The fresh air for local children may be about to get a little healthier if a ban on smoking in County Louth playgrounds is introduced. The idea will be discussed by Louth County Council following a request from anti-tobacco group to make all playgrounds and play areas for children smoke-free. ASH Ireland has written to all county councils urging them to protect children from the dangers of passive smoking. The letter to outgoing County Manager, Conn Murray, explained the reasons for the request. “We are asking that each County Council look at the possibility of
changing its bye laws so that all children are protected when using play areas and playgrounds which are under the control of the council. This would ensure that children would continue to be protected in the decades ahead”. Speaking about the proposed ban on smoking in playgrounds independent councillor Jim Ryan said that while he was in favour of protecting children from second hand smoke he was unsure if the ban could be enforced. “In an ideal world there should be no smoking outdo ors especially anywhere there are children in the vicinity but I’m not Continued on Page 6

Morgan claims he is not getting fair share By Paul Byrne
Cllr Oliver Morgan has hit out at what he perceives to be unfair treatment towards him by his two former Fianna Fail colleagues, Councillors, Sean Bellew and Conor Keelan. The share out of chairs and vice chairs as well as places on council sub committees are decided by four, three-member groupings that were
formed at the start of the present councillors five year term back in 2009. In a statement Cllr Morgan claims he has not been treated fairly in the dividing up of positions since 2009 and has received absolutely nothing to date. “I feel that, in these circumstances, I deserved the vice-chair or the two years chairing the Infrastructure Municipal Policy Committee.”
concluded Cllr Morgan. Responding to these claims, Cllr Conor Keelan insisted that neither he nor Cllr Bellew had anything to answer for. “The position seems rather plain to me. Oliver joined our grouping back in 2009 as a member of Fianna Fail. As soon as he resigned from the Fianna Fail party, he resigned from the grouping and therefore he is not entitled to anything in the
group”, he explained. “I have explained this in writing to Cllr Morgan and as I received no reply I assumed he understood, so I was quite surprised when he spoke out about this”, added the Newry Road councillor. However, Independent councillor Jim Ryan stated that all groupings and positions are divided when the groupings were formed originally in 2009.
“In 2009 when the groups were formed everything should have been divided up between the members of the groupings. Each member is entitled to an equal share. “Oliver resigned from Fianna Fail about ten months after these groupings were formed but at that stage he should have already been given something by his grouping and I can’t really understand why he wasn’t.” concluded Cllr Ryan. Lotto prize has yet to be claimed By Niamh Kirk
Check your lotto tickets, there could be a €2 million euro cheque waiting for you. This is the advice from the National Lottery to people in the area as last week’s lotto jackpot is still unclaimed. The ticket, a €4 quick-pick, was sold in Mace Stores, Carrick Road on Saturday June 23 but the lucky owner is either waiting to collect their winnings, or does not yet realise they are €2 million richer. A spokesperson from the National Lottery advised that “the best thing to do is to check you tickets, if you find it, sign it and get in touch with us. There is a cheque here waiting for you.” The mystery winner still has plenty of time to collect as there are 79 days left to come forward. After this time the
Eddie McArdle and Annette Quigley
winner will forfeit the right to claim the prize and the ownership reverts back to the National Lottery. Over the past five years €90 million in national lottery prizes have gone unclaimed - a total of 17 million individual prizes. However in the 24 years since the Lotto began in Ireland only 12 jackpots have gone unclaimed,
the most recent one was just under ten years ago in 2003. Unclaimed winnings go towards the periodical additions to jackpots for special occasions like Christmas, St Patricks Day, among others. If you think you are the lucky winner all that you need to do is call 01 8364444 and the simple process of verifying the ticket is authentic
Traffic calming at the Square By Niamh Kirk
There is to be further traffic calming measures introduced in the Market Square area starting this July 9. Upon the completion of the Market Square renovation a road safety audit was conducted and the excessive speed of traffic approaching from the Demesne through Market Square to Crowe Street was highlighted. The measures that were recommended to improve safety in the area where the introduction of a 30km per hour speed limit as well as a
number of traffic calming measures. The audit also identified an issue with pedestrian visibility at the two lane crossing closest to the Adelphi/Demesne crossing in Market Square. Concrete bollards will be temporarily brought in to reduce the width of the crossing to one lane. Traffic from the Long Walk road will yield to traffic from the Park Street / Demesne direction and will merge into a single lane on Market Square south before the pedestrian crossing according to the council.
begins. It actually only takes a few short minuets to authenticate and once complete, winners are offered some tips and asked to watch a DVD which offers more information on how to make the most of a big win. The winning numbers were 19, 22, 27, 33, 40, 44 and the bonus was 43.

