A Note from Our Executive Director Dear Colleagues, Throughout the pandemic, EASTCONN has worked hard to provide responsive solutions to northeastern Connecticut’s most pressing educational challenges. As an education-based non-profit since 1980, we help educators gain the professional expertise they need to improve child outcomes and advance their practice. We also provide services and programming in the fields of early childhood, K-12 education, special education, teaching and learning, adult education, mental health, student transportation, technology, and much more. And we continue to grow in response to our region’s ever-expanding education needs. ADULT EDUCATION & HIGH SCHOOL COMPLETION American Citizenship Preparation

These classes prepare adults to pass the American Citizenship Test, with a special emphasis on questions used by the Immigration and Naturalization Service (INS). High School Completion

Adult Education offers three alternatives for completing a high school education. Our counselors can help adults determine which program is the best option. Choose from among the GED, the Adult High School Credit Diploma and the National External Diploma Program. Classes are offered both virtually and at convenient locations throughout northeastern CT. IET (Integrated Education and Training)

Local businesses can customize cost-effective training packages in literacy and English-as-a-SecondLanguage (ESL), customer service, Microsoft Office, or manufacturing that meet their workforce development needs. Training can be provided in the workplace or at a convenient EASTCONN adult education site. If buildings are temporarily closed due to COVID-19, classes will transition to online. Life Skills & Basic Skills Instruction

Intended for adults who are at least 17, who are no longer enrolled in high school, and who lack a high school diploma, this free, skills-enhancement program will help students improve their math, reading, writing and technology skills. The program offers a free evaluation, individual counseling to create a customized learning plan and convenient day/evening classes. The ultimate goal is to help students obtain a high school diploma and prepare for employment, the military and/ or post-secondary training. Non-Traditional Learner Program

EASTCONN provides non-traditional clients with technology-rich classes to prepare them for the GED exam and/or improve their English reading, writing and speaking skills. Regional Management of Mandated Adult Education Programs

We manage all aspects of your mandated adult education programs, including grant submission, fiscal management, participant recruitment, assessment services, instructional services, post-program assessment and reporting. Regional cost-sharing has expanded the number of adult education offerings that are available. If the buildings are temporarily closed due to external circumstances, we have the capacity 5.

Transitions for 21st Century Careers: Workforce Readiness

This multi-faceted program provides support and guidance for current adult education students as well as adult education graduates. These services include: embedded classroom support for career pathway development within the GED, CDP and ESL programs; program-wide transitions events; visits to local post-secondary programs with appropriate referrals and counseling; guest speakers; and contextualized academic instruction in manufacturing and health care content areas. Transition Coaches engage students early and support them throughout the process of exploring, identifying and transitioning to appropriate post-secondary experiences whether employment, training, military, entrepreneurship or college enrollment. Volunteer tutors work with adult learners on basic reading, writing, math or English-as-a-SecondLanguage (ESL) skills. Tutoring, provided free of charge, can be on a one-to-one basis or in a classroom setting. Tutoring is offered at multiple sites in EASTCONN-region towns. EMPLOYMENT & TRAINING PROGRAMS Connecticut Youth Employment & Training Program

Youth, ages 14-24, have an opportunity to participate in paid, project-based learning opportunities, at individual and group community work sites to learn career pathway, communication and financial literacy skills. Customer Service & Sales Academy

Course participants will prepare for the nationally recognized National Retail Foundation’s Customer Service and Sales credential. This credential will help entry-level sales and service associates learn skills related to front-line work in retail (or any industry that values customer service and sales skills). Individuals taking the course will learn about products and services; assessing and meeting customer needs; preparing for selling, gaining customer commitment and closing the sale; store operations and inventory control; the process of merchandising; the importance of common employability skills; and how to craft a polished résumé. The Eastern CT Healthcare Pipeline provides opportunities for job seekers to gain healthcare career training at no out of pocket expense. This allows eligible job seekers to begin and advance in a healthcare career, including patient care and nursing, emergency medicine, community health and patient navigation, health information management, and more. Get Back to Work with American Job Centers of Eastern CT

