Within 20 miles of the bustling city of Charlotte, Waxhaw is located on the southwest corner of Union County in North Carolina and very close to the border of South Carolina. Surrounding communities include Marvin, Monroe, Mineral Springs, and Wesley Chapel. Access to Waxhaw is made easy by NC 75 and NC 16 which intersect at the center of Waxhaw’s downtown area. Waxhaw also provides easy access to the major interstate systems of I-485, I-85 and I-77, making regional travel simple. Welcome to 2024! As the President of the Waxhaw Business Association (WBA), I want to thank our members and encourage you to join us this year! The Waxhaw Business Association has been a game changer in the development and success of my small business, Jen Stevenson Payroll. It has allowed me to network with other small business owners in our community, learn simple and creative ways to improve my business operations, and connect with the Town of Waxhaw’s leadership. Running a successful small business is no small feat, and the WBA has provided me with countless partners in achieving that success. The WBA’s mission is to encourage, support, and promote Waxhaw’s thriving business community through education, networking, and events. In 2023, our WBA membership grew to nearly 60, our social media following was expanded, and we successfully added new evening social events and sponsorships. A dynamic and growing organization provides our members with expanded reach and more resources to succeed! I strongly encourage all businesses operating in Waxhaw to join the Waxhaw Business Association. It’s a great way to build relationships and be an essential part of our community. New Town Campus
Waxhaw’s new Town Campus is making headway, as construction progress remains continuous and steady at the 17-acre site. Construction of the new government services hub started mid-November 2022 and is expected to be completed in 2024. Once completed, the complex will include facilities for Public Services, Parks and Recreation and Town Hall. The new Town Hall will be approximately 4 times larger than the current building and allow plenty of space for town staff and operations to grow as needed. Located at 4220 Waxhaw-Marvin Road (the intersection of Waxhaw-Marvin Road and Kensington Road), the campus will provide convenient access to services for residents and operations. The property also connects Town Creek Park to Nesbit Park opening up more park and recreational opportunities once the campus is built.
PLANNING FOR THE FUTURE
As the region grows, Waxhaw is faced with increasing challenges to preserve the Town's unique charm, while serving the expanding needs of its residents and businesses. The Waxhaw 2040 Comprehensive Plan is a long-range policy document that will guide the towns future, providing policy and direction related to future growth and redevelopment, transportation, housing, town services, and other important aspects of the community. The Plan informs current and future decision-makers about where we’ve been, where we are today, where we want to go, and how we intend to get there. Based on public input, sound recommendations from previously adopted Waxhaw plans, data from the 2020 US Census, and an analysis of present and future needs, the 2040 Comprehensive Plan sets forth a vision with supporting goals and strategies intended to guide the town’s physical, social, and economic development. The Plan was carefully developed over the course of a year. Waxhaw has an abundance of fantastic attractions and activities for everyone. With seasonal events that highlight the best local treasures of the area and year-round quality attractions, a visit to Waxhaw will satisfy your need for fun.
Water Tower This iconic 49,000 stainless-steel structure looms over the downtown area with it’s close proximity to the intersection of Hwy 75 and Hwy 16 and the railroad tracks that run through the center of town. The tank was built in 1940 and was the town’s water supply for many years until new ground water tanks were built. Now, many fun-filled events take place throughout the year under the water tower at Community Corner. R.J. Belk Building das Located directly across from the Pedestrian Bridge, this historic building was home of the Belk store from 1894 to 1938. This building has served many purposes after the Belk store closed. In 1970, the Belk family donated the building to the Waxhaw Woman’s Club and restorations were made. Museum of the Alphabet Military Wall of Honor This all brick structure salutes the brave men and women who have defended the freedoms we enjoy. The annual Memorial Day, 9/11 Patriot Day, and Veteran’s Day celebrations take place here as well as other special activities throughout the year. Duncan McDonald House
The well was originally dug circa 1900 to serve the trains and crews of the depot and remained in use until the 1920’s. The current well replica, built in 1989, commemorates Waxhaw’s original community well which once stood near this spot. The large clay urn was originally used at the Rodman-Heath Mill. The 1899 mill was the town’s leading employer and played a vital role in the town’s economy for many years. In the mid1980’s the jug was moved from the mill to the location of the current Dare Steele Memorial Garden. Around 2003 it was moved to its current downtown location near the well.
