Τα νούμερα αποτυπώνουν του λόγου το αληθές - Με αφορμή την ετήσια έκθεση 2020 - 2021 της Ενώσεως Ελλήνων Εφοπλιστών Διανύουμε την δεύτερη χρονιά της πανδημίας και ακόμα πλέουμε σε αχαρτογράφητα νερά. Η ναυτιλία εξακολουθεί να παραδίδει μαθήματα στην παγκόσμια οικονομία καθώς με συνέπεια διασφαλίζει την αδιάλειπτη κίνηση στο παγκόσμιο εμπόριο. Η Ελλάδα για ακόμα μία φορά σύμφωνα με την ετήσια μελέτη της Ενώσεως Ελλήνων Εφοπλιστών, παραμένει η μεγαλύτερη ναυτιλιακή δύναμη παγκοσμίως. Οι Έλληνες πλοιοκτήτες ελέγχουν πλέον το 19,42% της παγκόσμιας χωρητικότητας. Ο ελληνόκτητος στόλος αυξήθηκε περισσότερο από 4% φτάνοντας στα 364 εκατομμύρια τόνους dwt. Έτσι λοιπόν σήμερα οι Έλληνες πλοιοκτήτες κατέχουν το 58% της χωρητικότητας της Ευρωπαϊκής Ένωσης. Κατέχουν επίσης το 30,25% του παγκόσμιου στόλου δεξαμενοπλοίων, 14,64% του παγκόσμιου στόλου μεταφοράς χημικών, το 15,58% του παγκόσμιου στόλου lng, το 20,04% του παγκόσμιου στόλου μεταφοράς χύδην ξηρού φορτίου και τέλος το 9,53% του παγκόσμιου στόλου μεταφοράς εμπορευματοκιβωτίων. Οι Έλληνες πλοιοκτήτες συνεχίζουν να επενδύουν σε νέα πλοία καθώς οι παραγγελίες ναυπήγησης ξεπέρασαν τα 104 πλοία. Ο ελληνικός στόλος είναι ένας από τους πιο ασφαλείς παγκοσμίως. Το ελληνικό νηολόγιο αριθμοί 685 πλοία με χωρητικότητα περίπου 38 εκατομμύρια gt. Ο στόλος υπό ελληνική σημαία κατατάσσεται στην όγδοη θέση διεθνώς και στην δεύτερη θέση στην Eυρωπαϊκή Ένωση. Η ναυτιλία εξακολουθεί να αποτελεί τον ακρογωνιαίο λίθο της παγκόσμιας οικονομίας καθώς μεταφέρει φορτία μεταξύ τρίτων χωρών σε ποσοστό άνω του 98% της μεταφορικής της ικανότητας καθιστώντας την έτσι το μεγαλύτερο διασυνοριακό μεταφορέα παγκοσμίως. Άλλωστε η Ευρώπη βασίζεται στην διεθνή ναυτιλία για το 70% του εξωτερικού εμπορίου της που περιλαμβάνει απαραίτητες για την Ένωση εισαγωγές πρώτων υλών και άλλων αναγκαίων αγαθών, τα οποία μεταφέρονται κυρίως από πλοία bulk / tramp ναυτιλίας. Η ναυτιλιακή χρηματοδότηση στην Ευρώπη έχει καταστεί πιο δύσκολη, ενώ κερδίζουν μερίδιο της αγοράς τα χρηματοπιστωτικά ιδρύματα της Ασίας. Τα θεσμικά όργανα της ευρωπαϊκής ένωσης θα πρέπει να εξετάσουν την υιοθέτηση σταθερό και βιώσιμων κανονισμών χρηματοδότησης προκειμένου να ενισχύσουν την παρουσία των ναυτιλιακών εταιρειών στην Ευρώπη. Ο IMO εξακολουθεί να είναι ο παγκόσμιος ρυθμιστής του κανονιστικού πλαισίου της ναυτιλιακής βιομηχανίας. Προσφάτως, ο ΙΜΟ υιοθέτησε στην Επιτροπή Προστασίας Θαλασσίου Περιβάλλοντος του ΙΜΟ (MEPC 76) μία συμβιβαστική και ισορροπημένη δέσμη τεχνικών και λειτουργικών βραχυπρόθεσμων μέτρων, που περιλαμβάνει τον Δείκτη Ενεργειακής Απόδοσης για τα υπάρχοντα πλοία (Energy Efficiency Existing Ship Index- EEXI), τον Δείκτη Έντασης Άνθρακα (Carbon Intensity Indicator - CII) και την ενίσχυση του Σχεδίου Διαχείρισης της Ενεργειακής Απόδοσης του πλοίου (Ship Energy Efficiency Management Plan - SEEMP). Η Επιτροπή συμφώνησε επίσης σε ένα πρόγραμμα

εργασιών για την ανάπτυξη μεσοπρόθεσμων και μακροπρόθεσμων μέτρων με βάση το οποίο η έναρξη των σχετικών συζητήσεων προγραμματίζεται για τον Οκτώβριο 2021. Παρά το γεγονός ότι ο ΙΜΟ βρίσκεται εντός χρονοδιαγράμματος για την επίτευξη των στόχων της εν λόγω Αρχικής Στρατηγικής, η Ευρωπαϊκή Επιτροπή, στο πλαίσιο της Ευρωπαϊκής Πράσινης Συμφωνίας και της σχετιζόμενης με αυτή δέσμης μέτρων “Fit for 55”, ανακοίνωσε την πρότασή της για ένταξη της διεθνούς ναυτιλίας στο Σύστημα Εμπορίας Δικαιωμάτων Εκπομπών της ΕΕ (EU Emissions Trading System - EU ETS). Η προτεινόμενη ένταξη της διεθνούς ναυτιλίας στο EU ETS προκαλεί ιδιαίτερη ανησυχία, καθώς το σύστημα αυτό είναι ακατάλληλο και μη συμβατό με τα εγγενή χαρακτηριστικά της, δεδομένου ότι η ναυτιλία αποτελείται ως επί το πλείστον από ΜΜΕ, οι οποίες θα δυσκολευτούν να χρηματοδοτήσουν την αγορά δικαιωμάτων ρύπων, κυρίως λόγω της απρόβλεπτης και ενδημικής μεταβλητότητας του ναυτιλιακού τομέα, και να αντεπεξέλθουν στο διοικητικό φόρτο και τα σχετικά κόστη της αγοράς δικαιωμάτων ρύπων. Η ίδρυση ενός ειδικού ταμείου για τη ναυτιλία θα ήταν ένα πιο ρεαλιστικό μέτρο για την εύρυθμη λειτουργία των χιλιάδων ΜΜΕ που απαρτίζουν τον κλάδο. Στις 14.7.2021 η Ευρωπαϊκή Επιτροπή ανακοίνωσε την πρότασή της για τον Κανονισμό FuelEU Maritime, με στόχο την επιτάχυνση της απεξάρτησης της ναυτιλίας από τον άνθρακα, μέσω της θέσπισης ενός υποχρεωτικού προτύπου ναυτιλιακών καυσίμων, το οποίο θα βασίζεται στην ένταση άνθρακα των εν λόγω καυσίμων που χρησιμοποιούνται από τα πλοία. O προτεινόμενος ευρωπαϊκός Κανονισμός FuelEU Maritime θα είναι ιδιαίτερα επαχθής για τη ναυτιλία της ΕΕ, καθώς και αναποτελεσματικός για την απεξάρτησή της από τον άνθρακα. Όσον αφορά στα εναλλακτικά καύσιμα συμπεράσματα μελέτης της Ένωσης Ελλήνων Εφοπλιστών καταδεικνύουν ότι απαιτούνται τεράστιες επενδύσεις για την παραγωγή και την παγκόσμια διαθεσιμότητα ναυτιλιακών καυσίμων χαμηλών η μηδενικών εκπομπών άνθρακα. Επίσης οι μακροοικονομικές επιπτώσεις του κόστος αυτών των καυσίμων και οι απαιτήσεις για υποδομές ανεφοδιασμού παγκοσμίως δεν έχουν μέχρι στιγμής εξεταστεί. Σχετικά τώρα με το παγκόσμιο όριο περιεκτικότητας 0,50% σε θείο των ναυτιλιακών καυσίμων, η ανησυχία των πλοιοκτητών και των διαχειριστών πλοίων αναφορικά με τις πιθανές ζημιές στο πλοίο και στο μηχανολογικό εξοπλισμό από “εκτός προδιαγραφών” καύσιμα VLSFOs παραμένει αμείωτη. Είναι ξεκάθαρο ότι και η χρονιά που ακολουθεί θα είναι μία δύσκολη χρονιά καθώς η πανδημία είναι ακόμα εδώ, το ζήτημα των πληρωμάτων δεν έχει αντιμετωπιστεί ενδελεχώς, υπάρχουν επίσης και οι κανονισμοί από τον IMO για το περιβάλλον, τα θέματα της ανταγωνιστικότητας και πολλά άλλα. Είμαστε όμως σίγουροι κι αισιόδοξοι ότι η ναυτιλία για ακόμα μία φορά θα καταφέρει να δείξει με την φωνή της λογικής τον σωστό δρόμο για ένα βιώσιμο πλανήτη αλλά και μία σταθερά δυνατή παγκόσμια ναυτιλία.

Ἡ Α.Μ. ὁ κορωναϊός δέν ἐπηρέασε μόνο τόν παγκόσμιο πληθυσμό, ἀλλά καί τήν ναυτιλία, καί εἰδικότερα τά τάνκερς, ἐξ αἰτίας τῆς μείωσης στήν ζήτηση ἐνέργειας. Ὃλοι ἐλπίζουν ὃτι ὃτι ἂν ἡ πανδημία ὑποχωρήσει, θά αὐξηθεῖ καί ἡ ζήτηση ἐνέργειας, σέ συνδυασμό βέβαια καί μέ τήν ἐξάντληση τῶν ἀποθεμάτων πετρελαίου κατά τόν ἐπερχόμενο χειμῶνα. Ἡ ἀλήθεια εἶναι ὃτι μόνο τά τάνκερς, ἀπό τά VLCCs μέχρι τά μικρότερα σκάφη ὑγροῦ φορτίου, κινοῦνται κάτω ἀπό τό brake even καί οἱ πλοιοκτῆτες πρέπει νά πληρώνουν ἀπό τήν τσέπη τους 5000 δολ. κατά ταξίδι στήν γνωστή διαδρομή ἀπό τόν Ἀραβικό Κόλπο, προκειμένου νά ἀποφύγουν τόν παροπλισμό, πού κοστίζει περισσότερο. Παρ᾽ ὃλα αὐτά ἡ ἀξία τῶν πλοίων αὐτῶν διατηρεῖται σταθερή, διότι ἀναμένεται νά δουλέψουν ἐπικερδῶς ἀπό τό πρῶτο τουλάχιστον τρίμηνο τοῦ 2022. Τά πλοῖα κοντέϊνερς καί τά μπάλκ κάρριερς ἐξακολουθοῦν νά ἀποφέρουν συνεχῶς σημαντικά κέρδη στούς πλοιοκτῆτες τους λόγω Κίνας, ἡ ὁποία κυριαρχεῖ στό παγκόσμιο ἐμπόριο, ἐπειδή οἱ λαοί, λόγω covid 19, ἒχουν περιορισθεῖ μόνο στίς μετακινήσεις τους, μέ ἀποτέλεσμα τήν μείωση στήν ζήτηση ἐνέργειας. Ὁ κόσμος ἒχει στραφεῖ πρός τήν ἒντονη ζήτηση ἀγαθῶν, μέ ἀποτέλεσμα νά αὐξηθῆ τό κόστος πρώτων ὑλῶν καί τῶν μεταφορικῶν, πού μετακυλίεται στόν τελικό καταναλωτή. Ἡ Κίνα σέρνει κυριολεκτικά τόν χορό στήν διακίνηση ἀγαθῶν. Χάος ἐπικρατεῖ στά κινεζικά λιμάνια, καθώς οἱ ναῦλοι γιά μεταφορά χύδην φορτίων βρίσκονται στό ὑψηλό 13 ἐτῶν. Τρελλά κέρδη ἀποκομίζουν καί οἱ πλοιοκτῆτες πλοίων ξηροῦ φορτίου, μέχρι καί 80%, λόγω τῆς ἀνόδου τῆς ἀξίας τῶν πλοιων. Οἱ ἠλεκτρονικές πωλήσεις καταναλωτικῶν ἀγαθῶν ἒχουν ἐκτοξεύσει τά κέρδη τῶν πλοίων κοντέϊνερς τρεῖς φορές ἐπάνω, καθώς καί τῶν μπάλκ κάρριερς σέ μικρότερη κλίμακα. Ἑπόμενη ἦταν καί ἡ ἂνοδος τοῦ κόστους ναυπηγήσεων, πού ἂγγιξε τό 10%. Ἡ ζήτηση πλοίων κοντέϊνερς δημιουργεῖ πρόβλημα στήν ἐφοδιαστική ἀλυσίδα, ἐλλείψει πλοίων καί ἀκόμη περισσοτέρων ἐμπορευματοκιβωτίων (TEU). Ἢδη τελοῦν ὑπό ναυπήγηση 470 πλοῖα μεταφορικῆς ἱκανότητος 4,3 ἑκατ. TEU. Στό διάστημα Ἰανουαρίου καί Μαΐου 2021 τοποθετήθηκαν παραγγελίες γιά 200 πλοῖα κοντέϊνερς μεταφορικῆς ἱκανότητος 2,1

ἑκατ. TEU. Ἀλλά καί οἱ ναῦλοι τῶν μεγάλων ὑγραεριοφόρων ἒφθασαν σέ ἐπίπεδο ρεκόρ στήν διαδρομή μεταξύ ΗΠΑ καί Κίνας, ἀλλά καί ἂλλων ἀσιατικῶν χωρῶν. Οἱ Drewry προβλέπουν ὃτι ἡ ζήτηση στίς ἀγορές αὐτές θά συνεχισθεῖ μέχρι τό 2023, ἀφοῦ ἡ ἀνοδική πορεία κατανάλωσης στόν κινεζικό πετροχημικό τομέα εἶναι διαρκής. Κερδοφόρες εἶναι καί οἱ διαλύσεις πλοίων, ὃπου ὁ τόννος τοῦ χάλυβος ξεπέρασε τά 600 δολάρια. Μεταξύ Ἰανουαρίου καί Ἰουλίου 2021 σημειώθηκε μεγάλη αὒξηση στίς διαλύσεις τάνκερς, ἀλλά σημαντική μείωση σέ πλοῖα κοντέϊνερς. Συνολικά ἐπωλήθησαν πρός διάλυση 234 πλοῖα (αὒξηση 35% σέ σχέση μέ τήν ἀντίστοιχη περίοδο τοῦ προηγουμένου ἒτους). Ἐπίσης οἱ τιμές τῶν μεταχειρισμένων φορτηγῶν πλοίων ἡλικίας 5 ἓως 10 ἐτῶν αὐξάνουν σταθερά. Οἱ παραγγελίες τῶν dry bulks ἀνέρχονται σέ 640 πλοῖα 57 ἑκατ. τόννων d.w., ἐνῶ ὑπάρχει στόλος 12.400 τέτοιων πλοίων 923 ἑκατ. τόννων d.w. Ὃπως φαίνεται, ἡ πανδημία δέν ἐπηρέασε ἀρνητικά τήν ναυτιλία, παρά μόνο στόν τομέα τῆς ἐνέργειας, μέ ἀποτέλεσμα νά δοκιμάζονται τά τάνκερς καί νά εὐημεροῦν ὃλοι οἱ ἂλλοι τύποι πλοίων (πλήν τῶν κρουαζιεροπλοίων) καί νά τίθεται σέ κίνδυνο ἀπό τήν ὑπερβολική ζήτηση ἡ ἀλυσίδα τῆς προσφορᾶς, λόγω τῶν ὑπέρμετρων ἠλεκτρονικῶν πωλήσεων, πού μέ τήν σειρά τους προκάλεσαν τήν ἀνατίμηση κατά 60% τῶν πρώτων ὑλῶν. Αὐτή ἡ αὒξηση συμπαρασύρει τίς τιμές τῶν προϊόντων σέ ὃλες τίς χῶρες, μεταξύ τῶν ὁποίων καί τήν Ἑλλάδα. Τά τάνκερς περιμένουν ὑπομονητικά καί ζημιογόνα νά τελειώσει ἡ πανδημία γιά νά αὐξηθεῖ ἡ παραγωγή καί νά ἐπιστρέψει ἡ οἰκονομία στίς πρῶτες καλές ἡμέρες. Μόνον ἒτσι θά ὁμαλοποιηθεῖ ἡ παγκόσμια οἰκονομία, ἡ ὁποία ἒχει πληγεῖ μέ πολλά τρίς δολ. ἐξ αἰτίας τοῦ κορωναϊοῦ. Τέλος πρέπει νά ποῦμε ὃτι ἡ κρίση στό Αφγανιστάν δέν πρόκειται νά ἒχει καμμία ἀρνητική ἐπίδραση στήν ναυτιλία. ῾Η χώρα αὐτή, ὑπό τήν διακυβέρνηση τῶν Ταλιμπάν, δέν ἒχει πιά δυνατότητα νά ἀξιοποιήσει τίς πλουτοπαραγωγικές της πηγές. Θά ἒχει πάγιες καί μακροχρόνιες ἐπισιτιστικές ἀνάγκες, πού ταλαιπωροῦσαν πάντοτε τόν Ἀφγανικό λαό.