Conn Murray swaps Louth for Limerick By Paul Byrne
Glowing tributes have been pouring in for Conn Murray following last Tuesday’s announcement that he is to leave his role as Louth county manager to take up a new position in Limerick. He will oversee the final stages of the merger of City Council and County Council ahead of the merger in 2014, when Limerick will fall under one unitary authority. Amongst those thanking Mr Murray, who became Louth county manager in 2007, were president of Dundalk’s Chamber of commerce Paddy Malone. “I would like to record my sincere thanks to Conn Murray for the work he has done in Louth over the past number of years. “He had a long term strategy
for the County the legacy of which we will all enjoy in the years ahead. He forged a strong working relationship with the business community built on mutual respect and acceptance that we could and would differ on occasions. “I would like to wish both Ann and himself all the best for the future. Limerick’s gain is very definitely our loss.” Meanwhile Padraig White, chairman of the Louth Economic Forum praised Mr Murray’s economic leadership which benefited the county in terms of jobs and incomes. “On behalf of the Louth Economic Forum, I wish to congratulate Conn Murray and his wife Ann on his appointment to the post of Manager of the City and County of Limerick which is a new position resulting from the amalgamation the local au-
thorities of both areas. “While he will be greatly missed by the Forum, we understand that his new position is a prestigious advancement of his career in local authority management. We wish him well in this challenging new post. “Above all Conn Murray has demonstrated that a local authority can provide economic leadership when there is a progressive County Manager backed by the elected Council , business community and State agencies. “The beneficiaries in terms of jobs and incomes are the residents of the county and its hinterland .” he concluded. Speaking at his final town council meeting last Tuesday Mr Murray said he had enjoyed his time back in Louth in what had been a challenging but very rewarding period.

Judge Flann Brennan agreed to his suggestion to seek a probation report on the defendant, and put the
case back to November 7th. Dundalk Court was told that Christmas had no memory of what occurred. He accepted he had the knife in his jacket which he used for his work. He was seen throwing an object in a bin at Bridge Street on November 8th last A Garda on looking into the bin found nothing but located the Stanley knife. The defendant was very intoxicated.

Demand for teachers as student numbers rise By Niamh Kirk
The ink is hardly dry on state exam papers but already schools are starting to make their preparations for the coming academic year. Louth County VEC has begun to advertise a number of vacant teaching positions that need to be filled. Recent statistics released by the Census Report that the trend is likely to continue as each academic year comes as the number of students at both second and third levels is on the up. The number of students in the county has jumped by 21% in five years and the increase is expected to continue. Reflecting the surge the ma-
jority of VEC posts are in second level schools and in one subject areas of Irish, French, Spanish, Russian and Home Economics. The VEC also has some positions available in adult education for Beauty Therapy, Childcare/Montessori, Dental Nursing, Motor Vehicle Technology, Outdoor Pursuits and Science Dr. Pádraig Kirk, CEO of the VEC, said “increasing student numbers in our schools and centres, exacerbated by recent staff retirements, has given rise to the need to fill teaching posts. We are very pleased that the Department of Education and Skills has now given its approval to fill these posts”.
Speaking in the Seanad this Labour Senator Mary Moran commented on the issue of unqualified and rehiring of retired teachers before newly qualified teachers. She said “We need to provide every opportunity for our graduates to work in Ireland. To that end, we must put a structured system in place.” She then proposed the reintroduction of panel of qualified teachers ready to work at short notice as preferable to the practice of hiring nonqualified or retired teachers when suitably qualified teachers are available. This issue was also addressed by the VEC in their announcement.
Blow for plans to deal with unfinished estates By Paul Byrne
Marguerite Quinn, Senior Execeutive Planner for Louth County Council has accused the government of ‘hijacking’ a site resolution plan which aims to improve living standards for people in unfinished estates in the county. Speaking at the June monthly town council meeting she explained that Site Resolution Plans (SRPs) will involve a partnership approach to estate completion, whereby all stakeholders (developers, banks, local authorities, residents, estate management companies,
Health and Safety Authority, etc) will meet to negotiate a plan of action on an estate by estate basis. There are no site resolution plans for nineteen estates in county Louth at present. When asked by Cllr Marianne Butler if there were plans to start a site resolution plan on any of these 19 sites in the near future Marguerite Quinn responded by saying the figures weren’t entirely clear. “Although there are currently 19 estates listed as unfinished, we feel it muddies the water to say that they are all in need of urgent repair. We feel that
at least six of the estates mentioned on that list are practically finished and need only very minor work.” “Unfortunately the Government have hijacked our list for the purpose of their household charge information and we had no input into that at all. There would be estates on the list that don’t have to pay the household charge because they are deemed ‘unfinished’ yet in reality they are practically finished and perhaps should be liable to pay. But again as I say, we had no input into that.” explained Mrs Quinn.