The Duncan McDonald House was built by Waxhaw's first postmaster in 1888 and now acts as a characteristic recreation venue. It is considered one of the oldest, if not the oldest, house in Waxhaw. At one time the town’s early switchboard was operated from this house. Pedestrian Bridge das Sometimes a bridge is more than just a way to get from Point A to Point B. It can be a landmark like the pedestrian bridge located in the heart of downtown. This town icon was built in 1888 when the railroad company built a rail line to Atlanta. The original bridge was used for vehicle traffic up until 1941 when converted for pedestrian traffic only.The bridge was heavily reconstructed in 2008 in coordination with the Town of Waxhaw and CSX Transportation. Today, many people, young and old, climb the stairs to the top so they can stand on the wooden planks of the bridge and watch as a train passes under their feet. Holiday Happenings in Waxhaw In mid-November, Downtown Waxhaw becomes a winter wonderland with our Downtown Holiday Lighting event. Downtown buildings, trees, and streetlights are lit up with more than a million sparkling lights. It's a magical place to celebrate the holiday season.
GingerSnap 5K / Girls On The Run Race is an annual race open to everyone. It’s held the Saturday before Thanksgiving in downtown Waxhaw and benefits Girls On The Run of Union County NC.
Small Business Saturday happens each year the Saturday after Thanksgiving and is a nationwide move to shop small and support locally owned businesses in your community. When shopping locally, $0.68 of every dollar spent is returned back to the community. We encourage everyone to shop and dine locally on Small Business Saturday and year round. With more than 100 locally owned businesses in Downtown Waxhaw, there are plenty of ways to support local! Senior Citizens Christmas Party is a party, courtesy of the Town of Waxhaw, held the first Saturday in December. Waxhaw senior citizens are invited to enjoy a Christmas dinner with entertainment and Christmas cheer, courtesy of several Waxhaw area restaurants.
Waxhaw Christmas Parade is held downtown on the second Sunday in December and features local school marching bands, floats, and entries by hundreds of businesses and members of the community.
Menorah Lighting is held during the Jewish Hanukkah celebration. The ceremony takes place by the Old Oak Tree bandstand on E. North Main St. in downtown Waxhaw.
Wreaths Across America is a great ceremonial event that honors and remembers fallen military veterans who have supported and defended our great nation. The Town of Waxhaw holds this event in coordination with the annual nationwide event occurring on the third Saturday of December at 12:00pm. You are invited to be a part of this remembrance by joining us for a commemorative ceremony and the laying of wreaths on local veterans’ gravesites. In partnership with the North Pole, the Waxhaw Parks & Recreation department makes arrangements for Santa to make an appearance in Waxhaw during our Touch-A-Truck Event! Families can take a photo with him, and while on site, enjoy a hands-on experience with dozens of heavy machinery including Police Cars, Fire Trucks and many more!

fter breaking ground October 29, 2021, construction of Waxhaw’s new Downtown Park is nearing completion and is planned to open Spring 2024. Identified as one of the top priorities in Waxhaw’s Capital Improvement Plan (CIP), the 9.9-acre park is located on the south side of downtown and only two blocks from South Main Street (Hwy. 75). It can easily be accessed from Lynn St. and Brevard St. Featuring an amphitheater, picnic pods, outdoor fitness equipment, bicycle pump track, interactive water feature, and naturethemed playgrounds, the Downtown Park will serve as a vibrant civic function where residents and visitors can gather. It is one of the most inclusively designed parks for
people of all ages and abilities, in the region.

Greenways & Trails Greenways and trails are natural or landscaped corridors for pedestrian or bicycle passage and a connector linking parks, nature reserves, cultural features, or historic sites. Waxhaw is home to the Carolina Thread Trail's signature Cross-State Suspension Bridge, a 170 foot long suspension bridge connecting the North and South Carolina trails. Planned soon is a future connection from the Harvey Clay Nesbit Sports Park to the back of the Town Creek Park trailhead that leads to the continuation of the Carolina Thread Trail through the Prescot community.