Dirk Bergmann is the new CTO at
ABB Turbocharging, headquartered in Baden, Switzerland. Coming from the engine industry, he brings a holistic and customer-centric view to the role. We are keen to get his perspective on his work, and the path towards decarbonization in the marine industry.
What can you tell us about your background and previous career? I’ve been fascinated with engines ever since I started tinkering with the engine of my Volkswagen Beetle as a student. So, in November 1999, after my studies and PhD, I started at MTU1 – a German engine manufacturer now owned by Rolls Royce – in its technology and pre-development department, working on new components to help find better solutions for the end customer. I continued to work in the commercial, industrial and marine business in technology and product development for 20 years. Now, at ABB, I’m continuing that path: turbochargers are the best way to ensure highly efficient internal combustion engines. Engine efficiency is going to continue to be extremely important as

we start to introduce alternative fuels. To begin with, they will be more expensive than conventional fuels, so operators will be very concerned to get the best value out of their engines to keep fuel costs as low as possible. It’s going to be an interesting problem for the politicians: as demand for fossils fuels decreases, their prices will probably drop still further, yet they need engine operators to choose the new, cleaner alternative fuels regardless. Interview the compressor, the turbine wheel and the bearings – from design right up until testing, with responsibility for the overall validation procedures of the product. For each market, there are different demands on the engine, and so each model has different performance demands, and other constraints that affect the design. By working on each application, we can bring learnings to the next. There’s also a more strategic aspect – to understand the longer-term trends and boundary conditions in our markets – and to pre-develop the parts we will need in the future. Part of the role is to translate these trends into a technology strategy. For example, I am chairman of the CIMAC Greenhouse Gas Strategy Group, and we meet monthly to discuss the best way forward for, especially, the global shipping industry towards decarbonization. Ετήσια Έκθεση ΕΕΕ
Nέες παράμετροι για τη λειτουργία της διεθνούς ναυτιλίας στη νέα δεκαετία Την Ετήσια Έκθεση για το έτος 2020-2021 παρουσίασε πρόσφατα η Ένωση Ελλήνων Εφοπλιστών. Ο πρόεδρος της ΕΕΕ κ. Θεόδωρος Βενιάμης προλογίζοντας την έκθεση αναφέρει μεταξύ άλλων τα εξής: Η πρωτοφανής παγκόσμια υγειονομική κρίση που επήλθε με την έξαρση της πανδημίας του COVID-19 ανέδειξε με πρωτόγνωρο τρόπο τον ζωτικής σημασίας ρόλο της ναυτιλίας, η οποία, παρά τις πολυσχιδείς συνέπειες και αντιξοότητες που αντιμετωπίζει, συνεχίζει αδιάλειπτα να εξυπηρετεί το 90% των αναγκών του παγκόσμιου εμπορίου. Τα χιλιάδες πλοία, με το ανθρώπινο δυναμικό τους, τους ναυτικούς μας, τους «ήρωες των θαλασσών», απέτρεψαν την παράλυση της παγκόσμιας οικονομίας. Οι επόμενοι μήνες διαφαίνονται άκρως απαιτητικοί, λόγω κυρίως των περιβαλλοντικών νομοθετικών προκλήσεων που καλείται να αντιμετωπίσει η ναυτιλία, τόσο σε διεθνές όσο και σε ευρωπαϊκό επίπεδο. Στο πλαίσιο αυτό, επικροτούμε και υποστηρίζουμε τις συνεχιζόμενες προσπάθειες στον ΙΜΟ, τον αρμόδιο ρυθμιστή του κανονιστικού πλαισίου των θαλασσίων μεταφορών παγκοσμίως, οι οποίες όμως δεν θα πρέπει να υποσκάπτονται από περιφερειακές ή/και μονομερείς νομοθετικές πρωτοβουλίες και ειδικότερα της ΕΕ. Η ΕΕΕ είναι σταθερά προσηλωμένη στην προστασία του περιβάλλοντος και στην απεξάρτηση της ναυτιλίας από τον άνθρακα. Όμως, σε κάθε περίπτωση, σημαντικότατο μερίδιο ευθύνης για την επίτευξη των στόχων αυτών ανήκει στους κατασκευαστές μηχανών πλοίων, στα ναυπηγεία και στους παραγωγούς και προμηθευτές καυσίμων, καθοριστική παράμετρος που δεν λαμβάνεται υπόψη. Σχετικά με τις πρόσφατες ανακοινώσεις της Ευρωπαϊκής Επιτροπής για τη δέσμη μέτρων “Fit for 55”, το ευρωπαϊκό Σύστημα Εμπορίας ∆ικαιωμάτων Εκπομπών (EU ETS), ως περιφερειακό αγορακεντρικό μέτρο, είναι ασύμβατο με τον παγκόσμιο χαρακτήρα των θαλάσσιων μεταφορών, καθώς και με τον τρόπο λειτουργίας της ναυτιλίας, ενώ υπονομεύει σοβαρά τις συνεχιζόμενες διεθνείς προσπάθειες και διαπραγματεύσεις για την απανθρακοποίηση του τομέα. Παρόλα αυτά, τουλάχιστον η αναγνώριση εκ μέρους της Ευρωπαϊκής Επιτροπής της ευθύνης των ναυλωτών για την κάλυψη του κόστους συμμόρφωσης στο πλαίσιο της πρότασης ένταξης της ναυτιλίας EU ETS είναι μία θεμελιώδης αρχή βάσει του κανόνα «ο ρυπαίνων πληρώνει», την οποία η ΕΕΕ ανέδειξε εξ αρχής. Η αρχή αυτή πρέπει να αποτελέσει την αφετηρία των επικείμενων διαβουλεύσεων στα ευρωπαϊκά όργανα, καθώς μπορεί να φέρει απτά αποτελέσματα στη μάχη κατά της κλιματικής αλλαγής, χωρίς να διακυβεύεται η ανταγωνιστικότητα της ευρωπαϊκής ναυτιλίας. Η ελληνική ναυτιλία, με την τεχνογνωσία και εμπειρία που κατέχουν τα μέλη της ως hands-on επιχειρηματίες, δεσμεύεται να συνεχίσει να συνδράμει εποικοδομητικά και στις προσεχείς διαπραγματεύσεις, σε ευρωπαϊκό και διεθνές επίπεδο, προωθώντας φιλόδοξες αλλά και ταυτόχρονα εφικτές και ρεαλιστικές λύσεις. ∆ιότι μόνο τέτοιες λύσεις μπορούν να εγγυηθούν την ουσιαστική βελτίωση του αποτυπώματος άνθρακα της βιομηχανίας, αλλά και να εξασφαλίσουν τη μακροπρόθεσμη βιωσιμότητα του στρατηγικού αυτού τομέα με τα πολλαπλά οφέλη για την ΕΕ και τους πολίτες της.

Το 2021 σηματοδοτεί την 40η επέτειο της ένταξης της Ελλάδας στην ΕΕ, μέσω της οποίας ο ελληνόκτητος στόλος ενισχύει τις τάξεις της ευρωπαϊκής ναυτιλιακής βιομηχανίας. Σήμερα τα ελληνόκτητα πλοία αντιπροσωπεύουν το 58% του στόλου που ελέγχεται από την ΕΕ, αποτελώντας στρατηγικό κεφάλαιο για αυτήν και ακρογωνιαίο λίθο του ευρωπαϊκού ναυτιλιακού cluster, στοιχεία που ενισχύουν τον καθοριστικό ρόλο μας στα τεκταινόμενα στην ΕΕ. Σε εθνικό επίπεδο, η περίοδος που πέρασε ήταν καθοριστική για να ολοκληρωθεί η αποκατάσταση νομοθετικών αστοχιών που είχαν πλήξει σημαντικά την ανταγωνιστικότητα του ελληνικού νηολογίου. Η ελληνική σημαία εκτός από ποιοτική, είναι πια άκρως ανταγωνιστική, μειονεκτώντας όμως ακόμη ως προς τη διαπιστωμένη καθυστέρηση στην επιβεβλημένη ψηφιοποίηση και ηλεκτρονική διακυβέρνηση των λειτουργικών και διαδικαστικών εκφάνσεών της. Στο ίδιο πλαίσιο και με κοινή δεδηλωμένη επιθυμία πολιτείας και ναυτιλίας για την αναβίωση της ναυτοσύνης στον τόπο μας, αναπόσπαστο στοιχείο του ελληνικού ναυτιλιακού θαύματος, ξεκίνησε πριν λίγους μήνες μια συντονισμένη προσπάθεια ενημέρωσης και προσέλκυσης των νέων στο ναυτικό επάγγελμα. Η μεγάλη ελληνική ναυτιλία τους απευθύνει μια ανοικτή πρόσκληση σε «μια θάλασσα ευκαιρίες», με ανοικτούς ορίζοντες επαγγελματικής και προσωπικής ανέλιξης, σε μια εποχή με ιδιαίτερες προκλήσεις για εργασιακή αποκατάσταση. Η προσέλκυση των νέων στο ναυτικό επάγγελμα, σε συνδυασμό με την απαιτούμενη περαιτέρω αύξηση της δυναμικότητας των Ακαδημιών Εμπορικού Ναυτικού, καθώς και τον αναμενόμενο εκσυγχρονισμό της ναυτικής εκπαίδευσης, θα συντελέσουν καθοριστικά, ώστε να μην χαθεί η ναυτική τεχνογνωσία από τον τόπο μας και να αυξηθεί η παρουσία των Ελλήνων ναυτικών στην ελληνόκτητη ναυτιλία, στόχοι που, σε κάθε περίπτωση, απαιτούν επιμονή και προσήλωση για την επίτευξή τους. Παράλληλα, η Εταιρεία Κοινωνικής Προσφοράς Ελληνικού Εφοπλισμού «ΣΥΝ-ΕΝΩΣΙΣ» συνεχίζει με αμείωτο ρυθμό το πολυδιάστατο κοινωφελές έργο της. Υλοποιεί με συνέπεια όλα τα προγράμματα που είχε εξαγγείλει σε τομείς όπως η δημόσια υγεία, παιδεία, εθνική άμυνα και προστασία του πολίτη, ενώ προωθεί συνεχώς νέες δράσεις, ανταποκρινόμενη στις αυξανόμενες ανάγκες του κοινωνικού ιστού και υπηρετώντας πιστά το όραμα της ναυτιλιακής οικογένειας, να είναι ουσιαστικός αρωγός στην κοινωνία. Στη νέα δεκαετία που ήδη διανύουμε θα τεθούν νέες παράμετροι για τη λειτουργία της διεθνούς ναυτιλίας, τόσο ως προς το περιβαλλοντικό αποτύπωμα αυτής, αλλά και ως προς την ανταγωνιστικότητά της, δύο στόχοι πλήρως αλληλένδετοι και αλληλοεξαρτώμενοι. Στο απαιτητικό αυτό και αβέβαιο πλαίσιο, η ναυτιλία μας έχει αποδεδειγμένα την ποσοτική, αλλά κυρίως ποιοτική δυναμική, ώστε σε συνδυασμό με την υψηλή ναυτική τεχνογνωσία, αλλά και τα εχέγγυα που της προσδίδει η μακρόχρονη ναυτική παράδοση, να αντεπεξέλθει σε κάθε πρόκληση, καθώς και να διατηρήσει και να ενισχύσει τον ρόλο της ως εθνικού κεφαλαίου για την πατρίδα μας, αλλά και ως σημαντικού παράγοντα στη διεθνή ναυτιλιακή σκηνή.

Την ετήσια έκθεση για την Ελληνική ακτοπλοΐα 2021, που φέρει τίτλο “H Ελληνική Ακτοπλοΐα σε περιβάλλον ανατροπών”, παρουσίασε η XRTC BUSINESS CONSULTANTS. Ο κ. Το τέλος του κύκλου της απελευθέρωσης της αγοράς που ξεκίνησε αμέσως μετά τα θλιβερά γεγονότα του Εξπρές Σάμινα ολοκληρώνεται με μια περίοδο γενικών ανατροπών σε πολλά επίπεδα και τομείς ανάλογα με την αλλαγή του οικονομικού περιβάλλοντος. Η αγορά είναι αντιμέτωπη με τους γόρδιους δεσμούς που δυστυχώς πρέπει να κόψει γιατί απλά δεν έχει χρόνο να λύσει. Συμπεράσματα - προοπτικές Η 20η μελέτη της Ελληνικής Ακτοπλοΐας βρίσκει τον κλάδο σε μία ιδιαίτερα κρίσιμη καμπή η οποία απαιτεί από το σύνολο των ενδιαφερομένων μερών υπευθυνότητα, κατανόηση της κατάστασης, στην οποία βρίσκεται, ανάλυση και πρόβλεψη των μελλοντικών συνθηκών οι οποίες θα επικρατήσουν και τέλος, λήψη αποφάσεων που θα καθορίσουν τις συνθήκες βιωσιμότητας των ακτοπλοϊκών εταιρειών άμεσα. Η κρισιμότητα της κατάστασης οφείλεται, μεταξύ άλλων, στην πανδημία η οποία λειτούργησε καταλυτικά στην εμφάνιση των χρόνιων οικονομικών κυρίως προβλημάτων του, τα οποία σκίαζε η θετική δυναμική που είχε δημιουργήσει η σταθερά ανοδική πορεία της ζήτησης την τετραετία 2016-2019. Χαρακτηριστικά, η ακτοπλοϊκή επιβατική κίνηση το 2019, διαμορφώθηκε σχεδόν στα 19 εκατ. (εγχώριο δίκτυο), εξέλιξη που είχε ως αποτέλεσμα να επανέλθει στο επίπεδο του 2009. Αντίστοιχα, στις γραμμές της Αδριατικής οι διακινηθέντες επιβάτες από ελληνικά λιμάνια διαμορφώθηκαν σε 1,5 εκατ. το 2019. Η ανοδική πορεία του μεταφορικού έργου με ακτοπλοϊκές συγκοινωνίες οφειλόταν κυρίως στην αύξηση του τουριστικού ρεύματος από το εξωτερικό αλλά και την καλυτέρευση της ψυχολογίας των Ελλήνων χρηστών με την σταδιακή καλυτέρευση τ . Ωστόσο, όλα ανατράπηκαν το 2020. Ο κλάδος των μεταφορών και κυρίως, των επιβατικών, ήταν εκείνος που βρέθηκε αντιμέτωπος με μια πρωτοφανή κατάσταση, αυτήν της καθήλωσης του στόλου. Στον αντίποδα, οι εμπορευματικές μεταφορές συνέχισαν να παράγουν έργο συνεχίζοντας την εύρυθμη τροφοδοσία της αγοράς. Στην Ελληνική Ακτοπλοΐα επιβλήθηκε περιορισμός μετακίνησης επιβατών στις ακτοπλοϊκές γραμμές του Αιγαίου από τα τέλη Μαρτίου 2020 έως τα μέσα Μαΐου 2020 και ακολούθησε το μειωμένο πρωτόκολλο επιβατών στα πλοία μετά στην άρση των περιοριστικών μέτρων. Αντίστοιχα, στην Αδριατική θάλασσα τα μέτρα περιλάμβαναν την απαγόρευση διακίνησης επιβατών και οχημάτων από τα μέσα Μαρτίου έως τα τέλη Ιουνίου του 2020. Την άμεση λήψη μέτρων ενίσχυσης και αποζημίωσης του κλάδου των επιβατηγών πλοίων για τη ζημίες που υπέστησαν λόγω της μειωμένης επιβατικής κίνησης σε συνδυασμό με την αύξηση των

