Pulling out study stimulates Admins Lange to critique dialogue on safe sex practices retire after Obama’s 15 years college plan by Emma Baccellieri THE CHRONICLE

But in the study, more than 21 percent of women who used this method experienced an unintended pregnancy. For those who used other birth control methods, it was 13.2 percent. Dude said she hopes the study, published in the September issue of Obstetrics and Gynecology, will inspire Duke students to practice safer sex techniques. “Duke students who want to have sex

Peter Lange is stepping down after 15 years as provost. The longest-serving provost in Duke history, he will leave the position at the conclusion of his third term in June. “Duke is what it is today because of the work of a lot of people, but at the top of that list is Peter Lange,” said Michael Schoenfeld, vice president for government affairs and public relations. “His service to Duke as a faculty member, as a department chair, as vice provost and as provost has been quite simply transformative.” The decision to step down was “fairly natural,” said Lange, who is 68. As provost, he has overseen notable operations such as the University’s adoption of interdisciplinary measures and increased globalization. He has also worked closely with Duke Forward—the University’s current capital campaign—as well as the Campaign for Duke, a previous one. Lange appointed all of the University’s current deans, as well as nearly two-thirds of current faculty members, according to a Duke News press release. “I always wanted the job to be one in which the ability to make strategic things happen would be a very significant part of what I was doing,” Lange said. “That’s what made it so fun.” His time as provost has not been without its critics, however. He has served as one of the driving forces of Duke Kunshun University, which has drawn concern from some faculty members, and his recent push for online for-credit courses was also met

A presidential proposal could soon change the future of federal financial aid and how much of it Duke receives. President Barack Obama released a plan last week proposing to increase the affordability of college and to reward colleges that provide the best value for the education they provide. Obama outlined the details of the proposal—titled “President’s Plan to Make College More Affordable: A Better Bargain for the Middle Class”—to a crowd at the University of Buffalo in New York. The plan outlines the development of a rating system for institutions of higher education and rewards higher-rated schools with more federal financial aid. “Having some transparent rankings of colleges and universities that will help students and their families make informed choices is in general a good thing, but the devil is in the details of how those rankings come to be,” said Steve Nowicki, dean and vice provost of undergraduate education. Under the new plan, higher ratings will be given to schools that are financially accessible, affordable and have better outcomes, according to a fact sheet on the White House website. Accessibility will depend on factors such as the percentage of students at the school receiving Pell grants, and affordability will be based on average tuition, scholarships and loan debt of students. Outcomes will be measured by graduation and transfer rates, as well as the earnings of graduates and advanced degrees they later procure. See OBAMA, page 4

A recent Duke study on pulling out has sparked dialogue on safe sex practices.

by Ben Libman THE CHRONICLE

After many years of “I swear it works,” Duke researches have discovered a truth that might be shocking to some: pulling-out is not the move for preventing pregnancy. Lead author Dr. Annie Dude, a resident in obstetrics and gynecology at the Duke University Medical Center, was inspired by the widely held belief that if a man pulls out of a woman during sex, just before climax, it functions as an effective contraceptive.
