Castro Marim increases support for VRSA volunteer firefighters

T New croquet club at Centre Algarve

B

ased at the Central Algarve Holiday Centre for children with special needs, in Moncarapacho, is a new club, the AWL Croquet Club. Formed with the intention to allow anyone to enjoy and play a game of croquet, in pleasant surroundings. The centre is a fantastic facility for special needs children, with numerous friendly animals and birds in surrounding paddocks. We wondered what we had started! The club has kindly been allowed to use an unused strip of land, and create a brand new croquet lawn, using muscle power and hard work by the AWL members. In exchange for the use of the land, the club have initially raised in excess of 5000 euros, to enable the Central Algarve Holiday Centre to create a brand new gym facility for the visitors. The AWL Croquet Club will formally ‘raise the flag’ on 6th June at 0:930, with a donation presentation to the centre at 12:30, followed by a BBQ, with all funds given to the centre. Tavira citizens request a pedestrian bridge to Cabanas island

he group “For the construction of a pedestrian bridge to the island of Cabanas” launched an online petition almost a year ago, that proposes the creation of a wooden crossing that connects Cabanas, in Tavira, and the barrier island of Ria Formosa located in front of the village, with an aim to "avoid long lines" for maritime-tourist vessels that connect the two points, a spokesman told Lusa. The lack of security, the huge number of passengers in the summer and the improved access surely justify the construction of a pedestrian bridge between Cabanas de Tavira and the beach on the island of Cabanas. In the main summer months, the vessels responsible for transporting passengers

between the two banks of the river are loaded with people, especially for the return journey to the village at the end of the day, with “a high number of circulating boats causing damage to the environment and to maritime safety. The project could also guarantee “access to the beach throughout the year without depending on the vessels” and “reduce the number of vessels”, providing “advantages to the environment” and “maritime safety”, justified José António Pinto, one of the members of the group, created by local citizens. Despite the advantages pointed out by the authors of the petition, which has more than 2,000 signatures, the project has not had a response from the official entities, namely from the autarchy of the

Ria Formosa Natural Park. “Unfortunately, we have not had any response from those who decide these matters. We sent 'emails', made a long, detailed and documented exposure, but there is no desire. The president [of the Tavira Chamber] has publicly said that she is against it, ”said project spokesman. “The summer ends, and people will not pay two euros per person to go for a walk or exercise on the beach for an hour. The bridge would allow this for free”, José maintained, pointing out that the 'lobby' of maritime-tourist vessels could be a possible reason for the lack of support from the authorities.

his year, the council attributed a support of 180,000 Euros to the Humanitarian Association of the Voluntary Firefighters of Vila Real de Santo António and Castro Marim, a massive 4 times the amount given 4 years ago. 'This is a more realistic support amount and responds to the needs and expenses inherent to the permanent relief service that the Volunteer Firefighters provide in the Municipality of Castro Marim and the maintenance of the Emergency Medical Post in Azinhal (PEM)", explains the municipality in a statement . The guarantee of the necessary support from the municipality means PEM is now a reality for Castro Marim, especially useful where the serious lack of accessibility to provide assistance in the event of accidents, or sudden illness was most evident. According to the council, "Castro Marim will, this year, move forward with the construction of a local training unit in the village of Azinhal, with the capacity to train civil protection agents and firefighters in the region and outside, in the most varied matters". This unit will also be "a centre for pre-positioning resources for possible disasters and may become an accommodation unit to support intervention units in the Algarve-Andalucía territory. Cofinanced by the Iberian Center for Investigation and Fighting Forest Fires (CILIFO), this unit will reinforce the BVRSA's strategic position in the Algarve and place the Lower Guadiana as a centre for media prepositioning", concludes the Câmara de Castro Marim.

ast month we met Anna Maria, owner and creator of the Algarve's newest Gelateria Dedè. Originally from Neptune, a small town near Rome, Anna Maria along with her partner Ernesto opened their Italian restaurant (featured in last month's issue) two years ago. When the unit next door to the restaurant became available, she took the opportunity to fulfil her dream of having her own Italian ice-cream shop.

