The highlight of Sunday afternoon festivities was the Babas and Borshch cook-off at the Andrew Community Centre. Earning top prize in the contest was Helen Zahoda (centre) of Mundare. Zahoda is surrounded by judges Gail Hall, Myles Fedun, Ed Stelmach and Scott Hackman. There was plenty to see and do during the two day extravaganza which attracted people from all over Western Canada. The two day event was so successful that organizers are planning another one for next summer.

It was only fitting that Baba Helen Zahoda was declared the champion at the Borshch cook-off Sunday afternoon to cap off a weekend of fun filled events in Andrew. The 71-year-old Mundare area resident had to admit that winning first place in the contest was "pretty exciting" and felt her secret ingredient (a little bit of love) helped to capture the title. Zahoda said she had to leave Saturday night's festivities early to get a start on her pot of soup. "I was up until after mid-

night making borshch," chuckled Zahoda, who used her mom's recipe with a few adaptations to clinch top spot. There were 16 contestants in total, and it was refreshing to have a couple of local boys make good. Taking second place was Lamont resident Matt Levicki and third place was awarded to Andrew resident Brent Matiaszow. For Levicki winning second was very gratifying. "It was my third time making it (borshch), but I think I got the mix right," stated Levicki during the taste testing portion of the contest. Levicki was especially

proud to have planted the garden this spring and been able to put the fresh vegetables in the pot. Third place winner Matiaszow confessed that he stole the veggies for his borshch from his mom's garden the previous evening. Having the most colorful apron was definitely eyecatching, but MC Hazel Anaka didn't think that would have any sway with judges Gail Hall, Ed Stelmach, Scott Hackman or Myles Fedun.

Glori Meldrum shed many tears over the past five years. But she has also shared in several triumphs in that time as well. Aug. 21 was a day to celebrate as Meldrum accepted a cheque for $74,846.67 from MEG Energy representatives Cory Reed and Marcel Clement as well as James Warner of Phoenix Industrial at the Stonefell Terminal northeast of Fort Saskatchewan. All of the proceeds will go towards the funding of the Little Warriors charitable organization that focuses on awareness and education to help prevent child sexual abuse. Meldrum, who founded the nationwide charity back in 2008, says fundraising efforts began to hit its stride 15 months ago, and the organization is edging closer to its goal of constructing the Be Brave Ranch. "We will be building the first treatment centre in the world," stated Meldrum. "We're hoping to be up and running next year." Meldrum, a victim of child sexual abuse herself, addressed the companies’ employees and contractors to personally thank and share information and insights on the growing issue. MEG Energy Construction Director Cory Reed said that what started as a simple bottle drive has evolved into a more extensive recycling program, and stated

that it was gratifying to have raised this much money for such a good charity. The campaign began in May 2012 with the donation of all recycled cans and bottles collected from the construction site, along with proceeds from the site vending machines. As momentum grew, efforts also grew to include periodic raffle draws as well as donations from the proceeds from recycled scrap metals and leftover construction materials. A years time Letter to the Editor quick to Dyakuyu, dyakuyu, dyakuyu disappear It’s amazing how time flies. Looking back now I can’t believe it’s already been a year since I started work here at the Leader. What a year it has been. I have enjoyed this year so much and the experience I have recieved has been absolutely tremendous. It's actually hard to believe that it is my last day. Throughout my year of working here I have met so many people, all of which who have made me feel welcome and appreciated here in this town. For that, I would like to thank all of them. I have had so many opportunities here, so many different events that I otherwise would not have had the opportunity to attend. This job allows you to change and develop your point of view and learn so to speak how the other side lives. I have been blessed by the people in this town and the way that they have embraced me over my time in this position. In all honesty I could start naming everyone off, but the list would be never ending. I have enjoyed building such strong relationships with all of the local people here, and the small town "mentality" is something I will never forget. Coming from someone that has moved over 20 times, I have found another place that I will remember as home, and a whole town which I now consider to be an extended part of my "family". Thank you to everyone who would come in just to talk, and to everyone who would stop me on the street just to find out how I was doing. This job and this town is one that will forever be a part of my memories. I look forward to coming back now and then just to see all of the people who made my time here such a great one. Dear Lamont Leader Editor, Disclaimer: this letter is being written early Monday morning after a very intense weekend and months of activity and sleep deprivation leading up to Babas & Borshch Ukrainian Festival. I neeeeed a full body massage, pedicure & possible limb reattachment---I know I’m not alone in that either---so if I forget something please forgive me. Dyakuyu, dyakuyu, dyakuyu! Thank you, thank you, thank you to all those, including the Lamont Leader, who believed in, attended, sponsored, volunteered at the Festival. While the event may have happened in Andrew, it was very much a Lamont County event. Having infrastructure like a grain elevator, museum, Ukrainian church, mini golf course and Gazebo Park allowed us to showcase the entire Village. Thank you Pat Skoreyko, CAO; Andrew council & the awesome work of your public works guys! For first-time visitors, Andrew is now firmly on the map and in their minds. Thank you to the volunteers who manned the venues! I hear the numbers were great. Kudos to Lamont County’s council; Jim Newman, Economic Development Manager; Lamont County FCSS Sara Rindero & staff; Municipal Intern, Matt Pustelnik and others who helped turn a good idea into reality. Thank you to those county residents who attended, helped, entered the Borshch Cook Off, provided expertise through demonstrations/presentations and more. Thank you to those people from throughout the County (and beyond) who have called or written and said, “count on me to help next year.” I’ve got your names & numbers! Congratulations to Mundare’s Helen Zachoda for taking home the prize & bragging rights for the 1st Annual BBUF Borshch Cook Off! I also want to apologize to anyone who had less than a totally positive experience whether it was my fault or not. Please know that pulling off a first-time event of this magnitude in only 227 days is darn near unheard of. Also know that not one of our decisions was made lightly or without thought, deliberation, consultation and debate. Based on the feedback that I and others have received we got far more things right than wrong. Over the next days and weeks we will analyze and assess all the feedback and input from visitors and behind-the-scenes people. We will incorporate the