τιμών των καυσίμων, καθώς και με τις οφειλές των €50 εκατ. για την εκτέλεση δρομολογίων Δημόσιας Υπηρεσίας, κυρίως για την εξυπηρέτηση των μικρών νησιών της χώρας, ζήτησε με επιστολή του προς τον υπουργό Ναυτιλίας και Νησιωτικής Πολιτικής, ο Σύνδεσμος Επιχειρήσεων Επιβατηγού Ναυτιλίας (ΣΕΕΝ). Όπως επισημαίνεται στην επιστολή, η επιβατική κίνηση το πρώτο εξάμηνο του 2021 θα είναι μικρότερη αυτής του 2020, τόσο στις ακτοπλοϊκές γραμμές όσο και στις γραμμές Ελλάδας-Ιταλίας. Σε ότι αφορά τα οικονομικά αποτελέσματα σημειώνουμε για το 2021 την αύξηση των τιμών των καυσίμων η οποία θα επηρεάσει αρνητικά τα αποτελέσματα του 2021. Ενδεικτικά αναφέρεται ότι ο μέσος όρος της τιμής του 380cst/Rotterdam για το πρώτο εξάμηνο του 2021 έχει αυξηθεί κατά 64% σε σχέση με το αντίστοιχο εξάμηνο του 2020. Μάλιστα, εκτιμάται πως στο τέλος του χρόνου, η μέση τιμή θα είναι αυξημένη κατά 60%-70% σε σχέση με το 2020, επιβαρύνοντας σημαντικά τις ήδη πληγείσες εταιρείες λόγω της πανδημίας. Το παροδικό ευχάριστο κλίμα της αυξημένης θερινής κίνησης ίσως να μην είναι αρκετό για να καλύψει τα συνδυαστικά αυξανόμενα κόστη του έτους που διανύουμε. Από την πλευρά της η πολιτεία υλοποίησε κάποιες σημαντικές νομοθετικές παρεμβάσεις, όπως το σχέδιο νόμου «Ολοκληρωμένη θαλάσσια πολιτική στο νησιωτικό χώρο». Σύμφωνα με το Υπουργείο πρόκειται για μια ολιστική στρατηγική προσέγγιση με συγκεκριμένα αναπτυξιακά χρηματοδοτικά εργαλεία. Αυτά αναμένει με αγωνία η ίδια η αγορά η οποία είναι υποχρεωμένη να οδηγηθεί σε νέες επενδύσεις. Ο νόμος 4770/2021 προβλέπει την κατάρτιση έως τον Αύγουστο του 2021, της Εθνικής Στρατηγικής για την Ολοκληρωμένη Θαλάσσια Πολιτική στο Νησιωτικό Χώρο, αποτελώντας τον «οδικό χάρτη» της χώρας για τις αναγκαίες πολιτικές και χρηματοδοτήσεις προς το νησιωτικό χώρο. Επιπλέον προβλέπει τη δημιουργία τριών στοχευμένων χρηματοδοτικών εργαλείων μόνιμου χαρακτήρα που θα αφορούν τη διασφάλιση χρηματοδότησης κρίσιμων δημοσίων υποδομών και λειτουργιών (λιμάνια, διαχείριση νερού, ακτοπλοϊκές συνδέσεις κα) είτε τη διάθεση ειδικών προγραμμάτων για παροχή κινήτρων διατήρησης λειτουργίας μικρών -κυρίως οικογενειακώνεπιχειρήσεων στα νησιά της χώρας. Παράλληλα, το νέο πλαίσιο επενδύει σημαντικά στη λεγόμενη «συμμετοχική» διακυβέρνηση, δίνοντας κίνητρα στο δημόσιο διάλογο των φορέων των νησιών και την προαγωγή συνεργασιών, μέσω της σύστασης του Εθνικού Μητρώου Φορέων Θαλάσσιας Οικονομίας. Όπως αποδεικνύεται από την οικονομική ανάλυση που περιλαμβάνεται στη Μελέτη, η απώλεια του μεταφορικού έργου επιβατών μετριάστηκε από τη μεταφορική κίνηση των εμπορευμάτων. Η εφοδιαστική αλυσίδα και τα logistics αντιμετώπισαν πολλές προκλήσεις την περίοδο της πανδημίας για την εύρυθμη τροφοδοσία και λειτουργία της αγοράς. Οι κλάδοι αυτοί έπρεπε να ανταποκριθούν επαρκώς στις ανάγκες κάτω από τις συγκεκριμένες εξαιρετικά δύσκολες συνθήκες. ανταποκριθεί. Η εκκίνηση των διαγωνισμών αξιοποίησης των περιφερειακών λιμένων αποτελεί το σπουδαιότερο γεγονός. Μετά τα λιμάνια του Πειραιά και της Θεσσαλονίκης, σε ιδιώτες οδηγούνται τα λιμάνια της Αλεξανδρούπολης (πώληση του 67%), της Καβάλας (υπο-παραχώρηση τμήματος του λιμένα Φίλιππος Β’ για 40 χρόνια) και της Ηγουμενίτσας (πώληση του 67%) τα οποία προσελκύουν αξιοσημείωτο επενδυτικό ενδιαφέρον. Μία από τις μεγαλύτερες προκλήσεις που καλείται να αντιμετωπίσει ο κλάδος αποτελεί η ανανέωση του Ακτοπλοϊκού στόλου. Σύμφωνα με σχετική μελέτη του ΝΕΕ και του ΣΕΕΝ, το 2030 η ηλικία του 32,7% του Ακτοπλοϊκού στόλου θα είναι μεγαλύτερη των 40 ετών, με 18 πλοία να είναι μεγαλύτερης ηλικίας των 50 ετών. Χαρακτηριστικό της γήρανσης του στόλου είναι ότι το σύνολο του στόλου είναι άνω των 7 ετών με διάμεση ηλικία τα 25 έτη. Στην πράξη αυτό σημαίνει ότι στα επόμενα 10 χρόνια θα πρέπει να αντικατασταθεί το 50% του υφιστάμενου στόλου με την υπόθεση ότι το κόστος συντήρησης για πλοία άνω των 35 ετών αυξάνει απαγορευτικά. Δεδομένου ότι στη Διεθνή αγορά δεν διατίθενται προς πώληση πλοία μικρότερης ηλικίας και κατάλληλα για τις Ακτοπλοϊκές μας γραμμές, η μόνη λύση για την ανανέωση του στόλου είναι η κατασκευή νέων πλοίων το κόστος των οποίων είναι υψηλό κυρίως λόγω των νέων περιβαλλοντικών προδιαγραφών, ενώ ο χρόνος κατασκευής ξεπερνά τα 2-3 χρόνια. Στο σχέδιο του Ταμείου Ανάκαμψης υπάρχει πρόβλεψη €1 εκατ. για την ολοκλήρωση της μελέτης στην οποία θα αποτυπώνονται και οι συνολικές ανάγκες αλλά και οι δυνατότητες χρηματοδότησης των ναυπηγήσεων. Με βάση αναλύσεις της XRTC Σύμβουλοι Επιχειρήσεων, τα απαιτούμενα κεφάλια της ανανέωσης και αναβάθμισης του στόλου την επόμενη δεκαετία κυμαίνονται μεταξύ €2,6 με €3 δις ευρώ ενώ επιπρόσθετα χρειάζονται άνω των €100 εκατ. για την αναβάθμιση του στόλου στα νεότερα πλοία. Αυτά τα ποσά είναι από μόνα τους μεγάλα και αποτελούν πρόκληση για την εγχώρια ναυπηγική βιομηχανία η οποία έχει αποκτήσει μια αναπτυξιακή δυναμική με την επενδυτική είσοδο πεπειραμένων ναυτιλιακών επενδυτών. Η αναγκαιότητα των νέων κατασκευών αλλά και η προτίμηση των Ελλήνων ακτοπλόων στην κατασκευή και επισκευή πλοίων στη χώρα μας θα ωθήσει και θα επιταχύνει

την έναρξη της ναυπηγικής δραστηριότητας με πρόβλεψη να ξεκινήσουν νέες κατασκευές εντός 3ετίας. Διατρέχουμε λοιπόν μία δεκαετία η οποία ξεκίνησε με τα οδυνηρά προβλήματα της πανδημίας χωρίς αυτά να έχουν λυθεί ακόμα κι άλλα πολύ σοβαρά προβλήματα για τα οποία πρέπει άμεσα να βρεθούν λύσεις. Η δεκαετία αυτή, που έχει ορίζοντα το 2030 αποτελεί ένα διάστημα ευκαιριών για τις εταιρίες του κλάδου ώστε να προσαρμοστούν στο νέο επιχειρηματικό περιβάλλον. Οι ευκαιρίες αυτές προκύπτουν από τα χρηματοδοτικά εργαλεία που παρέχει η Ε.Ε. στα πλαίσια της πολιτικής της αναφορικά με το περιβάλλον και την αειφόρο ανάπτυξη καθώς και με τη διάθεση της Ελληνικής Πολιτείας να σταθεί αρωγός στην προσπάθεια διατήρησης της συνοχής του νησιωτικού χώρου με την ηπειρωτική Ελλάδα. Άλλη μια ευκαιρία αποτελούν τα νέα πρότυπα ESG τα οποία στο άμεσο μέλλον θα επιβάλλουν την αλλαγή κουλτούρας λειτουργίας και νέων μοντέλων διοίκησης των εταιριών. Η εξοικείωση και συμμόρφωση με τις νέες αυτές πρακτικές σε μεγάλο βαθμό θα καθορίσει και τη βιωσιμότητα των ακτοπλοϊκών εταιριών καθώς μεταξύ άλλων θα επηρεάζεται η πρόσβαση σε κεφάλαια και το κόστος αυτών. Η Ελληνική Ακτοπλοΐα βρίσκεται πλέον σε ένα περιβάλλον ανατροπών. Τεχνολογικά όλοι προσπαθούν να προβλέψουν τα «ιδανικά» καύσιμα που θα τους επιτρέπουν τη λειτουργία του στόλου τις επόμενες δεκαετίες, διαχειριστικά οι εταιρίες είναι υποχρεωμένες να στραφούν σε νέες μορφές διαχείρισης σεβόμενες την αειφόρα ανάπτυξη, τη διαφάνεια και την κοινωνική ευθύνη και οικονομικά οφείλουν να κοιτάξουν να προσελκύσουν το ενδιαφέρων νέων επενδυτών, ικανών να αντιληφθούν τις πολλές ευκαιρίες που αναμένεται να παρουσιαστούν με τη λήξη της πανδημίας. Η προβλεπόμενη αναγκαιότητα της πιστωτικής στήριξης της αγοράς σε επίπεδο όχι μόνο εθνικό αλλά και ευρωπαϊκό προσδίδει μία νέα αισιοδοξία. Σε αυτό το περιβάλλον δεν μπορούν να συγχωρεθούν λάθη αφού υπάρχουν εχέγγυα επιτυχίας που ξεκινούν από την ίδια την επιτυχημένη ιστορία του κλάδου και της συνεχούς προσφοράς του στο κοινωνικό σύνολο. Από εκεί αντλείται και η υποχρέωση της πολιτείας για την στήριξή του.

Interview Andriani Vodena: “We will meet the challenge”: UK reveals its work to drive forward sustainable shipping In a constantly changing global industry, driving forward maritime standards is something the Maritime and Coastguard Agency continues to make a priority. The ongoing work of the UK Ship Register to meet the challenges of those changes and the formation of the Maritime Future Technologies (MFT) team is a big part of that.
RECENT PROJECT - ARMADA Ocean Infinity has launched a pioneering new marine technology and data company, Armada. It will add fifteen bespoke designed marine robots which are equipped for offshore data acquisition and intervention operations to a depth of 6,000 metres. The MFT team provided regulatory and technical guidance for these ‘robot’ ships which require neither people on board nor a host vessel nearby and the fleet approach means that up to 90% less CO2 will be produced compared with conventional survey vessels. They will be remotely controlled by experienced mariners from state-of-the-art facilities in Southampton and Texas USA.

For the UK Ship Register, the challenges of taking on digitalisation of its services, life after EU Exit and the impact of COVID-19 have brought changes for the better in how it operates. Everyone remembers where they were when the consequences of COVID-19 began to affect them personally. For the UK Maritime Services Team and the UK Ship Register, the challenge was extensive – how to get crews home. At one stage, there were more than 13,000 crew across 32 vessels in the UK needing repatriation. Since April 2020, more than 15,000 seafarers have been repatriated, thanks to the work of the UK Maritime Services Team demonstrating the UK Flag’s determination to care for seafarer well-being. But there is still a challenge to come and one on which the future of the whole world depends – sustainability and decarbonisation in the maritime industry. Against the backdrop of the climate emergency that challenges every nation, the Maritime and Coastguard Agency is taking its place in that vital work with the formation of the Maritime Future Technologies Team.

OceanGuard®FGSS obtains SIL functional safety certificate Recently, the OceanGuard® Fuel Gas Supply System (FGSS) independently developed by Headway Technology Group (Qingdao) Co., Ltd. officially obtained the SIL functional safety certificate issued by DNV. According to a press release of Headway, this makes Headway the first FGSS manufacturer in the world to obtain the SIL certificate. The certificate awarding ceremony was held on June 29 in Headway premise. At the same press release, Headway mentions the following: At the certificate ceremony, Chen, Keng——Area Manager of North China, and Vice President of DNV Group, expressed his recognition of Headway’s strong R&D capability and the technical level demonstrated in the FGSS project. He stated that DNV conducted a comprehensive review of the OceanGuard® FGSS system units and functional safety-related documents (including HOZAP analysis, functional safety management plan, PFD, alarm list, etc.) in accordance with the SIL standard, and further confirmed the functional safety design complies with the relevant provisions and can meet the requirements of SIL certificate. Towards this direction we are about to adopt a long-term strategic vision for Cyprus shipping which is the outcome of an intensive consultation, spanning several months, involving both the global and local shipping industry and of an internal brainstorming with our team at the Shipping Deputy Ministry. We are developing a new strategic process. Our new “SEA” approach is based on three pillars: Sustainable, Extrovert, Adaptable. It is about a continuous, interactive and systematic approach aiming to implement

the vision. It will be accompanied by a number of concrete sustainable actions to ensure a sustainable future for Cyprus shipping. Recently Shipping celebrated the International Day of the Seafarer. Tell us about the important role of seafarers and how Cyprus shipping will continue to act as a social responsible maritime nation with concrete actions for seafarers’ welfare. We often say that seafarers are invisible heroes keeping supply chains intact. We feel responsible to make seafarers visible by recognizing their contribution and showing our respect through concrete actions. Cyprus was one of the first countries worldwide that recognized seafarers as key workers and introduced practical measures for crew changes. Since May 2020, over 25000 seafarers have been repatriated or have been able to return to work through Cyprus. In February 2021, Cyprus presented a practical approach and a concrete proposal for a global vaccination program for seafarers adopted in the form of an ILO Resolution. The Cyprus government has also presented a detailed National Plan to provide COVID-19 vaccinations to over 40,000 seafarers on Cyprus-flagged, irrespective where ships are, and Cyprus-managed vessels, initially when calling at ports or anchorages in Cyprus, which is currently underway. To date, more than 6500 seafarers have been vaccinated in Cyprus and families continue to benefit from the advanced approach and ongoing support from Cyprus Shipping Deputy Ministry. We are also exploring the possibility of Cyprus becoming a vaccination hub for all visiting seafarers, as a further step to safeguard seafarer welfare.

The green transformation is one of the greatest challenges. There is a clear need to intensify efforts to ensure that shipping contributes meaningfully to climate change. At the same time, it is important to ensure that the sector maintains its competitiveness and its strategic importance for Europe. We will approach all the new legislative initiatives constructively, recognizing that there is a higher level of ambition in the EU. At the same time, it is important to emphasize that shipping is intrinsically global and when it comes to climate change mitigation there are no borders. In this respect, we should work for a legislative framework that is scalable and adjustable to any future global solution within the framework of IMO.
What actions are being taken by the Shipping Deputy Ministry of Cyprus to pass on the passion and love for the sea to the new generation?
What are the latest developments regarding the efforts for the sea passenger connection between Greece and Cyprus? What do we expect in the near future? The Cyprus-Greece Passenger Maritime Link ceased to operate in 2000 and the market conditions challenged the viability of the link and operators are reluctant to invest on this route. Despite the difficulties, the Cyprus Government is determined to reestablish this service with a national subsidy of around 5mln euros per year. Towards this direction, we are exploring ways to formulate a more attractive framework in accordance with the EU rules for Services of General Economic Interest and we will soon launch a new tender procedure in order to establish
A prerequisite for a sustainable shipping cluster is to create a culture for seafaring and maritime professions in Cyprus. We are an island, a maritime centre with a competent and reputable shipping industry. It is an absolute must to change the mindset of young people in order to acknowledge and promote the blue growth potential. We have recently launched a campaign www.seayourhorizon.com and a number of smart initiatives targeting students at primary and secondary schools to learn about shipping and blue economy studies and professions. We also need to bring closer the academic institutions with the shipping industry to develop a curriculum that reflects new trends of shipping, while supporting research and innovation towards the green and digital transformation of the sector. As part of our efforts to bring closer our citizens to the “blue world” and to share with the civil society our love and passion for sea and shipping, we plan to organise the first ever Festival “Live to Sea” aiming to promote sea as a source for human and planetary health, for climate and food security, for local jobs, for business and pleasure. The festival is scheduled to take place on Saturday 23 October, in cooperation with the Limassol Municipality, with various sea and maritime activities.