Whether it is a hot summer day or the holiday season, ice cream and gelato are well-loved frozen desserts enjoyed by people of any age (although some consider gelato to be the "grown-up" version of ice cream). The two look and taste similar, but are they actually the same? Taking into account gelato is the Italian word for ice cream, you would think so, but there are actually a few differences between the two. From the ratio of milk to cream, to how the mixture is churned, to the flavors and textures,

there are specific distinctions between ice cream and gelato. The Ingredients Two of the main ingredients in both ice cream and gelato are milk and cream, but it is the amount of each that results in differing desserts. As the name implies, "ice cream" contains more cream than milk, whereas gelato is made with a greater proportion of whole milk to cream. Another ingredient that distinguishes the two is eggs; ice cream

includes egg yolks while gelato is (most often) completely void of eggs. These differing measurements and ingredients affect the amount of fat in each dessert, as well as the mouthfeel (the texture of the food in your mouth as you eat it). Legally, ice cream has to have a minimum of 10 percent fat; gelato contains only 5 to 7 percent fat. The Process It is not just the ingredients that separate the two, it is also the way that each is made. Ice

cream and gelato must be churned to create that creamy, scoopable goodness, but it is the speed at which they are churned—and the resulting amount of air incorporated— that is different. Gelato is churned at a slower speed than ice cream, which creates a denser consistency since less air is whipped into the mixture. Gelato contains about 25 to 30 percent air, while ice cream can contain as much as 50 percent air. Once the ice cream and gelato are made, they

are stored at certain temperatures to maintain the right consistency. Ice cream is typically served frozen, around 0 F, whereas gelato is typically stored and served at a slightly warmer temperature, around 15 F. This means gelato is not quite completely frozen, making the texture softer and silkier than ice cream. Meet the

Candidate We introduce Dinis Faìsca, who is running for president of Tavira, to find out a bit more about him, his political group and what they hope to be able to offer the Municipality in the near future

Can you tell us a little bit about yourself? Sure! I am Dinis Faísca, 47 years old, graduated in Theology from the Higher Institute of Theology of Évora and became a priest for 14 years, 3 of which in Tavira. After 14 years of service, I voluntarily left the Church, got married and started my own family. However, the life of serving has always been a great calling to me, this led me to get my degree

in Psychology from the Pontifical University of Salamanca, with a specialisation in Family Therapy and Brief Systemic Intervention. For the past 8 years I have served as Chief of Staff for the municipality of Castro Marim. Tavira is the city that has adopted me since moving there in 2008. I consider myself a ´´Tavirense´´ from the heart. Which political groups support the Dinis

Faísca candidacy? I presented myself as an independent candidate, support followed and a team was created. All choices were based on the values each individual possesses and on how each person could contribute to this project. However, my candidacy will have the acronym of the Social Democratic Party (PSD), which embraces and recognises the dynamics of

this group. I am grateful to the PSD for the confidence and support shown from the very beginning. How does your party differ from the current administration? In a nutshell, I will say that I want our actions to be recognised by the people of Tavira. Each individual is unique and will be treated as an equal, regardless of their background. There will be no room for preferential treatment. I also believe that individuals are very capable of discerning and distinguishing between mere words used during times of electoral campaigns and declarations of sincere, and genuine promises. I value shared management and teamwork to address and action the real demands of Tavira which will promote the quality of life of those who live here. A recurring story among foreigners is the difficulty of dealing with the many administrative processes due to the language barrier that generates a certain lack of harmony between the administration of the city council and residents. Is this subject something you will address? No doubt. The approach of the public administration to its citizens is a crucial point of our programme. It is essential to facilitate this relationship, as well as to rely on quick responses. However, I want to go further: it is our intention to create a specific support office for our foreign language residents, it must be broad to cover diverse matters and to meet this real concern. The new theater in Tavira, in the opinion of some, seems out of place. Do you have any preventive plans or measures to safeguard the character and charm of Tavira? The work of the new theater is an example of what should not be done; calling into question the city's cultural landscape, its heritage and the harmony of the surrounding architecture. The existence of this cultural infrastructure is fundamental in the development of the city's

cultural policy, however, its location should have been different. Unfortunately, that was not the decision. The charm of Tavira, its picturesqueness and its unique characteristics must be defended, this is why we are proposing a promotion and education programme for Heritage. The current administration has done a good job in the past in providing a cultural and entertainment agenda for everyone, especially in the summer months. What are your thoughts and ideas? Cultural policy should not focus solely on the summer months. There must also be a focus on local productions, their quality and our identity. There is a difference between entertainment and cultural politics: the first is immediate and generates selfies with full squares; the second takes time to develop, to collect results and requires vision and persistence. But this is the path that also deserves our efforts. Do you want to create work and activities for the younger population of Tavira? Currently, there is very little for young people to do. There is a first problem that lies in the ability to help young people in the municipality. Secondly, Tavira must also be an attractive place for young people, especially through a programme that meets their needs. The training of young people, too, should be a concern, as well as creating conditions of support by providing affordable housing. Finally, it will be necessary to work in partnership with the business community, in order to provide the youths of Tavira with opportunities, evening events and quality activities. Are you open to suggestions that our readers may have on how to improve Tavira. What is the communication channel between readers and your campaign? We definitely want to hear opinions, concerns and suggestions of the entire population. We recently launched our Facebook page

