera and other techniques to assess the interior of the pipes and pinpoint problems. Kendrick said the town has been preparing for the arrival of the camera. “We’ve done some pretesting in regards to launching the camera at one of the air releases along the pipeline. We have done some prep work, we’re pretty much ready for them,” said Kendrick. One of the delays according to Kendrick is the company the town contracted has since been bought by Pure Technologies of Calgary. “We are hoping to be going by the middle of November,” he said. While water quality has been stabilized, he said they want to deal with the whole problem. There is no estimate for the cost of the project, but it falls under their existing operating budget. They don’t want to limit the scope of the procedure. “It depends on how far we go,” said Kendrick. “When we have them here we want to do as much as we can with the dollars we have.” If the procedure exceeds the budget, he indicates they could go to council to secure the necessary funding. The bottom line is they want to pinpoint the issues conclusively. “We want to continue until hopefully we have one, two or three of the issues out of the way in regard to the brown water. We want to know if it is mechanical failure along the line, if it is build up of precipitates or chemical reactions,” he said. “Until we are 100 per cent certain, we don’t want to be out there saying it is one thing or another…rather than being half right or half wrong we’d sooner do a little bit more investigation, a fairly extensive investigation, and once we have that done we can put a plan together.” “We all want it fixed, I drink water just like anyone else. Our operators all take quite a bit of pride in the work they do.” Some of the long-term plans for the system include developing a physical pipe-cleaning program to supplement flushing, and continue with the existing cast iron replacement program.