Cover story What maritime issues are high on the European agenda today, what is the feedback from Brussels and how do you keep a balanced diplomatic relation among EU and IMO regulations? Legislative initiatives aiming to reduce the environmental footprint of shipping are high on EU agenda. The recently announced legislative package “Fit for 55” aims to support EU’s binding target of achieving climate neutrality by 2050. In relation to maritime transport, the European Commission proposes the inclusion of shipping to the EU Emissions Trading System (ETS) and a legislative initiative - “FuelEU Maritime” - aiming to increase the use of renewable and low-carbon fuels in maritime transport. As a responsible maritime nation, we must actively participate to all the deliberations at global and EU for a positive change for shipping. It is not about keeping a balanced diplomatic relation between IMO and EU. It is about realizing the specificities of the sector as well as the different character, procedural framework and working structures of the two bodies and to be a credible contributor in order to effectively support global solutions, given the international nature of the shipping sector, thus ensuring a sustainable future for EU and global shipping. Do you feel ready to work towards the stated goals set out in the European Green Agreement and the United Nations 2030 Agenda for Sustainable Development? We are always ready to work constructively at European and global level to ensure that the shipping sector will have a meaningful contribution to climate change whilst maintaining its strategic importance for the global economy. We have demonstrated several times that we are able to listen to different views, to carefully evaluate different positions and to contribute effectively to the formulation of proposals by utilizing our richness of expertise. How is the public consultation process evolving for a strategic vision for Cyprus Shipping? We opened our doors to the global and local shipping industry, NGOs, other interested parties and to the civil society because their feedback is important for us. We know that to act effectively and proactively drive progress we must also listen and carefully consider the key challenges and opportunities that shipping is facing today and into the future, from multiple perspectives. The feedback and information that we gathered coupled with our internal team brainstorming formed the basis to determine our strategic vision and concrete objectives to take us forward. The long-term strategic vision for Cyprus shipping is ready and will be presented during the “Maritime Cyprus 2021” Conference. What efforts are being made during this period for the Cypriot Shipping to become: More Competitive - More Extroverted - More Adaptable - More sustainable Despite the COVID-19 pandemic during the last 12 months we worked hard, both internally and externally to set the ground for a strong, resilient, sustainable and socially responsible Cyprus shipping. A number of actions are listed below: - Introduction of practical measures for crew changes with Cyprus being the only country that proposed a practical and coordinated approach for a global vaccination program adopted in the form of ILO Resolution. - National Plan to vaccinate 40000 seafarers. - Launching of a range of green tax incentives demonstrating our com-

mitment to green transformation. - Initiatives at EU level to promote the image of shipping and to bridge the gap between the shipping industry and NGO’s. - Setting up the framework conditions for the digital transformation of the Shipping Deputy Ministry with clear timeline of implementation to support the concept of one stop-shop. - Promoting a culture for seafaring and maritime professions through a targeted campaigns to secondary schools. - Introduction of technical and safety standards for the registration of pleasure vessels designed to attract quality yachts and mega yachts to the Registry of Cyprus ships. - Formulation of a strategic vision for Cyprus Shipping that will be presented in October. - Internal evaluation and assessment of our processes and working practices leading to a new Organization Structure to ensure that is fit for purpose to serve our new strategic vision and sustainable goals. I believe that our strategic vision that will be based on three strategic pillars “SEA” Sustainability-Extrovert-Adaptability will create a new mindset, promoting a new working model for the Shipping Deputy Ministry. I am confident that our new sustainable actions and initiatives that will serve this new vision will embrace change, setting the conditions for a more sustainable and competitive Cyprus shipping. As of this year, Cyprus has been included in the world cruise map after several years of efforts. How important was this development and what benefits do you expect to get? It is a very important development for Cyprus. The government’s collective and coordinated effort to effectively respond to the cruise industry’s requests proved to be successful. Cyprus’ determination to facilitate crew changes and to promptly evaluate and endorse the necessary COVID-19 protocols was recognized and appreciated by the cruise industry. Some of the largest cruise companies in the world have already chosen Cyprus as a cruise base or are making plans to include Cyprus in their itineraries, contributing to the national economy and to the enrichment and upgrading of the tourism product of the island. Cyprus has the potential to become a significant cruise hub in the Eastern Mediterranean. The “Maritime Cyprus Conference” is an established biennial event organised by the Shipping Deputy Ministry in cooperation with the Cyprus Shipping Chamber and the Cyprus Union of Shipowners. Please give us details about this year’s event. The conference is scheduled to take place physically between 10-13 October in Limassol. Its main theme is “Embracing Change: a choice or necessity?”. It will tackle important topics in a rapidly changing maritime industry such as seafarer welfare, green and digital transformation, green finance, and the changing role of shipowners. It is one of the first opportunities in a year and a half for industry leaders to meet in person, this year’s event is expected to attract the elite of the shipping industry, including some of the most influential names in shipping. In line with the conference’s trademark format and style, all speakers have been invited solely on merit and the moderated panel sessions will only take place during the mornings of the conference, with the afternoons free for meetings and networking. The line-up features a number of senior representatives of regulatory bodies, including International Maritime Organization Secretary-General, Mr Kitack Lim, the European Commissioner for Transport, Ms Adena Valean, the Presidents of the International Chamber of Shipping, ECSA, and BIMCO, as well as renowned shipowners and world-class experts in the maritime sector.

Neophytos Papadopoulos (BEng, ΜΒΑ, PhD) Permanent Secretary For us at the Deputy Ministry of Shipping, the restrictions imposed by the dire effects of the Covid-19 pandemic, presented a silver lining: the opportunity for introspection with a view to ‘self-improvement’, through an in-depth assessment of our culture, processes and future goals. Having immersed ourselves into a number of interactive sessions of SWOT analysis we succeeded in the formulation of the medium-term strategy of 2022-’24, by the end of last year. In parallel, we performed systematic work and bottom-up interviews that led, in the first half of this year to a Blueprint for the Deputy Ministry’s digital transformation, and a timeline of implementation of 1Q22-4Q23, with funding coming from the Recovery and Resilience Facility administered by the European Commission. In the last few months work was intensified on drafting the long-term strategy, reflecting a bold and ambitious vision which will be unveiled in October this year, together with a changed organizational structure to serve and support it. Formulating the new organizational structure was an iterative process. It followed directly from the SWOT analysis and the medium term strategy, and adopted a two-pronged approach: One, leverage our people strengths and potential to support our goal ‘to establish a competitive sovereign registry and a top quality shipping ecosystem in Cyprus’, and two, promote an internal culture of knowledge (adoption of a systematic ‘lifelong’ training regime for the personnel at all levels, drafted in-house with input from the work of maritime-related intergovernmental international

and regional organizations and bodies, such as IMO and EMSA, with completion projected for the end of the current year), form a clear interface with regional and international Regulators, and create interdependency between the various internal functions, in order to create a versatile organization, mitigate weaknesses at the initial stage, and ultimately turn them into strengths. To top it up, the Human Resource, Legal, Accounts and Internal Audit units, are assigned a strategic role. Technology, through the digital transformation the Deputy Ministry will be undergoing, will be utilized to support the simplification of processes, increase effectiveness and efficiency, provide an improved customer experience through a hybrid interface, and facilitate the flow of information and assignment of projects and activities internally. Equally important will be the availability of new functionality which will allow storing and processing of data to support the administrative and supportive activity of the Registry vis-à-vis the shipping industry, and enable predictive analytics and support policy making. For the implementation of the digital transformation we will be adopting an ‘agile methodology’ which will see the delivery of electronic services to the shipping industry and internally as they are completed. Embracing all the changes in technology will be a new approach towards cybersecurity to ‘shield and protect’. We, at the Deputy Ministry of Shipping, are confident that a new era is dawning. It is the largest, in terms of number of personnel, overseas office maintained by the Shipping Deputy Ministry and it is administratively part of the Embassy of the Republic of Cyprus in Athens. The mission of the office is to support the shipping community operating ships under the Cyprus flag, in technical and operational matters, in order to improve the efficiency and quality of the services rendered by the Shipping Deputy Ministry. Within 2022 we anticipate to move to our new premises, also located in Piraeus, upgrading our presence in Greece. The office provides a wide range of services, including among others, ship registration and related transactions, issuance of ship’s certificates and legalization of official log books and ship’s articles. Shipping companies can carry out the registration of their vessels and all other relevant transactions here in Piraeus, accelerating the process by collecting all the necessary documents from our office. Moreover, the office deals with the process of seafarers’ documentation and certification by administering the necessary exams, and is also responsible for conducting inspections of Cyprus flagged ships in Greece. Having established an efficient way of communication and collaboration with the shipping companies based in Greece, we are able to respond effectively and support the smooth and safe operation of our ships. In this regard, we have successfully dealt with the requests of shipping compa-

Cyprus has over the years developed a reputation as a quality, modern and efficient flag providing high level services, whilst ensuring the highest possible standards in safety, security and environmental protection. In this context, the 24/7 service, provided also through the Piraeus Maritime Office, is highly appreciated by the Greek shipping community. As we are in the process to digitalise all services, we will soon be in a position to further increase our efficiency, without losing the human touch. Another important action taken by the Shipping Deputy Ministry, which received also positive feedback from the shipping community, is the abolishment of the registration and other fees, supporting our goal to establish a competitive sovereign registry. Navigating the future of Cyprus Shipping today The existing competitive Shipping taxation framework in Cyprus remained intact and as such, the Cyprus Shipping Industry is ready to attract more quality ships and Shipping companies in the future, which will contribute in the recovery plan set by the Cyprus Government and offering job opportunities to the local human capital. Shipping in Cyprus constitutes one of the few active and profitable sectors of the Economy. With its contribution at 7% of the GDP, it remains an industry with substantial prospects, should a number of important challenges be addressed. The resilient performance of the Shipping Industry, coupled with the fast pace the National Vaccination Program is progressing in Cyprus, provide much optimism for both the short and medium term. It is though expected, that the Cyprus Maritime Administration accelerates its efforts to digitalise/automate its operations and services offered to Shipping companies, thus making it ready to respond to the emerging demands of the World Economy and global competition. Equally necessary, is to urgently finalise the ongoing effort to adequately structure and staff the Shipping Ministry, as well as to headquarter the Ministry in a building which is able to accommodate its needs and reflect the modern Maritime Administration established in Cyprus. The unexpected course of events in the past year, could form a driving force for Shipping Industry to achieve its environmental goals and become even greener, if provided with targeted incentives for research and development in the field of marine technologies and alternative fuels, to ensure the technological innovation necessary to make the required zero-carbon transition within the IMO 2050 timeline. The Cyprus Shipping Chamber fully supports the global efforts to reduce Green House Gas emissions to achieve the 2015 Paris Climate Agreement, but this should be achieved in a way that is technologically safe and sound and economically viable, otherwise it will have a very negative impact on Shipping. Although this is a process that has long begun in Cyprus Shipping, the technology is expected to be fully embraced and adopted by the Industry the following years, in order to emerge even more competitive and efficient from this crisis. Taking into account the tangible prospects for a substantial growth of Cyprus Shipping, it is expected that the Cyprus Government and the Shipping Deputy Ministry in close cooperation with the Shipping Chamber, facilitate practical financial support and immediate resolvent of the multiple operational issues affecting Shipping Companies in Cyprus. In this respect the Cyprus road map to Recovery in response to the pandemic, should also be aligned with the country’s environmental and climate goals. We, therefore, urge our Government to consider the idea proposed by the Cyprus Shipping Chamber, to establish a Financial institution for the Shipping and Transport sector, which shall allocate funding

aligned with the Green Deal and/or, provide competitive ship finance to resident Shipping companies in close cooperation and active involvement of European Financial bodies. Finally, an important development in the year ahead, is that Cyprus will be taking the lead among European shipowners, with the Presidency of the European Community Shipowners’ Associations. In combination with the recent election of the CSC President, Mr. Themis Papadopoulos, at the Vice-Presidency of the International Chamber of Shipping, it creates an excellent opportunity for Cyprus to have an even stronger voice at an International and EU level and be at the forefront of efforts towards a sustainable recovery for global Shipping, which will have a very positive effect on Cyprus Shipping as well. Looking therefore into the future, proper planning and hard work are indispensable in our mission to preserve Cyprus’ leading edge. The Cyprus Shipping Industry is also more than ready to cooperate with the Cyprus State, offering its expert technical knowhow and specific suggestions providing a road map to a sustainable future and further growth of Cyprus Shipping, through new and innovative measures, supporting at the same time, the Cyprus Economy.

he Covid pandemic led to a severe global recession unique in its depth and severity. The Cyprus flag, reconfirming that crises create opportunities, stood strong providing practical solutions, such as the introduction of a safe corridor for crew changes, in addressing the single most important operational challenge, the inability to conduct timely and cost efficient crew changes. Cyprus shipping has also taken brave steps ahead to adapt to the ever-changing environmental regulations, green shipping and decarbonisation. We at Safe Bulkers, are proud of being the largest ship-owner under the Cyprus registry and of the role that Cyprus shipping has played despite the uncertainties of the crisis. Shipping markets emerged stronger in 2021 as the winds of global trade changed, so did Safe Bulkers. In line with our fleet renewal strategy, we have sold 6 of our older or Chinese built vessels, acquired 2 younger second-hand Japanese built ships and ordered 5 Japanese newbuilds designed that meet the NOx-Tier III and Phase 3 requirements of Energy Efficiency Design Index. When ordering newbuilds we invest in the latest technology that is currently available, complying with the strictest emission limits. Our industry’s regulatory environment is becoming more complex and includes U.S, E.U and the greenhouse gas ‘GHG’ regulations of the United Nations’ International Maritime Organization, ‘IMO’. In the foreseeable future we expect the trend of increasing regulatory compliance complexity to continue. The Paris Agreement aim is to limit global warming caused by GHG emissions, to less than 2 degrees. IMO’s strategy has set specific targets, to reduce CO2 emissions per transport work by at least 40% by 2030 vs. 2008 level, by 70% by 2050, and eliminate GHG emissions from shipping entirely before century ends, which represents a major challenge for the industry and for Cyprus shipping. There is only one way for Cyprus shipping to follow and that is foreword. Building greener & smarter ships, hull and propeller optimization, friction-reducing hull coatings, digital route optimization, electronic bills of lading, remote safety inspections by classification societies and cyber resilience will be the new normal. Cyprus flag the last years. We have taken action by placing our environmental investment activities at the very heart of our business strategy. We are committed to improving further the quality of fuel emissions and distinguish ourselves among our peers as an environmentally conscious leader. Taking risks and bearing investment costs comes in tandem. During the last three years we have invested more than $70 million in environmental upgrading of our fleet installing exhaust gas cleaning devices manufactured by reliable European makers in half of our fleet, and ballast water treatment systems ‘BWTS’ on 75% of our fleet, noting significant commercial benefits. Shipping is a business that is all about tradition, experience and learning from past mistakes. Based on that philosophy, passing our knowledge, good reputation and an environmental friendly sustainable shipping business to the next generation, is the key driver behind our investment strategy. I encourage fellow Greek ship-owners that use till now other flags to embrace also the Cyprus Flag. The responsiveness of the Cyprus Shipping Ministry to a fast changing competitive environment, by securing a favourable tax regime for the next 10 years will further enhance Cyprus as an international shipping business destination. We have been enjoying this business environment since 2015, when the biggest part of our shipping management operations moved to Limassol. Lastly, I would like to refer to Safe Bulkers Maritime Scholarships program for the professions of marine engineering, naval architecture and maritime law. During a year when the Cyprus society has faced significant challenges, and as a part of our corporate governance and social responsibility initiatives, we established an annual scholarship program which we feel can offer perspective for a brighter future to young students who are interested to indulge in the shipping industry. The program consists of 5 scholarships of 10,000 Euros each annually, which will be granted to students, either Cypriot citizens or Greek citizens settled in Cyprus, who are attending studies at universities in Greece and the United Kingdom. These scholarships will also benefit the next few years many shipping companies that may bring some of their operations to Cyprus.

The present and future of Cyprus Shipping innovation (R&I) is absolutely essential. This is an additional determinant of attracting shipping companies to a country. Unfortunately, in the R&I field, Cyprus scores low (it is a “Moderate Innovator” according to the European Innovation Scoreboard 2017, and it is slightly below the European Union average). The country has a small but growing R&I ecosystem, which is contributing to developing products and solutions to improve the ecological footprint of shipping and facilitate its compliance with new, stricter regulations and targets promoted at the European and international levels. Currently, the Shipping Industry is facing two critical challenges, known as the “twin transition”. These concern the green transformation (decarbonisation) and the digital transformation (gradual automation of functions and processes, Internet of Things/IoT, Big Data, Artificial Intelligence/AI, autonomy of ships). In a series of institutional texts, the European Union has incorporated the twin transition into the core of its policies and objectives. It has also highlighted the importance of practical-vocational education and training, which are integral for supplying the workforce with the necessary skills, including adaptability to the rapidly changing technological developments, in the context of lifelong learning.

Shipping is one of the most important pillars of the Cypriot economy, consistently contributing – despite the COVID-19 situation – 7% to the national GDP (around €1.2 billion). Shipping also supports the country’s employment sector, with approximately 3% of the active workforce in Cyprus providing services to the broader shipping industry. In particular, more than 55,000 seafarers are employed on Cypriot ships, and around 9,000 people are employed by shipping companies based in Cyprus. In addition, the Cyprus Registry is classified as the 11th largest merchant fleet globally and the 3rd largest fleet in the European Union. Finally, Cyprus is one of the three largest ship management centres globally and the largest in Europe. The factors that have contributed to the development of this major economic sector and the ranking of the Cyprus flag among the highest-quality and most competitive flags worldwide are the following: the geographical-strategic position of the country (it is located at the crossroads of three continents), its long maritime tradition, the continuous development of its shipping and ports infrastructure, its status as a Member State of the European Union, its specialised and knowledgeable human capital, its favourable tax regime, the existence of a robust maritime cluster committed to the provision of high-quality services, as well as its nexus of strategic regional and international agreements with other countries. However, to maintain and further strengthen the competitiveness of Cyprus Shipping, proximity and access to advanced research and

Given the challenges associated with the “twin transition”, we realise that this transition is occurring gradually, concurrently with the achievements of the 4th Industrial Revolution. It is also important to emphasise the following: The pressure of international organisations stimulates solution-driven research. At the same time, progress in this area conduces to developing more innovative tools, raising the bar of demands even higher for the maritime companies that are pursuing to be at the forefront of an industry that is predominantly competitive. In this context, the Cyprus Marine and Maritime Institute (CMMI) considers that the close cooperation between academic and research institutions and the Shipping Industry is a sine qua non for effective, applied research and innovation that will also have a commercial value. R&I is a prerequisite for securing a sustainable future for the Shipping Industry especially at a time when conventional/traditional “constants” are being dismantled and benchmarks are being replaced by a new, dynamically changing reality. In these challenging and exciting times, CMMI’s vision is to drive sustainable Blue Growth by undertaking R&I activities that will address the needs of the marine and maritime industry and society. The Institute has ten Research and Innovation Centres dealing with marine observation, maritime surveillance, underwater and seabed technologies, marine robotics, maritime digital transformation, marine engineering, marine and coastal ecosystems, the human element, marine cultural heritage, as well as marine and maritime policies and regional cooperation. In addition, CMMI aims to bridge the gap between available training options in the maritime sector and real labour market needs. To achieve this, the Institute will develop innovative educational / training programs which combine in-person activities with digital technologies, thus enabling professionals and students to acquire new skills and diversify and expand their existing skills and competencies.

