Site and Area Context

The site is bound by Forest Road to the south-east, Elmwood Avenue to the south-west, Vector Park Industrial Estate to the north-east and MOD playing fields to the north-west.

The site is relatively flat and contains the two predominantly brick faced buildings; Smith House 1 which is 3 storey and Smith House 2 which is 2 storey.

Existing Buildings

Smith House 1 is a 3 storey red brick residential building at the corner of Forest Road and Elmwood Avenue. The building has one long wing to the north and a split wing to the south, which creates an internal courtyard which is hard surfaced as car parking for the property.

Smith House 2 is a 2 storey red brick residential building set back from and fronting onto Forest Road. The building has a ‘C’ shaped plan, with the central courtyard facing south east towards Forest Road. There is no parking within this courtyard, which is hard paved with no landscape amenity features.

New Proposals- Plan Arrangement Smith House 1

These proposals are for 12 additional apartments.

The unit mix will be 8 x 2 bedroom, 3 person apartments (all 64 sqm), plus 4 x 3 bedroom, 4 person apartments (2 x 82sqm + 2 x 94sqm).

The form of the extension to this block is a single storey pitched roofed pavilions. The existing brick façade will be continued upwards in matching red brick, to form the new 1100mm high parapet to the new floor level. This will tie the extensions visually with the existing retained facades.

Also, by stepping the new building line back from the existing facades, terraces and access ways are naturally created. Therefore, the 3rd floor facades are for the most part set back behind this parapet, except at the gable ends where the new elements overlap the parapet, stitching the old into the new.

Smith House 2

A similar Architectural language is utilised for the extension of Smith House 2, to that employed at Smith House 1. However, as the extensions here are 2 storey more, mixing of the materials is introduced to blur the connections of the new to the old.

The other factor at Smith House 2 is the proportions of the existing gables are less attractive, being more squatter in appearance, with overly fussy detailing. To address this, we have draped the gable facades down over the first-floor fenestration.

Site Layout

The application site comprises of the southern car park section of the wider Status Park complex and the car parks of Atlantico House and Peninsula House to the north. Following the conversion of Vista Court, Atlantico House and Peninsula House to apartments in the early 2020.

Refused Scheme

Following the September 2022 Pre-app, a detailed scheme was prepared for 63 apartments raised over 6 storeys. This application was submitted in March 2023. This was refused on December 2023. The main design/Architectural reason for refusal.

1. Visual Impact: Due to its height, width, scale, bulk, massing, footprint and design, the proposed building would form an oversized, uncharacteristic and visually incongruous form of development which would fail to harmonise with the established character of the site and street scene.

Proposals- Ground Floor

There are 3 cores serving the building. All 3 have access from both the main southern and eastern frontages, plus from the car park to the north. In addition to the communal entrances, 3 of the ground floor apartments have their own private front doors.

At Ground floor the mix is as follows:

2x 2B/4P units

2x 2B/3P unit

2x 3B/5P unit

Proposals- First,Second and Third Floor

The first, second, and third floors follow similar layouts. All units have access to either private balconies and/or winter gardens. Winter gardens have been introduced to the south and east (front facing) elevations, which are more susceptible to noise from Heathrow Airport and the Bath Road. Balconies are utilised on the internal facing facades where the massing of the building itself will provide acoustic sheltering.

The unit mix is as follows:

4x 2B/4P units

2x 3B/4P units 1x 3B/5P unit

Proposals- South Elevation

The massing has been stepped down at each end. This ensures that a reduced 4 storey elevation addresses the neighbouring property at Vista Court (we have also increased the separation distance between the west elevation and Vista Court).

A homogeneous brick façade is articulated by the projections and indentations of the integrally designed winter garden feature used across the outward facing facades. These winter gardens provide private amenity space, while mitigating potential acoustic issues.

Integrated landscape proposals include tree planting along the site boundary and the use of a curving, hit and miss horizontal fence to provide semi-porous visual and acoustic separation.

To the North side, units have integrated balconies which overlook the rest of the site, away from the airport.

Secondary entrances and external access to Bin and Cycle Stores are provided.
