1 DSEI TO RUN AS LIVE EVENT

The biennial defence and security event, DSEI, will proceed as planned in September 2021 with a new digital offering running alongside the much-anticipated live exhibition. Defence and Security Equipment International (DSEI) has confirmed it will take place as originally scheduled from 14-17 September at ExCeL London. The decision to proceed follows close consultation and discussion with the UK Government and industry stakeholders. After a lengthy global shutdown of the exhibition sector during the COVID-19 pandemic, feedback from across the defence and security industry has shown a strong appetite to come back together in person at DSEI – an event that provides a critical and unmissable forum for many thousands of companies. A range of new online opportunities to complement the live event will be introduced. ‘DSEI Connect’ is a digital platform that will bring participants from around the world together with those attending the event in London to create a flexible and accessible “hybrid” format. The new digital offering gives registered participants a secure and regulated platform to build relationships, share knowledge and develop business. DSEI’s connection portal, MeetMe, enables users to view recommended contacts through its supply chain listings, identify networking opportunities and arrange secure online or in-person meetings at the event. DSEI Connect will feature an exclusive series of live and on-demand presentations from eminent international guests, including keynote speeches from military figureheads outlining pressing equipment requirements and opportunities, in addition to podcasts and exclusive interviews with senior government officials discussing key policies and strategies. DSEI Event Director, Grant Burgham explains: “The DSEI team has been in constant communication with our customers throughout the COVID-19 pandemic and the decision to run a live event reflects their feedback. We’ve taken into account the increasing confidence in the improving public health situation and we’ll continue to work closely with our partners to ensure we deliver a safe and valuable event for our customers.” More details about DSEI Connect will follow throughout the weeks leading up to the event. In April, the group conducted its first-ever fielding of new rescue equipment aboard Marine Corps Base Cherry Point, North Carolina. The tools support Marine firefighters in extricating personnel from air or ground vehicles in emergency situations. The fielding occurred less than 24 months after the program started—despite the group comprising just two individuals. “What this two-man team has accomplished in the last two years has been nothing short of incredible,” said Auburg.

SIMILAR TO ‘JAWS OF LIFE’ The EFR Hydraulic Extrication Family of Systems are tools that spread, pull and cut into ground vehicles or aircrafts to safely remove individuals from life-threatening situations. The gear includes sheers and extractors as well as a lightweight hydraulic pump used to activate the tools. The removal devices operate similarly to “Jaws of Life,” used by civilian firefighters. “These tools are similar to what you might see used by emergency personnel when passing by an automobile accident,” said Auburg. “Our tools can be used during aviation and vehicle mishaps to cut away at a cockpit or ground vehicle in order to remove personnel.”

For example, Marines can wedge a tool called “the spreader” into a pressure point along the vehicle, such as the area between a door and door frame. The Marine can then activate the hydraulic pump, which spreads the steel pieces apart and forces an area to open up. Ted Salas, a life cycle logistician with EFR team, said the extrication tools are lightweight and man-portable, enabling Marines to carry them while hiking into the forest or up a mountain to reach the emergency site. The hydraulic pump allows firefighters to simultaneously operate two items. It weighs significantly less than many older pumps used by Marines and can fit into a backpack, said Auburg. The lighter load allows for faster transport during emergency situations. “These tools are maneuverable and lightweight, helping Marines haul them in confined spaces that trucks cannot pass through,” said Salas. “They incorporate modern technology that eases the workload and weight on Marines.” This year, the EFR team plans to field the equipment to Marines at military bases in North Carolina, New Jersey, Virginia, South Carolina, California and Arizona. The group will begin fielding overseas by the third quarter of fiscal year 2022. Salas said the equipment is expected to be fully fielded by fiscal year 2026.

STANDARDISE RESCUE EQUIPMENT THE IMPORTANCE OF STANDARDIZATION The EFR team leveraged commercial off-the shelf equipment designed to be scalable, smaller and lighter while providing a greater capability than the unstandardized, unit-purchased and sustained, legacy extrication equipment of the past. “Previously, Marines used equipment based on what the unit had purchased,” said Auburg. “Some of that equipment could be anywhere from five years to 20 years old. Some tools could have been brand-new, but it wasn’t standardized across all units.” The standardization of the EFR equipment not only equips Marines with modern, relevant, life-saving tools, but it also will save the Marine Corps training time and effort. For years, individual units would purchase their own tools for extraction missions and train their Marines to use them. However, Marines often handle new equipment when moving to a new location, which requires additional training. A set of modern, standardized EFR equipment prevents Marines from having to continuously relearn gear employment. “Having standardized equipment across the Marine Corps will create a smoother transition for Marines,” said Sgt. Benjamin Alexander, an Expeditionary Firefighting and Rescue Specialist at Marine Corps Air Facility Quantico, Virginia. “Instead of having different types of equipment to teach Marines, you cut that all out and go straight into the same operations.” Alexander contributes to a team that provides emergency support aboard MCB Quantico. He expressed his excitement and appreciation for the new, modernized EFR equipment, which he believes will be easier to operate than similar tools of the past. “The newer equipment is more advanced, lighter and easier to carry,” said Alexander. “It’s going to make our jobs much easier.”