They create a link between research, innovation, and the maritime sectors. This drive for innovation, and the commercial aspects of shipping present in Cyprus, help anchor the country at the centre of the transition. Ship management firms in Cyprus are leaders in the deployment of digital solutions, aligning themselves closely with the assets they manage, the owners who are their clients, and even the cargo owners who are their client’s clients. This collaborative contractual chain is just one clear demonstration of the changing industry as companies no longer work in isolation, or in silos. Cyprus is on a collaborative journey through existing work and more recent efforts, such as our Shipping Ministry’s open consultation.

As a country, Cyprus is defined historically as a nation of merchants. The future of Cypriot shipping will be defined by the collaborations we form today. Anyone in shipping will know that the industry is changing. New tools, new ship fuels, new propulsion, new regulations, new people and a significant shift in generational perspective. All shipping nations will be affected by this transformation as these novel business practices become commonplace. As a maritime nation, Cyprus is small but well-positioned. The country already has a well-integrated shipping cluster with a high global ranking. Limassol is the heart of Cypriot shipping, home to over 200 shipping companies and hundreds of maritime-related companies, with international operations as befitting a well-connected cluster, with many already taking steps to engage in our industry’s collaborative future.

The Ministry’s consultation launched earlier this year to bring in opinion to help strengthen our nation’s maritime presence globally and locally. The consultation focused on our environmental sustainability, digital transformation and persisting global challenges (such as seafarers rights and piracy). This consultation sought opinions and thoughts from those that care, both inside and outside Cyprus. It showed a government with strength, determination, and a belief in the combined future successes that will influence the industry. Cyprus has a chance to lead through example. The changes we have seen over the last two years, despite the COVID-19 pandemic, demonstrate the willingness to continue to do so. There is the passion and the skills embedded in culture and a spirit to ensure that the global maritime industry, and its various clusters and subsectors can thrive. To thrive may mean Cyprus has to realign its strategic direction and do so quickly. But Cyprus is not a huge ship set on only one course come-what-may. It has versatility with the dynamic nature of all those maritime companies in Limassol and elsewhere in Cyprus, with the desire of a government and a proactive Shipping Ministry, with the investment in research and development in marine and maritime issues from different organisations, and with the willingness of Cypriots engaged in our industry or seeking some of the new roles and careers our transforming industry will offer. So, the opportunity is there. But we need to lead the way by showing certainty in our future, and the only way to do that is to talk, to collaborate, both within the Cyprus cluster and internationally. On a global political and corporate scale, we need competitive collaboration, or maybe it’s collaborative competition. And we need a strong Maritime Cyprus as much as maritime needs Cyprus.

αρά την σημαντική βελτίωση των υγειονομικών δεδομένων, η Οργανωτική Επιτροπή του Συνεδρίου “Ναυτιλιακή Κύπρος” η οποία απαρτίζεται από εκπροσώπους του Υφυπουργείου Ναυτιλίας, του Κυπριακού Ναυτιλιακού Επιμελητηρίου και της Κυπριακής Ένωσης Πλοιοκτητών αποφάσισε τον επαναπρογραμματισμό του Συνεδρίου. Συγκεκριμένα, η Οργανωτική Επιτροπή λαμβανομένου υπόψη: (α) των διαχρονικών στόχων του Συνεδρίου που είναι, μεταξύ άλλων, η συνεύρεση και η δικτύωση της παγκόσμιας ναυτιλιακής κοινότητας γεγονός που προϋποθέτει φυσική παρουσία, (β) του παγκόσμιου χαρακτήρα του Συνεδρίου που παραδοσιακά προσελκύει ομιλητές και συνέδρους από όλα τα γεωγραφικά διαμερίσματα του κόσμου (γ) της αισθητά μειωμένης χωρητικότητας του Συνεδριακού και Εκθεσιακού χώρου λόγω της τήρησης των μέτρων αποστασιοποίησης που καθορίζονται στα υγειονομικά πρωτόκολλα για συνέδρια και εκδηλώσεις σε εσωτερικούς χώρους έκρινε σκόπιμο όπως το Συνέδριο που ήταν προγραμματισμένο για τις 10-13 Οκτωβρίου 2021 μεταφερθεί για τις 9-12 Οκτωβρίου 2022, διαφυλάσσοντας έτσι τον ποιοτικό χαρακτήρα και την όλη φιλοσοφία του Συνεδρίου. Η νέα ημερομηνία έχει ήδη κοινοποιηθεί στους εκπροσώπους της παγκόσμιας ναυτιλιακής βιομηχανίας και το Συνέδριο θα ενταχθεί στο διεθνές ναυτιλιακό καλεντάρι του 2022.

Την Τετάρτη 8 Σεπτεμβρίου πραγματοποιήθηκε η Γενική Συνέλευση και οι Αρχαιρεσίες για την εκλογή νέου Διοικητικού Συμβουλίου του Propeller Club Πειραιά. Με ομολογουμένως μεγάλη επιτυχία, αθρόα φυσική συμμετοχή μελών αλλά και online παρακολούθηση και συμμετοχή, πραγματοποιήθηκε στο Ναυτικό Όμιλο Ελλάδας η υβριδική Γενική Συνέλευση και οι Εκλογές του Propeller Club Πειραιά, την Τετάρτη 8 Σεπτεμβρίου 2021, στις 6μ.μ. Λόγω πανδημίας, για πρώτη φορά, υπήρχε δυνατότητα για φυσική συμμετοχή στις διαδικασίες του Club. Παράλληλα, η Γενική Συνέλευση μεταδιδόταν σε live streaming για όποιους ήθελαν να την παρακολουθήσουν από μακριά, ενώ είχε δοθεί δυνατότητα και για online ψηφοφορία στις εκλογές, μέσω της πλατφόρμας Eventora. Συνολικά ψήφισαν για πρώτη φορά με υβριδικό τρόπο 309 μέλη, αριθμός που αποτελεί ρεκόρ, καθώς στις προηγούμενες εκλογές τα μέλη που ψήφισαν ήταν 235. Από αυτά, 185 μέλη ψήφισαν με φυσική παρουσία και 124 ηλεκτρονικά. Στις εκλογές έλαβαν μέρος συνολικά 27 υποψήφιοι για τις 16 θέσεις των Κυβερνητών και 3 υποψήφιοι για τις θέσεις των 3 μελών της Εξελεγκτικής Επιτροπής. Οι αρχαιρεσίες ανέδειξαν το επόμενο Διοικητικό Συμβούλιο του Club, ενώ εξελέγησαν όλα τα μέλη του προηγούμενου Διοικητικού Συμβουλίου που έβαλαν υποψηφιότητα, και εισήχθησαν 5 νέα μέλη. Την Τρίτη 14 Σεπτεμβρίου ο κ. Κωστής Φραγκούλης ως πρώτος σε ψήφους έχει συγκαλέσει το πρώτο Διοικητικό Συμβούλιο για την εκλογή της Διοικούσας Επιτροπής. Πριν την έναρξη της Γενικής Συνέλευσης, ανακοινώθηκε επισήμως η δωρεά του Propeller Club Πειραιά προς την Ελληνική Ομάδα Διάσωσης για την ενίσχυση του έργου τους στην κατάσβεση πυρκαγιών, ενώ ακολούθησε ένας σύντομος χαιρετισμός του Προέδρου της Ελληνικής Ομάδας Διάσωσης κ. Γιώργου Καλογερόπουλου. Της Γενικής Συνέλευσης προήδρευσε, ως είθισται, ο Πρόεδρος του Διοικητικού Συμβουλίου κ. Κωστής Φραγκούλης. Γραμματέας της Συνέλευσης ορίστηκε ο κ. Χρήστος Τιμαγένης μετά από πρόταση του Προέδρου, ενώ ο ταμίας Δημήτρης Βασιλάκος παρουσίασε τον ισολογισμό και προϋπολογισμό του Club. Κατά τη Γενική Συνέλευση, ο απερχόμενος Πρόεδρος του Propeller Club κ. Φραγκούλης έκανε τον απολογισμό της δράσης του Διοικητικού του Συμβουλίου, διαβάζοντας τα πεπραγμένα. Πολλά από τα στοιχεία που παρέθεσε προκάλεσαν αίσθηση, καθώς αφορούσαν σε στοιχεία που καταδεικνύουν τη μεγάλη πρόοδο του Club. Μεταξύ άλλων, ο κ. Φραγκούλης τόνισε πως η προηγούμενη διετία ήταν εξαιρετική ως προς τα οικονομικά στοιχεία του Club, παρά τις δύσκολες συνθήκες λόγω της πανδημίας. Επίσης ήταν μια διετία όπου ξεχώρισε η νέα στρατηγική επικοινωνίας και προβολής του Propeller Club με ενεργοποίηση και έντονη παρουσία στα Social media και τον Τύπο, μια διετία με εξαιρετική γραμματειακή υποστήριξη και οργάνωση, αλλά και μια διετία που υποδέχτηκε πολλά και αξιόλογα νέα μέλη στο Club. Ενδεικτικά, το απερχόμενο Διοικητικό Συμβούλιο παρέδωσε Ταμείο με θεαματική αύξηση της τάξης του 228%. Την ίδια διετία, τα έσοδα αυξήθηκαν κατά 10%, ενώ τα έξοδα του club μειώθηκαν κατά 26% και οι εισφορές των μελών παρουσίασαν μια επίσης πολύ μεγάλη αύξηση κατά 67%. Επίσης εισήλθαν 203 νέα μέλη, και μετά τη διαγραφή παλαιών μη ενεργών μελών, το Propeller Club έχει σήμερα 558 μέλη εκ των οποίων το 80% είναι ταμειακώς ενήμερα. Τέλος, το πρόγραμμα δωρεών και υποτροφιών που αποτελεί κι έναν βασικό πυλώνα δραστηριοποίησης του Club, αυξήθηκε κατά 60%. Παρά τους περιορισμούς, τις δυσκολίες και τα lockdown που ίσχυσαν κατά το μεγαλύτερο μέρος της θητείας του Διοικητικού Συμβουλίου, το Propeller Club κατάφερε να παραμείνει ενεργό και δημιουργικό, πραγματοποιώντας 23 εκδηλώσεις, με τις 8 από αυτές να είναι με φυσική παρουσία και οι 15 online. Κατά τη διάρκεια των αρχαιρεσιών και αναμένοντας τα αποτελέσματα, μέσα σε ένα ιδιαίτερα ευχάριστο και φιλικό κλίμα, τα μέλη του Propeller Club είχαν την ευκαιρία να απολαύσουν ένα ελαφρύ κοκτέιλ. Ήταν μια εξαιρετική ευκαιρία για όλους να βρεθούν από κοντά, να ανταλλάξουν σκέψεις και εμπειρίες, θέτοντας τον τόνο για μια νέα δημιουργική και απαιτητική χρονιά.

However, the shipping related proposals issued by the European Commission last week, as part of their “Fit for 55” package to address the climate crisis, may prove ineffective and at the same time greatly impact European shipowners and undermine global efforts to meet the required environmental objectives. The inclusion of shipping in the EU ETS and the FuelEU Maritime proposals in the package, while intended to accelerate the sector’s energy transition to cleaner fuels do not ensure that absolute emissions reductions will be achieved. The decarbonisation of the shipping industry is a global and not a regional challenge and as a regional market-based measure, the EU ETS will seriously undermine the ongoing international efforts and negotiations at IMO towards the sector’s decarbonisation. It could lead to retaliatory similar measures by major economies outside the EU thereby weakening the possibilities for a global solution for the shipping industry. The very complex characteristics of the shipping industry, with numerous ship types, trades, contractual relationships and stakeholders involved, make the ETS with a fluctuating carbon price, a system that will negatively impact the many small and medium sized shipowners who form the backbone of European shipping. Furthermore, generated revenues should support the sector’s energy transition. It is important that revenues from the ETS should be used to support investment in research and development as it is acknowledged by all that decarbonisation will only be possible with the development of fuels and technologies that do not currently exist.

It should also be recognized that shipping’s decarbonisation should not fall solely on the shoulders of the shipowners, but it should be a collective effort by all stakeholders involved in the maritime transportation supply chain such as the charterers, cargo owners, fuel suppliers, engine manufacturers, ship builders and ports. In this respect the Chamber welcomes the recognition of the role of the commercial operator in the proposal for the inclusion of shipping into the EU ETS. Regrettably also, the FuelEU Regulation, which aims to promote the market uptake of cleaner fuels that are currently not commercially available, rather than imposing a fuel mandate on fuel suppliers, as is the case with other modes of transport, unfairly targets the ship operators, who cannot be held responsible for either the quality or the availability of specified fuels. Furthermore, the FuelEu proposal introduces a second administrative burden in addition to the MRV system, i.e. shipping companies will be subjected to a whole new separate system of reporting and verification of the carbon intensity of the fuels used onboard. This coupled with penalties for those companies that fail to meet the targets due to no fault of their own but due to the unavailability of specified fuels will further and unfairly burden the shipping industry. Appreciating that the proposals will be considered further in the EU, the Chamber looks forward to working with the Cyprus flag, the European Parliament, the European Commission and other stakeholders in order to achieve the adoption of a pragmatic and realistic approach through the proposals. Our aim remains to develop rules that are not only environmentally ambitious in theory but also workable in practice and compatible with our industry’s international characteristics.

Cyprus is one of the world’s leading maritime hubs with an increasingly influential voice on the international stage. It is home to ship managers running some 3,300 ships or over 20% of the world’s third-party managed fleet, while the Cyprus Ship Registry has the third largest fleet in the EU and the 11th largest globally, with more than 1,000 oceangoing vessels of around 24m gt. The country is an IMO Council member and strong supporter of the International Maritime Organization’s ambitious decarbonisation plans for shipping. The Shipping Deputy Ministry recently announced a reduction of up to 30% in annual fees of its EU-approved Tonnage Tax System for Cyprus-flagged ships displaying good environmental credentials. Lloyd’s Register (LR) is proactively helping both Cyprus as a country and Cyprus-based ship managers, owners and operators meet the decarbonisation challenge. LR’s Global Gas Segment and a team of experts have been closely involved, since its early stages, to the conversion of a 2002-built LNG carrier, the 137,000 m3 Galea, into a floating storage and regasification unit to provide an alternative and more environmentally friendly form of electricity generation for the island, providing the path towards a low- or even zero-carbon energy future. Meanwhile, LR’s Maritime business has been busy over the past couple of years expanding its presence on the island where it now operates a full-time office of three. By combining rich technical expertise and strong commercial commitment it is able to fully meet local clients’ needs and ambitions. Cypriot national Philip Hadjisoteriou is Client Relations & Business Development Manager. He holds a Master’s degree in Mechanical Engineering from Leeds University and formerly worked as a surveyor for LR Miami, where he spent three years involved with ship surveys and dry docks, especially on cruise ships and yachts, before becoming a Client Manager on the US East Coast. Working alongside him is Pavlos Kioussis, Lead Client Care Specialist and Lead Surveyor, who is legal representative and first point-ofcontact for technical matters and requests for all clients based in Cyprus. He is able to provide technical advice and guidance to ship owners/managers/operators and has considerable experience of ship surveys and newbuildings, especially tankers and bulk carriers, having spent 10 years working in China as a surveyor and then

project manager for LR between 2009 and 2018. Regarding assistance to Cypriot clients with their decarbonisation challenge, Hadjisoteriou explains that LR’s main role at present is centred on the new Energy Efficiency Existing Ships (EEXI) Index and “helping ship managers and owners – either directly or through their managers – have a look at their fleet, identify the lesser performing vessels and provide consultancy services to bring the numbers where they should be.” Underpinning LR’s support for decarbonisation efforts in Cyprus is the creation of a new Maritime Performance Services (MPS) Hub in South Europe that was announced in May. Based in Athens, but also covering Cyprus and the rest of the East Med, the Hub will also incorporate activities of LR’s recently launched Decarbonisation Advisory Centre. A dedicated local team of experts has been assembled at the MPS Hub in Athens, led by Theodosis Stamatellos, LR’s South Europe Marine and Offshore Regional Manager, to provide services ranging from technical advisory, fuel testing and condition assessment programmes to emissions modelling capabilities. This human expertise will be supported by LR cloud-based digital platforms offering valuable insights for fleet management and fleet optimisation, tailored to specific client needs. A member of the Cyprus Shipping Chamber, LR also recently signed up to work with the EU-funded Cyprus Marine & Maritime Institute (CMMI) on its vision to drive sustainable Blue Growth’ on a local, regional and international level. A Centre of Excellence for marine and maritime research, innovation and technology development, CMMI has 10 Research and Innovation Centres involved in marine observation, marine robotics, maritime digitalisation, maritime engineering, marine and coastal ecosystems, maritime human element, marine cultural heritage, marine and maritime policies and regional cooperation, and underwater and seabed technologies. “The involvement of all stakeholders in the shipping industry is essential to ensure its sustainability… [and] CMMI intends to contribute to this effort by being a partner of choice for research and innovation activities within the marine and maritime sectors,” comments its CEO Zacharias Siokouros. “CMMI looks forward to a close collaboration with LR on a broad scope of matters relating to the maritime sector.”

