Chronicle staffers offer tips for apartment hunting When apartment hunting, it’s easy to get bogged down in confusing leases and too many options. And for many, this is the first apartment you’ll be renting. To ease the stress, The Chronicle has compiled a list of tips to help you through the apartment-hunting process.

• Stick to your budget.

• Get everything in writing.

• Don’t forget about parking.

Determine how much you can realistically afford to spend and don’t deviate from it.

This goes for your landlords and your roommates. Know exactly what you’re signing up for to avoid unwelcome surprises later.

Make sure you won’t be forced to park three blocks away. If you don’t have a car, live closer to campus. Maybe look for a roommate who has a car so you can steal a ride to and from campus if it’s pouring rain or late at night.

Living off campus brings a whole new set of responsibilities like paying bills, buying groceries and cleaning the bathroom. You want to live with someone who is dependable and doesn’t mind sharing the load.

• Check the little things before you move in.

• Get an estimate from the complex before you visit. • Choose roommates wisely. Find out if an apartment is affordable before you visit so you don’t get swept up in a home’s appealing features just to find it is out of your price range.

• Choose your location wisely. Make sure to get a sense of the different neighborhoods before you start looking at apartments. Does being near downtown matter to you? How about being within walking distance to campus? If you don’t have a car, perhaps you’d like to be on a bus route?

• Count your deposits. Keep track of the different deposits you will need to make for additional expenses like utilities and insurance to make sure they don’t push you over budget.

• Look presentable to the landlord. Dress nicely and bring confidence to your first meeting; have a list of questions ready. First impressions mean a lot.

• Purchase renters insurance. Make sure your belongings are covered in case of an emergency.

• Inspect the apartment before you rent and after you move in. Make a note of any problems in the apartment when you move in so they can be addressed right away. You don’t want to be charged for them later.

• Meet the neighbors. Get to know the people you’ll be living near, so you have someone to keep an eye on things when you’re away or to help you if you get locked out. Also, ask how they feel about noise at night and on the weekends. You should always be respectful, but some neighbors are more sensitive than others.

Find out where you can do laundry, make sure there are plenty of outlets, and find out about cell service and internet connection. It’s easy to fall in love with an apartment’s look or low price, but you shouldn’t judge a book by its cover.

• Keep track. Create a shared Google Doc to track roommate expenses so everyone has access to the information and there are no surprises.

• Consider the amenities. We have so many nice off-campus housing options – is a pool important to you? What about a gym or quiet study areas?

• Ask about pets. If you have a dog or cat, or are thinking of purchasing one once you are settled, make sure to find out if the apartment complex you’re looking at allows them.

• Discuss who will pay for utilities. Paying for utilities is one of the big differences between living on and offcampus. In addition to rent, most tenants will also need to cover bills for water, electric or gas, cable and internet. While some apartment complexes include certain utilities in the cost of rent, many expect these costs to be covered independently. Not paying utilities on time can negatively affect your credit score if the utilities company reports delinquent payments and a negative entry from not paying your utilities could impact your payment history calculation, which accounts for 35 percent of your total credit score. Be sure to coordinate with your roommate about how utility costs will be divided and how you will ensure that payments are submitted on time.

Landlords operate leasing arrangements in different ways. Some may offer the option of choosing one roommate as the primary leaseholder with all other tenants considered subleesees. In this situation, the leaseholder has sole responsibility for upholding the lease agreement and can generally evict subleasees who do not abide by the terms of the lease. Other landlords will require all roommates to sign on as co-tenants, sharing equal responsibility for the lease. If one co-tenant does not pay rent or breaks a rule, the landlord has the right to evict all roommates. If offered a choice, carefully consider which options best fits you and your roommates.

tenants are often inevitable, but the more thought that goes into planning and negotiating prior to moving in, the more comfortable all roommates will be. When problems do arise, address them calmly and directly. Consider your phrasing–rather than addressing the issue in an accusatory manner (“You always turn your rent in late and you keep making excuses”) try talking about how you feel (“I’m afraid we may lose our apartment if we don’t get our rent in on time”). Since you can be evicted based on a single roommate’s actions, get the landlord involved only as a last resort.

Successfully navigating apartment waitlists You’re a rising senior. Finally! After three years of on-campus living, you are ready to graduate to your own off-campus apartment. You’ve perused the super handy housing guide in The Chronicle, and you’re pretty sure you’ve found the perfect place. Now what?

Apply early!

STEP 1: Contact the apartment administration (this information should be located on each apartment ad or on their website). Most apartment complexes require you to submit a rental application along with an application fee to be put on their waitlist. You will also have to put down a security deposit. STEP 2: At some apartment complexes, you must now complete a “future resident profile” with your unit preferences, in order to be matched to your ideal apartment. You may also be required to fill out screening criteria forms at this time.

Unfortunately, being on a waitlist does not guarantee that you will be given an apartment or the apartment style that you want (although you do have a great shot). Each year, an apartment will accept as many rental applications as they think they can accommodate. This estimate is based on annual turnover of apartments, and the demand can fluctuate from year-to-year. If availability is over-estimated, those at the bottom of the waitlist may not get an apartment for the following school year. Again, this is why it is important to apply early!

Cleaning the smell of smoke out of her clothes cost another $2,000, because she didn’t have insurance, she said. Then she had to stay with friends until she found a new apartment. With insurance, the whole experience would have been less painful — and less expensive. A basic policy can be as little as 50 cents a day. But many renters, mostly young adults, think — incorrectly — that their stuff isn’t worth enough to insure, according to Apartments. com, which found in 2010 that 70 percent of tenants don’t buy renters insurance.

