Luckily, no one was home when a fire broke out late Wednesday night on 2nd Street East. Emergency services were alerted by an alarm at about 10:30 p.m., April 23, and responded to a structure fire of a single-family home beside the former CJDV Radio building. When they arrived, the front of the house was fully involved. Firefighters quickly doused the flames as utility crews shut off power and gas. It was learned that a young family and a dog lived in the house, but were not home at the time of the fire. There were no injuries. Police say the cause of the blaze is still being investigated but the incident does not appear to be criminal in nature. inSide photo by Patrick Kolafa

Town of Drumheller residential taxpayers may receive a slight drop in the Municipal portion of their taxes this year. Town Council approved the 2014 Mill Rate at their regular meeting of April 22, 2014. The residential mill rate for the Town is 10.19 per cent this year, down from 10.3317 in 2013.
That means on a home with an assessed value of $175,000, the tax bill will be $1,783.25. Acting Corporate Services Director Bill Wulff said about 46 per cent of residential and nonresidential ratepayers for municipal taxes, district foundation taxes and education taxes, have a decrease of up to three per cent. Should you disagree with the assessed value of your property, the first step the Town recommends is to compare the property to similar property. Town Hall staff can also help with concerns and answer questions at (403)823-6300. If you require more information, contact Wild Rose Assessment Services Ltd. in Red Deer by phone at (403) 343-3357 or fax at (403) 343-3299. If you are still not satisfied with the explanation, your appeal must be filed within 60 days of the issue date of the Tax Notice to the Assessment Review Board Clerk at the Town of Drumheller, 224 Centre Street, Drumheller AB T0J 0Y4. A fee of $55 per assessment for residential and farmland or $105 per assessment for other types of assessment must accompany the prescribed appeal form. This form is available at Town Hall or can be downloaded from the Town’s website at www. dinosaurvalley.com, Town Services menu, then select Taxes and Assessment. The appeal fee will be refunded if the appeal is withdrawn prior to the appeal being heard by the Board, or if the Board rules in favor of the appellant.

at 7.1940, down from the 2013 rate of 7.2268. The school portion for residential tax bills is also down, from 2.7096 in 2013 to 2.5564 this year. The Seniors Foundation portion of Drumheller tax bills, both residential and commercial, is up slightly, from 0.3953 to a rate of 0.4396. Commercial ratepayers receive a drop in their school taxes to 3.7106 from 3.8132 last year. The Municipal portion of the mill rate rises from 2013’s 11.5074 to 11.7695. Total commercial taxes for 2014 add up to 15.9197, versus 15.7159 from 2013. Taxes are based on the assessed property value from 2013, so if property is worth less than in 2012, then a property owner’s taxes will go down. Bill Wulff said the 2014 property tax bills will be going out “forthwith.” Taxes and municipal services can not be appealed to the Town, however, residents can appeal their assessment.

Council Notes From the Regular Meeting of Drumheller Town Council April 22, 2014 Acting Corporate Services Director Bill Wulff provided information to Council to assist in determining the Mill Rate. Municipal revenues on the tax base are $7,940,999. He presented four scenarios for Council’s consideration. Bylaw 03.14 to approve the 2014 Mill Rate passed. ••••• Council approved Bylaw 04.14 to amend local improvement taxes for land that directly benefits from the Rosedale Cambria Water Distribution System. Chief Administrative Officer Ray Romanetz notes that Council approved this six years ago, but the bylaw must be recalculated and adjusted with an increase or decrease of lots. 11 additional lots were created plus two changes in Cambria, so ratepayers will see the rate lowered. •••••• Daniel Luymes and Alan Lister of the municipal accounting firm of BDO spoke to the 2013 Audited Financial Statements for the Town via speaker phone. Mr. Luymes said it was a clean audit report, they found no material errors in financial statements nor any adjusted errors. Errors found were
corrected during the audit. He notes the Town's cash is down but Accounts Receivable are up as the Town is waiting on reimbursement from the Province for 2013 flood costs. He further notes deferred revenue is down and the Town's net debt position has decreased, so the Town's financial position has improved from 2012 to 2013. He records a budgeted surplus of $29,000, noting the Town is in a fairly strong financial position. Motion to accept the 2013 Audited Financial Statements was carried. •••••• Mr. Ray Romanetz spoke to Bylaw 05.14 to amend Land Use Bylaw No. 1008. He said the detailed review of the Land Use Bylaw will probably be completed close to October of this year. After the first reading, the Town would need to hold a public hearing. Definitions would be added for communication structure, development commencement and completion, fabric covered building, work camp, and public utility and building. Definitions for utilities and boarding or lodging house would be deleted, and there are
amendments. There are proposed zoning changes for land to the south of South Railway Avenue. Councillor Zariski noted the issue of sea-cans (rectangular metal stroage container from a cargo ship) as permanent storage on properties has come up, as well as the issue of lack of housing for workers. Council passed first reading of the bylaw. •••••• Bylaw 06.14 is to allow individuals the opportunity to purchase land at the back of their property (off Newcastle Trail). The CAO notes the first reading would have to be advertised. Councillor Zariski notes the proposed new D.A.R.T.S. residence brought this issue to discussion (has to be longer, not wider, because of the land parcel). On a number of lots residents are already using the land. Council passed first reading of the bylaw, and a public hearing will be advertised. •••••• Council approved Bylaw 20-05, accepting the proposal from Wildrose Assessment Services for a five year term at the rates as outlined in their proposal, and appointing Rod
Vikse of Wildrose as the 'Municipal' Assessor'. Bill Wulff's scoring of the two companies that applied gave Wildrose a 95/100 and KCL Consulting a 78/100. The CAO noted the work was not sent out for tender but was a Call for Proposal, to which Wildrose and KCL were the only two companies that responded. Councillor Zariski noted three residents spoke with him that disagreed with their assessments, and where their property was reassessed, the value was lowered. He asked what residents do if they disagree with their assessment. Mr. Wulff said the first step is to call the assessor. Councillor Hansen-Zacharuk explained houses are assessed as a block of property, not as an individual property, which is why some assessments may change. Bill Wulff noted that during an assessment the assessor has no access to your house, unless you appeal. The CAO noted assessors try to perform individual assessments in a five year cycle. •••••• Council moved to an incamera matter.

