Those who love outdoor activities will find lots of fun when they visit the Downtown Park. The spacious amphitheater, pictured above, is the perfect setting for a variety of events throughout the year. While visiting the park, be sure to stop and admire the stunning sculpture titled “Spirit of Nature”. This art installment represents the Native American heritage of Waxhaw.
A Message from Mayor Murray
Hello Waxhaw. Over the last year it has been an absolute pleasure to serve as your mayor. My duties have given me the opportunity to participate in so many cherished ceremonies that honor our veterans and first responders while also allowing me the opportunity to attend several exciting ribbon cuttings that celebrate our new businesses, all over our great little Town.
It really has been another great year in Waxhaw as several new businesses have opened their doors in our town, offering a multitude of products and services. We have added all sorts of great new establishments eager to serve. From dog grooming to personal grooming, from a new brewery to a new restaurant/bar, this year has brought a lot of great new businesses to our town. So please take the time to support your neighbors and our local entrepreneurs by shopping and dining locally.
One of this year’s most exciting highlights was the ribbon cutting for our new Town Campus. It was a great honor to officially open our new Town Hall and Public Services/Parks & Recreation building. These shiny new facilities will serve as a source of pride for the whole town while they serve the needs of our community for generations to come. I invite everyone to stop in sometime, say hi to the staff and have a look around.
Along with our new Town Hall we were able to unveil our Charters of Freedom donated by Foundation Forward, a non-profit dedicated to sharing life size replicas of the original Declaration of Independence, Articles of the Constitution and the Bill of Rights. I invite everyone to bring their kids, friends and family members to come and read these documents and learn more about the words and ideas that made this great nation. These replicas are made from etched bronze and will last for generations, ensuring the ideals of freedom and liberty live on forever.
Lastly, I’d like to celebrate the opening our new Downtown Park. This project took over ten years to acquire, plan, design and build. It was a labor of love for all our town staff and many elected officials who worked tirelessly to make our park a reality. To all those who gave their time and talent towards this park I say thank you.
I’ve had the pleasure of receiving countless compliments and rave reviews about our new park. I invite everyone to bring the family, walk the dog or simply relax to the laughter and joy that surrounds the park, every day.
In closing I just wanted to say that it has been an exciting journey serving as your mayor. While it has been a challenge at times it has also been a great source of pride and joy. I look forward to the coming years as we continue to work through our challenges and share in our joys, together, as one Waxhaw.

Within 20 miles of the bustling city of Charlotte, Waxhaw is located on the southwest corner of Union County in North Carolina and very close to the border of South Carolina. Surrounding communities include Marvin, Monroe, Mineral Springs, and Wesley Chapel.

TOWN CAMPUS
The Town of Waxhaw reached a major milestone with the building of its new government services hub. Construction began in mid-November 2022, and the state-of-the-art Town Hall complex officially opened its doors to the public on November 1, 2024.
The Town Campus is home to facilities for Public Services, Parks and Recreation, and Town Hall operations. The centerpiece of the campus, the new Town Hall, is approximately four times larger than the previous building, providing ample space for the town staff to accommodate the growing needs of Waxhaw’s population.
Located at 4220 Waxhaw- Marvin Road, at the intersection of WaxhawMarvin Road and Kensington Road, this campus is set to revolutionize how residents access municipal services. The property spans over 17 acres and connects two of Waxhaw’s parks - Town Creek Park and Nesbit Park - creating exciting opportunities for future recreational development.
The construction of the Waxhaw Town Campus marks a significant step forward in the town’s development. Residents can look forward to facilities that not only serves their immediate needs, but also lays the groundwork for a vibrant, connected community in the years to come.

