County forms new oil and gas exploration committee Ad hoc committee to review priority issues and develop policies and guidelines Michelle Pinon Editor
With the economy back on the upswing and increasing development in the county, Lamont County Council has decided to form an oil and gas exploration transportation committee with the towns of Lamont and Bruderheim. The terms of reference have all been adopted by the municipal partners, and soon they will be
advertising for members at large to sit on the newly formed committee. The purpose of the adhoc committee is to provide advice to the municipalities on new policies and guidelines to minimize the impact oil and gas exploration, extraction and transportation has to residents and lands within Lamont County, Town of Lamont and Town of Bruderheim. “By taking a regional
approach, all municipalities will work cooperatively to minimize the negative impacts of the oil and gas industry on the region,” stated Jim Newman, manager of economic development for Lamont County. “The matters which the energy exploration committee may address shall include, but not be limited to: a.) Review best practices from other Alberta municipalities affected by oil and gas extraction
and prioritize issues in relation affecting Lamont County, Town of Bruderheim, and Town of Lamont. b.) Review priority issues and where possible development policies and guidelines that could be suggested to the three municipal councils. c.) Develop a public education component providing landowners with information about oil and gas extraction and the options available to them.
d.) Meetings. The frequency of the meetings will be determined by the committee. Between 2008 and 2012, the county has received just over $258 million in development permits with $246 million of that coming from industrial development. Recent projects include rail loop expansion at Canexus in the area of $200 million and between $30 and $40 million for Maxim Power. Commercial develop-
ment came in at just over $6.7 million, new homes at $4.3 million, additions at $195,550 and garages at $180,000. In the category of other, development came in at $866,972. County council directed administration at its Jan.8th meeting to provide details on development permit history for publication in the In Focus section of the Lamont Leader on a quarterly basis.

Outstanding taxes to be discussed at council meeting Michelle Pinon Editor
It all comes down to dollars and cents. That’s why members of Lamont County council thought it made sense to request a breakdown of outstanding taxes by assessment categories over the past three years in time for its regular meeting on Feb. 12th. Debbie Hackman, corporate services director, reported to council on Jan. 8th the amount of outstanding taxes from 2009 to 2012 was over $770,000. Hackman said she could provide a breakdown and put it in their mailboxes, but Al Harvey, chief administrative officer, recommended she get the breakdown and options in relation to collections in the form of a request for a decision, with a copy of the existing bylaw ready and available for the next council meeting. Coun. Klita then made the motion to direct administration to develop a request for clarification for the Feb. 12th meeting of council outlining the outstanding taxes and assessment categories as of Dec. 31, 2012 and provide a report on other communities’ methods of dealing with outstanding taxes. The motion passed unanimously.

Graymont unveils plans for $20 million facility during open house in Bruderheim Michelle Pinon Editor
A total of 55 people attended Graymont’s open house last Wednesday evening in Bruderheim. Plans for the company’s new lime terminal and hydrating plant were available for viewing and representatives were on hand to discuss all of the specifics of the project which is estimated to cost around $20 million. The proposed facility, which will be located about four miles east of the community, will be constructed this year and slated to open in November of 2014. Project manager Shane
Seitz was on hand with several other company officials to discuss the plans. Some of the common questions from local residents included: timelines, and available jobs during construction and into operations. “We anticipate three to five on-site employees depending on market condition,” said Seitz. The facility is intended to be a state-of-the-art modern facility that will use the most efficient, automated equipment and environmental protection technology. Emissions, noise and dust are expected to be minimal, said Seitz. During the process of lime hydration, steam is filtered through a bag

house to remove over 99 per cent of particulate matter. The process will create no odour or fumes, and the product is stored in a silo and shipped by enclosed (pneumatic) truck. Between 15 to 20 enclosed truckloads of lime per day as well as water truck deliveries is expected. The raw product will arrive on site via rail cars. Five rail switches per week with 11 cars per switch is estimated at this point in time. Dust suppression is used at all product transfer points as well. Stormwater from the facility will be contained on site. Potable water will be trucked into a holding tank and sanitary waste will either be
trucked to a local disposal facility, or disposed of using a septic system. Graymont is currently investigating a future connections to the Heartland Industrial water system. Much of the hydrated lime produced at the plant will be used in water treatment and/or environmental treatments in the growing mining and oil sands market. According to the company, the new facility will allow it to serve customers throughout Alberta’s Industrial Heartland and meet the growing demand in northern Alberta and northwestern Canada.

