No election for Drumheller? Lack of candidates could lead to council by acclamation Michael James | inSide Drumheller

Nomination Day for the upcoming municipal elections is just around the corner. Forms to run in the election are due on Monday, September 23, between 10 a.m. and noon at Town Hall, which is now located in the old Civic Centre building on Centre Street. As of today (Friday, September 20), only two residents, former

mayor Bryce Nimmo and Kalon Sykes, have declared their intention to run as Town councillors in Drumheller. So far, no mayoral candidates have come forward.

Should no other candidates come forward, the entirety of Town Council could be decided by acclamation, rather than a democratic vote.

All but two of the incumbent members of the current Town Council have pledged to run for re-election. Mayor Terry Yemen and Councillors Jay Garbutt, Lisa HansenZacharuk, Sharel Shoff, and Tom Zariski have announced they will seek re-election. Councillors Andrew Berdahl and Doug Stanford are stepping down. Should no other candidates come forward, the entirety of Town

Council could be decided by acclamation, rather than a democratic vote. Previously, the last time a Drumheller mayor and councillors won their seats by acclamation was in 2004 when Paul Ainscough was declared mayor and Sharel Shoff and Karen McKinnon were named councillors for west Drumheller. In 1998, Layton Thomas and Harry Sta-

bles won council seats through acclamation. Within the past 30 years, the closest the Drumheller Valley councils came to being decided entirely by acclamation was in 1995 and 1992, when the Badlands Municipal District council seats were determined without an election. Nomination forms for the 2013 election can be picked up from Town Hall.

In addition, Campus Alberta will offer course upgrading and general education development (GED) programs. Courses will oer a mixture of online components, in-class instruction, and hands on experience. “A lot of it is blended learning, so you do some online and then, for example, the Health Care Aide does a couple days at a hospital,â€? said Dana Davidson, coordinator of the Drumheller Campus Alberta. Courses could be added if enough interest is shown. “People can tell us what they’re interested in and maybe we can bring it here. If we have six people tell us they want an electrical technologist program, we can go to Campus Alberta and try to get it here,â€? said Davidson. Now that the campus is open, residents are encouraged to stop by. “If the community is looking to do something or needs help researching, they are welcome to come in and we will help get that ball rolling,â€? said Davidson. “It’s a great location. It’s centralized and we’re right next to the Outreach School. We’ve deďŹ nitely noticed a lot more foot traďŹƒc through the door.â€?

We’re happy to be here and be involved. Hopefully this money will go a long way to help the kids in this school.” Not only did Cenovus donate to the program, they even helped out in the kitchen on Wednesday morning. “We were able to participate and it was great to see the program in action,” said Bishop. For the coordinators of the program, the donated funds went beyond their hopes. “Now we know for three years we have something to go on,” said Doreen Oliver, co-coordinator of the Greentree School Breakfast Program. “Our program here was in bad shape and really needed that extra boost to get back on track.” By Oliver’s calculations, it costs roughly $75 per day to run the program. However, the cost and effort is well worth it. “I feel like this is so worthwhile, it gives me a reason to get out of bed. When I retired I lost a little focus, but this really gave me a purpose,” said Oliver. Anyone wishing to donate or volunteer is encouraged to contact Greentree School at 403-823-5244.

Drumheller detachment welcomes new corporal The Drumheller RCMP has filled out its roster welcoming Corporal Rod Guthrie to the detachment. Corporal Guthrie is a 10-year RCMP veteran. Originally from south western Ontario, he has spent most of his career in British Columbia, in Squamish and most recently Fernie. Guthrie arrived in Drumheller at the beginning of September and so far, is enjoying Drumheller. He said Drumheller is a similar size to Fernie, and appears to have similar policing responsibilities. “It is kind of the same pace, has

the same number of members,” he said. “The calls seem similar.”

Missing the skiing opportunities afforded to him in Fernie, Corporal Guthrie is comforted it is still a day trip to the mountains from the valley. He is also an avid mountain biker and is looking

forward to exploring the valley. While it might be different from Fernie, Guthrie said the landscape surrounding the valley is similar to his home in the Sarnia area. “The climate and the topography are pretty much the same as here, flat and hot in the summer,” he chuckles. With the transfer, comes a promotion to corporal. While he will still be in service doing general duties, he will also play an administrative role at the detachment. “I will kind of be doing the same thing I have done, only more supervising. I like the front line work,” said Guthrie.