Here are five steps to take if you’re considering renters insurance: • Inventory your possessions: Photograph everything you own to get a sense of how much it would cost to replace all your things. While you’re at it, write down the serial numbers of all your electronic devices and appliances. • Seek out discounts: Take note of any special safety precautions in your building that will earn you a break on your monthly premium. If you buy coverage from the same company that insures your car or provides you other types of coverage, that can earn you a multi-policy discount. • Think about partying: If you like to entertain, renters insurance can be especially helpful. Most policies will offer your guests medical coverage, so if someone visiting your place slips and smacks his head on your kitchen counter, his trip to the emergency room will be covered. • Choose replacement vs. actual value: Most insurers will cover either your belongings’ actual cash value or what it would cost to replace them. A cash value policy will be cheaper, but the payout for things you have to replace will be reduced by how much they’ve depreciated since you bought them. Replacement-cost coverage will cover the cost of replacing your belongings new, now.

• Understand your policy’s limits: Basic renters insurance policies cap reimbursements. So be sure to buy the extra coverage you need for pricey items like jewelry, electronics and musical instruments. Some people even carry riders against identity theft. ‘Vibrant social hub’: Wright House will become first LLC for Black students

he Wright House living-learning community has a vision to cultivate Black leaders on campus.Starting in Fall 2020 with 25 students, Wright House—the newest Living Learning Community—will replace the Black Cultural Living Group as a “hub” for Black students on campus, according to junior De’Ja Wood, vice president of the Black Student Alliance. Wood said that the BCLG had previously served as a social space for the Black community to congregate “without feeling like we were under surveillance all the time.”

No space on campus The BCLG was located on Yearby Street on Central Campus. After Duke tore down Central, the Black community “missed that space” and felt that they no longer had any spaces on campus, Wood said. That was when they thought of creating a new Black space on campus as an LLC. Wood noted that the LLC format serves their vision better than a selective living group. “We want it to be a vibrant social hub for Black students, but then we also want it to serve as a unique space to cultivate Black leaders on campus,” Wood said.

A couple of weeks later, BSA hosted a Black caucus, an open forum for Black students to talk about issues they felt were important. Discussions about a Black space on campus were constantly brought up, Wood recalled, especially for underclassmen who had never experienced Central Campus and didn’t know “what Yearby meant.”

LLC brings institutional support

She added that another problem was that people felt that there was a “consistent lack of effort” to take care of the BCLG on the part of the University. She said that seniors would put in work orders that never got filled, so they were cognizant of making clear their demands and expectations when planning for the LLC.

The key difference between the LLC and the BCLG would be the fact that the LLC would have institutional support behind it and thus be more sustainable. “The fact that this [LLC] will have institutional support, it will have administrators behind it, I think that makes all the difference,” Wood noted. “So, the BCLG was a first step, but it’s not being fulfilled, and it hadn’t been fulfilled. It’s just now starting to really be fulfilled by the [LLC].” Chandra Guinn, director of the Mary Lou Williams Center for Black Culture, and Frederick Kenley, assistant director of student engagement, serve as advisors for the Wright House. Guinn wrote in an email to The Chronicle that she hopes to offer suggestions on instructional materials, experiences for cultural appreciation and conversation that “engenders growth and a deeper understanding of Black identity, history, culture and the myriad of

Another difference is that the LLC is “very intentionally an [LLC],” according to Wood. She said that Duke has a rich history of Black people at the University, but many students don’t know it, including Black students. This history includes undergraduates, graduate students, faculty and staff, she noted. “So the goal of this LLC is for us to also get into that history,” she said. “What the people before us were asking for and what they did to get those things, and from that, ask ourselves ‘what can we do with that now to ensure that we’re continuing to push our community forward?’”

A Black history house course Wood emphasized that Black students on campus have been protesting and demanding for improved policies and conditions for years. Learning about this history will be empowering for Black students today to realize the urgency of these issues and how long they have been around, she said. The associated house course will be specifically focused on analyzing what Black leadership and the history of Black leadership has looked like at both Duke and at universities across the globe. Wood noted that “the Black community at Duke is not just American-based.” It will then ask how Black students can implement those same tactics or values in their own community.

Mary Pat McMahon, vice president/vice provost for campus life, joined Duke after the planning around Central Campus started. She emphasized that her goal has been to have as many conversations as possible with different people and campus groups to understand their “place in time and context,” she wrote in an email to The Chronicle.

“My approach is grounded in Student Affairs’ mission to support meaningful inclusion for all Duke students,” McMahon wrote. “Providing responsive, adaptive supports to our current students’ needs, including dedicated support for students from historically marginalized identities, are at the crux of our ongoing work in Student Affairs, including [Housing and Residence Life] and campus life.”

McMahon has sought to create avenues for students seeking a more meaningful connection to the identities they carry, as well as provide spaces for students to connect with and meet others who share those identities.

“The contributions that can be made through this unique opportunity are probably unimaginable for some, but given the ways that Black students have historically contributed to the positive transformation of this University, we should all be hopeful for and helpful to this group of students that have committed to being a member of this LLC,” Guinn wrote. Wood emphasized that the LLC would also ensure that the administration will thoughtfully consider the impacts of decisions on the Black community, such as tearing down Central Campus. She stated Black students and the BCLG were not consulted about the decision to tear down Central Campus. “I really don’t think they thought about the impact that [the decision] would have on the Black community,” Wood said.