Warm hands Warm hearts Lamont County CAO Al Harvey saved my life. Actually, he saved my fingers from freezing at the Lamont hockey rink this past Sunday. As soon as I arrived at the players box to take pictures, he showed up with two small packets, about three by two inches in diameter. Hot shot hand warmers. What a brillant idea. “I was a boy scout,” replied, Harvey, who has been helping coach the pre-novice hockey team this season. In between shifts, he and fellow coach Donny Weleschuk pass around the hand warmers and healthy doses of praise to the five and six-year-olds, while head coach Andrew McDonald reminds the players of their positions and job to do out on the ice. But Harvey offers more than encouragement and support to the kids; he lends a helping hand, some fist pumps, and words of advice for the youngsters. “I’m like a cheerleader,” explains Harvey to one of the female players, who simply giggles in response. “The only thing that matters is skating and having fun,” says Harvey, who rarely glances up at the scoreboard. I look over to see a couple of ladies keeping score, and manager Jodie Derksen selling 50/50 tickets. It becomes apparent that the glue that holds the team together is the volunteers, who do their level best to make practices, games and tournaments the best experience possible for these young hockey players. It was nice to see and feel the excitement of the hockey moms and dads who couldn’t help but grin from ear to ear watching their little ones demonstrate heart and hustle throughout the 60 minute game. As Harvey would say: “Well played. Well played.”

Letter: When Disaster Strikes When faced by natural disasters that put their lives at risk, Canadians depend on and expect our troops to protect them yet MP Leon Benoit and the Conservative government are sending mixed messages about charging municipalities and provinces when they provide this life-saving emergency help. Protecting Canadians has always been one of the core responsibilities of the Canadian Forces, who have proudly helped communities faced with flooding, wildfire, hurricanes and other natural disasters. Troops helped fight fires in Alberta 2002. Communities depend on

the troops to provide assistance quickly on a scale and with expertise no one can match. Yet the Conservative government made a secret decision last July to force local governments to foot the bill for emergency assistance. They never told municipalities or the public. It’s part of the fiscal restraint announced in the last budget, cuts that Mr. Benoit claimed were to “the back office” have turned out to be to essential services. ous governments recognized that charging disaster-stricken Canadians twice for the same service is unfair. These mixed messages must stop. Canadians take care of one another in times of emergency, no questions asked. Local Knights of Columbus host annual free throw competition at Lamont High School Jazmine Inkster Student Reporter
The Knights of Columbus held their anual council level Free Throw Competition last Wednesday in the Lamont High School gymnasium. There was a total of 36 participants between the ages of 10 and 14 years of age. From this competition, there will be eight finalists who will move on to the district competition on March 10, in Sherwood Park, in attempt to advance to the regional and international competitions. The free throw competition was sponsored by volunteers from Our Lady of Lourdes council #6382, and there was a great turnout by the children. Each participant played against others in their age group. Each child was allowed fifteen shots at the basket, with tie breakers being settled by the competitors alternating at taking five shots each until a winner was declared. The winners in the boys categories were: Josh Higgins-McEwan for age 10, Austin Kardash for age 11, Carson Schickerowsky for age 12, and Garth Beaviegard for age 13. The winners in the girls categories were: Mary Balsillie for age 10, Julie McGill for age 11, Alicia Hallonquist for age 13, and Adrianna Smith for age 14.

County and Conal MacMillan, executive director of the Fort Saskatchewan Chamber of Commerce. Attendees watched an informational power point presentation and discussion related to the benefits of membership. Networking between
members and other communities along with discounts, and the opportunity to sign up for an employee benefit packages were just some of the perks associated with chamber membership. Attendees were also told about the opportunity as chamber mem-
bers to have a strong collective voice and liaise with local municipalities, added Dunsmore. The next step will be to
establish bylaws, form a society and elect officials. Another meeting is planned for Feb. 21st.