With locations in Danielson, Willimantic and Montville, the American Job Centers provide employment assistance to job seekers. Assistance includes employment/ career guidance, job search information, potential training funding for eligible applicants, an ongoing connection to employer recruitment opportunities and on-the-job training opportunities. Manufacturing Academy

Course participants will prepare for Manufacturing Skill Standards Council’s (MSSC’s) Certified Production Technician Certification which provides entry-level certification in the field of manufacturing. This program prepares students for successful completion of all five individual certificate assessments: Safety, Quality Practices & Measurement, Manufacturing Processes & Production, Maintenance Awareness, and Green Production (not part of Full CPT Certification). Earning the first 4 certificates qualifies participants to receive the full CPT 4.0 Certification. EARLY CHILDHOOD COACHING & CONSULTATION Accreditation Quality Improvement System (AQIS)

The Connecticut Accreditation Quality Improvement System (AQIS) is an established resource system of regional teams providing critical leadership and support for the achievement of quality standards and excellence in early childhood programs. AQIS services include overviews of the National Association for the Education of Young Children (NAEYC) Program Standards and Accreditation Performance Criteria; technical assistance with the process of accreditation; and individualized support for programs engaged in the self-study. Connecticut Early Learning & Development Standards (CT ELDS)

Training and consultation are available for educators on the Connecticut Early Learning and Development Standards (CT ELDS). Emphasis is on linking curriculum development with ongoing assessment to monitor each child’s development to create meaningful learning opportunities for young children. Technical assistance on planning developmentally appropriate activities for individual children, classrooms, and programs is available. CT DOTS (Documentation & Observation for Teaching System) - Early Childhood

Our early childhood specialists will work with your classroom teams to utilize CT DOTS. Support can include coaching teachers to consider how to use the tool www.eastconn.org • Programs & Services

We will assist classroom teams in planning how to document growth and to consider how to partner with families to gather input. Early Childhood Classroom Assessment Scoring System (CLASS)

Our certified CLASS staff are available to observe, record and provide feedback for your preK classrooms on the dimensions of emotional support, classroom organization and instructional support. CLASS has scientifically identified specific early experiences that children need in order to succeed in school and life. It has organized these experiences into teacher classroom behaviors that are observable and that support high-quality care and education. Early Childhood Council Facilitation & Strategic Planning

EASTCONN staff with experience in community collaboration, early childhood policy and practice, as well as comprehensive services, will work with your community to support the development and implementation of an Early Childhood Council. Our staff can also serve as your school-readiness liaison to the Connecticut Office of Early Childhood, or fulfill the role of school-readiness monitor for your state-funded program. Our staff works with school districts to increase the executive function skills of preschool through grade 1 students. Language & Literacy Assessment Practices

Mind in the Making Series (MITM) NEW

Our nationally-approved trainers will provide the Mind in the Making series for early childhood professionals,

parents and caregivers to strengthen critical executive function skills in children. These aren’t the kinds of skills that children just pick up, but they can be fostered to help children and the adults in their lives. The 7 life skills that are essential for children in the short and long term are: focus and self-control, perspective taking, communicating, making connections, critical thinking, taking on challenges, and self-directed, engaged learning. Executive function refers to the processing that involves managing thoughts, actions and emotions to achieve goals. They make it possible to consider alternative perspectives and respond to changing circumstances (cognitive flexibility), to keep information in one’s mind (working memory), and to resist automatic and impulsive behavior (inhibitory control) so one can engage in goal-directed reasoning and problem solving. EASTCONN staff facilitate a review of components of aligned preK-grade 3 structures and components that address the alignment of standards, instruction, assessment, family engagement and transitions, using a researchbased tool. Preschool Special Education NEW

Funded through the CT State Department of Education, EASTCONN ECI is coordinating professional learning for those who support preschool age children with disabilities. In collaboration with EC consultants from the RESC’s professional learning, activities related to Comprehensive Assessment, Specially Designed Instruction, Autism Intervention Planning, and Administrator Supports have been designed and executed. These topics are ongoing throughout the 2021-2022 year and will be provided to meet the needs of professionals in this field to understand and implement high quality practices in early childhood