HAVE YOU EVER BEEN CURIOUS ABOUT HOW LOCAL GOVERNMENT OPERATES?
Apply to join Waxhaw 101 and gain insights into the town departments and functions that make Waxhaw an exceptional place to live. This 10-week citizens' academy offers a comprehensive overview of local government, including discussions on town management and a tour of the Police Department. Throughout the program, you'll learn how your town's government works, how it impacts your community, and how you can contribute to its success.
Participants will also have the opportunity to share this knowledge with neighbors, enhancing leadership within their neighborhoods. For business or civic organization leaders, this program provides valuable connections and the ability to identify the right contacts at Town Hall when questions arise.
Sessions are led by Appointed Town Officials, Department Directors, and other Town Staff, offering hands-on experiences that highlight the town's operations.
To ensure a meaningful experience, participants must commit to the program’s schedule. The Town of Waxhaw is committed to fostering diverse participation, and is open to town esidents and business owners, with priority given to residents. There is no cost for Waxhaw citizens to attend.

ATTRACTIONS
Water Tower
The iconic 49,000-gallon stainless-steel tower stands as a landmark in downtown Waxhaw, situated near the intersection of Highway 75, Highway 16, and the railroad tracks that bisect the town. Constructed in 1940, the tank served as the town’s primary water supply for decades until modern ground water tanks took over its role. Today, the area beneath the tower, known as Water Tower Community Corner, hosts a variety of lively events throughout the year, making it a vibrant hub of activity. This historic structure remains one of the most recognizable and cherished symbols of downtown Waxhaw, blending nostalgia with community spirit.

Pedestrian Bridge as Built in 1888 as part of a railroad line to Atlanta, the Pedestrian Bridge has evolved from a vital artery for vehicles and pedestrians into a cherished landmark symbolizing the town’s history and charm. Converted to a pedestrian-only pathway in 1941, it became a community gathering spot and was revitalized in 2008 through a collaboration between the Town of Waxhaw and CSX Transportation, blending modern updates with its historic character. Today, the bridge offers a unique experience — from feeling the vibrations of passing trains to enjoying views of the vibrant downtown—making it a beloved destination that honors Waxhaw’s railroad roots while embracing its future.

Duncan McDonald House
The Duncan McDonald House was built by Waxhaw's first postmaster in 1888 and now acts as a characteristic recreation venue. It’s considered one of the oldest, if not the oldest, house in Waxhaw. At one time the town’s early switchboard was operated from this house. From senior citizen programming to events welcome center to rentable meeting space, this is a great place to visit!

Community Well and Jug
The original well, dug around 1900, served the trains and crews of the Waxhaw depot and was in use until the 1920s. Today, a replica well built in 1989 commemorates the town’s original community well, which once stood nearby. A large clay urn, initially used at the Rodman-Heath Millalso marks Waxhaw's industrial heritage. In the mid-1980s, the urn was relocated from the mill to the Dare Steele Memorial Garden before being moved again around 2003 to its current downtown location near the well, symbolizing Waxhaw's historical and economic legacy.

R.J. Belk Building das
Situated directly across from the Pedestrian Bridge, this historic building holds a rich legacy as the home of the Belk store from 1894 to 1938. After the store's closure, the building found new life serving various purposes before being generously donated to the Waxhaw Woman’s Club by the Belk family in 1970. Following extensive restorations, it now stands as a charming venue available for rent, hosting events, private parties, and special occasions while preserving its historical significance in the community.

Charters of Freedom

of Honor MILITARY WALL
Located in downtown Waxhaw, the Military Wall of Honor stands as a tribute to the brave men and women who’ve defended the freedoms we cherish.
The brick structured monument pays homage to all who have served in America’s military. It educates visitors on the sacrifices made by veterans and offers a meaningful space for public ceremonies and national holiday observances such as Memorial Day, Patriot Day 9/11 and Veterans Day.
Nearly 1,400 personalized engraved bricks that were purchased by veterans or their families line the walls structure. Five commemorative statues, created by local veterans, Les Burns and Peter Rubino, are placed around the wall.
The Wall of Honor ensures that our military heroes are remembered not only for their service to the nation but also for their roles within their families and community. For years to come, this memorial will preserve the legacy of the men and women who have served in the US military as well as inspire and remind future generations of the price of freedom and the strength of our community.

