HEALTH EMERGENCIES IN LARGE POPULATIONS (H.E.L.P.) COURSE 2012 The Center for Excellence in Disaster Management and Humanitarian Assistance (COE), in collaboration with the International Committee of the Red Cross (ICRC) and partnership of the University of Hawai‘i at Manoa’s Office of Public Health Studies (OPHS), are very pleased to announce that applications are being accepted for the 2012 Health Emergencies in Large Populations (H.E.L.P.) course at the East-West Center, University of Hawai‘i at Manoa Campus on 16-27 July 2012.

Scholarships will be available on a limited basis to all qualified candidates.

The Center has conducted the H.E.L.P course for over fifteen consecutive years, graduating 300+ professionals from diverse backgrounds and attracting top-tier instructors in public health, humanitarian assistance, disaster relief, medicine, human rights and international humanitarian law.

The COE welcomes applications from all branches of the U.S. Military Services, U.S. Embassies, humanitarian assistance and disaster relief professionals, representatives from foreign Ministries of Health, clinicians, public health professionals, United Nations agencies, Non-Governmental Organizations, and Academic Institutions.

Application Procedure The Center’s 2012 H.E.L.P. Course application is available by mail and online at http://www.coe-dmha.org. Prospective applicants can submit all application materials by email, mail or fax.

Academic Credit Option Participants have the option to receive three (3) graduate-level credits, accredited through the University of Hawai‘i at Manoa’s Office of Public Health Studies and reflected on a transcript that will be sent to students upon successful completion of the course requirements. There is an increased cost associating with taking the course for credits, which is the sole responsibility of the participant or the participant’s organization.

The 2012 H.E.L.P. Course will cost an additional $1,245.00 ($415.00 per credit) USD for those electing to take the course for a total of three (3) academic credits. In order to register for credit, a separate registration is required upon your selection for the course.

Course Registration Fee Registration Fee Cost: $1,800.00 USD per person Justification: COE requires that each participant pay a non-severable course registration fee of $1,800.00 USD to offset costs associated with conducting the course. Each participant is required to pay this fee, with the exception of those participants attending the course on a full scholarship from the COE. HELP Course Registration Fee includes, but is not limited to: 1. Single-occupancy accommodation at East-West Center's Hale Manoa dormitories (Single Room) for 15 nights 2. Meal card which includes 3 meals per day (Breakfast, Lunch, Dinner) that can be utilized at several locations throughout the University of Hawaii Campus 3. Facilities The H.E.L.P. course is held at the prestigious East-West Center in Honolulu, HI. The Center’s beautiful 21-acre campus is ideally situated in an area adjacent to the University of Hawai‘i’s at Manoa campus and is convenient to all of Honolulu’s resources. The Hawai‘i Imin International Conference Center is designed for an international audience, offering outstanding resources for the H.E.L.P. course.

Accomodation Participants will be lodged at the Hale Manoa Conference housing dormatories adjacent to the venue.

Translation The course will be taught in English. An English Comprehension Level (ECL) of 80 is required by participants.

Health Emergencies in Large Populations (HELP) (MASL# P175018) The Center of Excellence in Disaster Management and Humanitarian Assistance (COE) offers an Expanded International Military Education and Training (E-IMET) workshop course entitled "Health Emergencies in Large Populations (HELP).” The course is exportable on demand to all IMET recipient countries. The Center for Excellence in Disaster Management and Humanitarian Assistance in collaboration with the International Committee of the Red Cross (ICRC) and academic partnership with the University of Hawai’i at Manóa’s Office of Public Health Studies, offers the HELP course as an introductory course designed to provide civilian and military personnel with a foundation of information regarding the role of health and public health in complex humanitarian emergencies in the international arena.

Graduates of this course will be better prepared to accomplish humanitarian assistance missions, equipped with the tools and decision-making skills needed to achieve the desired outcomes of their commands and enable them to plan coherent, appropriate relief actions within their theaters of operations.

H.E.L.P. Course History The H.E.L.P. course was created in 1986 by the International Committee of the Red Cross to enhance professionalism in humanitarian assistance programs conducted in natural disasters and complex emergencies.The courses have been conducted in various parts of Latin America, North America, Asia, Western and Eastern Europe. Since 1986, approximately 2,000 health professionals and humanitarian aid workers from the ICRC, Armed Forces, United Nations agencies, ministries of health, NGOs and academic institutions have attended the course. http://www.icrc.org/Web/eng/siteeng0.nsf/html/help_course