Headbutt Broke Teeth
A man who headbutted another man and broke three of his teeth had his case again adjourned for him to pay more compensation. James Thompson (26) of 14, Ashbrook was directed to come up with a further sum of €500. He already has tendered €1,000. The incident took place at Puzzles Bar, Earl Street on February 28th 2010. Judge Flann Brennan put the matter back to November 28th.

Don’t smoke where children are playing
Continued from Page 1 too sure if it can be enforced”, he explained. A spokesperson for ASH Ireland said that they were heartened with the responses garnered so far from various councils around the country and they hoped to hear from others in the near future. “ASH Ireland has contacted all County and City Councils asking
them to consider making all the playgrounds and play areas for children smoke-free. Some County Councils, such as Dún LaoghireRathdown, Fingal and Clare have already moved on this initiative and Dublin City Council is considering it. Other County Councils have been in contact, as they consider this health initiative further. ASH
Ireland is very pleased with the response to our initial request and we hope that after due consideration all City and Council Councils will introduce smoke-free playgrounds. This could not require a change in legislation or in bylaws; as others have shown; individual councils can make a decision to erect smoke-free signage and implement the measure.”
A 44-year-old man Paul Gorman of Lennon Melia Terrace was ordered by Dundalk Court to stay out of Tesco stores in town. He already was prohibited from entering Dunnes Stores, Judge Flan Brennan was told when he appeared before him on Wednesday last on a charge of theft at Tesco, Long Walk on June 15th. He was remanded on his own bail of €200 to this Wednesday.

Registration for septic tank charge By Niamh Kirk
REGISTRATION for the septic tank charge began at the end of last month and from June 26 owners of septic tanks or any alternative domestic waste treatment system will be required to register with the Local Authorities and pay a €5 charge. People with septic tanks have until September 28 to register and pay after which the fee will rise to €50. If the owner of a septic tank has not registered by February 1 they face being fined up to €5k. The requirement to register and pay was introduced in the Water Services (Amendment) Act 2012
after the initial charge of €50 was heavily contested. Minister for the Environment Phil Hogan announced the reduction for the registration fee in February this year and soon afterward the registration underwent testing and is now ready to be rolled out nationwide. The revenue raised by the charge will be used by the water services authority to meet the costs of inspections however there will be no additional charges when inspections begin which will start in 2013 and registration will last for five years. Louth Local Authorities are warning people to be vigilant when it comes to people claiming
to be inspectors. People will receive a formal notification by post when their domestic waste system is due to be inspected and official inspectors will carry identification which they should be asked to present before allowed access to homes. The requirement for inspection is determined by the Environmental Agency who operate a risk-based scheme and so not every system will need to be inspected. EPA will consider many factors, including proximity to rivers, lakes and streams and in particular drinking water sources when determining the rate of inspections.
Howzat for a day to remember for Michael? Dundalk cricket Club took pride of place at the Ireland v Australia match in Stormont as a number of members travelled for the big game, and it turned out to be a day to remember for one young player. It was a brief encounter as a downpour meant that the match had to be abandoned after just 10 overs. It did not, however, manage to dampen anyone’s spirits as the day turned out to be as action packed off the pitch as it was expected to have been on it. Those in attendance met up with Irish record breaking batsman Kevin O’Brien again, who recently trained some of the Dundalk
players in DkIT. Kevin’s brother, Niall, was also on hand to remind one of the clubs younger members, 14-year-old Michael Mullen, that he and other like him were the future of the game
in Ireland. On a day he will not easily forget Michael was introduced to the full Irish team as well as coach Phil Simmons. A spokesperson from the club said “Although very
little cricket was played to everyone’s disappointment, club members were delighted with the treatment they received and the warm welcome from the Irish Cricket establishment.”

