I am immensely excited to return to the agency in this new role. If we haven’t met before, I will mention briefly that I previously served as EASTCONN’s Director of Special Services, as the Assistant Director of Special Services and as the Program Director of EASTCONN’s Educational and Vocational Center (EVC). But for right now, let me just say that I’m thrilled to lead an agency that provides essential services to so many people across northeastern Connecticut and beyond. As I visit each of our districts, I am meeting many new professionals in roles ranging from classroom teachers and curriculum directors to administrators and superintendents. Along the way, I’m inviting both new and veteran educators to connect with colleagues through EASTCONN’s Regional Groups & Councils. These groups offer the opportunity for educators to meet and share experiences and perspectives, as well as to discuss emerging trends and best practices within their fields. Some groups meet in person and others via ZOOM, but always with knowledgeable EASTCONN staff members present to provide current information on curriculum, assessment and the latest developments in education.

The Connecticut Council of Administrators of Special Education (ConnCASE) meets monthly at the EASTCONN Conference Center in Hampton. This local chapter supports and champions the needs of exceptional children.

The Science Council provides area science teachers with a forum for networking with colleagues and learning about current trends and practices in science. The RSDC at EASTCONN brings district and school leaders together in a collegial forum to discuss current educational issues in Connecticut. Topics include curriculum, assessment, the state’s educator evaluation model, professional development, legislation and other relevant educational topics. Regional Transition Network Now in their 19th year of service, the Regional Transition Networks (RTNs) are the result of a collaborative effort among the CSDE, the State Education Resource Center (SERC), and the Regional Educational Service Centers (RESCs). The Networks are an opportunity for educators new to the field of secondary transition as well as seasoned professionals to network and share topics and issues crucial to the area of secondary transition.

The Language Arts Council provides area teachers with a collaborative forum for networking with colleagues and learning about emerging trends and practices. This year we will focus on problem solving among our group as well as remaining informed about the changes to the law regarding Science of Reading and the State of Connecticut policy. Facilitated by EASTCONN staff this council will offer current information on curriculum, assessment and pedagogy.

This council provides an opportunity for area math teachers to meet and discuss latest trends and practices in mathematics. EASTCONN staff provide current information on curriculum, assessment and effective instruction. Often featured are CSDE guest speakers, who share information on current educations trends and developments.

Language Arts Council

URSA/NASA University Region Superintendents Association/Northeast Area Superintendents Association: Northeastern CT's council of school superintendents. This group meets monthly to share information and resources, as they consider proposed legislation, learn about state and federal mandates and identify strategies for managing common and individual school-related challenges.

This council provides assistance to public schools in our region to recruit, support and retain a diverse educator workforce. Research confirms that all students benefit from interacting with teachers of diverse racial, ethnic and linguistic backgrounds and the Increasing Educator Diversity Consortium explores opportunities and challenges that districts confront in their efforts to create a diverse learning environment for students.

Technology Council This council provides technology educators with a forum where they can network with peers in a collegial environment, while learning about the latest trends in technology. Experts in the field and outside consultants regularly attend meetings and provide valuable insights into the latest developments.

This roundtable provides a forum for regional EL educators to come together around emerging trends and practices. Participants share experiences and EASTCONN staff provide current information on curriculum, assessment, effective instruction and the latest developments from the state.

Social Emotional Learning (SEL) Council As we continue working through the challenges of the pandemic, the emphasis on reconnection and addressing the social emotional learning (SEL) needs of students, staff and families is essential. Our SEL council provides a forum for teachers, counselors, social workers and others who address SEL needs to meet regularly to discuss best practices in the integration of SEL.

High School Completion Adult Education offers three alternatives for completing a high school education. Our counselors can help adults determine which program is the best option, from among the GED, the Adult High School Credit Diploma and the National External Diploma Program. Classes are offered both virtually and at convenient locations throughout northeastern CT.

JET (Jobs, Education & Training) for 17-24-year-olds Explore career options and participate in paid internships and on-the-job training. Improve your work-readiness skills and learn about résumé writing, dressing for success, interview techniques and more. Education and training classes will help you complete your high school diploma and/or earn a nationally recognized Customer Service credential.

IET (Integrated Education & Training) IET is an innovative education model that integrates basic-skills adult education with technical instruction. The curriculum is designed by certified adult education instructors and specialists in the manufacturing field. Classes are jointly co-taught by adult education and technical training instructors and helps students prepare for the GED or master the English language while earning certification as either (1) the

These classes prepare adults to pass the American Citizenship Test, with a special emphasis on questions used by the Immigration and Naturalization Service (INS). Classes are provided free to residents of the 21 northeastern Connecticut towns that comprise EASTCONN’s Adult Education consortium.