A ‘TRULY REMARKABLE’ EFFORT The conversation to launch the EFR team started in 2018. The Marine Corps intended to create a program office that could standardize and modernize ERF equipment for Marine firefighters to use locally and abroad, per Auburg. In FY19, the EFR program began with two core members. Salas is the team’s logistician. Robert Allen, a contractor who spent more than 20 years as a Marine firefighter, serves as EFR’s subject matter expert and program analyst. The team plans to bring in a project officer in the future, said Salas. Salas said the greatest obstacle the EFR team has encountered was simply starting the program. Much work goes into maintaining an established program, but a new program requires even more work. This meant longer hours in the office. The truncated nature of their program meant the two team members shouldered all responsibilities, from researching effective solutions, to drafting required documentation, to planning New Equipment Training. “We started from scratch, creating the paperwork and the presentations to get funding before we even began fielding,” said Salas. Salas and Allen both have experience as project officers for MCSC, with a sound understanding of the need to continuously coordinate and communicate with each other to create documentation and other tasks to provide effective equipment to Marines. “It wasn’t an easy task with just two people, but we got it done,” added Salas. The two spent many hours drafting documentation, soliciting industry proposals, researching effective systems and acquiring the EFR technologies. The culmination of these efforts occurred during the EFR fielding aboard Cherry Point, where the duo attended to verify the tools met expectations. Auburg commended Salas and Allen for their hard work and dedication despite the disadvantages that come with having a small team. “A team of two, starting from scratch, went through the bureaucracy of the acquisition process and all the documentation required, which has ultimately resulted in equipment in the hands of Marines less than two years later,” said Auburg. “That is truly remarkable.”

THE AERIAL PORT EXOSKELETON HELPS AERIAL PORTERS PERFORM THEIR DUTIES WITH LESS STRAIN. “Aerial ports have a high injury rate in the Air Force,” said Tech. Sgt. Landon Jensen, Air Mobility Command innovations, systems and future command manager. “That’s why we are looking into this kind of solution to help porters perform their duties more safely while also helping reduce the risk of injuries, so they are not suffering later in life.” Travis AFB is currently serving as the test base for the new exoskeleton equipment. If the equipment proves to be beneficial, it will be utilized throughout the Air Force. “We began looking into this equipment because of the outcome of the 2019 Volpe study,” Jensen said. “The Volpe study was a Department of Transportation study that focused on why retired aerial porters alone were costing upwards of $31 million a year on disability benefits.” Following the results of the 2019 study, the 60th Aerial Port Squadron leadership looked into working with external parties to develop a solution reducing the number of Airmen leaving service in such a rough state. “This project would have been impossible without the help of Arizona

State University,” said 2nd Lt. Aaron Cox, Air Force Life Cycle Management Center program manager. “They focused on the development and manufacturing of the exoskeleton, and without their partnership we wouldn’t have been able to develop this technology.” After a month-long testing period, the Airmen expressed the suits are a good investment and significantly reduces load bearing. “This suit’s core function is to help us lift, but can also be used in other ways,” said Airman 1st Class Kyle Sunderman, 60th APS ramp serviceman. “During a load, fatigue can be a real issue and these exoskeletons really take a lot of the strain away.” However, as with any new piece of equipment, it is not without fault, but the Airmen say they still feel safe. “There are small things here and there where the suits can be improved to make them more user friendly,” said Airman 1st Class Xaviar Archangel, 60th APS aerial porter. “But there is no danger and these suits don’t have the strength to overpower the user, so I feel completely safe in it.

LM-LOWPROFILE LASER MODULE Developed by Rheinmetall Soldier Electronics of Stockach, Germany, the minute LM-LowProfile laser module is designed for use on compact assault rifles, but it is also suitable for other small arms. The device, weighing around 160 grams and 85 mm long, can be attached to any standard assault rifle via a standard interface as defined by MIL-STD 1913/NATO STANAG 4694. Owing to its low height (25 mm), it can be used in combination with daylight optics. Nor does it interfere with the line of sight.