- Tavira 2021 - for this purpose. We want to make a difference from the beginning. Everyone's opinion is essential to establish realistic priorities and responses in the final collaboration of our electoral programme. Is there anything else you would like our readers to know? Yes. I would like to appeal to everyone to participate in this municipal election, since it is their civic right and duty. Democracy can only be expressed with the involvement of all, irrespective of the options at hand. You must address the issue of voter registration in your Parish Council. The foreign-language resident community that fell in love with Tavira has the right and the duty to participate actively in this electoral act. To contribute to safeguarding the charm and to promote the sustainable development of our municipality. Finally, compare the electoral programmes, the different styles of campaigning and being in public life, and decide according to your own conscience.

How can I Register my Vote? Simply go to the Voting Commission (CR), at the parish council (juntas de freguesia), this corresponds to the address indicated to where you are registered or at the Foreigners and Border Services (SEF). Make sure to bring your ID and a bill (utility, internet etc) with your name and address on it, as proof of address may be required by the parish. Until When? f you are in the process of buying a property with a mortgage, you’ll find that the interest on 5 and 10 year fixed mortgages has gradually been moving up since the beginning of Q4 2020. Recent fear of inflation has accelerated this upward bias. Central banks are downplaying inflation risk as price rises are mainly due to supply constraints. The pandemic led to disruption of the global supply chain, which is likely to be a temporary issue. There is no sign of wage inflation yet, but this may change. The ECB has an inflation target of 2%. As inflation has been lower than this for several years, they do not mind if inflation overshoots their target in order to make up for the low inflation in the past. Regardless if you are in the situation of saving or debt (mortgage), what matters is the real interest rate. The real interest rate is the nominal interest rate, less inflation. If you have savings you want to have a positive rate, if you have a mortgage you benefit from a negative rate. Interest on a small savings account is likely to be zero and banks have started to charge interest (0,5%) on amounts above €100.000 to €150.000, the threshold varies from bank to bank. It is costing you money to keep your savings in the bank, this is the result of the ultra-low interest rate policy of the ECB which is keeping short term rates (3 – 12 months Euribor) artificially low. In addition the central bank has been buying bonds as part of their quantitative easing (QE) programme, putting downward pressure on medium (3 – 5 year) to long term (10 – 20 year) interest rates. On the other hand if you have debts such as a mortgage a negative real rate is positive for you, as it erodes the value of the loan. E.g. if your interest on a fixed 10 year mortgage is lower than the rate of inflation, the value of your loan erodes overtime. Assuming the ECB succeeds in keeping inflation at an average of 2% over the next 10 years, a fixed interest rate on a 10 year mortgage of less than 2% leads to a negative real rate and erodes the value of your loan. The fear of inflation in addition to the anticipated unwinding of QE at some time in the future lead to an increase in bond yields with longer

Property dated maturities as investors start to price this in. Where 10 year government bond yields were minus 0.5% last year, they have moved to zero and above. If you have a mortgage or need a mortgage to be able to purchase a property or are simply part financing your purchase with a mortgage for financial flexibility, it is a good time to carefully consider whether a floating rate or a fixed rate mortgage is the best option for you. Holders of a floating rate mortgage have enjoyed the benefit of a negative interest rate of 0.5% for a number of years and still do. The ECB has indicated that they will continue to keep short term rates low for the foreseeable future, but one day this will change. As markets are anticipating this, long term rates are moving up. Without central bank intervention short term rates can easily move back up to 1 to 1.5%. If inflation becomes an issue they can go higher. The interest rate of a mortgage consists of two parts: the bank spread and the interest rate. The first is negotiable. The latter is the market rate either based on 6 – 12 month Euribor or 5 to 10 year swap rates, currently at respectively -0.50 / -0.48 / -0.25 / 0.13 (a 10 year fixed rate mortgage is now costing 0.6% more than a year ago). Banks can offer their best clients a spread of 0.9%. It also means a low loan-to-value rate (LTV) of 20%. If your LTV is higher, expect the spread to be higher. Banks charge