EASTCONN provides non-traditional clients with technology-rich classes to prepare them for the GED exam and/or improve their English reading, writing and speaking skills. Participants also develop problem-solving, decision-making and other critical-thinking skills all within a workplace-readiness context.

We manage all aspects of your mandated adult education programs, including grant submission, fiscal management, participant recruitment, assessment services, instructional services, post-program assessment and reporting. Regional Management of Mandated Adult Education Programs

The program offers a free evaluation, individual counseling to create a customized learning plan and convenient day/evening classes. The ultimate goal is to help students obtain a high school diploma and prepare for employment, the military and/ or post-secondary training.

Transitions to Post-Secondary Education

This program supports students who are completing one of EASTCONN’s high school programs (the GED Diploma, the Adult High School Credit Diploma or the National External Diploma Program) as well as English Language Learners and Citizenship preparation students as they transition into a variety of post-secondary education and training programs.

This multi-faceted program provides support and guidance for current adult education students as well as adult education graduates. These services include: embedded classroom support for career pathway development within the GED, CDP and ELL programs; program-wide transitions events; visits to local post-secondary programs with appropriate referrals and counseling; guest speakers; and contextualized academic instruction in manufacturing and healthcare content areas. Transition Coaches engage students early and support them throughout the process of exploring, identifying and transitioning to appropriate post-secondary experiences whether employment, training, military, entrepreneurship or college enrollment.

Classes are offered both in-person and virtually for residents of northeastern CT.

The Eastern CT Healthcare Pipeline provides opportunities for job seekers to gain healthcare career training at no out-of-pocket expense. This allows eligible job seekers to begin and advance in a healthcare career, including patient care and nursing, emergency medicine, community health and patient navigation, health information management and more.

Young adults, aged 14-24, have an opportunity to participate in paid, work-based learning opportunities, at individual and group community work sites to learn career pathway, communication and financial literacy skills. Youth must meet guidelines to participate.

Individuals taking the course will learn about products and services; assessing and meeting customer needs; preparing for selling, gaining customer commitment and closing the sale; store operations and inventory control; the process of merchandising; the importance of common employability skills; and how to craft a polished résumé. Program is currently offered virtually.

Eastern CT Healthcare Pipeline

Course participants will prepare for the nationally recognized National Retail Foundation’s Customer Service and Sales credential. This credential will help entry-level sales and service associates learn skills related to front-line work in retail (or any industry that values customer service and sales skills).

Careers, Training, and You with American Job Centers of Eastern CT With locations in Danielson, Willimantic and Montville, the American Job Centers provide employment assistance to job seekers. Assistance includes employment/career guidance, job search information, potential training funding for eligible applicants, an ongoing connection to employer recruitment opportunities and on-the-job training opportunities.

EARLY CONSULTATIONCOACHINGCHILDHOOD& Accreditation Quality Improvement System (AQIS)

EARLY CHILDHOOD INITIATIVES

CLASS has scientifically identified specific early experiences that children need in order to succeed in school and life. It has organized these experiences into teacher classroom behaviors that are observable and that support high-quality care and education. The CLASS tool provides data for program planning and classroom support systems.

Diane dgozemba@eastconn.org,Gozemba, 860-455-1518 CT DOTS (Documentation & Observation System for Teaching System) – Early Childhood Our early childhood specialists will work with your classroom teams to utilize CT DOTS. Support can include coaching teachers to consider how to use the tool to better understand their students’ current levels of development and approaches to learning. We will assist classroom teams in planning how to document growth and to consider how to partner with families to gather input. Specialists provide technical assistance in developing systems to organize observational notes and other evidence. We can assist teachers to use data to make informed decisions about supporting early learning while also reflecting on their own practices.

Our certified CLASS staff are available to observe, record and provide feedback for your pre-K classrooms on the dimensions of emotional support, classroom organization and instructional support.

The Connecticut Accreditation Quality Improvement System (AQIS) is an established resource system of regional teams providing critical leadership and support for the achievement of quality standards and excellence in early childhood programs. AQIS services include overviews of the National Association for the Education of Young Children (NAEYC) Program Standards and Accreditation Performance Criteria; technical assistance with the process of accreditation; and individualized support for programs engaged in the self-study.

Social Emotional Learning Supports

Early intervention services are provided in the home or community, in conjunction with families, for young children identified with diagnosed conditions or developmental delays. Services are centered around coaching, modeling, parent support, referrals, collaboration with other providers/services, and transition to the school system or other programs when a child turns 3 years old.