Sprzęt z Bay Estate do Shamrocka jechał godzinę. W międzyczasie reszta przybyłych zdążyła sie już zintegrować przy piwku z sokiem. Nasi koledzy z Organizacji i koledzy wspierający idee dotarli wreszcie, długo przez nas wyczekowani i przenieśli nas z sali frontowej do mniejszej Sali z tyłu Pubu. Zapraszamy! Student population will boost Louth economy An increase in the number of students in Louth will produce a long-term boost to the jobs market, Minister Fergus O’Dowd has claimed. The number of students in the county increased by 21.7% in a
five-year period to 2011, the latest Census report has revealed. Minister O’Dowd has welcomed the fact that the increase in students aged 15 or over in the county is bigger than both that in the rest of Leinster (19.2%)
and the average increase in the State (16.9%). “One of the key factors in attracting employers to Louth is the educational standard of the available workforce,” said Minister O’Dowd.

Enterprise Board continue to help A new management development programme from the Louth County Enterprise Board, aimed at helping local small businesses accelerate their growth prospects, has been launched by the Minister for Jobs, Enterprise and Innovation, Richard Bruton T.D. The new ‘Accelerate Management Development Programme’ is geared towards owners and managers of Irish micro-enterprises in Louth, which have been up and running for at least eighteen months. Through a series of specially-
designed modules and one-to-one mentoring sessions, hundreds of small business owners all over Louth are expected to learn new management, leadership and business skills to carry over to their own companies. ‘Accelerate’ is being rolled out across all the County and City Enterprise Board areas, following a successful pilot programme staged in 2011. Minister Bruton also announced that last year the network of County and City Enterprise Boards, which includes the Louth County
Enterprise Board, jointly delivered enterprise training programmes to 27,103 owners and managers of small businesses, an increase of over 3,300 on the previous year (23,732 in 2010). It is hoped that the new training initiative, which is delivered over a six-to-nine month period, will help existing business owners develop their companies even further. Improving the management and productivity of Irish businesses is a key part of Action Plan for Jobs 2012.

Man wants return to school after addiction destroyed life
Dundalk Leader 4th July 2012
An 18-year-old youth who admitted a raft of offences including burglary and thefts and being on business premises as well as breaches of public order, received a three month suspended jail sentence. Michael Cassidy of Mountainview, Point Road is already serving a three month sentence, Dundalk Court heard. Garda Inspector Martin Beggy outlined that the offences occurred mainly in
March, April and May. He said he was found intoxicated on two days early in May at Point Road and Coes Road in the company of another man. On the latter occasion he also engaged in threatening behaviour. Also in May he was found in the curtilage of Franks Furniture at the North Link Park after the alarm was activated. He was summonsed for further public order offences in late April when he was direct-
ed to go home from outside the courthouse. Within ten minutes he drew the attention again of Garda Nicola Gorman and became abusive to her, said the Inspector. On March 25 he carried out a burglary at Lidl at Saint Helena breaking a window at the front and stole drink. He presented himself afterwards at the Garda Station admitting the offence. A further offence the In-
spector outlined related to the stealing of a radio out of a car in which the defendant’s wallet was found containing identification. Mr Lavery solicitor said the defendant accepted he had an addiction which was destroying his life. He had served the bulk of a three month sentence during which he had taken steps to deal with it. He wished to recommence his education and do his Leaving Certificate.
Jim’s plea to councillors
Cllr Jim Ryan has called on Dundalk town councillors to make more of an effort when it comes to attending official functions. Speaking at the June town council meeting, Cllr Ryan noted that just three out of twelve councillors had attended a book launch which celebrated the centenary
of Dundalk’s first power station. “When we as a council give civic receptions or hold events for people we must be seen to support these events. “There were three councillors in attendance at Canice O’Mahony’s book launch the other night and to be honest that’s really not good
enough. “I understand that people will miss things due to work or holidays but councillors have to remember that we put ourselves forward for this job and going to these events is all part and parcel of that” Meanwhile Cllr Mark Deary has congratulated Brian Walsh for his work
13
on the Olympic exhibition in Louth County museum describing it as ‘magnificent’. “I was at the launch of the Olympic exhibition and I really have to praise the curator Brian Walsh for his magnificent work on this project “Ronnie Delany was speaking at the event
and he heaped praise on the exhibition saying that it should be a considered as a bedrock for a national sports museum. “Hopefully after the Olympic Games in London we can update the exhibition with a few more medals from our athletes” added the green party councillor.