Ecochlor Completes all Land-based and Shipboard Testing for EcoOne™ Filterless BWMS
Ecochlor, Inc. is pleased to announce the completion of all landbased and shipboard testing for the filterless, EcoOne™ ballast water management system (BWMS) in preparation for an application for USCG and IMO BWMS Code Type Approvals. DNV GL was chosen to act as the Independent Lab (IL) throughout the entire process and has been responsible for the evaluation, inspection, testing oversight and submission of the EcoOne™ BWMS Type Approval applications. The Land-based biological efficacy (BE) testing, was undertaken by the Golden Bear Research Center (GBRC) in California, USA. GBRC performed the tests, analyzed samples, and managed test results in the required format by the IL. Whole effluent toxicity testing was also performed successfully as part of the land-based tests. The Shipboard testing, undertaken by DHI as sub-laboratory, was completed to test the BE and related shipboard operational performance (OP) of the EcoOne™ BWMS on board a commercial vessel. DHI performed the shipboard tests, analyzed samples, managed test results in the required format by the IL. Due to global pandemic restrictions, shipboard testing was allowed to be performed on two commercial vessels owned by Maran Tankers, a VLCC and an Aframax, during their typical vessel voyage routes within the 6-month testing period. The filterless EcoOne™ BWMS is a one-step treatment process utilizing ClO2 alone. Vessels operating this system can operate

anywhere in marine and brackish waters (i.e., ≥ 1PSU) and with no restrictions on temperature or turbidity. The EcoOne™ Hybrid BWMS has a dual mode of operation with both filtration & ClO2 or ClO2 alone. This system will allow shipowners to operate their BWMS either with or without a filter. This option will be suited for shipowners who wish to have the flexibility of unrestricted operation in freshwater globally, with the convenience of a no-filter system. Vessels that already have an Ecochlor BWMS with filters installed can upgrade to the Hybrid option with minimal cost. The Ecochlor BWMSs not only meet and exceed environmental regulatory standards, these systems have a reputation in the industry as one of the most dependable in the market with a product line that offers one-stop BWMS options to the shipowner for any vessel, on any trading route, in any port, worldwide! Δείπνο του Propeller Club Πειραιά προς τιμήν των Μελών της Παγκόσμιας Διακοινοβουλευτικής Ένωσης Ελληνισμού Με μεγάλη επιτυχία και σε ένα ειδυλλιακό περιβάλλον πραγματοποιήθηκε την Παρασκευή 30 Ιουλίου το δείπνο που παρέθεσε ο Πρόεδρος και το Διοικητικό Συμβούλιο του Propeller Club Πειραιά προς τιμήν των μελών της Παγκόσμιας Διακοινοβουλευτικής Ένωσης Ελληνισμού (Πα.Δ.Ε.Ε), στο Ναυτικό Όμιλο Ελλάδος. Στην εκδήλωση παρευρέθησαν 32 μέλη νομοθετικών σωμάτων και πολιτειακών κοινοβουλίων Ελληνικής καταγωγής από 6 χώρες, μέλη των οικογένειών τους, εκπρόσωποι της Ελληνικής κυβέρνησης, ο Πρόεδρος του Ναυτικού Επιμελητηρίου Ελλάδας, ο υπαρχηγός του Ελληνικού Πολεμικού Ναυτικού, η Πρόεδρος της WISTA HELLAS, εκπρόσωποι της Αμερικανικής Πρεσβείας στην Ελλάδα, ο Γ.Γ του Ελληνο-Αμερικανικού Επιμελητηρίου, η Πρόεδρος της Ναυτιλιακής Λέσχης Πειραιά, πλοιοκτήτες και στελέχη ναυτιλιακών εταιριών, δημοσιογράφοι, ο Επίτιμος Πρόεδρος του Propeller Club Πειραιά, ο Περιφερειακός Αντιπρόεδρος Νοτίου Ευρώπης και Αφρικής του International Propeller Club, μέλη και το Διοικητικό Συμβούλιο του Propeller Club Πειραιά. Ο σκοπός της εκδήλωσης ήταν να τιμηθεί η Πα.Δ.Ε.Ε, να υπάρξει ανταλλαγή πληροφοριών και απόψεων μεταξύ όλων αυτών των κορυφαίων φορέων της χώρας και της ΠΑ.Δ.Ε.Ε , αλλά και να τεθούν ισχυρά θεμέλια συνεργασίας των δύο Ενώσεων, με κοινό στόχο την περαιτέρω ενδυνάμωση της θέσης και του ρόλου της Ελληνικής ναυτιλίας στην οικονομία της χώρας. H εκδήλωση αυτή ήταν ουσιαστική και χρήσιμη, παράλληλα με τον κοινωνικό χαρακτήρα της. Μέσω των ομιλιών αλλά και των πολλών κατ’ ιδίαν συζητήσεων και επαφών, το Propeller Club Πειραιά επικοινώνησε τα σημαντικά ζητήματα της Ελληνικής Ναυτιλίας και έθεσε προτεραιότητες ώστε η ΠΑ.Δ.Ε.Ε να βάλει ακόμη πιο δυναμικά και στοχευμένα τα θέματα της Ελληνικής Ναυτιλίας στην ατζέντα της. Τους εκλεκτούς καλεσμένους καλωσόρισε αρχικά η Γενική Γραμματέας του Propeller Club Πειραιά κ. Δανάη Μπεζαντάκου. Αξίζει να σημειωθεί πως στην εκδήλωση τηρήθηκαν όλες οι υγειονομικές οδηγίες για την προφύλαξη από τον κορωνοϊό και πως εν μέσω καύσωνα και καλοκαιρινών διακοπών, την εκδήλωση τίμησαν με την παρουσία τους 220 άτομα. Στην εναρκτήρια ομιλία της βραδιάς ο Πρόεδρος του Propeller Club Πειραιά Κωστής Φραγκούλης καλωσόρισε τους παρευρισκόμενους δηλώνοντας πόσο χαρούμενος είναι που μετά από ενάμιση χρόνο πραγματοποιείται η πρώτη εκδήλωση του Club με φυσική παρουσία ενώ τόνισε πως ‘’το Propeller Club Πειραιά είναι το αρχαιότερο και πιο σημαντικό σωματείο της Ελληνικής ναυτιλίας, το 2ο μεγαλύτερο Propeller Club ανάμεσα σε 72 club παγκοσμίως. Nιώθω πως σήμερα είμαστε πιο ενωμένοι και αυτό μας κάνει πιο ισχυρούς από ποτέ’’.

Συνέχισε την ομιλία του λέγοντας πως “εργαζόμαστε όλοι εντατικά, με πάθος και αγάπη ώστε η Ελληνική Ναυτιλία όχι μόνο να διατηρήσει την πρώτη της θέση παγκοσμίως, αλλά να μεγαλώσει και να εκφράσει το τεράστιο δυναμικό της, να παίξει τον γιγαντιαίο ρόλο που μπορεί να παίξει ως ηγέτης. Για να λειτουργήσει όμως όπως ένα πραγματικός ηγέτης, χρειάζεται συνεχή και καλά συντονισμένη προσπάθεια από όλους μας”. Και συνέχισε λέγοντας πως “η αποψινή βραδιά είναι μια ευκαιρία για το Propeller Club Πειραιά και την Πα.Δ.Ε.Ε να ενώσουν δυνάμεις για το καλό της Ελλάδας και των Ελλήνων, να θέσουμε κοινούς στόχους ώστε η Ελληνική Ναυτιλία να ενισχύσει το ρόλο της ως κεντρικός πυλώνας της Ελληνικής οικονομίας”. Στη συνέχεια της βραδιάς, ο πρόεδρος του Ναυτικού Επιμελητηρίου Ελλάδας Δρ. Γιώργος Πατέρας, κατά τη διάρκεια της κεντρικής ομιλίας του αναφέρθηκε στη σχέση της ναυτιλίας με το περιβάλλον και τα σημαντικά οικολογικά ζητήματα του κλάδου αλλά και της παγκόσμιας οικονομίας, σημαντικό μέρος της οποίας είναι η ναυτιλία. Τόνισε πως η μη χρήση των ορυκτών καυσίμων δεν αποτελεί βιώσιμη λύση αυτή τη στιγμή για το περιβάλλον και τις θαλάσσιες μεταφορές, καθώς έτσι θίγεται θανάσιμα η οικονομία και πως σήμερα δεν υπάρχουν ακόμη αρκετές εμπορικά και τεχνικά βιώσιμες περιβαλλοντικές λύσεις. Και συνέχισε λέγοντας πως το κόστος των απαιτούμενων περιβαλλοντικών βελτιώσεων, δεν θα έπρεπε να βαραίνει μόνο τους πλοιοκτήτες. Τέλος ο Δρ. Πατέρας αναφέρθηκε και σε ένα άλλο ενδιαφέρον περιβαλλοντικό στοιχείο, τη μέριμνα και τον ενεργό ρόλο του Ναυτικού Επιμελητηρίου Ελλάδας στην αποφυγή συγκρούσεων πλοίων με φάλαινες στις Ελληνικές θάλασσες. Σχετικά με το βραβείο συνολικής προσφοράς που το Propeller Club απένειμε στην Πα.Δ.Ε.Ε, στη σύντομη ομιλία του ο κ. Γιάννης Μπελούσης, Πρόεδρος της Επιτροπής Μελών του Propeller Club Πειραιά, αναφέρθηκε στην ιστορία της Πα.Δ.Ε.Ε που φέτος συμπληρώνει 25 χρόνια από την ίδρυσή της, και το σημαντικό της έργο, προωθώντας με δυναμισμό τα ζητήματα του Ελληνισμού παγκοσμίως. Τέλος, ο γερουσιαστής και Πρόεδρος της Πα.Δ.Ε.Ε Λεωνίδας Ραπτάκης, παραλαμβάνοντας το βραβείο από τον Πρόεδρο του Propeller Πειραιά κ. Φραγκούλη, ανέφερε πως όλα τα μέλη της Ένωσης αγαπούν βαθειά την Ελλάδα και είναι υπερήφανα για την καταγωγή τους. Επισήμανε πως η Ναυτιλιακή βιομηχανία είναι η ψυχή της Ελλάδας και δεσμεύτηκε ότι θα κάνει ότι είναι δυνατόν με τους συναδέλφους του ώστε στα κράτη τους, η Ελληνική Ναυτιλία να προστατεύεται, να ενισχύεται και όχι να τιμωρείται. Κατά την εκδήλωση, όλα τα παρευρισκόμενα μέλη της Πα.Δ.Ε.Ε έλαβαν τιμητική πλακέτα από τους Κυβερνήτες του Propeller Club Πειραιά, ενώ η βραδιά ολοκληρώθηκε με πυροτεχνήματα και σύντομο μουσικό πρόγραμμα από την διεθνώς αναγνωρισμένη Ελληνίδα σοπράνο Κάτια Πάσχου.