THE ART OF LEGACY: PETER RUBINO’S SCULPTURAL JOURNEY
Hailing from Brooklyn, New York, Peter Rubino’s artistic journey began in the vibrant cultural tapestry of the city. After his service in the Navy, Rubino used his G.I. Bill to take art classes in New York. His rise to international acclaim was propelled by iconic works like the 12-foot bronze monument “Mother of All Life,” installed at the Boyko Research Center in the Holy Land, and the awe-inspiring 35-foot-tall “Archangel” sculpture commissioned by the Walt Disney Company. These works demonstrate Rubino’s ability to blend monumental scale with profound thematic depth, earning him a place among the luminaries of contemporary sculpture.
In 1985, Rubino moved to Connecticut with his wife and children, furthering his artistic pursuits. In 2013, he relocated to Union County, North Carolina, where his talent continues to flourish. Notable commissions in the region include “Hero” for Scott Safety Corp. in Monroe, “The Protector” for the Levine Jewish Community Center in Charlotte, and the “Officer of the Year” award for the Waxhaw Police Department. Each piece reflects his commitment to honoring community values and celebrating courage.
Peter Rubino’s sculptures are not merely art; they are monumental
expressions of humanity, patriotism, and spiritual inspiration. From the intricate lines of his towering creations to the intimate stories they embody, Rubino’s work has captured the imagination of audiences worldwide. With an artistic career spanning over five decades, Rubino continues to shape his legacy through compelling sculptures and meaningful community engagement.
As a Navy veteran, Rubino channels his artistic gifts into honoring military service. His sculptures “Remembrance,” “Reflection,” and “Valor” are permanent installations at the Waxhaw Military Wall of Honor and Stumptown Park in Matthews, NC. These works, dedicated on significant occasions like Memorial Day and Veterans Day, resonate deeply with local communities.
Rubino’s dedication extends beyond his sculptures. Welcome to Waxhaw! We are Ashley and Alara, the team behind Downtown Waxhaw. We work closely with downtown businesses and property owners, town staff, and volunteers who share our passion for celebrating what makes downtown so special!
Waxhaw is a part of a group of collaborative leaders from around the country that strengthen communities through preservation-based economic development – Main Street America. For more than 40 years, Main Street Communities have preserved historic districts across the U.S., have created more than 780,000 jobs and generated more than $107 billion in local investment.
In 2022, Waxhaw reimagined its Main Street Program and created a non-profit organization to assist in promoting and preserving the district. The Downtown Waxhaw Association Board consists of nine members, including representatives from the Town of Waxhaw, downtown business owners, Waxhaw residents, and community volunteers. We have two action teams –Design and Economic Vitality – and meet regularly with downtown merchants to provide a holistic approach to preservation.
Our board and volunteers are working on several exciting projects in 2025! We’re completing a Downtown Master Plan that will set the community’s vision for downtown for the next 5-10 years. We’re adding new public art, including sculptures and crosswalk murals. And we’re planning several new, business-friendly retail events to increase foot traffic and sales for our downtown businesses.

Patriotic Ceremonies
The Town of Waxhaw is steeped in military history and very proud of its military service members, both past and present. Local military personnel are honored on Memorial Day, Patriot Day 9/11 and Veteran's Day with a remembrance ceremony at the Military Wall of Honor in downtown Waxhaw. Held in December, the Wreaths Across America event pays tribute to US Veterans by placing wreaths on military graves in the Town cemetery. With a strong partnership between the Town of Waxhaw, American Legion and local business leaders, each ceremony is educational in nature.

Senior Citizens Christmas Party is a festive event for seniors aged 60 and older, featuring fun, food, and surprises. Wreaths Across America is a great ceremonial event that honors and remembers fallen military veterans who have supported and defended our great nation. The Town of Waxhaw holds this event in coordination with the annual nationwide event occurring on the third Saturday of December at Noon. Greenways & Trails
Greenways and trails are scenic pathways, either natural or landscaped, designed for pedestrians and cyclists, often serving as links between parks, nature reserves, cultural landmarks, or historic sites. In Waxhaw, the Carolina Thread Trail boasts a stunning Cross-State Suspension Bridge. This 170-foot-long structure connects trails in North and South Carolina. Plans are underway to extend this network, creating a connection from Harvey Clay Nesbit Sports Park to the Town Creek Park trailhead, which continues the Carolina Thread Trail through the Prescot community.