brilliant, practical, do-able suggestions. We will ignore the ‘critical for the sake of being critical’ comments because they usually come from people who haven’t risked anything like time or effort. We’re old enough to know we can’t please everyone and we’d be crazy to try. We thank those individuals, groups, sponsors, businesses, clubs and organizations who said YES to getting involved when they didn’t know if they were climbing aboard a sinking ship or a successful band wagon. Grapevine tells me the Lions Club and Figure Skating Club had great support and made some good coin. Great news. I and others answered literally hundreds of questions. Jim and I managed thousands of details (big and tiny) and did on-site troubleshooting. So I’m sorry to say that I saw very little of the festival. But I hear it was good! It was my hope (and delusional dream, apparently) that I could personally greet and/or shop my Bazaar vendors; be a better hostess to speakers/presenters/performers; sit in the Music Jam bleachers or at the Gazebo to hear awesome music; have a Na Zdorovlia in the beer garden; ride the shuttle; see & hear the presentations at the church, museum, and elevator; spell off volunteers; visit the kids’ activity area and outdoor (bread baking and horse-shoeing) demos. Forgive me if I didn’t personally greet you or see you in action and thank you for what you did to make this event a success. Thanks to my side-kick and Festival Ambassador, Baba Magda for a job well-done! Hope there’s a pedicure and massage in your future! Please forgive this final indulgence: without the moral support, prayers and tireless work of my peeps (Roy, Hilary, Greg, Carrie & Grady Anaka; mom Grace Andruk; aunt Edna Rawluk; sister Sherry Levicki; niece Jade Fraser and nephew Matt Levicki) this thing would not have happened. Ground breaking ceremony held at Van Es Camp Michelle Pinon Editor

The bell rang out shortly after 2:15 p.m. Sunday, Aug. 18 at Van Es Camp & Conference Centre near Sherwood Park. Alice Sears welcomed more than 80 guests who turned out for the special event held outside the Samuel Wedman Lodge that was decommissioned and a ground breaking ceremony to mark the impending construction of a new one. "What a wonderful occasion it is. Thank you for being here," stated Sears, who recognized the contributions and accomplishments of Rev. Samuel Wedman of the Moravian Church, who was instrumental in the funding and development of Camp Van Es in 1941. "Brother Wedman was involved with the purchase of the land, the completion of the first buildings and the recruitment of volunteer labour and nurturing of human lives in Christian faith with the planning of the program," according to information supplied on the official program.