a higher spread for 2nd homes and if you are a non-resident the spread goes up again. Some banks offer more favourable terms & conditions than others, you need to shop around, bargain and be persistent. In order to get what you need (a low rate), you need to understand what they need. In principle you can have your house insurance and/or life insurance with anyone you want. When negotiating you may consider to have the insurance(s) with the bank in return for a better rate. As life insurance carries a high profit margin, they will be keen to sign you up. With 10 year fixed rate mortgages still at historically very low levels, it is an obvious choice as you do not need to worry about adverse interest rate movements for the next 10 years whereas with a floating rate mortgage you are fully exposed. In the past, short term rates were around 1 to 1.5%, which is a 2% difference from the current negative rate. On a mortgage value of Euro 150.000 this makes a difference of Euro 3000 per annum or approx. Euro 250 per month. Currently the difference in interest between a floating rate and 10 year fixed is 0.63%, or Euro 945 per year or Euro 78.75 per month using the above example. As the ECB does not mind for inflation to overshoot their 2% target for some time, short term rates can go up further than you can imagine. There are more factors to consider when deciding between a fixed or floating rate mortgage,

for instance the difference in penalty for early redemptions (respectively 2% and 0.5% of the amount that is repaid). In case you are expecting an inheritance to pay off (part of) your mortgage, this may have an impact on your preference for a floating rate, a 5 year or 10 year fixed mortgage. Moderate inflation is not something to worry about and is unlikely to have an impact on property prices as interest rates are still relatively low and other factors such as supply and demand also play a role. When inflation continues to go up over a prolonged period of time it can eventually become an issue as interest rates will have to follow. Habits and identity

W

hy is it so easy to repeat bad habits but so difficult to acquire good habits? Few things can have a more powerful impact in our life than improving our daily habits. Despite this, this time next year you will probably still have your bad habits. To keep good habits for more than a few days seems very difficult, even if we genuinely try. Habits, like working out, meditation, writing a diary or cooking, are ok for a day or two, but soon become boring. However, once created, it seems that habits stay with us forever – specially the unwanted ones. Despite our best intentions, it can seem impossible to let go of our unhealthy habits like eating junk food, watching too much TV, or smoking. Changing our habits can be a challenge for us because of these two reasons: - We try to change the wrong thing, or… we try to change a habit in the wrong manner. Today I´ll write about the first, and the impact it has on our children when we label them with “bad” definitions about their behaviour and how it becomes a definition in their identity. There are three layers of behaviour changing. The first layer is to change our results. This level has to do with changing goals: losing weight, publishing a book, or winning a championship. Most of the goals we set are associated to this changing level. The second layer is to change our process. This level has to do with changing habits and methods: to create a new routine in the gym, organise your desk, or to develop a meditative practice. Most of the habits that we create are associated with this level. The third layer, the deepest one, is to change our identity. This level is about changing what we believe: the vision of the world, the image that we have of ourselves, the judgments we make about ourselves and others. Most of our beliefs, assumptions and prejudices are associated to this level. Many people start their habit changing process focusing in what they want to achieve. This leads to habits based on the result. The alternative is to create habits based on the identity: who do we want to become? Just an example of how changing a verbal sentence from a negative perspective to a

positive one, can change the way we interpret the message and how our brain assimilates the information and becomes more predisposed to change: Imagine two people, one offers a cigarette to the other, who resists by saying “No thank you, I´m trying to stop smoking”. It seems reasonable, but this person still sees themself as a smoker that's trying to become something else. She expects her behaviour to change, but still believes in the same thing. If they'd replied “No, thank you. I´m not a smoker”. It´s a small difference, but would show an identity change. Smoking was part of their previous life, not of her current life. This person ceased to identify themself as someone who smokes. Behind each system of actions there is a system of beliefs. A behaviour that is not in harmony with that identity will not last. To have more money may be your goal, but if your identity is of someone that spends more than you earn, you will never achieve your goal. It is difficult to change habits without changing basic convictions that led to the bad habit. You may have a new goal, but you haven't changed who you are. Our behaviours are a reflex of our identity. So read the following and see if they make sense to you: ● The goal is not to read a book; it is to become a reader; ● The goal is not to run a marathon; it is to become a runner; ● The goal is not to learn to play an instrument, is to become a musician. Habit formation is a double-edged sword. When it works in our favour, the identity change can be a powerful force of self-development. But, when it works against us, can be a curse. And this is where I want to alert you, dear reader, to the way we are educating our children. Focusing on the manner we transmit our ideas about their behaviour to them. When we repeat the same message to ourselves, it is easy to slip into these ideas and accept them as facts. And with children it's the same. By the way, we were all kids once! So thinking: I don´t work well in the morning; I´m horrible remembering names; I´m always late, or even I´m not good at math… are convictions that become habits and in many of us they become