Cane Creek Park
Spend a few hours or the whole day with nature at this hidden gem. With 1,050 acres of land, this is the largest recreation facility in the county and maintained by the Union County Parks & Recreation Department. Activities available to the public include hiking trails, bike trails, camp sites, boat rentals, beach and swimming area, volleyball courts, and a miniature golf course. The 350-acre lake, is home to some of the best largemouth bass fishing in the state as well as bluegill, crappie, and catfish.

Mineral Springs Greenway
As part of the Carolina Thread Trail, this 1.8-mile natural surface trail is open to hikers, joggers, mountain bikers, and horseback riders. This out-and-back trail runs along the banks of a scenic and peaceful creek. There are several bridges and stream-crossings along the way. Pack your lunch and enjoy the outdoors at one of the picnic tables along the trail. Open year-round. Dogs are welcome, but must be on a leash.

Citizen Police Academy
This 9-week program is designed to give residents an inside look at the Waxhaw Police Department and its operations. Participants will engage in activities such as traffic stops, firearms training, criminal law discussions, SRT (Special Response Team) training, and more. Waxhaw Police Explorers
Established in December 2004, this program offers young adults aged 12 to 20 an opportunity to learn about law enforcement and leadership through weekly meetings covering patrol techniques, traffic control, and defensive tactics. Under the guidance of Lieutenant B.L. Zill and Officer Perez, participants can ride along with officers and assist with crowd and traffic control at town events. The Waxhaw Community Volunteer Fire Department & Rescue Squad is a combination department consisting of full-time career staff, part-time staff, and volunteer staff.
This department has proudly served the community since 1954 and was one of the first volunteer departments in Union County.
The organization functions because of the people who dedicate their time to provide fire protection and emergency medical first response. They strive to provide emergency response, prevention, and training that exceeds the expectations of the community.
Waxhaw’s Fire Marshal provides fire prevention inspections, fire permits, construction related fire inspections, fire plans review, and other fire code enforcement related activities to all public occupancies within Waxhaw town limits. The Fire Marshal utilizes the current edition of the North Carolina Fire Prevention Code and all other applicable codes and standards in conjunction with Waxhaw town ordinances.

ABC Board (ABC)
Consists of five (5) regular members.
This is a statutory board responsible for regulating and managing the distribution of spirituous liquors in alignment with the North Carolina ABC Commission. Its primary role is to facilitate the sale of these liquors through ABC stores, establish operational goals and objectives for the stores, and devise actionable plans to achieve these goals. Additionally, the board develops recommended policies and procedures to ensure the sale of spirituous liquors is conducted in an organized and efficient manner.
Historic Preservation Commission (HPC)
Consists of seven (7) regular members.
The HPC is a statutory board responsible for evaluating and issuing Certificates of Appropriateness for the repair and maintenance of local historic landmarks. It also oversees façade improvement grants for historic downtown buildings and advises on the designation of local historic landmarks or districts. Most members are required to have a proven interest, expertise, or educational background in history, architecture, archaeology, or related disciplines.
Parks, Cultural & Recreation Advisory Board (PCR)
Consists of nine (9) regular members.
The PCR serves as an advisory board collaborating with town staff to enhance Waxhaw's most prominent quality-of-life initiatives. Members contribute by conducting research, aiding in park and trail designs, implementing the town's public art plan, and promoting Waxhaw-focused cultural and recreational activities. They also work to ensure fair access to amenities for all residents while identifying future opportunities for park development and addressing recreational needs.
Planning Board/Board of Adjustment (PB)
Consists of seven (7) regular members.
The PB is a statutory board that makes recommendations to the BOC on development matters including rezoning requests, conditional use permits, text amendments and major subdivision plans. The PB also serves in the capacity of the Board of Adjustment (BOA), consisting of five (5) regular members and two (2) alternate members. While serving in this capacity, the board is tasked with hearing and deciding on variances to the Town of Waxhaw's Land Development Code (LDC) and appeals from the Planning & Inspections Director.
Public Art Committee (PAC)
Consists of five (5) regular members.
The PAC serves as an advisory board responsible for reviewing requests related to the acquisition, display, and retention of public art, and provides recommendations to the BOC for final decisions.