Mineral Springs Greenway As part of the Carolina Thread Trail, this 1.8-mile natural surface trail is open to hikers, joggers, mountain bikers, and horseback riders. This out-and-back trail runs along the banks of a scenic and peaceful creek. There are several bridges and stream-crossings along the way. Andrew Jackson State Park Located just south of Waxhaw, in Lancaster County, SC, this state park is dedicated to the U.S. President, Andrew Jackson. With 360 acres, there is a combination of history, art and family fun. You can fish or rent a paddle boats for a fun-filled day on the small lake. Other park amenities include nature trails, campground, picnic facilities, replica of a late 18th-century oneroom schoolhouse, and an amphitheatre. FULL OF HISTORY The history of Waxhaw is one that began with an Indian tribe that once inhabitated this area. Waxhaw takes its name from both the name for the area and the name for the Indian tribe that once inhabited it. The community dates back to the 1700’s. This area was home to the Waxhaw Indians long before the European settlers came to the area. They were connected with the neighboring Sugeree, and both were apparently related to the Catawba, and therefore were Siouan. The Waxhaw tribe, often referred to as the “flat heads” were known to strap cradle boards to their childrens heads and attach weights to it. They believed this would make the children’s eyes grow father apart and would give them an advantage of seeing farther distances when hunting animals. The Waxhaw Indians were allied with the Catawbas in their wars with the Cherokee and were almost wiped out in 1715 by the Yamasee War and by diseases brought by the early settlers to the area. Soon afterwards German, English, Scottish, Welsh and other European settlers arrived in the area to establish a settlement. The land was fertile and trade was made easy by the proximity of the Catawba River and the main trading path
The most noteworthy native of the Waxhaw area is Andrew Jackson, 7th president of the United States. President Andrew Jackson was born in the Waxhaw area in 1767.

which ran from Petersburg, Virginia to Augusta, Georgia. The Town of Waxhaw was chartered in 1889, making it the third oldest town in Union County. Even though Waxhaw is one of the oldest communities in Union County it wasn't well known until 1888 when railroad tracks from Atlanta were laid. It was clear that this area needed a dependable means of overland transportation. It was increasingly difficult to deliver and receive goods to and from the supply centers in the south. Railroad tracks still run through the center of town today along the green, grassy strip dividing two rows of quaint specialty shops and restaurants.
An ongoing dispute centers on whether Jackson was born in North Carolina or just to the south in South Carolina. He was born in one of two cabins, less than 100 yards apart - but because the state line ran between them, it’s unknown which state he was actually born in. He lived in North Carolina until the age of 21 when he moved west to Tennessee. Waxhaw is home to two area attractions where you can learn more about Andrew Jackson. One is the Museum of the Waxhaws, which is dedicated to the history of the Waxhaws region and the memory of our nation’s 7th President. The other is the Andrew Jackson State Park, which is located in nearby Lancaster, SC. The parks museum features exhibits about Andrew Jackson’s boyhood in the Waxhaw region. Today, Waxhaw is a vibrant community that has progressed from those humble beginnings. It has come a long way from it’s early roots as indian land and still takes the time to proudly remember its past.

Chief of Police - Dexter Wilson The Waxhaw Police Department, as part of and empowered by the community, is committed to a safe and peaceful environment, rendering aid to those in need, and protecting the lives, property, and rights of residents and visitors. The department has five divisions: Administrative, Community Police, Patrol, Detectives, and Animal Control. The officers of the Waxhaw Police Department are dedicated public servants who are passionate about their work and community. We as a department are constantly trying to improve as we participate in training around the state as well as within our own training program. Waxhaw police work closely with all other law enforcement agencies within Union County to combat problems that face all communities.
Waxhaw Police Explorers
The Waxhaw Police Explorer and Cadet Program, established in December 2004, is made up of young adults from 12 to 20 years of age. These young adults, who are interested in learning about enforcement and leadership, dedicate their time under the advisement of Lieutenant B. L. Zill and Officer Perez. After attending weekly meetings, that consist of patrol techniques, traffic control, and defensive tactics, the Explorers may ride along with with a Waxhaw police officer to observe the role of a law enforcement officer. During their training, the Waxhaw Police Explorers are able to assist in crowd control, traffic control and security at Waxhaw town special events or in other special cases. The Waxhaw Community Volunteer Fire Department & Rescue Squad is a combination department consisting of full-time career staff, part-time staff, and volunteer staff. This department has proudly served the community since 1954 and was one of the first volunteer departments in Union County. The organization functions because of the people who dedicate their time to provide fire protection and emergency medical first response. They strive to provide emergency response, prevention, and training that exceeds the expectations of the community. Waxhaw’s Fire Marshal provides fire prevention inspections, fire permits, construction related fire inspections, fire plans review, and other fire code enforcement related activities to all public occupancies within Waxhaw town limits. The Fire Marshal utilizes the current edition of the North Carolina Fire Prevention Code and all other applicable codes and standards in conjunction with Waxhaw town ordinances.