Αυξήθηκε κατά 45% το πρόγραμμα Δωρεών και υποτροφιών του Propeller Club Πειραιά Το πρόγραμμα δωρεών και υποτροφιών του Propeller Club Πειραιά για το 2021 βρίσκεται ακόμη σε εξέλιξη και ως σήμερα έχει ωφελήσει συνολικά 40 οργανώσεις, φορείς, ιδρύματα και φυσικά πρόσωπα. Αξίζει να σημειωθεί πως το πρόγραμμα έχει παρουσιάσει μια εντυπωσιακή αύξηση τους πρώτους 7 μήνες της χρονιάς, της τάξης του 45% σε σύγκριση με ολόκληρο το 2019 ενώ η τάση του είναι συνεχώς αυξητική. Ένας βασικός ιδρυτικός σκοπός του Propeller Club Πειραιά είναι οι χορηγίες και η αρωγή δράσεων και πρωτοβουλιών γύρω από τον ευρύτερο τομέα της Ναυτιλίας, ενώ σημαντικό κομμάτι των χορηγιών είναι και οι υποτροφίες για Ναυτιλιακές σπουδές. “Οι δωρεές και οι υποτροφίες του Propeller Club Πειραιά ήταν και θα παραμείνουν πολύ ψηλά στη λίστα των προτεραιοτήτων μας” είπε χαρακτηριστικά ο Πρόεδρος του Propeller Club Κωστής Φραγκούλης. “Νιώθω μεγάλη ικανοποίηση που κάθε χρόνο το πρόγραμμα υποτροφιών μας μεγαλώνει και αγγίζει όλο και περισσότερους φορείς αλλά και νέους ανθρώπους που αποτελούν το μέλλον της χώρας μας. Έκτακτη Δωρεά από το Propeller Club Πειραιά για αγορά εξοπλισμού δασοπυρόσβεσης Με γνώμονα τις εξαιρετικά δύσκολες συνθήκες που βίωσε η χώρα μας με τις καταστροφικές πυρκαγιές των τελευταίων μηνών, το Διοικητικό Συμβούλιο του Propeller Club συνεδρίασε εκτάκτως την Τρίτη 17 Αυγούστου 2021, και αποφάσισε να προβεί σε νέα, επιπλέον δωρεά προς τη Μη Κυβερνητική Οργάνωση “Ελληνική Ομάδα Διάσωσης” για την αγορά δασοπυροσβεστικού εξοπλισμού και μέσα ατομικής προστασίας για τους εθελοντές που συμμετέχουν σε κατασβέσεις, εξασφαλίζοντας πρωτίστως την προσωπική τους ασφάλεια. Ο εξοπλισμός περιλαμβάνει: αντιπυρικά χιτώνια και παντελόνια πυρόσβεσης, μπότες, κράνη & καλύμματα αυχένα για τα κράνη, μάσκες, προστατευτικά γυαλιά, γάντια, πυρίμαχες κουκούλες, φακούς, ασύρματους χειρός. «Το Propeller Club Πειραιά είναι πάντα δίπλα στην Ελληνική κοινωνία. OCEANKING partners with HAT Analytics to offer condition monitoring for diagnosis and troubleshooting of ships’ rotating machinery
OCEANKING Technical & Trading S.A. and HAT Analytics, recently formed a partnership to jointly expand access to the HAT Digital Health Monitoring System in the Greek and Cypriot markets and support ship owners and operators to elevate their focus on proactive machinery condition monitoring. The partnership falls under Oceanking’s Digitalization Initiative launched in 2019. The HAT system, equipped with a 3-axis vibration meter, allows the on-board crew, through a guided procedure, to take measurements from all the rotating machinery (typically more than 100) on-board the vessel. An embedded diagnostics algorithm instantly provides machinery condition diagnosis and identifies early signs of malfunction. The generated reports and associated statistics are also accessible by the shore office fleet managers through a cloudbased platform. Ένωσις Ελλήνων Εφοπλιστών Δέσμη μέτρων της ΕΕ για “Fit for 55” Οι Έλληνες εφοπλιστές επικροτούν την αναγνώριση του δομικού ρόλου των ναυλωτών στην απανθρακοποίηση της ναυτιλίας, αλλά διατηρούν τις ενστάσεις τους για την καταλληλότητα και αποτελεσματικότητα των προτεινόμενων μέτρων Στο πλαίσιο της δέσμης μέτρων “Fit for 55”, η Ευρωπαϊκή Επιτροπή δημοσίευσε την 14/7/2021 δύο προτάσεις για την απεξάρτηση της ναυτιλίας από τον ορυκτό άνθρακα: την ένταξη της ναυτιλιακής βιομηχανίας στο Σύστημα Εμπορίας Δικαιωμάτων Εκπομπών της ΕΕ (EU ETS) και την πρόταση FuelEU Maritime. Οι προτάσεις αποσκοπούν στην επιτάχυνση της ενεργειακής μετάβασης του τομέα σε καθαρότερα καύσιμα, αλλά, σε κάθε περίπτωση, θα πρέπει να διασφαλιστούν η αποτελεσματικότητα των προβλεπόμενων κανόνων ως προς την επίτευξη πραγματικής μείωσης των εκπομπών και η βιωσιμότητα του ναυτιλιακού τομέα. Ως περιφερειακό αγορακεντρικό μέτρο, το EU ETS είναι ασύμβατο με τον παγκόσμιο χαρακτήρα των θαλάσσιων μεταφορών, καθώς και με τον τρόπο λειτουργίας της ναυτιλίας, ενώ υπονομεύει σοβαρά τις συνεχιζόμενες διεθνείς προσπάθειες και διαπραγματεύσεις για την απανθρακοποίηση του τομέα. Ένα σύστημα εμπορίας εκπομπών είναι ανεφάρμοστο για τις χιλιάδες ναυτιλιακές Μικρομεσαίες Επιχειρήσεις (ΜΜΕ) που απαρτίζουν το μεγαλύτερο μέρος του κλάδου. Στο πλαίσιο αυτό, η Ένωσις Ελλήνων Εφοπλιστών (ΕΕΕ) σημειώνει το γεγονός ότι η εμβληματική πρόταση της Ευρωπαϊκής Επιτροπής αναγνωρίζει, σύμφωνα με την αρχή «ο ρυπαίνων πληρώνει», τον δομικό ρόλο του ναυλωτή, ο οποίος είναι κατά κύριο λόγο υπεύθυνος για την επιλογή των καυσίμων του πλοίου, της διαδρομής, του φορτίου, της ταχύτητας και του σχετικού κόστους του καυσίμου που καταναλώνεται. «Η αναγνώριση της ευθύνης των ναυλωτών, για την κάλυψη του κόστους συμμόρφωσης στο πλαίσιο του EU ETS, δείχνει τη σωστή κατεύθυνση που θα πρέπει να έχουν οι συζητήσεις κατά την επόμενη φάση της νομοθετικής διαδικασίας, με τη συμμετοχή και του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου», δήλωσε ο Πρόεδρος της ΕΕΕ, κ. Θεόδωρος Βενιάμης. «Ωστόσο, συμμεριζόμαστε πλήρως τις βαθιές ανησυχίες των εμπορικών διεθνών εταίρων της ΕΕ και την αντίθεσή τους κατά της επιβολής αυτού του μονομερούς μέτρου στο διεθνές εμπόριο, το οποίο εκλαμβάνεται ως ένα μέτρο εισροής εσόδων, και όχι ένα μέτρο με πραγματικά περιβαλλοντικά οφέλη». Ο κ. Βενιάμης σχολίασε: «Αντί να επιβάλει την υποχρέωση στους προμηθευτές καυσίμων, όπως συμβαίνει σε άλλους κλάδους των μεταφορών, καθιστώντας τους υπεύθυνους για την ένταση άνθρακα του καυσίμου που παρέχουν στα πλοία, οι υπηρεσίες της Ευρωπαϊκής Επιτροπής στοχοποιούν άδικα και αδικαιολόγητα τα πλοία και τους διαχειριστές τους, οι οποίοι δε μπορούν να θεωρηθούν υπεύθυνοι για την ποιότητα ή τη διαθεσιμότητα καυσίμων καθορισμένων προδιαγραφών. Η ένταση του άνθρακα στα ναυτιλιακά καύσιμα θα πρέπει να ρυθμίζεται σε παγκόσμιο επίπεδο και υπό την προϋπόθεση της επαρκούς διαθεσιμότητας μη ορυκτών εναλλακτικών καυσίμων, τα οποία δεν είναι επί του παρόντος διαθέσιμα για την ποντοπόρο ναυτιλία και δε θα είναι ούτε στο άμεσο μέλλον. Χωρίς σημαντικές επενδύσεις στην Έρευνα και Ανάπτυξη από εμπλεκόμενους φορείς εκτός τομέα, όπως κατασκευαστές μηχανών, παραγωγούς καυσίμων και προμηθευτές ενέργειας, η ναυτιλιακή βιομηχανία θα παραμείνει εξαρτημένη από τον άνθρακα». Σχολιάζοντας περαιτέρω την πρόταση, ο κ. Βενιάμης δήλωσε: «Δυστυχώς, η Ευρωπαϊκή Επιτροπή εισάγει ένα δεύτερο σύστημα MRV και έναν σύνθετο συγκεντρωτικό μηχανισμό συμμόρφωσης, όπου, σε συνδυασμό με τις κυρώσεις για τις εταιρείες που δεν επιτυγχάνουν τους στόχους του προτεινόμενου Κανονισμού, επιβαρύνουν περαιτέρω και αδικαιολόγητα τον κλάδο μας». H EEE στρέφει πλέον το βλέμμα προς το Ευρωπαϊκό Κοινοβούλιο και τα Κράτη Μέλη για το επόμενο στάδιο της νομοθετικής διαδικασίας σχετικά με αυτές τις αμφιλεγόμενες προτάσεις. «Ελπίζουμε ότι οι ευρωπαϊκοί θεσμοί θα υιοθετήσουν μία συνετή και ρεαλιστική προσέγγιση. Είμαστε έτοιμοι να συνδράμουμε εποικοδομητικά στη διαδικασία για να διασφαλίσουμε ότι οι μελλοντικοί κανόνες της ΕΕ δεν θα είναι μόνο περιβαλλοντικά φιλόδοξοι στην θεωρία, αλλά και εφαρμόσιμοι στην πράξη καθώς και συμβατοί με τα διεθνή χαρακτηριστικά της ναυτιλίας, ώστε να διασφαλιστεί ότι οι χιλιάδες ΜΜΕ που απαρτίζουν την bulk/ tramp ναυτιλία θα παραμείνουν βιώσιμες σε ένα περιβαλλοντικά βιώσιμο μέλλον», τόνισε ο κ. Alfa Laval’s development of methanol solutions reflects the full spectrum of changes on board
The marine industry has ambitious decarbonization goals, but the fuel shift required to reach them will not occur overnight. The next step in the transition will likely be methanol, which – if produced from renewable green sources – will bring the industry to a level of carbon neutrality. At Alfa Laval, the technologies to enable that step are in rapid development.
On the cutting edge of fuel supply and combustion
As a low-flashpoint fuel, methanol poses significant challenges that require a new approach to fuel supply. Having led the way in fuel line solutions for traditional fuels, Alfa Laval has also been at the forefront with methanol, partnering with MAN Energy Solutions to develop a low-flashpoint supply system (LFSS) for ME-LGIM two-stroke engines. The Alfa Laval FCM Methanol has now reached more than 100,000 hours of operation, and the solution has been further developed to meet the additional requirements of methanol-fuelled four-stroke engines and Alfa Laval Aalborg boilers. “Shipowners will save space and energy by using the same LFSS for the main engine, auxiliary engines and boilers fired with methanol,” says Roberto Comelli, Business Manager Fuel Conditioning Systems. “We can engineer one FCM Methanol system to handle the process parameters of multiple methane consumers, with automation that meets all their different needs.” “When it comes to Aalborg boilers, which are prepared to work with methanol through our MultiFlame burner concept, the FCM Methanol ensures the correct fuel parameters,” says Lars Skytte Jørgensen, Head of Technology Development, Energy Solutions. “What remains is to fine-tune methanol combustion for maximum boiler efficiency, which is work that’s already in progress in fullscale testing at the Alfa Laval Test & Training Centre.”
Switching to methanol impacts the energy balance
Handling and combusting methanol, however, will be only one side of the methanol equation. Because methanol contains less energy than traditional fuels, it will also be necessary to rethink energy use on methanol-fuelled vessels. Alfa Laval and partners are developing high-temperature proton exchange membrane (HTPEM) full cells to supplement energy production, but a new approach to existing ener-

gy sources will also be needed. “Waste heat recovery, which is usually overlooked on today’s vessels, will be a key component of tomorrow’s methanol operations,” says Jørgensen. “There will be less demand for steam on board, but the heat energy will need to be applied in other ways. Due to methanol’s lower energy content and higher price, shipowners will want to turn every bit of the energy released into either mechanical or electrical power.”
Integrated solutions to onboard energy needs
Alfa Laval is addressing this wider energy picture with both existing and new solutions. The Alfa Laval Aalborg Micro, for example, is already a well-established exhaust gas boiler. Connected to a fired boiler, it will add steam to a shared steam drum, thereby reducing methanol consumption by the burner. But it will also be possible to combine with a plate heat exchanger and the Alfa Laval E-PowerPack, a new solution based on the Organic Rankine Cycle (ORC). “ORC technology can generate electricity from any heat source on board, however small,” says Jørgensen. “By using the Aalborg Micro to produce hot water, rather than steam, shipowners will have a medium that’s easily converted into additional power. Along with the fuel cells in development, ORC technology will help vessels maintain their energy balance after switching to methanol.”
Supporting the design of methanol-fuelled vessels
Alfa Laval’s methanol solutions continue to develop, but they are already having an impact in practice. The FCM Methanol, the Aalborg Micro and a wide range of heat exchangers for methanol have long been proven at sea. Moreover, Alfa Laval is assisting leading shipowners in the design of methanol-fuelled vessels. “Many shipowners are actively exploring the implementation of methanol, and Alfa Laval can be a strong sparring partner in that process,” says Jørgensen. “In addition to our technologies themselves, we have a wealth of knowledge about methanol’s behaviour, acquired through our extensive testing. We welcome collaboration with customers, research partners and other technology suppliers, because the transition to methanol is a journey the industry must make together.”

Safely Expanding LNG Bunkering and Storage:
A step towards decarbonization in the shipping industry RINA has been awarded a framework contract by the European Maritime Safety Agency (EMSA) to support initiatives to increase the availability of LNG in the medium term with small scale bunkering and depots to expand the use of this fuel throughout the Mediterranean, Black and Caspian Seas. This important, strategic project is aimed at reducing environmental impact by making LNG more widely available for a variety of uses including ferries, cruise ships and tourist activities, as well as promoting LNG road supply chain. RINA will provide a flexible selection of services dealing with safety and feasibility to match project needs in different locations. Angelo Lo Nigro, Energy Engineering Solutions Senior Director at RINA, said, “LNG is an important fuel on our way to decarbonization. The services we will be providing as part of the frame agreement with EMSA will help make LNG storage and bunkering available in port areas and will also bring consistency and guidance for economically developing nations that do not yet have strong experience with small scale LNG.” The services provided by RINA will help Port Authorities determine which locations are feasible, both in terms of safety and technical and financial viability, to install small scale LNG bunkering or depot
facilities. RINA is providing a total of eight different services, from which each Port Authority can choose according to its goals. The activities include gap analysis of regulatory frame and evaluation of applicable standards, feasibility study, definition of risk acceptance criteria, site analysis, nautical analysis, hazard identification, quantitative risk assessment, and ship collision risk study Having a common methodology and framework will give nations, where there is a gap in LNG infrastructure, access to a high standard of qualified guidance, regulatory compliance, and safety. Increasing the numbers of ports with LNG refuelling capability will help support the wider adoption of this more environmentally friendly fuel and to meet MARPOL regulations. Lo Nigro continued, “This contract will reduce the capacity gap between countries and ensure a coherent, effective and uniform implementation of the international rules for maritime safety, security and prevention of pollution from ships in the Mediterranean, Black and Caspian Seas.” The framework contract will run for a period of four years and currently covers 22 countries in the regions detailed. EMSA may add other countries during the period of the agreement.
RINA to undertake Tunisia Interconnection Marine Feasibility RINA, in JV with the Tunisian subsidiary Comete Engineering, has been awarded a public tender for the marine feasibility study for the 600MW Italy-Tunisia Interconnection issued by ELMED ÉTUDES SÀRL, a joint venture between Terna and Société Tunisienne de l’Électricité et du Gaz (STEG), the two companies which, respectively, manage the Italian and Tunisian electricity transmission grids. The Italy-Tunisia electric Interconnection is an important project for two-way electricity transfer between the two countries.
nearshore and offshore field surveys. Preliminary geophysical surveys will be followed by a detailed survey of the seabed using instruments mounted on remotely operated underwater vehicles (ROVs).
Stretching over 200km with land and sub-sea sections to a depth of 800m, the ‘invisible’ cable will add resilience to power supply. The undersea connection is strategic for the two countries’ energy security and sustainability and for the creation of a Mediterranean electricity grid which connects North African countries with Europe, with a view to full market integration. The submarine survey project, which started in April 2021, and will run for one year, will identify two possible landfalls at either end of the interconnection, determining which are the best options in terms of geological and environmental aspect. It will also establish possible routes for the underwater section identifying and evaluating constraints and obstacles.

The final stages of the project will cover seabed characterisation at the Italian site, in accordance with relevant laws and regulations. RINA anticipates the field work to take around 3-4 months.

DNV awards AiP to SHI for VLCC Fuel Ready design
DNV and Nakilat JDP works to improve vessel software reliability and quality
DNV has awarded an Approval in Principle (AiP) to Samsung Heavy Industries (SHI) for a “Fuel Ready” (ammonia, D, S, Ti) class notation for their 300,000 dwt LNG fueled very large crude carrier (VLCC) design.
Nakilat, a global leader in energy transportation, Classification Society DNV, and a group of leading yards and system suppliers have teamed up on a joint development project (JDP) to elevate software reliability and maintenance during operations. The JDP, which was initiated in 2020 by Nakilat, has resulted in the launch of a new DNV Recommended Practice (DNV-RP-0582), published in June 2021.
SHI has developed a fuel ready concept for a VLCC with dual fuel diesel/ammonia as a potential fuel combination after conversion from dual fuel diesel/LNG. The AiP award confirms the general feasibility of the design. It was found that there are no showstoppers in realizing the DNV class notation “Fuel Ready” after examining the shipyard’s drawings. The newly released “Gas Fuelled Ammonia” notation has also been applied in the process.
Today, critical vessel functions rely heavily on computerized software-based systems that are becoming more complex, automated and integrated. Software failures or reliability issues can now result in significant safety risks, as well as lost revenue due to off-hire days. To help address these risks, DNV and Nakilat brought together shipyards – DSME, Hudong, HHI and SHI, with system suppliers – ABB, Honeywell, Kongsberg and Wartsila, to contribute to the development of the RP.
“The global maritime industry is at a critical juncture in terms of being ready to respond with low-carbon ship design. Through DNV’s AiP for ammonia ‘Fuel Ready’ design, SHI is making an effort for commercialization of alternative fuel solutions for global shipowners considering newbuildings or converting ammonia-fuelled ships in the future,” said Ho-hyun Jeong, EVP and Head of SHI’s Engineering Operations. “We are very happy to work with SHI in this innovative ‘Fuel Ready’ VLCC concept,” said Knut Ørbeck-Nilssen, CEO of DNV Maritime. “DNV has been pioneering the research and development of viable future marine fuels, including ammonia. As a trusted voice to tackle global transformations, our role is to support the industry in bringing new low-carbon ship designs to life in a safe and sustainable manner.” The AiP incorporates the attributes S (structure) and Ti (tank installed). A high-level verification of ammonia applicability for the C-tanks installed onboard the VLCC was also performed. At the time of newbuild, the vessel will still be subject to a full review of documentation requirements pertaining to the applied rules.

The RP is designed to help owners and operators deal with software in the same way they would machinery or other physical systems onboard and with the RP now available, we hope to see this implemented soon in both newbuildings and the existing fleet.” The Recommended Practice (RP) provides guidance on the handling of complex software and computer-based systems throughout a vessel’s life cycle (design, construction, commissioning, and operation). By focusing on system integration and software change handling, the RP works to improve software reliability and quality. Furthermore, the RP may be used as a contractual element/requirement in newbuilding or conversion projects, and/or as guidelines for suppliers, system integrators and owners/operators to check compliance and the ongoing status of systems. The RP can also assist in establishing maintenance plans, service level agreements and life cycle warranties for software, provides a process to assess project timelines and risks, including alignment across sister vessels, and provides recommendations to increase the interoperability and integrability of vessel software and systems to vessels at both the newbuilding and operational phases.

Azipod® propulsion marks 300th vessel milestone with eco-friendly Orange Marine cable ship contract

The high-tech vessel will be delivered by Sri Lanka’s leading shipbuilder in 2023, joining an Orange Marine France fleet which now accounts for 15 percent of the world’s specialized cable laying and repair ships. The 100-metre vessel will feature a full power, propulsion and automation package from ABB, including the landmark Azipod® system. Financial details of the contract were not disclosed. The vessel, needed for both cable laying and repair, has been developed by Norway’s Vard Design, a Fincantieri Company, to meet specific priorities on power consumption and performance. Station-keeping accuracy and maneuverability are essential for what can be complex cable laying and repair operations, while the ship also needs relatively high speeds to achieve rapid or urgent deployment. “We look forward to working with ABB on this highly advanced, modern vessel that will no doubt set new standards for cableships in term of superior performance and eco-friendly operations,” said Mr. D.V. Abeysinghe MD & CEO, Colombo Dockyard. The twin 1.8 megawatt Azipod® units selected to meet the shipowner’s requirements for high transit speeds with maximum fuel efficiency while providing the 360-degree maneuverability to ensure station-keeping performance even in challenging weather conditions. Also integral to the package is an ABB energy storage system enabling electrical power back-up using 500 kWh batteries, which will reduce fuel consumption during cable work and ensure continuity in the event of an unexpected shutdown. “Azipod® propulsion was an obvious choice,” said Emmanuel Décugis, New Building Project Manager, Orange Marine. “It combines optimal maneuverability with reduced power requirements and low emissions. At the same time, being able to integrate different energy sources provides a flexible and future-proof system that will ensure the most efficient vessel operation for many years

Alfa Laval invests in the development of air lubrication technology for sustainable shipping Air lubrication for marine vessels is a developing solution that will radically reduce fuel consumption and environmental impact. Having acquired a minority stake in Marine Performance Systems B.V., a Rotterdam-based maritime technology company, Alfa Laval will be instrumental in making this long-sought technology a commercial reality.
Energy-efficient sailing on a bed of bubbles
The idea of using bubbles to reduce a vessel’s friction – which is the largest driver of fuel consumption as it moves through the water – has existed for well over a century. Nonetheless, it has taken time to realize. Alfa Laval has chosen to invest in Marine Performance Systems, whose unique method of producing bubbles with fluidics is a breakthrough that will reduce fuel consumption by 8–12% at a vessel’s normal service speed.“The use of fluidics creates a larger air layer of superior quality,” says Frode Lundsteen Hansen, who founded Marine Performance Systems in 2018 with innovators Pieter Kapteijn and Fulko Roos. “Our FluidicAL technology enables truly effective air lubrication, with immediate environmental benefits and substantial savings for shipowners. Alfa Laval shares our belief that this technology will facilitate the transition to green shipping.” “The investment brings Alfa Laval full circle, since air lubrication technology for marine vessels was first pursued and patented by our founder Gustav de Laval in 1883,” says Sameer Kalra, President, Alfa Laval Marine Division. “The technology did not result in any product in his time, but our founder’s vision has new importance today. Offsetting the costs of going green
By reducing the amount of fuel burned, air lubrication will have a direct effect on greenhouse gas emissions. In addition, it will provide critical fuel cost savings for shipowners, who need to offset the expense of rapidly shrinking their environmental footprint. “Fleets cannot be replaced overnight, so existing vessels will need to rely on clean-burning fuels to lower their emissions,” Lundsteen Hansen explains. “In a low-margin industry where fuel represents up to 60% of a shipowner’s costs, the premium price of those fuels is a heavy burden. With very small means, air lubrication can provide significant relief.” Indeed, the patented FluidicAL technology requires no structural modifications or vessel recertification, which makes it ideal for retrofitting as well as for newbuilds. Compatible with any vessel size and any fuel type, it comprises evenly spaced bands of oscillators under the vessel’s hull. Using high-efficiency fluidics, each oscillator

produces tens of thousands of microbubbles per second, creating a stable, uniform layer of air that significantly reduces friction between the hull and the water beneath.
Proven in operation at sea
The high performance of FluidicAL technology and its ability to operate in various conditions have already been demonstrated at full scale. In late 2020, a pilot installation was made on the general cargo vessel M/V Tharsis, with excellent results and clear savings over months of operation. “With our FluidicAL solution in place, M/V Tharsis made 25 controlled runs in loaded and ballast conditions,” says Lundsteen Hansen. “As expected, there was a 60% reduction in specific drag over hull’s flat area, which meant considerably less fuel was consumed. Not only was there no impact on stability or manoeuvrability, the sailing was also noticeably smoother.”