part of our identity. Most of these were created because in childhood someone convinced us of this. Over time, we start resisting certain things, because “I´m not good at that”. There is an internal pressure to stick to an image that we have about ourselves. Think about how we can modify the sentences/ ideas above for a more positive feeling and emotion? Because as more deeply a thought or action is linked to our identity, the more difficult it is to change it. The identity conflict is the greatest barrier to positive change at any level, individual, team, as society. The good habits can make sense rationally, but we will not put them into practice if they conflict with our identity. The process of creating habits, is in truth, the process by which we become ourselves. It is a gradual evolution. We change little by little, day by day, habit by habit. We are continually going through micro-evolutions of who we are. Each habit is like a suggestion. If I work better after midday, I´m probably a person more productive in the afternoon. If sometimes I don´t remember someone´s name, I´m probably a person that remembers people by their faces. If I have difficulty meeting schedules, I´m probably a person that has a creative mind and need extra focus to get on time. If I like to learn languages, I´m probably going to become a great and enthusiastic reader. This way we've turned the negative ideas above into positive ones and this positively influences habit creation and in the end our identity. Think about this… how can you transform the way you see yourself (what you understand about your negative habits) and what do you want to change into positive habits? Do the same with your kids when you speak to them about their behavior. You will notice an interesting change in your family environment and relationship. any of us walk around fired up by stress all day long. The difficulties start when you can’t turn off that switch and relax when it comes to bed time, or indeed at other times when required. Often our sleep then suffers, which leads to more stress and we end up exhausted. And the more exhausted and stressed we feel, the worse it all gets. Some may turn to alcohol or drugs, while others may exercise more. But the problem is very often in our heads. We spend a huge amount of time caring about our physical appearance and pay little attention to what is happening inside our bodies and our minds. I paid the price of this personally and eventually “burnt out”. In my case, this meant I could not sleep at all, had panic attacks, and felt so frightened. I did not know what was happening or who to talk to. Ultimately, I realised that meditation and breathwork could both help enormously, alongside the physical benefits of Pilates and Yin Yoga As a Pilates and Yin Yoga teacher I now focus on teaching people how to breathe properly and stretch at the same time. “Mind & Body work” What can be more wonderful than having a beautiful physical form and the ability to turn off the stress response and turn on the relaxation response. Changing how you breathe and where you focus the mind can re-programme the brain via the vagus nerve, which connects the brain and the body. Just as a tense body and shortness of breath can signal to the brain that you are in trouble, whilst a calm body and deep breaths does the opposite. Taking the time to breathe properly tells the brain we are safe and releases something called GABA, an anti-anxiety neurotransmitter that promotes a sense of serenity and ease. It is also important to give your brain a rest to prevent age-related atrophying that can lead to dementia. It can be a hard work but rewarding to attract birds to your garden, but doing so can offer many benefits beyond just enjoying garden visitors.

enefits of Garden Birds...Your garden birds are part of the local ecosystem, and attracting them to your garden means planning bird-friendly landscaping, adding fresh, clean water to the garden and choosing the best bird feeders and birdhouses. If you do these things, you will discover benefits such as: Pest Control: Many birds eat a variety of insects, including aphids, mosquitoes, spiders and other bugs that may not be welcome in a