Owing to the alignment of the laser along the running axis, the device lends itself particularly well to weapons without removeable mechanical sights (rear and front sights). Powered by a CR123 battery, the LM-LowProfile features visible and infrared target markers as well as a focusable infrared illuminator. All of the integrated lasers can be regulated in parallel by means of block adjustment. They can be remotely controlled via a trigger cable or by means of a single push button directly on the device. The LM-LowProfile is watertight at depths of up to 30 metres for up to two hours. Adding a tactical weapon light further enhances the laser module’s operational effectiveness. Rheinmetall has already supplied the Portuguese Army with a weapon light in an earlier order.

CTAC V2 The original CTAC™ is an inside-the-waistband (IWB) holster first introduced at the beginning of Comp-Tac in 1999. Since then, it has been a favorite among customers because of its thin design and resistance to sweat in hot and humid climates. The CTAC V2 is an updated version that takes the knowledge and technology Comp-Tac has gained in the last 22 years to become even better. The CTAC V2 maintains the same functionality but now incorporates some new features, including a narrower overall design with the two mounting clips brought in closer to the body of the holster. ALL KYDEX HOLSTERS An all kydex body is a really nice feature for those who live in hot and humid climates because Kydex does not absorb sweat. Why is that nice? For one, you don’t have to worry about a sweaty, sticky, stinky holster, but the best part is, if you do sweat you don’t have to worry about it soaking into the holster and damaging your gun. Not only is sweat bad for guns because is can cause rust, but the salt can cause corrosion or damage to the finish of the gun. It also goes both ways, you don’t worry about the oil or lubricant on your gun soaking through a holster and getting on your clothing.

IWB WEAR Makes it easier to conceal carry a weapon in lighter clothing. Want to wear your shorts and Hawaiian shirt? A CTAC can be hidden without tons of layers or outerwear.

“THIN” DESIGN The greatest thing about the CTAC V2 holster is how thin and compact it is. Because the mounting clips are set on the side, this holster is only 1/8” bigger than the gun. This is the closest you will get to just “sticking a gun in your pants”

The THeMIS Mortar carrier has been adjusted to accommodate a mortar up to 81 mm. The Cargo platform is equipped with a specially designed suspension system for safe transportation and utilization of the mortar, extra equipment, and ammunition, making it rapidly deployable on harsh terrain. The main purpose of this system is to enable logistical support and indirect fire for manoeuvre forces.

Carrying supplies and equipment in combat is often difficult for dismounted units. Due to the soldier’s physical limitations, the weight of additional equipment and heavy weapons often restrict what the soldier can take into battle. The purpose of the THeMIS Cargo is to reduce the cognitive load of soldiers and provide a means to carry and utilize extra gear and firepower. The THeMIS Cargo will increase the mobility of dismounted units and make them more effective against the adversary. The THeMIS Cargo can also be used to support on-base logistical activities and for last-mile resupply.

THEMIS CARGO The THeMIS Cargo is intended to support dismounted troops by carrying everything a soldier would normally carry, thus letting the fighter concentrate on the mission at hand. It can be outfitted with various types of tie downs and restraints to prevent load shift.

THEMIS CARGO CASEVAC The purpose of the CASEVAC platform is to provide rapid evacuation for urgent casualties from the point of injury to higher-level medical facilities. It reduces the need for manpower usually used for casualty evacuation. The vehicle facilitates most NATO stretchers used in the armed forces.

COMBAT THeMIS Combat UGVs provide direct fire support for manoeuvre forces acting as a force multiplier. With an integrated self-stabilizing remote-controlled weapon system, they provide high precision over wide areas, day and night, increasing stand-off distance, force protection and survivability. Combat UGVs can be equipped with light or heavy machine guns, 40 mm grenade launchers, 30mm autocannons and Anti-Tank Missile Systems.

COMBAT SUPPORT The main purpose of the THeMIS Combat Support is to assist military infantry or special intervention police units in high threat, riot control and counterterrorist (CT) urban environment scenarios. The THeMIS Combat Support includes a stretcher, a bumper kit, equipment storage boxes and attachments for extra equipment on the fenders that can be adjusted according to the nature of the mission. It can also be equipped with light remote weapon systems to increase firepower in addition to easing the work-load of combatants.

COMBAT (ADDER DM)

COMBAT (GUARDIAN 2.0)

The ADDER was the first remote weapon station integrated into the THeMIS. This system has been tested in the cold Estonian winter in partnership with weapon station developer and manufacturer Singapore Engineering Land Systems under the supervision of the Estonian Defence Forces.