ABC Board (ABC) Consists of five (5) regular members. The purpose of this board is to make available sales of spirituous liquors through the ABC store, to determine objectives and goals for the operation of the ABC store as well as prepare recommended plans for achieving these goals and to develop recommended policies & procedures for carrying out sales of spirituous liquors in a coordinated and efficient manner. Historic Preservation Commission (HPC) Consists of seven (7) regular members. The HPC is a statutory board which primarily decides on Certificates of Appropriateness for repairs and maintenance of local historic landmarks, administers facade improvement grants for improvements on historic buildings in downtown and recommends local historic landmark and/or district designations. Parks, Cultural & Recreation Advisory Board (PCR) Consists of nine (9) regular members. The PCR is an advisory board that works with town staff to assist with Waxhaw’s most visible quality of life initiatives. Committee members conduct research, assist with park/trail designs, implement Waxhaw’s public art plan, promote Waxhaw-centric cultural & recreational activities, and ensure equitable distribution of amenities for all residents. This board also assists with identifying future opportunities for park development and recreational needs. Planning Board/Board of Adjustment (PB)
Consists of seven (7) regular members. The PB is a statutory board that makes recommendations to the BOC on development plans including rezoning requests, conditional use permits, text amendments and major subdivision plans. The Planning Board also serves in the capacity of the Board of Adjustment (BOA), consisting of five (5) regular members and two (2) alternate members. While serving in this capacity, the board is tasked with hearing and deciding on variances to the Town of Waxhaw's Land Development Code (LDC) and appeals from the Planning & Inspections Director.

Southwest Regional Library
The new Southwest Regional Library is located at 1515 Cuthbertson Road, Waxhaw, NC 28173 A new state-of-the-art library will soon be opening it’s doors to the people in the southwest region of Union County. It will feature a children’s storytime area, programming space, reading nooks, teen space, STEAM lab, community rooms and meeting spaces, and an outdoor reflection area. According to the Union County Library Foundation (UCLF), the new, innovative library will go beyond books and digital content – it will be a place to discover, to grow, and to gather. A place that establishes a common ground where
people of all ages, ethnicities, and socioeconomic means embrace the joys of learning and discovering new worlds. A place where people can find the resources and the support they need to succeed. The long-awaited 19,000 sq. ft. facility, located near Cuthbertson Middle School and Cuthbertson High School, will incorporate the Waxhaw Library and expand access to services in one of the most rapidly growing regions of North Carolina. In 2016, voters approved a $10 million
bond for the construction of the new library. The Union County (NC) Library Foundation, Inc., a capital fundraising support group for Union County Libraries, launched a Capital Campaign to raise $1.5 million. The money raised by the Foundation is being used for interior furnishings, interior and exterior programming spaces, and enhancing the basic print and nonprint collections, making this library an exceptional place of learning and opportunity for the community. The new Southwest Regional Library is scheduled to open early 2024.

Apply for a License All dogs, over the age of 4 months, within the vicinity of Waxhaw are required to be licensed by the town on an annual basis. Upon licensing an animal, the owner must show proof that the animal is current on rabies vaccinations and proof of spay or neuter is also required, if applicable. Your dog’s metal license tag is permanently assigned, and should be worn on the collar at all times. When renewing your dog’s license in 2024, you will not receive a new metal license tag unless a replacement tag is specifically ordered at time of renewal. Replacement tags are $4.20. The yearly license date is from July to June of the following year. ANIMAL LICENSING Non-Neutered / Spayed Licence Fee..... $20.00 per year Neutered / Spayed Licence Fee. ........... $15.00 per year Pay online at: www.waxhaw.com/i-want-to/pay-for/dog-license A convenience fee of 2.9% + $.30, charged by Stripe, will be included in the total payment for making any online payment. Adopt To adopt a pet from Union County Animal Services, please visit the shelter during our hours of operation. Monday through Friday 1:00pm - 5:00pm Saturday 10:00am - 3:00pm | Closed Sunday Visit with the animals, spend time with the animal you are interested in, making sure they are the right fit for your family. Once you are ready to adopt, we do same day adoptions. You will need your driver’s license and $85.00 cash, Visa or MasterCard. You will sign a contract stating the animal will be spayed or neutered within 6 months of adopting, if not already completed. The $85.00 includes a well check and spay or neuter at one of our approved vet offices, along with the first round of shots already given. Lost and Found Pets Report lost or found pets to Union County Animal Services at 704-283-2308 or email lostandfoundpets@unioncountync.gov. Please include a picture of the pet when emailing with a full description, area lost/found and date the animal went missing or was found.