Sears also pointed out that many others have put their heart and soul into the church and camp, and that their work and contributions should be recognized as well. The Samuel Wedman Lodge was officially dedicated on July 25, 1971. While it served as the venue for many camps and community events over the years, the time had come to build a new centre in order to better serve its patrons. Karl Hauch said the camp and conference centre is rented out 11 months of the year with the month of July being set aside strictly for the camps. "It's a little gem," added Hauch, who encouraged guests to spread the word and let others know about the facility and the services it offers. Bryan Peacock, president of the board of elders of the Canadian District and member of the provincial Elders Conference, addressed the crowd before greetings were extended by dignitaries Leon Benoit, MP for Vegreville Wainwright, Dave Quest, MLA for Strathcona - Sherwood Park, and Linda

Musical Theatre camp a rousing success

Meeting of August 13 & 20, 2013 Intersection Improvement Twp Rd 560 – RR 183

Highway 29 Road Ban

The Lamont County Council received information on a project to deal with water issues with the 560 and 183 intersection. The solution brought forward was to raise the road and perform backsloping in the ditch. A meeting will be held with the residents of the 560 and 183 intersection to review the scope of the project. A meeting will also be held with the affected producer on the RR 170 project to review options during harvest for construction.

Alberta Transportation has issued a road ban on Highways 29 and 645, within Lamont County. Because of this, Lamont County will draft a letter to the Minister of Transportation requesting information from Alberta Transportation on the reasons for the ban, how long the ban is expected to last, and if there is any planned financial support for Lamont County as compensation for road damage that will occur on county roads as a result of redirected traffic.

Before the Lamont County Peace Officer Program can go forward, a number of policies, as per the Solicitor General Public Security Peace Officer Program, must be in place before the County can become an “approved employer”. Lamont County accepted 11 policies, including: Peace Officer Code of Conduct; Emergency Response/Pursuit; Peace Office Exhibit Handling; Peace Officer Use of OC Spray; Peace Office Public Complaints, Discipline and Informal Resolution; Lamont County’s record management system for Peace Officers (Administrative); Peace Officer Reporting Requirements to the Director, Public Security/Peace Officer Program; Peace Officer Use of a Shotgun; Report Management System (Operational); Traffic Safety Plan; and Peace Officer Use Of Defensive Baton.

Regional Water Supply

As the Lamont County waterworks system at St. Michael will require upgrades, according to the Alberta Environment license, Lamont County will be moving ahead to work with MPE engineering on the Regional Water Study. The Study will now also include a review of the Andrew waterline. No funding will be forthcoming from the Water For Life Program, because of budget cuts; therefore, the review will be at an upset cost of $25,000 to be paid from operating reserves. Lamont County will continue to work with the Province to secure funding if and when it becomes available.

Road Use Bylaw All three readings of the Road Use Bylaw were completed. Schedule A and Appendix A of the bylaw will require more review, to be discussed at the September Council Meeting.

Road Use Agreement It had come to the County’s attention that the previous Road Use Agreement was insufficient for proper enforcement, partly because of a lack of a Road Use Bylaw. Lamont County has approved a new Road Use Agreement aimed at people or businesses that have multiple loads per day and/or excessive loads in terms of weight and/or oversized loads. The Agreement is not intended for low volume or those who personally use the roads as a part of their agricultural business.

School Bus Signs on RR 162

Lamont County will follow up on the recommendation for possible school bus signs on RR 162.

Dust Control Twp 580-RR 155 Lamont County will follow up with the property owner for dust control at 580005 RR 155.

Grading of Roads Lamont County will be reviewing Policy 5128 with grader operators to ensure the policy is understood and adhered to.

Alberta Interchange Secondment Lamont County has agreed to the secondment of Chief Randy Seimens, for a period of three months, to the Office of the Fire Commissioner, effective August 26 to November 29.

Highway 45 access closures to NE 35-56-20-W4 and SE 1-57-19-W4 Alberta transportation has requested the closure of access roads to highway 45. Council has no objection to the closure of these access roads, with ownership of the land reverting to the titles from which it came.

Endorsement of the Fort Air Partnership.

With changes coming to the way Alberta does environmental monitoring, there is concern regarding the role of local air monitoring organizations. Mr. Neil Shelly, director of Alberta Heartland Industrial Association, has requested that Lamont County show its support for the Fort Air Partnership, of which Lamont County is a member through its membership to the Alberta Heartland Industrial Association. Lamont County Council approved a letter to be sent to the Honourable Diana McQueen, Minister of Environment and Sustainable Resources, endorsing the Fort Air Partnership.