The GUARDIAN 2.0 by Escribano Mechanical & Engineering provides defence capabilities over short and medium ranges with high firing accuracy and it is a cost-effective solution for defence against asymmetric threats. The system is stabilized and can operate by day and by night. Operational functions include surveillance, target identification and tracking. Ballistic calculations for shooting are programmed into the main computer unit, allowing improved shooting accuracy.

COMBAT (PROTECTOR RWS) The PROTECTOR remote weapon station from KONGSBERG was integrated in 2017 and is a valuable addition to the THeMIS RWS family. There are several versions of the PROTECTOR RWS available, one of which is equipped with the Javelin missile system.

COMBAT (DEFNDER MEDIUM) As the name suggests this unit is equipped with the deFNder® Medium remote weapon station developed by FN Herstal. In partnership with FN Herstal and the Estonian Defence Forces this armed UGV has been deployed at the biggest Estonian defence exercise Spring Storm 2017.

COMBAT (R400S-MK2-D-HD) The THeMIS Combat with the EOS R400S-MK2-D-HD 30 mm autocannon remote weapon system provides direct fire support for manoeuvre forces acting as a force multiplier. The stabilized weapon system provides higher precision over wide areas, day and night, increasing stand-off distance, force protection and survivability. Reducing logistical footprint and enabling light infantry units to deploy with a heavy weapon system.

COMBAT (HERO-120) The THeMIS Combat with the Hero-120 by UVision can be equipped with up to six Loitering Munition systems that will provide dismounted infantry and Special Forces units with long-range ISR and firepower combination. Ideal for anti-tank missions or other strategic objectives, the Hero-120 is the largest of UVision’s short-range systems. It carries a 3.5 kg warhead and can endure an extended flight time of 60 minutes.

ISR THeMIS ISR UGVs have advanced multi-sensor intelligence gathering capabilities. Their main purpose is to increase situational awareness and provide improved intelligence, surveillance and reconnaissance over wide areas and battle damage assessment capability. The system can effectively enhance the work of dismounted infantry units, border guard and law enforcement agencies to collect and process raw information and decrease the reaction time for commanders.

THEMIS IN USE The Estonian Defence Forces Artillery Battalion used Milrem Robotics’ THeMIS UGVs in a live-fire exercise to provide advanced situational awareness, conduct casualty evacuation (CASEVAC) and to support units manoeuvre while providing direct fire support from various positions. During the exercise held in April, two THeMIS UGVs were used by the Artillery Battalion: the THeMIS Combat Support integrated with FN Herstal’s deFNder® Light Remote Weapon System (RWS) with a 7,62 mm machine gun and the THeMIS Observe with Acecore’s tethered drone. The THeMIS Combat was tasked with supporting an advance force that consisted of an antitank weapons team and a forward observer’s team. The main task of the UGV was to provide covering fire and support the retreat of the two teams to main positions as well as transporting their anti-tank weapons. At the main battle position the UGV was used for casualty evacuation. The THeMIS Observe provided overwatch and enhanced the battalion’s situational awareness. The use of a tethered attachment to the THeMIS UGV provides tactical units with 24 hours of constant observation of the operational area that is essential in the situational awareness prospective as well as peace time live-fire safety perspective. “Taking part in the live-fire exercise of the Artillery Battalion was a great opportunity for us to validate our new infantry support UGV with end users in an actual combat scenario,” said Jüri Pajuste, Director of Defence Research at Milrem Robotics. “The THeMIS Combat Support as well as other unmanned ground systems will enhance various combat capabilities and help reduce loss of life during combat operations,” Pajuste added. “We found several benefits in including UGVs into our battle scenario,” said Lt Mari-Li Kapp, Commander of operations and training section (S3) in the Artillery Battalion. “Having UGVs as a part of the reconnaissance force that prepares the arrival of the main unit, the UGVs could secure the indirect fire and anti-tank teams by providing direct fire support during an engagement and whilst some units are withdrawing. UGVs could also act as front guards all by themselves since they can provide situational awareness and act as forward observation.”

ARMY SCIENTISTS BUILDING ENERGY EFFICIENT ROBOTICS A NEW FORMULA FROM ARMY SCIENTISTS IS LEADING TO NEW INSIGHTS ON HOW TO BUILD AN ENERGY-EFFICIENT LEGGED TEAMMATE FOR DISMOUNTED WARFIGHTERS. In a recent peer-reviewed PLOSE One paper, the U.S. Army Combat Capabilities Development Command, known as DEVCOM, Army Research Laboratory’s Drs. Alexander Kott, Sean Gart and Jason Pusey offer new insights on building autonomous military robotic legged platforms to operate as efficiently as any other ground mobile systems. Its use could lead to potentially important changes to Army vehicle development. Scientists said they may not know exactly why legged, wheeled and tracked systems fit the same curve yet, but they are convinced their findings drive further inquiry. “If vehicle developers find a certain design would require more power than is currently possible given a variety of real-world constraints, the new formula could point to specific needs for improved power transmission and generation, or to rethink the mass and speed requirements of the vehicle,” Gart said.