Lost Brothers at The Store By Niamh Kirk
You may have seen them at the Electric Picnic, or heard of their performances at Glastonbury or the SXSW festivals, or even caught them on Other Voices and BBC’s The Culture Show or as they toured with Brendon Benson or the Handsome Family but The Lost Brothers are now coming to Dundalk. taking to the stage in the Spirit Store on July 6. The Lost Brothers, or ‘Losties’ as they have bxcome affectionately dubbed, filter a medley of influences from dark folk and county to the rock and roll golden era and produce a sound that attracted unreserved praise from the likes of NME, Word magazine and Hot Press. Their 2010 debut album Trails of the Lonely was met with much acclaim as was their second, released in November 2011, So Long John Fante. The duo craft a song with a poetic backbone, layer it with soulful melodies and luscious harmonies – a powerful combination. This is one of the bands few venue concerts in their summer touring schedule which is dotted with festival performances all over the UK and Ireland.
Ffion Kieran who is in second class at St. Francis NS, Blackrock has once again received an award for 100 % attendance during the past school year. Ffion received the award in 2011 also and hopes to make it three in a row in 2013. Her classmates and teachers are very proud of her.

Ardee Concert Band head south Ardee Concert Band will travel to Clonakilty for the South of Ireland Band Competitions due to be held there on Saturday July 7. The group has been putting a lot of preparation into their programme for the competition and also for the street performance, which they hope to give on Friday evening. The conductor for this year
is Brendan Breslin of the Band of An Garda Siochana. Brendan has planned an interesting programme, as this is an entertainment style of competition. Forty members are due to travel, some are going for the whole weekend and the remainder are making a day trip in order to take part. In recent weeks the Bohemian centre has been a hive of activity. On May 16 and 17, forty members sat the grade exams through the Royal Irish Academy of Music. Special recognition must go to Rebecca Mc Eneany who received a distinction in Grade 3 saxophone On Friday May 25, the Awards Night was held where Grade Certificates were presented to members by Vice-chair-
person, Jen McKeever All members who started on band instruments last September were assessed recently by Laura Jones and these members will now form a new group within the band, a Junior Band where they will learn the basics of playing in a band before moving to join the Youth Band. The Youth Band has been busy preparing a summer programme as they hope to perform in the locality a few times over the summer under the baton of John Gaynor. Even though school is out for summer, the Youth Band rehearsals keep going. The Ardee Concert Band’s next performance will be at the Ardee Credit Union open day on Saturday July 14 and after that in Farmleigh on July 29.

Men found chairs on beach Two men who were caught with nine chairs in a car taken from a closed holiday centre in Omeath claimed they came across them on a beach while picking winkles. Solicitor Sean T O’Reilly told Dundalk Court that Mareks Vovers (25) and Edgars Kiris (24), both with the same address at Ath Leathan, Racecourse Road, Dundalk accepted they should have been a “lot more diligent in ascertaining the ownership of the items in question.” Vovers was also summonsed for driving without a licence and
not being insured on the occasion. As the chairs were recovered and there was no loss or damage, Judge Flan Brennan applied the probation act on the theft charge against both defendants. He fined Vovers €100 for not having a driving licence, and dismissed the insurance summons under the probation act. The charges arose on October 10 last. Garda Inspector Martin Beggy said that locals saw people carrying chairs near the closed Tain Holiday Village. Gardai found a car parked con-
taining nine chairs which were identified as belonging to the centre. Other items were recovered further down the beach. Both defendants were present, and Kris was asked for a driving licence and insurance. Mr O’Reilly said that he produced a Latvian licence, and he understood he was insured. He said while picking winkles on the date, they saw items on the beach and removed them. He said that the tyres on their vehicle were cut when they came back to collect it.