Given the emission-reducing benefits of air lubrication, as well as the fuel economy it offers to shipowners, investing FluidicAL technology is a logical step for Alfa Laval. “This is a unique solution that is relevant for all vessels says Kalra. Republic of the Marshall Islands Earns Top Three Ranking on Paris MoU White List International Registries, Inc. and its affiliates (IRI) provide administrative and technical support to the RMI Registry and have had to develop innovative solutions during this year of significant global challenges, which prevented typical inspection regimes and crew changes.
The Republic of the Marshall Islands (RMI) achieved a ranking in the top three on the white list of the Paris Memorandum of Understanding (MoU) as reflected in the Paris MoU’s Annual Port State Control Report, released 1 July 2021. Neither of the other two largest registries ranked in the top 10 this year. The RMI Registry also ranked in the top *10 of the Australian Maritime Safety Administration (AMSA) Port State Control Australia - 2020 Annual Report, released 4 June 2021, and the top 10 on the white list of the Tokyo MoU’s Annual Report, released in April 2021. In May 2021, the RMI became the only registry in the world to achieve 17 consecutive years of enrollment in the United States Coast Guard’s (USCG’s) QUALSHIP 21 program. International Registries, Inc. and its affiliates (IRI) provide administrative and technical support to the RMI Registry and have had to develop innovative solutions during this year of significant global challenges, which prevented typical inspection regimes and crew changes. “COVID-19 created unprecedented challenges for our owners, operators, ships’ crews, and fleet operations team. In the face of severely restricted crew changes, the inability to board vessels, and altered inspections and maintenance schedules, our owners and operators did a remarkable job ensuring safe vessel operations, which is reflected in this year’s port State control (PSC) rankings,” said Bill Gallagher, President of IRI. Of the three largest registries, only the RMI ranks in the top 10 for the Paris and Tokyo MoUs, AMSA, and holds USCG QUALSHIP 21 status. “We take our safety, security, and environmental compliance responsibilities seriously,” said Brian Poskaitis, IRI’s Senior Vice President, Fleet Operations. “It is our duty to be visible, approachable, and accessible, with an experienced team of technical professionals to support our owners and operators, especially in times of global challenge.”

As the maritime industry continues to grapple with the challenges imposed by COVID-19, the RMI Registry has been proactive and innovative in helping owners meet these challenges. IRI’s fleet operations team expects to see the effects of these challenges and disruptions altering the results of both flag and PSC inspections over the next several years. The most significant disruptions include the ability to relieve crew, lack of access to training during the pandemic, and delayed dry docking and maintenance. There have also been difficulties getting stores or spares to vessels as well as getting necessary shore support. “We adapted quickly to provide remote inspections, but these only provided us with a window into the vessel. As the pandemic has impacted the industry for more than a year, we will not realize the full impact on vessel operations for some time,” said Chris van Tiel, Fleet Operations Manager, IRI Roosendaal. His team in Roosendaal together with his counterparts in Europe, oversee fleet operations throughout the Paris MoU region. “Our fleet operations team members are on the ground, visible and accessible at the most significant ports worldwide,” he said. “Because our team is spread globally, we have been able to board vessels when superintendents cannot, and RMI flagged vessel crews view our inspectors as the proactive arm of the inspection, identifying and resolving high risk issues before they become deficiencies. As we gain more and more physical access to vessels, we will get a full understanding of the impact COVID-19 has had on vessel operations,” he concluded. As vessels continue to trade throughout the pandemic, IRI representatives worldwide are able to support the ever-changing needs of RMI owners and operators. With technical experts and fleet operations team members spread across 27 worldwide offices, operations and processes were shifted seamlessly as travel and movement restrictions fluctuated. More than 1,130 remote inspections were conducted between 1 March 2020 and 30 June 2021 in an effort to ensure continuity of vessel operations in a safe, secure, and environmentally responsible way while also keeping an eye on crew well-being. *Top 10 of registries with 30 or more inspections during the inspection period. Thirty inspections during the inspection period is the standard for ranking for both the Paris and Tokyo MoUs.

Palau International Ship Registry (PISR) has been recognised for its digitally based services and growth in just three short years. This is a remarkable progression for a new registry and is attributed to the commitment to digital services and the recruitment of experienced and knowledgeable staff across the maritime sector. Now the combination of its own unique technology and human resources has seen it record some of the lowest detention figures for its growing fleet in the past 12 months. New DNV research highlights 10 energy systems technologies to meet global decarbonization targets • Technology Progress Report, a new supplement to DNV’s annual Energy Transition Outlook, highlights key technologies in three major energy sub-sectors: Production, transportation and use • Urgent action needed now to meet the long-term goals. This report deals with the next five crucial years • Global cooperation and development of all 10 technologies needed at pace, to reduce cost and enable scaling to avoid missing Paris agreement ambitions. DNV, the independent assurance and risk management provider, has highlighted how 10 key energy transition technologies are expected to develop, compete, and interact over the next five years if global economies are to meet emissions reduction targets. DNV’s aim is to make an objective and realistic assessment of the status of these technologies and evaluate how they can contribute to the energy transition ahead. The Technology Progress Report, a new supplement to DNV’s annual Energy Transition Outlook, considers safety, efficiency and competitiveness as well as the technical capability of these technologies, to deliver the deep decarbonization the world is striving for. Remi Eriksen, Group President and CEO of DNV says: “The world needs to transition faster to a deeply decarbonized energy system, reducing emissions by around 8% each year to ensure an energy future compliant with the 1.5-degree ambition set under the Paris Agreement. This urgent and complex challenge requires full energy system thinking: understanding the timeline and interdependencies of technologies, policies, and the difficult decisions that need to be made.” The technologies that have the potential to decarbonize the world’s energy system are well known. Second is how the technologies interact with each other, sometimes referred to as sector coupling. When several technologies overlap and co-operate, a step change which accelerates the uptake of new technologies can follow. “A lot can change in five years. It wasn’t that long ago that electric vehicles (EVs) were a novelty for early adopters,” adds Sverre Alvik, Energy Transition Outlook Director at DNV. “Now, the EV revolution is becoming visible, and by 2025 there will be 13 million EVs on the roads in Europe alone.” “Less than five years ago, hydrogen was not really on the radar as a key energy carrier; now, many roads to decarbonizing hard-to-abate sectors lead to hydrogen and hydrogen strategies are established in countries and companies.” DNV’s technology analysis reaffirms that there is no “silver bullet” and that the world needs to act urgently on multiple fronts to reach net-zero by mid-century. These include growing electricity from renewables, further improvements in energy efficiency, and carbon capture and storage (CCS). In energy production solar PV will grow with its progressing development, but will more and more be supplemented by floating wind, and waste-to-fuel and feedstock can help decarbonize hard-to-abate sectors. The utilization of pipelines for low carbon gases, meshed HVDC grids, and new battery technologies are considered important to advance energy transport, storage and distribution. Energy use considers the production of green hydrogen and scaling of CCS to effectively decarbonize manufacturing as well as energy production. It also looks at novel shipping technologies and the continued rise of electric vehicles and their integration with power grids. “Existing competitive technologies, such as solar and wind power, need to take full advantage of the virtuous circle where cost decline both causes and is caused by the growing number of unit installations. For less-mature technologies, like green hydrogen, scaling from prototype to worldwide commercial uptake is critical,” concludes Alvik. “Crucially, these technologies are interconnected. For example, one cannot model green hydrogen uptake without understanding developments in renewable production of power; and an understanding of CCS is not complete without considering technical requirements for pipelines transporting the CO2.”

DNV has released the latest updates to its rules for ship classification, with a raft of new class notations designed to enable the maritime industry to tackle the decarbonization challenge. The new updates include “Fuel Ready”, a class notation that offers shipowners the option to prepare for a later conversion to multiple different alternative fuel options, and “Gas fuelled ammonia” for ammonia fuelled vessels, to stay ahead of shipping’s ever tightening carbon reduction requirements. DNV’s annual report on the energy transition in shipping – “Maritime Forecast to 2050” – has identified fuel choice as the most critical decision facing shipowners and operators today. Maintaining flexibility in the choice of fuel, especially when the bunkering environment is in flux, can minimize the risk of stranded assets and maintain a vessel’s lifetime competitiveness. “The whole maritime industry, and particularly shipowners and operators, are facing a great deal of uncertainty around their choice of future fuel,” said Knut Ørbeck-Nilssen, CEO of DNV Maritime. “With the industry under pressure to bend the carbon curve towards zero, inaction is not an option, but picking a future winner in a complicated fuel landscape is a significant challenge. “Fuel Ready” gives owners the option to tailor their future conversion with more than one fuel in mind, while “Gas fuelled ammonia” provides a practical path for owners who are looking to move towards a zero-carbon fuel option with their next newbuilding.”

Fuel ready: The “Fuel ready” class notation is applicable for ammonia, LNG, LPG and LFL (methanol) as a ship fuel – either individually or for more than one fuel at the same time. It is built around two mandatory options, (D) Design and (Ti/Tc) Tank, with basic and optional levels of preparation that offer a simple framework for all involved parties in newbuildings. Optional attributes cover the structure, engine and machinery, piping and bunkering, and miscellaneous requirements. With all of the options, owners can choose to prepare for a later installation of any system or go ahead with the actual installation and obtain certification of the system during construction. Gas fuelled ammonia: Ammonia is emerging as a promising alternative fuel option for shipping to help reduce greenhouse gas emissions. With the “Gas fuelled ammonia” class notation, DNV provides owners looking to build ammonia fuelled vessels the option to start today. Currently, owners are faced with the long, challenging, and costly, “alternative design” approach under the SOLAS regulations. The new class notation sets out the requirements for the ship’s fuel system, fuel bunkering connection, and on through to the consumers. DNV has also updated some of its signature notations that focus on reducing shipping’s overall environmental impact, including: Fuel cell installations, “LFL fuelled” for low flashpoint liquid fuelled engines, the “Silent(E)” notation for underwater noise, and “Quiet” for external airborne noise emissions.

RINA Remote Surveys Continue to Gain Momentum
Photo credit: PIXABAY RINA has carried out, using remote technologies, the statutory and class annual surveys on the HBC Achiever, an offshore vessel owned by Hyperbaric Consult A/S. At the successful completion of the survey, the Classification Society certified the vessel on behalf of the Danish Maritime Authority. In June 2020, RINA performed the world’s first statutory and class annual surveys using remote technologies. Its pioneering work in this area continues with the first remote statutory and class annual surveys in the northern European area. The inspection included the hull and machinery equipment and a sea trial to confirm additional Dynamic Positioning class notation. The Danish Maritime Authority also remotely attended the surveys. Following the completion of the survey, HBC Achiever was also assigned the new additional class notation “REMOTE” by RINA. This identifies the ships deemed by the Society to be eligible to be surveyed remotely for most periodical and class surveys. Although RINA was already working with remote survey technology, the COVID-19 pandemic accelerated the adoption of this method, which is equivalent in terms of accuracy as traditional surveys. Indeed, in 2020 the execution of remote surveys increased exponentially, not only for activities on board vessels but also for inspection at workshops and other inspection and certification applications. Paolo Moretti, CEO of RINA Services, said “Remote technology is helping during the pandemic, but we already saw this methodology as part of the future inspection and certification services. Not having to travel to the vessel’s location not only increases the efficiency of this activity, it also ensures safety and reduces carbon footprint. We already have good experience with others digital solutions such as digital certificates for seafarers. However, new technologies should not be implemented at the expense of the safety of the crew, the ship or the environment. The concept of remote surveys must be further developed and put into practice as a tool for securing the future of ship surveys. The Danish Maritime Authority finds it important that Flag States and Recognised Organisations work together in this process.” Michael Madsen, Managing Director at Hyperbaric Consult A/S, said “Remote survey has proven to be a great help in supporting the continuity of our operations. We are very happy with this solution, especially as our ships conduct their operations in different areas of Europe. ABB and Keppel O&M reach key autonomy milestone with remote vessel operation trial in Port of Singapore
ABB, together with Singaporean shipyard Keppel Offshore & Marine (Keppel O&M), has successfully carried out South Asia’s first remote joystick control of a tugboat in the busy Port of Singapore. The Port of Singapore, with more than 130,000 vessels calling annually, presents one of the most complex settings for autonomous harbor operations in the world. The trial marks a major milestone in validating the increased safety and efficiency of tug operations utilizing digital solutions already available today for nearly any kind of vessel. The trial of remotely operating the harbor tug from a shore command center located at the Maritime and Port Authority of Singapore’s Maritime Innovation Lab was successfully performed in April 2021. ABB has delivered an integrated solution for the remote and autonomous control of the vessel based on the Ability™ Marine Pilot product family. The digital solution ABB Ability™ Marine Pilot Vision provided the sensor fusion from onboard systems to generate a digital situational awareness, while ABB Ability™ Marine Pilot Control system executed the necessary intelligent maneuvering and control commands. “We are proud to have reached another milestone representing a significant step towards autonomous shipping, in close collaboration with Keppel,” said Juha Koskela, Division President, ABB Marine & Ports. “The intent of this technology is to relieve the crew of tasks that can be automated, enabling them to perform at their best during critical periods and enhancing the overall safety and productivity of marine operations. This trial also confirms the possibility for application of remote and autonomous technology to other vessel types.” ABB’s technology and Keppel O&M’s technology solutions were retrofitted on the 32-m harbor tugboat Maju 510. The vessel is owned and operated by Keppel O&M’s joint-venture company Keppel Smit Towage. “Remote control navigation is an important feature of autonomous vessels as it acts as a safeguard and is especially useful in certain complicated scenarios. As the overall system integrator, Keppel O&M is leveraging its in-depth offshore and marine expertise and collaborating with the Keppel ecosystem of companies, such as M1 with its connectivity solutions, as well as other partners such as ABB who

supplied leading-edge technology, to incorporate the best-in-class systems and offer customizable autonomous solutions. This is in line with Keppel’s Vision 2030, which includes harnessing advanced technologies for growth,” said Mr. Tan Leong Peng, Managing Director (New Builds), Keppel O&M. Tug operations, where a tugboat maneuvers other vessels by pushing or towing them, often in crowded harbors, can be extremely demanding, requiring the full attention of the crew. Additionally, tugs often have to complete lengthy and monotonous transit legs to get to their place of operation. Performing the transit autonomously and under remote supervision would enable the onboard crew to rest and be alert when they are needed in the actual work of the tug. Station keeping with remote assistance may also provide opportunities for onboard crew to rest rather than performing routine tasks that can be managed as effectively or better by remote crew. “Keppel Smit Towage is pleased to support Keppel O&M and ABB in the development of autonomous tugs. As a tug operator, we leverage technology to improve our operations to serve our customers better. With the Maju 510 as a pilot tug, we are able to experience and provide feedback on how autonomous operations can help the tug captain and crew in simplifying their navigation to focus on crucial tasks. This has the potential to significantly enhance operational safety and efficiency,” said Mr. Romi Kaushal, Managing Director of Keppel Smit Towage. ABB has previously delivered technology for the groundbreaking trial of a remotely operated passenger ferry, Suomenlinna II, carried out in Helsinki harbor in November 2018, proving that human oversight of vessels from any location is achievable using currently available technology. The harbor tug project is funded by the Maritime and Port Authority of Singapore as part of the Singapore Maritime R&D Roadmap 2030 which charts out the nation’s key focus areas for the development of the maritime industry, as well as research and technological capabilities. The second phase of the project, scheduled for late 2021, will see the vessel perform autonomous collision avoidance tasks while under remote supervision.