The Pyramid Model for Supporting Social Emotional Competence in Infants and Young Children is a widely used framework for addressing the implementation of practices that support young children’s social and emotional development through a prevention and promotion lens. EASTCONN administers the Early Head Start program in Windham and Tolland Counties. ACT - Arts at the Capitol Performing Arts Magnet High School ACT is a full-day, comprehensive, public, performing arts magnet high school located in the Capitol Theater in downtown Willimantic. Curriculum and instruction is guided by a personalized, competency-based framework. Students engage in integrated arts projects and instruction is personalized to address individual learning needs. Students study with certified academic teachers and professional artists in this small, arts-focused learning community. Each grade is limited to approximately 35 students, making this an intimate, focused, artistic learning environment for students in grades 9-12.

This program provides a highly structured, intensive and individualized classroom experience for children in pre-K-grade 12 with autism spectrum disorders and other developmental disabilities. Students are supported by a multidisciplinary team, which includes a Board-Certified Behavior Analyst (BCBA), an occupational therapist, a speech-language pathologist, a physical therapist and assistive technology specialists. Parental/guardian involvement is a key component of the program. Extended school-year services are available. Individual student diagnostic evaluations and school-based consultation services are also provided.

PSYCHOLOGICAL AND BEHAVIORAL CONSULTATION SERVICES

Psychological and Behavioral Consultation Services (PBCS) offers comprehensive neuropsychological evaluations to identify a child’s cognitive strengths and weaknesses, determine how a child learns best, and outline appropriate and beneficial intervention strategies. Assessments are selected to address specific referral questions and could evaluate attention, memory, language, problem-solving, visual skills, executive functioning and other cognitive functions. Results and recommendations are shared with the child’s family and with the school team. Consultation services are also available to facilitate the implementation of recommendations and to consider how to proceed when a comprehensive evaluation may not be warranted.

Psychological & Behavioral Consultation Services

This professional group is committed to assessment-driven intervention practices, using data-based decision-making to provide a continuum of support for students, teachers, teams, programs and systems. Assessment services include: Functional Behavior Assessment (FBA); psychoeducational assessment; ecological assessment/needs assessment; and diagnostic assessment. Services are delivered through a consultative framework and areas of support often include: Schoolwide Positive Behavioral Interventions and Supports (SWPBIS); academic, behavioral and social-emotional interventions; and autism programming. EASTCONN is staffed with licensed psychologists, Board-Certified Behavioral Analysts (BCBAs), school psychologists, special education teachers and behavior interventionists. Services are delivered to districts and schools across eastern Connecticut.

EASTCONN’s AT and AAC specialists are available to provide support in educational environments to ensure effective use and integration of AT and/ or AAC tools. The Consortium is offered as the result of continued collaboration between EASTCONN and the Connecticut Tech Act Project. Consortium membership is offered to districts who utilize a minimum of four days of EASTCONN’s AT and/or AAC services. Membership provides districts with a flexible, customizable package of both AT and AAC services to meet the needs of students and staff. Packages include assessment, training and consultation. Consortium members can access EASTCONN’s continually expanding Assistive Technology Lending Library and are offered priority scheduling of services. Training videos on the use of effective education technologies are provided to families of students with multiple and complex needs to aid in supporting Continued Learning Opportunities at home.

EASTCONN’s AT and AAC specialists are available to assess your students’ needs in their customary learning environment and identify potential AT and/or AAC solutions from low- to high-tech. AT Consortium member districts have full access to the Lending Library, a continually expanding collection of AT and Augmentative and Alternative Communication (AAC) tools. These tools can be borrowed for student trial, ensuring that the device is a good match, or as a loaner when a student device needs repair. Community Arts Connection After-School Program

EASTCONN operates the Community Arts Connection (CAC) after-school program for elementary school children who reside at Windham Heights, a federally funded complex located in Willimantic. Open since 2007, CAC is designed to support students’ academic achievement and expose students to the arts. The program provides tutoring, homework assistance, creative activities, nutritious snacks, library books, field trips, and more. CAC students also participate in weekly science activities, dance classes and other activities. The Willimantic Public Library operates a satellite branch at CAC, increasing students’ access to reading materials. Through rich community partnerships, CAC students participate in a range of activities designed to bolster their academic abilities, increase their leadership and team-building skills and provide opportunities to enjoy new experiences.

EASTCONN provides regional and in-district professional learning support to districts implementing the Teacher Education and Mentoring (TEAM) program.