Maverick Land Consultants Ltd. Mineral Lease Renewal Maverick Land Consultants have requested to renew their lease at Pt NE 13-55-19 W4 with the same terms as the 2010 lease agreement. Lamont County has agreed to renew the lease with a term of three years, effective July 10, 2013.

Harassment and Workplace Violence Policy

Lamont County has not previously had a harassment policy in place. The new policy addresses workplace violence, harassment, bullying, discrimination, etc. directed at Lamont County employees by other employees, vendors and/or visitors. The policy enables employees to report incidents and initiate a resolution, and outlines the steps needed to do so.

Building Renovations for Administration Building and Public Works Shop After receiving quotes for the project from Scott Builders and Genivar, Lamont County has agreed to award the Administration Building and Lamont Shop renovations to Genivar, to complete the detailed engineering and architect plans, and to co-ordinate the construction project. The budget monies for this project come from the MSI project and the building capital reserve.

Prairie C.O.W. bus creates fun and learning Local parents learn the importance of childhood literacy and learning Jazmine Inkster Student Reporter

Local citizens got a unique chance to learn about the importance of family literacy on Monday, August 19 with the visit of the C.O.W Bus to the Lamont Public Library. Residents were encouraged to bring their young children to the library and take part in many of the activities that the Centre for Family Literacy had brought along. The workers had many great tips for families on how to help their young children really get a head start on their reading and literacy skills.

The children the group focuses on are children from the ages of birth to six years old. The parents learned how even the simplest activities can truly make a difference in the abilities of their young children such as helping with shopping lists, reading, and even games to play. The Centre for Family Literacy believes that a child's literacy development begins at birth, saying that in the case of every child, the home is the first school, and a child’s family is always their first teacher. Literacy is a skill that benefits all of community in many ways and is strengthened by the way people learn from childhood.

Parents and children alike were able to enjoy the activities that the C.O.W bus had to offer.

Primary Care Network office slated to open at Lamont Health Care Centre Michelle Pinon Editor

Plans for a Primary Care Network (PCN) are currently in the final stages, and according to a representative with the Alberta Heartland PCN, hope to open a satellite office at the Lamont Health Care Centre (LHCC) my mid-September. Dr. Mohammed, Chief of Staff at the LHCC for the past 10 years, has been appointed PCN President and he is looking forward to being able to offer more educational services to the public. “It will open up a multiple of PCN services to the community,” stated Dr. Mohammed. Having satellite offices has always been the plan of the Heartland PCN, added Dr. Mohammed. The LHCC will be the first one in the region, and was an “ideal choice” stated Dr. Mohammed because it already has five physicians on staff. He is grateful to Harold James, chief executive officer of the LHCC, for ensuring space would be available for the satellite office. The PCN will be a fully functioning “integrated system” where the PCN Nurse will provide individual counselling and educational services in the areas of: *Diabetes management education for Type 1 and Type 2. *Weight management support for people who need support to manage their weight or want to start living a healthier lifestyle. As well, the PCN pharmacist will be providing individual counselling and education regarding medication review, smoking, and diabetes management. “For people who take several medications or

have multiple health conditions that need to have their medications monitored carefully. As well as review your medication and identify any dosing discrepancy or negative interactions between medications,” pointed out Karen Osbaldeston with the Alberta Heartland PCN.

“Based on the number of referrals that we receive from the physicians in Lamont and patient referral there are approximately 6,000 patients attached to our physicians in Lamont. Anyone of those patients can access services with the PCN. We are hoping that our program in Lamont will increase access for patients in Lamont and prevent the need to travel to Fort Saskatchewan for all services,” said Osbaldeston. She also wanted to stress that Lamont and area patients will continue to have access to all the centralized programs available at the Alberta Heartland PCN main office in Fort Saskatchewan.” Those centralized programs include: ACES Healthy Living Program (classes and support group), mental health support, exercise services and support, cardiac rehabilitation clinic, chronic pain management clinic, senior’s health care and women’s health clinic. “Alberta Heartland PCN is a group of 30 physicians and 16 clinics linked with a multi-disciplinary team of health professionals to provide care for patients and to co-ordinate primary health care services. “Our team includes registered nurses, a dietitian, an exercise specialist, a pharmacist, registered psychologists, an occupation therapist, specialist referral co-ordinators, and administrative staff,” stated Osbaldeston. The Alberta Heartland PCN has been serving the communities of Fort Saskatchewan, Lamont, Gibbons, Redwater and surrounding areas since July 2009. As of the fiscal year 2012-2013, there were approximately 45,666 patients in AHPCN’s patient panel.