plants is also beneficial because those plants are adapted to the local climate. They will require less water, less fertilizer, and lower maintenance to stay beautiful and healthy. Dense Plants: Birds will feel more secure and safe when there is adequate shelter in your backyard. To provide that shelter, create dense areas of vegetation that will shield smaller birds from hawks, cats or other predators. Dense vegetation is also more suitable for roosting and nesting, which can make your garden birds permanent residents instead of transient guests. To add density to your landscaping, create clumps of vegetation and corridors of security that birds can use. A long, narrow bed filled with rich plants is more suitable than small, widely scattered beds. The corners of your yard and borders around buildings are perfect for dense vegetation, or you can create independent beds that are thickly layered. Plant Diversity: Different birds prefer different types of plants, and if you choose to landscape with a wider range of plant species you will also be able to attract more types of birds. You can choose specific plants that are favoured by certain birds you wish to attract or opt for plants that are favourable to the birds already visiting your garden. When choosing a range of plants, consider the seasons during which each plant is most useful. Early flowering shrubs will attract insects and provide nectar during the spring, while trees and bushes that produce nuts and fruit are essential sources of food in late summer and fall. Evergreen trees and shrubs will not only produce cones and seeds, but are also superb sources of shelter in the cold winter months. Mess is Best: A bird-friendly landscape is never perfectly manicured and neatly trimmed. Leaf litter, longer grass, and discarded brush piles are highly attractive to birds because they are rich sources of insects, nesting material and shelter. By mimicking the appearance of birds’ natural habitats, you can instantly make your yard more appealing. This does not mean that your garden has to be a jungle. However, leaving some areas of your landscape in their natural state, particularly in a large plot, can attract a wide range of birds while you can still enjoy manicured landscaping elsewhere. One highly effective way to attract birds to a natural landscape is to let flowers and shrubs go to seed without removing the plants. Birds will eat the seed, which is also a great way for backyard birders to enjoy a healthy landscape and save money on birdseed.

ach month we receive different questions from our readers, although some of these questions are related to specific situations, sometimes the answer may help you to better understand the tax system in Portugal and answer the queries from other readers.

Q

I am British citizen and live in Tavira for nearly ten years. I have a residency card and all my taxes are paid here. Does Brexit have any impact on my life or taxes in Portugal? The Double Tax Agreement between Portugal and the UK has not changed with Brexit. This means that tax wise everything remains the same. However, if you are a resident of Portugal, you may notice that on the back of your residency card, it states that you are a EU citizen. Therefore, you need to exchange your residency document on SEF’s Brexit Portal. This applies to all residents, including the ones that already had a residency card. So, if you were a resident of Portugal before the end of the transition period (31-122020) you must exchange your residency document (either the Residency Certificate or the Residency card) for a new one that confirms your status as a resident under the Withdrawal Agreement. I became resident in Portugal in March 2020. I have a house near Loulé, but my partner has a business near Valencia in Spain and we often spend time there.

Do I lose my NHR status, or my residency, if I spend more than 183 days out of the country? The right of residence provided by the Withdrawal Agreement is not affected by temporary absences which do not exceed six months in a year, nor longer absences for the compliance of military obligations, or an absence of twelve consecutive months maximum for important reasons such as pregnancy or childbirth, serious illness, studying or professional training, or deployment to another Member State or third-country for professional reasons. Once obtained, the right of permanent residence shall be lost by the absence for a period exceeding five consecutive years only. Tax wise, you have declared to the tax authorities that you were tax resident in Portugal, based on your residency permit, issued by SEF. Providing your centre of vital interest remains in Portugal, and your main residency at the end of the tax year is in Portugal, you will be deemed as Portuguese resident and continue to use your NHR status. However, please be aware that staying in another country for more than 183 days, may lead to the payment of taxes in that jurisdiction. I am a Dutch citizen who has lived in Portugal until last summer when I sold my property in Albufeira and moved to the UK. I am now being asked to appoint a fiscal representative, but I have no other assets or tax affairs in Portugal. Any citizen that is resident outside the EU,

needs to appoint a fiscal representative. Although you are an EU citizen, you live in a non-EU country, therefore you must appoint a fiscal representative in Portugal. Despite you having no assets in Portugal, the fact is that you have a fiscal number and it’s not possible to cancel your NIF. Please note that the tax authorities may apply fines to all those that do not appoint a fiscal representative. We moved from Sweden to Altura in 2017 and we have the NHR status. As Sweden may cancel the Double Tax Agreement with Portugal at the end of 2021, should I do anything different with my taxes this year? As you became a tax resident before 31-032020 and have the NHR status, this means that your pensions are declared in Portugal, but not taxed. Although you have the NHR status, it was always possible to choose to pay tax in Portugal and not be exempt. Since the tax year of 2020 each taxpayer has now the option of paying in Portugal 10% tax on their pension. Please note that for all those that became tax resident in Portugal after the 31-03-2020, this 10% tax on pension income is not an option, but mandatory. eople tend to conceptualise financial advisors as people who only help super-wealthy individuals and their families, but this isn't accurate. Financial advisors, more commonly assist families who need help with planning for retirement, saving for their children's college fees, buying a home, and taking care of other major financial goals. A financial advisor can assist you with your investment decisions and help you to keep an emotional distance from your money so that you can make the best long-term plan for your money. Your financial advisor will help you allocate funds into a portfolio that best matches your personal risk comfort level. If you are suddenly facing a new, or even drastic change to your finances, such as receiving a large inheritance that you aren't sure how to invest. A financial advisor will help you to decide what to do with your money and how to handle any tax issues this may bring. You may be a person who is comfortable with their financial situation, but there’s no harm in having a fresh set of eyes to look over your financials for you, if only to ensure they are performing well, and you are invested correctly. If, however, you hate dealing with finances, don't understand the first thing about implementing an effective investment strategy, then a financial advisor is right for you. And if you feel stressed over your money or feel like you're not making the best decisions about your money, then a financial advisor would be a wise move to consider. Robo advisers can be extremely helpful, but often-times they won't be as beneficial as an actual person who has a face-to-face conversation with you can be. That’s because most situations are just too personal for an algorithm to deal with. You could argue that a robo adviser is an unbiased way to ensure the company isn’t pushing their own investment