A Dundalk woman is in seventh heaven after shedding an impressive seven stone over the past two years. Grainne Begley joined Unislim slimming club in 2010 determined to lose weight and get fit and healthy again and ever since she hasn’t looked back. According to Grainne she feels much better in herself now and her confidence has improved since her weight loss. “I’m absolutely delighted with myself to be honest. Before I joined Unislim, I wasn’t happy

with how I looked and I would have had low energy levels and felt tired all the time.” she explained.
“But since I’ve lost the seven stone I feel like a new woman and I’ve got so much energy and I feel much more confident with myself. “Mary McArdle who runs the class has been great and it’s thanks to her that I’ve done so well.” added Grainne. Grainne says she got rid of the weight by working hard in the gym as well as walking her dogs and sticking to the healthy eating plan. ‘I would say to anyone who has weight to lose, no matter how much or how little, don’t just talk about it, do something about it”, she added.

Upgrading works commence at VEC schools and centres The end of the state examinations has paved the way for the commencement of a comprehensive programme of refurbishment works across most VEC schools and centres for education. The VEC plan to have all of the works completed in time for when students return to school at the end of August. Dr. Pádraig Kirk, CEO of Co. Louth VEC said, “we are delighted to be in a position to undertake various upgrading works at a number of our sites again this year”. The largest of the refurbishment projects will take place at O Fiaich College. The school’s
art rooms are set to experience a complete overhaul as part of the works. The existing Art and Crafts rooms will be demolished, two new larger rooms will be constructed and their layout will be radically redesigned. Two new separate smaller rooms will also be constructed to facilitate both specialised photography training and Art decor teaching. When completed the art teaching accommodation at the school will be among the best in the country. Last year, Home Economics facilities at the school were significantly upgraded. New pedestrian and car park
entrance gates will be erected at Bush Post-primary School in Riverstown, while plans will also be progressed for the construction of three new general classrooms. Minor internal works will commence at the Former Boys Technical School at Chapel St. in Dundalk where the recently closed Tara Education Centre operated. This work is to provide classroom and administration space for the county’s music programme. The local Music Generation (Louth) programme is set to run music classes at the centre in a range of instruments from this September.
PayPal open their new Dundalk base
Continued from Page 1 the Middle East and Africa. The company are still advertising positions within the new call centre and are hoping to see the number of employees in the Dundalk call centre rise to 200 by the end of the year. The company plans to expand over the next three years and aims to employ 1,000 people in Dundalk
by 2015. PayPal is expected to bring a much welcomed economic boost to the area as it integrates into the wider business community. Not only does the company hope to quickly become a leader in Dundalk Business community, but it has already forged a strong relationship with Dundalk Institute of Technology. The student
population in DkIT stand to benefit greatly from the support the company can offer as well as having access to internships, part-time and long-term job opportunities within the company. Louise Phelan, vice president of global operations for PayPal in Europe, the Middle East and Africa, said she is delighted to welcome the first employees to Dundalk.
“Our new employees have joined PayPal at an exciting time. Our vision is to help people pay for things anytime, anywhere and on any device connected to the internet. We’re making money work better for consumers and businesses at a time when the line between the online world and the high street is breaking down. Our new teammates in Dundalk
will help us create the future of money.” One of the major factors that motivated the company to select Dundalk was that there was an impressive skill base here. A lot of effort by the Local Authorities, business leaders and community leaders went into highlighting the areas qualities and helped them choose Dundalk as their location
as well as helping to facilitate the company once they had made the announcement. Declan Murphy said, “On behalf of the Chamber of Commerce I would like to welcome PayPal with open arms and wish them every success in their plans to develop. They are going to be an asset to not only Dundalk but the whole North East Region.”