Hauch, was one of the first to kick start a trust fund for the local family who lost everything in a devastating house fire about a month ago. Hauch, presented

publicly thank Glennis Bailey of the Bruderheim ATB for assisting to set up the trust fund along with Janice Vitt, secretary of the Bruderheim Moravian Church, and councillor Wayne Olechow for helping organize material donations as well as The Lamont Leader for being willing to post this in their newspaper to help spread the word of this need and for always being willing to aid those in need!"

Bruderheim Mayor Karl Hauch has formally announced his intention to run for re-election on October 23. "I humbly put forward my name for re-election as Mayor for the Town of Bruderheim," stated Hauch, who won't be able to formally file nomination

papers, along with any other candidates on Sept. 23. "Back in the spring of 2011 I was fortunate to be elected in a by-election for mayor. I had previously been on council several terms as a councillor. After the fall election of 2010, when Mayor Hawrelak had to resign, I filled in as interim mayor for the town until the by-election." Hauch said it has been a privilege to work with a great town council and hard working town staff.

"Together as Team Bruderheim we have achieved much!" He pointed out there is still much work to be done to make the town the best town in Alberta. "I firmly believe the future is very bright indeed for Bruderheim and if the good folks of Bruderheim see fit to re-elect myself as their mayor I would be very honoured to fill that role."

Third place winner Matiaszow confessed that he stole the veggies for his borshch from his mom's garden the previous evening. Having the most colourful apron was definitely eyecatching, but MC Hazel Anaka didn't think that would have any sway with judges Gail Hall, Ed Stelmach, Scott Hackman or Myles Fedun. Audience members were also treated to a Korovai (wedding bread) demonstration which was hosted by Natalia and Hanya Onyshuk earlier in the afternoon. There was also the film screening of Cossacks in Exile, Baba's Brunch at the Andrew Lions Club on main street and a Divine Liturgy church service at Sts. Peter & Paul Ukrainian Orthodox Church. Saturday was jam packed with a multitude of activities for young and old which included: Ukrainian dancing, kid's activities, mini-golf, baking bread demonstration, old-time card games, outdoor concert in the park, community market and beer garden. Guests also made the rounds around town to visit the historic grain elevator, museum, and church. The community centre was brimming over with

laughter and fun Saturday evening as a packed house enjoyed a gourmet meal by Maxine Zakordonski and impressive performances by the Ukrainian Male Chorus of Edmonton, Ukrainian Shumka Dancers and the Prairie Rose Band. Special greetings were delivered by Leon Benoit, MP for Vegreville - Wainwright; Jacquie Fenske, MLA for Fort Saskatchewan - Vegreville, Lamont County Reeve Wayne Woldanski, and Eldon Feniak, Mayor of the Village of Andrew. Benoit commended the organizers and volunteers of the event as well as congratulated them for honouring their culture and paying tribute to their history. "It has been an absolutely fabulous day," declared MLA Fenske, who encouraged party goers to check out the events and venues the village has to offer if they hadn't done so already. "This festival shows that Albertans can connect through culture." Fenske publicly thanked festival co-ordinator Hazel Anaka; Jim Newman, manager of economic development for Lamont County; and Village of Andrew Mayor Eldon Feniak. She concluded her speech by raising her glass of the festival's signature drink Na Zdorovlia (to health), and toasting with the crowd.

Reeve Woldanski said that Babas and Borsch was an "eye opening event" and a great opportunity to bring people together. Feniak thanked Lamont County for spearheading the initiative. Since there were too many people to thank individually, Feniak extended a heartfelt thank you to everyone involved with the festival. "Without you, the festival would not be the success it is." Feniak said he hoped festival goers would take away many fond memories and invited them to come back anytime to Andrew. "We'd love to see you." Hazel Anaka then took her turn at the microphone. I'm so proud of what we've accomplished. It turned out well beyond our expectations." It was only 227 days ago that Babas and Borshch was "nothing more than a good idea." She spoke of her early morning meetings with co-organizer Jim Newman, and made sure he stood up to be recognized for his contributions. "I haven't forgotten who helped over the past seven months." Anaka said the "simple truth" was the fact the festival would not have been possible without political buy in, sponsors, and volunteers. "Now it's only 365 sleeps until Babas and Borshch 2014," declared Anaka.