Fear Free Animal Hospital Design [ Dr. Susan Bonilla, MS, CVA, CCRP, CACP ]
You may have heard the term Fear Free from a friend or seen it advertised. Founded in 2016 by Dr. Marty Becker, it comprises a group of different veterinarian professionals and pet experts gathered together for the single purpose of preventing and alleviating fear, anxiety, and stress in pets by inspiring and educating the veterinary professionals and people who care for them. Since its inception, more than 55,000 professionals have become Fear Free Certified and more than 84,000 professionals have registered for the various Fear Free veterinary and pet professional programs. In 2019, Passionate Paws Animal Hospital proudly joined an elite group of practices to attain the honored distinction of becoming a Fear Free Certified Practice. This certification means that all our doctors and team members on staff, including our groomers, are all individually trained as Fear Free professionals. Being Fear Free certified validates much of what we have already practiced since opening over four years ago. Fear Free certified practices will have successfully implemented Fear Free into all aspects of their business: culture and leadership, client education, staff training, the facility, and most importantly, patient visits. My husband and I built our hospital for pet parents because we are pet parents and so is everyone on our team. We set out to create a unique experience for both pets and pet parents that put your furbaby at the center, promoted and delivered a Fear Free experience, provided integrative pet healthcare, and partnered with you as the primary caregiver in developing customized treatment plans. When we started our design, we knew nothing of the Fear Free program, we just knew there had to be a better experience for pets and pet parents than the traditional vet visit so many of us have experienced in the past. A visit to the vet should be pleasant and fun, not stressful and fearful. In order to do this we completely reinvented the look, feel, and even smell that has long been associated with a typical animal hospital. But, we didn’t stop at design. We also reexamined our approach to patient care and pet parent service to ensure a calm, pleasant, and fun experience for pets and pet parents alike. At Passionate Paws, we strive to make every patient visit a Fear Free experience as every team member wants your pet to be happy when he or she walks through the door of our animal hospital. Free Free doesn’t mean that your pet will never experience anything uncomfortable at our hospital—he or she may be injured or ill, after allbut it does mean that we make every effort to reduce any fear, anxiety, and stress related to examinations, procedures, and grooming. Here are a few of the ways we help your pet stay comfortable and relaxed from arrival to departure. When you first arrive at our hospital your senses and your pet’s will be greeted with pleasing smells from our aromatherapy diffuser, designed to calm and relieve anxiety. No hospital should smell like an animal hospital, and ours never does. To ease our patients even more, we have designed our waiting area to be species specific, with cats and dogs on opposite sides. Taking it one step further, we built a cat-only exam room (no dogs allowed) to provide an added layer of calmness for our feline friends. For those dogs that are a bit more nervous, we can bring you right away into our side door that leads directly into an exam room. For our anxious cats, we can bring them directly into the cat-only exam room upon arrival. Upon entering the exam room, you and your pet will notice that performing exams on a cold, slick table are a thing of the past. For our
dog patients, we provide comfortable bedding on the floor, where our medical team conducts the majority of their examinations and procedures. For our cat patients, we offer a cat tree as well as warm bedding to perform the majority of the examinations and procedures. Each room is equipped with natural pheromone diffusers that emit calming substances into the air that are specific to dogs and cats, and play species-specific music bioacoustically engineered to calm your pet (and maybe even you.) These examples and more await each and everyone of our patients and pet parents at Passionate Paws, providing a very unique one-of-a-kind experience. Our hospital becoming a Fear Free Certified Practice is just the natural progression from what my husband and I envisioned from the start. We are so excited to continue to improve the experience for our existing pets and pet parents and for those that are still to come.