products on you. And then there’s the subject of rebalancing. Rebalancing is a strategy to keep your percentage invested in stocks, bonds, and other funds constant and in line with your preferences. You can do this on your own or have your investment advisor perform this task, but a robo advisor does in fact, do a great job of automating this tedious investment task. Most robo adviser platforms do not provide access to Certified Financial Planner professionals. If that is something that is important to you, then it’s also something you should enquire about beforehand. Despite robo advisors’ many advantages, there are some tasks best left to a human, especially if you’re very wealthy and/or have complicated financial needs. For example - the process of determining an investor's tolerance for risk is based on scientific principles and research, and most automated investment platforms use an online questionnaire to assess risk tolerance and goals. Then there is the matter of trust. And it’s nothing to be sniffed at either. Trust is the main reason a person will come to you for advice. And trust is likely to be the main reason they stay with you as a client. When you trust someone, you tend to be much more open, forthcoming, and reflective with the things you may not be with others. Trust comes from ‘communicating’ with a human, and money is a sensitive topic. The questions to ask

yourself when deciding between human or AI regarding your finances are, do I want someone to just manage my money, or do I want to be able to talk about my money also? Do I want an investment management tool, or do I want an investment management tool along with a financial planning relationship? Whatever you decide upon, you should first know who you are as an investor, and what you want to achieve in the long-term. A sophisticated algorithm or not, your robo advisor probably won’t be able to beat the stock market. But then again, neither will your human advisor. Beanie how would you describe yourself? I'm very complex and yet simple, I have no form, yet you can see me. To put it simply, I am a gender fluid clairvoyant and as a descendant of a High Atlantis Priestess, I can guide you back through time until you discover a past self you like and identify most with today. Pharaohs, Cleopatra, Hercules, angels or some other cliche will be revealed through trance, drumming and hypnosis. Oh, very impressive, a High Priestess of Atlantis, I'll refrain from inquiring who left the tap on... Now Steve, what about you. How did you become Steve the Shaman? Has this always been your name? Nah, I'm 47, from Essex, my name was Gary until I moved to the Algarve 2.5 months ago. How fascinating! How did you become a Shaman? I was sat here in this pub, right. On me first night in Portugal, right and was chatting to this bloke, right. 12 pints in, he turns around looks straight at my third eye and says "Steve, you're a good guy" as he leaves. I ask for the bill, and as I am paying for the 24 pints it hits me... I am good and accepted my new name of Steve. Ah... I see and how did the Shaman part come in? Well, you're not going to believe this, but I'll tell you anyway. That same night, just after paying up, this vision of a bird called Beanie came up to me. She told me she'd been watching me all night and witnessed my transformation as she saw me collect

the tab. She comes up, right, and says "Steve, I saw what just happened there, how would you like to join me and be part of my meditation work camp, we need a Shaman and you'll do. Oh dearie me, that is quite a story... So, what's this work camp then? Nah mate, it's not a work camp it's a "meditation" work camp. The harder and more silent you work, the more we are rewarded financially in this lifetime. You benefit in your next lifetime. "Gary, sorry Steve, let me explain this part darlin" says Beanie holding her glass in the air, looking me square in my third eye. As your spirit breaks and you transfer your will, assets and freedom to us, you avoid suffering in your next karmic rebirth. You will rediscover your purpose in rebuilding our sanctuary, farming our land, engineering machinery, building the fence around our compound and improving the bare exposed living huts. You will come to a state of liberation where you will want to freely give the mandatory and compulsory donations. Well, this all sounds intriguing, I can imagine it might make for an interesting weekend or week! A weekend or week?! Meet the member This month we introduce a new feature. Each month we will introduce a member of Benamor Golf, to hear a little about them and what they love about the course. Our first candidate is Viv Thomas from Tavira, owner of Chilli Boy