ARMY SCIENTISTS WORK TOWARDS ENERGY EFFICIENT ROBOTICS INSPIRED BY A 1980S FORMULA THAT SHOWS RELATIONSHIPS BETWEEN THE MASS, SPEED AND POWER EXPENDITURE OF ANIMALS, THE TEAM DEVELOPED A NEW FORMULA THAT APPLIED TO A VERY BROAD RANGE OF LEGGED, WHEELED AND TRACKED SYSTEMS – SUCH AS MOTOR VEHICLES AND GROUND ROBOTS.

Although much of the data has been available for 30 years, this team believes they are the first to actually assemble it and study the relationships that emerge from this data. Their findings show that legged systems are as efficient as wheeled and tracked platforms. “In the world of unmanned combat aerial vehicle and intelligent munitions, there is a growing role for dismounted infantry that can advance, often for multiple days, and attack in the most cluttered terrain such as mountains, dense forests and urban environments,” said Kott who serves as the laboratory’s chief scientist. “That’s because such terrain provides the greatest cover and concealment against the unmanned aerial vehicles. That, in turn, demands that dismounted infantry should be assisted by vehicles capable of moving easily in such a broken terrain. Legged vehicles – possibly autonomous–would be very helpful.”

One of the problems with legged robots, Kott said, is they seem to have poor energy efficiency, which limits teaming with Soldiers in austere battlefields. “For the past 30 years, U.S. military scientists have addressed a number of challenges in developing autonomous vehicles,” said Kott. “Ground vehicles that maneuver on wheels or tracks, and air vehicles that resemble small airplanes which we call fixed wing and small helicopters, which are rotary wing, are now quieter and easier to integrate in troop formations. But for legged platforms, many hurdles remain elusive, and a huge one is making them energy efficient.” Soldiers cannot afford to carry fuel or batteries for “energy-thirsty legged robots,” he said. The paper explores whether artificial ground-mobile systems exhibit a consistent trend among mass, power, and speed. As a starting point, the team investigated a scaling formula proposed in the 1980s for estimating the mechanical power expended by an animal of a given mass to move at a given speed, and compared this to a range of artificial mechanical systems varying in size, weight and power that are autonomous or driven by humans. The team found the answer to their research question: a similar, consistent relationship does in fact apply also to ground-mobile systems including vehicles of different types over a broad range of their masses.

Kott said this relationship surprisingly turned out to be essentially the same for legged, wheeled and tracked systems. These findings suggest that human-made legged platforms should be as efficient as wheeled and tracked platforms, he said. To conduct this study, the team collected diverse ground mobile system data from a literature review of previous studies and published data sets. They studied wide ranges of sizes and morphologies within a data set that combined systems that included for example a 17th century British canon, the Ford Model T, the M1 Abrams tank and an ACELA train. Gart said their research is relevant to designing ground mobile systems because it helps designers determine tradeoffs among power, speed and mass for future terrestrial robots for defense applications. One Army goal is to develop new types of autonomous, or partly autonomous, ground vehicle to deliver supplies to Soldiers in challenging terrains, he said. “To haul supplies, it must be able to carry a certain weight, or mass, at a certain time, or speed,” Gart said. The formula can approximate the amount of power that vehicle will need, researchers said.

“THE ARMY MUST DEVELOP FEASIBLE YET AMBITIOUS TARGETS FOR TRADEOFFS AMONG THE POWER, SPEED, AND MASS OF FUTURE TERRESTRIAL ROBOTS,” KOTT SAID. “IT IS UNDESIRABLE TO BASE SUCH TARGETS ON CURRENT EXPERIENCE, BECAUSE MILITARY HARDWARE IS OFTEN DEVELOPED AND USED FOR MULTIPLE YEARS AND EVEN DECADES; THEREFORE, THE SPECIFIERS AND DESIGNERS OF SUCH HARDWARE MUST BASE THEIR TARGETS–COMPETITIVE YET ACHIEVABLE–ON FUTURE TECHNOLOGICAL OPPORTUNITIES NOT NECESSARILY FULLY UNDERSTOOD AT THE TIME OF DESIGN.” The formula developed in this paper gives such a target and could enable the Army to make predictions of future performance of ground platforms such as legged robots given design constraints like vehicle and motor weight and desired speed, he said.