Apply for a License
All dogs, over the age of 4 months, within the vicinity of Waxhaw are required to be licensed by the town on an annual basis. Upon licensing an animal, the owner must show proof that the animal is current on rabies vaccinations and proof of spay or neuter is also required, if applicable.
Your dog’s metal license tag is permanently assigned, and should be worn on the collar at all times. When renewing your dog’s license in 2025, you will not receive a new metal license tag unless a replacement tag is specifically ordered at time of renewal. Replacement tags are $4.20. The yearly license date is from July to June of the following year.

To adopt a pet from Union County Animal Services, please visit the shelter during our hours of operation. Monday through Friday 1:00pm - 5:00pm Saturday 10:00am - 3:00pm | Closed Sunday
Visit with the animals, spend time with the animal you are interested in, making sure they are the right fit for your family. Once you are ready to adopt, we do same day adoptions. You will need your driver’s license and $85.00 cash, Visa or MasterCard.
You will sign a contract stating the animal will be spayed or neutered within 6 months of adopting, if not already completed. The $85.00 includes a well check and spay or neuter at one of our approved vet offices, along with the first round of shots already given.

You may have heard the term Fear Free from a friend or seen it advertised. Founded in 2016 by Dr. MartyBecker, it comprises a group of different veterinarian professionals and pet experts gathered together for the single purpose of preventing and alleviating fear, anxiety, and stress in pets by inspiring and educating the veterinary professionals and people who care for them.

My husband and I built our hospital for pet parents because we are pet parents and so is everyone on our team. At Passionate Paws, we strive to make every patient visit a Fear Free experience as every team member wants your pet to be happy when they walk through the door of our animal hospital. Free Free doesn’t mean that your pet will never experience anything uncomfortable at our hospital - he or she may be injured or ill, after all - but it does mean that we make every effort to reduce any fear, anxiety, and stress related to examinations, procedures, and grooming. Here are a few of the ways we help your pet stay comfortable and relaxed from arrival to departure.
When you first arrive at our hospital your senses and your pet’s will be greeted with pleasing smells from our aromatherapy diffuser, designed to calm and relieve anxiety. No hospital should smell like an animal hospital, and ours never does. To ease our patients even more, we have designed our waiting area to be species specific, with cats and dogs on opposite sides. Taking it one step further, we built a cat-only exam room (no dogs allowed) to provide an added layer of calmness for our feline friends. For those dogs that are a bit more nervous, we can bring you right away into our side door that leads directly into an exam room. For our anxious cats, we can bring them directly into the cat-only exam room upon arrival.
Upon entering the exam room, you and your pet will notice that performing exams on a cold, slick table are a thing of the past. For our dog patients, we provide comfortable bedding on the floor, where our medical team conducts the majority of their examinations and procedures. For our cat patients, we offer a cat tree as well as warm bedding to perform the majority of the examinations and procedures. Each room is equipped with natural pheromone
diffusers that emit calming substances into the air that are specific to dogs and cats, and play species-specific music bioacoustically engineered to calm your pet (and maybe even you.)