Construction of the Heartland Hotel is progressing according to plan, and owner Wim Jonk is pleased with the results to date. The foundation for the $2 million hotel has been completed, and construction of the first floor is almost finished. “Production of the modulars started in Medicine Hat about a month ago. It will take approximately two weeks to finish the entire main floor. The modulars are planned to be trucked from Medicine
Hat to Lamont at the beginning of February,� stated Wonk. As well, the flooring in the rooms are being finished in Medicine Hat by Champion which has plants in Alberta and British Columbia. The company constructs hotels, homes, and work camps. According to project manager Graeme Vriend, “The main floor modules are in the finishing stages and will be ready to ship at the end of January. The second floor is framed and dry walled and we will begin taping, painting, and finishing at the end of
January, wrapping up in mid-February,� explains Vriend, adding that framing will start on the third floor mods in early February, and will be in the final stages at the end of the month. Once all of the modulars are in place, the electrical and mechanical contractors will take over, said Wonk. “Also, roof construction and stairway construction on both ends of the hotel are starting up right away after the modulars are craned together, three stories high.� After that; the elevator, corridor flooring, laundry equipment, and
kitchen equipment has to be installed. The site will be filled in with clay, the parking lot paved, and landscaping completed in the spring and early summer. The planned opening will either be at the beginning or end of July. Lamont County Council has given Stewart Weir the green light to develop transportation and utility master plans for the south Lamont Heartland Industrial District. At its Jan. 8th meeting, council voted unanimously to have the engineering firm complete the transportation and utility master plans that will have a combined cost of more than $122,000. Funding for both plans will come from the 2013 operational budget. The transportation plan will consist of gathering basic information, determining key local roads, obtaining current land use data, locations of existing major traffic generators and average annual expenditures by the local road authority. Traffic counts, roadway inspection, road and bridge standards as well as improvements and cost estimates will be presented in a draft and final report. The utility master plan for water distribution will include locations and review of existing distribution and demand requirements, operational data, average annual expenditures (capital budget), to develop

In Newman’s requests for decision, he stated that Lamont County has numerous factors that make it attractive for industrial development in the Heartland Industrial Area. These assets include: 1.) Pre-zoned heavy industrial land 2.) Proximity to existing industry 3.) Established industrial infrastructure. Bird watchers around the globe will unite this February After 15 years of success in North America, the Great Backyard Bird Count (GBBC) will open up to the entire world for the first time in 2013. Anyone, from anywhere on earth, can participate by visiting www.birdcount.ca and reporting the kinds and numbers of birds they see during the 16th annual count, Feb. 15–18, 2013. A joint project of the Cornell Lab of Ornithology and National Audubon Society, with partner Bird Studies Canada, the four-day count typically receives sightings from
tens of thousands of people reporting more than 600 bird species in the United States and Canada alone. “This year’s count will give us a whole new perspective as sightings pour in from around the globe in real time,” said Marshall Iliff at the Cornell Lab of Ornithology. “Millions of people encounter birds every day all over the world. Imagine what scientists will learn if each one of us shares observations from our own area!” During the 2012 count, participants reported 17.4 million bird obser-

In 2013, scientists predict that U.S. and Canadian bird watchers will see an influx of Redbreasted Nuthatches and winter finches, such as Pine Siskins, because of scarce food supplies on their northern wintering grounds. “The GBBC is an ideal opportunity for young and old to connect with nature by discovering birds and to participate in a huge science project,” said Gary Langham, Audubon’s Chief Scientist. “This year, we hope people on all seven continents, oceans, and islands, will head out into their neighborhoods, rural areas, parks, and wilderness to further our understanding of birds across the hemispheres.” Participating is easy. Simply watch birds for at least 15 minutes at the location of your choice on one or more of the count days. Estimate the number of birds you see for each species you can identify. You’ll select your location on a map, answer a few questions, enter your tallies, and then