Staff Sergeant Art Hopkins is hoping to make after school pickup at St. Anthony’s as smooth and safe as possible. This comes as issues associated with traffic around St. Anthony’s School resurface. “No one is happy with parking around the school and stopping on the road is creating a traffic hazard,” said Hopkins. He explains problems are typically at the end of the school day when

all the busses are loading and blocking off access to the West Parking lot. Many parents come early to pick their children up but there is only room for a half dozen. Vehicles then end up stopping on the access or stopping along the road. “This in turn causes problems for the bus drivers and trying to leave and puts many people and children at risk,” he said. The current practice is the school dismisses the bus students early so they can load and leave usually by/before 3:20

The easiest solution to the parking problem is for parents not to arrive until approximately 3:25 p.m. or after the busses leave. Should parents want to pick their children up earlier they should do so before 3:00 p.m. “There will be increased patrols and vehicles / operators stopped on the road are subject to be ticketed. Please attend after 3:25 p.m. and everyone will be much happier and everyone will be able to leave in a safer manner,” said Hopkins. “We cannot move the school so we have to come up with actual solutions, and everyone is open to make suggestions.”

Lori Stefanishion inSide Drumheller Food Columnist Once again, I have found the best of both worlds! Who doesn’t like Buffalo chicken dip? And who doesn’t like tater tot casseroles? Here it is:

BUFFALO CHICKEN TATER TOT CASSEROLE Line a 9x13 pan with an 8 oz. package of softened cream cheese. Cook 3 chicken breasts, then chop. Toss in a mixture of 1 cup hot sauce, ½ cup melted butter and ¼ cup vinegar. Pour this over the cream cheese. Top with ½ cup crumbled blue cheese. Layer one package of tater tots next. Pour ½ cup Ranch dressing over the taters. Sprinkle 1 – ½ cups grated *Monterey Jack cheese Pour ½ cup hot sauce over top and bake for 35 - 45 minutes at 350 (Just bake until everything is melted, bubbly and hot) Serve with celery sticks - or, alternately, you could chop celery and add it to the dish. *You can use almost any type of cheeses – I used the Mexican blend. Cheddar or Mozza would also work fine.

Mayor Yemen is confident that Drumheller residents will be treated fairly by the Alberta Government in recovering from the floods. This comes after a positive letter from The Minister of Municipal Affairs Doug Griffiths. “I am writing you to inform you that the Ministerial Task Force Responsible for Flood Recovery has agreed that the Government of Alberta should work with the Town of Drumheller to finalize an “approved Development zone” that would allow development in certain areas currently defined by the province as floodway, providing there are adequate measures in place to protect against

He expressed his concern to the administrator for the Flood Recovery Task Force Andre Corbould and received assurances. “He said “bottom line, it is status quo, Drumheller - move forward with what you are doing, your actions have been evaluated and we are in agreement, move forward.’” He has heard concerns from people involved in real estate and mortgages, and has taken his letter from Griffiths directly to them to help allay fears. “Even though we are identified as floodway

in the map, we are being treated as a flood fringe, so with the mitigation as we have always done, we can continue developing, that is how it was explained to me,” said Yemen. He said the town has begun to give out development permits, as it always has with the stipulations. “It has to comply with our land use bylaw which states you have to mitigate,” said Yemen. Minister Griffiths also indicated in his letter that more dyking could add to the approved development zone. “Existing developed areas, not currently protected by dyking, could be added to the approved development zone as mitigation is implemented and approved. For future developed areas in

the floodway, the town would have to propose appropriate mitigation strategies and provide justification for how such development would still be in the context of the broader provincial policy intent,” states the letter. Yemen says right now the town is working on a report to look at how the valley could be more protected. “Now it is all process. We are going to give the report to the government, they are going to analyze it, reevaluate what we are saying and evaluate the costs,” said Yemen. “We may not see everything we are asking for but we won’t know that until we finish this process.”

The stands were packed at the Drumheller Valley Secondary School football field, the Friday night lights were shining bright, and Drumheller’s youngest football team took to the field for their first home game ever. The Drumheller PeeWee Terrapins had their home opener on Friday, September 13, and though they lost 63-0 to the Red Deer Steelers, they were excited to finally get the chance to play in front of a home crowd. “It was an exciting game. A lot of people turned up and there was a great atmosphere,” said head coach Cory Miles. The game started in the Steelers favour when they returned the opening kick off for a touchdown. From there, the Steelers built upon their lead. “They’re a phenomenal team. They have an Atom program, so some of those kids have been playing foot-

By the fourth quarter the Terrapins were down, but began making some big tackles and first downs. “It was tough for the first three touchdowns, then after that, they realized they had lost the game and just went out to have fun,” said Miles. “In the fourth quarter they started playing better, because they weren’t worried about the score. We hit them, stopped them a few times, and got some first downs. Our goal going into the game was to get some first downs and stop them. As coaches, we were happy, because we made progress.” The Terrapins return to the home field on Saturday for a rematch against Cochrane, who had defeated the Terrapins two weeks ago. “They’re going to see a different team, because we have developed since the last time we played them,” said Miles.