SOUTHWEST REGIONAL LIBRARY
The Southwest Regional Library, located in Waxhaw, NC, opened its doors in April 2024. This state-of-theart facility is a community-centered resource, offering a diverse collection of books, digital media, and educational programs.
In 2016, voters approved a $10 million bond to fund the construction of a new library in Union County, NC. To further enhance the project, the Union County Library Foundation, Inc. (UCLF), a dedicated fundraising organization for the county’s libraries, initiated a Capital Campaign to raise an additional $1.5 million. The funds secured by the
Union County Education Foundation is a charitable organization dedicated to mobilizing community and business support for the students and staff of Union County Public Schools (UCPS). We believe children need energetic and excited educators, so we provide encouragement for teachers who want to go above and beyond to help students feel seen, heard and valued. We believe in Championing, Funding, Innovating, Advocating, Connecting, and Strengthening the people of public education. We believe in teacher ideas, teacher initiatives, and teacher innovation in order to create teacher inspiration. We believe when we empower educators to think and dream bigger, students can think and dream bigger. Thank you for joining us in Supporting Students and Encouraging Educators.
Foundation were allocated for interior furnishings, programming spaces both inside and outside the building, and augmenting the library’s basic print and digital collections. These efforts transformed the library into an exceptional hub for learning and community engagement.
The 19,000-square-foot facility, situated near Cuthbertson Middle and High Schools, combines the resources of the Waxhaw Library while extending services to one of North Carolina’s fastest-growing regions.
Key features of the library include a children’s storytime area, programming
spaces, cozy reading nooks, a teen zone, a state-of-the-art STEAM lab, community meeting rooms, and a serene outdoor reflection area.
As noted by the Union County Library Foundation, this innovative library offers far more than books and digital content. It serves as a vibrant space for discovery, growth, and connection. It fosters a sense of shared purpose, welcoming people of all ages, ethnicities, and socioeconomic backgrounds to explore new ideas and opportunities.

A RICH HISTORY Rooted In Heritage
For history enthusiasts, Waxhaw is a treasure trove of fascinating stories. From being the stage for pivotal battles to its claim as the contentious birthplace of a U.S. president, Waxhaw’s rich history and evolution into a charming small town make it a unique destination. Nestled between the Rocky River and the Catawba River, Waxhaw’s roots stretch back to the Waxhaw Indians, whose legacy continues to shape the identity of the area.
The Waxhaw Tribe: A Remarkable Legacy
The story of Waxhaw begins with the Waxhaw Indians, a tribe closely connected with the neighboring Sugeree and related to the Catawba tribe, all of whom spoke Siouan languages. The tribe earned the nickname “Flat Heads” due to their distinctive practice of shaping children’s skulls using cradleboards weighted to elongate the forehead. This cultural tradition was believed to enhance their vision for hunting.
Tragically, like many other Native American tribes, the Waxhaws faced devastating losses during the Yamasee War of 1715 and from diseases introduced by European settlers. Despite their near extinction, their name lives on in the region they once called home.
Early European Settlements
Following the decline of the Waxhaw tribe, European settlers of German, English, Scottish, and Welsh descent began to establish themselves in the area during the 1700s. The fertile land, proximity to the Catawba River, and access to the main trading path - connecting Petersburg, Virginia, to Augusta, Georgiamade the region an ideal spot for a growing community.
By 1889, Waxhaw was officially chartered, making it the third-oldest town in Union County. The town remained relatively obscure until the arrival of the railroad in 1888. Connecting Atlanta to the region, the railroad transformed Waxhaw into a hub of trade and commerce, a legacy still evident in the tracks that run through the heart of the town.
Waxhaw’s Presidential Connection
Waxhaw’s most famous native is Andrew Jackson, the 7th President of the United States, born in the area in 1767. However, Jackson’s birthplace has been the subject of a longstanding dispute between North and South Carolina, as his birth cabin straddled the state line. Regardless of the exact location, Jackson spent his formative years in Waxhaw before moving to Tennessee at age 21.
The town celebrates this presidential connection with two notable attractions. The Museum of the Waxhaws highlights the region’s history and Jackson’s legacy. Additionally, the Andrew Jackson State Park in nearby Lancaster, SC, offers exhibits that explore Jackson’s boyhood and the Waxhaw region’s influence on his life.
Waxhaw Today: A Blend of Heritage and Modernity Modern-day Waxhaw has evolved significantly but continues to honor its past. The railroad, once a vital trade route, now serves as a picturesque backdrop for the town’s historic district. A grassy green strip flanks the tracks, bordered by charming specialty shops and restaurants that attract both locals and visitors.
Waxhaw’s vibrant community spirit, rich history, and proximity to the bustling metropolis of Charlotte make it an ideal small-town destination. It’s a place where the echoes of the past resonate amidst the hum of modern life. From its Native American origins to its presidential ties, Waxhaw remains a testament to resilience and progress while staying rooted in its rich heritage.