W

e met Viv on a sunny, but breezy Friday afternoon at the clubhouse at Benamor Golf to film a quick interview for their social media and website. Viv, how long have been a member here? About 17 years now, I've watched it establish itself and also seen a few staff members and players come and go. So how long have you been playing golf? I started when I was 11, I was very lucky, I went to a school in Rhodesia that has its own 9 hole course. What is your current handicap? A struggling 16, unfortunately. What is your lowest ever handicap? When I was 13, I was a 7 handicap, and when I was in my early 20's I got down to a 5. So you know your way around a golf course? I think so! I had an ambition when I was a kid to become a golf professional in the days of Gary Player's era, but my father, in his wisdom, decided that there was no money in golf and he said no... and in those days you

listened to your parents. It's a lovely day today, however, it's a little windy, how do you think the wind affects this course in particular. It can be very tricky! You've got the wind from the East, and sometimes huge winds from off the coast. It can easily turn a normal golf shot into an extra 2 club shot. Do you have a favourite hole here? Probably the 14th. Wow... I know from experience there are not a lot of people who enjoy that hole! Well, let's put it this way, when you hit a decent drive, it goes down the middle and you're not out of bounds, it's such a good feeling! OK, there must be one that's your nemisis? Ugh... I'm not sure if I hate it, or it hates me, but it's the 12th. A silly little par 3. Every time I get on the tee with you guys you start laughing. Ha, ha... it's all in the gamesmanship, you know that, we learnt from you Viv. What advice would you give to someone who has never played here before? It's not a long course, or a big course, but I would say 12 of the 18 holes have got little

tricky bits about them. They may look easy, but you have to play conservatively, especially if it's the first time you are playing here. I have a freind from Wales who is a 4 handicap and he can't score on this course. What is it about the club that makes it successful? Well, there has basically been a nucleus of staff that have been here all the time. They know what you like and what you don't like; drinks, snacks or whatever. They are a really friendly bunch of people. It's like a family type of a golf course. And the course itself... I've heard people say it's a 'Mickey Mouse' course... it's not! How many golf courses are there where all of the par 3's are in the 180's, where 16, 17 handicaps have to use a driver. The condition of the course too; they look after the course, it's not immaculate, but it's well cared for. The traffic they get on this course and the way that it's cared for, I think they do a great job. Well Viv, thanks for your time this afternoon, it's been a pleasure and I sincerely look forward to our next game.

Football is ‘up and running’ again!

W

After what feels like an eternity, East Algarve Walking Football and East Algarve FC are back in action with walking football and ‘normal’ running football sessions resuming on the 3rd May.

e had over 20 players at our first session in Olhão and as Swedish born defender, Conny Holenweg said, “It’s great to be playing again and meeting up with good friends”. We’re already having four sessions a week, two walking football for the over 50s (though younger players are also welcome); another walking football specifically for the over 60s; and a ‘normal’ running football session, at which all ages are welcome. We’re playing in both in Olhão and Tavira and more details of the locations and the timing of the sessions are available on our websites at https:// walkingfootballalgarve.com and https:// eastalgarvefc.com We start every session with a warm up followed - at the walking football - by several matches of 6 or 7 players a side playing for 10 minutes a game. At the running football, we typically play 11-a-side matches of 20 minutes or so. All sessions are followed by a warm down to help soothe those aching limbs, and all social distancing and health

protocols are observed. Such is the popularity of walking football in the Algarve and throughout Portugal and Spain, we’re joining the new Walking Football Association Iberia which will help standardise the rules, organise tournaments and friendly games, and share good practice on things like health and fitness and liaison with local camaras. Our organiser Jonathan Syed said “It’s fantastic to be playing football again. All our players pay to play (3 euros per session) with a third of the income going into our charity fund. I’m really proud of the support our players provide to local causes, either by dedicating their time and expertise and now, simply by paying to play football again, as the more income we generate. the more we can help local good causes”. We play throughout the year, four days a week, and players of all abilities are welcome.