Pyramid Model Supports NEW

The Pyramid Model for Supporting Social Emotional Competence in Infants and Young Children is a widely used framework for addressing the implementation of practices that support young children’s social and emotional development through a prevention and promotion lens. Social Emotional Learning Supports NEW

EASTCONN ECI continues to support early childhood programs as they seek to provide equitable and inclusive programs for all children they serve. Issues of equity and bias require opportunities to reflect and learn about practices that can support the belonging of all children. Early Head Start

EASTCONN administers the Early Head Start program in Windham and Tolland Counties. This program serves income-eligible pregnant women and children, birth to age 3, and their families, in home-visiting and yearround center-based programs. We offer EHS programming in northeastern Connecticut and Windham County, while Windham Public Schools provides a center-based program for the greater Windham area. Stafford Public Schools offers a home-based program in the Stafford area. Head Start

EASTCONN administers Head Start, a comprehensive, federally-funded program for income-eligible preschool-age children and their families in Windham and Tolland counties. Center-based programs are available in Killingly, Plainfield, Putnam and Windham. A home-based program is available to families in Tolland County. The EASTCONN Mobile STEM Lab is EASTCONN’s STEM (Science, Technology, Engineering and Math) learning resource for teachers and students in K through grade 12. MAGNET SCHOOLS AND OTHER OPTIONS FOR STUDENTS ACT Performing Arts Magnet High School

ACT (Arts at the Capitol Theater) is a full-day, comprehensive, public, performing arts magnet high school located in the Capitol Theater in downtown Willimantic. Curriculum and instruction is guided by a personalized, competency based framework. Students engage in integrated arts projects. Instruction is personalized to address individual learning needs. Students study with certified academic teachers and professional artists in this small, arts-focused learning community. Each grade is limited to approximately 35 students, making this an intimate, focused, artistic learning environment for students in grades 9-12. Students who reside in the partner towns of Eastford, Killingly, Norwich, Plainfield, Stafford, Windham and Woodstock have the benefit of a secured number of ACT seats. Psychological and Behavioral Consultation Services (PBCS) offers comprehensive neuropsychological evaluations to identify a child’s cognitive strengths and weaknesses, determine how a child learns best, and outline appropriate and beneficial intervention strategies. Assessments are selected to address specific referral questions and could evaluate attention, memory, language, problem-solving, visual skills, executive functioning and other cognitive functions. The Consortium is offered as the result of continued collaboration between EASTCONN and the Connecticut Tech Act Project. Consortium membership is offered to districts who utilize a minimum of four days of EASTCONN’s AT and/or AAC services. Membership provides districts with a flexible, customizable package of both AT and AAC services to meet the needs of students and staff. Packages include assessment, training and consultation. Consortium members can access EASTCONN’s continually expanding Assistive Technology Lending Library and are offered priority scheduling of services. During school closures due to COVID-19, the AT Team continues to support Consortium Districts with virtual consultation to education staff, families and directly to students. SUMMER, VACATION, AFTER-SCHOOL PROGRAMS Community Arts Connection After-School Program

EASTCONN operates the Community Arts Connection (CAC) after-school program for elementary school children who reside at Windham Heights, a federally funded complex located in Willimantic. Open since 2007, CAC is designed to support students’ academic achievement and expose students to the arts. The program provides tutoring, homework assistance, creative activities, nutritious snacks, library books, field trips, and more. CAC students also participate in weekly science activities, dance classes and other activities. The Willimantic Public Library operates a satellite branch at CAC, increasing students’ access to reading materials. Through rich community partnerships, CAC students participate in a range of activities designed to bolster their academic abilities,

TRANSPORTATION SERVICES Transportation Services

With a fleet of 140-plus vehicles that include GPS tracking and two-way radios or cell phones depending on the type of vehicle, EASTCONN offers day-to-day transportation and “yellow bus” services for both regular and special education students traveling to destinations ranging from local areas to neighboring states. Drivers and aides are trained carriers of both medically fragile riders and those with behavioral challenges. Other services include human service agency client transportation, consultation regarding current transportation vendor contract efficiency, and charter-bus transportation to special events.