Pathfinders fundraising for Switzerland trip The First Drumheller Pathfinders are going to have a busy two years. The troop will be spending time fundraising for a planned trip to Switzerland in July of 2016. The group just received support in that regard - the local Order of the Royal Purple recently donated $1,000
toward the trip. The guide troop began fundraising efforts in the fall with cookie sales. The guiding organization rules are that twenty-five per cent of the trip’s cost must come from cookie sales. The group has held four raffles, and have an upcoming Mother’s Day raffle. They also have a bottle drive planned for April 26, and they’re
busy continuing with cookie sales. Local campgrounds are also assisting, selling fire starter kits the group is using to boost their funds. The girls will be working at events during the summer’s Quilting in the Badlands event to earn some money. Local guide leader Tara McMillan said there are two guide leaders and 11

Baker Hughes employees let go or relocated Patrick Kolafa | inSide Drumheller
Drumheller was only one of Baker Hughes’ bases which were closed on April 14. The Mail reported in its April 16 edition that the Drumheller office was shutting down some operations in Drumheller. Former base administrator Terry Zackrisson told inSide Drumheller that the shop foreman, one bulk plant operator and all of the bulk drivers working out of Drumheller were laid off. Her position was also eliminated. All operators and supervisors were offered positions in the Central and Northern Divisions. She said base operations were closed in Drumheller, along with Medicine Hat, Estevan and Dartmouth. Medicine Hat media reported that a base in Lloyminster closed. She said the downsizing affected about 400 people, with either job loss or relocation. Baker Hughes’ presence in Drumheller began when the company reacquired BJ Services in August of 2009, and operated out of a 14,000 square foot facility that sits on four acres in the Hygrade Industrial Park. The building, which was intended for about 60-80 workers, had just over 20 based there this year.

It only took about an hour and 20 minutes for power to be restored to approximately 4,000 customers in the Drumheller area on Wednesday morning. Residents in Drumheller may have seen their coffeemakers shut down at about 8:55 a.m. on April 23. The outage affected most of the valley, with the exception of Nacmine. A few rural customers north of town may have also been af-
fected. Sylvia Adams, ATCO customer service supervisor for the Drumheller area, said the cause of the outage was equipment failure at the Michichi sub station north of Drumheller.

Drumheller’s grade nine students learned about the law of the land this past week. Wednesday, April 16 was Law Day at the Drumheller Courthouse for about 100 Drumheller Valley Secondary School and St. Anthony’s School grade nine students. Law Day is province wide, and the local day was organized by Tara McTaggart of Alberta Law Libraries. McTaggart said that Law Day goes with the Social Studies Curriculum in Alberta. The day started with presentations by Correctional Services of Canada K-9 unit, the Royal Canadian Mounted Police, Alberta Health Services, Alberta Law Libraries and the Alberta Sheriffs. The afternoon ended with a mock trial that included the participation of Drumheller lawyers, court staff, and was presided over by Judge L.R. Grieve. The trial was to prove

What do you enjoy about living here? I love the small community feel. What are your favourite things to do here? We love the museum, the hoodoos, and the suspension bridge. The kids love the hoodoos - they like that they can climb in the hills behind. What do you do in your spare time? Not a lot of spare time. Activities with the kids
and the church. What is your favourite place you’ve travelled? Los Cabos, Mexico. I just loved everything about it. What is your favourite meal? Fajita or taco night at home. Or I just like to be taken out for dinner. How much are you on social media a day? Probably a half hour per day (checking Facebook a few minutes at a time.) Are you tired of Facebook? Yes. I feel like it can be a lot of negativity. If you could win a trophy for anything.... General organization. Then I could say “I did it’! What’s a favourite kind of music? Greg (husband) and I do like 80’s rock. Most consistent reminder to the kids? There’s lots of those because they’re 5 and 7. This morning it was “manners, please”. Final thought? You can never be too kind.
We experienced firsthand how important the neonatal intensive care units (NICU) are. On May 11, 2013 our twin boys, Marek and Cohen, were born extremely premature. They weighed 1 pound 8 ounces at birth. Sadly our oldest, Marek, passed away. We spent 131 days in the NICU with Cohen before we were able to take him home. We are forever grateful to the Foothills Medical Centre for the time we had with Marek and for giving us our baby Cohen. After being through this experience, we have heard many stories of local Alberta Families that have needed neonatal intensive care units. There were tryouts in March for the squad. Laprise said the Border Bowl has become a great success province-wide. “It has taken o like a brush ďŹ re. This belongs to every kid and
high school coach in B.C. and Alberta,� said Laprise. He said that before the Border Bowl, main venues for players to be seen were the U18 team and the Senior Bowl. These were dominated by urban players from Calgary and Edmonton. The Border Bowl allows rural players a chance to be seen. He adds they have received feedback to get even more widespread tryouts next season. The Border Bowl gives more players a chance to be seen by scouts and be evaluated for post secondary play. Laprise said they are looking at getting big-
